rectors has voted to endorse Meg Whitman for Gover-nor.
Upon the conclusion of the CalChamber Boardmeeting on Sept. 3, President and CEO Allan Zarembergannounced:
The CalChamber Board of Directors voted to en-dorse Meg Whitman in the California gubernatorialrace.
For the business community as well as the elec-torate, job creation and economic recovery are the
most important issues and it is clear Meg Whitman
most closely reflects the views of those who make pri-vate sector job creation their first priority.
Many of our board members expressed confidencein having a person with business experience run thestate. CalChamber supports Meg Whitmans priority ofremoving barriers to private sector job creation and cre-ating certainty for those who wish to invest in our state.

has resigned his position herein Fairfield and accepted theposition of President/CEO ofthe Vacaville Chamber.
Mark is most deserving ofthis position, and with hisleadership and vision I am surehe will do a great job for Vacav-ille and strengthen the rela-tionship between our twoChambers to make a strongerbond. Mark, again, congratula-

As you all are aware in myarticles so far during my tenureas Chairman, I have been tout-ing the benefits of joining theChamber and the value yourbusiness receives from thismembership. On Sept. 14, weheld the KUIC Mixer in Vacav-ille in conjunction with the
Fairfield-Suisun Chamber.Again, it was an opportunityfor you to promote your busi-ness not only in the Fairfieldmarket but the Vacaville mar-ket as well. There were many inattendance and the event waswell received as usually thejoint mixers are. Thank you toall who were able to make it,and we look forward to seeingyou at the upcoming mixers as
well.Save the date for the Christ-
mas Mixer, as it is set for Dec.13 at the Hilton Garden Inn inFairfield. Again, this is a greatevent and well attended, espe-cially during the holiday sea-son.
The Hilton Garden Inn pro-vides some fun, unique and a
wide variety of foods for theguests, as well as the tradition-al new members tables, andthe decorations. It really putseveryone into the spirit and is
one of the events that has highattendance.A membership drive is also
on the horizon in January, anddont be surprised if you re-ceive a call from variousChamber members trying toinvite you to membership inthe Chamber.
Our goal is to reach as manypotential members as possible,and invite them into the
Chamber world to join andparticipate in the many bene-fits that the Chamber offers. I
encourage each and everybusiness owner and or manag-er to take a serious look at theChamber as an extension ofyour sales force as well as a re-source for information and avoice in Sacramento and
Washington through our stateassociations and our nationalChambers contacts.
With our kids back in schooland summer a recent memory,we now must look towards thefall and winter season. This isthe time that we totally focuson our business and beginlooking at a new year on thehorizon.
The rest of this year and the

have been going for theNorth Texas Street Business
Association during the pastmonth. In fact, I am really ex-cited that many of the mem-bers of the NTSBA are start-ing to become involved bycontacting us and voicingtheir opinions and alsoshowing up for our meetings.They want to volunteer andhelp us work on projects andprograms that will improveour district and generate
more revenue for the busi-nesses on North Texas Street.
Hopefully that by workingtogether as a team, we canovercome some of the obsta-cles that we are subjected todue to the lagging economy.You know, we can talk aboutthe economy, but that isabout all we can do, becauseit does not seem to be im-proving.
So, we all need to put ourheads together and come up
with some plans to workaround the stalled economy.
City sign ordinance
We are pleased to reportthat currently several busi-
ness representatives andsome of our board membersare working with the City ofFairfield on the City Sign Or-dinance, which has causednumerous problems and ex-tra costs for some of our busi-nesses.
Currently, we are review-ing the sign ordinance withcity staff and working onchanges to benefit our busi-
nesses. Basically, upon com-pletion of a review, the city isgoing to turn the issuing,controlling and monitoringof the signs over to theNTSBA. We feel that thismethod will be fair and equalto all of the business ownerson North Texas Street.

Solano WindsCommunityConcert Bandentertaining area
since 1995
Since Solano Winds Com-munity Concert Band wasfounded in 1995, the band hasregularly fielded a group of45 to 70 musicians to performa number of concerts through-out the year. Each year, the
band has prepared four formalprograms, and has also per-formed at events such as the
Fourth of July Fireworks Showin Suisun City, regular concertsat Paradise Valley Estates, and
an annual appearance in theCarmichael Park CommunityBand Festival each June.
The band has grown organi-zationally from our beginningsas well starting with $500grants from Gordons Musicand Sound and the FairfieldScarlet Brigade Boosters in1995, and we now enjoy fund-ing from a number of individ-ual and corporate donors aswell as support through theCity of Fairfields Cultural ArtsAwards Program.
Music Director Bill Dohertyhas led the band since 2008,
when the founding director,Bob Briggs, passed away. Thepurpose of the band remains
as how it started to performhigh quality band literaturewell, and to have fun doing it!

The remainder of the 111th Congress will be largelydefined by one issue: taxes. With the 2001 and 2003 taxcuts set to expire at the end of the year, Americans arefacing the largest tax hike in history. If Congress acts toprevent these tax increases, the economy will re-
ceive a much-needed injection of certainty.But if Congress lets tax relief lapse, 2011will be another difficult year for
American families and businesses.Lets examine the implications of this pend-
ing tax hike. Marginal income tax rates will in-crease for every taxpayer. The capital gains tax
rate will climb 33 percent. Dividend rates forstockholders will jump by as much as 164 percent.
The child tax credit will be cut in half, and the mar-riage penalty will return.
Small businesses our job creators will be amongthose hardest hit by these tax increases. The top marginalincome tax rate will grow to 39.6 percent from 35

cans and keep our economy moving,raising dividend rates could discour-age investment. Further, it could in-centivize companies to use exces-sive debt financing, causing greatereconomic instability. All taxpayers
who receive dividends, regardless ofincome level, could be hurt by po-
tential lower dividend payouts.Our economy is stumbling on the road
to recovery. Nearly 1 in 10 Americans cant findwork. If you include those who have given uplooking or have settled for part-time work, thatnumber jumps to nearly 1 in 5.
Things are bad, but if taxes go up they couldget much worse.
Congress must act now to prevent this tax in-crease. By preserving current rates, lawmakers would
boost investor, business, and consumer confidence byremoving growth-killing uncertainty from tax policy.
With more of their earnings available and a better senseof what the future will bring businesses and individu-
als will be able to make the purchases and investmentsthat drive economic growth and create jobs.
If Congress does only one more thing before it ad-journs this year, it must extend the tax relief passed
in 2001 and 2003. By giving the business commu-nity tax certainty, Washington would
be casting a vote of confidencefor the economic prospects ofthe nation.

economy. We see it in the con-cerned faces of our local busi-ness owners. We hear it in theirworries about whether theyllbe able to hang on this time.
Yet, there also is opportuni-ty. We see entrepreneurs takingrisks to try new things. Andwhile we have no silver bullet,there are a number of thingswe in Suisun City are workingon to help our local businesses.
Thats what building a sus-tainable local economy is allabout. And thats what SuisunCity is all about.
MICROLOANS: Actual Mon-ey
One of the particularlydaunting issues for small busi-
nesses in todays banking envi-
ronment is securing loans tooperate.
While Suisun City has limit-ed resources, were working
with other local agencies to de-velop two programs that will
help businesses with five em-ployees or less. One is a revolv-
ing loan program and the sec-
ond is a similar vehicle usingCommunity DevelopmentBlock Grant funds. Both pro-grams are in the works.
By leveraging these fundsfrom existing State programs,well be able to help local busi-nesses hire employees, pur-chase equipment and maketheir start during this morethan challenging economictimes.
The coordination and lever-aging of these resources is a lit-tle tricky. But were committedto make this happen, and hopeto announce a program soon.
INNOVATION CENTER: Ac-tual Help
Working with partners, suchas the Solano EDC, SolanoCounty and neighboring cities,Suisun City is supporting thecreation of the Solano Center
for Business Innovation.The Center is designed to
improve employment by help-ing small businesses be moresuccessful, grow revenue andexpand. It will provide infor-mation, education, connec-tions, financing and businessopportunities in a hands-on,one-stop shop.
The Center will help imple-ment financing programs thatcan be very cumbersome andcomplex support beyondwhat a small city like SuisunCity could offer. By working to-gether with other governmentagencies and the private sector,
we can ensure our local busi-nesses have access to these vi-tal services.
CONNECTIONS: MakingSure Were on Track
Sometimes cities are ac-cused of being out of touchwith whats happening in thereal world. While we workhard to avoid that trap, wewant to ensure were in sync

The reasonwhy it would be useful for yourbusiness is because what Ilearn there; I will take backwith me and apply those skills,programs, and many other re-sources to our chamber thus
bringing more value to yourChamber membership.
While I was there, I attendeda course on Membership De-velopment that talked aboutBranding and Knowing yourAudience.
During the part aboutknowing your audience, thespeaker talked about threetypes of businesses that join
the Chamber and since mydeadline (Nov. 19) is approach-ing for businesses to be includ-
ed in our 2011 Chamber Busi-ness Directory, I felt his discus-sion on that topic would workwell for my article this month.He mentioned that there arebusinesses in our communityand elsewhere in the U.S.A.and beyond that join cham-bers of commerce for differentreasons.

Our advertising presence inVIA Magazine has been ex-traordinarily successful. Build-ing upon this success, we willbe hosting a reunion of Viet-nam veterans from across thecountry on the first weekend inOctober (which coincides withour annual Waterfront Festivalfeaturing Art, Wine and Choco-
late sponsored by the Business
Improvement District). Ourspecial location on the water-front, near Suisun Valley winer-ies, combined with our centrallocation to Napa, San Francis-co and Sacramento, made usan attractive choice to host thismemorable reunion.
Furthermore, weve discov-ered the unique and excitingopportunities in social media,and were quite good at it. In
fact, Dennis Erokan, presidentof the Placemaking Group, re-cently said, One of my favoritesuccess stories in city socialmedia is Suisun City.
