Shop owners feared widen- ing the two lane stretch would increase traffic and further jeopard- ize pedestrians crossing the high- way to reach shops on both sides. There also was concern that widening the road would harm the historic charm of the Nelscott neighborhood, which features the Nelscott Mercantile Center built in 1927. Ceremony Marks Production of One Million Bobcat LoadersProducing one million Bobcat loaders is

not only an unparalleled industry achieve-ment that has impacted the livelihood ofcompact equipment users worldwide italso has touched the lives of thousandsmore who have designed, built and backedgenerations of the most popular compactloaders for nearly 60 years. Bobcat Company marked this tremen-

dous milestone with a formal ceremony onJuly 12, sharing the occasion with its val-ued employees and the community ofGwinner, N.D., home to Bobcat’s primaryproduction facility. The company also cel-ebrated with family members of thosewho invented the original loader, perfect-ed the design, brought it to market and cre-ated the brand five decades ago. Past orga-nizational leaders and hundreds of otherswho have been part of the Bobcat successstory also were present at the event.The ceremony was held at the Gwinner

factory and featured remarks from RichGoldsbury, president of Bobcat andDoosan (parent company of Bobcat) of North America;Gwinner Mayor Dan McKeever; North Dakota Lt. Gov.Drew Wrigley; North Dakota Sen. John Hoeven and NorthDakota Congressman Kevin Cramer. Sylvan Melroe, one ofthe organization’s first marketing managers, talked about theperseverance of the Melroe family, who owned MelroeManufacturing, and built the first Bobcat loaders. He reflect-ed upon the early days of the loader — as it transitioned fromthe original three-wheeled version to the skid steer loader weknow today — and how Melroe Manufacturing improvedthe design that became increasingly tested by challengingjobs the more the machine grew in popularity.Cyril Keller, one of the brothers who invented the original

three-wheeled loader and soon after partnered with MelroeManufacturing, was on-hand as well.The ceremony culminated with a product line roll-off of a

special edition one-millionth bobcat loader, which Bobcat isselling in limited quantities through authorized dealers.

“This entire celebration is about much more than a singleloader, the actual millionth machine,” Goldsbury said. “Itrepresents everything Bobcat has accomplished as an organ-ization over six decades, and it signifies our vision for thefuture. We embrace and honor our history, so it was particu-larly special to have some of the company’s pioneers andearly leaders here. But we wanted to bring them togetherwith those who are moving us forward into the new era —those who will help us build the next million loaders.”

In 1958, the Gwinner-based manufacturer boughtthe rights to this innovative three-wheeled loader,and Louis and Cyril Keller became employees of theMelroe Manufacturing Company, assigned to putthe loader into production.The Keller Loader, as the original machine was

called, was improved with a larger 9- hp engine,and a new product line for the Melroe Companywas born — the M-60, a three-wheeled Melroe self-propelled loader. It was the forerunner of whatbecame the Bobcat skid steer loader and ultimatelylaunched the compact equipment industry.Then, in 1960 the company built the first true skid

steer loader with four-wheel drive. In 1962, the load-ers were branded “Bobcat” after the “tough, quickand agile” prairie animal.Today, the Bobcat name still matches the perform-

ance qualities of the enduring international brand.Bobcat Company has become North Dakota’slargest manufacturer with more than 2,000 employ-ees in the state. RENO, Nev. (AP) A 52-ton (47 t) concrete bridge sur-vived a series of 10 earthquakes in the first multiple-shake-table experiment at the University of Nevada’s newEarthquake Engineering Lab in Reno. The 70-ft. (21 m) bridge was shaken in a series of simu-

lated earthquakes, culminating in the large ground motionssimilar to those recorded in the deadly and damaging 1995magnitude 6.9 earthquake in Kobe, Japan. University of Washington researcher John Stanton said the

test was a complete success. He said the bridge withstood thedesign standard and actually exceeded it by 2.2 times. The rocking, pre-tensioned concrete bridge support sys-

tem is a new bridge engineering design the team has devel-oped with the aim of saving lives, reducing onsite construc-tion time and minimizing earthquake damage. It’s the newest addition to UNR’s world-renowned earth-

Bobcat Invites Public to Events Including Factory Tours

Gwinner, Bobcat factory tours, carnival-type festivities in theGwinner Park and a “Bobcat square dance” loader perform-ance by four brothers who have 130 years of combined serv-ice at Bobcat Company. The Association of EquipmentManufacturers (AEM) also made the Gwinner event a stopon its “I Make America” nationwide tour, which advocatesfor pro-manufacturing policies to create more jobs in theUnited States and keep the economy competitive with othercountries. Attendees over the age of 18 could enter to win a2014 Harley-Davidson Road King featuring a custom “IMake America” paint job.“It was particularly special to host the ‘I Make America’

New Underpasses Greatly DecreaseNumber of Animal-Vehicle Collisions“Thanks to the construction of the

underpasses … the number of animal-vehicle collisions is way down,” saidMeg Kenagy, Oregon ConservationStrategy communications coordinator.“Deer, elk, bobcats, black bears, squir-rels and other species are using thestructures to avoid crossing the high-way, making it safer for people andwildlife.”The underpasses were built over a

two year period when the highway wasbeing expanded from two to four lanes.Because it takes animals several gener-ations to learn to use the safer route,fencing along a 4 mi. (6.4 km) stretchof the highway also was incorporatedinto the project to direct animals to usethe underpasses. “Since the structures were complet-

ed in 2012, an ongoing study hasshown a greater than 80 percent reduc-tion in deer mortality along that stretchof highway,” Kenagy said.The underpasses, which cost $2 mil-

lion, were built using standard bridgebuilding construction, said Davenport.“First, we did embankment con-

struction with bulldozers, excavatorsand rollers,” he said. “There are twobridge sets, for a total of four bridgesthat are twins of each other. It does takea lot of time, excavating, setting therebar, pouring the foun-dation, working up to thebridge deck. One is 60-feet wide and the other is100-feet wide. The proj-ect on Highway 97 wasthe first on the state high-way system.” Colorado and Utah

were the first states tobuild some type ofwildlife vehicle protec-tion system. They alsoare utilized in Alberta,Canada, near the Lake Louise areawhere there were significant problemswith animal-vehicles collisions,Davenport said.Now, Oregon is planning a third

migration route, this one to be an over-pass also on Highway 97 near Chemultin south central Oregon.“In this case, animals will be going

over the top of the highway,”Davenport said. “It will look like apedestrian bridge but a lot wider.”The project is still in the design

phase, but will likely be a precast con-

crete arch, said Zach Beget, bridgedesigner. “That means it’s built somewhere

else, and they bring it here and erector-set it in place,” Beget said. “This typeof construction is fairly quick. It staysout of the travel lane of Highway 97 soyou’re not really having to postponetraffic. The cranes will be on sight. Theconcrete arches travel on trucks and thecranes pick them up and set them inplace.”ODOT is looking to a similar over-

pass in Nevada as guide for the one

they hope to construct in Oregon. Butthe plans are still preliminary and couldchange, Beget said. Another option would be building an

arch bridge out of corrugated metal.“We have until November to make a

decision,” Beget said. “It’s going bearound $2 million just for this onestructure. It’s quite large. The highwayis currently two lanes but it will beexpanding to four and we want to be toaccommodate the additional lanes.Right now, we have enough fundingfor 30 percent of the design acceptancephase. We’re hoping once that is done,the funding to build it will follow.”

M. Leeder Construction wanted to be able to produce hotasphalt for pothole work during the winter. Cold patch,which had been used for repairing holes in the winter oncethe asphalt plants close is expensive, not particularly reliable,and has to be dug out and replaced with hot patch oncespring returns and the asphalt plants open. Leeder also need-ed a reliable source of asphalt in early spring when asphaltplants do not run every day depending on the temperature. ABagela BA 10000 asphalt recycler solved both issues.

“In the spring and at times in the fall our capability ofdoing work often relies on the weather and whether or notthe asphalt plants are open. With the help of the Bagela, thisyear we were able to produce 400 tons of hot asphalt duringperiods when the plants were closed. The Bagela produces avery acceptable 5/8 mix that we use for pothole repair and afinished course mix that we use on our paving projects,” saidMatt Leeder, president and founder of M. LeederConstruction.

Located in Durango, Colo., which is in the southwestcorner of Colorado not far from Albuquerque, N.M., M.

Leeder Construction’s primary focus is on asphalt pavingand asphalt maintenance. Over the last few years the com-pany has moved heavily in the direction of recycling asphaltand using the recycled product, thus dramatically decreasingtheir costs and producing savings for their customers.

“Last year we won the bid on a significant sized gas linereplacement project in the city of Durango. The asphaltplants closed early and we were able to produce 200 tons ofpatch material right through the heart of the winter to get theproject completed.

“As we have grown into the asphalt recycling business wedeveloped a permanent site that allows other contractors tobring the asphalt that they have torn up or milled at otherprojects and dump it at our yard. We have set up the Bagelaon an elevated pad, which allows it to dump the recycledproduct directly into asphalt trucks and trailers below. Wealso accept from area contractors waste concrete that weprocess into a ¾ inch aggregate, which we use as a base onnew driveway and parking lot projects. We also accept dirtfrom excavation projects that we process and mix with

manure and sell as a fertilized top soil.”A lot of the company’s work is utility work that would

typically involve digging up and replacing sewer, water andutility lines within a city or village. When these utilities rununderneath streets Leeder uses an “asphalt zipper” (a smallportable milling machine) to dig up the surface asphalt,which is collected and either stockpiled on site or taken backto its recycle yard. Because of the Bagela’s mobility the com-pany can bring the Bagela to the project and recycle themillings on site. This not only saves in the cost of asphaltmaterial, but it also eliminates a lot of material hauling,Leeder said.

The company was founded in 1985 as a smallowner/operator business doing asphalt maintenance primari-ly sealcoat work and some asphalt patching. Today, it hasgrown to 12 full-time employees and up to 17 employeesduring the peak season.

operate year around and had our material costs drop by25 percent. Forty percent of the product that we laid in2013 was recycled asphalt versus virgin asphalt. Thegrowth has been good and we are currently looking intoexpanding our operation.

“When we first purchased the Bagela we experiencedabout a three month learning curve. We had to test com-paction rates and learn what temperatures the Bagela hadto operate with specific materials for maximum efficien-cy. Today we are making a very high quality productfrom a machine that only requires a single operator.

or rubber-tired roller was introducedat Bauma 2013. The GRW 280iupdates the popular predecessorwith subtle design changes and newengines complying with EPA TierIVi.emissions controls.While each model can be

acquired in its own weight, therevised ballast compartment allowsusers to vary the operating weighteven more easily and flexibly thanbefore, according to the manufac-turer. New technical details include

prefitting for its high-speed tireinflation systemA standard oil service valve for

lossless oil change ensuresimproved environmental protection.Hamm’s GRW 280i rubber-tired

roller platform offers enhancedcompacting quality, plenty of driv-ing comfort, good visibility condi-tions, and the highest of safety stan-dards, according to the manufactur-er.Viewing channels in the frame

structure offer a view of the edgesand the tires of the outer wheels anda novel suspension of the frontwheels allows for an uninterrupted viewtowards the front.The new GRW 280i’s operator’s platform

rests in a versatile position, on a newlydesigned, asymmetrical frame. Innovationswith respect to ballasting, drive concept andoperating philosophy are not visible from theexterior, but their effects are evident as theymake compacting better and more conven-ient.A single driver’s seat — which optionally

can be moved and pivoted at the sidetowards the machine’s outer edges and alongwith the console — has replaced two seats,two steering wheels and two control con-soles in older models, which could restrictfreedom of movement.Operation and display elements are posi-

tioned on the console, and thus always are inthe driver’s field of vision. Also, the speed isno longer controlled by an accelerator pedalin the foot space; in the GRW series it’s con-trolled by joysticks, which signifies a con-siderable boost in convenience for the driver.In total, this operating concept correspondsto that of a tandem roller. Thus, cost-effec-tiveness is increased because in the future,operators can switch flexibly between rollertypes without any adaptation time.

Higher Speeds for Transport,Compaction

A hydrostatic rear-axle drive for the GRW280i allows for higher speeds during trans-port and compaction. To match it, the newlyconceived steered axle at the front with diskbrakes — which is standard on all models20-ton (18 t) and over — ensures the neces-sary braking force and thus considerablesafety when braking suddenly, even withmaximum load. In total, sensitive control ofthe rear axle and an extraordinarily goodview of the site and the wheels’ edges enablehigh compaction quality.The operator’s platform — with envelop-

ing ROPS — is located in front of the centerof the machine, while the Deutz 114-hp, TierIVi-compliant engine is situated in the rearof the machine. This ensures a view of allrelevant points. The view of the area direct-ly in front of the front axle also is unob-structed. There, hydraulic cylinders for levelcompensation of the front suspension usedto protrude out of the frame into the driver’sfield of vision. They have been replaced withtwo swing arms between the front pairs ofwheels, which require very little space andare not visible to the driver.The track offset between the front and rear

wheelsets is one of the basic features ofpneumatic rollers. Hamm utilized this fact inthe design of the new GRW and designed themachine frame in symmetry with thewheelsets. This intelligent design offers onecrucial advantage because, for the first timeever, the driver can see the wheels on allouter sides. Moreover, viewing channels inthe frame structure offer a view of the tires ofthe outer wheels.

Flexible Weight LoadingThe new GRW 280i rubber-tired roller is

being launched in the market with variousbasic weight ratings. The machines canaccommodate different amounts of ballastdepending on the basic weight. The outerdimensions are identical for all variants.Rubber-tired rollers need to be able to

have their weight modified swiftly and easi-ly. To this end the GRW 280i offers largeballast spaces between the wheelsets, and aserrated frame that is open in the downwarddirection. It can be filled with steel or con-crete using a forklift truck. And regardless ofhow much ballast a GRW 280i carries, dueto the intelligent ballasting system, the distri-bution of weight to the front and rear axlesalways remains constant.The generously dimensioned brake sys-

tem ensures the higher-than-average safetystandard during driving. When the machineis idle, the access steps to the cab afford addi-tional safety. They are integrated in the outercontour and can be folded out. Thus, theyoffer convenient and safe access to the main-tenance platform next to the engine. In thisposition, they lie on the outer contour, butconstitute a visual interference contour.As a result, after completing maintenance

work, the operator is reminded to swivel theaccess steps back into position. At the sametime, the maintenance accesses, whichwould otherwise have to be carried alongseparately, are eliminated. Hamm also hasmade provisions for efficient maintenance,as all maintenance points are on the engine’sright-hand side.No matter how much the version of the

Hyundai’s H930C Backhoe to Reach North America in 2015

Hyundai Construction EquipmentAmericas Inc.’s H930C backhoe is currentlyavailable to the Latin America market butwill be released in North America towardsthe end of 2015. This versatile machine ispractical for heavy duty jobs in variousapplications such as small trenching proj-ects, site preparation and road and utilitywork, according to the manufacturer.Hyundai’s H930C backhoe has an operat-

ing weight of 14,881 lbs (6,750 kg) and ispowered by an 87 hp (65 kW) Tier II Perkins1104C-44T engine. The engine combinesnew combustion technology with internalexhaust gas recirculation (EGR), long oilchange interval (600 hr) and an air gridheater as a cold start aid. The H930C boastsa loader bucket capacity of 28.3 cu. ft. (0.8cu m), a trenching bucket capacity of 6 cu. ft.(0.2 cu m) and a backhoe dig depth of 14 ft.3 in. (4.3 m).The H930C’s loader boom is integrally

welded with a large diameter tube, dual liftand tilt cylinders for maximum strength andpower. A strong and rigid loader frameallows for greater lift capacity, improved line

of site and overall visibility. The H930C’s four wheel drive system

improves mobility and loader performancein ground conditions underfoot and can beactivated on the go. The loader attachment isequipped with an automatic return to digfunction, designed to reduce loading cycletimes. An adjustable flow controlsystem option allows the operator to divertany unused hydraulic fluid from the secondpump to the hydraulic reservoir.Lastly, a control pattern selection option

allows operators to change from ISO to SAEcontrol patterns simply by pressing a button.Operators can look forward to a large,

spacious cab in the H930C backhoe, whichwas designed for maximum comfort, safetyand low noise. Standard features include atilting, adjustable steering column, hinged-type side windows for excellent ventilation,conveniently located gauges, switches andlevers for quick and easy use and a suspen-sion seat with full adjustment for improvedoperator ride. visibility. An AM/FM radio with MP3 inputalso contributes to a pleasant working envi-ronment. TLB840 Backhoe Loader Now Available in North AmericaPowered by an electronic, Tier IV interim

Perkins 1204E-E44TA engine and anoptional 4-speed servo power synchro trans-mission with automatic shifting, the 94-hp(70 kW) Terex TLB840 backhoe loader isnow available in North America. Engineeredto excel in digging, reaching, lifting andloading applications, North American cus-tomers will notice the TLB840 boasts hightorque, powerful performance, as well asstrong climbing and digging capabilities,according to the manufacturer. The Tier IVi-compliant engine on the

TLB840 is designed with EGR (exhaust gasrecirculation) technology, which is well-suit-ed for lower horsepower engines operatingin high-duty applications. EGR enginesincorporate diesel oxidation catalyst (DOC)systems and sometimes diesel particulate fil-ters (DPF) to reduce nitrogen oxide (NOx)and particulate matter exhaust emissions.The new Perkins Stage III B/Tier IViEGR engines, like the one in theTerex TLB840, include a DPFand allow auto-idle to be incor-porated in machine. “The Perkins DPF has a

10,000-hour service life, somaintenance needs arereduced,” said Jon

the TLB840 offers operatorsgreater clearance to reach overobstacles and the ability to loadcloser into trucks for greater pro-

ductivity. With a dig depth of 14 ft. 9 in. (4.5m) — extended to 18 ft. 1 in. (5.5 m) and areach up of 18 ft. 9 in. (5.7 m) — extended21 ft. 11 in. (6.7 m) — the TLB840 isdesigned with a slew system that provideshigh torque for easier backfilling and slew-ing uphill. For high-productivity trenching,this backhoe loader brags 7,958 lbf dippertearout and 11,892 lbf bucket tearout forces.With a loading height of 11 ft. 3 in. (3.4

Foundation (the Foundation) released theJuly 2014 Monthly Confidence Index forthe Equipment Finance Industry (MCI-EFI)July 22. Designed to collect leadership data,the index reports a qualitative assessment ofboth the prevailing business conditions andexpectations for the future as reported bykey executives from the $827 billion equip-ment finance sector. Overall, confidence in the equipment

finance market is 61.4, unchanged from theJune MCI-EFI. When asked about the outlook for the

future, MCI-EFI survey respondent AdamD. Warner, president, Key EquipmentFinance and chairman of the EquipmentLeasing and Finance Association (ELFA),said, “I don't believe that the dramatic con-traction of the U.S. economy in Q1 shouldbe blamed on winter weather. There areunderlying concerns by businesses and con-sumers that real unemployment has beentoo high for too long and not enough of thefederal incentives are around job creation.Additionally, the federal government’sinability to collaborate on growth initiativesis having a lasting toll on confidence.”

July 2014 Survey ResultsThe overall MCI-EFI is 61.4, unchanged

from the June index.• When asked to assess their business

conditions over the next four months, 28.6percent of executives responding said theybelieve business conditions will improveover the next four months, up from 23.5 per-cent in June. 68.6 percent of respondentsbelieve business conditions will remain thesame over the next four months, down from70.6 percent in June. 2.9 percent believebusiness conditions will worsen, down from5.9 percent who believed so the previousmonth.• 25.7 percent of survey respondents

believe demand for leases and loans to fundcapital expenditures (capex) will increaseover the next four months, up from 17.6 per-cent in June. 68.6 percent believe demandwill “remain the same” during the samefour-month time period, down from 79.4percent the previous month. 5.7 percentbelieve demand will decline, up from 2.9

percent who believed so in June.• 25.7 percent of executives expect more

access to capital to fund equipment acquisi-tions over the next four months, down from26.5 percent in June. 74.3 percent of surveyrespondents indicate they expect the “same”access to capital to fund business, anincrease from 73.5 percent in June. No oneexpects “less” access to capital, unchangedfrom the previous month.• When asked, 37 percent of the execu-

Contractors Work With Locals to Maintain Historic Charmcooperative,” said Ray Cranston,assistant project manager ofODOT. “We involved the differentbusinesses during the project devel-opment phase, so they knew theproject goals and had the chance tooffer input. The contractor notifiedlocal businesses of the constructionand discussed how that will impactthem. We have scheduled a meetingwith the contractor and the smallbusiness owners to share inputabout the project schedule and hearconcerns from the businesses. Andwe’ll have traffic control to allowcustomers to access the businessesduring construction.”The project involves about a 1

mi. (1.6 km) stretch of highway,bounded on both sides by about 20businesses. When finished, thehighway — a designated scenicbyway — will feature two 12-ft.(3.6 m) lanes, a 14-ft. (4.6 m) medi-an, 6 ft. (1.8 m) shoulders and 6 ft.sidewalks on each side. The two-year project is scheduled to be com-pleted in spring of 2016.“I think it’s really going to

improve the appearance of that partof town,” Cranston said. “We’retrying to make it look as attractiveas we can when it is finished.” Excavators will first move about

14,000 cu. yd. (10,704 cu m) of dirt.They’ll do that with some fairlynew technology that allows theequipment operators with K&EExcavation to monitor theirprogress by computer.“We made a digital model of the

project and they can load that infor-mation into a program and have itdisplayed in the equipment so oper-ators know what elevation theyneed to dig to just by looking at acomputer screen in the equipment,”said Brady Pauls, ODOT construc-tion coordinator. “These guys havebeen using the technology for a fewyears and are probably the leadersin the state with it. Even though it’spretty large upfront cost for them toinstall all the equipment, they see itas being a real advantage in theirproduction.”Crews also will build two

mechanically stabilized earth wallson the east side of the highway, aswell as seven other retaining walls,all designed to protect the wetlandsand Baldy Creek, stabilize banksand provide room for the expandedhighway.

“Even with the retaining walls there were questionsabout long term stability,” Cranston said. “So ODOTpurchased two of the houses. There were minor settle-ment concerns. We weren’t comfortable having hous-es already on steep ground above a wall like that.”They’ll also replace two existing concrete box cul-

verts with large arch pipe crossings, and build a waterretention facility so that the expanded roadway doesn’tchannel more storm water into the creek and cause it toflood. “The retention facilities are large pipes that store

water during flood events,” Cranston said. “They allowthe water to flow out at a controlled rate rather thancontributing to a flood event.”Finally, crews will realign east 32nd Street to track

with west 32nd Street and add a traffic signal both forpedestrians and vehicles. When pedestrians enter theroadway flashing lights will signal traffic of their pres-ence. The new sidewalks and all curbs will be ADA acces-

sible, and there will be a new parking lot at the histori-cal Nelscott Shopping center, as well as a significantamount of new landscaping, including trees andshrubs. The sidewalk will be separated from the high-way by a 6 ft. strip of landscaping. “From a transportation perspective, this project will

help manage the heavy U.S. 101 traffic of this area in asafer and more efficient way,” said ODOT spokesmanRichard Little. “At the same time, we’re increasing theopportunity for residents and tourists to visit the his-toric area, and its businesses, on foot and by bicycle ina safer manner with new sidewalks and a new pedes-trian crosswalk. This project is a benefit to all modes oftravel and to the residents and businesses in the com-munity.”

SEATTLE (AP) An effort to repair the giant tunnelingmachine stuck under downtown Seattle is going more slow-ly than expected.

The state Transportation Department said July 28 it hadbeen informed by the contractor, Seattle Tunnel Partners, thatit’s taking longer than expected to construct an undergroundshaft that will allow crews to reach the machine’s damagedcutter head.

The DOT said it’s “no easy task” to build a concrete ringthat’s 80 ft. (24 m) wide and 120 ft. (36.5 m) deep. Work onthe shaft was expected to be done in July, but could take untilthe end of August. After the pit is finished, crews will use amassive crane to lift the head of the machine to the surface torepair seals and bearings.

The contractor still expects to resume digging next Marchand hopes to have the tunnel open in November 2016.

Phoenix-Mesa-Glendale (minus 93,700 jobs, minus50 percent) experienced the largest drop intotal construction employment compared toits prior June peak (reached in 2006) whileLake Havasu City-Kingman, Ariz. experi-enced the largest percentage decline com-pared to its June 2006 peak (minus 68 per-cent, minus 5,400 jobs).

Association officials noted that signs ofuncertainty about a range of federal infra-structure and construction programs couldundermine future construction employmentgrowth. They urged Congress to quicklypass a “continuing resolution” that would setfederal spending levels for next year and toenact long-term surface transportation legis-lation. Having these measures in placewould make it easier for many constructionfirms to make hiring, purchasing and expan-sion plans, they added. “Even as the overall economy continues

to recover, many firms that work on federal-ly-funded projects are having a hard timemaking hiring, equipment purchasing andexpansion plans,” said Stephen E. Sandherr,the association’s chief executive officer. “Itis hard to make sound business decisionswhen you don’t know how much work willbe available in the near future.”
