Ofc. ran OH license plate (ENB7078) through LEADS which showed the registered owner of a 1997 white Toyota Celica to be suspended. O

initiated a traffic stop at 702 Cox. Ofc. contacted the driver, later to be identified as James E. Lynch, and ran his OH license number (RR42262

through LEADS which showed him to be under a failure to reinstate, a license forfeiture, and a non-compliance suspension. While Ofc. was running M

Lynch''s information through LEADS, Ofc. Demint observed the defendant to be concealing something in his mouth. Mr. Lynch was then asked to st

out of the vehicle and he removed the item (cigarette pack wrapper containing white broken pills suspected to be vicodin) from his mouth. Mr. Lyn

was then detained and placed in the Ofc. vehicle. See Ofc. Demint''s supplement. When Mr. Lynch was exiting the vehicle Detective Goble observed



Marlboro Menthol 100s box containing two baggies of a green leafy substance and four baggies of a white powdery substance on the driver''s seat of

ehicle. Detective Goble advised Mr. Lynch of his Miranda Rights which he waived. Mr. Lynch stated that the white broken pills in his mouth w

icodin. Mr. Lynch also stated that he attempted to swallow the pills, however, he could not because the cigarette pack wrapper was too big. M

Lynch also stated that he smoked Marlboro Menthol 100s. Ofc. seized the white broken pills, the two baggies of a green leafy substance, the fo

aggies of a white powdery substance, the Malboro Menthol 100s box and the cigarette pack wrapper. While completing the vehicle inventory, Ofc. a

found a black LG 440G cell phone which was seized. Ofc. obtained photographs of the seized items. Ofc. placed the seized items in evidence

safekeeping. Ofc. will send the white broken pills and the four baggies of a white powdery substance to BCI for testing. Ofc. will file appropria

charges pending results. The vehicle was towed by Carl''s Towing and an inventory sheet was completed.

Ofc. also contacted Shawn Woodfork and Daniel Tyler who were both passengers in the vehicle. Both subjects were ran through LEADS and ga

consent to search. Nothing was found on either person. Both Mr. Woodfork and Mr. Tyler were released without charges filed.

Ofc. issued Mr. Lynch with a traffic citation (20107) for no OL, failure to reinstate, non-compliance, and license forfeiture. Mr. Lynch signed for a

received his copy. Ofc. issued Mr. Lynch a minor misdemeanor citation for possession of marijuana. Mr. Lynch signed for and recieved his copy of

citation. Ofc. transported Mr. Lynch to RCJ and was left in the custody of the jail staff awaiting his court hearing on 10/15/13 at 9:00am for Tamperi

with Evidence.

him, as he does not even deliver on their side of the street. Officer advised him that Officer was not taking sides in the matter and that he was bei

Ofc was dispatched to 360 Yoctangee Parkway ref to property damage and contacted the caller, Sharon Truman, at her residence of 364 Yoctang

Mrs Truman said she heard noise that sounded like banging coming from the vacant house next door, around 7:15am, and she came out later and saw

window broken on the house. She is unsure who owns the vacant house now and said it has been empty for a long time. She did not see who broke

window, but said kids cut through there every day and smoke cigarettes on their way to the Chillicothe Middle School and High School.

Ofc checked the property, a multiple dwelling located at 358, 358.5, 360, and 360.5 Yoctangee Parkway, and found a broken window pane on the upp

section of a bottom floor window on the n/e corner of the complex near the front porch. There was no other damage to the vacant property. O

contacted the owner of the vacant property, Mark Gawelek, and left a voice mail for him advising of the damage and that a report had been take

Ofc was dispatched to Sears (1075 N Bridge St) in reference to two shoplifters being detained. Ofc contacted Adam J Steele (Loss Prevention) w

stated he observed two white females concealing items in their purses, then exit the business past all points of sale without attempting to pay for t

concealed items. Mr Steele stopped these two subjects outside, identified himself as Loss Prevention, then escorted them back to the Loss Preventi

Office and called police.

Ofc identified the two females as Tamara C Westcamp and Leslie R Coe. Ms Coe was found to be in possession of two pairs of jeans and a whi

louse ($134.00 total) and Ms Westcamp was found to be in possession of one pair of jeans, one pair of black shoes and one necklace ($116.99 tota

Ofc photographed these items and returned them to Mr Steele. Ofc obtained a copyof the sales receipt for each subject, a written statement from M

Steele and a copy of the in-store video surveillance.

Ofc transported both females to the RCJ where they booked for theft (2913.02). Both females were advised them were being barred from Sear''s an

returning there could lead to further charges, which both stated they understood. Ofc left both females in the custody of the jail staff pending thappearances in court on 10/16/2013.

Officer was dispatched to 202 Lincoln Park in reference to a Burglary. Officer made contact with Keyaira Horn who advised her ex boyfriend, Jas

McCrary, showed up at her apartment causing a problem. Keyaira advised it appeared Jason had been drinking and was intoxicated. Keyaira advis

Jason is the father of her unborn child and that he told her he was going to damage her car and her apartment. Keyaira advised Jason was screaming a

yelling this at her and even clinched is fist several times acting like he was going to hit her. Keyaira advised Jason left and she took her vehicle over to h

friends house around 6:50pm so that Jason did not damage it. Keyaira advised when she returned aroudn 7:30pm she observed her back door was kick

in and her kids turtle fish tank was shattered all over the floor. Keyaira advised she then observed her Boost Mobile cell phone and her HP Laptop (seri

# 5CG3191F52) was missing. Keyaira advised when Jason was causing the problem he was wearing a black shirt and light brown pants. Keyaira advis

an anonymous black male told her that Jason was in the area of Mechanic St in a gold Dodge Neon. Keyaira advised she does not have insurance an

provided Officer with a written statement.

Officer photographed the damage to the door and the shattered aquarium.

Officer had dispatch enter the Laptop into LEADS as stolen (NIC # A651543969).

Officer spoke to two nieghbors who did not want to be involved but advised they did see and hear Jason McCrary outside of the apartment yelling



Keyaira. They advised they did not see him come back after she was gone.

Officer searched the area and was unable to locate Jason. Officers did make contact with subjects at 268 Mechanic St who advised Jason showed up the

a few minutes ago but left on foot towards Lincoln Park.

Officer reviewed some of the security video and observed a black male wearing a dark long sleeve shirt and light brown pants walking towards Keyaira

ack door during the time she was gone. Officer observed a white female wearing dark clothing was also with Jason and that they go out of sight ne

Keyaira''s back door and in a few seconds leave the area. Officer observed it appeared as if the female was carrying something. Officer is unable to clear

identify both subjects due to poor clarity of the cameras.

Officer later received a tip that the female possibly was Patricia Lowery. Officer was unable to make contact with her at this time.

Officer reviewed the Metro Housing Barred List and Jason is barred until 2015 from all Metro Properties including Lincoln Park (report # 12-1845

Dep. Kochenour).

Officer will request Warrants charging Jason with Menacing (ORC 2903.22) and Criminal Trespass (ORC 2911.21).

Officer was dispatched to the Law Enforcement Complex in reference to a theft. Officer contacted Grace Diehl, who stated her Homeland Cred

Union credit / debit card was stolen from the ATM on October 14 2013 around 6pm when she forgot to take the card with her. Ms. Diehl stated the ca

was used at several stores around town for a total of $236.74. She only knows of Valero (61 N. Bridge St) around 6:18pm and Murphy USA possib

around 11:30pm on the 14th of October.

Officer went to Homeland Credit Union however they were all ready closed. Officer then contacted Valero and left the information to be search

ecause the employee that operates the surveillance and computer system was not in. Officer then contacted Heather Estep, Murphy USA manager w

found the transaction which happened at 8:01pm. The suspect, a white female wearing a pair of blue jeans and a orange pumpkin shirt, drove a gree

Pontiac and pumped gas and then purchased a carton of cigeretts worth $62.62 with Ms. Diehl''s credit / debit card. She was with a white male that w

carring a baby.

The employee that worked last night, Stephanie Mathers states she remembered that female and that she appeared to take a little longer than norm

to sign the sale receipt. She also stated the suspect is a regular customer and comes to the business every couple of days.

Ms. Estep is preparing the surveillance footage for me and Officer took photographs of the suspect and her vehicle to have posted on the Pol



Department website and crime stoppers.

Ofc responded to the area of Yoctangee Pkwy / Kopp St in reference to a juvenile requesting to speak to an officer.

Upon arrival Ofc contacted, Zachary Nichols, who stated he was involved in an altercation with his father''s (Charles Nichols) girlfriend, Toni Redman,

their residence on 42 Zander Dr this evening. Zachary stated Toni and her granddaughter, Shelby Pinkstock, are rude to him and treat him unfair

Zachary stated he came home from school this afternoon and claims both subjects began shouting at him for no reason. Zachary stated during

altercation, Toni shoved him backwards, however he was not injured. Zachary stated his father was present and witnessed the incident but failed

intervene.

Zachary stated Charles has full custody of him, but he would rather live with his mother, Gina Nichols, in Lancaster, OH. Zachary stated his mother h

isitation rights every other weekend. Zachary stated he left his residence after the altercation today without telling his father where he was going.

Ofc transported Zachary back to his residence where Ofc contacted Charles and Toni in reference to this incident. Charles and Toni both stated Zach

is unruly and disobedient. Charles stated Zachary has a history of filing false allegations when he doesn''t get his way. Charles stated Zachary me

with a counselor to discuss his behavior and has another appointment this Monday. Charles and Toni did state there was a verbal altercation betwe

Zachary and Toni this afternoon but both claimed there were no threats or physical violence involved.

Zachary was left in the custody of his father and all subjects were informed to contact this department if needed. Ofc will forward this report

Children Services for review. Nothing further.

Officer was dispatched to 161 South Shore Drive in reference to a domestic dispute between mother, Peggy Hess and daughter, Jordan Smith. Up

arrival Peggy and Jordan both claimed they got into a verbal argument however Peggy claims it was over Jordan biting her left tricep this morning a

causing a bruise which Officer saw but did not see any teeth marks. Jordan claimed the argument was over twenty dollars that her mother got from th

ATM and the bruise on her arm came from falling when she was drunk.

Officer had no witnesses that Peggy was bite by Jordan this morning and can not prove her claim. Officer advised Peggy to evict Jordan if s

wished and told Jordan to avoid her mother if possible. Officer cleared without further incident.
