Department of Women & Child Development

Aims and objectives of the organization :

The main objective the Department of Women and Child Development is to promote the welfare of women & children, especially those belonging to the under privileged section of the society. To fulfill its mandate the department is implementing the following schemes.

Child Protection Unit

Nodal Department for implementation of Juvenile Justice (Care and Protection of Children) Act, 2000, Delhi Commission for Protection of Child Rights and other childrens legislations, child policies related to child welfare. Implementation of Integrated Child Protection Scheme of MWCD, GOI.

Women Empowerment Cell

The Department of Women & Child Development has a Women Empowerment Cell (WEC) desk which is presently dealing with 03 schemes: Scheme for Implementation of Protection of Women from Domestic Violence Act, 2005, Scheme of Working Womens Hostel and Scheme for Delhi Commission for Women. Recently, on 25.11.2009 the Safe Delhi Campaign was launched by the Department to create a strategic frame work for making planned interventions to make the city safer for women. The Department is also running 01 statutory institution under Immoral Trafficking (Prevention) Act 1956 namely Nirmal Chhaya and 03 non statutory institutions namely Widow Home, After Care Home and Short Stay Home for destitute women.

Gender Resource Centre Cell

The Gender Resource Centre Project, which is a Programme for Women Empowerment, was initiated in the Year 2001 by this Department. It is now under the administrative control of Samajik Suvidha Sangam (Mission Convergence), which has its Head Office at Vikas Bhawan II, Civil Lines, Delhi. The Samajik Suvidha Sangam (Mission Convergence) was formed in the year 2008, to facilitate the delivery of Welfare entitlements to the vulnerable sections of the society through a single window delivery system. The Gender Resource Centers set up under the Bhagidari Scheme, for Carrying out programmes for Women Empowerment, were identified as the operating structure for Mission Convergence at the Community level.

The Mission Convergence/ Samajik Suvidha Sangam invites applications from Voluntary Organizations/ NGOs to partner in its initiative to reach out to the poor and vulnerable and empower these communities to help them receive timely services offered by different Departments. Currently, 124 GRCs (including extension Centers) are functional in 10 Districts of Delhi.

The GRC Project is a Plan Scheme of the Department of Women and Child Development, under the Administrative Control of Mission Convergence/SSS. The funds for implementation of the scheme are allocated to the Department of Women and Child Development, which releases it to Samajik Suvidha Sangam from time to time as grant-in-aid, to be further released to the implementing NGO partners.

The total budget sanctioned for Project GRC in the Financial Year 2011-2012 was Rs. 18 Cr. Expenditure made in that year on GRC Project was Rs. 16 Cr, 2 lacs, 67 Thousands and 320 only. The budget for the Current Financial Year i.e 2012-13 is Rs. 18.50 Cr. and expenditure of Rs. 4 Cr, 76 Lacs, 63 Thousands and 5 Hundred only has been made till date.

Financial Assistance Services

Ladli Scheme.

Delhi Ladli Scheme was launched in the NCT of Delhi on 01.01.2008 to empower the girls by linking financial assistance with their education upto senior secondary level. Under the scheme financial assistance is sanctioned at the following stages:

To be eligible the family income should not exceed Rs.1 lac per annum, the family should be a resident of Delhi for atleast 03 years prior to the date of filing of application, the girl child should be born in Delhi and if she is school going the school should be recognized. The benefit of the scheme is limited to 02 girls per family.

The amount is sanctioned in the name of the girl child and is deposited with SBI Life Insurance Co. Ltd. (SBIL) which manages the amount till the girl attains the age of 18 years and passes Class-X as a regular student or takes admission in Class-XII. On attaining this milestone the girl child can claim the maturity amount, which can be utilized for her higher education or vocational training or for setting up a micro enterprise.

Pension to Women Distress:- Pension of Rs 1500/- PM to women in Widows, divorced, Separated / destitute and abandoned is providing economic assistance to widow women so that they can live their life comfortable. All such women who are are residence of Delhi for atleast five years preceding the date of application and having annual income less then Rs. 60,000/-

Financial Assistance to Widows for Marriage of their Daughters and orphan Girls:-

A onetime financial assistance of Rs. 30,000/- is given in said scheme to those who are residence of Delhi for atleast five years preceding the date of application and having annual income less then Rs. 60,000/-

Integrated Child Development Services

The ICDS Services is Indias response to the challenge of meeting the holistic need of the child. The ICDS is one of the worlds largest and most unique outreach programme for early childhood care and development. It symbolizes Indias commitment to its children. The first ICDS project was launched in India with 33 Project in all over the country on 2nd October 1975 and ICDS project Jama Masjid was the pilot project for the state of Delhi.

Introduction

The pioneering Integrated Child Protection Scheme (ICPS) was launched by Ministry of Women & Child Development, Government of India in the year 2009 which is being implemented on mission mode by the State. It aims to provide a protective environment for all the children in order to enable them to develop into responsible individuals. It functions as a Government-Civil Society Partnership Scheme under the overreaching direction and responsibility of the Central and State Governments. The interventions include - inter-alia, financial support for setting up and/ or maintenance of Homes for children in need of care and protection and those in conflict with law, setting up of child protection structure viz., State Child Protection Society and District Child Protection Society, capacity building, advocacy etc.

The Scheme is primarily an integration of components of three existing Schemes:

A Programme for Juvenile JusticeAn Integrated Programme for Street Children (including Childline Services)Scheme of Assistance to Homes (Shishu Greh) for children to promote in-country adoption

The Scheme comprehends Child Protection as a Right of every child to be protected from or against any perceived or real danger or risk to their life, their personhood and childhood. It is about reducing their vulnerability to any kind of harm and protecting them in harmful situations. It is also about ensuring that no child falls out of the social security and safety net and, those who do, receive necessary care, protection and support so as to bring them back into the safety net.

Protection of Child Rights

The cardinal principles of the Scheme:

Concerted approaches towards child protection:

Prevention: - through an outreach programme, convergence of services, strengthening community capacity and integrating child protection concerns and safeguards. Promotion of Family-based Care: through sponsorship, kinship care, foster care and adoption.Financing: - by providing Grant-in-Aid to voluntary organizations under the different components of the Scheme.Integrated service provision: - into a range of services to cater to the multiple needs of children in difficult circumstances through an interface with various sectors i.e. health, education, judiciary, police and labour. Care plan for each child: - availability of adequate services as long as the child is in need of care.Community based service delivery: - increase access to child care services.Decentralization and flexibility to focus on local needs: - allocation of human resource based on protection service requirement for quality child protection services.Partnership building and community empowerment: - developing close working relationships, information sharing and strategy building between government structures and civil society organizations including corporate and communities. Quality care, standards for care and protection: - adherence to set standards pertaining to physical infrastructure and human resource requirements, as well as protocols, methodological instructions ad guidelines for services and operational manuals for functioning of statutory bodies.Building Capacities: - training and capacity building of all service providers and functionaries to equip and enhance their skills, sensitivities, knowledge on child rights and standards of care and protection.Monitoring and Evaluation: - setting up a child protection data management system to formulate and implement effective intervention strategies and monitor their outcomes as well as regular evaluation of the programmes and structures.

Status of Implementation of ICPS in Delhi

Memorandum of Understanding was signed on 17.3.2010 with the Ministry of Women & Child Development, GOI, and subsequently, State Child Protection Society, Delhi was also registered on 5.8.2010 and became functional implementing the Integrated Child Protection Scheme in the State.The Scheme was augmented by setting up of the State Project Support Unit in October 2010 at head office of the Department of Women & Child Development, GNCTD, 1 Canning Lane, KG Marg, New Delhi. All the posts in SPSU have been filled up except the post of Programme Manager as none of the candidates found suitable during the interview for the said post. However, One Assistant Director (regular official) has been posted entrusted with the responsibility of implementing the Scheme, monitoring the programs and to process for setting up of State/ District Units and also to oversee their functioning. The Governing Body of the Society is headed by Honble Minister, Women & Child Development (GNCTD) and it had its first meeting on 16th December 2011 (minutes enclosed). The Executive Committee of the Society is headed by Secretary, Department of WCD, GNCTD and it already organized 4 meetings. Two District Child Protection Units have been set up for the Districts North & North East and East & Central and efforts are being made to establish more District Child Protection Units for remaining Districts.A detail lists of Child Care Services being monitored under ICPS by the Society/ State Unit is also enclosed. The Department has set up/recognised the following under Juvenile Justice(Care & Protection of Children)Act,2000:21 Children Homes u/s 3404 Observation Homes u/s 802 Place of Safety u/s 1201 Special Home u/s 907 Child Welfare Committees u/s 2902 Juvenile Justice Boards u/s 408 Shelter Homes run by NGO u/s 3745 NGOs were granted recognition u/s 37 including12 Specialized Adoption Agencies were granted recognition for in-country adoption u/s 41 out of which 8 Adoption Agencies have been recognized also for inter country adoption.

Missing & Found Children Tracking System:

However, initiative has also been taken by the Ministry for developing National Portal on Missing Children Tracking System under NIC and coordination with the Department/ Society. Assistant Director (ICPS) has been nominated as Nodal Officer for coordinating with the NIC. The new website of the national portal is www.trackthemissingchild.com/trackchild.

Training & Orientation:

Publications:

Annual Report for the year 2010-11, Annual Report for the year 2011-12 and a Booklet consisting Documents of the State Child Protection Society, Delhi were published.

Recommendation for Grant-in-Aid (2011-12) to suitable NGOs under following Programs forwarded for sanctions to the Ministry of Women & Child Development, GOI:

Alternative forms of child care:

Adoption: There are 11 Specialized Adoption Agencies run by NGOs have been registered and recognized having Cradles facility with all of them. The updated status of registration of Prospective Adoptive Parents (PAPs) and availability of children for adoption in these SAAs is enclosed.

Sponsorship: Programme of supplementary support for the well being and to protect the interest of children has already been approved in principal by the Finance Department. However, scheme is yet to be implemented as the funds from the Ministry of Women & Child Development, GOI is awaited and also that the District Child Protection Units are to be set up in the remaining Districts. The program also needs review as the income criteria given in the Scheme is to be revised for better coverage in the State. Communication has been sent to the Ministry in this regard with request to increase the amount of Sponsorship.

Foster Care: Department is running an institution known as Foster Care Home Service (FCHS) established in the Nirmal Chhaya Complex, Hari Nagar promoting pre-adoptive foster care and adoption. Efforts have also been made and persuading with the concerned officials of Child Welfare Committee and the institutions to upgrade the service to convert the institution as Specialized Adoption Agency.

However, Program of financial Assistance to parent/s desiring to take a child which is an integral component of Foster Care Service under ICPS has not been finalized. The proposal in this regard, has been turned down by the Finance Department. Request has been made to the Ministry to revise the quantum of financial support.

After Care Service: Children attained the age of 18 years but couldnt be restored with their respective families or found with no survival means are given shelter in the Government run After Care Home with objective to facilitate for vocational skill development and support to reintegrate in the mainstream of society.

2.5 Review of proposed Model, CHB Lajpat Nagarp: Children home for Boys-1 at Lajpat Nagar has been selected to be converted into model home with adequate infrastructures and facilities. The Proposal Approval Board, Ministry of Women & Child Development, Government of India has already approved the proposal. Estimate from the Public Works Department received and forwarded to the Ministry and sanction for 1st installment was also issued. However, it requires revision which will be done in consultation with the concerned Architect deputed by PWD.

Mission/ Vision :

Conferment of rights on children, and reintegration of juveniles and care and protection of vulnerable children, with a view to furthering their right to survival, development, protection and participation. Also to promote the all over development of women especially those belonging to the under privilege section of the society.

Brief history and background for its establishment :

The child welfare desk (later on child welfare branch) was established in 1997 after the division of work by the Social Welfare Department related to the focus areas such as Child, Women, Social Defence, Handicapped Welfare etc. Vide orders dated : 24th March, 2009, child welfare branch and the Institutions/ Estate/ Procurement Branches of Department of Women and Child Development, 1, Canning Lane, K. G. Marg, New Delhi are collectively declared as the State Child Protection Unit. The branch is now a part of the State Child Protection Unit.

The Welfare Officers, the Dy. Director (CW/Licensing/ICDS) and Joint Director (CW) put up the child welfare matters adding their level inputs, wherever necessary, to the Competent Authority for decision/ policy. The matters dealt are as below:

Drafting of Rules and amendments if required under Juvenile Justice (Care and Protection of Children) Act, 2000, The Commission for Protection of Child Rights Act, 2005, Child Marriage Prohibition Act, Juvenile Justice Fund and Notifications thereof.Constitution and Notification of Juvenile Justice Boards, Child Welfare Committees, Shelter Homes, Inspection Teams, State Advisory Board, Delhi Commission for Protection of Child Rights and Selection Committee.The court matters related to above issues are also dealt in Child Welfare Branch with the help of Litigation Branch of the Deptt.Implementation of Plan Scheme on A Programme for Juvenile Justice and Implementation of DCPCR.Relevant correspondence with agencies such as NIPCCD, NHRC, NCPCR, PGC, GOI, Resident Commissioners, Delhi Police, 3rd Battalion. (I)Voluntary Action Cell (VAC) of the Departments of Women & Child Development and Social Welfare, Govt. of NCT of Delhi is operating from the Room No. 14 at the premises of the Head Quarter of the Deptt. of WCD, which is situated at Old ITI Building, Canning Lane, K.G.Marg, New Delhi-110 001, near Hostel of the Ministry of External Affairs. VAC of the Deptt. of WCD, Govt. of NCT of Delhi is entrusted with the following work:

Processing of Grant-In-Aid (GIA) applications/ proposals received by the Deptt. from the interested eligible organizations/ NGOs under a number of GIA schemes of the Ministry of Women & Child Development and Ministry of Social Justice & Empowerment, Govt. of India in addition to two of its own GIA schemes.

In case of the GIA schemes of the Ministries WCD and SJ&E, Govt. of India, the role of the Deptt. of Women & Child Development, through its VAC and other allied divisions/ branches, is concerned only with recommending the suitable proposals/ applications to the Ministry after their due scrutiny and prescribed inspection in accordance with the guidelines and norms of the respective Ministry as conveyed by them from time to time. The pre-rogative of sanctioning and releasing Grant-In-Aid to the recommended organization lies solely with the concerned Ministry of Govt. of India as per its terms and conditions, since it is the fund owning agency.

However, in case of the GIA schemes of the Departments of Women & Child Development and Social Welfare, GIA funds are released by the Departments. only after the GIA application is found suitable for the purpose by its GIA Committee, under the applicable scheme as per its norms and guidelines.

Processing of the requests/ applications for DDA Institutional Land received from the NGOs as administrative department in respect of verification of the organization to the Land Allotment Recommendatory Committee of the Urban Development Department, Govt. of NCT of Delhi. Processing of the GIA applications forwarded by the Delhi Kalyan Samiti, Deptt. of Finance, Govt. of NCT of Delhi as the administrative department for the GIA subjects related to the Departments of Women & Child Development and Social Welfare One may access the details of grant schemes of Delhi Kalyan Samiti at the official website of Department of Finance, Govt. of NCT of Delhi which is the fund giving agency i.e. dks/finance.delhigovt.nic.in.

During the current year 2012-13 the following instructions were given out in the advertisement notice for the eligible interested applicant organizations for their facilitation ( however they are not permanent and may vary year to year subject to their relevance)

Application should be in the format as prescribed under the applicable scheme.

Application submitted in the form other than the prescribed proforma under the applicable scheme or submitted without signatures in the application will be summarily rejected.

Applications submitted without the documents/ enclosures as prescribed under the applicable GIA scheme WILL NOT BE CONSIDERED.

Every GIA scheme of the Ministries as detailed in the table given above, has its own different eligibility conditions/ criteria, which can be seen in the above given websites. Applicant Voluntary Organizations are advised to ensure that they fulfill eligibility conditions, failing which, they should NOT apply.

Interested eligible NGOs must follow the following instructions before submitting the application:- Each and every page of the application and enclosures must be signed by the authorized signatory and stamped with the seal of the organization. Otherwise application will not be CONSIDERED.NGO must submit their two copies of applications/proposals in two separate office file- coversAll papers of the applications/proposals must be page- numbered separately in the back- to- front fashion. The file covers containing the applications/ proposals must indicate boldly the name & address (Registered Office) of the NGO, name of the GIA scheme and the nature & address of the project applied forThe applicant NGOs must attach an Index on top of the application/ proposal clearly showing the page numbers at which various required documents, etc. are placed in the application/proposal..

In view of the letter vide No. 1-31/2006-cdn dated 14th December, 2009 received in the Department from the Ministry of Social Justice & Empowerment, Govt. of India the NGOs which have been getting grant regularly for the last five years may submit an advance copy of application for release of first installment ( advance amount) directly to the Ministry, in addition to submission of application to this Department. in response to this advertisement notice.

Applications submitted through post or at Receipt & Issuing (R&I) of the Department or submitted in the manner other than as prescribed above, will NOT BE CONSIDERED.

Application submitted after the last date will NOT BE CONSIDERED.

Applicant Voluntary Organizations which have submitted their applications/project-proposals at Receipt & Issuing (R&I) or any other branch of the Department of Women & Child Development and Department of Social Welfare, Govt. Of NCT of Delhi, for the year 2012-13, prior to this notice, are hereby instructed to obtain the same and resubmit them in the manner prescribed here in this advertisement. Otherwise their applications will not be considered. No query/ correspondence will be considered in this regard.

Applicant NGOs interested to apply under the GIA schemes namely (a) Education Work for Prevention of Atrocities on Women and (b) General Grant-In-Aid for Voluntary Organizations in the Field of women & Child Development of the Ministry of WCD, Govt. of India may please note that the GIA Committee of the Department may not recommend the project proposals which would be similar to the activities/ programmes as are implemented by the Gender Resource Centres of the Mission Convergence (Samajik Suvidha Sangam Society), Govt. of NCT of Delhi in a particular proposed area.

Canvassing by the applicant organizations in any form will be a disqualification.

To publish advertisement notice in major newspapers inviting application for grant-in-aid.

Receipt of GIA applications and attending to the queries and clarifications of the NGO in respect of their submission of application.

Particulars of organization, functions and duties

Pradhan Mantri Matru Vandana Yojana (PMMVY)

Introduction:

From 01.01.2017, the Maternity Benefit Programme would be implemented in all the districts of the country in accordance with the provision of the National Food Security Act, 2013. The programme is named as Pradhan Mantri Matru Vandana Yojana (PMMVY).

Under PMMVY, a cash incentive of ` 5000/- would be provided directly in the account of Pregnant Women and Lactating Mothers (PW&LM) for first living child of the family subject to their fulfilling specific conditions relating to Maternal and Child Health.

The eligible beneficiaries would receive the remaining cash incentives as per approved norms towards maternity benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman will get ` 6000/- .

Objectives of PMMVY:

Providing partial compensation for the wage loss in terms of cash incentives so that the woman can take adequate rest before and after delivery of the first living child.

The cash incentive provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mothers (PW&LM).

Target beneficiaries:

All Pregnant Women and Lactating Mothers, excluding PW&LM who are in regular employment with the Central Government or the State Governments or PSUs or those who are in receipt of similar benefits under any law for the time being in force.

All eligible Pregnant Women and Lactating Mothers who have their pregnancy on or after 01.01.2017 for first child in family.

The date and stage of pregnancy for a beneficiary would be counted with respect to her LMP date as mentioned in the MCP card.

Case of Miscarriage/Still Birth:

A beneficiary is eligible to receive benefits under the scheme only once.

In case of miscarriage/still birth, the beneficiary would be eligible to claim the remaining instalment(s) in event of any future pregnancy.

(iii) Thus, after receiving the 1st instalment, if the beneficiary has a miscarriage, she would only be eligible for receiving 2nd and 3rd instalment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionalities of the scheme. Similarly, if the beneficiary has a miscarriage or still birth after receiving 1st and 2nd instalments, she would only be eligible for receiving 3rd instalment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionalities of the scheme.

Case of Infant Mortality:

A beneficiary is eligible to receive benefits under the scheme only once. That is, in case of infant mortality, she will not be eligible for claiming benefits under the scheme, if she has already received all the instalments of the maternity benefit under PMMVY earlier.

Pregnant and Lactating AWWs/ AWHs/ ASHA may also avail the benefits under the PMMVY subject to fulfillment of scheme conditionalities.

Benefits under PMMVY:

Cash incentives in three instalments i.e. first instalment of Rs. 1000/- on early registration of pregnancy at the Anganwadi Centre (AWC)/ approved Health facility as may be identified by the respective administering State/ UT, second instalment of Rs. 2000/- after six months of pregnancy on receiving at least one ante-natal check-up (ANC) and third instalment of Rs. 2000/- after child birth is registered and the child has received the first cycle of BCG, OPV, DPT and Hepatitis-B, or its equivalent/ substitute.

The eligible beneficiaries would receive the incentive given under the Janani Suraksha Yojana (JSY) for Institutional delivery and the incentive received under JSY would be accounted towards maternity benefits so that on an average a woman gets Rs. 6000/-.

Conditionalities and Instalments

PW&LM shall receive a cash benefit of Rs. 5000/- in three instalments at the following stages as specified in the table given below:
