International Day for the Preservation of theOzone Layer observed

NAY PYI TAW, 16 Sept—Organized by Planningand Statistics Department of the Ministry ofEnvironmental Conservation and Forestry,International Day for the Preservation of the OzoneLayer was observed at Forest Department Headquartersof the ministry here this morning.

Speaking on the occasion, Chairman ofEnvironmental Conservation Committee UnionMinister for Environmental Conservation and ForestryU Win Tun said that the theme of International Day forthe Preservation of the Ozone Layer 2011 is “HCFCsphase-out: a unique opportunity”; that productionand use of hydrochlorofluorocarbons was to be phasedout from 2013 to 2030; that Myanmar had establishedNational Ozone Unit in 2004 with the assistance ofUNEP and a bill on management of compounds thatleads to ozone depletion was drafted according toozone rules adoption project; that Myanmar neitherproduces nor exports compounds that lead to depletionof ozone layer and it had ceased importing of CFC in

2007; that the ministry in coordination with MyanmarEngineering Society had made domestic observationand submitted the first report under the guidance ofthe UNIDO in October 2010; that the ministry helddiscussions with representatives on reduction ofHCFCs project from UNEP from 17 to 22 July andother related ministries. He urged those present toactively take part in activities to mark InternationalDay for the Preservation of the Ozone Layer.

Next, Assistant Resident Representative of UNDPDr Min Htut Yin read out the message sent by the UNSecretary-General and video clips on ozone layerprotection was presented. Those present then observedthe booths exhibited in commemoration of theInternational Day for the Preservation of the OzoneLayer.

The government which is vested withexecutive power is pushing democratizationprocess forward with firm belief for peace anddevelopment and striving for emergence ofgood governance and clean government.Moreover, the judiciary is also striving for ruleof law in democratization process free fromcorruption.

killed and some 60 others injured when a suicidebomber hit a pro- government elder’s funeral inPakistan’s northwest District of Lower Dir onThursday, reported local Urdu TV channel DAWN.Pakistan Taleban claimed Thursday eveningresponsibility for the attack. Taliban militants have inthe past carried out similar suicide attacks on funeralsfor pro-government tribal elders and police officers.

In April, a Taleban suicide bomber attacked afuneral for the wife of a pro-government tribal leadernear Peshawar and it killed over 30 people and injuredmany others. The report quoted police sources assaying that a suicide bomber blew himself up amonghundreds of people attending the funeral in the SadbergVillage in the Jandol area of Lower Dir District innorthwest Pakistan on Thursday afternoon.

Goldman to close Global Alpha fund after losses

NEW YORK, 16 Sept—Goldman Sachs Group Incis shuttering a well-known hedge fund that relies oncomputer-driven trading strategies after the portfoliorang up a hefty loss this year.

Asian markets rally after European bankdecision

New test may better diagnose Africansleeping sickness

GENEVA, 16 sept—Researchers announced onThursday the development of a new test to diagnoseTrypanosomiasis, an often deadly parasitic diseasecommonly known as sleeping sickness.

The LAMP (Loop-mediated IsothermalAmplification) test is “designed to be suitable for usein rural African settings where the disease is mostcommon,” the Geneva-based Foundation forInnovative New Diagnostics (FIND) and Japanesediagnostics company Eiken said in a Press release.The new test “promises to dramatically improve theability to confirm a diagnosis of sleeping sickness -even when parasites are present in low numbers -through detection of the parasite’s DNA in patientsamples.”

Sleeping sickness needs to be caught and treatedearly to prevent parasites from entering the brain,which makes treatment more difficult and thelikelihood of irreversible neurological damage morelikely. The LAMP test will be entering field trials inthe Democratic Republic of Congo and Uganda, and

if all goes well will be ready for use in 2012.Researchers are also exploring possibilities the

test could be used to confirm a patient has beencured, which could reduce the follow-up period anddo away with the need for repeated lumbar punctures.

“The LAMP test has tremendous public healthpotential. As a sophisticated yet practical diagnostictool, it can be used outside of traditional laboratoriesby technicians without training in molecular biologyand can be brought closer to the remote areas wherepatients live,” said Eiken head Tetsuya Teramoto.

Sleeping sickness is transmitted by the bite of thetsetse fly throughout poor rural communities in sub-Saharan Africa where 60 million people in 36countries are thought to be at risk.

It is difficult to diagnose, and if the infected gountreated, they die.

Currently diagnosis relies on trained healthworkers using a screening test to identify suspects,and then using microscopes to detect parasites in theblood and other body fluids.—Internet

Warming Atlanticaffecting fishpopulations

BRISTOL, 16 Sept—A study of the effects of rapidlyrising temperatures in the northeast Atlantic Oceanshows a major shift in fish stocks is under way, Britishresearchers say.

Bristol University scientists joined with researchersfrom eight other institutions to analyze 28 years offisheries agency data from 11 independent surveyscovering more than 380 million square miles of theEuropean continental shelf, a university release reportedThursday.

It’s not all bad news, they said, as some fishes’ lossesare other fishes’ gains.

“We see many more southerly warm-water speciesfaring well on the European shelf than northerly cold-adapted species,” Bristol biological scientist SteveSimpson said.

“This means more small-bodied, faster growingspecies with shorter generation times, and potentiallymore diversity.” The vast majority of common fishspecies have shown a change in abundance linked to therising sea temperatures, with three out of every fourspecies increasing in numbers, researchers said.

“We may see a further decline in cold-adaptedspecies, many of which were the staple for ourgrandparents,” Simpson said. According to theMinistry ofConstruction, thegovernment of theRepublic of the Unionof Myanmar in its timehas inaugurated fivebridges so far. All ofthem were over 180feet long facilities. The190-foot Ma MyaCreek Bridge wasopened for the firsttime of its kind on 24April this year. Afterthat, the 350-footNankhwin Bridge, the466-foot AuknatCreek Bridge, the 270-foot Myo Creek Bridgeand the 240-footNagapauk Creek werecommissioned intoservice one afteranother. All thesefacilities were built byBridge ConstructionSpecial Groups underPublic Works.

Ma Mya CreekBridge is located onHinthada-Hsongon-Myanaung Road inIngapu Township ofAyeyawady Region. It

is of reinforced concretetype with 24 feet widemotor way flanked bythree feet widepedestrian ways. Thefacility can withstand60-ton loads. The pastfacility was a 150 feetlong wooden bridge.Due to high current rateof the creek, the bridgecollapsed for manytimes. The 12 feet wideold bridge could notgive smooth transportservice that when onevehicle passed it,another one in theopposite way had towait. Dangerous trafficand narrow motor waydelayed thetransportation for thelocal people. At present,the two-way newreinforced concretebridge has emerged, andthe facility contributesmuch to smoother andspeedier flow ofpassenger andcommodities.

The secondlyopened facility wasNankhwin Bridge

located on Shwebo-Myitkyina Road inHopin Township ofKachin State. It wasopened on 21 May. Thefacility is of RC type atboth lower and upperstructure. The bridgehas 24 feet wide motorway. The facility canwithstand 60-ton loads.The bridge was builtwithin three yearsbeginning 2008. As theold bridge was built ofiron frame and wooden

floors, the facility couldwithstand 13-ton loads.The vehicle with largerweighs than 13 tons hadto cross the creekdepending on the watervolume in the creek. Atpresent, the trucks withloads heading forMyitkyina, Mogaungand Phakant of KachinState can safely pass thebridge.

Auknat CreekBridge, the third one, islocated on Bogale-S e t s a n - H t a w p a i n g -Ahmar Road ofAyeyawady RegionRoad Network inBogale Township. Thefacility is of RC at thelower structure and ofbailey frame type at theupper structure. Thebridge is 13.5 feet wideand can withstand 13-ton loads. Five of 16bridges on the No. 6road of the road networkare under construction.In the past, the localpeople relied on waterway transport. Oncompletion, the local

people will have easyaccess to Ahmar fromBogale. The new roadwill be 32 miles and fivefurlongs shorter thanPyapon-Kyonkadun-Daw Nyein-Ahmarroad.

As the fourth one,Myo Creek Bridge wasinaugurated on Mingla-S e i n k a n t l a n t -M y o c h a u n g - P a d o -Peinzalok Road inKyaukdaga Townshipof Bago District. Thefacility was built of RCstructures. It was openedon 23 July. The bridgehas 24 feet wide motorway and can withstand75-ton loads. Minhla-Peinzalok Road is thesecond facility passingthrough Yomamountain ranges,linking eastern andwestern parts of Bagomountain ranges. In thepast, the local peoplecould cross the creekonly in summer as therewas no bridge at theplace. Now, they canpass through the bridge.

As the latest one,Nagapauk Bridge wasopened on 27 August.It is located on DaikU-Sittoung Road in WawTownship of BagoDistrict. The RC typefacility has 24 feet widemotor way and it canwithstand 60-ton loads.The old wooden bridgewas drifted in the creekdue to overflow ofSittoung River in 2008.The new bridge wasbuilt beginning 1 June2008. The DaikU-Sittoung Road is 46miles long. Thanks tothe bridge, the journeywas shrunk to 21 milesand six furlongs long.

Including fivebridges opened in thetime of the newgovernment, the wholenation has so far beenfacilitated with 6248bridges of under 180feet long and 268bridges of above 180feet long, totaling6516.

U Thaung Han of Yinmabin Constituency sub-mitted a proposal to substitute the original provision ofparagraph 13, sub-paragraph (k) with the paragraph,making an arrest on the gambling at any place in theterritorial boundary of ward or village-tract andinforming of gambling to be taken action, U Maung Ooof Phaungpyin Constituency, the original provision ofparagraph 13, sub-paragraph (k) with the phrase, makingan arrest on the gambling and informing of gamblingto be taken action, and Defence Services PersonnelRepresentative Maj Lay Naing, the original provision ofparagraph 13, sub-paragraph (k) with the phrase, makingan arrest on the gambling in wards or village-tractsconcerned and informing of gambling to be takenaction.

While the Hluttaw asked the decision of theUnion Government regarding the three amendments toparagraph 13, sub-paragraph (k), Union Minister Lt-GenKo Ko raised no objection as there was no difference inmeaning.

As U Thaung Han and U Maung Oo asked thedecision of the Hluttaw and Defence Services PersonnelRepresentative Maj Lay Naing accepted the reply of theUnion minister.

While seeking the approval of the Hluttaw onthe three amendments separately, the proposal of UThaung Han won majority vote.

So the amendment to paragraph 13, sub-para-graph (k) that it shall be part of the bill was approved inaccord with the amendment of U Thaung Han.

While the Hluttaw asked the attitude of theUnion Government about the report of the Bill Commit-tee, saying that the phrase, to take action, should beplaced before the phrase, informing, stated at the end ofthe original provision of paragraph 13, sub-paragraph(t), Union Minister Lt-Gen Ko Ko raised no objection.

As there was no objection to the proposal thatparagraph 13, sub-paragraph (t) should be part of the billin accord with the amendment, it was approved.

U Maung Oo of Phaungpyin Constituency sub-

mitted a proposal to amend the proposal that paragraph13, sub-paragraph (u) should be the part of the bill.

While the Hluttaw asked the attitude of theUnion Government regarding the proposal to substitutethe sentence, the village-tract administrator is toreport cases of land encroachment that can createdispute among the villages/village-tracts to the town-ship in the place of the original provision of paragraph13, sub-paragraph (u), Union Minister Lt-Gen Ko Koreplied that the Ministry of Home Affairs is to managestate-owned land, town land, pasture land and villageland. The Ministry of Agriculture and Irrigation is tomanage the matters of farmland and alluvial land. TheMinistry of Environmental Conservation and Forestry isto manage the forest land. The Development AffairsCommittee is to manage road area and graveyard. Village-owned firewood plantation and village-owned commonland are the land under the preservation the village. He

would like to inform that there are differences in accordwith the laws exercised by the departments concerned. Soit is not necessary to make additions.

U Maung Oo submitted that he would like toseek decision of the Hluttaw. Due to the majority ofobjection, the proposal of U Maung Oo was not approved.

Therefore, the Hluttaw approved that sub-para-graph (u), paragraph 13 in the original provision couldbe part of the bill.

The Bill Committee submitted that it should addthe phrase “to take action” before the phrase “inform-ing” at the end of original provision sub-paragraph (v),paragraph 13. As the Hluttaw asked the attitude of theUnion government, Union Minister Lt-Gen Ko Ko saidthat there was no specific submission.

As there was no objection, the Hluttaw decidedto approve the proposal “sub-paragraph (v), paragraph13 shall be part of the bill.”

Thus the amendment of the Bill Committee thatparagraph 9 is the part of the bill was approved.

Regarding the proposal that paragraph-13, sub-paragraph (g) should be the part of the bill, U Thein Nyuntof Thingangyun Constituency submitted a proposal toamend the proposal.

While the Hluttaw asked the attitude of the Uniongovernment for the proposal to substitute the sentence,allowing the visitors from other wards or village-tractswithout taking any charge for the process of informingauthorities concerned of their visits, inspecting theguest list in accord with the prescribed rules andtaking actions against those who failed to informauthorities concerned of their visits in the place oforiginal provision of paragraph-13, sub-paragraph (g),Union Minister Lt-Gen Ko Ko replied that honorarium inChapter (14) and office expenditures in Chapter (15) are

The Bill Committee submitted the proposal to substituteoriginal provision at sub-paragraph (x), Paragraph 13 states“farmland management and inspection and decision onfarmland disputes” with “farmland management in accordwith the existing law and bestowed authority,” and UMaung Oo of Phaungpyin Constituency submitted a proposalof amendment “to form committee for inspection anddecision to be substituted in the place of original provisions.”

With regard to the proposal of amendment submitted bythe Bill Committee, the Hluttaw sought the attitude of theUnion government. Union Minister Lt-Gen Ko Ko said as itwas a better complete proposal of amendment, the Uniongovernment had no comment.

The Hluttaw decided to approve “the sub-paragraph (x),Paragraph 13 shall be part of the bill in accord with theamendment of the Bill Committee”.

As the Bill Committee submitted a proposal to insert aphrase to take action before the word informing in the originalprovision sub-paragraph (aa), paragraph 13, the Hluttawsought the attitude of the Union government. Union MinisterLt-Gen Ko Ko said that there was no separate submission.

As there was no objection, the Hluttaw approved that “sub-paragraph (aa), paragraph 13 with amendment shall be part ofthe bill.”

Despite wishing to submit the proposal of amendment,U Thaung Han of Yinmabin Constituency submitted that hewould like to withdraw his proposal regarding “sub-paragraph(dd), paragraph 13 shall be part of the bill.”

Therefore, the Hluttaw approved that sub-paragraph(dd), paragraph 13 in line with the original provision shall bepart of the bill.

Defence Services personnel representative Major TheinAung submitted the proposal of amendment to the paragraph15.

The Hluttaw asked the attitude of the Union governmenton the proposal “to cancel the phrase if necessary after thephrase if occurred in the second sentence in paragraph 15 ofthe original provision”. Union Minister Lt-Gen Ko Ko saidthat as ward/village administrator is to be appointed under thelaw, township administrator has authority to appoint theperson. If those who do not satisfy about the ward/villageadministrator, they may complain to township administrator.It is not necessary to inspect all factors. If necessary, theinspection should be carried out. Therefore, the phrasesubmitted should not be omitted.

Major Thein Aung said that he accepted the answer of theUnion Minister and he would like to withdraw his proposal.

The Hluttaw approved that the paragraph 15 in theoriginal provision shall be part of the bill.

Despite wishing to submit proposals of amendment, sub-paragraph (e), Paragraph 15, U Tin Tun of ShwegyinConstituency and Defence Services Personnel RepresentativeMajor Thaw Zin withdrew their proposals.

As the Hluttaw asked the attitude of the Union govern-ment, Union Minister Lt-Gen Ko Ko said that those are to besubstituted as it is before ending the term, and it is not to newlyselect and appoint them.

Major Tin Maung Lwin asked the decision of theHluttaw. The Hluttaw decided the proposal was not approvedas the majority is not in favour of approving the proposal.

As such, the Hluttaw approved sub-paragraph (1),paragraph 16 shall be part of the bill.

Despite wishing to submit the proposal of amendment tocancel sub-paragraph (c), paragraph 16, U Thein Nyunt ofThingangyun Constituency withdrew his proposal.

U Saw Hla Tun of ChaungU Constituency submitted theproposal of amendment that “paragraphs 25, 26, 27, 28, 29and 30 including the title of Chapter (XI) and paragraphs 31,32, 33 and 34 including the title of Chapter (XII) shall be partof the bill”.

Regarding the proposal to cancel paragraphs 25, 26,27, 28, 29 and 30 including the title of Chapter (XI) andparagraphs 31, 32, 33 and 34 including the title ofChapter (XII), the Hluttaw asked the attitude of the Uniongovernment. Union Minister Lt-Gen Ko Ko said that actionis to be taken in accord with the administration law. Onlywhen members of administrative bodies have authority totake action against subordinates under the administrativemethods, can they maintain peace and tranquility of thecommunity and supervise duty and functions of the peopleresiding in the wards and village-tracts. As such, they canaccomplish duty and functions of ward or village administra-tor as prescribed in paragraph 13 of Chapter (VII). Therefore,taking action through management and administrative meth-ods should not be cancelled.

U Saw Hla Tun submitted he would like to havedecision of the Hluttaw. Due to majority vote, the Hluttawapproved the proposal of U Saw Hla Tun.

Next, he submitted a proposal of amendment “para-graphs 35 and 36 in the original provision shall be part of thebill”.

The proposal stated that the phrase the judge concernedin paragraphs 35 and 36 of the original provision or amendedparagraphs 25 and 26 is to be substituted with the phrase thecourt concerned. As the Hluttaw asked the attitude of theUnion government, Union Minister Lt-Gen Ko Ko said thatthere was no separate submission.

Therefore, the Hluttaw decided to approve his proposalof amendment.

As such, the Hluttaw approved the resolution to substi-tute the phrase the judge concerned with the court concernedin paragraphs 35 and 36 of the original provision or amendedparagraphs 25 and 26.

With regard to the proposal “sub-paragraph (c), para-graph 38 of the original provision shall be part of the bill”,Defence Services Personnel Representative Officiating MajorKaung Htet San submitted a proposal of amendment.

As the Hluttaw asked the attitude of the Union governmentabout “to cancel the sub-paragraph (c), paragraph (38)”,Union Minister Lt-Gen Ko Ko said that the provision shouldnot be cancelled.

Officiating Major Kaung Htet San submitted that hewould like to take resolution of the Hluttaw. Due to majorityvote, the Hluttaw decided to approve the proposal of OfficiatingMajor Kaung Htet San.

As such, the Hluttaw approved to cancel sub-paragraph(c), paragraph (38) in the provision.

Defence Services Personnel Representative OfficiatingMajor Kaung Htet San then submitted a proposal of amendmentregarding “sub-paragraph (b), paragraph (39) in the provisionshall be part of the bill”.

With regard to the phrase sub-sections (a), (b) and (c)to be substituted with sub-section (a) in sub-paragraph (b),paragraph (39) of the original provision”, the Hluttaw askedthe attitude of the Union government. Union Minister Lt-GenKo Ko said that it should reconsider matter related to sub-section (a).

Officiating Major Kaung Htet San reported that he hadno separate submission.

As such, the Hluttaw decided to approve the phrase sub-section (a) instead of sub-sections (a), (b) and (c) in sub-paragraph (b), paragraph 39 of the original provision.

Despite wishing to submit the proposal regarding “para-graph 40 of original provision shall be part of the bill”, UThaung Han of Yinmabin Constituency withdrew his proposalof amendment. The Hluttaw approved that the provision is tobe kept as original.

U Tun Myint Oo of Mongpan Constituency submitted aproposal of amendment regarding “paragraph 43 of originalprovision shall be part of the bill”.

With regard to the proposal “to substitute the phraseundertaking in accord with ward or village-tract securityand defence measures without undermining fundamen-tal rights and duties of citizens with sub-paragraph (d),paragraph 43”, the Hluttaw asked the attitude of the Uniongovernment. Union Minister Lt-Gen Ko Ko said that thephrase “in accord with the rules” is inappropriate phrase. Asa separate provision has been prescribed that it shall protect therights of those residing in ward or village-tract, it is notnecessary to prescribe more separate provision, and he saidthat he disagreed the proposal of amendment.

U Tun Myint Oo accepted the reply of the UnionMinister and he would like to withdraw his proposal.Therefore, the Hluttaw decided to keep the provision asoriginal.

As the Hluttaw agreed the proposal “the preamble andtitle of the bill shall be part of the bill”, the proposal wasapproved.

Regarding the question raised by U Ohn Tin ofRakhine State Constituency (10) “whether there is a planto return nationalized lands which are not suitable forfarming after the rubber plantations are grown withthe permission of respective authority and whetherthere is a plan to pay compensation if the plantationsare not returned”, the Union Minister said that there are33,876 acres of rubber plantations in Rakhine State; 2,667acres of rubber plantations in Thandwe District are state-owned plantations implemented by Myanma General andMaintenance Industries of the Ministry of Industry-1;there are no plots owned by farmers in these rubberplantation plots; 1,400 acres of these rubber plantations inThandwe, Taunggup and Gwa Townships were handedover by Myanma Perennial Crops Enterprise in 2004;1267 acres were extended in Thandwe Township, GwaTownship and Taungnyo Forest Reserve; plots in Thandwemanaged by farmers were not included when the permissionswere granted to the Ministry of Industry-1 in 2010;according to records, there is no nationalized rubberplantations; if the State needs centralizing private rubberplantations for National Project implemented in nationalinterest, respective organizations will pay compensationfor his/her investment evaluated with current price toowners in the light of field survey of respective Region/State governments; now, the rubber plantations of hisministry have been handed over to the Ministry of Industry-1 and Ministry of Industry-2; if there is still issues to beresolved, respective ministries can be contacted; there is norubber plantation in Rakhine State managed by the Min-istry of Agriculture and Irrigaiton.

Regarding the question raised by U Sai Thant Zinof Shan State Constituency (4) that “local farmers inKyaukme, Nawnghkio and Namtu Townships of ShanState (North) are losing inherited farmlands on whichthey rely for living because of encroachment of can-tonment, failed government projects and somecompanies; similar cases can happen in other regions;how the issues will be tackled and when the measureswill start”, the Union Minister said permits for vacant andvirgin lands in the region were systematically applied andpaddy, maize and groundnut were grown on these lands toprovide Tatmadawmen and their families of local battalionsand regiments in Kyaukme and Nawnghkio Townships ofKyaukme District in Shan State; entrepreneurs also appliedfor permits for vacant and virgin lands in Kyaukme,Nawnghkio and Namtu Townships and reclaimed landsfor growing seasonal crops such as paddy, maize and

sugarcane and perennial crops such as rubber, coffee andmango; permits for vacant and virgin lands were appliedin accord rules and regulations, and directives; permitswere granted with the permission of local authority afterrespective township, district and state level departmentsand enterprises passed it; regarding the farms of localfarmers, local battalion, departments and State govern-ment work in coordination with each others on reports ofregional administration groups, and enterprises/depart-ments concerned; investments from outside on vacant andvirgin lands which local farmers cannot reclaim by theirown capabilities will contribute towards regionaldevelopment through better incomes and new jobopportunities of the local people; with Notification No(67/2011) of the President Office dated 12-7-2011, newVacant, Fallow and Virgin Lands Management CentralCommittee has been formed; newly-formed centralcommittee drafted bills and submitted them to thegovernment which is amending and checking the bills; ifthe government passes the bills, the bills will be submittedto Pyidaungsu Hluttaw in accord with rules and regulationsto be able to prescribe as Law; the Law to be approved soon

will resolve the issues of farmers who lost inheritedfarmlands.

Regarding the question raised by U Khet HtainNan of Kachin State Constituency (1) that “the grass rootswho earn living from agricultural and forestry worksconstituted 75 per cent of the population of KachinState; so, whether there is a plan to open agriculturalhigh school and forestry schools in Myitkyina in orderto nurture agricultural and forestry experts”, the UnionMinister answered that the ministry opens Yezin Universityof Agriculture and seven agricultural institutes and constantlynurturing agricultural experts; all nationals from variousStates and Regions including nationals from Kachin Stateare learning technologies for agricultural development;students from Myitkyina can pursue education in AgriculturalInstitute of Shwebo, a familiar town within short distance;the opening of Agricultural Institute or Agricultural HighSchool will be undertaken, depending on budget of the Stateand formation permit.

Myanmar Forestry Training School inPyinOoLwin is a place that trains about 200 traineesannually, providing knowledge about foresty to staffmembers across the country of the Ministry ofEnvironmental Conservation and Forestry. So, there is noplan to open forestry training schools in every region andevery state.

Hluttaw decided to approve the proposal “urg-ing the Union Government to take steps as necessaryin accord with laws, bylaws, rules and regulations anddirectives to avoid accidental danger in State-, coop-eratives- and private-owned businesses” that changedfrom the proposal “assignment of safety officer to avoidaccidental dangers” submitted by U Phone Myint Aungof Yangon Region Constituency No. 3.

Hluttaw also put on record the departure ofHluttaw representatives led by Speaker of PyidaungsuHluttaw and Speaker of Amyotha Hluttaw U Khin AungMyint to attend ASEAN Inter Parliament Assembly to beheld in Phnom Penh of Cambodia.

Union Minister for Electric Power No. 2 U KhinMaung Soe replied the questions raised by five Hluttawrepresentatives about electric power sector.

U Tin Shen of Taninthayi Region ConstituencyNo. 6 in his question said that electricity is being suppliedto the towns of Taninthayi Region by self-reliant diesel-run generators and electricity bills are charged depend-ing on diesel price. So, the people cannot use theelectricity in abundance considering their income. Heasked whether there is a plan that the State will supplyelectricity from natural-gas power plants atcheap price. In response, the Union Minister said thatregion electric engineer office with 21 district officesis based in Dawei of Taninthayi Region to supply electricity.Malikyun is enjoying hydroelectricity. Remaining17 towns are being supplied with electricity bydiesel- and husk-powered generators of town

(from page 10)electrification committees and companies.Of them, round-the-clock electricity is beingsupplied to Dawei, Myeik, Kawthoung,Kyunsu and Pulaw; Thayetchaung andMaungmakan 12 hours a day; Malikyunand Bokpyin six hours a day; Taninthayiand Pulauk five hours a day; Yebyu,Launglon, Mitta, Kaleinaung, Khamaukkyiand Kayathuri four hours a day; andPyigyimandaing three hours a day.

The ministry is carrying out main-tenance and extension works, allowing thetown electrification committee and elec-tricity supply companies to use ministry-owned power lines, transformers and gen-erators.

In combination with the electricityof hydropower plants, the electricity run bynatural gas of Taninthayi offshore sites arebeing supplied nationwide. The Stateelectricity is being delivered toThanbyuzayat through Mawlamyine ofMon State.

If 230 KV national grid reachesMawlamyine, plans will be drawn to stretchnational grid thence to Dawei, Myeik,Bokpyin and Kawthoung, the Union Min-ister replied.

In response to the question of DrTin Shwe of Yangon Region ConstituencyNo. 6 about the situation of unit losses inYangon Region, the Union Minister saidthat situation of unit losses in YangonRegion stood at 24.26 per cent in 2007,22.98 per cent in 2008, 22.18 per cent in2009, 20.41 per cent in 2010 and 19 percent in 2011. It is found that the unit lossesare due to technical losses and non technicallosses.

Technical losses involve size anddistance of power cable, and catching oftree branches. Although the cables do nottouch tree branches, there are 7 per cent ofunit losses from server to receiver, and alsoin foreign countries. Power demand wasagreeable to electricity capacity in the past.But, due to increasing power demand,measures are being taken for cablesubstitution, construction of sub-powerstations and installation of more transform-ers asking for budget allocation. Withgrowing number of buildings in Yangon, itis found that there is inappropriate ratiobetween demand and strength of powercables in Yangon that leads to technicallosses. In order not to see unit losses,arrangements are being carried out forchopping trees during which power is cutoff and extension of power cables andtransformers in townships. From 2006 toAugust of 2011, a total of 212,276 unreli-able meter boxes have been changed.

Non technical losses involve ille-gal use of power and faults in reading meterrates. From 2006 to July of 2011, a total of11,344 cases could be exposed and K2989.98 million and US$ 26843.87 werecollected. Monthly field trips are beingmade to prevent illegal use of electricity.

In supplying electricity to the pub-lic, one unit costs 25 kyats for householduse and 50 kyats for industrial use. But the

actual cost of a unit is 60 kyats. So, the Statehas been supplying electricity at a loss. Inthe fiscal year across the country,10,884.095 million units were suppliedthat caused loss K 261.324 billion to theState. A total of 4921.282 million powerunits were supplied to Yangon City Elec-tric Supply Board for Yangon Region thatmade a loss of K 118.16 billion.

In order to reduce unit losses andoffset use of power, arrangements are be-ing made for installation of 5182 trans-formers with 2593.2 MVA, 3949.73-milelong cable stretching and construction of364 power stations from 2006 to 2011across the country as system improvementmeasures. Measures are being taken todecrease unit losses from 24.26 per cent in2006-2007 fiscal year to 19 per cent in thisJune.

U Soe Aung of Mandalay RegionConstituency No. 11 in his question saidthat arrangements are being taken to useelectricity for domestic weaving firm inHtanaungkan model village in MeiktilaTownship on a self-reliant basis in orderto realize rural development and povertyalleviation tasks, asking whether there isa plan to take steps for electrificationvital of the village and when the planwill be implemented if there is. Inresponse, the Union Minister said that thereare 206 households in Htanaungkan modelvillage, Kantha Village-tract of MeiktilaTownship. Local residents have applied forpermission of the use of electricity formingself-reliant village electrificationcommittee.

For electricity supply toHtanaungkan model village, it is needed tostretch 3000-foot long 11 KV power linefrom Meiktila-Wundwin 11 KV powerline, and to install an 11/0.4 KV, 315 KVAtransformer and stretch 4100-foot longpower cable in the village. The ministry isproviding necessary technical assistanceand the permission for electricity supplywill be granted after construction works arecompleted.

Regarding the question of Dr SaiHsai Kyauk Hsem of Shan State Constitu-ency No. 6 that in the townships in ShanState (East), electricity is being gener-ated by diesel-powered generators andsmall-scale hydropower plant. As thereare only two hydropower plants inKengtung Township, town cannot en-joy enough electricity, and whether thereis a plan to build a large-scalehydropower plant or a coal-run powerplant to supply electricity to entireeastern Shan State including Kengtung,the Union Minister said at present, as ShanState (East) is located in remote area fromState power supplying system, electricity isbeing supplied to towns and villages throughways of small-scale hydropower generators,diesel generators, purchase of electricityfrom neighbouring country. Arrangementsare being made to provide electricity for 18towns including four district-level townsand adjoining 35 villages.

The Union minister continued thatNamwok small-scale hydropower plant withtotal installed capacity of 3000 Kilowattsand and Namluk small-scale hydropowerplant with total installed capacity of 480Kilowatts in Kengtung District are

providing electricity to Kengtung and itssurroundings. Meipan small-scalehydropower plant with total installed ca-pacity of 1200 Kilowatts in Monghsat isproviding electricity to Monghsat and sur-rounding villages; that the ministry is pro-viding electricity to towns and villages ineastern Shan State with 53 diesel genera-tors installed with 4415.8 Kilowatts intotal.

He went on that the ministry hadsigned MoU with Yunnan Power GridCorporation (YNPG) to observe feasibilityof Kengtung, Wantapin, Solu, Mengwa,Kengyang, Higu and Namkha hydropowerplants in the region under JV/BOT systems,on 25-9-2007 and the Ministry of ElectricPower No (1) was still assessing thefeasibility study report (FSR) of the corpo-ration.

He added that the Ministry ofElectric Power No (2) had laid down projectsfor construction of power grid, main powerstations, power lines and power stations todistribute potential electric power to east-ern Shan State generated by those projects,and to share surplus electric power tonational grid.

In his response to the questionraised by U Salai Kwe Yan of Shan StateConstituency No (12) about “whether thereis a plan to establish hydropower plantat Pe Creek (Khawe) for powersufficiency in Paletwa,” the Union Ministersaid that Paletwa not within the reach of thenational grid and electric power is beingprovided to it with Thinthe Creek small-scale hydropower plant with total installedcapacity of 50 Kilowatts and two 120-kilowatt diesel generators and 58.4-kilo-watt diesel generator.

He went on that in 2002, initialobservations were made on feasibility ofhydropower from Pe Creek, near KaweVillage, 15 miles from Paletwa; that fur-ther steps will be taken for implementationof the power plant after assessment offeasibility, impact on environmental con-servation, and socio-economy and com-mercial viability.

He added that when ongoingLaymyo hydropower project and Saidinhydropower project in Rakhine can gener-ate electricity, a power station will beconstructed in Kyauktaw of Rakhine Stateand electric power will be distributed toPaletwa of Chin State through the Kyauktaw

power station.Next, Deputy Minister for Health

Daw Myat Myat Ohn Khin replied toquestions raised by three Hluttaw repre-sentatives.

U Toe Win of Taninthayi RegionConstituency No (12) asked the Ministry ofHealth whether there is a plan for urgentassignment of a midwife to YadanabonVillage, Pyigyimandaing Sub-township,Bokpyin Township of TaninthayiRegion, which is a border village 32miles from Pyigyimandaing town andnine miles from Thailand and there is aplan to build rural health centre ofvillage level.

The Union minister replied thatYadanabon sub rural health care centre hasbeen set up under Chaungkafe rural healthcare centre in Pyigyimandaing Sub-townshipin Bokpyin of Taninthayi region; thatpreviously a midwife was assigned to therebut she failed to discharge the duty for socialreasons and another one was then dispatched,who also refused to go and thus the ministryis arranging to send another one.

In her response to U Ha SheinBwe of Chin State Constituency (8) whoasked to designate Chin State asprioritized region and to assign localassistant doctors with Hsa Ma to vacantpositions and to assign local nurses andmidwives who have completed relatedcourses and are seeking for jobs to va-cant positions”, the deputy minister saidthat in assigning new health staff, doctors,nurses and midwives are assigned to theirhome regions as priority; that in doing so,the ministry has to follow departmentalprocedures and thus it was not able tospecifically assign local doctors, nurses andmidwives of Chin State to their homeregion, but it will assign locals when newdoctors, nurses and midwives are assignedto Chin State.

She continued that there was aprogramme that trained midwives repre-senting Maternal and Child Welfare Or-ganizations, after five-year services at theMCWOs, can apply to Health Departmentfor permanent appointment with the agree-ment of the Maternal and Child WelfareAssociation (Central) and they are ap-pointed according to the decision of themeeting of management committee of theMinistry of Health.

The deputy minister answered that the HealthMinistry has targeted to reduce infant mortality rate bythe two-third, mortality rate of children under five yearsby the two-third, and mortality rate of mother by 75 per

cent and underweight rate of child under five years byhalf by 2015 based on the statistics of 1990 health indexincluded in Millennium Development Goals.

She went on that the ministry targets to reducemortality rate of infant under one year which was 98 per1000 born alive in 1990 to 32.7 in 2015; to reducemortality rate of child under five years which was 130 per1000 born alive to 43.3 in 2015, and according to 1997statistics, 39 of 100 children under fiver years wereunderweighted and in 2010, it was reduced to 32.

Such index has somewhat declined after 1990sand the ministry is speeding up works to meet Millen-nium Development Goals, added the deputy minister.

She went on that rural health developmentschemed was launched in 2001 to promote health standardsof rural people and narrow health care services gapbetween the urban and rural areas; that from January tothe end of July in 2011, 55 more rural health centres and99 rural health branches were opened; that the ministryis providing major medicines required for general healthcare to rural health centres and rural health branches; thatthe ministry is taking steps to open at least 50 to 100 ruralhealth centres per year for health coverage of the yearlyincreasing population, hitting the ratio of health centre topeople at 1 to 20,000; that in addition 237 units of districtand township-level traditional medicine clinic for ruralpeople are giving mobile treatment and the State providesthe required medicines.

The deputy minister continued that health staffin rural regions such as doctors of station hospitals, health

officers, traditional medicine practitioners and basichealth staff are giving treatment with traditional medi-cines and educative programmes on health care in col-laboration; that as a special programme, traditionalmedicines packages for emergency use have been providedto 5850 villages so far by the State and wellwishers, andplans are under way to provide to the remaining villages.

She continued that to give effective health careservices to increasing number of schools and students,basic health staff, under the supervision of the respectivetownship Health Department, are performing urban/rural school health care tasks in every township with theassistance of 80 school health care groups, 25 Maternaland Child Health Centres.

She added that currently there are maternal andchild and school health care groups in 47 districts and theministry has planned to expand such groups to all theremaining districts in 2012-2016 National Health Plan soas to provide more effective maternal and child andschool health care services in district; that by assigning adoctor who has got master degree each in public healthin district-level Health Departments, public health careservices including school health care services can beeffectively supervised even in rural regions.

The noteworthy amounts of rainfall recorded were Nay Pyi Taw (Airport) (1.73) inches, Nay Pyi Taw (Pyinmana) (1.53) inches, Ye (5.32) inches, Thaton (3.67) inches, Kyaikmaraw (2.83) inches, Chaungzon (2.36) inches, Katha (2.24) inches and Mrauk-U (2.20) inches.

Bay Inference Monsoon is moderate in the Andaman Sea and Bay of Bengal.

State of the Sea Squalls with moderate to rough seas are likely at times off and along Myanmar Coast. Surface wind speed in squalls may reach (35) mph.

SINGAPORE, 16 Sept—Manchester United’s planned $1 billionpublic offering has been approved by Singapore’s stock exchange,a person familiar with the deal told The Associated Press onFriday.

The initial public offering likely will happen by the end of theyear and involve ordinary and nonvoting preferred shares,according to the person, who spoke on condition of anonymitybecause the deal hasn’t been officially announced.

Manchester United is owned by the Glazer family of theUnited States. It has been valued at $1.9 billion by Forbesmagazine, which has ranked it as soccer’s most valuable team forthe last seven years. However, the club has about $750 million ofdebt. The Glazers are expected to maintain control of thedefending English Premier League champions but they couldraise $1 billion by making between 25 percent and 30 percent ofUnited available. By listing shares in Singapore, ManchesterUnited is betting that Asians, who account for more than half ofthe club’s estimated 333 million fans, could be willing to pay morefor a piece of their favorite team.—Internet

19th-day second regular session offirst Pyithu Hluttaw was held at PyithuHluttaw Hall of Hluttaw Building herethis morning, attended by PyithuHluttaw Speaker Thura U Shwe Mannand 385 Pyithu Hluttawrepresentatives.

One Amyotha Hluttaw-endorsed bill was approved and theendorsement of a bill approved on 14September was carried out at today’sHluttaw session.

Regarding the Labour Or-ganization Bill approved byAmyotha Hluttaw and submitted on30 August, the chairman of BillCommittee submitted the report ofthe committee.

As there was no amendmentto the bill in the report of the committeeand no proposal to amend the billpresented by Pyithu Hluttaw repre-sentatives, the whole bill was soughtfor the approval of the Hluttaw inaccord with Pyithu Hluttaw Rule-159,sub-rule (d).

and Irrigation U Myint Hlaing gave ananswer to questions regarding agriculturesector raised by five Hluttaw representatives.

Regarding the question raisedby U Ye Myint of Bago Region Constitu-

ency (4) that “there are thousands ofacres of wetland along Sittoung Riverin Nyaunglebin and Kyaukdaga Town-ships; whether there is plan to distributethose lands to farmers who know aboutthe wetland well as farmlands and howthe State will assist in this process”, theUnion Minister answered that 171305acres of farmlands in Nyaunglebin, DaikUand Waw Townships were put undermonsoon paddy, including 113084 acresof wetland accounting for 66.01 per cent; inthe years with heavy rain and inundation,monsoon paddy cannot be grown in thosefarmlands in time and late paddy wasplanted in later September and first week ofOctober; if the farmlands are inundatedlonger, monsoon paddy cannot be grown,only cold season crops can be grown; toprevent inundation of farmlandsin Bago Region, Yenwe Dam was built inorder to reclaim lands in Kyaukdaga,Nyaunglebin and DaikU Townships;by transforming wetlands into the (See page 10)
