WORKS UPDATES

CARRATHOOL BRIDGE Carrathool Bridge is well under way, the construction of the temporary bridge has commenced and Council has been receiving positive progress reports from Nelmac (Contractors).

DESATHALON PARK & SWING BRIDGE Desathalon Park is progressing, tree clearing has been completed by the Arborist. In the coming weeks the walking track will commence. The Hillston Swing Bridge refurbishments are set to commence early November.

PRESENTATION OF COMMUNITY WAR MEMORIALS FUND (CWMF) GRANT On 9 October 2018 Minister for Veterans Affairs David Elliott and Member for Murray Austin Evans presented the Rankins Springs & District War Memorial Hall Committee with a $8,749 Community War Memorials Fund (CWMF) grant for the restoration of the floor in the Rankins Springs War Memorial Hall.

Tenders Council resolved to accept the following tenders: Tender 2019-005 Goolgowi Pool Upgrade to Total Creations and

Services for $245,000 ex GST to commence at the end of the 2018-19 pool season.

Tender 2019-007 Lachlan Valley Way Initial Seal to Craig McKeon

Earthmoving for $438,704 ex GST. Tender 2019-009 Erigolia Road and Roto Road Heavy Patching to

LG Civil Pty Ltd for $302,100 ex GST.

Public Libraries Funding Campaign Council moved to support the NSW Public Libraries Association and Local Government NSW library funding initiative “Renew Our Libraries”. To support the ongoing initiative and to work with the Government to develop a sustainable future funding model with a view to guaranteeing an appropriate level of ongoing and indexed state funding.

Christmas and New Year Closure Council approved the closure of Council Offices, Library and Depots from 3pm 24 December 2018 to reopen on Wednesday 2 January 2019.

$1.5 MILLION STRONGER COUNTRY COMMUNITIES FUNDING

It was recently announced that Carrathool Shire will receive over $1.5 million of funds through round two of the NSW Government’s Stronger Country Communities Fund.

The money will go to important infrastructure upgrades and refurbishments in our region including:

$551,000 Hillston Caravan Park amenities refurbishment

$262,000 Hillston Tennis Court upgrades

$180,000 Shire entry and welcome signs.

$140,000 Hillston and Goolgowi pools Infrastructure upgrades

$120,000 Merriwagga Tennis Courts surface and lighting upgrades

$120,000 Shade sails at playgrounds in our Shire

$86,000 Goolgowi Recreation Ground amenities improvements

$66,000 Rankins Springs Sport and Recreation Oval ground and lighting improvements.

These projects will commence in the coming months and will be completed over a period of two years.

MEETING MATTERS

WATER & SEWER NEWS Pump Station 5 Council is currently upgrading Sewer Pump Station 5

Water Meters Work is currently underway to upgrade the Goolgowi potable water meters with completion expected by the end of the 2018/19 financial year.

Automation Investigations are currently underway to automate the Melbergen water meter reading system.

Dampness Hillston Council has engaged a contractor to carryout CCTV inspections and investigation of the High Street Hillston Water Mains to address concerns of dampness.

What if I can taste and smell chlorine in my water Drinking water which sometimes may taste or smell of chlorine is still safe to drink. The smell will evaporate simply by leaving a jug of uncovered water in the fridge for a short period of time or just pour water from one jug to another several times. Season tickets are now available

Toddlers’ Pools: If a child is using the Toddler’s Pool they must be supervised by a competent adult within arms length at all times.

No child over the age of 8 is permitted in the toddlers pool.

Unsupervised Age of Entry: Children under 10 years of age must be accompanied and supervised by a competent adult at all times.

Children have to be 10 years and over and have the ability to swim 2 x 25 laps before being allowed at the pool unsupervised.

The determination of the ability will be at the discretion of the Lifeguard.

Alcohol:

Alcohol is not permitted in any area of the pools.

Glass in all Forms: Glass in any form is not permitted in any area of any pool.

Parties: Please ensure at least one day prior notice is given to the pool Lifeguard if you are intending on holding a party at either of the pool complexes. This ensures that numbers don’t exceed the capability of the Lifeguard on the day and other staff can be arranged.

Smoking: Smoking is not permitted in any area

GOOLGOWI SWIMMING CLUB Goolgowi Swimming Club is fun, full of laughs and a great way for all to improve swimming strokes, make new friends or to interact with other parents whilst our children improve their stroke.

Beginners to advanced, all ages welcome. 10, 25, 50 & 100 metre events with assistance if needed. Parent helpers are required to help on point score nights.

TRUCK DRIVER (HEAVY COMBINATION) ISTD132

Council is seeking a suitably qualified and motivated individual for a Heavy Combination Truck Driver position. This position is based in Hillston.

Key functions will be to drive a heavy articulated truck to safely cart materials to and from the worksite to effectively service the operational requirements of Council.

The position will be offered on a fulltime basis. Hours of work are 38 hrs pw with a rostered day off each fortnight. Salary will be in the range of $962.35 to $1,048.97 pw negotiable dependent upon skills, qualifications and experience.

Interested people are asked to submit an application including a resume detailing any experience and/or qualifications, a cover letter that addresses the selection criteria and include details of a Class HC driver’s licence.

Council has received a Development Application for a Livestock Intensive Industry (Poultry Production Facility) - Expansion on Lot:2 & 6 DP:1220390, ‘The Ranch’ Tysons Road Tabbita. In accordance with s 4.46 of the Environmental Planning and Assessment Act 1979, Council hereby provides Notice of the proposed development, which will also be assessed as Designated and Integrated development.

The name of the applicant is VOAG 2 and the Consent Authority for this development is Carrathool Shire Council, PO Box 12, Goolgowi NSW 2652. The approval authority for Integrated development is NSW Environment Protection Authority under s.43 of the Protection of the Environment Operations Act 1997.

The proposed development consists of the establishment of an additional eight (8) poultry sheds which will each house up to 50,000 birds. The total farm population will be 800,000 birds.

The proposed development is Designated Development under the meaning of s 4.10 of the Environmental Planning and Assessment Act 1979, as being a livestock intensive industry for the commercial production of birds accommodating more than 250,000 birds.

The Development Application and supporting documents may be inspected at the offices of Carrathool Shire Council located at 9-11 Cobram Street, Goolgowi and the Department of Planning & Environment Offices from Thursday 25 October 2018 up until close of business on Friday 23 November 2018.

During the time of public exhibition up until the close of business on Friday 23 November 2018 any person may inspect the documents and make written submissions to Carrathool Shire Council concerning this proposed development and if the submission is made by way of objection, the grounds of the objection must be specified in the submission.

Any person who makes a submission by way of an objection and who is dissatisfied with the determination of Carrathool Shire Council to grant development consent may appeal to the NSW Land and Environment Court.

Any submissions received regarding this Development Application will be considered a public document.

RATES REMINDER Second Instalment Due 30/11/2018

Carrathool Shire Council would like to remind its ratepayers that the second instalment of rates for the 2018/2019 financial year is due on Friday 30 November 2018.

Payments can be made at either the Goolgowi Administration Office or Hillston District Office by Cash or Cheque. EFTPOS facilities are also available.

NOTICE TO RATE PAYERS Council wishes to remind ratepayers, that all BPAY’S for Rates, Water and Debtor accounts are processed electronically. It is important that the correct Reference Number is used. The use of an incorrect reference number may result in interest being charged due to the payment not being receipted to the correct account.
