bly n kopseer vir pendelaars wat daag-
liks vrees hulle word daar beroof of be-
seer.
Ek bly in Ravensmead en ry elke oggend
voor ses vanhier afwerk toe, s eenmiddel-
jarige vrou, wat haar telefoon onder haar
klere wegsteek in n poging om nie n derde
keer vanjaar n prooi van misdaad by hier-
die stasie te word nie.
Sy s sy sien amper daagliks hoe mense
se selfone, handsakke en juweliersware ge-
steel word of hoe ontstelde slagoffers huil of
skree nadat hulle beroof is.
Sy s sy het geen ander keuse as om oor
die voetbrug van die stasie te stap nie, maar
dit is waar die meeste voorvalle plaasvind.
Sommige oggende stap haar man saam met
haar, maar sy s die ander dae is sy aan die
genade oorgelaat.
Sy het nie een van die twee voorvalle toe
haar selfoon gesteel is, by die polise aange-
meldnie.VolgensGeorgeKepkey, voorsitter
van Tygerwatch in Parowvallei, was daar
verlede Donderdag n gewapende roof op die
voetbrug.
Vyf jong mans met messe het n man hel-
der oordag beroof en langs die kanaal in die
rigting van Parow-stasie weggehardloop,
s hy.
Langs die voetbrug is die draad heeltemal
vernietig en kan boosdoeners sodoende op
die spoorwe se grond op die vlug slaan en
wegkruip.

pendelaars is daar egter selde of ooit enige
sekerheidswagte van Metrorail te sien.

Riana Scott, woordvoerder van Metrorail, s
bykans 500 km spoorlyn met 122 stasies en 20
depotsmoet in die provinsie gepolisieer word
en omdat hulle beperkte hulpbronne beskik-
baar het, is dit noodsaaklik dat enigemisdaad
by die polisie aangemeld moet word.
Ons ken sekerheid toe aan die hand van
inligting wat ons kry. Die hoofbron van hier-
die inligting is gerapporteerde misdaad, s
sy. Daarom is dit van absolute belang dat
die geringste misdaad by die polisie aange-
meld moet word. al is dit hoe onbeduidend.
Selfs n persoon wat verdag lyk kan aange-
meld word, want dit help om die prentjie te
skets van die tendense in daardie omge-
wing, s sy.
Scott s omdat hulle beperkte bronne het,
is dit ongelukkig die enigste manier hoeMe-
trorail kan werk. Sy s die spoorwegpolisie
vergader weekliks op provinsiale vlak met
die Suid-Afrikaanse polisiediens om aan die
hand van misdaadverslae sekere knelpunte
te identifiseer. Mense moet ook besef dat
misdaad noumet die Kerstyd gaan toeneem,

Parow-Noord onlangs so n grensdraad-op-
knapping gehad het, s inwoners in di
omgewing daar is geen punt as dit nie be-
hoorlik gedoen word nie.
Lizelle Fourie woon in Villa Verdi reg
langs die De Grendel-stasie se terrein en
sy s die hele draad in die omgewing is on-
langsmet n stewige heining vervang, behal-
we die deel wat van die hoek van haar erf
vir ongeveer 100meter tot bydie stasie strek.
Rondlopers gebruik hierdie stuk slap
draad nou as n deurgang na die spoorweg-
grond, waar daar nog steeds allerhande on-
heilighede en bosslapery plaasvind.
Ek is bedags alleen by die huis en al het
ons eiendom n elektriese heining, het ek
verlede week n man gesien wat wydsbeen
bo-oor die heining staan, gereed om in ons
erf te spring. Dit is nie die eerste keer dat
dit gebeur nie. Eendag het daar n span on-
derhoudswerkers van Metrorail opgedaag,
maar hulle het sommer met hul grassny-
trekker bo-oor die draadheining reg by die
hoek van ons huis gery. Ek was verstom.

The family of a formerSouthAfrican ice ska-
ter seeks witnesses to the accident that kil-
led their father.
GavinMcPhearson (56)was runningalong
De Grendel Avenue at about 19:00 on 18 No-
vemberwhenhewashit by awhiteOpelCor-
sa.
According to Mcphearsons daughter,
Carrie, they just want to know what really
happened.
We are shocked at what happened to my
father, but would really like to know what
happened on that fateful day. If there is so-
meone out there who saw something or was
in the vicinity we would like for that person
to come forward.
Police spokesperson Warrant Officer Jac-
ques Mostert said a case of culpable homici-
de is being investigated.
The investigation officer, Constable God-
win Oppel would like to make contact with
anyone who may have witnessed the acci-
dent or who could have any information re-
garding it. He can be contacted on 021 558

here was back-slapping all around
when the Voortrekker Road Corridor
City Improvement Districts (VRCID)
crime and grime fighting machine held its
second annual general meeting recently.
The second AGM of the VRCID was a
huge success. It was made possible because
the outstanding results of the past year
made feedback to our members so much
easier, said Hardus Zevenster, chairman
of the VRCID board.
I thus cannot help but congratulate the
dedicated personnel for
their outstanding serv-
ice in 2014, he said.
The partnership be-
tween theVRCIDand the
business community
was another reason for
our success, said Zeven-
ster.
He said corporates and
businesses that have es-
tablished themselves in
the VRCID area have
proven invaluable to
their success.
Derek Bock, opera-
tions manager of the VR-
CID, said it was very im-
portant to continue to build strong relation-
ships.
Our precinct managers, Sarel Strydom
(in Bellville), and Rushdi Toefy (in Parow),
work with many departments across the
City of Cape Town, he said.
Our success depends on their support as
we carry out our daily operations, said
Bock.
TheVRCIDs key objectiveswere, accord-
ing to Bock: There is a need to begin a two-
way conversation with our partners, inves-
tors and community. While visible, our
work on the streets needs to be supported
by a strong message of investment.
Bock said property prices were begin-
ning to reflect the VRCIDs success.
Tax incentives such as the Urban Devel-
opment Zone (UDZ) and initiatives such as
the Mayoral Urban Regeneration Pro-
gramme (MURP) have a role to play in at-
tracting investment, he said. Parking
management remained a key issue.
We recognise the urgent need to provide
cleaner, safer public parking areas across
Bellville. In thenewyearwewill be discuss-
ing ways andmeans to do this with the City
of Cape Town.
Thirdly, he highlighted the continued
prioritisation of their four social develop-
ment programmes.
Simply moving people away from an ar-
ea does not address the root cause of home-
lessness.

helping facilitate the establishment of a
Hope Centre where street people could ac-
cessworkopportunities and skills training.
This is a much more sustainable ap-
proach that we hope will change the social
profile in the VRCID area.
Lastly, Bock said the VRCID would con-
tinue strengthening tieswith the police and
city partners.
City mayco mamber Sam Pienaar,
charged with the progress of the MURP,
said he was still as committed to realising
the promise of the VRCID to clean up the
Voortrekker Road corridor.
The VRCID is a critical instrument in
the future commercial growth of the Voor-
trekker Road corridor.
Local ward councillor Leonore van der
Walt said the impact of the VRCID on Bel-
lville and Parow was clearly visible.
Brendan van der Merwe, another Bel-
lville ward councillor, said the improve-
ments made by the VRCID have benefited
residents and business immeasurably.

Louis Heyns wat van nou af in die biblioteek,
wat na hom vernoem is, gaan hang.

Die Tygerberg-hospitaalskool het verlede
week sy nuwe biblioteek ingehuldig ter ere
van die ontslape dr. Louis Heyns.
Dr. Heyns was voorsitter van ons be-
stuursraad. Sy groot helde was die kinders
van hierdie skool, s Susan Potgieter, hoof
vandie skool, oor di pediater vandieTyger-
berg-hospitaal wat verlede jaar vermoor is.
Die biblioteek is na hom vernoem.
Dr. Heyns se belangstelling en liefde vir
die kinders van die Tygerberg-hospitaal-
skool was altyd vir ons almal besonders. Die
biblioteek verteenwoordig sy aanmoediging
vir ons almal om te strewe na n beter oplei-
ding, s Potgieter.
Sy s 2014 was n jaar van boeke en lees
vir die skool en was die opknapping van die
biblioteek hul groot projek.
Die ou bruin houtrakke is in helder kleu-
re oorgeverf en die die hele area is meer kin-
dervriendelik gemaak, s Potgieter.
Met n skenking van byna R6 000, kon hul-
le n hele vrag nuwe boeke aankoop.
Die inhuldiging van die Louis Heyns-bi-
blioteek was n lieflike aand. Ek was bang
ons gaan amal aan die huil raak, maar dit
was so n positiewe ervaring, s Potgieter.
Meer as 20 vanHeyns se pediatrie-kollegas
het die geleentheid bygewoon, asook sy fa-
milie, die bestuursraad en personeel van die
skool.
Hier is Mari, Charl, Helene en Dalene Heyns, Louwna van Niekerk, Chris Heyns, Eldal Swart, Lize Hofmeyr, Daneale Heyns en Alwyn Swart by die
inhuldiging van die Louis Heynsbiblioteek.

Following incidents of stone throwing du-
ring the earlyhours of last Tuesdaymorning,
police urge motorists to be very cautious
when travelling on the N1 between Okavan-
go and Brighton roads.
Kraaifontein police received reports of two
incidents where motorists travelling on this
stretch of road had stones thrown at them
between 01:00 and 02:00 on Tuesday mor-
ning, said Lieutenant Thembi Gwe, spokes-
person of the Kraaifontein police station.

The Parow policeman who was arrested on
21 November has been released on R1 000
bail andhis casewill continue at theBellvil-
le Magistrates Court on 30 January 2015.
Nicolaas Petrus Cilliers (25) was arrested
inhis hometown, Paarl, on charges of defea-
ting the ends of justice and fraud.
It is alleged Cilliers responded to a call
from the Parow Park Neighbourhood
Watch recently, who handed over a suspect
with 15 mandrax tablets to be arrested. But
no arrest, docket or evidence were to be
found afterwards.
On the fraud charge, Cilliers is alleged to
have forged a medical certificate to cover
himself for absence from duty.
Cilliers, as well as ten other members of
theParowpolicewhohavebeenarrested re-
cently on fraud and corruption charges, ha-
ve been temporarily suspended from the
service. According to Lt Kevin Williams,
spokesperson of the Parow police, each
member had the opportunity to contest
their suspensions.
The provincial commissioner, Lt Gen
Arno Lamoer, has to decide the outcome of
the suspensions pending the merit of their
cases, Williams says.

of resorting to road rage, warns ER24
spokesperson Chitra Bodasing.
Almost every motorist has experienced
some sort of frustration while driving but
it is how far you take it that could mean the
differencebetween life anddeath, she says.
Road rage is a criminal offence. Anyone
found harassing motorists on the road will
be charged. They could face charges such
reckless and negligent driving, harassment
and others depending on the seriousness of
the crime.
If amotorist is harassed, they should take
down the registrationnumber of the vehicle
driven by the suspect and call the police.
Do not retaliate. This could aggravate
the situation. You can get killed, she says.
She refers to a recent incident to which
ER24 responded.
The two drivers had an altercation and
they stopped at an intersection. One driver
climbed out of his vehicle and assaulted the
othermotorist. As hewalked back to his car
the other driver drew his firearm and shot
him in the chest. He died on scene, she
says.
Henning Jacobs, the trauma support co-
ordinator at ER24, urges people to stay calm
and do as little as possible if provoked.
He says road rage incidents are preventa-
ble if people do not act out of anger.
He advises drivers to enter their vehicles
in a peaceful frame ofmind prior to driving.
Music helps some people. Breathing
exercises can also help you stay calm, said
Jacobs.
According to Jacobs, road rage is linked
to people experiencing personal or work-re-
lated problems.
When people experience trauma or
stress they are flooded with feelings and
emotion. When people do not vent their fee-
lings or do not have coping mechanisms in
place, these feelings and emotions build up.
A road incident can trigger all of those emo-
tions at once, he said.
These emotions can lead to road rage.
Therefore, road rage can be prevented if
people have coping skills in place and met-
hods to help vent their feelings. Road rage
may be prevented if people obtain proper
help for their mental or emotional pro-
blems. See a counsellor or psychologist, he
said.

A faulty telephone line may be one of the
reasons for the increase in invasive wasps
across the city.
Readers complained they received no res-
ponse fromthe citysEarlyDetection,Rapid
Response (EDRR) team after TygerBurger
reported on the current wasp problem (Re-
sidents warned: aggressive wasps settling
across suburbs, 5 November).
The problem has been identified in the
meantime, and an alternative offered to the
problematic number, 021 712 1434.
Ulricke Irlich, project manager at the
EDRR, said their telephones lines were
down due to cable theft.
This meant the phones simply rang, so
people think we are not answering.

It looks like Telkom will not replace the
lines, so we are trying to make alternative
arrangements, but this is taking time.
The two invasive wasp species have seen
a warning issued, especially in Bellville,
Durbanville, Brackenfell, Kraaifontein and
Kuils River areas, but residents from as far
afield as Langa, Khayelitsha and the sour-
thern suburbs have also complained.
The culprits are theEuropeanpaperwasp
(Polistes dominula) and the German wasp,
or yellow-jacket (Vespula germanica).
These species kill off indigenous honey
bees and the German wasp is known to be
aggressive when disturbed.

most promising newcomer. The award was
presented to him by Lady Sally Graaff from

TheGeoffreyNiemanandBrian vanRhee-
de Award, which recognises a particularly
outstanding contribution by a member of
the company during the year, was received
by senior principal dancer, Thomas Thorne,
from Llandudno, for his performance in the
JohnNeumeier ballet,Spring andFall. Both
Geoffrey Nieman and Brian van Rheede are
from Century City.
The main awards of the evening, the Bal-
letomanes Awards for best female and male
dancer, were presented to the winners by
CTCB board member, Percy Tucker, from
Fresnaye. In the category for best female
dancer the awardwas shared by senior prin-
cipal dancer, Laura Bsenberg from Sea
Point and soloist, Mami Fujii, from Rose-
bank. Senior soloist, Daniel Szybkowski,
from Bo-Kaap, won the award for best male
dancer.

companys upcoming festive season production, Cin
derella, which opens at the Artscape Theatre on Fri

Hundreds of hungry children are fed
weekly by Meals on Wheels at the Parow
Preparatory School, De Vrijzee Primary
School and two outpatient clinics at Ty-
gerberg Hospital.
Most of the children arrive hungry at
these schools and at the hospital, says
LindaLouw,manager ofMeals onWheels
in Parow.
Louw heads a massive feeding scheme
that providesmore than 115 000meals per
year, of which close to 300 per week are
handed out to these children.
The Tygerberg Childrens Hospital
paediatric outpatients is a busy service,
says Dr Cilla Springer, a paediatrician at
this hospital. She says children fromboth
the Capemetropole and outlying areas in
the platteland attend these subspecialist
clinics.
In order to reach the hospital by 07:00,
children leave home early in themorning
and have to travel long distances by pub-
lic transport. The children often spend
many hours to have their folders opened,
then waiting for their physician consul-
tations and later queuing for the pharma-
cy.
According to a research study by a so-
cial worker some time ago, food security
is a problem for a significant proportion
of these families. The majority of these
children are from lower socioeconomic
groups.
Meals onWheelshas servedan invalu-
able role in improving the physical and
emotional morale of our children and
their caregivers andwe thank this gener-
ous organisation for their commitment
in providing a vital service to our fami-
lies, Springer says.
Louw, who also heads the Tygerberg
Service Centre for the Aged, says she is
very proud of the seniors at this centre,
many of whom it is a passion to be in-
volved with Meals on Wheels.
There are two senior couples, the Cas-
tles and the Josephs, for whom it is an an-
nual highlight to serve the special Christ-
mas treats to these children. They have
respectively reached out at the hospital
for 11 and six years now, says Louw.

The Cape Town Motorcycle Club (CTMCC)
and the Goodwood Sports Club donated R14
680 worth of animal food to the Uitsig Ani-
malShelter inFisantekraal after their chari-
ty ride on Saturday.
CTMCCchairFaffa de Jager said thedona-
tion forms part of the clubs regular initiati-
ves to help organisations in need. We do a
lot for charity, both locally and as far afield
as towns in the Boland and on the West Co-
ast, says De Jager.
This months charity event was made pos-
sible by contributions from club members,
particularly Johan (Schallas) van Schalk-
wyk, and the many Absolute Pet specialist
vet shops throughout the peninsula. The
clubs ethos of Themore you give themore
you get certainly plays a big part in these
endeavours, says De Jager.
The clubs next event will be on 21 Decem-
ber when they will donate Christmas gifts
to a childrens home.

world, but every bit helps, says De Jager.

Happy Feet, the juvenile penguin who cap-
turedTygerBurger readers hearts, is well
on the road to recovery.
He will spend Christmas at the Southern
AfricanFoundation for theConservation of
Coastal Birds (Sanccob) along with 445
other abandoned African penguin chicks
from around the Peninsula.
Every year between October and Janua-
ry, Sanccob helps hundreds of African pen-
guin chicks that have been abandoned by
their parents during their annualmoulting
cycle.
During this time the parents replace
their tuxedo with a brand new set of wa-
terproof feathers and are unable to hunt for
fish and feed their young during the three
to four week moulting process.
As a result, the chicks that have yet to
fledge, like Happy Feet, are abandoned and
face starvation unless conservation organi-
sations like Sanccob intervene.
On Christmas day, Happy Feet will wake
up to an enriching meal of sardines fed to
him by his caring minders.
During the day he will be kept hydrated
through regular administration of fresh
water and special electrolyte fluids.
He will get his strength back with daily
doses of vitamins and hone his swimming
skills in the pool, so he will be fit and ready
for release back into the wild to join the
other 18 000 breeding pairs left in the wild.
In the evening he will sleep in a comfy
heated pen with soft matting.
As a gesture of thanks to Happy Feets
rescuer, Liezl Bestbier from Melkbos-
strand, Sanccobhas adoptedHappyFeet for
Liezl.

Christmas is the time for giving, sharing,
loving and caring, so Elizabeth Viljoen is
collecting food donations for the homeless,
elderly and unemployed.
The menu will consist of a chicken vege-
table pasta, mince curry and rice, and vege-
tables suchaspotatoes, carrots, peas, baked
beans and sweet corn.
A trifle pudding sponge, jelly, ideal milk,
canned fruit and custardwill also be served
along with juice, tea or coffee.
Elizabeth is also collecting second hand
clothes and toys for the homeless.
The meal will be held at The Martin
Adams Hall in Brooklyn from 15:00 on 24
December.

After taking out my car license
I forgot to display it on my
window. When I saw a traffic
officer writing out a fine, he
explained that there were two
amounts on it R500 if your
license lapsed or R300 if you
took it out and did not display
it.
So its two weeks later and I
want to pay it. I first try the
internet, as fines can be paid
via Absa. The only problem is
there is no reference number
on the fine, so the payment
will not go through.
I then go to Absa, where the
cashier tells me that the
Traffic Departments system is
offline and I have to wait for a
second letter through the SA
Post Office.
No problem. So I go off to
the Traffic Department in
Durbanville, where I am told
that they can only take the
R500 payment, not the R300
one. This can only happen at
the Parow Traffic Department.
I then called the main
number, where I was told that
the fine has not been captured
so I cant pay it.
Why issue fines if they know
that the offender cant pay it?
Is the Traffic Department

beginning to wonder...

Anonymous, I feel the need to

So many who regard them-
selves as dog lovers forget
that while they are at work,
away for a weekend or at
times even a week, we the
lonely, old or just selfish are
subjected to the continuous sad
howling, whining and barking
from many a neglected pet.
Dog lovers often
neglect their pets
You leave home at the crack
of dawn, returning some eight
hours or more later.
The so-called pet is given
its food and then the owner is
off to bed and sleeps like a log,
never hearing the night bark-
ing. And so it is every single
day.
How many genuine loving
hours are spent with the
animal? As far as you are
concerned your dog protects
your home and the barking is
their way of communicating.
To whom, I ask?
To the phrase get a life,
have you not noticed that we
who complain about the bark-
ing are very much alive. We are
the ones who hear and are not
deaf to the sounds of an animal
in distress, just surviving a
dogs life day after day.

teruggeloop het na my voertuig,

daar te sit. Sy antwoord was
dat hulle dit nog gaan doen.
Die kersie op die koek was
toe ek van die Uitsig-gemeente
se feesmark kom om ongeveer
10:50 en daar staan nog n
verkeersmotor met n beampte
onder die bome naby Stodels in
Eversdalstraat geparkeer. Di
was ook op sy selfoon besig.

om hulle tydens die aanval te
dek. Hulle was nie gewone
straatboewe nie.
Dit kan nie van die ongewa-
pende inwoners, wat alles
gesien het en vir hul lewens
vrees, verwag word om hulp te
bied ten opsigte van die vang of
identifisering van die betrokke
misdadigers nie.
Die enigste persoon wat n
slegte persoon met n vuurwa-
pen kan stop, is n goeie
persoon met n vuurwapen.
Onmiddellike reaksie in n
lewensbedreigende situasie is
altyd die beste. Die polisie kan
nie altyd oral wees om jou te
beskerm nie.
Daar is wel negatiewe aspekte
verbonde aan vuurwapens,
maar die positiewe aspekte is
meer.
Want moorddadige maniakke
verkies ongewapende slagoffers.
In ons geval het n taxi vol
getuies gewys wat die meeste
Suid-Afrikaners voel wanneer
die goeie ouens terugbaklei.

orde van die dag.
Ons het nodig om voorbereid
te wees en te doen wat verlang

Vir sestien dae lank word ons gereeld
herinner aan di euwel en hoor ons
skokkende feite en statistieke daaroor.
Maar verbeter die situasie enigsins?
Want jaar na jaar word dieselfde donker
prentjie geskilder.
Vroue word in siklusse van geweld
vasgevang, omdat hulle by n man bly ter
wille van sy status of omdat hulle nie die
vermo of selfvertroue het om na hulself
en hul kinders om te sien nie.
Op die lang duur word hul selfbeeld so
geskaad dat hulle nie in hulself glo nie;
ook nie meer vertroue het in die beeld
wat hulle na buite uitstraal nie. Hulle
verloor hul identiteit en voel hulle het
geen waarde in die samelewing meer nie.
Kinders word so mishandel dat die
sielkundige letsels daarvan vir ewig aan
hul menswees vaskleef, en baie keer die
basis vorm vir hul eie geweldsoptrede
teenoor vroue en kinders in hul volwasse
jare.
As gemeenskap kan ons dit eenvoudig
nie meer ignoreer nie en moet ons druk
op die regering toepas om die politieke
wil te kweek om kragdadig teen geweld
en misdaad op te tree. Ook nie net wat
geweld teen vroue en kinders betref nie,
maar teen lle geweld en misdaad.
Dit is tyd dat ons nie net vir 16 dae
van die jaar hieroor standpunt inneem
nie, maar elke dag van die ander 349 dae.
Raak ons nie almal betrokke nie, gaan
di wanpraktyk net onverpoos voortduur.

Die Tygerberg-dienssentrum vir bejaardes
en Meals on Wheels, wat hierdie jaar meer
as 115 000 borde kos gemaak het vir di wat
nie het nie, het n vroe Kersetemet hul lede
en borge in die Edgemead-gemeenskapsaal
gehou. n Mens kan nie al die probleme in
die wreld oplos nie, maar n mens kan n
verskil aan iemand anders se lewe maak,
het dr. Lynn Moonsamy, een van die direk-
teure van die sentrum en seremoniemeester
van die geleentheid, aan die gaste ges en
daarmee die sentrum, wat nou 45 jaar oud
is, se onbaatsugtige ywer saamgevat.
Die sanger Johan Rosseau het die gaste vermaak, terwyl hulle weggeval het aan die heerlike
Kerskos.Anneleen Coetzer van Goodwood en Maria Patty en Rina Pretorius van Parow was ook daar.

Dagga gets up neighbours nose

he smell of dagga fumes and farmyard
animals is a massive irritation to
Dagga Party leader Jeremy Actons
neighbour.
Actons neighbour, Etienne Nortje, says
hes been struggling for months to get the
authorities to take action against Acton.
They did come and have an inspection,
but (Acton) just blatantly ignores their war-
nings, said Nortje.
His complaints include Actons keeping
backyard animals in Kenridge.
It sounds like a farm next to us. The man
breeds with rabbits, he has a bunch of chic-
kens, theres a beehive and a little while ago
his dog ran down the street with a rabbit
skin past where our children play! said
Nortje.
The animal smells attract flies, especial-
ly in summer. The mans pool is greener
than grass and will soon create problems
with mosquitoes, he added.
He says Acton does nothing to maintain
his yard. I have paid for his side of the lawn
to be cut, but he got highly upset with me
he says its his rabbits food!
Ward councillor Andrea Crous said she
was aware of complaints from
neighbours.
I have been approached byKenridge resi-
dents about a neighbour who has no respect
for them because of his unhygienic yard, the
droppings from his chickens and rabbits,
and the smoking of dagga at all times of the
day, said Crous.
The city is working on the problem, but
that is not good enough for the residents.
Theyve spoken to this neighbour, but he
just couldnt be bothered.
From Actons side, things look a whole lot
different.
I have applied for a licence for the 11 chic-
kens I keep as well as for my four rabbits.
I have yet to get a reply from the city, he
told TygerBurger.
He said he asked all his neighbours for
consent to keep his chickens he doesn't ha-
ve a rooster and only one neighbour con-
sented.
He said to keep the fly population down he
has five fly traps on his premises that give
off a stink, as well as a compost heap, but
these were kept away from neighbours.
The issuewith his tall grass is amisunder-
standing, he says.
We own guinea pigs. Grass is the only re-
source I use to feed them. The grass in Ken-
ridge is cut severely short I have to drive
ten kilometres to Stodels to get grass for
them, he said.
Im trying tomaintain a certain length of
grass 100 mm at least so as not to have
to battle weeds.
He said he resented neighbours imposing
their sense of neatness and lack of environ-
mental awareness on his family.
Acton said his pool did have a lot of algae
but was filtered daily and had no mosquit-
oes. I am in the process of applying to Cape
Nature Conservation for a permit to keep
carp and run the pool as an aquaponics ope-
ration a natural pond system. The inspec-
tor has been here about four times, but has
not seen a single mosquito in that pool.
About dagga smoking, Acton said he used
it in accordance with my knowledge of my
rights, for medical reasons, and as a part of
my personal spiritual meditations in my re-
lationship with my Creator.
I do not use it indoors or in the presence
of my family, who dont like its smell. I al-
ways make every effort to check wind direc-
tion to minimise any impact (on others).
He is not afraid of prosecution for his dag-
ga use. It is now possible for any citizen fa-
cing charges to stay their prosecution in the
High Court. I andmany others have summo-
ned the state to scientifically justify the pro-
hibition and prove its constitutionality.He
feels the current neighbourly issues were
very much a clash of perceptions between
two individuals with different back-
grounds and hoped these differences could
be peaceably resolved.
Acton said Crous had never visited his
premises. He was simply practicing his own
small-scale animal husbandry to the extent
his yard allowed it.The local ratepayers as-
sociation said they know of no problems
with Acton or his yard.
We havent received any complaints. If
there was a big problem, I am sure residents
would have complained to us already, said
Kenridge The Hills Ratepayers Association
chairperson Geordie Hogarth.
A senior city official who may not be na-
med confirmed to Crous that they have had
various complaints about the premises.
The owner has been sued and found guil-
ty and fined about his animals. He has, in
the meantime, applied for licences for his
animals, the official said.
Should Actons applications be unsucces-
sful, his animals could be removed, or he
would be sued again.
We will address the health issues,
but. . . will give the complaint through to
law enforcement for possible further action,
also regarding the beehive.Acton says even
this served a sacred purpose. The city has
no scientific rationale for the banning of
bees fromresidential areas.Bees are essenti-
al for a healthy environment and are endan-
gered creatures needing our protection and
respect.
