Unique crane launch for OSD-IMT PSV The new shipyard facility of Honghua Offshore Oil & Gas Equipment Company in Jiangsu, China, has launched its first ship, an IMT982 Platform Supply Vessel. The vessel was launched in a unique way, using the yard’s new gantry crane. At 22,000 tonnes SWL the Honghai crane is the largest moving gantry crane in the world. It was the first time the giant crane has been used.

900 m² and can carry 1,360 m³ of fuel oil, 770 m³ of potable fresh water, 1,010 m³ of liquid mud/brine, 1,350 m³ of drill water/water ballast, 278 m³ of dry bulk and 170 m³ of base oil. It has a maximum deadweight of about 3,900 tonnes at 5.95 m draught.A diesel electric propulsion system provides fuel economy and efficiency. It comprises four main diesel generators, 2 x 1900 kW frequency controlled electric motor-driven azimuth thrusters for main propulsion and 2 x 800 kW frequency controlled, electric motor driven, tunnel thrusters fitted forward. The vessel is classed with Lloyds Register and is fitted with a DP2 system. It has accommodation for a crew of 27 persons and has a trial speed of 14.0 knots.The vessel, named NORDIC TRYM , is expected to be delivered to its new owners, Nordic Offshore Supply Limited, in April 2015.

Nigeria, ECOWAS neighbours sign deal to fight oil theft, piracy

Nigeria and its neighbours in the Economic Community of West African States (ECOWAS) have signed a memorandum of understanding (MoU) and adopted an Integrated Maritime Strategy and Multilateral Agreement on the establishment of Maritime Pilot Zone E to fight oil theft, sea robbery, piracy and other forms of criminality in their domain. The Zone

E countries comprises of Republic of Benin, Niger Republic, Nigeria and Togo.Speaking Thursday in Calabar during the 2014 Chiefs of the Naval Staff/Heads of Gendarmerie of the ECOWAS Maritime Pilot Zone E Countries Meeting, Chief of Naval Staff, Vice Admiral Usman Jibrin, said the agreement was to eradicate illegal maritime activities in West Africa.

Jibrin said that the meeting was organized to finalise important processes towards activation of Zone E Maritime Multinational Coordination Centre (MMCC).He said, “Today, we are expected to formally agree on the final operational plan and resource commitment as fine-tuned by our team of operational experts.”The Minister of Defence, Lt. Gen. Aliyu Gusau (rtd) said that the prospect for optimal exploitation of resources from the maritime environment for sub-regional benefit is hampered by piracy and other transnational criminalities.Represented by Mr Aliyu Sumaila, Permanent Secretary in the Ministry, he said that pipe line vandalism and crude oil theft greatly affect the revenue generation drive, hence the need for a tight maritime security.He said, “Maritime security is a cause for concern, given the export of oil from the Gulf of Guinea of over 5 million barrels per day and also additional discoveries from other member state.“I am delighted to witness this memorable occasion for the collaborative engagement mechanism in our drive to effectively secure the Gulf of Guinea maritime domain in order to harness the vast economic resources.“I wish to emphasise that collective action from member states is very crucial in confronting maritime threats such as, attacks on shipping and resource theft.” Source : worldstagegroup

Gulf of Guinea: Africa's new pirate paradise A year after vowing to banish buccaneers from their waters, countries in the Gulf of Guinea - the new epicentre of piracy in Africa - are struggling to get their act together. The coastal area extending from Senegal to Angola has stolen the limelight from the Gulf of Aden on the piracy front. From hijacking cargo ships and siphoning their fuel to illegal fishing and transporting contraband, seafaring robbers are squeezing the region's economy. Between Jan and Sept the

Gulf of Guinea recorded 33 incidents of piracy and armed robbery, according to the International Maritime Bureau (IMB).While an improvement on the 47 attacks recorded in the same period last year, the figure still dwarfed the number of incidents recorded off the coast of Somalia, where international military patrols helped keep the reported tally down to 10.

The pirates operating off the coast of Nigeria, Togo and Benin are heavily armed and violent, according to the IMB.

Sometimes crews are held hostage for several days and subjected to violence, making them increasingly reluctant to travel these waters.With shipping representing up to 20 percent of the revenues of some affected countries the banditry is also taking an economic toll.At a summit in Cameroon in June 2013 regional leaders decided to set up a centre responsible for coordinating anti-piracy efforts across the region, with local offices all along the coast.

"The 24 heads of state present in Yaounde (Cameroon) didn't just come for the visit. The actions are there, we're no longer just talking about it," Cameroon's Foreign Minister Pierre Moukoko Mbonjo told the inaugural edition of the Forum on Peace and Security in Africa in Senegal's capital Dakar on Monday.

But the new anti-piracy centres still lack computers and satellite imagery; national navies are short of patrol boats and speedboats and regional dialogue has not always been as intensive as promised. Often the navy, naval police and coastguard work at cross purposes.

"At the national level you have a multitude of services falling over each other. Every agency tries to have prerogatives that aren't even part of its remit," Rear Admiral Cheikh Bara Cissokho, chief of staff of the Senegalese navy, told the Dakar forum.

Furthermore, countries in the Gulf of Guinea are sometimes locked in bitter border disputes, namely over the control of offshore oil fields. "How can Ghana and Ivory Coast organise common patrols if their border hasn't even been definitively drawn?" asked Barthelemy Blede, a researcher on maritime security at the Institute for Strategic Studies (ISS) in Dakar.The funding of the new, regional security framework has also yet to take shape, "and foreign aid is still limited", said Blede, who also lamented that shipowners were still resistant to further levies on vessels.

For all the experts at this week's Dakar Forum, Nigeria was the weakest link, with most of the attacks taking place off its shores.The assailants, meanwhile, were growing their catchment area by establishing "subsidiaries" outside their home countries, said Veronique Roger-Lacan, France's special representative for the fight against maritime piracy.

Speaking at a summit of the west African regional ECOWAS bloc this week Nigerian President Goodluck Jonathan said piracy in the region had reached "a worrisome dimension"."Nigeria calls for stronger and more effective regional, continental and global alliance to rid our region of terrorism, piracy and violent extremism," he said.The consequences of the high-seas hold-ups may be more far-reaching than thought.

Blede noted that attacks in Nigeria's waters had ramped up in the run-up to the country's presidential election in Feb.

The timing of the uptick, he said, "suggests that piracy could be used to finance political activities," he said. Compared with the Gulf of Guinea, the Gulf of Aden comes off as almost idyllic.But Roger-Lacan is sceptical.

"All those in charge are saying that the minute the navies withdraw, the sponsors of piracy will resume their activities," she warned. Source : asiaone

Dry bulk market keeps slowing down as year-end approaches

The dry bulk market is on the minus side over these past few weeks, leaving yet another bitter taste in shipowners’ mouths as the 2014 approaches to an end. It was supposed to be the year that the market would finally rebound to healthier rates and allow for increased earnings. However, despite a brief upside during the months of August and September, the rest of the year has been less than bright. Commenting on the current state of the market, shipbroker Intermodal noted this week that “with freight rates for Capes falling as fast as they have been, any attempts for a positive reversal by the Dry Bulk market is destined to keep failing”. In its latest report, commenting on the Capesize market, shipbroker Fearnleys noted that “it was another painful week in the Cape Segment. Faith has all but disappeared and owners are now willing to conclude one year period deals at mid/upper usd 12000´s which reflects the forward paper. The activity in the pacific is slower, and rates for West Australia are now just above usd 5.00. Activity in the Atlantic is almost non-existent and time charter rounds have been concluded at below usd 4000 daily. Any fresh cargo is almost immediately fixed, and there are too many spot vessels off South Africa for any near term hope on the Brazil to China route. On the other hand we are at levels where the market cannot fall significantly further and we now see several owners not willing to trade”. On the Panamax front, it was “a quiet week in general for both hemispheres. As predicted the activity slowed down and so have the rates. In Atlantic owners, running after employment in order to cover their spot vessel´s over Christmas and new year. Charterers use the competetive levels and bringing January cargoes in the market this week. The few prompt Atlantic cargoes being fixed at very sharp levels. Short Baltic rounds covered in the low 9000. Same goes for Front haul cargoes ex USG covered in the low 14,000 region. While S.America /feast grain payed tic less 12,500-13,000 range. Pacific rounds covered in the high six low 7000 range and sliding further. Almost no period deals fixed as charterers expect it will be cheaper tomorrow. Finally, in the Supra/Handy markets, Fearnleys said that there was “a softer tone for rates and volumes for the Supras, perhaps less apparent in the Pacific the last week before the season holidays and good old Santa arrives. USG seems to loose steam with trip to Cont at arrnd 14.000 and tick higher to Wafr. Scrap from Continent typically around 13.000, for Ownerswho once in the Med will struggle as the list of open tonnage is growing steadily. ECSA activity still there, but at unexciting levels short of 13 + 300. Pacific volumes has been holding better and with far volumes. 11.000 for Indo rounds to South China/Thailand/Vietnam from Singapore. 13.000 achievable to India and 16.000 if delivery Singapore. Fertilizers from China to India fixable arround 15.000. Period levels at Low 11.000 for Ultramax and below 10.000 for standard size”, the shipbroker concluded.Meanwhile, in the demolition market, Intermodal noted that “as we approach the end of the year, hopes of an improvement in the demolition market seem to be quickly vanishing. Demo prices for dry bulker units have moved further south across the board this past week, while as cheap Chinese scrap steel continues to enter the Indian subcontinent demo markets, cash buyers with unsold inventories, remain very reluctant to commit to new transactions. The small uptick in activity that we witnessed the week prior, seems to have now stalled as demo buyers appear overwhelmed by the possibility of significant further downside in steel prices. On top of that, owners seem to also be holding fire, uninterested to sell at current levels and despite the fact that in the case of dry bulkers, the option of scrapping instead of holding for further trading is becoming more popular once more as far as vintage tonnage is concerned and under the current freight market environment. China’s Fleet: Bridging the Gap on the Maritime Silk Road

The ancient Maritime Silk Road (MSR) route was used by Chinese merchants to trade with the rest of the world more than 2,000 years ago. Today, China is seeking to revive its maritime prosperity and the term 21st Century Maritime Silk Road has become a catchphrase. As China’s role in seaborne trade continues to surge, the Chinese owned fleet is registering further growth. An Expanding Fleet China is currently the world’s third largest shipowning nation, with a fleet standing at 120.0m GT at the start of December 2014, equivalent to 10.2% of the global fleet. Since 2009, the Chinese fleet has expanded 115% in terms of GT, with double-digit growth registered between 2009 and 2012. Most of this expansion has been accounted for by the bulkcarrier and tanker (particularly VLCC) sectors, with 70m GT of bulkers currently owned by Chinese companies.

Growth in the total Chinese fleet has recently slowed as the pace of deliveries has eased, reflecting lower ordering in the post-boom period, while demolition of Chinese owned vessels has also remained at firm levels, aided by the domestic scrapping subsidy. Bigger than Big Despite this, China currently has the world’s largest volume of tonnage on order, with a total 32.2m GT scheduled for delivery between now and 2019. Delivery of these vessels is likely to lead to a further increase in the share of the fleet which is Chinese owned, since in many shipping sectors (and particularly in the largest sizes) Chinese owners account for a greater proportion of the orderbook than of the existing fleet. The most significant difference is in the containership sector, where 7% of tonnage is Chinese-owned, but where Chinese owners account for 25% of the global boxship orderbook, reflecting the emergence of new sources of Chinese finance for large containerships. Elsewhere, as China is aiming to improve its energy mix, larger LNG and LPG carriers have been required to transport gas supplies from more distant sources, such as the Middle East, Africa and the US. The Chinese gas carrier orderbook currently stands at 1.9m GT, compared to a Chinese-owned fleet of 1.2m GT. China has also remained an active investor in other sectors such as MPPs, with Chinese project cargo exports continuing to grow. Not Yet Enough? Beijing has encouraged the development of China’s national fleet to better facilitate its seaborne trade. Total Chinese seaborne trade in tonnes rose 84% between 2008 and 2014, while imports alone have surged 112%. Against the backdrop of a new shipping market cycle and slower economic growth, China is now home to 6 of the top 10 busiest container ports, accounts for 70% of global iron ore imports, and around 25% of VLCC demand. Many Chinese owners are openly optimistic about their fleet development, with recent high-profile agreements including the creation of the Chinese VLCC pool, deals with Vale over Very Large Ore Carriers, and new containership orders. Widow of South Korea ferry tycoon blamed for Sewol sinking gets suspended jail sentence

The widow of the South Korean tycoon blamed for April's ferry disaster that killed more than 300 passengers has received a suspended 18-month jail sentence on Thursday for embezzlement.Prosecutors indicted Kwon Yoon Ja, 71, for siphoning off some US$28 million (S$36.5 million) from a business group that owns Chonghaejin Marine Co., the operator of the ill-fated Sewol ferry. A district court in Incheon City also sentenced her brother Kwon Oh Kyun to five years in prison for pocketing the diverted funds.Kwon Yoon Ja is the widow of Yoo Byung Eun, the late patriarch whose family controls Chonghaejin and its affiliates.Their son, Yoo Dae Kyun, was sentenced last month to three years in prison for siphoning off some US$7.2 million from Chonghaejin Marine and its six sister companies between 2002 and late last year. Yoo Dae Kyun's uncle was also sentenced to two years for misfeasance in office last month. Yoo's sister, Yoo Sum Na, is currently fighting extradition from France on similar charges as his younger brother, who is still abroad and wanted by the police, is also linked to charges of embezzlement from the family-run conglomerate. Fastest lifeboat in fleet is heading for Staithes

Staithes is to get the fastest lifeboat in the RNLI fleet after a series of successful trials were carried out in the harbour last week.The Atlantic class 85 lifeboat was transported by road last Friday in a nine hour trip from the RNLI headquarters in Poole, Dorset .It was brought from Whitby to Staithes by sea by the crew’s helm, Lee Jackson.

He was joined by his nine Staithes’ volunteer crew members, shore crew and back-up from Poole and Redcar RNLI to put the boat through its paces in a series tests.As well as carrying out joint exercises at sea with Staithes’ present Atlantic 75 Pride of Leicester, the larger lifeboat had to be put

through manouevres with a drive-on, drive-off launch carriage that was brought down Staithes’ narrow cobbled streets for the trial.The final test was for the Staithes tractor to haul the Atlantic 85 and carriage up the curved slipway and house it in the boathouse on North Side before the Atlantic 85 finally returned by sea to Whitby for a nine hour road journey back to Poole.Just last year the boathouse was given a £250,000 makeover so it could accommodate the larger lifeboat which, following the successful trials will be in situ in the next two to three years.It will have a top speed of 35 knots - making it the fastest boat in the lifesaving organisation’s fleet.Stephen Henderson, Divisional Technical Manager for the England North and Scotland South oversaw the day long programme.He said: “The Atlantic 85 passed the trials with flying colours. In every category, it was a highly successful trial for the boat, the crews and the tractor recovery and launch.“When it arrives for good in two or three years time, Staithes will have a faster, bigger, safer lifeboat. Unlike the present boat, it has radar which is a great help at night or in fog and it can take a crew of four instead of three.”

Boskalis awarded contract for Wikinger offshore wind farm

Royal Boskalis Westminster N.V. (Boskalis) in partnership with Volker Stevin International (VolkerWessels) have been awarded a contract by Iberdrola Renewables Offshore Deutschland GmbH for the partial construction of the Wikinger Offshore Wind Farm in the German section of the Baltic Sea. The work comprises the transport and installation of seventy wind turbine foundations and six offshore substation piles. The contract carries a value of approximately EUR 75 million for Boskalis. The Wikinger Offshore Wind Farm is located 34 kilometers northeast of the island of Rügen and will generate a total capacity of 350 MW. Each of the seventy wind turbine foundations consists of a four-legged jacket and four piles that will be transported from four different locations in

Following the transport from Sassnitz-Mukran to the wind farm the piles will be driven into the seabed after which the jackets will be installed and connected to the piles. The pile installation activities will be executed by a Boskalis Giant barge with a 1,000-tonne crane and the installation of the jackets by the Boskalis 2,200-tonne Taklift 4 sheerlegs. The project is scheduled to commence in the first quarter of 2016 with completion expected in the fall of 2016. Boskalis' strategy is aimed at benefitting from key macro-economic factors which drive worldwide demand in our markets: expansion of the global economy, increase in energy consumption, global population growth and the challenges that go hand in hand with climate change. Navios Maritime Acquisition Corporation Announces Employment for Two MR2 Product

Tankers Navios Maritime Acquisition Corporation, an owner and operator of tanker vessels, announced that the NAVE PYXIS and the NAVE SEXTANS have been chartered out to a high quality counterparty for three years at a rate of $16,294 net per day. The vessels are expected to generate approximately $7.0 million of annual EBITDA (approximately $20.9 million of aggregate EBITDA for the charter period in total) assuming operating expense approximating current operating costs and 360 revenue days per year. Chevron puts Canadian offshore Arctic drilling plans on hold

Citing low oil prices and financial uncertainty, Chevron has shelved a plan to drill offshore in the Canadian Beaufort Sea, Reuters reports. The company sent a letter to Canada’s National Energy Board on Wednesday saying it is

dropping its plan to drill in the EL 481 block, about 155 miles northwest of Tuktoyaktuk, Northwest Territories, and thus does not need any modification to that agency’s relief-well rule.

The NEB, which oversees offshore oil development in the Canadian Arctic, has been asked by Chevron and other companies to allow exceptions to a decades-old rule requiring companies to amass capabilities for a same-season relief well in the event of a well blowout. Chevron and other companies planning to drill in the offshore Beaufort argued that the rule is not practical for that Arctic area. Chevron argued earlier this year that it could not assess the economic viability of its drilling project without a favorable decision from the NEB on the same-season relief-well rule.Another group, a joint venture led by Imperial Oil, is also planning to drill in the Canadian Beaufort at a prospect about 75 miles off the coast of the Northwest Territories. Rena grounding: Failures revealed New Zealand's maritime authority is investigating how shipping around our coasts can be made safer, as a high-level report into the grounding of the Rena reveals an alarming catalogue of issues. The findings of the Transport Accident Investigation Commission's investigation into the catastrophic grounding of the MV Rena, released today, detailed a list of concerns, including those around crew training and international conventions.

The TAIC launched its inquiry shortly after the Liberian-flagged containership struck the Astrolabe Reef off the coast of Tauranga at 2.14am on October 5, 2011. The grounding resulted in the spill of 350 tonnes of heavy fuel oil and hundreds of containers into the sea, temporarily polluting Bay of Plenty beaches and killing wildlife.

The Liberian-flag ship's master, Captain Mauro Balomaga, and second mate, Leonil Relon - both trained in the Philippines - were each sentenced to seven months' jail in 2012 but served half the sentence. Delivering the findings today, TAIC Commissioner John Marshall QC said the grounding was not attributable to any equipment malfunction, but rather poor planning and execution.

The passage plan did not meet standards of best practice, and a shortcut that was taken to reach the Port of Tauranga by 3am - which instead led straight to the reef but only would have saved a minute had it not been there - increased the risk and "contributed directly".There were also failures in the standard of watch-keeping in almost all aspects, the navigating crew were not strictly following company procedures, and monitoring equipment also wasn't used adequately.By the time Mr Balomaga took control of the ship, shortly before the impact, he had received virtually no information about the course.

Mr Marshall said fatigue was likely, at least, to have affected performance but there was insufficient evidence to determine if actions attributable to it.The investigation further found that the navigating crew had not been following the safety management system for at least the six coastal voyages prior to the grounding; that deficiencies had been spotted on the Rena at previous ports overseas; and that international protocols for auditing training standards "lacked transparency".

An independent audit had found Philippines' maritime education, training and certification system did not meet mandatory standards enforced by the International Maritime Organization (IMO). The commission recommended that the company which managed the Rena, CIEL Shipmanagement S.A, "evaluate the effectiveness" of its safety

management system, and that Maritime New Zealand (MNZ) push, through the IMO, for greater transparency of the system for auditing countries' seafarer training systems.

"They had become routine' The investigators found that the acts and omissions weren't one-offs, Mr Marshall said."They had become routine, that was the way they were operating and that is an indication of the safety system of which they were operating under, which goes back to the management of the shipping company as well."Of 12 vessels managed by CIEL, the average rate of deficiencies found per inspection under the Tokyo Memorandum of Understanding was 3.4, but the Rena's rate was 6.3.Only two others - the Konstantina (10) and the Garden (11) had higher rates of deficiencies.

"Looking at the wider system, there were issues found with the Philippines training system," he said."However, what we can say is that the International Maritime Organization is trying to address this problem at a global level, because it is a global thing."

The commission further recommended that MNZ collect sufficient data on shipping movements around the New Zealand coast, and "monitor and control" the use of virtual aids to navigation around the coast. A lack of data meant it wasn't possible to make any meaningful analysis to see whether there was any need for ship routing in some form around the coast. However, MNZ director Keith Manch told the Herald ship routing normally occurred in areas where there was a huge amount of traffic, "and there isn't a huge amount of traffic in New Zealand". "It's not that there isn't enough traffic for ship routing, it's just that the conditions haven't been seen to exist previously for it."MNZ would consider the option in a new review which would give a comprehensive analysis of factors contributing to risks around shipping.It would also consider the virtual aids suggested by TAIC.

Mr Marshall said if a light on the reef "probably would have helped" avoid the grounding, but there were a number of such hazards around the country and the costs and advances in technology had to be considered. A simple chart plotter or plotter integrated with radar came with low cost, and would have visually alerted the bridge to the reef.

Virtual aids were an alternative, Mr Marshall said, but should not be introduced before proper research and a development of standards.Asked whether the investigation would stop a repeat of the Rena disaster happening, Mr Marshall said it would go "some way".

"It is going to take time - it's not going to be fixed overnight, and that's why we say in the report that it's a lesson for ship owners."Mr Manch said he believed the grounding had had an impact on safety measures in the wider industry.

"People, generally speaking, would have reacted quite carefully to seeing what had happened - this report adds to that."But he felt it was still time that a thorough review be taken of risk issues around the coast."You've just got to look at the developments in shipping, the size of ships, and the technology involved in keeping them safe - that's changing dramatically."It's really time to think, are the current regulatory safety settings appropriate, or should they be updated?" Recommendations dealt with: owners Responding to the report, the Rena's owners, Daina Shipping Company, noted the findings had highlighted that CIEL had already dealt with the recommendations."The owners and managers had an extensive engagement with TAIC during its three year inquiry for which they are grateful," the owners said in a statement."It has been a productive exercise and they have already been invited to and did provide input to the commission on areas where they do not agree with the commission's approach."

Transport Minister Simon Bridges could not be contacted for comment. Labour's transport spokesperson, Megan Woods, said the findings showed some serious issues associated with the grounding."The report makes it clear that to adequately protect our environment we need to have strong safety management systems in place," she said."The Rena disaster revealed that we currently do not have adequate systems in place; we need to do more.

"The Government needs to do all it can to ensure that disasters like this do not occur again and it needs to accept the recommendations of the report."Ms Woods added that it took "too long" for authorities to respond to the oil spill, "and New Zealand does not have sufficient response capability if there was to be a larger spill". Green MP Gareth Hughes claimed the findings supported the Greens' call for shipping lanes, and if there had been some form of mandatory form of ship routing, the Rena would more than likely have avoided grounding.

"The Rena captain himself has recommended the use of compulsory shipping lanes, and now the Government's inquiry now the Government's inquiry has signalled there is merit in the idea," he said."We need to stop delaying action and start taking the steps to prevent another major oil spill on our beaches."Shipping expert John Riding, a senior partner at marine and risk consultants Marico Marine, said the report backed his continuous calls for a GPS-routing system for New Zealand. "There is still in no doubt in my mind that traffic routing in my mind is needed on the East Coast of New Zealand, and that includes approaches to Tauranga and Auckland."He had previously tracked a passenger vessel - a cruise liner 280m long and capable of carrying 2500 people - going straight through the Mercury Islands.

Collision course

The Rena had left the New Zealand port of Napier at 10.20pm on October 4, 2011, bound for the Port of Tauranga. The master, Mauro Balomaga, had given an estimated time of arrival at the Tauranga pilot station of 3am the next day.

According to the TAIC report, Balomaga calculated the estimated time of arrival by dividing the distance to go by the Rena's normal service speed.The calculation did not account for the unfavourable currents that normally prevailed down that stretch of coastline.After departure from Napier, he learned from notes on the chart of the unfavourable currents, and then authorised the watchkeepers to deviate from the planned course lines on the chart to shorten the distance, and to search for the least unfavourable currents.The Rena's second mate, Leonil Relon, took over the watch shortly after midnight on October 4.

He calculated that the Rena would arrive at the port of Tauranga pilot station at 3am at the ship's then current speed.

Times for ships entering and leaving Tauranga Harbour are limited by the depth of water and the strength of the tidal currents in the entrance channel. Tauranga Harbour Control informed the second mate that the latest time the Rena could take the harbour pilot on board was 3am. The planned course to the Tauranga pilot station was to pass two nautical miles north of Astrolabe Reef before making the final adjustment in course to the pilot station.The second mate decided to reduce the two miles to one mile in order to save time.The second mate then made a series of small course adjustments towards Astrolabe Reef to make the shortcut.

In doing so, he altered the course 5 degrees past the required track and did not make an allowance for any compass error or sideways "drift", and as a consequence the Rena was making a ground track directly for Astrolabe Reef.

Meanwhile, Balomaga had been woken and arrived on the bridge to prepare for arrival at the port.He and Relon discussed preparations for arrival at the pilot station.Balomaga then assumed control of the ship, having received virtually no information on where the ship was, where it was heading, and what immediate dangers to navigation he needed to consider. During this period of handover no-one was monitoring the position of the ship.

At 2.14am, the Rena ran aground at full speed on the reef. The road ahead An application by the owners to leave much of the wreck of the Rena will be heard by a panel of independent commissioners appointed by the Bay of Plenty Regional Council in the first half of next year.It had been earlier expected that the application for resource consent to leave what remains of the ship would be referred directly to court but, in an announcement earlier this month, the owners and insurers have opted to take a different path.Part of the wreck, including its cargo and much of the surrounding debris, has been removed from the reef off the coast of Tauranga, in a costly salvage operation which began when the ship struck the reef.The owners' decision followed a review of the regional council's technical report, which outlines a number of conditions for consideration should consent be granted. Teekay Tankers agrees to acquire five modern Aframax tankers

Teekay Tankers Ltd. has announced that it has agreed to acquire four coated Aframax tankers and one uncoated Aframax tanker for an aggregate purchase price of approximately $230 million. The five vessels, which are expected to be delivered in the first quarter of 2015, were constructed in 2008, 2010 and 2011 at top tier shipyards in Japan and China. Upon delivery, the vessels will trade in the Teekay-managed Taurus LR2 Pool and Aframax RSA, the company said in its press release.

The vessel acquisitions have been approved by the Board of Directors of both Teekay Tankers and the sellers and remain subject to customary closing conditions. Teekay Tankers directly owns a fleet of 32 double-hull vessels, including 12 Aframax tankers, 10 Suezmax tankers, seven Long Range 2 (LR2) product tankers, three Medium-Range (MR) product tankers, including five vessels to be acquired in the first quarter of 2015, and has contracted ten time charter-in conventional tankers. Teekay Tankers' vessels are employed through a mix of short- or medium-term fixed-rate time charter contracts and spot tanker market trading, and its vessels are commercially and technically managed by a joint venture company in which Teekay Tankers and Teekay Corporation each own a 50 percent interest. Wärtsilä Receives Full Notice to Proceed for its First LNG Terminal

Wärtsilä has been given full notice to proceed (NTP) from Manga LNG Oy for the supply of a liquefied natural gas (LNG) import terminal in Tornio, Northern Finland. Wärtsilä will commence construction on the site near the port of Tornio in January 2015. Manga LNG Oy is a joint venture of Outokumpu Group, Svenskt Stål AB (SSAB), Skangass and EPV Energy Ltd.Wärtsilä initially announced this project in January 2014. The order, valued at approximately EUR 100 million, will be included in Wärtsilä's order intake in December 2014.The turnkey delivery of the first import terminal supplied by Wärtsilä includes complete unloading, storing and regasification equipment for LNG. The capacity of the LNG storage tank will be 50 000 cubic metres. A 10-year maintenance agreement was also signed between the parties. The first maintenance agreement for an LNG terminal complements Wärtsilä's service proposition and experience within dual fuel and gas engines and related equipment.

One of the main users of the imported natural gas will be the Outokumpu Tornio steel mill. A gas pipeline will be built to the nearby Röyttä industrial site, where the mill is located. Additional potential gas users are mines, factories and other industrial customers in Northern Finland and Sweden. Railroad and truck transportation from the terminal will be available. The terminal can also be used for LNG bunkering as well as to supply fuel for LNG-powered ships. "The world is switching to natural gas, and we make it available in new places. Sinds 1 juli 2011 werken Havenbedrijf Rotterdam en de gemeente Dordrecht samen in het Zeehavengebied Dordrecht en verzorgt het Havenbedrijf het nautisch beheer in de havens van Dordrecht, Zwijndrecht en Papendrecht.Doordat Zwijndrecht, Papendrecht, Dordrecht en Rotterdam als één havengebied worden beschouwd per 1 januari 2015, zal op dezelfde datum de berekening, facturering, incassering en incassomaatregelen van binnenhavengelden in het hele havengebied overgedragen worden aan het Havenbedrijf. Het Havenbedrijf draagt vervolgens de inkomsten van het binnenhavengeld af aan Zwijndrecht, Papendrecht en Dordrecht. Volgens Jasper Mos, wethouder gemeente Dordrecht, is de samenwerking tussen het Havenbedrijf en de gemeenten effectief: “één havengebied betekent uniformiteit en dus ook efficiëntie. Kuok adds bulker Robert Kuok's Pacific Carriers has reportedly ordered a second handysize at Shimanami Shipbuilding in

Japan. Brokers said the Singapore-based company had contracted a 37,300-dwt bulker at the yard, but no delivery date was given. Carnival Corporation to Build New Cruise Ships for Holland America and Carnival

Cruise Line Carnival Corporation has committed to build new cruise ships for two of its cruise lines: Holland America Line and Carnival Cruise Line.The two as-yet-unnamed ships will be built at Fincantieri shipyard in Monfalcone, Italy, and both are set for delivery in 2018.Carnival Cruise Line's new 3,954-passenger Vista-class ship will launch in March 2018, and will be a sister ship to Carnival Vista, according to a press release from the line. The 133,500-ton Vista is scheduled for launch in spring 2016.Holland America's ship will be the second Pinnacle-class ship, a new class of vessels that will debut with the launch of the 2,650-passenger KONINGSDAMin February 2016. The second ship is slated for delivery in November 2018.

of 1 520 m3 capacity with special design. Built by PIRIOU in Vietnam, "MORN SESELWA" will operate in the Indian Ocean while based in the Seychelles. She is an evolution of the previous 90 m tuna seiner generation and benefits from the feedback of the existing fleet and from a close collaboration between the ship-owner and the shipyard for future development.“MORN SESELWA" is a versatile vessel designed to be operated in the Indian Ocean as well as in the Pacific and Atlantic

oceans thanks to several variants. PIRIOU will offer its other potential customers this design as a part of its tuna deep seiner range. BRODOSPLIT DELIVERED 'GRAND BLOCKS' FOR FINCANTIERI GROUP

By loading fitted sections (grand blocks) for 321 m long mega cruiser with 133,500 GT, on a special cargo barge delivery was executed in Brodosplit Shipyard on 18 December 2014. This is the most demanding part of ship’s hull that includes bulbous bow, bow structure with three built-in bow-thrusters, few ballast tanks and hull structure consisting of several decks with built-in equipment.

This is a unique project for Brodosplit, that contracted building of bow hull sections with Fincantieri Group, one of the largest shipbuilding groups in the world, with more than 2000 tons of steel equipped with piping, ironmongery components and electric routing. By this project Brodosplit proved quality and established collaboration with its Adriatic neighbour that employs 20,000 people all over the world for the first time in its history. In this way Brodosplit Shipyard became equal business partner of Fincantieri Group in joint building of luxury passenger cruisers. Four built blocks were loaded on a barge and will be towed to Monfalcone Shipyard where they will be assembled on the ship built in dry dock.

Damen Shipyards Galati wins prestigious Dutch Romanian Business Award

Damen Shipyards Galati has been presented with the Dutch Romanian Business Award for its Corporate Social Responsibility plan, particularly the Group’s community investment initiatives. The Award was presented by Ben Jager of the Dutch Romanian Network to Peter de Kiewit, Damen Sales Manager for Romania at the PSV Eindhoven football club stadium. The jury presented the Award in recognition of Damen’s positive contribution to the social development of the region and the stimulating effect its activities have on the commercial relations between the Netherlands and Romania.Mr de Kiewit commented: “Damen is delighted to have received this award, especially because it recognises our efforts with both our employees and with the local community in Galati.” The most important criterion the award-winner had to fulfil is that it should

carry out community investment in Romania: investments for the general public rather than for financial gain such as education, humanitarian aid etc.

Damen Shipyards Galati’s initiatives include a recruitment and career development programme for students from the Naval Architecture Faculty of “Dunărea de Jos” Galaţi University and from vocational schools in the town. This programme aims to get students prepared for a future profession in a shipyard and gives them access to material and human resources for career development.

Community initiatives Another important part of investing in the future generation of shipbuilders is the company’s support for children and students attending the local, national and ‘World Robot Olympiad’, which is being organised by the Faculty of Mechanical Engineering Galati.

During the spring holiday, and via the “Saptamana Altfel” programme, a week is dedicated to specific educational activities other than regular courses, whereby the shipyard organises and hosts visits of large groups of children from different schools. This includes a presentation about the company and an outline of the main components of a ship, followed by a shipyard tour. Vessel launching ceremonies always prove particularly popular with the students! Damen Shipyards Group is believed to be the largest Dutch investor in Romania. In a five-year plan running through to 2016, the Dutch shipyard group is planning to invest a staggering €83 million. In 2014 alone, Damen has invested €4.5 million. This has included two underwater, plasma-cutting machines, replacement cranes, new tools and equipment and internal transport development. As well as this, the company embarked on a three-year programme to reduce energy consumption and it will be improving and replacing the power system at the Romanian shipyard in a five-year initiative. Additionally, three new painting halls are being built in a €6.5 million, three-year programme. In the future a new covered hall will be constructed and the main crane, which has a capacity of 320 tonnes, will be upgraded. Damen will also invest in renewing the transport infrastructure. Becoming part of the Group in 1999, the Romanian shipyard, which is on the banks of the River Danube, is the largest of the 32 yards in the Damen Shipyards Group and it is one of the most state-of-the-art facilities.

Employing some 1,600 people, Damen builds a wide portfolio of vessels from innovative vessels, like the ASD Tug 2810 Hybrid, through to some of the largest vessels in the range such as Offshore Support Vessels and the Joint Support Ship for the Royal Netherlands Navy. Recently, Damen delivered a new Damen Stan Tug 1606 to Romanian company Logistic Remo Services in Constantza. “This was great to see that Romanian companies are making investments for the future. Even while the economic situation is tough, Logistic Remo Services has decided to invest in a brand new tug,” emphasizes Mr de Kiewit.Damen will also launch the LNG-propelled DamenEcoLinerinland vessel, which has an air-lubricated hull, in June. This pioneering vessel is ideally suited for operating along the River Danube and it is not only a clean vessel, with very low emissions, it is extremely cost effective, reducing fuel costs dramatically. “We are thinking along with our clients. We know the inland shipping sector is having a tough time; this vessel is a solution for reducing costs and cutting emissions.”

First Stan Patrol 3007 for Bahamas at Damen Shipyards Gorinchem Long range patrol vessel one of nine for Royal Bahamas Defence Force

The first Damen Stan Patrol 3007 has arrived at Damen Shipyards Gorinchem in the Netherlands for outfitting. The vessel is one of nine that the Royal Bahamas Defence Force has ordered from Damen Shipyards. The order features four Stan Patrol 4207 vessels, one RoRo 5612 and a further three Stan Patrol 3007 vessels. Damen has designed the Stan Patrol 3007 with the client’s requirements in mind. Robin van der Zon, Project Manager at Damen Shipyards Group explains: “These patrol vessels will prevent smuggling and people trafficking, so it’s vital they can quickly reach places other vessels cannot. For that reason we have developed the Stan Patrol 3007 to reach up to 24 knots with shallow draught.” Even at the highest speeds, Damen’s Sea Axe hull design will ensure excellent efficiency and sea keeping.

The vessel design also features a recess in the aft ship to accommodate a rigid inflatable boat (RIB), with high-speed capabilities. “The RIB design is also new,” Mr Van der Zon says. “It features a water jet, a new engine system and a propulsion arrangement designed for optimal performance and reliability. She will be able to make speeds over 30 knots.”

Damen has designed the Stan Patrol 3007 to remain at sea for up to one week at a time. To meet that requirement, they have provided on board accommodation for a crew of 13, as well as a pantry and mess room. “Over a period of approximately 15 weeks, we will install on board all machinery, electrical installations, HVAC, navigational equipment, insulation and carpentry,” states Mr Van der Zon. “After launching, sea trials and extensive testing will follow a commissioning period of approximately 5 weeks and the first Stan Patrol 3007 should be delivered in week 26 of 2015. After delivery, the crew of the vessel will undergo training in the Netherlands, before the vessel is shipped to the Bahamas,” says Mr Van der Zon.

IPC, Mitsui, NYK Line & PSA to jointly develop new container terminal in Jakarta

Pelabuhan Indonesia II, Mitsui & Co, Ltd. , Nippon Yusen Kabushiki Kaisha (“NYK Line”) and PSA International Pte Ltd have agreed to jointly participate in the construction and operation of a new container terminal at Tanjung Priok Port, Jakarta, Indonesia. This new terminal will be developed and operated by the newly established project company PT New Priok Container Terminal One.The Republic of Indonesia has in recent years experienced dramatic economic growth accompanied by a rapid increase in container traffic. Jakarta’s Tanjung Priok Port is the most important and largest port in Indonesia, handling the majority of Indonesia’s international container traffic. To support the vibrant trade, there is an immediate need to increase the port capacity and handling capability. The new terminal will have an annual handling capacity of approximately 1.5 million twenty-foot equivalent units (“TEU”s) of containers, an overall berth length of 850 metres, and a 16-metre draft upon completion, allowing the terminal to accommodate the advanced mega container vessels plying the oceans today.NPCT1 will also pursue the efficient reduction of emissions, and energy conservation and environmental protection activities such as a “Green Terminal” by exploring the use of

Celebrity, Costa Cruises Set Sights on Middle East, Asia

Royal Caribbean Cruises Ltd and Carnival Corporation are set to expand their operations in Asia and the Middle East in the coming years.The former recently confirmed that it will deploy a luxury cruise ship from its Celebrity Cruises fleet, Celebrity Constellation, to homeport in Abu Dhabi in November 2016. Meanwhile, Carnival subsidiary Costa Cruises will send a third vessel to Asia Pacific and China, according to TTGAsia.com. The cruise line will homeport its flagship vessel, the Costa Serena, in Shanghai beginning in April. Costa Serena will join the Costa Victoria and Costa Atlantica in the region.Costa Cruises senior vice president of Pacific Asia and China Buhdy Bok said the move will "increase our capacity in Asia by 74 percent and make Costa Cruises the first international cruise company to deploy three ships in the region." "We expect significant growth in the cruise market to continue in the foreseeable future due to a tremendous growing demand in Asia, and in particular, China. According to Asian Cruise Association, its 2013 report showed that demand in Asia will nearly triple to 3.8 million annual cruisers in 2020, with 1.6 million from China," Bok added.All three Costa Cruises vessels will be deployed in China during the spring and summer seasons.In the Middle East, Celebrity Constellation will sail nine- to 15-night cruises featuring five different calls from November 2016 through January 2017. Becker Delivers Rudder for World's Largest Container Ship

2014 went well for Becker Marine Systems: The LNG Hybrid Barge for supplying low-emission power to cruise ships was christened and from the use of the Becker Mewis Duct® CO2 emissions have been able to be reduced by more than one million tonnes. At 19,000 TEU, the largest container ship in the world is now picking up speed – with a high-performance rudder from the Hamburg-based company.

The christening of the CSCL GLOBE container ship from China Shipping Container Lines (CSCL) at the end of November drew a great deal of attention in the shipping industry, because, with space for 19,000 standard containers (Twenty-foot Equivalent Unit or TEU), it is the largest one in the world. The rudder for the ship built at the Hyundai Heavy Industries (HHI) shipyard in South Korea was delivered by Becker Marine Systems.

“We are proud that even for this special container ship the choice was made for our twisted rudder”, said Dirk Lehmann and Henning Kuhlmann, both Managing Directors

of the global market leader for high-performance rudders. The CSCL GLOBE’s four planned sister ships will also be equipped with highly maneuverable and efficient TLKSRs® (Twisted Leading Edge King Support Rudder).Other large orders in 2014 very nicely filled Becker Marine Systems’ order books. They include twisted rudders and the energy-saving Becker Twisted Fin® for United Arab Shipping Company’s (UASC) 18,000 and 14,000 TEU ships as well as additional Becker Twisted Fins® for Canada-based Seaspan Ship Management’s 10,000 and 5,100 TEU ships. And yet another innovative order is for the stearable nozzle of a dredger being built at a Dutch shipyard.

Tullow Begins Construction Of Second Fpso For Ghana Operations

Tullow Ghana Limited has started the construction of a new fabrication facility for its Tweneboa, Enyenra and Ntomme (TEN) project to serve as Ghana's second floating production storage and offloading (FPSO) vessel.The second FPSO being constructed on a land leased from the Ghana Navy in Sekondi in Western Region is expected to start receiving oil from the TEN fields from mid-2016.

Steel cylinders measuring 122 tonnes and standing 23 metres high will anchor the FPSO to the seabed, keeping it in place during its lifetime, said Tullow Ghana general manager Charles Darku.He told journalists Wednesday the Sekondi facility will be used to fabricate jumper spools for the TEN Project, which would connect sub-sea production equipment on the seabed.

He said the TEN project was making good on its commitments regarding use of local content as Tullow provided the leading role in the first project to fabricate important FPSO components in Ghana.Darku said the project would provide a new fabrication capability, which would enable more work to be done in-country."This will be the first time that FPSO anchor piles have been constructed in Ghana. It's fantastic to see work has started at this new facility. We are grateful to the Ghana Navy for allowing us to lease the land," he said.Alex Mould, the Chief Executive Officer of Ghana National Petroleum Corporation, said: "As one of the TEN Prokect partners, we are pleased to be associated with the efforts that the field operator, Tullow Ghana, is pursuing.

Reinstated MODEC workers to start work on Monday

The 27 MODEC workers who were sacked for embarking on a strike are to start work on Monday as management officially confirms their reinstatement. This was after the workers signed an undertaking to maintain industrial harmony. The workers were sacked on November 10 for partaking in a sit down strike on the FPSO vessel.Even though they were recalled after the Petroleum Commission’s intervention, no official communication was issued to that effect.

But speaking with Joy Business, the Divisional Secretary for the workers, Eric Ofori said all is now set for the workers to return to work.“We’ve signed an undertaking to commit ourselves – both parties – to undertake to work in industrial harmony so that our people will go back to offshore and start working.

“so as we speak all those administrative stuff have been completed and so that opens the way for us to commence negotiations and then make arrangements for our people go back off-shore.”Eric Ofori said letters have been issued to all those workers who were sacked, “reversing the dismissing, reinstating them, and arrangements are being made for them to return offshore.“They were supposed to go this week, but those who are supposed to leave the vessel for them to go have not left so they have been asked to stand-by. By Monday, they will start going offshore.”Meanwhile, discussions are underway to address the Collective Bargaining Agreement of the workers and Mr. Ofori tells Joy Business, they are pretty optimistic.“We are still talking, you know we are coming from an angle, management is also coming from an angle and we are trying to get to a common convergence so that we will understand each other. We have a whole salary and a Collective Bargaining Agreement to look at so we can say the salary disparity gap is closing if we take the whole CBA and everything holistically and then negotiate on it. Ananda Krishnan looking to exit Bumi Armada?

Tycoon T. Ananda Krishnan, commonly known as AK, is looking to sell his entire 34.9% stake in Bumi Armada Bhd, Asia’s largest floating, production, storage and offloading (FPSO) company, said sources. “Some oil and gas (O&G) service companies have been approached to take up AK’s stake in Bumi Armada,” the source told The Edge Financial Daily, adding that the deal could be settled by cash or a share swap in the purchaser’s company.

The negotiations are being conducted at shareholder level, said the source. Nonetheless, it might not be easy for the tycoon to find a buyer given the current cautious sentiment on the O&G sector, particularly the offshore support vessel (OSV) segment where overcapacity is likely to weigh down on charter rates. It is not known at what price the tycoon intends to part with his shares as Bumi Armada’s share price has plunged sharply in the past six months.

The company’s net assets per share was at RM1.57 as at September 30.Based on yesterday’s closing price of RM1.16, AK’s shares are worth some RM2.4 billion, compared with a possible RM5.2 billion when Bumi Armada shares were trading at their peak early this year.

Year-to-date, the stock has fallen 53%, wiping out some RM8 billion from the company’s market capitalisation and leaving it with RM6.8 billion as at yesterday. Bumi Armada’s share price has been on a downtrend since June when news broke that the company was facing problems with its African operations, particularly in Angola.

The company has been expanding its fleet in Africa. Currently, it has six vessels going into Angola, five in Congo and 11 in Nigeria. It is currently the world’s fifth largest FPSO player with seven vessels in hand. The group also has a large OSV fleet consisting of about 51 vessels. The share price plunged further when AK sold a 7.33% stake in Bumi Armada through his private entity Objektif Bersatu Sdn Bhd, giving him a current shareholding of 34.92%.Some quarters see the tycoon’s share sale as a signal that something may not be right in the company. Nevertheless, Ananda is still the company’s largest shareholder through his private vehicle. Other major shareholders include the Employees’ Provident Fund with 8.27%, Skim Amanah Saham Bumiputera (7.64%) and Ombak Damai Sdn Bhd (7.07%).To make things worse, earlier this month, Bumi Armada’s long-serving chief executive officer Hassan Assad Basma tendered his resignation effective January 1, 2015. Although he still acts as a consultant to the company until 2016, Hassan’s departure came as a surprise to many as he is still the ideal person to steer the company, having successfully pushed Bumi Armada through the 2007/2008 financial crisis. Bumi Armada was relisted in 2011 at an initial public offer price of RM3.03, eight years after it was taken private in 2003 when the market turned tough.Now that the O&G industry is once again sailing through rough waters, there have been talks of AK delisting Bumi Armada again. Maybank IB Research, in a recent report, does not rule out a potential privatisation of the counter, as it was trading at around one time book value – considering dirt cheap for a leading offshore supportive vessel operator in the world.“Operationally, we like Bumi Armada’s FPSO business model in the light of the current weak and volatile oil market environment,” the research firm added.
