Betty and her husband, Harlan, recently built their ranch and dream home and love having their three grandkids out to the ranch. Betty was recently named our Ambassador of the Year, so it should come to no surprise that we are once again honoring her as our Ambassador of the month. Thank You Betty for all you do for the Castle Rock Chamber!
Nadine Kirk celebrates 25 years of selling Real Estate this year and it seems only fitting that she would be honored as our Ambassador of the Month as w ell. For the past few months, the Castle Rock Chamber’s Government Issues Committee (GIC) has monitored, researched and discussed the upcoming Special Election, Referendum A and B.
Residents will be receiving thei r ballots in the mail after July 28th. Al though the Chamber did
not take a posi tion on this ini tiative, we feel i t necessary to assist in the clari fi cation for voters
to make informed decisions. This election is not an election to decide i f Open Carry is to be allowed in Castle Rock, but an election to decide who should have the authori ty to restrict
open carry in public municipal properties . You will see below the ballot language
and further explanation to the meaning from the Town in Blue. The GIC has expanded on the clarifi cation in Red.
A. REFERENDUM ON ORDINANCE NO. 2014-03 will read:
SHALL TOWN COUNCIL ORDINANCE 2014-03 BE APPROVED WHICH ORDINANCE REVOKES THE AUTHORITY OF THE
TOWN MANAGER UNDER THE MUNICIPAL CODE TO PROHIBIT THE OPEN CARRYING OF FIREARMS WITHIN MUNICI-
PAL BUILDINGS, PARKS, RECREATION AREAS AND OTHER MUNICIPAL PROPERTIES OWNED OR OPERATED BY THE
TOWN OF CASTLE ROCK?
YES ___ NO ___
Additional Information on A. Referendum 2014-03:
•A YES vote on Measure A means the Town Manager may not restrict the open carrying of fi rearms by the public on municipal properties . This means the authori ty is solely maintained by the Town Council , clarifi cation by the
Chamber.
•A NO vote on Measure A means the Town Manager may restrict the open carrying of fi rearms by the public on
municipal properties . This means the authori ty is retained by the Town Manager, clarifi cation by the Chamber.
B. HOME RULE CHARTER AMENDMENT will read:
SHALL THE TOWN OF CASTLE ROCK HOME RULE CHARTER BE AMENDED BY ADDING A NEW SECTION 1-5 TO READ
AS FOLLOWS?
Section 1-5. Consti tutional Rights .
Any restriction or limitation on the rights of ci tizens to keep and bear fi rearms enacted by the Town Council shall
require the approval of the regis tered electors as a referred measure under Section 15-4 of this Charter. This Sec-
tion shall not apply to Town Council action which makes unlawful the discharge or brandishing of fi rearms. This Sec-tion shall govern and control over Articles II and VII or any other conflicting provision of this Charter, and shall apply
only to Council action taken after its adoption.
YES ____ NO ___
Additional Information on B Referendum 2014-03:
•A YES vote on Measure B means the voters must approve future action by the Town Council res tricting the
right to keep and bear fi rearms. No further explanation by the Chamber
•A NO vote on Measure B means prior voter approval of such action is not required. No further explanation
by the Chamber.
Castle Rock Chamber’s Government Issues Committee (GIC) Mission:
To provide the Castle Rock Chamber of Commerce Board of Di rectors with information allowing the Chamber Board
to be a proactive voice and advocate for the business community regarding governmental and legislative issues ; facili tate communication and education between the business community, local and s tate governments ; and
promote economic interests which contribute to the quali ty of li fe for business owners and residents of Castle Rock.
