According to a new Congressional Budget Office (CBO) report, the HTF will be unable to support any investments in new projects come September, and will require, on average, $16.3 bil- lion annually just to preserve the current trans- portation program. By comparison, over a two- year period, the Bipartisan Budget Act of 2013 — the Sen. Patty Murray (D-Wash.) and Rep. Paul Ryan (R-Wis.) budget deal — reallocates resources to increase the non-defense discretionary spending cap by an average (ironically) of $16 bil- lion per year. Calling that process a “painful scenario,” Ruane warned the Senate Environment & Public Works Committee that if the HTF shortfall is not addressed, more than 12,000 highway, bridge and safety capital projects across the nation — on the routes most important to the U.S. economy — could be lost. Ruane noted that trucks carry freight worth more than $11 trillion over the nation’s roads and bridges every year, and nearly 75 percent of that travel takes place on the federal-aid system. “Without that federal investment in these roads, trucking mobility and economic productivity are at risk,” he said. Ruane explained ARTBA’s economics team set about to research how the public’s federal gas tax dollars were put to use in 2012. Unfortunately, it took a Freedom of Information Act request and sophisticated computer analysis of literally mil- lions of data points to get answers. The “Left Coast Lifter,” the world’s largest floating crane, passed through the Central American canal in January, on its way from its home near San Francisco to the Hudson River in New York, where it will be used to dismantle the deteriorating Tappan Zee Bridge and construct a replacement. Tappan Zee Bridge Twenty-five miles north of Midtown Manhattan, the Governor Malcolm Wilson Tappan Zee Bridge, sometimes called The Tap, is a cantilever bridge across the widest point of the Hudson River in New York. and hoist the tusk, which was placed on a pallet, encased inplaster and covered in blankets, to a waiting flat-bed truck.The tusk headed to its new home a few miles away at theBurke Museum of Natural History and Culture on theUniversity of Washington’s Seattle campus, where it will bepreserved, studied and eventually put on display. The tusk, believed to be of a Columbian mammoth, was

measured at 8.5-ft. (2.6 m) long after it was fully exposedovernight. It’s between 20,000 and 60,000 years old and withthe plaster encasing could weigh up to 500 lbs. (227 kg), saidChristian Sidor, a paleontologist from the Burke Museum. The tusk is water-logged, and scientists say properly

restoring and preserving it could take at least a year. Construction workers found the tusk about 30 ft. below

street level, thinking at first that it might be a pipe or a root.The company building a 118-unit apartment complex at thesite has nearly stopped construction to accommodate the sci-entists. No more fossils were found during the overnight dig, the

museum said. “Generally tusks like these are the last thing left’’ after ani-

mals and time remove the bones and the rest of the creature,Sidor said. The tusk’s fate was entirely up to the landowner, who

decided to donate it to the Burke Museum. The costs of thedelay aren’t known yet, said Scott Koppelman of AMLIResidential, which also owns apartment complexes to thesouth and west of the construction site. The benefits to the community “outweigh the costs,’’ he

said. Mammoths and mastodons were ancient elephant rela-

tives that roamed North American lands that were not cov-ered in ice. Both became extinct as glaciers retreated at theend of the Ice Age. Columbian mammoths grew to 12 ft. atthe shoulder, or about the size of today’s Asian elephants, themuseum said. Fossilized mammoth remains have been found numerous

times in the Seattle area and across the state, so much so thatthe Columbian mammoth is the state’s official fossil. Still, most of the Burke Museum’s collection is fragments.

This tusk would be one of the largest and most intact speci-mens found. The museum’s collection has 25 mammoth fossils from

King County, including a tooth that was found a few blocksaway from the tusk when the Mercer Street on-ramp toInterstate 5 was built years ago. Children at a daycare next door and adults all cheered as

the pallet hung over the construction site. At the day care, there was a hand-made sign that said,

hydraulic motors on the track

just before the coaster cars wouldnavigate the upside-down loop.Rios plumbed three motor pumpson this section to speed up thetrains. He also installed a new elec-tric control valve on a tank andplumbed it into the internal mani-fold with hoses.Rios measured, cut and installed

hose assemblies in various lengthsand sizes. There were eightPFMU25 hose assemblies with JICfittings and ferrules and three 115ft. (35 m) PFMU25 hose assem-blies with JIC and NPTF fittingsand ferrules. A variety of adapterswere used including JIC and NPTFelbows. Rios also provided a new

custom mounting plate, checkvalves and gauges.The job was completed in six

SEATTLE (AP) The contractingteam hired to dig a highway tunnelunder downtown Seattle told theWashington state TransportationDepartment on Feb. 10 that it will takemonths to fix broken seals on theworld’s largest tunneling machine, theTransportation Department said. Seattle Tunnel Partners is working

with Hitachi Zosen, the machine’smanufacturer, to determine how best tofix the broken seals surrounding themain bearing of the machine called“Bertha,’’ which is 60 ft. (18 m) under-ground, Transportation officials said ina statement. The contractor is looking at access-

ing the area through the back of themachine or by drilling a shaft in frontof it. “Either way, this process will take

months,’’ the TransportationDepartment said. The machine has been mostly idle

for two months and is only one-tenthof the way toward completing a 1.7-

mi. (2.7 km) tunnel. The tunnel willcarry Highway 99 traffic and allow theremoval of the aging Alaskan WayViaduct along the Seattle waterfront. Chris Dixon, director of Seattle

Tunnel Partners, told The SeattleTimes that his team is considering“four or five options’’ for a front-endapproach. Once the shaft was dug, the 630-ton

(571.5 t) cutter head would bedetached and lifted using a crane, thenewspaper said. Dixon said a decision hasn’t been

made yet. Depending on what inspec-tions show, the contractor might beable to deliver the parts through theback of the machine. On Feb. 7, the Transportation

Department said inspections conduct-ed in January found that many of themachine’s cutter-head openings wereclogged with dirt and other things.Transportation officials alsoannounced that the seal system pro-tecting Bertha’s main bearing was

damaged. This was revealed after“higher-than-normal heat sensor read-ings’’ appeared. Seattle Tunnel Partners “has not yet

fully determined the cause of the sealproblems and, to date, they have notshown any evidence that suggests thestate or taxpayers will be responsiblefor cost overruns associated with theserepairs,” transportation officials saidFeb. 10. “We have requested and expect

detailed plans on how the repairs willbe made and how STP can recover losttime on the tunneling project,’’ thestate said. The project is budgeted at $1.4 bil-

lion. The total viaduct replacement isestimated to be a $3.1 billion project.The tunnel project is supposed to befinished in late 2015.

ConExpo 2011Las Vegas, NevadaConExpo 2011 Attracts Hundreds of Thousands to Vegas

The mood was overwhelmingly positive at theConExpo-Con/AGG and IFPE 2011 expositions heldMarch 22-26 in Las Vegas. Despite continued uncertainty in U.S. construction mar-

kets and the overall economy, industry professionalsexpressed hopeful optimism for a sustained U.S. upturn inthe coming months, while global sales continue to bestrong.ConExpo-Con/AGG and IFPE 2011 attracted nearly

120,000 registered attendees; the shows were the globalindustry gathering place for the year and the largest gather-ing in North America since 2008 for the construction, con-struction materials and fluid power/powertransmission/motion control industries. The shows were

held at the Las Vegas Convention Center.Attendees said they were at the shows to examine the

newest equipment and product technologies and innova-tions to help them prepare for future business; exhibitorscited the high quality of customers and reported strong pur-chases and sales leads to new as well as existing customers.“The construction industry has been through some very

tough times, with record unemployment, since the lastConExpo-Con/AGG and IFPE in March 2008. With thesepositive numbers and the industry support of the shows,we’re optimistic about the future and looking forward toseeing these new sales orders fulfilled,” said Megan Tanel,AEM vice president of exhibitions and events.“There was such a tremendous upbeat feeling at the

shows; it was really great to see our industry looking aheadwith some enthusiasm after the recession,” said MikeHaberman, chairman of the ConExpo-Con/AGG 2011management committee and president of GradallIndustries.A record number of more than 860 co-located events,

educational programs and pre-planned meetings were heldwith the shows, plus dozens more meetings scheduledonsite. Co-locations included ICON Expo for the concreteproducts industry and several annual conferences of nation-al industry associations.

Quality Attendance, International ScopeInternational registrations accounted for a record 24 per-

cent of the total, representing more than 150 countries.ConExpo-Con/AGG 2011 and IFPE 2011 were among aselect group invited to participate in the U.S. Department ofCommerce International Buyer Program, which facilitatesthe participation of international visitors. The shows hosted42 official international customer delegations from 37

countries, organized by the U.S. Department ofCommerce as well as in-country associations andrelated groups.The majority of show attendees were key compa-

ny decision-makers, including 44 percent with thetop titles of president/owner and vice president/gen-eral manager/chief financial officer.“The increased global participation by attendees

and exhibitors underscores the importance of worldmarkets to our industry. The U.S. economy is slowlyimproving and we have a ways to go, especially inconstruction, but after 18 to 24 months there is morepent-up demand for equipment to be ready for theupturn,” Tanel said.“IFPE-related markets have fared somewhat bet-

ter than construction and there definitely was a lot ofpositive momentum and interaction on the showfloor. At both shows, attendees told us this was theplace they needed to be to check out what’s new andget up to speed on the latest industry trends,” saidMelissa Magestro, IFPE show director.

On the Show FloorAltogether on the show floor there were more than

2,400 exhibitors taking more than 2.34 million netsq. ft. of exhibit space. IFPE was the largest ever, andConExpo-Con/AGG’s exhibit space was the secondlargest in the show’s history.Reinforcing the global scope of the shows were 10

international exhibit pavilions — IFPE with pavil-ions from China, Italy and Taiwan, and ConExpo-Con/AGG with pavilions from China, Finland,Germany, Italy, Korea, Spain and United Kingdom.

Power featured a record 114 presentations, and theInnovations Theater offered 14 sessions developed fromabstract submissions for the conference. New for 2011were national conference keynote presentations from lead-ing industry and university researchers, and sessions fromthe Center for Compact and Efficient Fluid Power. IFPEalso offered new college-level courses.More than 80 allied associations and groups were official

show supporting organizations,coming from the United States,Canada and more than a dozencountries worldwide. They pro-moted the shows’ value andbrought qualified buyer groupsto the events, and many helpeddevelop direction and contentof the shows’ education pro-grams to ensure they metindustry needs.

Safety, Training,Workforce InitiativesA Lift Safety Zone focused

on cranes and other aerial liftequipment and ensuring ade-quate ground support for themachine and load carried. Inconjunction with the Craneand Rigging Conference, aCrane Rodeo promoted education and safety at the sametime as providing a hands-on operational experience. Theseand the many certification and training programs held at theshows helped ensure a properly trained workforce of equip-ment operators and other jobsite personnel.The International Mixer Driver Championship by

NRMCA recognized driver skills and inspection expertise.The AEM teen-focused Construction Challenge competi-tion presented by Volvo Construction Equipment generated

interest in construction careers. The I MakeAmerica national grassroots campaign had a substantialpresence to promote job-creation policies for manufactur-ing and construction that improve the economy and keepthe U.S. globally competitive.

Los Angeles Workers Break GuinnessWorld Record for Largest Concrete PourLOS ANGELES (AP) A Los

Angeles project laying the foundationfor the tallest building west of theMississippi has broken the worldrecord for the largest continuous con-crete pour, a Guinness World Recordsadjudicator said.Round-the-clock pouring started at

4:47 p.m. Feb. 15 with 208 trucks mak-ing more than 2,100 trips and pouring82 million lbs. of concrete during an 181/2-hour period, said Sean Rossall, aspokesman of the project building askyscraper called the New WilshireGrand. Ultimately 21,200 cu.yds. (17,559

cu m) of concrete were poured by11:30 a.m., beating the existing recordof 21,000 cu. yds. set by The Venetianhotel in Las Vegas in 1999, GuinnessWorld Records adjudicator MichaelEmpric said.“We just wrapped up, and we broke

the world record,'” said Rossall excit-edly by phone minutes after blaringhorns officially announced the lastpour.Empric monitored the pour

overnight by smartphone before meet-ing with contractors and engineers tocheck their final numbers. Empric, whohad just finished judging a successfulValentine's Day effort to set the recordfor the most people feeding each othersimultaneously, said he has learned alot about concrete and the challenges ofsuch a pour.“If they don’t cool the concrete as

it’s poured, it’ll go into this thermalreaction and crack,” Empric said. Hecalled the record amazing.Each truck made 10 to 14 concrete

drops traveling through the nightbetween eight different concrete plantswithin a 20-mi. (32 km) radius, Rossall

said. The first batch of concrete pouredonto the site was brought over from aplant in Vernon that poured the firstconcrete in Southern California ever,Rossall said.Once finished, the skyscraper will

soar 1,100 ft. (335 m), making it thetallest structure west of the MississippiRiver. It will boast a 900-room hotel,convention space and offices. Therealso will be an outdoor terrace and aswimming pool on the 73rd floor.It’s scheduled to be completed in

2016 and to open in 2017.“In LA I think people are enthused

about downtown. They’re excitedabout this building. ... It means jobs,jobs, jobs,” Mayor Eric Garcetti toldKABC-TV at a ceremony featuring theUniversity of Southern California

marching band. He mused on Twitterwhether the construction project shouldbe dubbed “(hash)pourzilla” or“(hash)thegrandpour.''The New Wilshire Grand project,

developed by Korean Air, is estimatedto cost more than $1 billion and hasbeen a huge undertaking.For the past several months, crews

have prepared the site by digging an18-ft. (5.5 m) deep pit and lining it with7 million lbs. of reinforcing steel. Theythen added the concrete.Because the concrete must be

poured within 90 minutes of beingmixed, trucks had to arrive on time. Incase of freeway jams, alternate routeswere mapped. Rossall said traffic had aminimal impact on the pouring, whichhad been scheduled to last 20 hours.Rossall said the crews “double-

planned and triple-planned” to ensureno disruptions.The concrete now must “cure” or set

and harden over the next couple weeks.“Once that’s completed, we’re going

to start moving vertical on the build-ing,” Rossall said. “That’s the next bigmilestone for us.”

Mammoet Transports Nacelle on Scheuerle InterCombiOn Sept. 6, Mammoet Wind

Brande A/S transported one of theworld’s largest nacelles. The totalweight of the unit was 303 ton(275 t). In addition to this was thesecuring equipment, which fixedthe cargo in position on the trans-porter. Designed and produced bySiemens, the generator has an out-put of six megawatts at full loadwhen installed at its final destina-tion. For the transport, Mammoetused 30 InterCombi axle linesfrom Scheuerle.From Fanø, the northernmost

and most famous Danish WaddenSea island, the harbor in Esbjergcan easily be seen. Starting inBrande, Denmark, the freight safe-ly arrived after nine hours on theroad. The Danish regulations for road

transport presented only one ofmany challenges for theMammoet team. All bridges nego-tiated on the route could only beloaded with a maximum 15 ton(14 t) axle load. In addition, theclosely-spaced load points — themain load was distributed over a

length of 10.5 ft. (3.2 m) — madethe transport even more difficult,which is why Mammoet decidedin favor of two 23.6 in. (60 cm)high securing means for load dis-tribution. The total length of trans-port was 223 ft. (68 m) includingthe two tractor units while thedimensions of the nacelle reached54 by 21 by 22 ft. (16.6 by 6.5 by6.9 m). After setting off from Brande,

the transport continued alongmostly well-constructed federalhighways. Transportation only

became more difficult once againat the entrance to the harbor, buthere the InterCombi scored topmarks through its excellentmaneuverability.

common on the seven-lane bridge,which is part of Interstates 87 and287.In addition, due in part to the

fact that it carries more traffic thanit was designed to, the bridge isdeteriorating and has nearly out-lived its 50-year design. Concernsabout the bridge’s structuralintegrity led to plans to replace thebridge. After numerous optionswere considered, federal and stateauthorities determined it best todemolish the old structure andbuild a new double-span bridge toreplace it.Public input gathered for years

indicated a desire for public trans-portation to be included. Severalreplacement alternatives werestudied by the New York StateDepartment of Transportation aspart of the required environmentalreview, each of which included aplan for the inclusion of publictransportation. However, inOctober 2011, Gov. AndrewCuomo and the Federal HighwayAdministration came up with a lessexpensive plan that did not includeany form of public transportation. Estimated cost of the project is

$3.9 billion. The first span isexpected to open in 2016, withfinal completion scheduled for

2018.In 2013, Tappan Zee

Constructors LLC (a consortiumthat includes Fluor, AmericanBridge, Granite and TraylorBrothers, plus design firms HDR,Buckland & Taylor, URS andGZA), contracted by the New YorkState Thruway Authority, begantaking down the longest span inNew York in order to build whatwill become one of the widestspans in the world. The bridge andapproaches will stretch 16,013 ft.(4,880 m), Its cantilever span willbe 1,212 ft. (369 m), with 138 ft.(42 m) of clearance over the water.

Up to the TaskOfficially registered with the

U.S. Coast Guard as the Left CoastLifter in 2009 when it was used toaid in the erection of the new east-ern span of the San Francisco-Oakland Bay Bridge, the 6,750-ton(6,123 t), 400-ft.-long (122 m)crane assembled in Shanghai hasbeen dubbed by New York’s gov-ernor the “I Lift NY super crane”for the Tappan Zee project. Outfitted in Asia, the specially

made crane that was commis-sioned by American Bridge andFluor is one of the world’s largest.Permanently mounted on a bargemade by U.S. Barge LLC in

Portland, Ore., the Lifter is an actualvessel. As such, it was neverintended to travel on land.Owned by Tappan Zee

Constructors (TZC), it will allowthem to complete the job morequickly at less cost. According toCarla Julian, community out-reach/diversity manager�of TappanZee Constructors LLC, use of thecrane contributed the consortium’sability to bid $800 million less thantheir competitors.Gov. Andrew M. Cuomo elabo-

rated about using the crane on whathe calls “the state’s most ambitiousinfrastructure project of the 21stcentury,” telling the New YorkTimes, “The I Lift NY super cranecan lift the equivalent of up to 12Statues of Liberty at once, shorten-ing construction time by monthsand reducing project costs by mil-lions of dollars.”Built on a 384-ft. (117 m) barge,

the crane’s 1,900-ton (1,723 t) liftcapacity comes from three diesel-powered 601 kW main generatorsand one 91 kW auxiliary generator.Its 328-ft. (100 m) shear leg boom,a welded tubular truss structurewith a capacity of 3.75 million lbs.(1.7 million kg), will be used tohelp construct modular sectionsweighing 900 to 1,100 tons (816 to998 t) at a nearby assembly yard on

the Hudson River. The sectionswill then be brought to the work-site by barge, where they will beinstalled by the crane as bridgedeck and supports. “It can pick up large pieces,”

Julian said. The crane is capable ofhoisting 1,900 tons in a singleheave. That allows the crews toperform modular constructionactivity in a staging yard before theLifter transports the large blocks tothe project site and sets them inplace. “It allows us to control thequality better and provide a saferworking environment.” It also allows them to cut costs.

The large pieces that will becomebridge deck and other portions ofthe new bridge are so heavy thatthey would typically require twocranes to lift them into place.Using the Left Coast Lifter reducesthe amount of equipment and laborneeded to perform the task.Once the first of two side-by-

side spans is open to traffic (sched-uled in December 2016), the cranewill allow TZC to disassemble thebridge more safely, more quicklyand more efficiently because it canremove larger pieces.

Travel PlansBefore it could begin work on

the Tappan Zee Bridge, the mas-

sive crane had to make its wayfrom California to New York.Escorted by two tugboats and acrew of 6 to 8, it departed fromOakland, Calif., on Dec. 22 for its6,000-mi. (9,656 km) journey.The crane is designed to fold up

for 32.8-ft. (10 m) vertical clear-ance while navigating U.S. water-ways, due to features such as theboom skidding system that allowsbooming down to a near-flat posi-tion of 4 degrees, along withstowage of the collapsible A-frameand boom for transit purposes. Theboom heel slides back on rollersfrom the stern toward mid-ship,allowing the boom tip to rest on abarge-mounted stand. As Structuremagazine put it, “In order to lowerthe A-frame, the backstays weredesigned to fold like links in achain.”Further facilitating transport,

“the boom design allows a 66-footboom tip section to be removed toreduce the length to 262 feet,”according to Structure magazine.The A-frame truss with sea trans-port braces resists the barge’s list-ing and rolling forces. This sub-stantially reduces the loads on theboom during the voyage.Structure also reports that a spe-

specifically for use with compact base machines such asmini-excavators, small wheel loaders, skid steers and back-hoes. One bucket allows you to change screen sizes rangingfrom 5/8, 1 ¼ and 2 in. (1.6, 3 and 5 cm) just by changingout the screen and hammers. The DL screening bucket is anideal tool for landscapers and is engineered to screen, mix,aerate and load top soil, peat and compost. The core of the new DL screening bucket is the top screen

(26 m)beyond the stern of the barge toallow the boom to be lowered to itstransit position. “Componentswere wrapped with a heavy polymaterial to protect them from saltspray during the voyage. A tempo-rary electrical generation systemwas installed so that power to keypieces of equipment could bemaintained during the journey, andto power dehumidifiers added tokeep rooms and compartments dry.”Replaceable ductile links were

designed to yield to and limit theforce on the side of the barge in thecase of an accident. This designhelps avoid incurring holes orother damage to the bargeGuided by a crew of mariners,

the floating crane traveled downthe coast of California, Mexico andCentral America, about 50 mi. (80km) from the shore. On Jan. 15, the crane reached

the Panama Canal, where it waslifted 54 ft. (16.4 m) above Pacificsea level in two stages in theMiraflores Locks. According to theNew York Times, the Lifter waspulled by the tugboat Lauren Fossand the Canal’s locomotive“mules.” Because the barge is only10 ft. (3 m) narrower than the 110-ft. (33.5 m) locks, it took a half-hour for a Panama Canal Authoritypilot to navigate each lock — threetimes the typical amount of time.(The Canal’s third, wider lane oflocks is currently under construc-tion and won’t be open until 2015.)To protect the crane during transit,“rub rails” were installed along theside to prevent contact with thelock walls.“After sailing through the main

channel of the 48-mi. (77 km)canal and being dropped about 85ft. (26 m) at the Gatun Locks onthe Atlantic side, the enginelessbarge crane, chaperoned by twotugboats, headed north across theGulf of Mexico and started up theEast Coast,” reported the NewYork Times.Julian noted that a crew change

took place at the Canal. While some reports indicate that

the toll for traversing the Canalwas $70,000, Julian declined toconfirm any specific amounts.Tappan Zee Constructors paid atransport company to handle allcosts associated with the move.

Settling Into TemporaryQuarters

After passing through thePanama Canal, the floating sheer-leg crane crossed the Gulf ofMexico and made its way up theEast Coast, through the New YorkHarbor to the Hudson River withinthe six- to eight-week schedule. Itwill remain docked in the Port ofNew York & New Jersey until it’staken to the site of the New NYBridge project in the spring. “We don’t need it until spring,”

Julian said, “but we wanted to haveit on site in order to be ready whenit’s needed.” She said weather,safety and protection of the cranewere factors in the timing of its tripto New York.After undergoing a “birthing

process” at a private facility in thespring, the Left Coast Lifter willremain on site for the full durationof the Tappan Zee Bridge project. “It will be used to set large units

— decking for the two new spans— and removing the old bridge,”Julian said, noting that the Tappan

Zee Bridge that will be demolishedwas originally built by AmericanBridge, which is one of the part-ners participating in the new bridgeproject.Once it gets to work, the barge

will be stabilized during large liftsby three removable barge stabilityfloats that are attached to each sideof the barge. According to

Structure magazine, the floatdesign criteria required that thefloats be easy to install and removeon the water; therefore, a guidancesystem was designed to help alignthe floats with the barge. Once thefloats are guided into the lowerconnection, the float is attached tothe barge deck at the upper con-nection, using two 2.95-in. (7.5

cm) diameter pins.After the project is completed in

2018, Julian said American Bridgeand Fluor will decide what to dowith the special crane next.
