A ceremony to destroy narcotic drugs andprecursor chemicals seized in Kokang area, Spe-cial Region (1) of Shan State (North) took place inthe compound of Kokang Region Drugs Elimina-tion Museum on 31 October.

From time to time, the Central Committeefor Drug Abuse Control held ceremonies to incin-erate narcotic drugs seized across the nation inStates and Divisions and Yangon.

Out of 46 different occasions held for de-stroying seized narcotic drugs at States and Divi-sions, five were actually in Laukkai, KokangRegion, during the years 1991, 1993, 1996, 1997and 2002 and up to 2006, 20 occasions were heldin Yangon.

The narcotic drugs, ATS tablets and re-lated precursor chemicals destroyed were thoseseized within a short period after the significantincident that happened in Laukkain area in Au-gust. The total value of drugs, chemicals andrelated equipment destroyed is over 20 billionkyats (over US$ 20 million).

The government in its efforts to eliminatethe illicit drugs as a national cause with its ownresources had laid down the two strategies andthree tactics. Now is the final year of the 2nd 5-year phase of the 15-year drug elimination planand we can say the effort to eliminate narcoticdrugs has gained momentum. While scaling upand prevention and elimination of drug produc-tion, the government is also taking speedy meas-ures to ward off drug abuse.

The government is striving for preventionof the danger of narcotics and education andrehabilitation in accord with UNODC’s theme“No individual, family or community is safe whereillicit drugs take control”. So the national peopleare to work together to eliminate narcotic drugsfrom Myanma soil.

DAMASCUS, 1 Nov— Syria is restudying “withcare” the Syrian-European Partnership Agreementand its effects on Syrian economy, Syrian DeputyPrime Minister for Economic Affairs Abdullah al-Dardari said on Saturday, the official SANA newsagency reported.

Dardari made the remarks at a joint press confer-ence with visiting Italian Minister of Economic De-velopment Claudio Scajola.

Syria and Italy signed on Saturday a number ofmemos of understanding (MOU) to boost bilateralcooperation on trade, agriculture and transport, whichincludes establishing an Italian Technological Centerin Damascus, SANA said.

As the top trade partner of Syria in Europe, thetrade volume between Italy and Syria in 2008amounted to 20 percent of Syria’s total trade withthe European Union.

Scajola affirmed his country’s desire to increaseinvestments in Syria in various fields such as tech-nology and tourism and expand cooperation in tech-nical training, in addition to cooperation in export-ing agricultural products, according to the report.

with imports declining more sharply than exports, the government said in a pre-liminary report on Sunday. Exports fell 8.3 percent year-on-year to 34.03 billiondollars last month, while imports plunged 16.3 percent to 30.23 billion, accordingto the Ministry of Knowledge Economy.

The October surplus compares with an adjusted 4.7 billion dollar surplus forSeptember and marks the ninth consecutive month in the black.

Exports, which make up more than half of South Korea’s economy — the fourthlargest in Asia — remained sapped by the sluggish global economy.

Maxis Berhad, controlled by reclu-sive Malaysian tycoon Ananda Krishnanand Saudi Telecom, is launching the ini-tial public offering (IPO) on Bursa Ma-laysia two years after it was taken pri-vate and de-listed.

It is offering 2.25 billion, or 30 per-cent, of its shares at an indicative priceof 5.20 ringgit (1.52 dollars) whichwould raise 11.7 billion ringgit. Mostof the shares will go to institutional in-vestors.

Parent company Maxis Communica-tions is expected to deploy the proceedsof the sale, slated for 19 November, onfunding expansion in the booming In-dian and Indonesian markets, and to re-duce debt.

Economic pundits are upbeat aboutthe listing despite the uncertain globaleconomic outlook that has soured other

NEW DELHI, 1 Nov—In-dia’s government plans toimport 30,000 tonnes ofrice to offset an expectedproduction shortfall fol-lowing the worst monsoonin nearly four decades, areport said on Saturday.

The move comes as theUS Department of Agricul-ture has forecast India’s riceoutput will fall between 15million and 17 milliontonnes in the crop yearfrom October 2009 to Sep-tember 2010 following twoyears of bumper harvests.India is the world’s second-largest rice producer. Thecountry of nearly 1.2 billionpeople produced a record99.15 million tonnes of ricelast year.

The government hasasked three state-ownedtrading firms, MMTC,STC and PEC, to import10,000 tonnes of rice eachand sell it in the market,the Press Trust of Indiasaid.

“The tender to importrice is under the govern-ment instruction,” SanjivBatra, chairman ofMMTC, told the newsagency. An official of an-other publicly owned trad-ing company STC said therice shipments were likelyto arrive in the country inNovember and December.

As of now, the threestate-run trading firmshave been advised to im-port only 10,000 tonneseach, added the STC offi-cial, who was not identi-fied.—Internet

BEIJING, 1 Nov—ThePurchasing Managers’ In-dex (PMI) of China’smanufacturing sector roseto 55.2 percent in October,up 0.9 percentage pointsfrom the previous month,the China Federation of Lo-gistics and Purchasing(CFLP) said on Sunday.

The index was 0.6 per-centage points higher thanthe number in September,when the PMI edged uponly 0.3 percentage pointsto 54.3 percent. It was theeighth month in a row thatthe PMI reading stayedabove 50.

A reading of above 50suggests expansion, while

one below 50 indicatescontraction. The PMI in-cludes a package of indicesthat measure economic per-formance. The survey, con-ducted by the National Bu-reau of Statistics (NBS),covers purchasing and sup-ply managers in more than700 firms across China.The CFLP launched thePMI in 2005.

The production index inthe PMI reached 59.3 per-cent in October, the high-est level since last May.

October’s new exportindex rose to 54.5 percent,up 1.2 percentage pointsfrom the previous month.

LONDON, 1 Nov—TheRoyal Bank of Scotland,Northern Rock, andLloyds Banking Groupare to sell off as many as700 branches in the nextfew years in exchange forthe public aid they re-ceived during the eco-nomic meltdown, a gov-ernment official told TheAssociated Press on Sat-urday.

The assets being put upfor sale would be reservedfor new entrants to theBritish banking market,effectively creating threenew banks over the nextfive years or so, the offi-cial said.

The official said thatthe banks were in negotia-tions with Britain’s treas-ury and European regula-tors over how many assetsthey would have to giveup in return for the helpthey received from tax-payers.

“Essentially, they areexpected to have to divest— each of them — someof their branches,” hesaid.

As many as 700branches could be soldoff, the official said. Thatfigure would include all ofNorthern Rock’s 100 or sobranches, as well aschunks from the Lloyds

Banking Group PLC’sapproximately 3,000branches and just over2,200 branches operatedby the Royal Bank ofScotland Group PLC.

Established playerssuch as Barclays PLC orthe Spanish BancoSantander SA, whichowns three UK bankingbusinesses, would not beallowed to bid.

GAZA, 31 Oct—Most of Gaza water is unsuitable for drinking, a report byPalestinian Water Authority (PWA) said on Saturday.

“From 90 percent to 95 percent of underground water does not meet the stand-ards recommended by the World Health Organization (WHO), so it is inapt forhuman usage,” the report said.The daily quota of water for each person in Gaza is80 liter, half of the amount the WHO standard.

“The Gaza Strip suffers from a water shortage of up to 70 million cubic meterper annum due to the natural increase of population,” the report added.

The 1.5 million people of the coastal strip rely on one aquifer as their solosource of water, the report said. However, the sea water has mixed up with theunderground water, making it salty. The bad ways of draining sewage water hasalso contributed to the crisis, the study showed.—Xinhua

19 US children die of A/H1N1flu this week, CDC report

HOUSTON, 1 Nov— The US Centers for DiseaseControl and Prevention (CDC) on Friday reported that19 more children died of the deadly A/H1N1 flu inthe current week, bringing the pediatric death toll ofthe flu confirmed by laboratory to 114 since the newvirus breakout in late April. “Twenty-two flu-relatedpediatric deaths were reported this week, 19 of thesedeaths were confirmed 2009 H1N1,” the CDC saidon Friday on its website, adding altogether it has re-ceived reports of 114 laboratory-confirmed pediatric2009 H1N1 deaths since 26 April, 2009.

Of allthe deaths, 4,175 occurred in the Americas, 605 oc-curred in South-East Asia and 465 occurred in the WestPacific. The other three WHO regions — Europe, EastMediterranean and Africa — reported 281, 111 and 75deaths respectively.

The WHO, which declared the H1N1 flu as a pan-demic in June, said the total number of lab confirmedcases worldwide is now over 441,661, but this case countis significantly lower than the actual number of casesthat have occurred because many countries have stoppedtesting and reporting individual cases.

It is widely accepted by scientists that around 2.4 billion years ago, theEarth’s atmosphere underwent a dramatic change when oxygen levels rose sharply.Called the “Great Oxidation Event,” the oxygen spike marks the transformationfrom an oxygen-poor atmosphere to an oxygen-rich one, thus paved the way forcomplex life to develop on the planet.

But scientists were unable to answer questions on when oxygen production viaphotosynthesis got started and when it began to alter the chemistry of Earth’socean and atmosphere. The study, scheduled tobe published in the No-vember issue of the Fed-eration of American Soci-eties for Experimental Bi-ology Journal, showsanti-oxidants — the samesubstances found in plant-based foods such as ap-

ples, grapes and strawber-ries — might hold the keyin preventing the flu vi-rus from wreaking havocon the lungs.

“The recent outbreakof H1N1 influenza andthe rapid spread of thisstrain across the worldhighlights the need to bet-ter understand how thisvirus damages the lungsand to find new treat-ments,” study co-authorSadis Matalon said in astatement. “Additionally,our research shows that

anti-oxidants may provebeneficial in the treatmentof flu.”

Matalon and col-leagues showed the fluvirus damages lungsthrough its M2 protein,which attacks the cellsthat line the inner surfacesof the lungs — epithelialcells. GAZA, 1 Nov—A Palestinian was suffocated todeath on Sunday when a smuggling tunnel alongthe border between the Gaza Strip and Egyptcollapsed, medical sources said.

Two other Palestinians were injured in thecollapse which happened when the workers werebringing in fuel from Egypt, witnesses and thesources added.

The killed was identified as MohammedAbdeen, 35, according to the sources whodemanded anonymity.

The Palestinians depend on hundreds of tunnelsbeneath the border to get fuel and various otherproducts since Gaza has been sealed off from allbut vital humanitarian aid by Israel and Egypt afterHamas takeover in June 2007.

But due to frequent Israeli bombings, Egyptiancrackdown and cave-ins, more than 130 Palestinianshave been killed while working in the tunnels.
