When Is The Standard Effective?

• The Standard was approved by the American National Standards Institute (ANSI) on June 19, 2003.

• The standard was published during July of 2003.

• The standard becomes effective on August 19, 2003, which is the day after this call.

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Quick Z87 Facts1. ASSE did not write the standard

2. ASSE is not responsible for the content

3. ANSI is the “accrediting body”

4. ASSE is the secretariat

5. The committee consists of many different organizations, companies, and persons

6. The committee did reach consensus!!!

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

The Committee• 5 Government Agencies• 1 Labor Union• 4 Technical Societies• 7 Manufacturer Associations• 2 General Interest• 1 Insurance Organization• 2 Employers• 2 Utilities• 3 Liaisons to Other

Committees• 2 Individual Experts

Z87.1 and Relationship to Government

• Relationship to OSHA

• How it relates to other state and federal agencies

• How will the new standard be used?

• Future initiatives by the Z87 Committee

• How do I learn more???

Z87.1 – The Standard

Section 1

Preface Statement – What is it?

Is this an important component of the standard???

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 2Scope, Purpose, and Application

• How much of this has changed?

• Are any industries excluded?

• Why are such exclusions given?

• Why educational facilities?

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 3Data

Eye Incident Injury Data/History

Yes – This is Important

ASSE now gets reports

Section 4 Definitions

• How do definitions relate to the standard?

• Are definitions mandatory?

• What hot changes are there?

• Consistency with other organizations

Section 5Referenced Publications

Yep – they are there!!!

But, they do make excellent resources

Section 6 The Heart of the Standard

We need to read this one:

Two of the most significant changes affecting all protectors is the designation of a Basic Impact protector and a High Impact protector. Qualification tests to classify a protector as one or the other have been developed. Consistent with this differentiation, marking has been revised to allow identification of the protector as Basic Impact or High Impact.

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Why Is This So Important? The 1989 version of the standard addressed selection from more of an overall awareness point of view. As noted earlier in the paper, the standard now entails different levels of impact resistance. This is a significant issue since more of the onus in regards to selection of the protector will now fall on the responsible SH&E professional to ensure that a quality hazard assessment has been conducted.

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

The Bottom Line

The current philosophy of the standard should now provide a strong impetus to SH&E professionals to go out and actually perform and complete a hazard assessment based on good science, sound technology and the fundamentals of SH&E management.

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 7Spectacles

• This section of the standard was significantly revised from the 1989 version

• Spectacles were originally found in Section 8 of the old standard

• Decreased focus on the Drop Ball Test for impact resistance testing.

• High velocity impact• The marking requirements were significantly revised

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 8 Goggles

There were significant changes to Section 8• Impact resistance was a key change• Marking requirements• One key issue to still be resolved addresses splash

protection• Can there be a test for splash – what is it???• The committee needs insight on this issue• Send comments to ASSE C/O of Z87 Committee

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 9Faceshields

• Ongoing Revision

• Attempt to clear up the confusion of when a goggle can be used or when a faceshield can be used?

• Do not use faceshields for splash protection

• The standard specifically cites additional supporting equipment

Section 11 Respirators

• First – Z87 is not a respirator standard!!!• When loose fitting respirators are moved

from the normal position during use, they can only be used in conjunction with spectacles or goggles

• Ongoing debate addressing the issue of splash protection and appropriate eye and face protection

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Section 12 - Transmittance Requirements for Clear Lenses,

Filter Lenses and Automatic Darkening Filter Lenses

• The changes to the appropriate graphs

• U.V. protection concerns

• Should be an interesting section for future revisions

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Instructions, Use and Maintenance

• Minimal changes/edits to the standard• Focus on the need to listen to what the

manufacturer or distributor states about the product

• Anything here for the future?

Section 13

Section 14Test Methods

Very significant changes:

Impact resistance

Marking requirements

The Drop Ball Test

Relationship to hazard assessment

Section 15Warning Labels

• Minimal changes/edits to the standard

• Focus on the need to listen to what the manufacturer or distributor states about the product

• Anything here for the future?

Appendices and Annexes

• What are they?

• Why are they important to this standard?

• Are they mandatory?

• Which ones should I review?

• Level of complication

American Society of Safety Engineers, Secretariat, 1800 East Oakton, Des Plaines, IL 60018

Selection Chart• Significantly revised from earlier versions• How does it relate to the standard• Impact resistance• Hazard assessment• Selection suggestions• Important considerations• Can it be duplicated
