1. Location and Context In July 2017 the New South Wales (NSW) Government announced an allocation of $170 million for Stage 3 of Wagga Wagga Health Service (WWHS) Redevelopment in Wagga Wagga City. This follows the funding and completion of the Mental Health Inpatient Unit and the Acute Hospital building. Stage 3 will bring to fruition the benefits of the entire Wagga Wagga Health Service Redevelopment and aims to deliver a contemporary and integrated health service to meet the needs of communities in Murrumbidgee Local Health District now and into the future. Wagga Wagga is in southern NSW and has a population of 55,820. It is the largest city within the Murrumbidgee Local Health District (MLHD) and one of the largest inland rural cities in NSW.

MLHD spans 125,243 square kilometres across southern NSW, stretching from the Snowy Mountains in the east to the plains of Hillston in the northwest and all the way along the Victorian border. There are over 5,000 healthcare staff working across 33 hospitals and 12 primary health care centres.

The WWHS Redevelopment will comprise a new purpose-built facility that provides subacute, ambulatory, community and primary health care services. Find more Redevelopment information here.

2. Wagga Wagga Health Service Redevelopment Stage 3 and Art Work Opportunity

Murrumbidgee Local Health District invites Aboriginal and Torres Strait Islander (ATSI) professional Artists to submit their qualifications and relevant portfolio of artwork to be considered to undertake artwork for an Aboriginal Cultural Courtyard situated within the Wagga Wagga Health Service campus. The opportunity is for Artwork to be applied to the walls of the Courtyard, within the garden beds of the Courtyard, to the floor and to glass panels at the entrance of the Courtyard.

3. Artwork Scope The selected Artist will work with the Redevelopment Project Team to develop artwork to respond to the specific context of the landscape of the MLHD and that is significant to Wiradjuri people. Artists are encouraged to use various media within the courtyard as long as this complies with the Work Health and Safety and Infection Prevention and Control guidelines. 4. Wiradjuri Background The Wiradjuri people are the First Nations peoples of the central west and western slopes and plains region of NSW and represent the largest Aboriginal language group in NSW.

The name Wiradjuri means ‘people of the three rivers’. As First Nations peoples, Wiradjuri people are spiritually and culturally connected to the country bordered by the Lachlan (Kalari), Macquarie (Wambool) and Murrumbidgee (Murrumbidjeri) rivers.

The deep connection to country for Wiradjuri people extends back tens of thousands of years.

5. Creative brief As a guide to Artists, assessment of proposals will include review of how Artists’ Practice and indicative approach responds to potential broad themes suggested in the ‘Background’ section, and how they respond to the specific site and artwork opportunity, and to potential identified themes including (but not limited to):

- The specific artwork within the courtyard as a whole

- The area’s strong Aboriginal heritage in addition to being rich in natural resources

- River ecology / habitat / native flora and fauna

- Aspects of Aboriginal spirituality and philosophy; creator spirits or spirit ancestors and creation stories; and integral relationship between people, land and environment.

6. Artist EOI, Shortlist and Artist Selection Process The timeline below highlights the proposed sequence of Artist EOI lodgement, selection, through to future stages of selected Artist engagement and implementation through to completion.

7. Artist EOI Application Requirements: Eligibility is open to all Aboriginal and Torres Strait Islander professional, practicing artists. Application materials include:

Artistic Practice Details Provide a summary of your artistic focus and professional career, especially outlining how your background relates to your qualifications for this project: 250 word maximum. Résumé and Contact Details 2 pages maximum. 10 Images of Previous Work Up to 10 images in one file (pdf or ppt) up to 10Mb. Please include the title, medium, dimensions and year for each work. You may also include a brief statement (2 sentences maximum) about each work. For Video / Moving Imagery (not essential) please provide direct URL links (max. 5 minutes of content in total). Brief Outline of Understanding of Artwork Format Brief comment on your understanding of the project and approach to creating an artwork suitable for both sides of columns as ‘composite canvas’ for your artwork: 150 word maximum.

9.Shortlist Selection Panel Artist EOI Applications meeting the requirements will be reviewed by the Wagga Wagga Health Service Redevelopment Stage 3 Review Panel. The Review Panel will indicatively be comprised of:

- Two Murrumbidgee Local Health District representatives - Two Wagga Wagga Health Service Redevelopment Stage 3 Project Team members - Two independent Aboriginal representatives. Please note this Panel composition is yet to be finalised, and shortlisted Artists will be kept informed.

After considering the Artists’ EOI, Qualifications and Artistic Practice, and review of commentary of understanding and indicative approach, the Review Panel will decide on the successful Artist. This will not be binding, with finalisation subject to making enquiry as to details of availability / resourcing for duration of project, and acceptance of reasonable terms of contract and fees, travel expenses and other details to ensure suitability to be engaged and complete the project.

10. Draft Contract to be supplied to Shortlisted Artists for feedback Please note that the licence/agreement terms for use of the selected Artist’s final artwork will require release of certain intellectual property and moral rights. The potential in future years for change in the context of building use and owner’s and tenants’ requirements which may require modification or removal of the artwork, without diminishing a background commitment to protecting indigenous cultural and intellectual property, including: - Protecting traditional knowledge and sacred cultural material; - Ensuring that traditional laws and customary obligations are respected; - Full and proper attribution or naming of the community connected with the Indigenous

cultural and intellectual property; - Preventing insulting, offensive and misleading use of the Indigenous cultural and

intellectual property in all media; - Controlling the recording of cultural customs and expressions, and language which may be

essential to cultural identity, knowledge, skill and teaching about indigenous culture. 11. Artist Selection Criteria by Panel As a guide, the Artist Review Panel will interview and engage in correspondence with shortlisted Artists, with considerations and queries to include:

- Complete application and submit prior to the application deadline. - Artwork examples submitted represent the Artist’s own original creative work. - The Artist’s work reflects artistic excellence, innovation and originality, as evidenced by

professional quality of craftsmanship and mastery of skills, techniques; professional approaches to processes and presentation, and / or communicate a unique vision or perspective.

- The Artist’s examples of work are judged to be appropriate to the call for EOI for the project. - Given the special aspects of the project, Artists are to confirm their preparedness to work collaboratively with the Project Team and to reasonably adjust their emerging artwork to suit these factors.

Any additional information and items for discussion with the Panel will be advised as necessary and may include: - The submissions must acknowledge suitability of the programme and provide budget input and notify the panel of any factors which they feel may be important to the realisation of the concept.

- The artist’s professional experience is adequate to meet the demands of the project. Qualifying activities would include some combination of the following: education and training as an artist, an exhibition record in museums, commercial art galleries, and/or non-profit art spaces, previous public or private commissions; participation in artist- in-residency programs, or other related activities indicative of a professional art practice.

- Availability to participate in the design, approval and implementation project stages as required.

- Assessed ability to meet deadlines and budget and perform work in a timely and professional manner.

- Results of reference checks for project finalists.

- Whether an Agent / Gallery will be representing them, or they are representing themselves as an independent Artist

- Project and artwork indicative budget will be declared as part of advice to shortlisted Artists, and Artists are asked to be ready to discuss their likely scale of fees for the project. More formal discussions with follow candidates emerging as the preferred final Artist. ends
