NEW DIRECTOR INFRASTRUCTURE SERVICES - BILL PROSSER
Council is fortunate in securing the services of Mr Bill Prosser as Council’s new Director
Infrastructure Services.
Bill has a degree in Civil Engineering and a Local Government Engineer’s Certificate, he
comes to us with extensive experience in Local Government having been employed at
Wollongong City, Albury City, Kiama and Murrumbidgee Shire as Director of Technical
Services for 11 years, as well as several years in private enterprise mainly on land
subdivisions.
Bill commenced duties with Council on 16 January 2017.
WELCOME TO NEW AUSTRALIAN CITIZEN
In conjunction with the February Council meeting, a citizenship
ceremony was conducted by Mayor Cr Peter Laird, for Miss Fiona
Doig.
At the conclusion of the ceremony,
a brief morning tea was held to
welcome our new Australian
citizen and congratulate Fiona on
her decision to become an
Australian Citizen.
NOTICE TEMPORARY ROAD CLOSURES FOR HILLSTON OUTBACK TRIATHLON
SUNDAY 5 MARCH 2017
Between 8am and 10.40am Lachlan River Road, from the Lion’s Park car park entry on Oxley Ave, will be closed
to all traffic other than competitors for the following distance and approximate times:
*1 km North from 8 am-8.30 am approx
*5 km North from 8.45 am-9.20 am approx
*5 km North from 9.40 am-10.40 am approx
The road closure is a requirement of Police, Roads & Maritime Services (RMS) and Carrathool Shire Council to
hold this event. Organisers apologise for any inconvenience but hope that you are able to assist us by avoiding us-
ing this road at these times - or by being patient if you happen to have to wait.
If road use at these times is unavoidable, please proceed with extreme caution. Emergency vehicles will have access
if required. Thank you for your cooperation.

YOUTH WEEK 2017 Council is asking for assistance from our local youth and schools in the planning of
fun and exciting activities for Youth Week 2017.
Youth Week is an opportunity for young people aged 12-25 to share ideas; attend
events; have their voices heard on issues of concern to them; showcase their talents;
celebrate their contribution to the community; take part in competitions and have fun!
Suggestions are required by 3 March 2017 and can be emailed to [email protected] or complete a
quick survey found on Council’s website and Facebook page.
Previous activities have included: Disco, Movies, Bowling, Totem Skate School and Paint Dash.

WATER & SEWER UPDATE
Carrathool
Council recently replaced the chlorine gas system with a sodium hypo system which has been commissioned. This
new system is easier to operate and maintain, and will promote better health & safety of operators and reduce overall
operational costs.
Goolgowi – Solar Tender
Construction commenced on the last 20Kw solar PV system at Palmyra dam (Goolgowi Raw water system) with
completion expected by 10 March 2017.
Hillston Water Mains Replacement
580 metres of water main replacement has commenced on Molesworth Street & McGee Street. Old PVC pipes will
be replaced with poly pipes and all services will be connected to the new water main in the coming weeks.
Hillston Stormwater
Residents are reminded that all stormwater connections into Council’s sewer system must be disconnected. Council
will be commencing testing of the town’s sewer systems to identify any stormwater connections to the sewer.
Notices will be issued in due course.
Goolgowi Dam – Fencing Works
Construction of the new fence has commenced at the Goolgowi dam site and is expected to be completed by 10
March 2017.
Rankins Springs
The Rankins Springs Water & Sewer operators have cleaned 8 water tanks in the last month on
Whitton Stock Route Road.
600m of new waste water pipe has been installed from the new water treatment plant to the sullage
ponds in Rankins Springs and will be commissioned simultaneously with water treatment plant.
The Rankins Springs operators have been installing pre cast concrete blocks under water tanks to
prevent erosion, so far 5 blocks have been installed.
New signs on all outdoor taps in Rankins Springs have been erected as per the Drinking Water Management
Guidelines reminding residents and visitors that the water from these taps is not suitable for drinking.

Repair Program 2016/17
Council have allocated an amount of $107,934 from Council road reserve funds to match the additional funds
provided from the RMS for the Repair Program. These additional funds will be expended on the Western end of
MR368R.

knowledge and experience to undertake the role of
Operations Clerk with Carrathool Shire Council. The
position is based at Hillston.
The Position: Provide the Director Infrastructure, Project Engineer,
Manager Fleet & Town Services and other critical
Infrastructure Services staff with effective technical and
clerical support in key areas.
Salary & Conditions:
Will be in accordance with the Local Government (State)
Award. Salary will be in the range of $940.70 and
$1025.39 pw dependent upon qualifications and
experience. The successful applicant will be required to
undergo a pre-employment screening at Council's
expense.

high with white flowers that become reddish or
yellow with age. It is a new species of weed that has
been found in our area along the Lachlan River Road
and needs to be eradicated as soon as possible.

Carrathool Races The legendary Carrathool Races attracts up to 2,000 race goers annually. This 6
event race meet has prize money totalling $50,000. The gates open at 11am.
Highlights of the day include Fashions on the Field, Jackeroo Dash & Jillaroo
Sprint, continuous BBQ, licensed bar on course till late. Camp out overnight or
buses are available to/from Griffith & Hay. Entry $20 per person.

Hillston Outback Triathlon The Hillston Outback Triathlon is a great family day out with something for
everyone, made up of four great events:
MICRO 100m swim, 2km bike ride and 800m run,
MINI 200m swim, 10km cycle and 1.6km run.
SPRINT 750m swim, 20km cycle and 5km run.
Our final event of the day is the Lions Walk for life which is for everyone and it
entails a casual stroll around the lake to raise funds for the heart foundation
