Officer contacted Chris Anderson, Manager of JC Penney's. She advised she observed three females, later identified as Kianne Tyler, Alexis Young, and Shelby Coleman, taking three boxes of shoes out of the shoe department. She advised Kianne walked into a dressing room with one pair, and Ms. Anderson stayed by the dressing room. The other two girls were able to get out of the store. She advised Kianne walked out of the dressing room without the box which was still in the dressing room. She advised Kianne gave her the shoes out of her purse when asked to do so. Chris advised the other two girls were unable to be located.

Officer attempted to contact Kianne's guardian, Aunt Kimberly Jones. Officer was unable to reach her at this time. Kianne advised that was who had custody of her and she was unsure of where she was. Later she advised Officer she remembered her Aunt's number which Officer was unable to reach her at. Officer left Kimberly a message advising her that Kianne had been arrested for Theft and was being transported to JDC and she would be in court on 6-19-13 at 9am and that she was requested to appear as well, as Kianne's guardian. Officer advised Kianne of her rights which she advised she understood. She advised her sister, Shelby Coleman and Alexis Young were with her. She said they gave her a purse and told her to steal shoes and put them in the purse. She advised they took the other two pairs and took off without her when she got caught. Officer contacted Magistrate Steve Drotleff. Officer advised him of the circumstances surrounding Kianne. He advised to transport her to JDC.

Officer contacted Shelby and Alexis by phone. Officer advised both girls that if they did not come to the Law Complex by 3pm this Officer would issue warrants for their arrest for theft. Shelby advised they would be enroute. As of 3pm on this date they had not shown at Law Complex.

Kianne was transported to JDC and left in their custody pending her court appearance on 6-19-13/9am.

Ofc was dispatched to 999 Akron St ref a domestic dispute. On arrival Ofc. contacted Michael A. Nelson who advised his live in girlfriend, Elizabeth Crabtree has been drinking and left after drinking two bottles of wine and took his phone and remote with her. He said she would be returning later but is intoxicated and left in a purple Toyota. He was advised to call should she return and cause a problem. Officer made contact with Loss Prevention Officer, Donald Barton, who advised he observed a male, later identified as Joseph Strausbaugh, exiting the store with a Skil saw and no receipt. Donald advised as Joseph was exiting the store he held the saw up by his head so that he did not set off the theft alarms. Donald advised he then followed Joseph outside the store where he got into a vehicle that was waiting outside of the doors and left. Donald advised he went to review the security video and observed Joseph select the saw and a tent from a store display and walk around the store and then to the customer service desk. Donald advised Joseph did not pay for the items and already passed the cash registers. Donald advised Joseph then tried to return both items for gift cards due to him not having a receipt. Donald advised Joseph provided his Ohio Driver License to the clerk and he was only approved the refund on the tent and not the saw. Donald advised this was due to him already being in the computer with to many returns. Donald advised Joseph was giving a $32.00 Walmart gift card for the item and left with the saw. Donald advised Joseph did not pay for either item. Donald provided Officer with screen shots of the security video, a statement, and a receipt. Officer photographed the tent and a saw that was like the saw Donald took. Officer left the tent with Walmart to hold as evidence.Officer confirmed Joseph was the subject in the security video by comparing

the security video screen shots with his OHLEG photos.Officer was unable to make contact with Joseph and will request a warrant for his arrest charging him with Theft (ORC 2913.02).Nothing further.

She advise she noticed a window was open and screen was pulled off. Officer found no latent prints. Officer noticed the window was open with the screen pulled off and the door opened. Keyaira stated both door and window was locked when she left. Officer did noticed that the lcoked on the window had been fixed several times and did not lock properly. Officer locked it the best I could and advised her to contact maintance to see if it could be fixed. Keyaire provided a serial number the television and the PS3 and the television was entered into leads, nic number A951242057.

Ofc saw Jeff Peoples walking in the area of University and W 5th St. Ofc knew that Peoples had several active warrants for his arrest. Ofc detained Peoples while this Ofc could verify that the warrants were confirmed and in hand. Peoples stated that his name was Joshua Peoples and even provided this Ofc with his brother's SSN. Ofc gave Jeff several opportunities to tell the truth but he continued to claim he was Josh not Jeff. Ofc verified that he, Jeff was in fact the person in the Ofc's car by checking OHLEG photos. Ofc was advised that FTA warrants 12CR000111 and CRB1201258 as well as IBA warrant CRB1203286 were all in hand. Ofc placed Peoples under arrest and transported him the RCJ where he was booked on the 3 warrants and 1 count of obstructing official business. Peoples will remain in the custody of the RCJ until his appearance in court.

Ofc responded to 1850 N. Bridge St., Tractor Supply Company to assist with a traffic stop. Upon arrival, RCSO Deputy Davis requested Ofc to conduct a K9 Sniff on a green Pontiac, bearing Ohio registration 757YNL. K9 Ciko was deployed and he indicated on the passenger side door and was then secured back inside the cruiser.

Ofc was later contacted by Deputy Davis, who advised he had located suspected Psilocybin Mushrooms, Marijuana and a Marijuana pipe inside the vehicle. Ofc will forward a copy of this report and video to Deputy Davis.

Ofc stopped the vehicle at Mulberry/Riverside and contacted the driver, Ronald Lee Mango, and the passenger, Chad Thomas. Ofc explained to Mr. Mango why he was being stopped and then asked him for his driver''s license. Mr. Mango stated that his driver''s license was suspended and handed Ofc a California Identification Card. Ofc later ran the his OLN through LEADS/NCIC and found that he was not valid. After issuing Mr. Mango traffic citation 19538 for Speed, DUS, and No OL, Penwells was called to the scene to tow the vehicle which belongs to Teresa White. Mr. Mango was advised of his mandatory court date on 6/28/13 at the Chillicothe Municipal Court. Prior to towing the vehicle Ofc has Mr. Mango and Mr. Thomas exit the vehicle so that it could be inventoried prior to being towed. As Mr. Mango exited the vehicle Ofc asked him for concent to search his person for any weapons, drugs, or contraband? Mr. Mango gave consent as he stuck both his hands into the pockets of his shorts. Ofc immediately told him to take his hands out of his pockets, which he quickly did. As he pulled out his hands Ofc observed a small blue pill fall on the ground by Mr. Mango''s right foot. Ofc immediately secured the pill, which was blue and had numbers "4812" on it. As Ofc was securing the pill Mr. Mango pointed toward the inside compartment of the driver''s side door stating, "the only thing I have is that". Ofc later secured what he was pointing at and noted that it was a clear plastic pill crusher with a red lid. Ofc also noted some type of residue inside of the pill crusher. Mr. Mango was searched and no further contraband was found on his person. Mr. Thomas also gave consent to be searched and Ofc noted that nothing was found on his person as well. Ofc then began inventorying the inside of the vehicle. Located on the floor under the driver''s seat Ofc found another small blue pill with the same markings as the one that Mr. Mango attempted to drop on Ofc. Ofc secured it as evidence as well. No further contraband was found inside of the vehicle and it was later towed by Penwells towing to the owner''s residence at 44 N Mulberry St. Ofc issued Mr. Mango summons citation 094341 charging him with possession of drug paraphernalia. While Ofc was advising him of the citation and his mandatory court date on 6/28/13 at the Chillicothe Municipal Court, Mr. Mango uttered, "all I use the pill crusher for is to keep marijuana in but I don''t have any right now". After issuing Mr. Mango his citation Ofc released him and Mr. Thomas from the scene. Ofc then went to the LEC where Ofc looked up the description of the pills on Drugs.com. Ofc was shown a picture of the pills, which is exactly what Ofc found, and advised that they were 30mg Oxycodone Hydrochloride. Ofc will send the pills along with the pill crusher to BCI&I for further chemical analysis. Once Ofc receives the results from the BCI&I Ofc will forward the incident to the Ross County Prosecutor''s Office for Felony Drug possession. At this time Ofc has nothing further.
