Comments : Ofc was working for Chillicothe Metropolitan Housing at Sherman Park watching the 100 Building due to numerous complaints by

residents in the area about heavy traffic in and out of several of the apartments. While Ofc was in the area Ofc observed a blue Honda Civic

(OH/FPC7521) pull up in front of the 100 building and park in the fire line that is clearly marked "NO PARKING". Ofc then observed a white male,

later identified as Zachary Clevinger, exit the vehicle and go into 103 Sherman Park. Mr. Clevinger was inside of the residence for approx. 5 to 10 minutes

before exiting. As he was walking back to his vehicle Ofc stopped him. Ofc was wearing Ofc Police Uniform with all the appropriate insignia IE Badge

and Police Patches. Ofc asked Mr. Clevinger why he was parked in Fire Lane that is clearly marked with lines and NO PARKING signs? Mr. Clevinger

said that he just wasn''t paying attention and knew he was not going to be at his friends residence very long. He said that he had gone there to drop of

some DVDs and then was going to return home. Ofc advised Mr. Clevinger of the heavy drug activity and the complaints that had been made about

the area. Ofc then asked him if he would give Ofc consent to search his person for any weapons, drugs, or contraband? Mr. Clevinger said that Ofc could

search him stating that he didn''t have anything on his person. Ofc then began to search him. While checking his watch pocket located inside the right

pocket of his shorts Ofc located a white pill with the markings "512" on it. Mr. Clevinger then uttered, "I forgot that was in there or I would have told

you about it". Through Ofc''s training and experience Ofc believed the pill to be Hydrocodone (Percoset). However Ofc advised Mr. Clevinger of his

Miranda Rights, which he said he understood and elected to waive. Mr. Clevinger said that the pill was a Percoset 5mg. He said that he does not have a

prescription for them, however he said that his mother had gave him the pill earlier today because he has been having a lot of trouble with his neck.

Ofc secured the pill as evidence and will later send it to BCI&I for further analysis. Once Ofc receives the results Ofc will forward them to the Ross

County Prosecutor''s Office for felony Drug Abuse charges. Ofc then advised Mr. Clevinger that he was barred from all Chillicothe Metropolitan

Housing Property. Ofc told him that if he was caught back on any of the metropolitan properties charges could be filed. Mr. Clevinger said that he

understood and that he would not return. Mr. Clevinger was then released from the scene. Pending Ofc receiving the lab results from BCI&I, no

further action will be taken.

On the above date and time Ofc was dispatched to Walnut/Fifth reference to a drunk male.

Ofc arrived on scene and made contact with Sgt. Gay and Ofc Dubay who had one male subject in custody. Ofc found the subject to be Mathew

Johnson who was under the influence of an alcoholic beverage. Ofc Dubay advised he was leaving an outside duty assignment and found Mr. Johnson

standing in the middle of the roadway failing to yield for traffic. Ofc could smell an alcoholic beverage coming from Mr. Johnson's person, his eyes were

blood shot and glassy and the butt of his pants were soaked in water indicating that he possibly fell in the roadway. Mr. Johnson was placed under

arrest and transported to RCJ. Mr. Johnson was issued a summons, 09 4408, for disorderly conduct intoxication. Mr. Johnson was issued his copy,

advised of his court date, 4/26/13 at 0900, at which time he signed for his copy and was released to the custody of the jail. Nothing further.

While on patrol, ofc. stopped a white Honda Civic bearing Ohio license plate FRG7695 in the area of Sugar St. and Clay St. in reference to no

headlights. Upon contact with the driver, identified as Karly Scott, Ofc. verified through LEADS that Ms. Scott had an active warrant from Pickaway

County (CRB1300077A) charging her with a probation violation on an original charge of credit card misuse. Ofc. placed Ms. Scott under arrest, the

vehicle was towed by Best towing. Ofc. then transported Ms. Scott to the Pickaway-Ross County line where the Circleville Police Department took

custody of her. Officer issued Ms. Scott traffic citation #19551, charging her with No Operator's License, No Seat Belt, and No Headlights. The

citation was explained to Ms. Scott, which she signed for and was given a copy of. Ms. Scott was advised of her Municipal Court date on 4-26-2013 at

9:00AM.

Comments : Officer was dispatched to 169 N Brownell St ref to an unauthorized use of a vehicle. Officer contacted Tiffany Harrod who stated that

she returned home around 8:30PM on 4-16-13 and went straight to bed. She stated that her babysitter, Tiffany Collins, was at her residence. Harrod

stated that she woke up this morning, and went to take her kids to school at 7:30AM. She stated that she found her vehicle was not parked near her

garage where she left it last night. She stated that it was only moved slightly, and was still parked next to the garage, just not in the same spot. Harrod

stated that she then noticed damage to the right rear quarter panel of the vehicle. Harrod stated she asked her kids about it and they told her that Tiffany

had taken the keys out of her purse and moved her car. They said that Tiffany was gone for about 1 1/2 hours and returned to the house and put her key

back in her purse. She stated that her children did not see Tiffany take off in the car, but stated that they did see her move the car (back it up next to the

house). Harrod stated that she had a texting conversation with Tiffany this morning and Tiffany denies taking the vehicle or causing any damage to the

vehicle. She stated that Tiffany admitted to moving the vehicle, but stated that she did not leave the driveway with it. Harrod stated that her vehicle is a

2012, Ford Fiesta, green in color, Ohio registration FVB7268 and is insured by Progressive Insurance. Officer did receive a written statement from

Harrod. Officer will attempt to contact Tiffany Collins and interview her regarding this incident. INVESTIGATION CONTINUES!

possibly overdosing on the porch. Upon arrival Ofc located the female who was sitting in a chair with her head slouched back. Ofc found that the female

was breathing, however she was unresponsive and was making loud noises as she breath. Ofc immediately called for a squad to respond to the scene.

While Ofc was waiting for the squad to arrive, Ofc found that there was a purse sitting in the chair next to the female. Ofc opened up the purse looking

for some type of identification. Ofc did find an Ohio Identification card that belonged to Christina Pettiford. Ofc found that the photo on the ID match

the female. Ofc also located approx. 18 small blue pills with the marking (MN3) on them inside of a pocket of the purse. Ofc did later confiscate the pills

as evidence and will send the to BCI&I for analysis/identification. Just prior to the squad arriving Ms. Pettiford started coming around. She was very

difficult to understand and was very unsteady on her feet. Ofc did advise her to stay seated but she wouldn''t listen. The squad arrived and asked Ms.

Pettiford what she had taken. She said one of those blue pills as she pointed toward them. Ms. Pettiford told the squad that she didn''t know what they

were but she said she was OK. Members of the squad advised that for Ms. Pettiford''s safety she needed to be transported to ARMC. Ms. Pettiford did

agree and did go with the squad. Ofc contacted Anthony Hart and Hannah Been. They both said that they really didn''t know who Ms. Pettiford was.

They said that she came over last night and spent one night at their house. Mr. Hart said that she had come over with his cousin, however he said that his

cousin, Andrew Swift, had already left the residence. Mr. Hart said that he did want Ms. Pettiford barred from his residence. Prior to Ms. Pettiford

being transported to ARMC Ofc did advise her that she was barred from 87 N Rose St and that charges could be filed if she returned. Ms. Pettiford

mumbled that she understood. Ofc also located a brown cardboard box with the mailing address of Andrew Swift on it. Ofc opened up the box, which

was not sealed and found that there were two bottles of prescription medication in it that had Mr. Swift''s name on it. Ofc also found several misc items

inside the box like needle nose pliers, Hawaiian Punch packets, etc. Ofc secured the items and will place them into the evidence room where they will

remain pending Ofc being able to contact Mr. Swift. Pending Ofc receiving the lab results from BCI&I for possible charges on Ms. Pettiford for the

medication found in her purse, Ofc has nothing further.

04/17/2013 20:29:16Incident Disposition Comments : Ofc was dispatched to 191 Old Eastern Av reference to a Dog Bite complaint that occurred at

171 Old Eastern Av. Ofc contacted Tara A Kennedy who stated she was walking her dog on the opposite side of the street from 171 Old Eastern Av

when another dog ran from the yard and attacked her dog. She advised the dogs began to fight so she attempted to separate them. She advised that the dog

from 171 then bit her and started to attack her. Ofc noted her right hand, left elbow was bleeding. She stated she had a puncture in her right chest area.

She advised she was able to get away from the dog when other people helped her. She then called Police. Tara was checked by the Chillicothe FD. Ofc

obtained photographs of her injuries. Ofc contacted Ronald Hedrick who assisted Tara in separating the dogs. He advised he observed the loose dog

knock Tara to the ground and then bite her. Ofc contacted James E Beverly II the owner of the loose American Bull Dog/ Pit bull. He advised his

daughter had taken the dog for a walk and left the dog chained up in the back yard with only his leash which broke. Ofc issued James Summons 09 5489

charging Confinement or Restraint of Dog with a court date of 4/26/2013. Ofc issued him a Quarantine form from the Health Dept which he signed and

was given a copy. The dog was caught and placed on an appropriate leash. Ofc has nothing further.

to 715 Menasha Rd ref to a dog running at large. Upon arrival in the area of 713 Menasha Ofc contacted John Spriggs. Mr. Spriggs said that he was out

walking his dog down Menasha to the floodwall walk path when a large brown/white St. Bernard came running at him from the yard at 715 Menasha. He

said that he was able to get his dog and secure it but he said that the St. Bernard was extremely aggressive and he was afraid for his safety along with the

safety of his dog. He said that the dog has been aggressive to his wife as well and stated that a couple of weeks ago the dog actually bit his wife. He said

that she was not injured and that the dog only got her coat. He also said that he did not call at that time but after what happened today he feels something

needs to be done. Ofc arrived at 715 Menasha Rd and attempted to make contact with the owner. As Ofc approached the residence Ofc observed a

large St. Bernard dog sitting on the front porch. The dog immediately stood up and started barking and growling at Ofc. Ofc did not attempt to

approached the house any further. Ofc yelled and attempted to get someone''s attention but apparently there was nobody home. At that point Ofc called

for the Ross County Dog Warden to arrive on the scene. While Ofc was waiting for the dog warden to arrive, the owner of the dog returned home. Ofc

contacted James Butler. Ofc advised him of the complaint. Mr. Butler said that when he left his dog was inside of his backyard where he had a fence,

however the dog must have gotten out. Mr. Butler said that his dog is not mean toward people but does not like other dogs. Ofc explained to Mr.

Butler that he had to keep his dog secured on his property at all times. Ofc then issued him minor misdemeanor citation 094336 charging him with having

a dog running at large. Mr. Butler was given his copy of the citation and advised of his court date on 4/26/13 at the Chillicothe Municipal Court. At

this time no further action will be taken.
