Adonation of wheelchairs to six peopleliving with a disability will help makelife a little bit easier for them inBonte-

heuwel.Last week councillor Rose Rau handed

over six wheelchairs to the BonteheuwelDisabledGroupwhere five of theirmemberswere in need of the wheelchairs.

The wheelchairs are valued at R2 000 eachand were a donation through the office ofCity of Cape Town mayor, Patricia de Lille.“These wheelchairs will make a huge dif-

ference in the lives of the recipients andtheir families,” she says.“The wheelchairs will give them freedom

to access all parts of their community andsurroundings.”Rau says the biggest problem is thatmany

people donotunderstandhowtoassist some-

one with a disability and what is requiredto make their lives a little bit easier.“We need to start educating people and

with the Bonteheuwel Disabled Group wecan do just that. The group is open to anyonewith adisability – even for parentswhowantto learn more about how to care for theirchildren or parents,” she says.Rau says people must realise that life is

not fair and it dishes out many challenges,but it is up to the individual to take a stand

to better their life.“Here we have a group of people living

with a disability, yet they do not seemmiser-able at all, because they are encouraged bytheir community and this organisation.“Wehope to seemore people join this orga-

nisation that helps people with disabilitiesacquire other skills to helpmake them focuson what they can do, instead of what theirchallenges are,” she says.

move them from chair to chair and with thewheelchairs they are now able to help them-selves,” he says, adding the donation hasgiven the recipients a boost of confidence asthey feel more comfortable and less depend-ent on those around them.“Now when we have outdoor activities

they too can join us and not feel like theyarenotpart of this group.Wehope thatmorewheelchairs can be donated to those withdisabilities – not only in our community,but all over the city as it really makes lifesomuch easier for themand their families,”Pillay urges.

Through the donation of wheelchairssix people living with disabilities inBonteheuwel now have the freedomto access various parts of theircommunity. The donation was madepossible through a donation frommayor Patricia de Lille.

The 190th Wi-Fi hotspot was unveiledat the Elsies River Clinic last weekwhichwill provide cost-effective and

high-speed internet for entrepreneurs tostart up their businesses.TheCity of CapeTown’sMayco commit-

tee member for corporate services andcompliance, councillor Xanthea Limberg,says the roll-out of free Wi-Fi is alignedwith the National Development Plan ob-jectives to provide seamless informationinfrastructure that will underpin a dy-namic and connected vibrant informationsociety, and a knowledge economy that ismore inclusive, equitable andprosperous.“We are in the process of infrastructure

Elsies clinic gets WiFi hotspot

over Human Rights weekend.Judith Kennedy, chairperson of the Joint

Peace Forum, says the meeting saw Bonte-heuwel churches, mosques, several organi-sations aswell as interested parties fromEl-sies River and Lotus River come together.“We concluded that government has no

political will to remedy the lasting legacy ofthe previous government system, which isshameful and indicative of their scant re-gard for the conditions under which ourpeople on the Cape Flats continue to exist,”Kennedy says.She says residents feel strongly that gov-

ernment has failed the communities on theCape Flats and that no plan exists to tacklethe ongoing issues.“The communityneeds to take chargeand

hold responsible agencies to account for

their failure to dowhat is required to ensurecommunities are kept safe and have re-course to sufficiently resource the policeand other services,” Kennedy says.In an effort to tackle the scourge of crime

in the community, theorganisationplanneda motorcade, which was held last week.“We raised the white flag for peace to be

returned and all residents were requestedto hoist theirwhite flags again to show theirsupport and desire for peace in Bonteheu-wel,” she says.The also held an interfaith, open-air can-

dle-light vigil to pray for peace and unity inBonteheuwel.“We also want to encourage residents to

support initiatives in the community tobring together residents in the specifictroubled areas, to encourage people to in-form police about the perpetrators.”This week the organisation will engage

with the relevant authorities to discusswhat they will bring to Bonteheuwel to im-mediately assist and alleviate gangsterismand drugs.“Residents are encouraged to use the

crime tip-off lines and the numbers are be-ing distributed and popularised,” Kennedyadds.

Play park builtfor blind childrenThe design and installation of a blind-

friendly park in Bellville will assistchildren with limited vision or no

sight at all to orientate themselves in thisoutdoor space.

Transport for Cape Town (TCT), the Cityof Cape Town’s transport authority, is cre-ating the park within walking distance ofthe Athlone School for the Blind in BellvilleSouth.

TCT has budgeted approximatelyR1.1 million for this project, which shouldbe completed by July this year, if all goesaccording to plan.

The design and special features includea scented garden and acoustic way-finding.

The park is situated between Berol Streetand Beroma Crescent and is funded fromTCT’s budget for non-motorised transport,a programme aimed at improving pedestri-an facilities across Cape Town.

The City’s Mayco member for transport,councillor Brett Herron, says the park willbe fitted with universal access, droppedkerbs and tactile paving along both roads,making it easier for those with limited eye-sight to enter the grounds in the suburb ofBeroma in Bellville.

“Once completed, the park can be used byanybody. However, what makes this play-ground different is that we will use thesame elements that you would find in otherparks and implement them in such a waythat children with limited vision or no sightcan find their way in-between the differentplay areas,” he says.

Herron says they have designed this parkwith those special needs in mind and withthe intention of giving these children theopportunity to interact with other childrenwho are not visually impaired.

Apart from the input that was receivedat five community meetings, officials alsoengaged with the local ward councillors,the Athlone School for the Blind, and a mo-bility expert on how those with limited eye-

sight “read” public spaces. Herron says themost obvious place to start is to divide thepark into eight smaller areas which willmake it easier for those with limited sightto orientate themselves.

To assist with navigation, a scented gar-den will be created with indigenous plantssuch as lavender, wild garlic and rosemarywhere the park borders on Beroma Cres-cent. As legs brush past, these plants willrelease a fragrance, stimulating the smellorgan.

Low-seating walls across the park will as-sist with acoustic way-finding.

“The echoes will enable one to determinetheir location through hearing as the soundof feet and walking sticks will reverberateoff the walls,” Herron says.

An extensive relief mural will be in-stalled on the seating walls. Those with im-paired sight will be able to “read” the sto-ries on these walls by following the mosaicand tactile art with their fingers.

A goal ball court, enclosed with a fenceand seating walls, is also being built in thenorth eastern corner of the park for a gameplayed by blind people in particular.

This court can however also be used forother activities. Opposite the games courtis space for grass and trees for picnics andinformal games.

A variety of paving materials, each lead-ing to a different play area, will guide thechildren to the a play area with asphalthumps for small bikes and scooters andgames painted onto the surfaces, an areawith wooden play equipment on rubbermatting to stimulate balance, encouragemobility, build confidence and improvemuscle tone and play equipment within afenced area, making it easier to tend to pre-school children in what can be described asa separate “room”, as well as activity zonesfenced off into smaller areas. A path of spe-cial tactile pavers will connect the AthloneSchool for the Blind with the park.

Delft Police are urging the public to be vigi-lant when making use of an ATM as twowomen recently fell victim to an attemptedrobbery.

The incident occurred in Delft South onSaturday 26 March at about 17:50.

Warrant Officer Brian Daniels, spokes-person for the Delft Police Station, says asthe women were withdrawing money fromthe ATM, two men threatened them withknives, but the women managed to fleefrom them and ran into a nearby shop.

“The suspects proceeded to follow theminto the shop, but focused their attention on

an open till. The one suspect approachedthe cashier and threatened her with a knifeand started taking money out of the till,”Daniels explains.

However, one of the security guards inthe shop approached the suspects wholunged at him with the knife as the guardtried to apprehend him.

A scuffle ensued and the security guardgot hold of the knife and stabbed the suspectin the process. Another security guard ap-prehended the other suspects.

“Both suspects, aged 28 and 32, were ar-rested. One suspect, who was stabbed in thescuffle, was taken to a hospital for medicalattention. No other injuries were reportedto the police,” Daniels adds.

Anew business census has revealed in-teresting insights into the ongoingsalong the Voortrekker Road Corri-

dor.Conducted by the City of Cape Town’s

economic development department, thecensus seeks to provide prospective inves-tors with all they need to know about vari-ous industrial hubs around the city.Speaking toTygerBurger last week, May-

comember for tourism, events and econom-ic development, Garreth Bloor, explains in-vestors often struggle to make informed in-vestment and expansion decisions due to alack of reliable, local-level information thatis readily available.The census, which takes an in-depth look

at 23 industrial areas, was compiled by Cityofficial Michelle Joja. Aside from these in-dustrial zones, the census also highlightstwo business corridors in the Metro South-East and Voortrekker Road Corridors.

Much like national censusBloor says the census methodology was

much like the national census and sayswhen approached for information, busi-nesses were very eager to assist.Joja says the team went into the various

industrial areas with maps and collectedthe names of all the businesses. This infor-mation was entered into a database and ananalysis was done. Bloor says the Citycouncil will need to look at interventionsthat can optimise growth. He says local pol-icy makers are seeking to understand whatchallenges exist and how they can help.According to the census, theVoortrekker

RoadCorridor is oneof 12nodeson theMay-oral UrbanRenewal Programme. It is hometo six industrial areas that are mappedacross 1 487 erven.Of these, 146 are econom-

ically inactive. The manufacturing sectordominates the geography and the economicactivities.Joja says the research team analysed

where the vacant land parcels are andwhatthe different economic activities are.“We also looked at vacant buildings

owned by both government and privateowners. This information provides inves-tors who want to buy vacant land or build-ings, information on who the owners are,what the size is, its zoning and so on.”

Value chain of top five productsIn the Voortrekker Road Corridor –

which includes Ndabeni, Elsies River, Par-ow, Stikland, Sack’s Circle and TriangleFarm – the team created a value chain bydeterminingwhat the top five products are.Joja says the team created an analysis andformed a business directory that can serveas a quick guide for various products. Shefurther explains this also helped the teamunderstand where economic clusters are.“In Elsies River you can see there is a

wholesale and retail cluster andwe canalsosee what is dominating in a certain cluster.So the census basically looks at what isthere, what are the missing components inthe value chains and where investment ac-tivities are within the corridor.”Due to the clustering of businesses, the

team struggled to ascertain the spatial in-formation which is essential for mapping.“With the clustered areas, you can’t al-

ways see the division of the erven, so youcan’t make accurate spatial identificationand we often had to go back.”Questioned about land use and what per-

who live in Stellenberg, where these Delftchildren come to beg.“They” refers to five minor children whoaremade to hitchhike into this affluent areaand go from door to door to beg.When this happened on Saturday after-noon, a social work student who is also di-rector of an organisation that champions re-sponsible giving, happened to see them andengage with them about this dangerous andunhealthy activity.Lucinda Valentine, director of GiveWise,approached the five as they went alongknocking on doors, trying for anything frombread to small change.“These children have been spotted previ-ously begging within the community of Stel-lenberg and asked why they were begging.They told me they were hungry and thatthere was nothing to eat at home. The chil-dren are from Delft,” Valentine says.Their names are Ostino (12), the cousin ofsiblings Morisha (13) and Grashen (12), anda secondpair of siblings,Nicole (13) andAsh-wyn (10). [The children’s surnames arewith-held.]The latter pair’s mom is 43 years old andunemployed, they toldValentine. The grand-mother of the first three looks after them,and she is also unemployed. Both familieslive off social grants, Valentine says.“Nicole mentioned that her mother doesnot receive Sassa payments for all the chil-dren she takes care of, due to reasons shewasunsureof. This couldbe lackof birth cer-tificates, and so forth. Nicole mentioned hermother has not followed up on applicationsfor them either, for whatever reason,” Val-entine says.

“The area they live in is very dangerousand they were informing me of shootingsand holdups that happen close towhere theylive.“They hitchhiked to Stellenberg andwould need to hitchhike back, but only afterthey could get at least a bread to take home,”Valentine says.The entire conversation, she says, tookplace in the car park of the Stellenberg Sparand in the adjacent field, where two of theboys were playing in a tree like any regularchild would do, Valentine says.Hope never fails, and Valentine may havesomething up her sleeve, she says.“There are not enough self-sustaining or-ganisationsworkingwithinDelft. Delft is onGiveWise’s priority list in thenext twoyearsto create an action team – like we have in

Fisantekraal – to get all prevention focusedorganisations on the same page.”Valentinehopes to do this so all these orga-nisations can focus collaboratively onstrengthening the community from withinbyworking together and strengthening eachother, “instead of starting new projects allthe time and organisations that close downtwo to three years down the line”, she says.“You can tell from the kids’ eyes and thescars on their faces and general appearancethat life has not treated them well. But be-yond all of it, they still called me ‘Tannie’and were very open to chat to me,” she says.“The families rent wendy houses on thesame backyard and it is about R250 a monthfor rent. The electricity is shared and theyneed to pay for that too,” Valentine says.“I will need to arrange a task team to es-

cort me and some people into the area to gochat to the granny and mom to see how bet-ter we are able to assist them long term andsustainably.”Valentine once again implored the publicnot to give irresponsibly.“As I was talking to the kids in the carpark, a guy came up to the kids to give themchange in a bank bag. I politely asked himto not give it to them. I said it in front of thekids. That guy doesn’t realise he is support-ing child labour.”Janice Sparg agrees. She is the chairper-son of the Western Cape Street Children’sForum.“Firstly, there is no one to regulate thebegging. Thepublicmust help. Take the chil-dren to a police station straight away – ifthere is a child on the streets, we should dosomething,” she says.“The law says only a designated socialworker from a registered child protectionagency or a police officer may take a childfrom where they are, but quite often the so-cial workers are single women and scaredto move in the areas in which they are need-ed –which isunderstandable – and thepolicejust do not respond.“We are busyworking on gaps and blocka-ges in the procedure of taking kids offstreets. Lindelani Home in Stellenboschwasdetermined as the standardised intake cen-tre for street children, so social workers willnot have to struggle to place children. Also,the children canbe removed from the streetsimmediately,” Sparg says.“Parents who are sending their childrento beg should be charged with child labourand neglect. The City of Cape Town has confirmedthat a compliance notice was served ona church in Elsies River, over which

TygerBurger has extensively reported overthe last month.

The Ambassadors for Christ World Out-reach Ministries (AFC) has since halted theuse of children to sell cookies at busy inter-sections on behalf of their business arm, inexchange for lodging and food.

Mayco member for social developmentand early childhood development, SuzetteLittle, last Wednesday (23 March) con-firmed the church had been approached bytheir Law Enforcement unit.

“A notice was served on the Church in re-spect of the cookie selling children. Law En-forcement has also noticed that the childrenare no longer present at the intersections,”

Little said.TygerBurger first reported on the story

on 24 February (“Cookie sale concern”)when it came to light the children were sell-ing the cookies at intersections in Bellville,Parow and Goodwood.

The children were made to sell the cook-ies previously under very trying circum-stances, often seen at traffic lights beforesunrise and after sunset.

A concerned Bellville resident first re-ported the children’s plight toTygerBurger.

The update by Little of the notice servedon the church came on the same day asTyg-erBurger appeared on street with a third up-date on the story about the children underthe headline “Grownups now aid in cookiesales”.

Previously Little was quoted as saying:“Should there be non-compliance, the Citywill start impounding the goods ... and sum-mons the pastor to appear in court.”

The animal bylaw in respect of barkingdogsmay be frowned upon bymany resi-dents asnonsensical, but theCity ofCapeTown is adamant this bylaw can and isstill enforced in a very practical sense.TygerBurger regularly receives com-

plaints from readers lamenting overtheir rowdy neighbourhood dogs, cou-pled with the City’s inability to enforcethe bylaw that regulates this.Inmost cases it transpires that the nui-

sance dog, after being reported to LawEnforcement, will be considerably quietwhen the officers arrive on the premises.Thismakes it impossible for them to takelawful action against the dog owner.Such a case is subsequently closed, untilanother is opened. In terms of the abovebylaw, no dog is allowed to bark formorethan three minutes successively in halfan hour, or six minutes successively inan hour. But how do you prove this?As is the case in anyother legalmatter,

sufficient evidence is needed to prose-cute such a case in the municipal courts.In this instance, a complete “barking

monitoring schedule” as well as audio-visualmaterial would be needed, accord-ing to the City’sMaycomember of Safetyand Security, JP Smith.Smith says just because many of the

complaints encountered cannot alwaysbe corroborated by the investigating offi-cials who have tomonitor the dogs at theidentified locations, it does not mean thebylaw is not being contravened.“ ... Obviously the officers cannotmon-

itor the location on a 24-hour basis,” hesays. “Enforcement actionwill thereforeinvolve an initial compliance notice di-

recting the dog owner to remedy the situ-ation. In the event of non-compliancethis will be followed, in most cases, bythe compilation of a docket containingthe complainant’s affidavit, which in-cludes a barking monitoring scheduleand whatever audio-visual evidence isavailable, so that the dog owner can besummoned to court on the prosecutor’sinstruction.”Smith however does not clarify how

this would be done in the absence of offi-cers to constantly monitor the premises.An officer, he says, may also opt to is-

sue a written notice for the owner to ap-pear in court with the option of payingan admission of guilt fine.HHowever, according to a TygerBurger

source, the lack of manpower in the LawEnforcement department in actual factdoes not afford officers the time neededto be spent on compiling such dockets.In extreme cases an admission of guilt

fine would be issued to a “repeat offend-ers”, who would then pay it and be ontheir way, often leaving the cause of theproblem unresolved.In other cases, dog owners do comply

to notices to try and find out why theirdogs bark, and take action, but oftenwork full days and simply have no con-trol over their dog’s barking habits dur-ing the day.With the issue evidently pos-ing several challenges, TygerBurgerasked Smith whether it really madesense to utilise their limited manpoweron such cases and whether the City havehad any successful court appearances inthis regard. No specific answer wasforthcoming. The City also did not re-spondas towhether they are looking intoother more practical solutions, whichmight see this bylaw amended.

ing up to play their first festival in front oftheir home crowd at the Cape Town Interna-tional Jazz Festival this week.The band – made up of Don Vino (saxo-

phones), Camillo Lombard (keyboards),Charlton Daniels (bass), Mornay Hofmees-ter (drums) and Mark Williams (guitars) –hail from Kuils River, Parow, Brackenfelland Belhar.The musicians were on tour with Tevin

Campbell andpreparing for a showat Johan-nesburg’s Carnival City when Camillo cameup with the idea to start a band.“We were individuals at the time; we used

to work together a lot, but we weren’t aunit,” Camillo explains. He was also the onethat came up with the name TopDog, eventhough Charlton wasn’t too impressed withit.“I thought it would sound arrogant,” but

once they started getting bookings he saysthe name grew on him.With their combined musical CVs, Top-

Dog SA have every right to be a little arro-gant.

Together for three yearsBetween working as the principal of the

CapeMusic Institute, Camillo is a sought aft-er accompanist for legends like JimmyDlud-lu while Don Vino rates his work on KirkWhalum’s Gospel according to Jazz Chapter4 albumas one of thehighlights of his career.Drumming lecturer by day, Mornay has

similarly workedwith big local and interna-tional names ranging from Judith Sephumato Chevelle Franklin. With more than 16 in-ternational toursunderhis belt,Mark’s skillhas seen him play in 14 different countries

Province A (WPA) and Western Province B(WPB) overpowered WP u.23 and Gautengu.23 respectively.WP u.23 started well against WPA with

Stuart Baron limiting them to one or tworuns in the early innings. As the game wenton theA side showed theirworth and startedaccumulating the hits and piling on theruns. The u.23 bullpen did not come to theparty and the A side ran out 14-0 winners insix innings.Meanwhile, Gauteng’s u.23 side was

dumped out of the tournament when theywere once again shut out – this time by Jay-son Ripepi 9-0 of WP A in the afternoongame. Gauteng u.23s only scored five runs,while conceding 44 runs in the green sectionchampionship round.The surprise victory of the day was surely

WP u.23’s 6-4 win over a much fancied Gaut-eng A side.Gauteng A redeemed themselves when

they came back from 0-1 to beat WP B 4-1.The win secures Gauteng A second spot in

the round robin league and a semi-final spotagainst WP B. Another loss for Gauteng Awould have pitted them against the WP Apowerhouse in the semi-finals.In earlier weekend action after rain de-

layed the start on Sunday, the cream of CapeTown players were involved in a hotly con-tested showdown. Western Province A beatWestern Province B 5-3.The B side took a 1-0 lead at the end of the

first inning when they scored on a walk, awild pitch, a pass ball and a fielder’s choicefrom pitching by Dean Jacobs.The A side bounced back immediately by

scoring two runs in the second and threeruns in the third inning to take a 5-1 lead.Jacobs settled down and completed his

five innings stint, conceding three hits, twowalks and a run while striking out five hit-ters.He was replaced by Russell Olivier who

pitched the last two innings, conceding twohits, two walks and two runs, striking outone hitter.TheB sideused four pitchers, JasonTheys

batters came to light as they just managedto beat Gauteng u.23 5-4.WP u.23 raced to a 5-0 lead but allowed

Gauteng u.23 to score four runs in the sev-enth inning, which gave them a huge scare.WP u.23’s management may need to have

a look again at their bullpen, as it almost letthem down in the end.
