Ofc dispatched to Walmart, 85 Rivertrace Dr., ref. two small children left unattended in a black Saturn.

Ofc arrived and observed a black 2003 Saturn, Ohio LP# EUA2955 facing w/b in isle 9.

Ofc looked inside the vehicle and observed two small children, one male and one female, asleep in the back seat. The girl was in a car seat and the boy w

leaning up against the car seat. Approximately two minutes later a female pushing a grocery cart approached the vehicle. Ofc asked her if the vehicle w

hers and she said yes. Ofc asked her if the children in the vehicle are hers and she said yes. The kids were ID as Zander Carter, 6 year old boy and Zo

Carter, 3 year old girl.Of asked female, who was ID as Heidi Carter, why she left her kids unattended in the vehicle while she was inside Walmart? Ms Carter became ve

defensive, stating Ofc didn't know what I was talking about. She said there were several subjects in Walmart being disruptive so she brought her k

ack out to the vehicle then went back inside to retrieve her groceries. Ofc advised her this had nothing to do with her kids and she should have never l

them alone. Ofc asked her how long was she inside the store retrieving her groceries and she stated a couple minutes. Ofc advised her this is unaccepta

y leaving her kids alone in the vehicle and she would be getting a summons for child endangering. Ms Carter then told ofcs she was leaving and got in

her vehicle. Ofc warned her not to leave or face additional charges. Ms Carter was issued summons 09 5437 and summons 09 5306 both for ch

endangering with a court date of 5-24-13 at 0900. She received her copies and they were explained to her. During this whole incident her kids remain

asleep.

Ofc then contacted Walmart employee Mandy Penwell to verify Ms. Carter's story.

Ofc reviewed the video and it shows Ms. Carter entering the store at 12:23am via grocery side all alone (NO KIDS). Ms. Carter then exits the store

0125 all alone (NO KIDS). Ms Penwell advised she will leave an email for the day shift manager and have him make a copy of the video. Ofc will a

forward a copy of this report to Children services. Nothing further.

Ofc dispatched to 350 E Main St, aka Air 1 Auto, reference a theft. Upon arriving, Ofc contacted Darrell Johnson who advised sometim

etween 2100hrs on yesterdays date and 0800hrs this date, his business was broken into and items were missing. Missing was approx $10,000 worth

tools and other miscellaneous items and also missing was a white 1998 Chevy Silverado bearing OH FQH3385, valued at $3000, was missing from t

parking lot. Johnson advised entry was made through the alley sliding garage door. The door was held by 2 latching padlocks, which were pried from twood. The adjacent garage door was open revealing the white Chevy parked in the lot. The keys were obtained from the office and the truck was dro

through the garage, suspected to have been loaded with the tools and other miscellaneous items before leaving and left through the same door entry w

made through the alley. The truck struck an interior wall causing damage to the passenger side of the truck and breaking the passenger mirror leavi

debris. The owner of the truck, Rodger Davis, was contacted who advised the truck had a black tailgate and was insured through Tomlinson. The tru

was entered into NCIC as a stolen vehicle, NIC# V416005617. All units, the RCSO and the OSP were notified to BOLO for the above vehicle. Pictur

taken. No suspects or witnesses. Ofc attempted to lift latent fingerprints from the handle of the sliding garage door but no viable prints were locat

Ofc seized a few pieces of the mirror housing for evidence. No other evidence seen or obtained. A stolen article 1C list was left for Johnson to compl

for the stolen items. The business is also insured through Tomlinson.

Officer contacted John Starling grounds keeper for Scioto Township/Grandview Cemetery reference theft of tools. Mr Starling reported between t

listed times and dates someone had stolen a brand new White/Orange Stihl FS90R Weedeater, Orange Husqvarna 365 chain saw (eighteen inch bar) and

White/Orange Stihl MS180C chain saw form the garage at the cemetery on Brookside Drive. He stated the thefts occurred between 1:30PM and 4:00P

yesterday afternoon and he discovered the missing tools this morning when they opened the shed. He said that he believes whoever took the tools did

while they had left the garage unlocked with the large garage door open while they were mowing yesterday afternoon. He said they were there when

and his crew started and he did not notice if they were there when the finished, but they were not there this morning and the alarm for the building h

not gone off and there were no signs of forced entry. He stated he had observed an older model Brown Ford Aerostar van with a Red front end drive th

secure. Mr.Ferrell stated when he checked his guns this morning was when he found the rifles and the WII missing. Mr.Ferrell stated his gun safe h

een moved but that was alll that he could find had been tampered with in the residence. Mr.Ferrell advised they are insured by State Farm. O

checked the window and saw no signs of forced entry. Ofc. entered the AK-47 into LEADS/NICG842979517, but was unable to enter t

Mosin-Nagant into leads due to lack of a serial number. Mr.Ferrell advised he would try to get the serial number for the WII for this Ofc. Investigati

with Anthony Murray and his aunt Marjorie Murray. They advised in 2009 Marjorie gave her Kohl''s credit card to Samantha Rearly (now Cousins)

purchase a pair of shoes for Samantha''s son. Samantha never returned the card and started using it as if it was hers. She also obtained a Walmart cre

card that is also in Marjorie''s name and made charges to that. Marjorie said she started getting the bills and they were in her name and so felt they w

hers to pay. She said she never gave Samantha permission to charge anything else and tried to get the cards from her. She said Samantha did pay

some of the charges at some point in time. Marjorie said she tried to pay the bills but they were too much. She said her nephew, Anthony Murr

ecame aware of the situation and had the accounts closed. She said she did not know she could do that. Neither Marjorie or Anthony had a

documentation of any activity on Marjorie''s accounts. Ofc. advised them to obtain the information and contact Ofc. when they did so. They advis

they would do so.

waiting for your fucking" and "Paybacks a B". Mr. Zonner also said Mr. Wittkugle has been coming to his property to harass him, sometimes causi

damage to Mr. Zonner''s property. Mr. Zonner stated he did not wish to file charges at this time, but he would like Mr. Wittkugle to be barred from

property and told not to contact him anymore. Ofc. called the phone number Mr. Wittkugle was calling Mr. Zonner from. The person who answer

would not identify himself, but did not sound like Mr. Wittkugle from the messages ofc. listened to. He stated he does see Mr. Wittkugle occasiona

and that Mr. Wittkugle does sometimes use his phone to make calls. He said he did not know where Mr. Wittkugle stays at and that Mr. Wittkugle

currently homeless. Ofc. advised to have Mr. Wittkugle contact this ofc. and not to call Mr. Zonner. The person stated he would inform M

dispatched to 190 Columbia Av reference an unruly juvenile complaint. Upon arriving, Ofc contacted Thomas Woodruff who advised his granddaugh

who he has custody of, Cherokee Schrake, left shortly after arriving via a police transport reference report 13-8274. During this incident, Schrake h

umped out of her Woodruff''s vehicle near Bridge/Riverside and took off towards the bike path. Ofc Murray found Schrake and took her home

Miranda rights and Quentin told Ofc that he understood. Ofc asked about the food and the rewards and Quentin told Ofc that he had given his frien

free food and drinks and used his ID to put points on his Kmart rewards card when checking customers out. Ofc issued Quentin Cit #094090 chargi

Theft with a court date of 5-24-13 at 9am. Ofc also advised Quentin that he was barred from Kmart and Quentin told Ofc that he understood. Nothi

Officer was dispatched to 148 Hirn St.reference to a disturbance. Upon arrival Officer knock on the door and contacted Michael Hopkins who advis

an unknown person who was causing the disturbance had left prior to officer arriving. Officer asked Michael where Ms. Jewett the resident wa

Michael advised jail. Officer then observed Joshua Tripp, Megan Kellough, Angela Dyer, Glenn Winfield, Russell Hartley and Gregory Robinson

know drug dealers and users inside and made contact. Meagan attempted to stop officer from entering the house at which time Officer asked Meagan

she was the resident? Meagan advised no. Ofc advised all parties inside that if the resident returned home from jail and advises this department

anything stolen, or that anyone of them were not to be in her house they could be charged with a crime. All advised Ms. Jewett didn''t mind them bein
