As legislative representatives of District 3, including the townsof Brunswick, Pittstown and Schaghticoke, we are happy toprovide our constituents with a report on actions taken at theJuly 10, 2012 legislative meeting.Given the tough economic climate, legislators are working oninnovative ways to save taxpayer money. One of those waysis an energy performance contract between the county andthe international corporation Siemens which has produced aneven greater savings than initially estimated. The first year ofa fifteen year contract between the county and Siemens gen-erated a savings of $252,545, significantly higher than theestimate of $136,610. The energy performance work includesthe installation of new and more efficient heating and coolingsystems, a new ventilation system, more efficient lighting andother measures. As legislators, we have also been supportiveof new energy performance agreements for the county sewerdistrict and look forward to supporting other similar cost-savingmeeasures.The Legislature also took action to help small businesses andimprove customer convenience. Following a request from asmall business, we requested the State Liquor Authority toreview expanding hours for liquor stores in the county duringseveral holidays, including New Year’s Day, Memorial Day, In-dependence Day, Labor Day and Thanksgiving Day. Following apublic hearing, the SLA granted our request and expanded thehours for those holidays.We also supported two resolutions to help protect taxpayers.The recent state legislative session brought about progress ona number of issues but failed to generate any of the mandatereform promised when the state tax cap was approved. Wesupported a resolution asking for mandate relief and a secondresolution asking the state to limit the number of primaries andelections in a year. In 2012, the state has scheduled threeprimaries and one general election, doubling costs and so far,resulting in low turnout.To support veterans, we asked Congress to allow disabled mili-tary veterans to be given the opportunity to shop at a PX orcommissary. We also approved the purchase of equipment andmaterials to be used for the repair and improvement of countyroads.The next meeting of the Rensselaer County Legislature is Tues-day, August 14, 2012. As legislatorsrepresenting Troy, we sponsored a second resolution asking stateand federal officials to provide assistance to Troy to make anynecessary repairs and to help avoid any future road closures.Legislators heard a presentation from Hudson Valley CommunityCollege President Andrew Matonak regarding the annual budgetfor HVCC. HVCC is sponsored by the county, and we are proud ofthe college’s standing as one of the top two-year institutions in theNortheast.The June 26 federal primary again drew a very low turnout fromvoters, partly due to the fact three primaries and a general electionscheduled in 2012. The increased number of primaries and electionswill double the county’s electoral costs and we renewed our requestto limit the number of elections in one year.The close of the state legislative session resulted in progress on anumber of issues, but unfortunately, almost no progress onproviding mandate relief and reform to municipalities. When thestate tax cap was approved last year, mandate reform was promisedand if delivered, would result in lower local property taxes andstable services.The next meeting of the Rensselaer County Legislature is Tuesday,August 14, 2012. Engel’s Acres is a 7th generation farm locatedon Route 2 in Troy, just past the Troy CountryClub. The Farm had its origins in 1870 inColonie where the Engel family farmed forover 140 years. SAFETY AT V.R. MANORThe Rensselaer County Legislature has acted to protect the safety ofresidents at the Van Rensselaer Manor senior care facility by settingaside a proposal to privatize security after appointees of the CountyExecutive failed to adequately explain the proposal or guaranteepatient safety.The proposal would replace experienced security staff at the Manorwith contract workers unfamiliar with the facility. Legislators saidthey are also disappointed the Executive has failed to explore othercost-saving proposals suggested by legislators.“This proposal has been rejected on a bi-partisan basis because of afailure of the Executive Department to adequately explain the proposaland provide assurances the same level of safety and security will beprovided to those under our care at the Van Rensselaer Manor. Wehave asked how replacing experienced security staff with contractworkers who are unfamiliar with the facility makes sense from asecurity standpoint, and on multiple occasions have not receivedan adequate explanation from Manor directors,” said Chairman ofthe Legislature Martin Reid.“Our first mission is to ensure the health, safety and security ofthose at the Manor. We have asked how the safety of Manor residentswould be assured under the Executive’s proposal and have failed toget the guarantees we need and that Manor residents and familiesdeserve,” added Reid.Reid noted the Legislature has been open to use of attrition forreducing costs for security at the Van Rensselaer Manor. The estimateprovided by the Executive for savings for the out-sourcing hassometimes fluctuated. Other legislators said cost-saving proposalshave been set aside by the County Executive.“We feel the County Executive is being selective in looking forsavings and failing to look in other areas of county government.We recently asked her to review issues in the technology servicesarea that could lead to a savings and saw our thoughts pushedaside. We also implemented a vehicle use policy to cut down oncosts for county cars and have seen those recommendations alsolargely ignored by the Executive,” said Majority Leader KenHerrington.“The Legislature has reduced spending in our offices and supportedmany cost-saving measures. Every month we set aside spendingrequest after spending request filed by the Executive Department,including for so-called grants that end up costing county taxpayersdearly, and believe there are many better opportunities for savingsnot currently being pursued,” added Herrington.
