THE MAIL MOTOR SERVICE CAME INTO EXISTENCE IN 1944 AND IS AT PRESENT ENTRUSTED WITH THE FOLLOWING MAIL FUNCTION:-
(i) Conveyance of mail bags between Post Offices, RMS offices. TMOs, and Railway Station, Air
Mail Sorting offices, sea ports and from one Post Office to another. (ii) Mechanized clearance of letter boxes if any.
(iii) Conveyance of cash.
(iv) Delivery of heavy parcels in some places.
(v) Repair & Maintenance of vehicles for the above purpose.
(vi) Operation of Logistics Services.
(vii) Bulk mail pickup and delivery for Bulk Mail Centre.
(viii) Operation of Speed Post/EPP Service.
(ix) Direct delivery and pick up from bulk customers.
(x) Operating long distance schedules in RMS section.
(xi) Mobile Post Office if any.
(xii) Repairs/Maintenance of Staff Car/Inspection vehicles.
1. MMS, Mumbai came in operation w.e.fr. 1st April 1948 with a fleet strength of 45 vehicles & 92 officials at 40, C.S.M. Marg, Colaba, Mumbai-39 (formerly known as Apollo Pier Road). The fleet strength gradually increased to 176 with sanctioned strength of 481 staff for its maintenance and operation. Actual strength of total staff is 304 as on date. This unit operates 197 mail & cash schedules covering daily run 13,604 Kms approximate. In addition, the unit also maintains 37 inspection & operational vehicles of Maharashtra Circle. Mail vans from Goa, Nashik, Kolhapur regularly visit MMS workshop at Worli for major repairs. The maintenance & operation of MMS in Mumbai are controlled from following 8 locations.

The depots and workshops are situated within 10 to 60 Kms range from Worli main office and apart from each other. The unit functions under the charge of Senior Manager who is assisted by the Deputy Manager & Accounts Officer, Gr. ’B’ for administration, operation and accounts matters respectively. It is pertinent to note that though MMS, Mumbai is entrusted with the largest fleet strength, it is not sanctioned with adequate supervisory staff & other staff compared to other metros in country.

Powers and duties of Officers and employees
DUTIES AND RESPONSIBILITIES OF MANAGER (GAZETTED), MAIL MOTOR SERVICE, MUMBAI
(1) The Manager (Gazetted Gr “A”) is over all in-Charge of MMS Mumbai unit. (2) He is responsible for all administrative works. (3) He is appointing authority for all Gr. C officials working in MMS unit. (4) He has to responsible to call for Tenders for supply of outsourced manpower and other requirements of the unit. (5) He is Disciplinary Authority for all officials appointed by him. (6) He is responsible to write APARs in r/o all Gr “C” & “D” officials in the unit. (7) He has to attend Vehicle accidents and other court matters also if required (8) He is responsible to ensure supply of Petrol, Oil, Lubricants and stores and accessories to vehicles for their repairs and maintenance. (9) He has to attend MVDC, DPC meetings and Administrative and Technical Inspection of MMS Mumbai . (10) He is responsible to carry out body building on chassis of vehicles (11) He has to ensure in service training/technical training to officials working under his unit. (12) He has to conduct recruitment of Drivers and other Technical Staff. (13) He is responsible to provide special trips to ensure smooth transmission of public mails in case of heavy mails. (14) He has to look after the functioning of 07 Depots and 03 Workshops. (15) He is responsible to timely renew of Factory licences.

DUTIES AND RESPONSIBILITIES OF DEPUTY MANAGER (GAZETTED), MAIL MOTOR SERVICE
General The Deputy Manager (Gazetted) will assist the Senior Manager in all branches of Mail Motor Service and attend to the items of work which are not highly technical and are of a routine nature. The Senior Manager will entrust to the Dy.Manager (Gazetted) such routine administrative and technical duties as may be considered expedient in the efficient functioning of the unit. In discharge of these units, the Deputy Manager will maintain necessary records. Traffic 1. The Deputy Manager will be incharge of the traffic branch keeping in view the best
utilisation of vehicles and their economic operation. He may be responsible for the preparation of their schedules and for ensuring that the schedules prescribed are maintained.
2. The Deputy Manager may also be responsible for drafting all drivers to various vehicles and duty shifts and for ensuring their rotation periodically so as to equate their duty conditions interse. He will be responsible for the investigation and follow up of accident cases. He would also attend to cases in the court and Motor Vehicle accident tribunal.
3. To attend to the correspondence emanating from and pertaining to traffic such as running of mail motors schedules review of schedules proposals and extension of service, accidents etc. and reply to the correspondence thereof.
4. To sanction casual leave and Earned leave to all the staff attached to traffic section including those of Inspectors, MMS.
5. He will write the confidential records of all the drivers and despatch riders and get them countersigned by Senior Manager.
6. To have general supervision over the technical side and also be in overall charge of the unit in the absence of Senior Manager.
7. He will be the joint custodian of Stores keeping the second key of the stores. 8. He will maintain liason with the Regional Transport authority and ensure that vehicles for
which the certificates of fitness expire are stopped from line in time and arrange to renew the certificate of fitness.
9. He would ensure that vehicles which are due for servicing and for periodical repairs/preventive maintenance are withdrawn from line in time and give due intimation to the workshop section.
10. He would ensure timely procurement of P.O.L. 11. He will be responsible for proper security arrangement and of fire fighting equipments. 12. He will arrange for timely renewal of licence for stores of petrol/diesel pumps and also of
workshops. 13. He will authorise engaging of drivers on overtime by officials working in traffic section. 14. He would be responsible for proper functioning of traffic section and following the rules
and procedures prescribed in the accounting procedure in respect of traffic and maintenance in Chapters VII, VIII, XI, XII, XIII and XIV.
15. To attend to any other work that may be assigned to him by the Senior Manager.

DUTIES OF ACCOUNTS OFFICER, MAIL MOTOR SERVICE (A) Accounts : 1. Drawal and disbursement of cash. 2. Maintenance of Imprest. 3. Preparation of classified Accounts & Stores Proforma Accounts. 4. Payment of contingent and works expenditure. 5. Checking of detailed estimates for purchase of Motor vehicles through DG S&D or firms on
rate running contract. 6. Maintenance of Accounts of purchases of tyres, tubes, batteries and other accessories
including tools and equipments after preparation of estimates and obtaining proper financial sanctions.
7. Maintenance of Accounts of purchase of petrol, oil & lubricant. 8. Maintenance of purchase diaries including separate diaries for Petrol, Oil & lubricants. 9. Maintenance of Inventory to stock books. 10. Calculation of K.M. per litre of petrol consumed by each MMS vehicles. 11. Calculation of charges for works undertaken on behalf of other units/services and raising
debits/watching recoveries of such charges. 12. Preparation of proforma Accounts and its monthly submission to the Head of Circle and to
the Directorate annually. 13. Preparation, submission and maintenance of various returns/books/statements/registers
etc. (not covered by items 1 to 12) relating to accounting functions of the MMS units already being maintained or are prescribed to be maintained in future.
(B) ADMINISTRATIVE 1. The Senior Manager in-charge of MMS unit will entrust Accounts Officers in MMS unit
such routine Adminstrative duties may be considered expedient in the efficient functioning of the unit. In the discharge of these duties the Accounts Officer will maintain necessary records.
(C) GENERAL The functions of Accounts Officer in MMS unit would be three fold.
1. An Accounts Officer he will be responsible for correct maintenance of accounts in accordance with the prescribed rules and procedures.
2. As Internal checker he will be responsible for applying certain preliminary checks to the initial accounts and vouchers etc.
3. In matters relating to accounts, budget estimates and operation of financial rules etc. he will render such assistance to the Senior Manager, MMS as he may be required by the later from time to time.
DUTIES OF ASSTT ACCOUNTS OFFICER, MMS, MUMBAI. 1. To receive the Dak and distribute the same amongst the clerks attached to the Accounts
section. 2. To ensure that all the records pertaining to Accounts section are properly kept up. 3. He/She should ensure that all the weekly, monthly, quarterly, Half yearly and Yearly
statements are submitted in time. 4. He/She is personally responsible for proper and correct maintenance of Cash Book and
preparation and punctual submission of monthly cash current account to the Audit office. 5. He/She should ensure that ATDs are prepared in time and correspondence in that
connection is pursued till final adjustment by the Audit office. 6. He/She should exercise control over the budget allotment. 7. He/She should ensure that service books are properly maintained and all the registers
required to be maintained by the Accounts section. 8. He/She should ensure that stores proforma Accounts and consolidated statements are
prepared in time. 9. He/She should ensure that bills for private journey are prepared in time and recoveries are
watched. 10. He/She should further ensure that Audit objections are promptly replied by Accounts and
Stores section. 11. He/She is to assist the Senior Manager, Mail Motor Service, Mumbai in various matters
connected with accounts of Mail Motor Service.

DUTIES OF HEAD PA/CLERK/ASSTT. MANAGER, MMS As an overall of administrative branch the incumbent of this post will attend the following duties. 1. To go through the dak received daily and arrange to mark the appropriate section/dealing
asstt. To deal with and arrange to submit them for its disposal and check the inward register once in a week.
2. To deal with correspondence where policy matters and where require his personal attention or will give special discussion with dealing assistant if necessary.
3. To keep watch over the movement of correspondence of the administrative section and keep a note on important correspondence requiring prompt action and watch over their final disposal.
4. To scrutinise the notes and drafts put up to him through files and submit them to S.O., Dy.Manager, A.O. and Sr. Manager as the case may be.
5. Will attend to recruitment appointment, confirmation, retirement, promotion and other establishment matters.
6. Will arrange for indenting and supplying of uniform stationary forms and furniture etc. 7. Will supervise the clerical correspondence relating to Postal Machine Repairs section. 8. Will supervise the work of Log book/K.M. posting section., 9. Will take adequate steps for renewal of licence for Diesel pump, Factory and other contracts. 10. Review of retirement cases, retention in service beyond 55 years. 11. To assist the steno to maintain CR files. 12. To attend to such other duties as are assigned to him/her from time to time by the
Dy.Manager/AO/Sr. Manager and other superiors in the interest of service. DUTIES OF INSPECTOR/AM, COURT CASES AND ACCIDENT CASES
1. He will attend to all outside duties instructed to him by the Dy.Manager/Sr. Manager from time to time.
2. He will make enquires in accident cases reported by the Inspector/in-charge of depots and make correspondence relating the accident cases and persue them till finalization.
3. He will maintain liaison with the police authority for submission of report relating to accident cases.
4. He will attend the courts for hearing etc. in case of litigation and process the case to the Govt. pleader on behalf of the Sr. Manager.
5. He will attend to surprise check of schedules as and when entrusted to him and submit report thereof to Dy. Manager/ Sr.Manager.
6. He will visit local offices for complaints received from the staff or public and submit report thereof to the Dy.Manager/Sr.Manager.
7. He will investigate complaints for loss or theft etc. and submit report thereof to the Dy.Manager/Sr.Manager.
8. He will attend such other duties assigned to him from time to time by Dy.Manager/Sr.Manager in the interest of service.
DUTIES OF TECHNICAL SUPERVISOR, MMS (1) (8.30 to 16.30 hrs.) 1. He is Incharge of Workshop. 2. He should assist Sr. Manager in all Technical matters. 3. He will monitor the work of all chargehands & ensure that work is being extracted by them
from all artisans. 4. He should keep close watch with main workshop & sub depots/garages & see that required
number of vehicles for schedules are on road. 5. He will pursue with Store Officer for procurement of spare parts. He will check the spare
parts according to demand & ensure proper supply of spare parts to concerned depots. 6. He will visit all sub depots for monitoring maintenance and regular checking of vehicle and
ensure proper entries in concern register. 7. He will keep watch on major maintenance/repair at sub depots and it’s progress. 8. He will keep watch on KMPL of all vehicles & ensure proper rotation of vehicles for equal
distribution of km running of all vehicles for schedules. 9. He should check the Job cards and examine the necessity of required spare parts. 10. He is responsible for maintaining and getting Fitness certificate/Registration of vehicles etc. 11. To attend such other duties as & when assigned to him from time to time by Dy.
Manager/Sr.Manager.
