AUSTRALIA DAY 2018
Carrathool Shire’s Australia Day Ambassador for 2018 is Jeff Sayle, or “Sayley” as he likes to be known.
Sayley is a legend in world of rugby. He played one Test for Australia, the New Zealand 75th Jubilee Test, and
one game for NSW, but he played an incredible 379 club games for his beloved home club,
Randwick. A man’s man who wears his heart on his sleeve, his passion, his very life,
is rugby. He is one of the few who have put more back into the game than he ever got
out of it, his playing heroics, coaching deeds and administrative contribution being
second to none.
Everyone who knows him has a Sayley story, somewhat in the manner of two other
rugby immortals, Bill Cerutti and Stan Pilecki. In Sayley’s case the stories have a
seemingly mythic quality, but in actual fact they are invariably true. He simply is the
stuff of which legends are made.
Sayley will be our official guest during Australia Day, so make sure you come along
to the Australia Day celebrations at the Hillston Community Centre on Australia Day,
Friday 26 January 2018.

MEETING MATTERS
The Mayor and General Manager attended the Country Mayors meeting in Sydney and the Riverina and Murray
Regional Organisation of Councils at Jerilderie during November. These meetings provide great networking
opportunities on a number of subjects relevant to our community.
The Auditor General’s Office presented the Audit Report on Council financial statements this month. A full copy of
the report is contained in the statements on Council’s website.
A new Councillors Expenses and Facilities Policy based on the model provided from the Office of Local
Government has been placed on public exhibition for the next 28 days. Public comments are welcomed.
Council’s Annual Report has been completed and was presented to Council at the November meeting. A full copy of
the document can be found on Council’s website.
Council have set the meeting dates for the 2018 year and these will be advertised in due course.
RANGERS INFORMATION - SUMMER AND YOUR PETS
IT’S NOT COOL TO LEAVE PETS IN HOT CARS!
It can take just 10 minutes for the temperature in your car to rise to over 40 degrees – in a further 10 minutes it can
rise to over 60 degrees. As with humans, exposure to these extreme temperatures can be extremely dangerous. Dogs
cool themselves by panting, if the air around them is too hot with no access to cool water, they are unable to regulate
their body temperature.
The time it takes to pick up a few things for dinner and go through the checkout, a dog in a hot car could have
already died an agonising death.
If you find a pet in a hot car, please call the police on 000.The police are equipped to dispatch officers quickly from
the nearest police station.
KEEPING YOU PET COOL THIS SUMMER:
Walk your dog in the cooler part of the day, morning or evening
Make sure your pets have cool shady areas
Make sure your caged pets are not in direct sunlight and under shade
Make sure your pet has access to plenty of cool drinking water
DOG WELFARE AND SAFETY WHEN TRAVELLING ON VEHICLES
It is illegal to travel with a unsecured load on the back of your vehicle. A unrestrained dog can be considered “an
unsecured load”. Under the Animal Care and Protection Act 2001, you are obliged to ensure your dogs safety and
wellbeing at all times.
Common causes of injury:
dogs being struck by oncoming or passing vehicles
dogs being dragged along the sides of vehicles after losing their footing
dogs attempting to jump from moving vehicles
Your dog should be caged or tethered at all times to stop these kinds of injuries. It also fulfils your legal obligation
to make sure your dog is safe.
Remember the heat. Ute trays heat up and can burn dogs paws. In hot conditions consider covering metal trays.
Dogs left in the sun can suffer heat stress so provide them with shade and shelter. To prevent dehydration on long
journeys allow for frequent stops to give your dog water.
SNAKES ARE OUT AND ABOUT
To make your yard less appealing to snakes keep your grass cut low and your property clear of places for them to
hide. The tiger and brown snakes are responsible for most of the snake bites in domestic pets and can be fatal.
Signs of snake bite include:
Sudden weakness followed by collapse.
Shaking or twitching of the muscles and difficulty blinking
Vomiting
Loss of bladder or bowel control
Blood in urine
Paralysis
If you think your pet has been bitten, keep them calm and quiet as possible and get them to a vet immediately.
A firm bandage over and around the bite site to apply pressure can help slow the venom from spreading.

DEVELOPMENT PROPOSAL
DEVELOPMENT APPLICATION 2018/013, LOT 43 DP756043 & LOT 48 DP756073
‘HAYLOCH’ CARREGO LANE GUNBAR Council has received a Development Application to construct an above ground Irrigation water storage with a
capacity of 2,500ML on Lot 43 DP 756043 & Lot 48 DP 756073, ‘Hayloch’ Carrego Lane Gunbar. In accordance
with s.79 of the Environmental Planning and Assessment Act 1979, Council hereby provides notice of the proposed
development, which will also be assessed as Designated and Integrated development.
The name of the applicant is Customised Farm Management and the Consent Authority for this development is
Carrathool Shire Council, PO Box 12, Goolgowi NSW 2652. The approval authority for integrated development is
WaterNSW under Division 1 of Part 3 of the Water Management Act, 2000.
The proposed development is designated development under the meaning of s.77A of the Environmental Planning
and Assessment Act 1979.
The Development Application and supporting documents may be inspected at Council’s Goolgowi Office, 9-11
Cobram Street, Goolgowi, and the Department of Planning & Environment Offices from Tuesday 7 November 2017
up until close of business on Tuesday 5 December 2017.
During the time of public exhibition up until the close of business on Tuesday 5 December 2017 any person may
inspect the documents and make written submissions to Carrathool Shire Council concerning this proposed
development and if the submission is made by way of objection, the grounds of the objection must be specified in the
submission.
Any person who makes a submission by way of an objection and who is dissatisfied with the determination of
Carrathool Shire Council to grant development consent may appeal to the NSW Land and Environment Court.
Any submissions received regarding this Development Application will be considered a public document.

Recycling Centre in Hillston Hillston tip now has a Recycling section, the below

RESIDENTIAL WATER METERS - FACTS Water meters measure the volume of water a property uses and are usually located close to the front of the
property. In Goolgowi raw meters are located at the front of the property while the potable meters are located in the
back lane. Each meter has a unique serial number. The brand and meter size should also be indicated on the meter.
Which pipes are Carrathool Shire Council responsible for?
Council will maintain the meter assembly, stop tap and service pipe running from our mains to the meter. The stan-
dard size of a residential meter is 20 mm but may vary up to size 40 mm.
Which pipes are the property owner’s responsibility? You are responsible for maintaining all the plumbing on your side of the meter to your home. Access is required at
all times. We can also ask you to remove any trees which could obstruct or damage our water or waste water
systems. It is important not to build or construct anything on your property that will:
interfere with our water or wastewater systems
cover any water supply, wastewater or drainage easements
be built over, or next to, our water supply and wastewater systems.
If you have concerns or questions regarding the above please contact Carrathool Shire Council.
How can I check our daily household usage? You can check exactly how much water your household is using by reading your water meter. To check your daily
water consumption, take two readings 24 hours apart and subtract one meter reading from the other. The white digits
record the number of kilolitres (1 kilolitre = 1000 litres). The black digits record the total number of litres.
The display on your water meter will be one of the two shown above.
The first reads 89.472 kilolitres or 89,472 litres. The second reads 89.4723 kilolitres or 89,472.3 litres. Essentially
these readings are the same however the second type has a greater degree of accuracy.
How can I check for a leak at my property?
To check for leaks, take two meter readings over a period when no water will be used at your property (eg. overnight
or a weekend away). If the meter records any change during this period, you may have leaking pipes, taps, toilet
cisterns or other water using appliances. If the leak is in the property’s service pipes, you will need to arrange a
plumber to fix it. In an emergency you can stop the flow of water to your house by turning off the stop tap.
I don’t think my meter is taking accurate readings. If you believe that your water meter readings are incorrect we can send it off to be independently tested at your
request on payment of the $140 testing fee. If the meter is out by more than 2% we will replace your meter free of
charge, refund the cost of the test and refund or credit any overcharged amounts. If the meter reading is too low,
Carrathool Shire may replace it. Please contact Carrathool Shire Council for a Water Meter Fault Testing

Driving vehicles on gravel roads When driving on gravel roads users are reminded that these roads are for 2 way traffic and that drivers should
be driving to the left whenever practicable, try to stay off the crown of the road as this will increase the life of
the road and not make wheel ruts in the centre of the road. Summer is upon us and the road conditions are
changing all the time, take care when driving in dusty conditions. Be aware of sudden summer storms as they
will affect the roads very quickly.

New Federal Funding Available for Community
Investments in Carrathool
Round Two of the Federal Government’s Building
Better Regions Fund has just opened. Funding from
$5,000 to $10 million is available generally on a 3:1
ratio (for every $3 of grant funding requested
applicants must contribute at least $1) but in some
cases there is no requirement for any co-funding. What
is exciting for our community, is that in this round,
there is a Community Investments Stream which will
fund community building activities including new or
expanded local events, strategic regional plans, and
leadership and capability building activities. The EDO
is currently scoping a range of potential projects which
may be suitable for a funding application. Community
members who have ideas that may fit in this category
are encouraged to contact the EDO as soon as possible.
Applications close on 19 December 2017.
Goolgowi School Kids Get Involved With Skate
Park Project
The students of Goolgowi Public School have gotten
right behind the proposed Goolgowi Skate Park and
have included the park design as part of their school
studies. The EDO recently addressed the students and
briefed them on the background and timing of the
project. Input from the students will be included
during the community consultation phase once funding
has been approved.
Get Your Nominations In for the 2018 Australia
Day Awards.
Flyers have now been posted around the Shire calling
for nominations for the various Australia Day Award
categories. Nominations close on 8 December 2017.
Nominations are encouraged for those special people
in our Shire who put in exceptional effort across a
range of activities which keep our community going
strong, The EDO is in touch with various community
groups and organisations across the Shire regarding
nominations. This year’s awards will be held in
Hillston at the Community Centre.
Remembering Those Who Served
A grant application has been made to the NSW
Government’s Community War Memorials Fund for
restoration of three Honour Boards for the Gunbar and
Tabbita communities. These historic mementos
hopefully will soon be restored to their former glory
and once again be hanging proudly in both the Gunbar
Memorial Church and the Goolgowi Exies Club.
Keeping Hillston Safe
A grant application has been made to the Safer
Communities Fund for the installation of CCTV
cameras and security lighting in the areas around the
Hillston Library, Hillston Memorial Park, Hughie
Cameron Park and Lake Woorabinda. The cameras
will contribute to the safety of people using these areas
after hours, as well as deterring vandals. Cameras are
also proposed for the Hillston Swinging Bridge across
to Desathalon Park.

Free Technology Classes for Local Seniors (includes Ipads, smartphones and lots more)
Commencing on 8 February 2018 will be free technology
classes for locals. Your trainer will be Sue Reynolds and some
of the topics covered will be IPads & tablets, social media,
emails, smart phones, online banking, sharing photos and
attachments.
This is a not to be missed opportunity for all local seniors. You
do need to know how to use technology and it is very rare in
Hillston to have such an expert to help you on your way to
learning how to use technology.
Please register your name with the Library Staff so that we can
contact you with further details. It does not matter how little or
how confident you are our trainer Sue Reynolds is used to
dealing with a diverse group of learners having taught for many
years at the Western Riverina Community College in Griffith. If
you are a confident user there is always something more to
learn and learners will get help in overcoming their anxiety of
using today's technology.
These free classes are made possible from Grant Funding under
the Tech Savvy Seniors program.
RFID is a real hit with local students Library customers are invited to come in and try our new
“state of the art” self loan station that allows you to borrow and
return books yourself.
It’s very easy to use and the local children are really enjoying
the ability to loan out their own items.
This exciting technology has been made possible by a
successful Public Library Infrastructure Grant from the State
Library of NSW.

Toddlers’ Pools:
If a child is using the toddlers pool they must be
supervised by a competent adult within arms length at
all times.
No child over the age of 8 is permitted in the toddlers
pool.
Unsupervised Age of Entry: Children under 10 years of age must be accompanied
and supervised by a competent adult at all times.
Children have to be 10 years and over and have the
ability to swim 2x25 laps before being allowed at the
pool unsupervised. The determination of the ability
will be at the discretion of the Lifeguard.
Glass in all Forms: Glass in any form is not permitted in any area of any
pool.
Alcohol:
Alcohol is not permitted in any area of the pools and/
or pool grounds.
Smoking:
Smoking is not permitted in any area at both
complexes.
Parties:
Please ensure at least one day’s prior notice is given to
the pool Lifeguard if you are intending on holding a
party at either of the pool complexes. This ensures that
numbers don’t exceed the capability of the Lifeguard
on the day and other staff can be arranged.
