FOREWORD

This Airside Vehicle Control Handbook is issued under Section 172 (2) of the Airports (Control of On-Airport Activities) Act 1996 and is part of the Airport Operations Manual for Hobart International Airport. As the operator of an aerodrome certified under the Civil Aviation Safety Regulation Part 139, the Hobart International Airport Pty Ltd (ABN 75 754 974 669) is also obliged to include in its Aerodrome Manual particulars for the control of surface vehicles operating on, or in the vicinity of the movement area (CASR 139.095(ii)). Furthermore, the Hobart International Airport Pty Ltd also has a duty of care under common law, obligations under occupational health and safety legislation, and security restrictions under the Aviation Transport Security Act 2004 associated with surface vehicles operating on the airport. THIS HANDBOOK FORMS AN IMPORTANT PART OF THE SYSTEM WHICH THE HOBART INTERNATIONAL AIRPORT PTY LTD HAS PUT IN PLACE TO PROMOTE THE SAFE AND ORDERLY MOVEMENT OF PASSENGERS, AIRCRAFT AND VEHICULAR TRAFFIC ON THE AIRSIDE OF HOBART AIRPORT. This Handbook is issued as a separate document for ease of distribution to relevant persons and organisations. Any failure to comply with the requirements of this Handbook will be taken into account by Hobart International Airport Pty Ltd in considering whether to exclude individuals or entities from airside access or the operation of vehicles on airside

REQUIREMENTS FOR AIRSIDE VEHICLE CONTROL

INTRODUCTION Hobart International Airport Pty Ltd (HIAPL) (ABN 27 080 919 777) is the owner/operator of Hobart International Airport, an aerodrome certified by the Civil Aviation Safety Authority (CASA). HIAPL is also regulated by the Secretary of the Department of Infrastructure and Transport (the Secretary) through the Airports Act 1996 and the Aviation Transport Security Act 2004. Although vehicle operations on the landside of the airport are subject to the application of State regulations, vehicle operations airside impact on the safety and security of aviation activities. For this reason, the use of vehicles on airside is regulated:

for the purpose of aviation safety, by HIAPL and the Civil Aviation Safety Authority;

for the purposes of airside management and aviation safety, by HIAPL and the Secretary; and

for the purposes of aviation security, by HIAPL and the Secretary.

[Note: Appendices within this document can be issued as a separate document upon request to HIAPL.]

REGULATORY REQUIREMENTS

As a condition of the aerodrome certificate (and in the interests of the safety of aircraft operations), HIAPL is required by the Civil Aviation Safety Authority (under Civil Aviation Safety Regulation 139.095) to institute certain aerodrome operating procedures, including procedures for the control of persons and vehicles on or near aircraft movement areas. These operating procedures form part of the Hobart International Pty Ltd Aerodrome Handbook. The Australian Government has regulated airside vehicle control matters through the Airports Act 1996 and Part 4 of the Airports (Control of On-Airport Activities) Regulations 1997, which is administered by the Secretary. This regulation requires HIAPL, as the Airport Operator, to have and to maintain this Airside Vehicle Control Handbook which contains all the local rules and requirements for operating a vehicle on the airside of Hobart Airport. The Aviation Transport Security Act 2004, requires HIAPL and all persons using Hobart Airport to:

keep appropriate levels of safety and security on the airport; and

control access to security restricted areas of the airport.

Whilst control of vehicles on the manoeuvring area is the responsibility of Airservices Australia Air Traffic Control (Air Services Act 1995, Section 8.1 and Air Services Regulation 3.02), that control does not extend to approving a vehicle for use airside nor does it regulate the approval of persons to drive vehicles on the airside area. The “manoeuvring area” excludes the apron areas and the airside perimeter road. In short, the control of vehicles on the airside of an airport is necessary in order that HIAPL may ensure the safety of aircraft operations and persons working on the airside of Hobart Airport and for it to meet its regulatory obligations. RESPONSIBILITIES OF THE HOBART INTERNATIONAL AIRPORT PTY LTD HIAPL is responsible to provide airside vehicle control at Hobart International Airport by way of adequate training and appropriate administrative procedures. The prime objectives of such vehicle controls are to:

a) avoid injury to persons; b) avoid damage to property (particularly aircraft); c) ensure that priority is given to aircraft on runways, taxiways and

aprons; and d) comply with the relevant requirements of the Hobart International

Airport Transport Security Program. This Handbook, including all its attachments, is HIAPL’s airside vehicle control policy document, as required by Subsection 172 (2) of the Airports Act 1996 and referenced in the Airports (Control of On-Airport Activities) Regulations 1997. It also satisfies the requirements of the Aerodrome Manual in respect of airside vehicle control at Hobart International Airport. The intent of the requirements for airside operation of vehicles set out in this Handbook is to ensure the safe and orderly movement of passengers, aircraft and vehicular traffic. Failure to comply with the requirements of this handbook is a breach of conditions for use and to drive airside, and any such failure will be taken into account by Hobart International Airport Pty Ltd in considering whether to exclude individuals or entities from using or operating motor vehicles on the airside of Hobart Airport.

DEFINITIONS

In this Handbook:

Aircraft Radiotelephone Operator Certificate of Proficiency: means a certificate issued in accordance with Civil Aviation Regulation 83A.

Airport: means Hobart International Airport.

Airside: means the Movement Area of the Airport, adjacent terrain and buildings or portions thereof, being the areas marked as such on the plan at Appendix "D". All persons entering the airside area must hold and display a “Red” Aviation Security Identification Card (ASIC), or must display a Visitor’s Identification Card (VIC) and be accompanied by a person with an ASIC.

Airside Road: means a road within the Airside of the Airport.

Airside Vehicle Control Handbook: (see also Handbook) means this document, which details particulars for the control of surface vehicles operating on, or in the vicinity of the movement area at Hobart International Airport.

Air Traffic Control (ATC): means an air traffic control service established by Airservices Australia in pursuance of Airservices Regulation 3.02.

Approved Issuing Authority: means an organisation authorised by HIAPL under Part 6 of this Handbook to issue Authorities for Use Airside and/or Authorities to Drive Airside.

Approved Testing Officer: means a person approved by HIAPL of this Handbook to undertake either theory or practical test to ensure that an applicant for an Authority to Drive Airside is competent to drive on the airside of Hobart Airport.

Apron: means that part of an Airport used - for the purpose of enabling passengers to board, or disembark from aircraft; - for loading cargo on to, or unloading cargo from, aircraft; and /or - for refuelling, parking or carrying out maintenance on aircraft and designated as such on the plan at Appendix "D".

Authorised Officer: means a person appointed as an Authorised Officer under the provisions of the Airports (Control of On-Airport Activities) Regulations 121 and/or 132.

Authority for Use Airside (AUA): means an authority for a Vehicle to enter the Airside issued under Part 2 of this Handbook.

Authority to Drive Airside (ADA): means an authority to drive airside issued under Part 4 of this Handbook.

Authority to Drive Airside Category 1: Not used at the Hobart International Airport.

Authority to Drive Airside Category 2: means an Authority authorising driving in Category 2 issued in accordance with Part 4 of this Handbook.

Authority to Drive Airside Category 3: Not used at the Hobart International Airport.

Authority to Drive Airside Category 4: means an Authority authorising driving in Category 4 issued in accordance with Part 4 of this Handbook.

Aviation Security Identification Card (ASIC): means a permanent or temporary identification card issued by an ASIC Issuing Body authorised under the Aviation Transport Security Regulations 2005.

Enhanced Inspection Area (EIA): means any part of the Regular Passenger Transport apron as marked by a blue line on the pavement.

General Aviation: means all civil aviation operations other than regular public transport operations.

Handbook: means this Airside Vehicle Control Handbook.

HIAPL: means Hobart International Airport Pty Ltd (ABN 27 080 919 777).

Manoeuvring Area: means that part of the Airport used for the take-off, landing and taxiing of aircraft, excluding Aprons and Perimeter Roads.

Markings: means the symbols, lines, words and figures displayed on the surface of a Movement Area, or visual distinguishing features added to Vehicles or ground areas on the airside area.

Movement Area: means that part of the Airport that is used for the surface movement of aircraft, including Manoeuvring Areas and Aprons.

Perimeter Road: means an Airside Road which remains clear of the Manoeuvring Areas except in areas where the road marked as a road may cross a taxiway or apron.

RPT: means Regular Passenger Transport

Rules for Drivers Operating on Airside: means the rules for drivers set out at Appendix "A".

Security Controlled Airport: means an Airport controlled (for security purposes) by the Secretary of the Department of Infrastructure and Transport under sub-section 28 (2) of the Aviation Transport Security Act 2004.

Security Restricted Area (SRA): means any part of the land airside designated by the airside perimeter fence. Persons entering these areas must hold and display a “Red” ASIC or must display a Visitor’s Identification Card (VIC) and be accompanied by a person with an ASIC.

Subsidiary: means a wholly owned subsidiary.

Supervision: means supervision in accordance with the Rules for Drivers Operating Airside.

Supervised Vehicle: means a Vehicle driven under Supervision in accordance with Part 5 of this Handbook and with the Rules for Drivers Operating Airside.

Transport Security Program: means the security arrangements in force at Hobart Airport in accordance with the Aviation Transport Security Act 2004.

Vehicle: means a motor vehicle or other specialised airside mobile equipment, other than bicycles and tricycles.

[Note: Bicycles and tricycles are not within this definition of Vehicle. Bicycles and tricycles may only be used Airside in accordance with paragraphs 6.4 and 6.5 of this Handbook.]

Vehicle Operator: means a person, firm, body corporate or Government Department controlling the operation of a Vehicle whether as owner, hirer or otherwise.

Visitor Identification Card (VIC): means an identification card issued by HIAPL.

PART 1

1. VEHICLE OPERATORS

GENERAL REQUIREMENTS

1.1 A Vehicle Operator must not operate or permit the operation of a Vehicle in an area on Airside in breach of the Rules for Drivers Operating Airside at Appendix “A”.

1.2 A Vehicle Operator must ensure that any Vehicle which it operates, or which is operated on its behalf, on Airside is operated in accordance with all relevant legislation including, to the extent applicable, the Civil Aviation Orders, including Civil Aviation Order 20.9.

1.3 Without limiting the generality of the previous provisions, a Vehicle Operator must ensure that any Vehicle which it operates or which is operated on its behalf is not operated on Airside within 15 metres of an aircraft during fuelling of the aircraft, other than in accordance with Civil Aviation Order 20.9.

1.4 A Vehicle Operator must not operate or permit the operation of a Vehicle in an Airside area without Supervision in accordance with Part 5 unless:

(a) the Vehicle Operator holds a current Authority for Use Airside for the Vehicle to operate in the area;

(b) the Vehicle Operator's current Authority for Use Airside for the Vehicle:

(i) is affixed to the right-hand side of the windscreen if the Vehicle has a windscreen; and

(ii) is displayed in a holder facing outwards from the front of the vehicle and readily visible from outside the Vehicle if the Vehicle does not have a windscreen;

(c) the driver of the Vehicle holds a current State or Territory Driver’s Licence valid for the class of vehicle, hold a current Authority to Drive Airside for the area and holds and displays a current ASIC or VIC;

(d) the Vehicle is

EITHER (i) registered for use on public roads; or

(ii) meets the mechanical and roadworthiness

requirements under the law of the State of Tasmania; OR, in the case of a specialist Airport Vehicle, the Vehicle

meets:

(iii) the IATA specifications, if any, for such a Vehicle; or

(iv) in the case of a Vehicle for which there are no IATA specifications, HIAPL has given prior approval to the use of the Vehicle and the use of the Vehicle is in accordance with any conditions which may be attached to such approval or may be attached from time to time;

(e) the Vehicle has clearly displayed on both sides, or on the front and/or rear, a logo which clearly identifies the Vehicle Operator; or

(f) the Vehicle has clearly displayed on both sides, or on the front and rear, markings, or signs, which identify the Vehicle by number(s) or letter(s) or by a combination of number(s) and letter(s); and

(g) displays on top of the Vehicle a rotating/flashing beacon which is red in the case of Aviation Rescue and Firefighting Vehicles, blue in the case of Australian Federal Police Vehicles and amber for all other Vehicles;

OR

(h) is under Supervision in accordance with Part 5 by another Vehicle being operated in accordance with this Handbook and displaying such beacon.

MANOEUVRING AREA

1.5 A Vehicle Operator must not operate or permit the operation of a Vehicle on the Manoeuvring Area unless:

(a) the Vehicle is equipped with a radio capable of two-way communication with Air Traffic Control and aircraft and the driver holds an Aircraft Radiotelephone Operator Certificate of Proficiency; or

(b) the Vehicle is under Supervision in accordance with Part 5 by a Vehicle so equipped and driven by a driver with such Certificate.

1.6 A Vehicle Operator must not operate or permit the operation of a Vehicle on any part of the Manoeuvring Area:

(a) between sunset and sunrise unless the Vehicle has headlights (dipped) and tail lights operating; or

(b) in conditions where low visibility procedures have been declared (generally when visibility is less than 800 metres);

CALL SIGN FOR GROUND VEHICLES

1.7. HIAPL maintains a register of Vehicle call signs and provides this list to Airservices Australia for consultation purposes prior to finalising any call sign.

1.8 Should a Vehicle operator intend to operate a Vehicle on the Manoeuvring Areas, a call sign should be applied for when applying for an Authority to Use Airside (see Appendix B);

(a) Applications must be submitted no less than 21 working days before any anticipated need for the call sign.

(b) Vehicle operators will be advised of the approval of the requested call sign by HIAPL.

ACCIDENTS

1.9 A Vehicle Operator must immediately report to HIAPL any accident on the Airside involving a Vehicle operated by or on behalf of the Vehicle Operator if the accident:

(a) causes personal injury; or

(b) causes property damage.

IMMOBILISED VEHICLES

1.10 If a Vehicle operated by or on behalf of a Vehicle Operator becomes immobilised on the Movement Area the Vehicle Operator must remove it within a timeframe agreed to by HIAPL.

1.11 A Vehicle Operator must ensure that if a Vehicle operated by it or on its behalf becomes immobilised on the Manoeuvring Area the following are notified immediately:

(a) Air Traffic Control if on duty; and

(b) the HIAPL Senior Operations Officer.

1.12 A Vehicle Operator must ensure that if a Vehicle operated by it or on its behalf becomes immobilised on an Apron area, the Senior Operations Officer is notified immediately.

1.13 If the Vehicle Operator is unable to move an immobilised vehicle, or cannot move it within a time frame determined by HIAPL, HIAPL staff, with any assistance that they deem necessary, may move the vehicle on behalf of the Vehicle Operator, and at the Vehicle Operator’s cost. If HIAPL takes such action, the driver of the Vehicle must provide to HIAPL staff or contractors such assistance as they may reasonably require in moving the Vehicle from the Movement Area or to another area on the Movement Area that HIAPL staff may consider appropriate.

INSURANCE

1.14 A Vehicle Operator must ensure that a Vehicle for which it holds an Authority for Use Airside is covered by:

(a) Third Party Personal Injury Insurance to an amount as specified by the HIAPL Chief Executive Officer and as defined in this Handbook;

(b) Third Party Property Insurance to an amount as specified by the HIAPL Chief Executive Officer and as defined in this Handbook. The Vehicle Operator must also ensure that its insurance coverage is applicable to all areas on Hobart Airport, including those areas also used by aircraft,

unless the HIAPL Chief Executive Officer agrees in writing to waive the requirement for one or other kind of insurance.

[Note: HIAPL’s concern here is to ensure the capability of the Vehicle Operator to meet any claims that may arise in relation to the operation of the Vehicle. Ordinarily, the HIAPL Chief Executive Officer will consider waiving the requirement for Third Party Personal and/or Property Insurance if the Vehicle Operator is a Government Department.]

DISPOSAL OF VEHICLES

1.15 When a Vehicle Operator disposes of a Vehicle for which it holds an Authority for Use Airside, the Vehicle Operator must:

(a) remove the Authority for Use Airside from the Vehicle prior to disposal;

AND within 24 hours of disposal

(b) notify HIAPL in writing of the disposal; and

EITHER

(c) return the Authority for Use Airside for the Vehicle to HIAPL;

OR

(d) notify HIAPL in writing that the Authority for Use Airside has been destroyed.

1.16 Further to paragraph 1.15, disused or decommissioned vehicles that have not been disposed of, must be removed from the airside area prior to returning the Authority for Use Airside for the vehicles.

1.17 HIAPL, at its sole discretion, may direct a disused or decommissioned vehicle be removed from the airside area at the owner’s cost. Any direction of this nature must be complied with within seven days of receiving notification.

2. AUTHORITY FOR USE AIRSIDE

ISSUE/RENEWAL

2.1 Subject to this Handbook, upon receiving an application in the form set out in Appendix "B" from a Vehicle Operator, HIAPL may issue or renew an Authority for Use Airside.

2.2 Temporary passes may be issued by HIAPL for delivery vehicles and contactor’s vehicles who only require an occasional entry permit. An example of the form issued is at Appendix “E”

2.3 HIAPL will only issue or renew an Authority for Use Airside if the applicant demonstrates:

(a) a need for the Vehicle to be operated in the area on a frequent and unsupervised basis:

(i) to provide a service which is part of, or incidental to, the operation of the Airport;

(ii) to carry out regulatory or law enforcement activities; or

(iii) any other purpose approved in writing by HIAPL; (b) a capacity to ensure that the operation of the Vehicle will

comply with the requirements of this Handbook and with all laws, rules, standards and directions including, where applicable, Civil Aviation Orders and Air Traffic Control directions, relating to the operation of Vehicles in the airside area;

and without limiting the generality of (b);

(c) that the applicant has in place appropriate arrangements to limit fire hazards in Vehicles which are to operate within 15 metres of an aircraft fuel tank opening or vent outlet during fuelling or de-fuelling;

(d) that there are in place appropriate arrangements to ensure that if the Vehicle becomes immobilised on a Movement Area, the Vehicle will be removed quickly;

(e) that there are in place appropriate arrangements to ensure that if the Vehicle becomes immobilised on a Movement Area, that the notifications required under paragraphs 1.9 and 1.10 will be given; and

(f) that the Vehicle will be maintained in a state of good repair.

[Note 1: The "appropriate arrangements" to limit fire hazards referred to in (c) will at least include capacity to ensure compliance with Civil Aviation Order 20.9 (refer to CASA website www.casa.gov.au).]

2.4 Even if the applicant satisfies the preceding provision, HIAPL is not obliged to issue or renew an Authority for Use Airside.

[Note 1: It may be that some emergency, regulatory or law enforcement authorities will have rights of access in some circumstances even without an Authority for Use Airside or Authority to Drive Airside. However, there is no general obligation on HIAPL to allow Vehicle Operators access to Airside even if they satisfy Part 2 of this Handbook.]

[Note 2: Where a Vehicle Operator plans to acquire a new type of Vehicle for Airport use, he/she should discuss the proposal with HIAPL in a timely manner in order that an assessment can be made in regard to compatibility with pavements and local geography. The type of information necessary to make such assessment of the proposed equipment will ordinarily include: - compliance with IATA standards (where applicable) - dimensions - gross mass - number, spacing and size of wheels and type of tyres and their

pressures - turning radius - motive power - areas of intended operation - special features.]

[Note 3: Where a new type of vehicle needs to be restricted to certain areas due to weight considerations, HIAPL will stipulate those restrictions.]

INDEMNITY AND RELEASE

2.5 HIAPL may not issue an Authority for Use Airside unless HIAPL has been provided with an indemnity and release in the form of Appendix "F".

EXPIRY, CANCELLATION AND SUSPENSION

2.6 Subject to this Handbook, an Authority for Use Airside is valid for 12 months from the date of issue.

2.7 HIAPL may at any time cancel or suspend an Authority for Use Airside by providing notice to the Vehicle Operator, with written notice being provided within 24 hours:

(a) that the Authority for Use Airside is cancelled; or

(b) that the Authority for Use Airside is suspended for the period specified in the notice;

as the case may be.

2.8 Within 48 hours of receipt of a notice of cancellation or suspension of an Authority for Use Airside under the previous paragraph, the Vehicle Operator must:

EITHER

(a) surrender the Authority for Use Airside to HIAPL;

OR

(b) if the Authority for Use Airside cannot be removed from the Vehicle, destroy the Authority for Use Airside and provide HIAPL with a written statement that it has been destroyed.

2.9 At any time during a period of suspension under this Part, HIAPL may, by written notice, to the Vehicle Operator:

(a) re-issue the Authority for Use Airside for the balance of its term;

(b) cancel the Authority for Use Airside; or

(c) extend the period of suspension.

[Note: Ordinarily, if HIAPL has reason to believe that a Vehicle is not fit to be operated Airside or that there has been a breach of the requirements of this Handbook which is sufficiently serious to consider cancellation of an Authority for Use Airside, HIAPL will suspend the Authority for Use Airside first and give the Vehicle Operator an opportunity to discuss whether or not there has been a breach and whether cancellation is appropriate.

HIAPL will normally suspend an Authority for Use Airside only if HIAPL is satisfied that the Vehicle Operator has breached the requirements of this Handbook - either in relation to the Vehicle subject to the Authority for Use Airside which is being cancelled or in relation to another Vehicle where the breach in relation to that other Vehicle casts doubt on the capacity of the Operator to comply with the Handbook in relation to the Vehicle.

HIAPL’s power to suspend or cancel is not limited to situations where there is a breach of the Handbook. In some circumstances, HIAPL may consider it appropriate to suspend/cancel in order to control the number of Vehicles or Operators at the Airport for general congestion or safety reasons.]

3. DRIVING VEHICLES AIRSIDE

GENERAL REQUIREMENTS

3.1 A person must not drive a Vehicle on Airside, unless he/she has a lawful and operational reason to do so.

3.2 A person driving a Vehicle on Airside, including a person driving a Vehicle which is under Supervision in accordance with Part 5, must comply with the HIAPL Rules for Drivers Operating on the Airside at Appendix "A".

3.3 A person must not drive a Vehicle on Airside unless the person holds a State or Territory driving licence for that type of vehicle, holds and displays a current ASIC or VIC and the person is:

(a) authorised to drive a Vehicle on Airside by an Authority to Drive Airside; or

(b) under Supervision in accordance with Part 5 of this Handbook.(c)

[Note: The State or Territory licence to drive does not have to be a licence from the State of Tasmania.]

3.4 A person driving a Vehicle on Airside must not:

(a) smoke whilst on the Airside Area;

(b) have in the Vehicle any animal or child under the age of 16 years, unless the carriage of such animal or child is specifically authorised by HIAPL.

PART 4

4. AUTHORITY TO DRIVE AIRSIDE

4.1 Subject to this Handbook, on receipt of an application in accordance with the form set out in Appendix "C" and if satisfied of the matters required to be certified in the application, HIAPL may issue or renew an Authority to Drive Airside in any Category.

4.2 Subject to this Handbook, the Airside areas for which driving is authorised for each Category of Authority to Drive Airside are:

Category 1: Not used

Category 2: Airside Roads and Aprons

Category 3: Not used

Category 4: All Airside Areas (i.e. Airside Roads, Aprons, Taxiways and Runway).

An Authority to Drive Airside will be issued by endorsement on a ASIC that is only valid for Hobart Airport (i.e., endorsed with “HBA”) or by the issuing of a card similar to the example at Figure 1 below.

4.3 In the case of an applicant who has not held an Authority to Drive Airside in the same or higher Category for the Airport during the 24 months preceding the application, or if the applicant has not used an Authority to Drive Airside in the preceding 3 months, HIAPL may issue an Authority to Drive Airside if:

(a) The applicant has achieved a satisfactory standard in a theory based test approved by HIAPL;

(b) the applicant has spent a minimum time as a driver, under supervision, of a Vehicle operating in the relevant Airside area of:

(i) 4 hours for Categories 1, 2 or 3; or

(ii) as set out in the HIAPL Procedure – Working on Airside Manoeuvring Areas (Appendix “G”) Category 4; and

(b) For a category 1 or 2 Authority to Drive Airside, the applicant’s employer has appropriately endorsed the application form to certify that the applicant has had appropriate training and is competent to drive a vehicle on the Aprons and the Perimeter Road;

OR

(c) For a category 3 or 4 Authority to Drive Airside, the applicant has satisfied the requirements of the HIAPL Procedure – Working on Airside Manoeuvring Areas (Appendix “G”), including the practical testing set out within the procedure.

Note 1: HIAPL wishes to discourage applicants sitting for tests without sufficient preparation. Ordinarily, if an applicant fails a practical test, HIAPL will not make personnel available to test the applicant again for at least 7 days.

Note 2: The tests are intended to confirm, to the extent relevant to the particular Authority to Drive Airside, that the applicant understands and is familiar with matters such as the geography of the Airport and the limits of the areas covered by the Authority, the Rules for Drivers Operating on the Airside, Airport Markings, Air Traffic Control procedures, apron operating procedures and that the applicant is aware of fuel safety issues.]

4.4 Under special circumstances HIAPL may approve others company’s procedures for training Category 4 Authority to Drive Airside whereby the requirements of the HIAPL Procedure – Working on Airside Manoeuvring Areas (Appendix “G”) does not apply.. This approval shall be made in writing to the applicable company by HIAPL.

RENEWAL

4.5 In the case of an application for:

(a) renewal of an Authority to Drive Airside; or

(b) an application for issue of an Authority to Drive Airside by a person who has held an Authority to Drive Airside of equivalent or higher Category in the 24 months preceding the application;

HIAPL may issue the Authority if satisfied that the applicant has achieved a satisfactory standard in a theory based test approved by HIAPL:

EXPIRY, SUSPENSION AND CANCELLATION

4.6 The duration of an Authority to Drive Airside is 2 years from the date of issue unless HIAPL specifies a shorter period in the Authority at the time of issue, in which case the Authority terminates on the expiry of the shorter period. Generally, Authorities to Drive Airside will only be issued for the same period as the applicant’s current ASIC.

4.7 HIAPL may cancel or suspend an Authority to Drive Airside by giving notice to the driver that:

(a) the Authority is cancelled;

(b) the Authority is suspended for the period specified in the notice; or

(c) as detailed in the HIAPL Procedure – Working on Airside Manoeuvring Areas (Appendix “G”)

4.8 The notice for the purposes of the previous paragraph may be given:

(a) verbally or in writing to the driver in person; or

(b) by written notice to the address provided in the application for the Authority or any such changed address as the driver may have notified to HIAPL.

[Note: HIAPL may adopt a "points" system to alert it to repeat offenders and to assist it to determine whether or not to cancel or suspend a person's Authority to Drive for matters such as breaches of the “Rules for Drivers Operating on the Airside” at Appendix "A". However, whether or not HIAPL has adopted such a system, it has the discretion to cancel or suspend an Authority at any time remains.]

4.9 If HIAPL cancels or suspends an Authority to Drive Airside, HIAPL shall give the driver's Vehicle Operator written notice of the cancellation or suspension within 24 hours of the cancellation or suspension with a statement of the reason for such action.

4.10 When a driver is given notice under paragraph 4.8 that his or her Authority to Drive Airside has been cancelled or suspended, the driver must surrender the Authority to HIAPL:

(a) immediately if the driver is informed while in charge of a vehicle on Airside; otherwise

(b) within 48 hours.

4.11 A Vehicle Operator must take reasonable steps to ensure that within 48 hours of its receiving written notice from HIAPL of cancellation or suspension under this Part the Authority is surrendered to HIAPL if it has not already been surrendered.

4.12 Without limiting the powers and discretions which HIAPL may have under other provisions of this Handbook, HIAPL may at any time during a period of suspension:

(a) re-issue the Authority to the driver for the remainder of the period of the Authority with or without cancellation of a Night/Low Visibility Endorsement if the Authority carries such endorsement;

(b) cancel the Authority;

(c) extend the period of suspension; or

(c) cancel the Authority and issue the Driver with an Authority to Drive Airside for a lower Category.

4.13 If HIAPL takes action under the preceding paragraph, HIAPL shall give written notice of that action to the driver and must copy the notice to the driver's Vehicle Operator.

4.14 HIAPL staff may direct a person apparently in charge of a Vehicle on Airside to produce:

(a) his/her Authority to Drive Airside;

(b) his/her current State or Territory driver's licence.

4.15 A person who receives a direction under the previous paragraph must comply immediately with the direction.

NOTIFYING LOSS OF LICENCE

4.16 If a driver who holds an Authority to Drive Airside ceases to hold a State or Territory licence to drive or has a State or Territory licence cancelled for a breach of any traffic laws, the Authority to Drive Airside terminates immediately and the driver must within 48 hours of the cessation or cancellation: (a) surrender the Authority to Drive Airside to HIAPL; and (b) notify HIAPL and the Vehicle Operator for whom he or she

drives in writing of the cessation or cancellation as the case may be.

DRIVING ON THE AIRSIDE OF HOBART AIRPORT

4.17 Any person driving a vehicle airside must comply with the HIAPL Rules for Drivers Operating on the Airside contained in the Airside Driver’s Handbook at Appendix A.

5. SUPERVISION OF VEHICLES WITHOUT AN AUTHORITY FOR USE AIRSIDE AND DRIVERS WITHOUT AN AUTHORITY TO DRIVE AIRSIDE

[Note: The provisions in this Part are intended to allow for Supervised driving of a Vehicle on Airside where:

- there is no Authority for Use Airside for the Vehicle; or

- the driver does not hold a relevant Authority to Drive Airside; or

- both.

5.1 HIAPL may, on such conditions as HIAPL considers appropriate:

(a) make available a person holding a current Authority to Drive Airside for an Airside area; or

(b) authorise Vehicle Operators to make available a person holding a current Authority to Drive Airside for an Airside area;

to supervise the driving of a Vehicle ("the Supervised Vehicle") in the area by:

(c) driving a Vehicle for which an Authority for Use Airside is current to escort the Supervised Vehicle;

(d) riding in the Supervised Vehicle;

(e) accompanying the Supervised Vehicle on foot;

(f) directing the Supervised Vehicle from a vantage point; and/or

(g) via a designated traffic route marked as detailed in a Method of Working Plan.

[Note 1: Any person who wishes to request HIAPL to provide Supervision

should contact the Senior Operations Officer at least 12 hours in advance.

Even if such notice is given, HIAPL is not always able to make Vehicles and/or personnel available to supervise Vehicles.

Note 2: HIAPL may authorise Vehicle Operators to provide Supervision on a case by case basis or authorise a Vehicle operator to supervise any Vehicle in a category of regular visiting vehicles such as, for example, limousines or hire cars collecting passengers from aircraft.]

WITHDRAWAL OF CONSENT

5.2 HIAPL may withdraw at any time its consent for Supervision given under the preceding paragraph.

RULES OF SUPERVISION

5.3 Supervising drivers escorting another vehicle must ensure that the person driving the Supervised Vehicle must keep the Supervised Vehicle behind the escorting Vehicle at a distance of no more than 10 metres and no less than 5 metres.

5.4 Before a driver of a Vehicle commences escorting a Supervised Vehicle, the driver of the Vehicle must ensure that the driver of the Supervised Vehicle is aware of the requirement to keep the Supervised Vehicle behind the escorting Vehicle at a distance of no more than 10 metres.

6. MISCELLANEOUS

EXEMPTIONS

6.1 Any person, including a Vehicle Operator, may apply to HIAPL for exemption from some or all of the provisions of this Handbook either generally or in relation to specific situations, persons, activities or Airside areas.

6.2 HIAPL may approve, in writing, any such exemption on such conditions as HIAPL considers appropriate.

[Note: Ordinarily HIAPL will not grant an exemption unless the exemption is supported by an appropriate safety case.]

TRANSITION

6.3 As far as possible, actions taken under previous airside vehicle control documentation for the Hobart Airport shall be taken to have been done under this Handbook and shall be subject to amendment, renewal, cancellation and/or suspension as the case may be in accordance with this Handbook.

BICYCLES AND TRICYCLES

6.4 No person is to ride a bicycle or tricycle Airside without the written permission of HIAPL which permission may be withdrawn at any time giving written or oral notice of withdrawal.

6.5 Any person riding a bicycle or tricycle Airside must comply with HIAPL’s Rules for Drivers Operating on the Airside at Appendix A.

INTRODUCTION

This booklet, “Rules for Drivers Operating on Airside”, is an appendix to the Hobart International Airport Pty Ltd (ABN 75 754 974 669) “Airside Vehicle Control Handbook” and is issued to all drivers who operate on the airside of Hobart International Airport in an unsupervised capacity.

In order to provide the necessary safety and security requirements, no driver is permitted to operate on the airside without the approval of the Hobart International Airport Pty Ltd (HIAPL).

Persons who have a need to drive on the airside on a frequent and unsupervised basis, are required to be trained, tested and issued with an Authority to Drive Airside. Other drivers may (at the discretion of HIAPL`) be permitted airside if they are adequately supervised by appropriately authorised personnel.

There are four categories of Authority to Drive Airside: • Authority to Drive Airside Category 2 - Aprons and perimeter roads • Authority to Drive Airside Category 4 - Category 2 plus Taxiways and Runways.

Training is the responsibility of the Vehicle Operator (your employer).

Testing for the issue of an Authority to Drive Airside is conducted by HIAPL.

Full details of the management and control of vehicular traffic on the airside of the Airport are provided in the “Airside Vehicle Control Handbook”, available from the operators of vehicles at the airport and from HIAPL.

Failure to comply with the requirements of these Rules is a breach of conditions for use and to drive airside, and any such failure will be taken into account by Hobart International Airport Pty Ltd in considering whether to exclude individuals from using motor vehicles on the airside of Hobart Airport.

DEFINITIONS

In these Rules:

Aircraft Radiotelephone Operator Certificate of Proficiency: A certificate issued in accordance with Civil Aviation Regulation 83A.

Airport: Hobart International Airport.

Airside: The Movement Area of Hobart Airport, adjacent terrain and buildings or portions thereof being the areas marked as such on the plan attached.

Airside Road: A road within the Airside of Hobart Airport and marked as a road on the plan attached.

Airside Vehicle Control Handbook: The document (hereafter referred to as the “Handbook”) published by Hobart International Airport Pty Ltd, detailing particulars for the control of surface vehicles operating on, or in the vicinity of the movement area at Hobart International Airport, in accordance with the requirements of CASR 139.095 (a)(ii) .

Air Traffic Control (ATC): An air traffic control service established by Airservices Australia in pursuance of CASR Part 172.

Apron: The part of an Airport used: • for the purpose of enabling passengers to board, or disembark from aircraft; • for loading cargo on to, or unloading cargo from, aircraft; and /or • for refuelling, parking or carrying out maintenance on aircraft and designated as such on the plan attached.

Approved Testing Officer: means a person approved by HIAPL of this Handbook to undertake either theory or practical test to ensure that an applicant for an Authority to Drive Airside is competent to drive on the airside of Hobart Airport.

Authorised Officer: A person appointed by the Secretary of the Department of Infrastructure and Transport under Regulation 132 of the Airports (Control of On-Airport Activities) Regulations 1997 to be an Authorised Officer.

Authority for Use Airside (AUA): An Authority for a vehicle to enter the Airside issued under the provisions of Part 2 of the Handbook.

Authority to Drive Airside (ADA): An Authority to drive airside issued under the provisions of Part 4 of the Handbook.

Authority to Drive Airside Category 2: An Authority authorising driving in Category 2 issued in accordance with Part 4 of the Handbook.

Authority to Drive Airside Category 4: An Authority authorising driving in Category 4 issued in accordance with Part 4 of the Handbook.

Aviation Security Identification Card (ASIC): means a permanent or temporary identification card issued by an ASIC Issuing Body authorised under the Aviation Transport Security Regulations 2005.

Controlled Airport: (see Security Controlled Airport).

General Aviation: All civil aviation operations other than regular public transport operations.

Manoeuvring Area: The part of the airport used for the take-off, landing and taxiing of aircraft, excluding Aprons.

Handbook: The Airside Vehicle Control Handbook.

HIAPL: Hobart International Airport Pty Ltd (ABN 27 080 919 777), staff and agents

Low Visibility: Conditions that have deteriorated to a point where visibility is reduced to below 800m or cloud based is below 200ft and Air Traffic Control has notified air traffic that low visibility procedures are in place.

Markings: The symbols, lines, words and figures displayed on the surface of a Movement Area, or visual distinguishing features added to Vehicles.

Movement Area: The part of the airport that is used for the surface movement of aircraft, including Manoeuvring Areas and Aprons.

Night/Low Visibility Endorsement: An endorsement on an Authority to Drive Airside. Currently there is no use of Night/Low Visibility Endorsement at Hobart Airport

Perimeter Road: An Airside Road which remains clear of the Manoeuvring Areas except in areas where the road marked as a road crosses an apron or taxiway and being marked as a Perimeter Road on the plan attached.

Rules for Drivers Operating on Airside: The rules for drivers set out in this booklet (which constitutes Appendix “A” to the Handbook).

Safety Committee: HIAPL has established a Safety Committee to review general safety issues on the airport. If you have any ideas or suggestions to improve safety, please contact HIAPL so that the details can be passed to the Safety Committee.

Note however, the Committee is not responsible for investigating particular accidents or incidents. These remain individual Company responsibilities.

Subsidiary: A wholly owned subsidiary.

Supervision: Supervision in accordance with Part 5 of the Handbook and with these Rules for Drivers Operating Airside.

Supervised Vehicle: A vehicle driven under Supervision in accordance with Part 5 of the Handbook and with these Rules for Drivers Operating on Airside.

Tower: The Air Traffic Control tower at Hobart Airport (operating both “Ground” and “Tower” frequencies).

Transport Security Program: means the security arrangements in force at Hobart Airport in accordance with the Aviation Transport Security Act 2004.

Vehicle: A motor vehicle or other specialised airside mobile equipment, other than a motorcycle, bicycle or tricycle.

[Note: Motorcycles, bicycles and tricycles may only be used Airside in accordance with paragraphs 6.4 and 6.5 of the Handbook.]

Vehicle Operator: A person, firm, body corporate or Government Department controlling the operation of a vehicle whether as owner, hirer or otherwise.

Visitor Identification Card (VIC): means an identification card issued by an ASIC Issuing Body or by an agent of HIAPL nominated in the Hobart International Airport ASIC Program.

1. AUTHORITY TO DRIVE AIRSIDE

State or Territory Driver’s Licence

1.1 You must not drive a Vehicle Airside unless you hold a current State or Territory driving licence, excluding a Learner’s Licence.

[Note: The driving licence may be a licence from any State or Territory. It does not have to be a Tasmanian licence.]

Authority to Drive Airside

1.2 You must not drive a Vehicle in any Airside area unless:

(a) you hold and display a valid ASIC and an Authority to Drive Airside in a Category which authorises you to drive a vehicle of that type in the area; OR

(b) you are under Supervision of a persons who holds and displays a valid ASIC and an Authority to Drive Airside.

[Note: The Authority to Drive Airside is not transferable between individuals or between airports.]

Inspection of Documents

1.3 You must carry your Authority to Drive Airside at all times whenever you are in charge of a Vehicle on Airside. Your State or Territory driving licence must be readily accessible on the airport if necessary.

1.4 Whenever you are in charge of a Vehicle Airside, if a HIAPL employee, agent or representative directs you to produce your Authority to Drive Airside and/or your State or Territory driver’s licence, you must comply with that direction.

Cancellation/Suspension

1.5 If you are notified by HIAPL that your Authority to Drive Airside is cancelled or suspended you must surrender it to HIAPL:

(a) immediately if you are notified while you are in charge of a Vehicle Airside; (b) otherwise within 48 hours.

[Note: No driver should assume that there is a right to drive Airside. HIAPL may institute a “points” system for breaches of the Rules as a guide to determining when it will invoke its power to cancel or suspend. However, any such system does not restrict the general discretion of HIAPL to cancel or suspend Authorities to Drive Airside whenever considered appropriate to do so.]

1.6 If you hold an Authority to Drive Airside and you cease to hold at least one State or Territory licence to drive or you have any State or Territory licence to drive cancelled for breach of any traffic laws, your Authority to Drive Airside terminates immediately and you must within 48 hours of ceasing to hold a licence or cancellation:

(a) surrender the Authority to Drive Airside to HIAPL; and (b) notify in writing the HIAPL, the Vehicle Operator for whom you drive that

you no longer hold a State or Territory licence.

Once an ADA has been terminated in this manner it can be reinstated by application. Retesting may be required under these circumstances.

2. VEHICLE

2.1 You must not drive a vehicle in an Airside area unless the Vehicle Operator is in possession of a current Authority for Use Airside for the vehicle:

(a) is affixed to the right-hand side of the windscreen if the Vehicle has a windscreen;

(b) is displayed in a holder facing outwards from the front of the vehicle and readily visible from outside the vehicle if the Vehicle does not have a windscreen.

(c) in the case of a temporary Authority for Use Airside, is displayed on the vehicles dashboard to the right-hand side of the windscreen.

2.2 All vehicles operating airside shall have a clearly distinguishable company logo on both sides of the vehicle, unless specifically excluded from this requirement by HIAPL.

2.3 Vehicle and equipment on the airside may only be parked in accordance with parking signs or marked parking bays. On aprons, vehicles and equipment may only be parked within the defined Equipment Parking Areas, marked with a single red line. Vehicles must not be parked where they will obstruct aircraft, other Vehicles, pedestrian crossings across from the terminal building, or over in -ground hydrant positions, Any unattended vehicle must also be parked at least 2m from the fence airside and 3m from the fence landside unless the fence is greater than 3m in height.

3. DRIVING

3.1 When entering Airside in a vehicle, you must:

(a) after driving through an automatic Vehicle gate, not allow others to pass through the open gate behind you. You must wait on the other side of the gate until it is fully closed.

(b) also be aware that as a condition of entering airside, HIAPL reserve the

right for certain Authorised Officers to search your Vehicle. If you refuse to have your Vehicle searched you will not be permitted to remain Airside.

3.2 When driving Airside, you must:

(a) obey all regulatory signs and, unless otherwise indicated by signs, adhere to the following speed limits: • within 15 metres of an aircraft and on adjacent Apron Service Roads

… 10 kph • on Aprons, Apron Roads and on the road between the Domestic and

Freight Aprons … 25 kph • where a speed limit is indicated by a sign, that shall be the speed

limit for that area; • For all other areas … 40 kph

Note: Airport Rescue and Fire Fighting (ARFF) and HIAPL Senior Operations Officers may use their discretion to drive outside these limits if necessary in order to effectively perform their duties.

(b) not drive within 15 metres of an aircraft, except when required for the servicing of that aircraft;

Never drive behind an aircraft, under any circumstances, that has its anti- collision beacon operating. Doing so may be grounds for

immediate cancellation of an individual’s Authority to Drive Airside

(c) stay well clear of aircraft when their anti-collision beacons are operating (indicating that the engines are running or are about to be started), and give way to all moving aircraft;

Note: Anti – Collision beacons are general located on top of the aircraft, below the aircraft or both in about the centre of the aircraft

(d) use roadways (where marked) to traverse Aprons;

(e) not drive with a blood alcohol content exceeding 0.00 nor drive while under the influence of any drug which would adversely affect safe work performance in accordance with HIAPL’s Drug and Alcohol Management Plan, a copy of which will be provided on request;

(f) ensure that all passengers have a seat secured to the vehicle

“No seat No ride”

(g) not drive in a manner likely to jeopardise the safety of any person;

(h) comply with instructions given to you by authorised HIAPL staff including any instruction in the form of default notices given to you or attached to a vehicle of which you are in charge;

(i) ensure when driving vehicles carrying loose material (such as garbage and waste paper) that the load is adequately covered to prevent spillage;

(j) not park vehicles or equipment so that they will obstruct aircraft, other vehicles or pedestrians;

(k) leave doors closed but unlocked, keys in the ignition switch and handbrake on when the vehicle is left unattended in other than designated parking areas;

(l) engine is to remain operating while the vehicle is being used on the movement areas, unless parked in a designated parking area or equipment storage area.

(m) if the Authority for Use Airside for the vehicle only authorises entry and

egress at specified points, only drive a vehicle into or out of Airside areas through those points;

(n) notify the Vehicle Operator of any defect in a vehicle of which you are aware as soon as possible;

(o) immediately draw to the attention of the Vehicle Operator any written statement purporting to have been issued by or on behalf of HIAPL and notifying a defect in a vehicle which you are driving or attached to a vehicle of which you are in charge; and

(p) if you are driving under an Authority to Drive Airside;

i) be familiar with the latest Airside Vehicle Control Handbook including amendments to the Handbook;

[Note: Copies of the current Handbook are held by your Vehicle Operator/employer, Approved Issuing Authority and are available on the HIAPL website – www.hiapl.com.au/asic]

(ii) understand the regulations and restrictions which apply to the Movement Area;

(iii) be familiar with the designations of the runways and taxiways; and

(iv) comply with the radio procedures set out below.

(q) when towing aircraft baggage trailers (all types) tow no more than 4 total trailers or as otherwise signposted.

(r) not drive within a 15m of an aircraft being refuelled unless specific approval by either the pilot in command of the aircraft or the refueller is granted.

(s) not drive on airside areas during low visibly operations unless:

i) driving is restricted to aprons and roads between RPT and Freight Aprons only;

ii) there is a genuine operational need to drive on apron areas during low visibility.

Note: Low Visibility conditions add an increased risk to the safety of airside drivers and other airside users. It is the intention that movements are restricted to minimum required to ensure the safety of all is maintained.

Manoeuvring Area

3.3 You must not drive a Vehicle on the Manoeuvring Area of the Airport unless you have an established need to do so.

3.4 You must not drive on the Manoeuvring Area of the Airport unless:

(a) you hold a Category 3 or 4 Authority to Drive Airside;

(b) the Vehicle is equipped with a radio capable of two-way communication with Air Traffic Control and aircraft;

AND

(c) you hold, or are accompanying a person who holds, an Aircraft Radiotelephone Operator Certificate of Proficiency

AND

(d) you have, or are accompanying a person mentioned in (c) above who has, obtained a clearance from ATC to enter the Manoeuvring Area.

[Note: ATC may by letter of agreement, exempt particular drivers (such as certain HIAPL staff) from requirements to obtain a specific clearance to enter taxiways.]

OR

(e) the vehicle is under supervision by a Vehicle so equipped and driven by a Category 3 or 4 driver with such Certificate and who has obtained the appropriate ATC clearance.

3.5 You must not drive a vehicle on any part of the Manoeuvring Area

(a) between sunset and sunrise unless;

the vehicle has headlights (dipped) and tail lights operating;

AND EITHER

displays a rotating/flashing beacon on the highest part of the vehicle visible for 360 degrees around the vehicle which is red in the case of rescue and fire-fighting vehicles, blue in the case of Australian federal police vehicles and amber for other vehicles;

OR

is under Supervision by another vehicle being operated in accordance these Rules and displaying such beacon or flashing lights.

(b) in conditions where visibility is less than 800 m unless:

Only HIAPL Senior Operations Officers and ARFF vehicles will be approved by ATC to operate on the manoeuvring area;

the driver and vehicle complies with all conditions listed at (a) above, and

is specifically approved by ATC in accordance with Low Visibility Operations procedures.

[Note 1: Only one (1) vehicle will normally be approved by ATC to be on the manoeuvring area at any one time during Low Visibility conditions.]

[Note 2: Low Visibility conditions are declared by ATC and are assessed by HIAPL Senior Operations Officers using prescribed Low Visibility Ops procedures.]

3.6 On the Manoeuvring Area of Hobart International Airport, which is under the control of ATC, you must:

(a) be conversant with the Radio Procedures and with the meaning of ATC visual signals and signs which might be used on the Airport (see “Radio Procedures” below);

(b) obey all instructions given by Air Traffic Controllers; and

(c) be familiar with the geography of the Airport and have displayed, in the cab of the vehicle, a plan of the Airport or relevant areas of the Airport.

Perimeter Road

3. 7 The following rules shall apply to use of perimeter roads:

When driving on the perimeter road at night or in poor visibility you must operate an amber flashing beacon on your vehicle.

In below 800 m Low Visibility conditions, use of the perimeter road is prohibited to all vehicles, other than HIAPL Senior Operations Officers

and ARFF vehicles, to prevent inadvertent incursions onto taxiways or runway.

Smoking

3.8 Smoking within terminal buildings, airside of the terminal or other buildings, and on any aircraft apron area is strictly prohibited.

Animals

3.9 Other than guide dogs and law enforcement dogs, uncaged animals are not permitted on the airside of Hobart Airport unless specifically authorised by HIAPL. This includes a ban on uncaged animals carried inside vehicles.

4. ACCIDENTS AND INCIDENTS

4.1 If you are the driver of a vehicle involved in an accident or incident on Airside which:

(a) causes personal injury; or

(b) causes property damage; or

(c) cause any damage to aircraft, or essential airport facilities, equipment, or lighting or visual aids; or

(d) causes a hazardous situation to occur

You must immediately report the accident or incident to HIAPL and within a reasonable time after the accident provide a written statement to the Manager Operations Compliance detailing how the accident or incident occurred.

5. IMMOBILISED VEHICLES

5.1 If you are driving a vehicle which becomes immobilised on the Manoeuvring Area you are responsible for facilitating its removal. You must immediately (in order):

(a) notify Air Traffic Control;

(b) notify the Senior Operations Officer.

5.2 If you are driving a vehicle which becomes immobilised on an Apron Area, you must immediately notify the Senior Operations Officer, and/or your Company, or other apron personnel in the immediate vicinity so that it can be removed as soon as possible.

5.3 If you are the driver of a vehicle which becomes immobilised on a Movement Area, you must provide to HIAPL staff such assistance, as they may reasonably require, to move the vehicle off the Movement Area or to another part on the Movement Area as the HIAPL staff may consider appropriate.

6. EMERGENCY SITUATIONS

6.1 In emergency conditions, or if the standard light signals have not been observed, the Tower may cause the runway or taxiway lights to flash. This means that you must vacate the Manoeuvring Area and observe the Tower for light signals.

7. SUPERVISION 7.1 Access to airside areas for unauthorised drivers and vehicles maybe

undertaken provided the following supervision requirements are met:

An appropriately licensed Supervising driver and authorised vehicle escorts the Supervised vehicle or

An appropriately licensed Supervising driver rides in the Supervised vehicle or

An appropriately licensed Supervising driver accompanies the Supervised vehicle on foot (normally associated with special vehicles with no passenger seats)

7.2 Before you start supervising a vehicle by driving an escorting vehicle, you

must ensure that the driver of the Supervised Vehicle is aware of the requirement to keep the Supervised Vehicle behind the escorting vehicle at a distance of no more than 10 metres.

8. AVIATION SECURITY IDENTIFICATION CARDS

8.1 When driving airside, you must wear a valid Aviation Security Identification Card (ASIC) or a VIC with an escort.

9. AIRSIDE MARKINGS

9.1 All drivers should be familiar with the meaning and form of airside markings.

(a) Runway Strip

White gable markers mark the edge of the graded portion of the runway strip. Vehicles are not permitted to enter the graded portion of the runway strip without specific clearance from ATC.

(b) Grass Apron

A grass apron has been provided adjacent to the freight apron and is marked by yellow gables. This is provided for GA aircraft.

(c) Helicopter Training Areas

Two helicopter training areas have been provided adjacent to the western side of the runway strip. The two areas are called area Bravo and Area X-ray and are marked by white cone markers. Vehicles are not permitted to enter the Helicopter Training Areas without specific clearance from ATC.

(d) Runway Hold Points

Runway hold points are the holding points for aircraft prior to entering a runway. Vehicles are not permitted to enter the runway without specific clearance from ATC. They are identified by two solid and two broken lines painted on the pavement bordered by runway guard lights (item (e)). Of a night the line is lit by orange inset lighting.

(e) Runway Guard Lights

Runway Guard Lights border a Runway Hold Point (item (d)) as a further visual cue for the border where vehicles are not permitted passed without specific approval from ATC.

(f) Intermediate Holding Points

Intermediate Holding Points are holding points at taxiway intersections which mark the required clearance required for an aircraft to taxi past on the intersecting taxiway. They are identified by a single broken line across the taxiway.

(g) Taxiway Edge Markers

Taxiway edge markers consist of two yellow lines side by side. They mark the edge of the high strength taxiway pavement.

(h) Parking Clearance

The aircraft clearance on the apron is marked by a yellow/red/yellow lines. Vehicles positioned behind this line will be clear of aircraft taxiing along the apron edge taxiway. The lines are labelled “Parking Clearance”

(i) Equipment Storage Areas

Equipment storage areas are defined by a single red line. They define areas where vehicles and equipment may be parked clear of aircraft. Vehicles must always be parked behind these lines. The lines are labelled “Equipment Storage”.

(j) Equipment Clearance Lines

Equipment clearance lines are identified by a broken red line. They define areas where vehicles and equipment may stage while awaiting the arrival of an aircraft. Vehicles and equipment should remain behind these lines until the aircraft red anti-collision light is extinguished. The lines are labelled “Equipment Clearance”. These area should remain empty of equipment when aircraft are not taxiing to the relevant bay.

(k) Apron Service Road

The apron service road is marked by a continuous solid white edge line on either side of the road and a dotted centreline. Where the road is adjacent to taxiing aircraft, the taxiway side is marked with a continuous double white line indicating that vehicles must not cross the lines. Vehicles crossing the apron are to remain on the road at all times.

(l) Pedestrian Crossings

Pedestrian crossings are marked by white zebra crossing markings, similar to those used on the public roads. Drivers of vehicles or equipment must give way to all pedestrians on Pedestrian Crossings at all times.

(m) Enhanced Security Zone

The Enhanced Security Zone(s) are marked by a blue line labelled “Enhanced Security Zone”. The Enhanced Security Zone is the main Apron and indicates that all persons entering the apron must stop for a security check to ensure that all persons have and display an appropriate and current ASIC. The security check may also involve a vehicle search and an electronic hand search of the driver.

(n) Helicopter Aiming Point

A helicopter aiming Point has been provided on the intersection of Taxiways Hotel and Juliet. It is marked by a white circle containing a white letter “H”. Exercise caution in this area as it may be used by a helicopter to land to or depart from, instead of using the runway. If it is to be used ATC will make an advisory broadcast for all vehicles.

(o) Unserviceability Cones Markers

Do not enter unless there is an operational need to do so (if you are part of the works party). At night these areas are lit by Red lights.

(p) Limit of Works Markers

Orange Cones (Witch’s Hats) are used to mark areas on the airfield. At night these markers are supplemented by the use of red or amber lights. Use caution in areas where you see these markers and only enter these areas with permission of the Works Safety Officer or Senior Operations Office if a Works Safety Officer is not available.

10. RUNWAY INCURSIONS

10.1 Drivers of vehicles and/or equipment must be particularly alert at all times when operating on or near runways.

10.2 At no time must a runway be entered without a clearance from Air Traffic Control.

11. RADIO PROCEDURES

Introduction

11.1 Radio contact with the Tower is necessary if you intend to proceed from the Apron onto taxiways and runways (i.e. Manoeuvring Area).

11.2 You must not enter the Manoeuvring Area unless you hold a Cat 3 or 4 ADA, and have an established need to do so.

Working on the Movement Area

11.3 Once you have entered the Movement Area, you must keep a constant radio listening watch, staying alert to what is happening around you by listening to radio communications.

11.4 As soon as you are told by the Tower to vacate a runway, you must do so immediately and then notify the Tower that you are clear when you have moved behind the relevant taxiway holding position line or outside the relevant line of runway strip markers.

Transmission Techniques

11.5 The efficient use of two-way radio depends largely on microphone technique, the method of speaking and choice of words used by the operator.

11.6 You should make use of the following principles:

speak plainly and end each word clearly to prevent consecutive words “running together”

avoid any tendency to shout

avoid variations in speech intensity and unusual inflections of the voice

avoid hesitant sounds such as “er” and “um”

preserve the rhythm of ordinary conversation, avoiding long pauses but retaining oral punctuation (gaps between sentences etc.)

maintain a business-like manner and do not use colloquialisms, first names or be unduly familiar with others

if improvisation is necessary, make it brief and unambiguous (standard phraseology is best)

read each written message before transmission, in order to eliminate unnecessary delays.

Phonetic Alphabet

11.7 The International Phonetic Alphabet is used to assist in voice transmission of call signs, runway/taxiway designators and the spelling of proper names and unusual words.

11.15 Unless you are intending to enter the runway, other than for the purpose of crossing it, you need to communicate with ATC on GROUND (or Surface Movement Control [SMC]) frequency of 121.7 MHz. When entering the runway for an inspection or other runway specific activity you need to contact ATC on TOWER frequency of 118.1 MHz.

11.16 Before transmitting, be sure the channel is clear (i.e. there are no other communications in progress) by listening out and then:

• Identify the unit you are calling “HOBART GROUND” (“Ground” is the Surface Movement Control or SMC frequency)

• Tell SMC WHO you are “THIS IS CAR (NUMBER)”

• Tell SMC WHERE you are “ON FREIGHT APRON”

11.20 Once you have made your initial contact with the Tower, you no longer need to address ATC as HOBART TOWER or HOBART GROUND and conversely, ATC will not advise its name each time.

11.21 Listening watch on Manoeuvring Areas

Once you have gained taxiway or runway entry, you must maintain a constant listening watch.

You should always be within hearing distance of your radio. Often, a change in wind direction or other operational factor will require the Tower to move you from your work urgently. Remember that the Tower will not interrupt your work unless it is necessary and that you are then expected to co-operate with all possible speed.

When you are directed by ATC to vacate, the Tower call is brief, e.g. “CAR 16 - VACATE RUNWAY ONE TOO”

Your immediate response is “CAR SIXTEEN VACATE RUNWAY ONE TOO”, which is your acknowledgement to the Tower that you have received and understood the message and that you are acting accordingly. You then drive clear of the runway immediately via the quickest and most practical route (which, in the wet season may invlove driving along the runway to the nearest exit taxiway.

Once you have vacated and are outside the runway strip (when on a taxiway, behind the taxi holding position markings), you call the Tower with “HOBART TOWER, CAR SIXTEEN HAS VACATED RUNWAY ONE TOO”. Hobart Tower will acknowledge “Car 16”.

11.22 Typical replies from the Tower advising you of restrictions

“CAR TWENTY THREE - HOBART GROUND - HOLD POSITION”

(Stay where you are and await further details regardless of where you are)

11.23 The meaning of “HOLD”

The word “stop” is rarely used in radio transmissions from ATC; instead you will hear the word “HOLD”, which means “STOP”. Examples of the use of “HOLD” are:

In this Agreement:

"Airport" means Hobart Airport;

Authority for Use Airside: means an authority for a Vehicle to enter the Airside issued under Part 2 of the Airside Vehicle Control Handbook;

“HIAPL” means Hobart International Airport Pty Ltd

"Indemnitor" means the Vehicle Operator or person applying for an Airside Vehicle Permit;

“Leased Area” means an area Airside that has been leased to a Vehicle Operator for the purposes of carrying out an aviation-related business;

"Vehicle" means any motor vehicle, special purpose vehicle or other mobile equipment which is used on the Airside, or taken onto the Airside, by the Indemnitor.

4. INTERPRETATION

In this Agreement, unless the context otherwise requires:

a) headings and underlining are for convenience only and do not affect the interpretation of this Agreement;

b) words importing the singular include the plural and vice versa.

5. INDEMNITY

a) In consideration of HIAPL permitting the Indemnitor to enter upon and to use and operate Vehicles on the Airside of the Airport the Indemnitor must indemnify and keep indemnified the Airport Operator and each servant, officer, agent and contractor of the Airport Operator from and against all and any loss, damage, cost, charge, expense or other liability however suffered, paid or incurred by or threatened against the Airport Operator or any one or more of its servants, officers, agents and contractors in relation to or arising out of or in consequence of :

(i) any action, proceeding, claim or demand which is or may be brought, made or prosecuted or threatened against the Airport Operator or any one or more of its servants, officers, agents and contractors in respect of any loss of or damage to property, loss of life or personal injury or other loss that may arise in any way from the use or operation of any Vehicle on the Airside by the Indemnitor or by any servant, officer, agent or contractor of the Indemnitor (including, but not limited to any loss of or damage to property or loss of life or personal injury or other loss suffered or incurred by the Indemnitor or any servant, officer, agent or contractor of the Indemnitor); and

(ii) any other thing in any way relating to the use of or operation of any Vehicle on the Airside by the Indemnitor or any servant, officer, agent or contractor of the Indemnitor; and

(iii) the presence on the Airside of any Vehicle (whether or not being used or operated at the time) under the control of the Indemnitor or any servant, officer, agent or contractor of the Indemnitor; and

(iv) the presence on the Airside for any reason whatever of any servant, officer, agent or contractor of the Indemnitor.

b) The indemnity in clause 5 (a) is a continuing indemnity and remains in full force and effect until this Agreement has been finally discharged by the Airport Operator in writing.

c) The Indemnitor must pay any monies owing under this clause to the Airport Operator immediately upon demand by the Airport Operator.

d) The indemnity contained in clause 5(a) does not apply to the extent that any such loss, damage, cost, charge, expense or other liability was caused by the fraud or negligence of HIAPL or its servants, officers, agents or contractors.

(i) all claims, actions, causes of action, proceedings and demands which the Indemnitor now has or, but for clause 5 would or might at any time in the future have, against the Airport Operator or any servant, officer, agent or contractor of the Airport Operator; and

(ii) all present or future liability of the Airport Operator or any servant, officer, agent or contractor of the Airport Operator to the Indemnitor however caused in relation to or arising out of or in consequence of:

(A) the use or operation of any Vehicle on the Airside by the Indemnitor or any servant, officer, agent or contractor of the Indemnitor; or

(B) the presence on the Airside of any Vehicle (whether or not being used or operated at the time) under the control of the Indemnitor or any servant, officer, agent or contractor of the Indemnitor; or

(C) the presence on the Airside for any reason whatever of any servant, officer, agent or contractor of the Indemnitor; or

(D) any combination of any of the things referred to in

paragraphs 6(a)(i)(A) to (C) inclusive. However, the release set out in this clause shall not operate to the extent such

claims, demands or liabilities are caused by fraud or negligence on the part of the Airport Operator or any of its servants, officers, agents or contractors.

(iii) The release contained in clause 6(a) operates even if the Indemnitor is not now aware of, or has no present knowledge of, or at any future time is not aware or has no knowledge of, any fact or circumstance which may now or in the future be relevant to or apply in relation to any such claim, action, cause of action, proceeding or demand or liability.

(iv) The Indemnitor must not make or commence or threaten to make or commence any claim, action, cause of action, proceeding or demand referred to in clause 6(a).

7. INSURANCE

a) The Indemnitor must insure itself and keep insured in a sum of not less than Ten Million Dollars ($10,000,000) with an INSURANCE COMPANY approved by the Airport Operator against all liability to the Indemnitor arising from this Agreement.

b) The Indemnitor will at all times whenever so required by the Airport Operator produce such evidence acceptable to the Airport Operator that the insurance is in full force and effect.

c) If the Indemnitor fails to insure itself as required by this clause, the Airport Operator may itself effect the insurance and the premium paid in respect of such insurance will be a debt due to the Airport Operator by the Indemnitor and may be sued for and recovered by the Airport Operator as a liquidated demand in any Court of competent jurisdiction.

8. BENEFIT

It is intended that each servant, officer, agent and contractor of the Airport Operator

obtain benefits expressed in their favour under this Agreement and be entitled to

enforce the same.

9. GOVERNING LAW

a) This Agreement is to be governed by the laws of the Commonwealth of Australia and the State of Tasmania.

b) The Indemnitor submits to the non-exclusive jurisdiction of the Courts of the Commonwealth of Australia and the State of Tasmania and any Courts which have jurisdiction to entertain appeals from the aforementioned Courts.

1.0 PURPOSE

To outline the method for assessing and approving an individual as being competent to carry out works on airside manoeuvring areas, independently and/or engaged in the duties of Works Safety Officer at the Hobart Airport.

2.0 SCOPE

Applies to any direct employee, contractor or stakeholder of HIAPL engaged or required to work with in the airside movement areas under ATC control. This procedure covers the requirements for assessment for competence to work of the airside manoeuvring area; rules for driving airside are covered under the HIAPL Airside Vehicle Control Handbook. For any discrepancy between this procedure and the Airside Vehicle Control Handbook, the handbook shall prevail.

4.0 DEFINITIONS

HIAPL Hobart International Airport Pty Ltd

ADA Authority to Drive Airside as described in the AVCH.

Airside An area on the airport site designated as “airside”. This area is generally within the airside perimeter fence but some buildings may have designated airside areas. The areas have restricted access and signage installed.

Airside Manoeuvring Area

Generally the airfield Taxiways and Runway, but includes any areas where contact with ATC is required and controlled by ATC.

6.0 PROCEDURE

The following defines the manner in which an individual is assessed and deemed competent as operating independently and as a HIAPL approved WSO on the Hobart Airport manoeuvring areas.

6.1. Identification of Person Requiring Assessment

HIAPL will deem an employee, contractor or stakeholder as requiring independent access to airside manoeuvring areas and need assessment. Only the positions within HIAPL stated in clause 7.0 can deem an employee, contractor or stakeholder as requiring assessment. An employee, contractor or stakeholder can request one of the positions stated in clause 7.0 to be considered for assessment by providing reasonable justification.

6.1.1. ASIC

An employee, contractor or stakeholder must first obtain, possess or to have applied for a current ASIC before being eligible to be deemed a Person Requiring Assessment.

6.1.2. Work Safety Officer Training

A contractor or employee, depending on the function they are carrying out on the manoeuvring areas, may be required first obtain or possess current WSO training certification before being eligible to be deemed a Person Requiring Assessment. This certification must be obtained by a recognised WSO training provider who has had their WSO training approved by HIAPL. HIAPL will inform a person that they require WSO training prior to them be deemed a Person Requiring Assessment, based on the requirements of MOS 139 for WSO’s.

6.1.3. Radio Operators Proficiency Training

An employee, contractor or stakeholder must first obtain or possess current Radio Operators Proficiency training certification before being eligible to be deemed a Person Requiring Assessment. This certification must be obtained as per the guidelines set out under CASA MOS part 139 and be a recognised training provider who has had their training approved by HIAPL.

6.2. Manoeuvring Area Leaners Authority to Drive Airside

If a person satisfies the requirements of Clause 6.1 and deemed a Person Requiring Assessment they then receive a Manoeuvring Area Leaners ADA.

6.2.1. Display

An individual processing a Manoeuvring Area Learners ADA must have it displayed on their HIAPL induction card in the format shown in figure 1. The display as shown in figure 1 will be supplied by HIAPL. Figure 1.

6.2.2. Requirements of a Manoeuvring Area Learners Authority to Drive Airside Holder

A person holding a Manoeuvring Area Learners ADA can only operate at a Hobart Airport Airside Manoeuvring Area if under direct supervision of a current category 4 ADA holder authorised to work on airside manoeuvring areas. A person holding a Manoeuvring Area Learners ADA must contact the duty SOO when they intend to work on airside manoeuvring areas prior to enter the airside area. The duty SOO, at their discretion with proper justification, can deny access to airside manoeuvring areas of a Manoeuvring Area Learners ADA holder. A Manoeuvring Area Learners ADA holder will be in the operation of a vehicle meeting the requirements set out in MOS 139 for a vehicle operating on airside manoeuvring areas. The license holder may operate without a vehicle if work on airside manoeuvring area does not require a vehicle and contact with ATC can be maintained through use of an approved ground to air operational radio. A Manoeuvring Area Learners ADA holder shall be in contact and contactable by the duty SOO and HIAPL Infrastructure staff at all times whilst operating on the Airside Manoeuvring Areas by use of two way radio supplied by HIAPL.

6.3. Manoeuvring Area Provisional Authority to Drive Airside

A person satisfying the requirements of clause 6.3.1 may be authorised by one of the positions stated in clause 7.0 to receive a Manoeuvring Area Provisional ADA.

6.3.1. Requirements to be Eligible for a Manoeuvring Area Provisional Authority to Drive Airside

To be considered by a position stated in clause 7.0 for a Manoeuvring Area Provisional ADA shall satisfy the following requirements:

Hold a Hobart Airport Manoeuvring Area Learners ADA.

Completed 10 hours experience minimum operating airside as stated in clause 6.2.

Able to produce, upon request, a logbook proving 10 hours experience in format stated in Appendix A

Has been deemed provisionally competent by completing a practical assessment stated in clause 6.3.2.

6.3.2. Assessment to be Deem Provisionally Competent to Operate on Airside Manoeuvring Areas

Assessment can only be conducted by a SOO or member of HIAPL’s Infrastructure Staff. To be deemed competent the assessor must complete a Manoeuvring Area Operator Competency Assessment Form (Appendix B). To been deemed competent the individual being assess must score 70% or more.

Completed signed assessment sheet and logbook is to be provided to relevant administration staff to be attached to ASIC application and recorded.

6.3.3. Deemed Provisionally Competent

An individual is deemed provisionally competent to operate on the airside manoeuvring areas by satisfying clauses 6.3.1 and 6.3.2. If deemed provisionally competent the individual receives a Manoeuvring Area Provisional ADA.

6.3.4. Display

An individual processing a Manoeuvring Area Provisional ADA must have it displayed on their HIAPL induction card in the format shown in figure 2. The display as shown in figure 2 will be supplied by HIAPL. Figure 2.

6.3.5. Requirements of a Manoeuvring Area Provisional Authority to Drive Airside Holder

An individual holding a Manoeuvring Area Provisional ADA shall operate in the airside manoeuvring areas under indirect supervision of the duty SOO. An individual holding a Manoeuvring Area Provisional ADA shall give a duty SOO minimum 24 hours’ notice prior to entering the airside area if intending to operate in the airside manoeuvring area. A Manoeuvring Area Provisional ADA holder shall be in contact and contactable by the duty SOO and HIAPL Infrastructure staff at all times whilst operating on the Airside Manoeuvring Areas by use of two way radio supplied by HIAPL. A Manoeuvring Area Provisional ADA holder shall be in the operation of a vehicle meeting the requirements set out in MOS 139 for a vehicle operating on airside manoeuvring areas. The license holder may operate without a vehicle if work on airside manoeuvring area does not require a vehicle and contact with ATC can be maintained through use of an approved ground to air operational radio.

6.4. Category 4 Authority to Drive Airside

A person satisfying the requirements of clause 6.4.1 may be authorised by one of the positions stated in clause 7.0 to receive a Category 4 ADA. A Category 4 ADA holder does not require direct or indirect supervision.

6.4.1. Requirements to be Eligible for a Category 4 Authority to Drive Airside

To be considered by a position stated in clause 7.0 for a Category 4 ADA shall satisfy the following requirements:

Hold a Hobart Airport Manoeuvring Area Provisional ADA.

Completed 10 hours experience minimum operating airside as stated in clause 6.3.

Produce a logbook proving 10 hours experience in format similar to example show at Appendix A

May be required to have minimum 2 hours experience with indirect supervision operating during night while ATC is closed (by request of HIAPL determine on a case by case situation).

Be deemed fully competent by one of the positions stated in clause 7.0.

6.4.2. Record of Being Deemed Competent to Work on Airside Manoeuvring Areas

If a position stated in Clause 7.0 deems an individual competent to work on airside manoeuvring areas and receive a Category 4 ADA that position must complete the following:

Notify relevant administration staff in writing that the individual has been deemed competent and authorised to receive a Category 4 ADA.

Completed provisional ADA log book to be forwarded to relevant administration staff to be attached to applicable ASIC application and for recording as required.

6.4.3. Display

A Category 4 ADA holder shall display the ADA as required under the requirements of the AVCH.

6.4.4. Requirements of a Category 4 Authority to Drive Airside

A Category 4 ADA holder shall be in the operation of a vehicle meeting the requirements set out in MOS 139 and the AVCH for a vehicle operating on airside movement areas. The license holder may operate without a vehicle if work on airside manoeuvring area does not require a vehicle and contact with ATC can be maintained through use of an approved ground to air operational radio. A Category 4 ADA holder shall be in contact and contactable by the duty SOO at all times whilst operating on the Airside Movement Areas.

7.0 AUTHORISING POSITIONS

The following HIAPL positions are deemed authorising positions for the purpose of this Procedure:

8.0 TERMINATION OF AUTHORITY TO DRIVE AIRSIDE

A position as shown in clause 7.0 can at any time terminate an Airside Manoeuvring Area Learners ADA, Airside Manoeuvring Area Provisional ADA or Category 4 ADA in the same manner as stated in the AVCH, under Termination.

9.0 RESTORATION OF TERMINATED AUTHORITY TO DRIVE AIRSIDE

Any Airside Manoeuvring Area Learners ADA, Airside Manoeuvring Area Provisional ADA or Category 4 ADA can be restored after being terminated as per clause 8.0 in the same manner as stated in the AVCH, under Termination.
