The likelihood that Koeberg Road willever get speed humps is slim to none,but that didn’t stop Bridget Edwards
trying to convince authorities that it wouldbe for the greater good.
Edwards got 226 signatures from peoplewho support her petition to have the trafficcalming measure implemented on the busyroad.
“After my boyfriend’s son was knockedover in a hit and run (accident) on this roadthis morning, I decided enough was enough.Too many innocent children are losing theirlives on this stretch of road and nobody is
doing anything about it,” said Edwards.“Taxis are running red lights, driving
along the shoulder of the road and mowingdown children left, right and centre. Thisneeds to end!”
She specifically wants speed bumps builtin Koeberg Road, Milnerton, but there arepeople in Table View who also believe thiscould be a solution to some of the recklessdriving occuring there.
Ward councillor Heather Brenner says,however, that speed bumps are traditionallyreserved for residential areas, and are oftenused in conjuction with pedestrian cros-sings.
Despite Edwards’ plea directed at buildingspeed bumps near pedestrian crossings, the
head of Transport Network DevelopmentGarth Elliot, said this would not be conside-red at this stage.
Elliot says in his correspondence with Ed-wards on the www.gopetition.com website:“In terms of the City of Cape Town’s TrafficCalming Policy, the installation of trafficcalming measures on a route of this nature(a higher order numbered metropolitan rou-te) is not supported. From a transport engi-neering perspective, a signalised pedestriancrossing is deemed to be a more appropriatemeasure on a route of this nature, so as toaccommodate safe crossing by pedestrianswhile maintaining a reasonable level of mo-bility.”

The fact that Koeberg Road is a public trans-port route means building speed bumps isvery unlikely, since it will cause “discom-fort to passengers when traversing raisedtraffic calming measures”.He adds that the city has recently installed
a signalised pedestrian crossing near Yster-plaat Primary School, as reported by Tyger-Burger in October last year.The City is also in the process of installing
another signalised crossing at the libraryand clinic further north along Koeberg Ro-ad.In the formal correspondence, Edwards
insisted that signalised crossings are inef-
fective.“You could install 100 of them along this
stretch and it will not help. All it will do isslow down the traffic,” she argues.Elliot admits that the success of any traffic
signal is largely dependent on voluntary le-gal compliance by the motoring public,which Edwards believes most motorists ig-nore.Elliot maintains that there is still hope,
since hehas approached theCityTraffic Ser-vices Department for possible law enforce-ment interventions which could assist inthis regard.This department responded to the query
and told Elliot that “relevant actions interms of education and enforcement will fol-low shortly”.Edwards now feels as if she is up against
“a great force”, and whether anything willever be done depends on gettingmore peopleto support her cause.“Next time I will need at least a thousand
signatures,” she says, but adds that the bat-tle for speed bumps might be over.Instead, she hopes that footbridges could

The city council has approved the long-termcontract for the design and constructionmo-nitoring of the proposed Contermanskloofreservoir.The contract includes the supplementary
infrastructure to ensure water security tothe greater Blaauwberg area.Maycomember for utility services, Ernest
Sonnenberg, said the Blaauwberg Develop-ment Area (BDA) is one of the fastest gro-wing development corridors in the country.However, he said, “the limited bulk water
infrastructure in this area has been identi-fied as a significant obstacle to future deve-lopments and as such the construction of theContermanskloof reservoir must be time-ously planned and implemented”.Once constructed, the new reservoir will
have a storage capacity of 100 mega litres.It will be supported by the necessary infra-structure such as reticulation pipelines thathave alreadybeen commissioned tomeet thearea’s future potable water demand.The cost of the project, which reflects the
city’s focus on infrastructure-led growthand development, is approximately R100million (R10 million for the design and R90million for the construction).“Importantly, bulk water infrastructure
such as reservoirs and pipelines cannot beconstructed overnight. Due to the natureandmagnitude of this project the council, asrequired by theMunicipal FinanceManage-ment Act (MFMA), has approved the waterand sanitation department’s intent to awarda long-term contract that will extend beyondthree financial years, thus exceeding the re-levant budget cycle,” said Sonnenberg.He said the city can appoint professional
services without having to re-tender afterthe three-yearbudget cyclebecause the ratesfor the services are fixed for the duration ofthe long term contract.Funding is available in the relevant appro-
ved budgets.

The overgrown reeds in theRietvleiWet-landsmight be contributing to floodingalong the vlei.
With more wet weather looming, there’sa likelihood the adjacent Milnerton RidingSchool may flood again in the near future.Recent winters have not been good for the
riding school, and chairperson Tanja Willi-ams and her colleague Leigh Anne Ellis areconvinced that the thick reeds are one of themain reasons for the flooding.But opinion on the matter is divided.Koos Retief at Table View Nature Conser-
vation and ward councillor Heather Bren-ner reckon it’s unlikely that the reeds contri-bute to flooding.
Water blockedWilliams and Ellis disagree.“We’re not scientists, but these are thick
reeds that definitely stop the water flow,”says Williams.“During the last two years the river flood-
ed about 800 meters from its banks. I under-stand the whole Rietvlei system is sensitive,but someting should be done.”Ellis, who has beenworking at the club for
nearly 15 years, says the flooding is gettingworse every year.“Last year the entire yard flooded and I am
sure it is connected to the reeds. They blockthe water coming from the storm drains, sonow this water is flowing out onto the roaditself. Conservation says cutting down thereeds is not natural, but then years ago thehippos ate the reeds, so perhaps they shouldintroducehippos back into the system,” saysEllis.According to Damon Hope of Table View
Nature Conservation, the reeds perform avital role in draining excess nutients fromthewater. Hyacinth also feed off these nutri-ents.But he says too many reeds are not ideal.“It is very difficult to remove the reeds by
hand, and using a mechanised digging unitcauses more harm than good with regardsto erosion,” says Hope.According to him the best way to combat
the proliferation of reeds is with fire, andthere has indeed been an application for aburning permit in the area.
Citywide problemBrenner says the City of Cape Town is be-
set with these reeds (Typha Capensis).“Yes, it is a city-wide problem. There are
acres and acres of it in the city,” she saysbefore reiterating that reeds play a valuablerole in extracting nutrients from water sy-stems.This benefit does not stop the City from
trying to figure out how best to deal with the“reed-problem”.“One cannot just hack it away, because it
will grow again. It is also dangerous for wor-kers to dig it out. Burning it is an option. Af-ter the burnwemight explore the possibilityof usingnon-toxicherbacidemadeofnaturalproducts, to prevent the reeds from growingback too quickly.”According to Community Police Forum
chairperson, Andrew Brace, the proliferati-on of reeds not only poses a risk to flooding,but is also a fire risk during drier seasons.

“There is a proverb that goes: don’t do toothers that you don’t want done to yourself.It seems that unfortunately some people eit-her don’t understand that or they just don’tcare,” says a Table View resident who pre-fers to stay anonymous.The woman is referring to the “music that
gets so loud it literally feels like your heartwants to jump out of your chest”.Noise disturbance from clubs or parties,
especially those held in residential areas,seem to be a recurring bone of contentionamong Table View residents. TygerBurgerrecently reported on a club in Parklandsthat was fined R60 000 for contravening va-rious by-laws, andnow there is one inKillar-ney Gardens that also seems to be violatingnoise rules.
Last week Saturday an event akin to atrance party was held in Killarney Gardensand, according to the Table View resident,only ended at about 05:00 on Sunday.“I live near Koeberg Road, which is a bit
further away from Killarney than Du Noon,but I can only imagine the noise they had toendure. I even had my pillow over my head,trying to sleep, yet the vibrations of this non-stop boom-boom, nonsense-music wentstraight through our walls and pillows. At03:30 I’d had enough and phoned the policeand neighbourhood watch. They explainedtome that they had received numerous com-plaints from other citizens as well, and weredoingwhat they could to quiet the noise. Un-fortunately, neither the police norneighbourhood watch had the power to stopthem,” said the irate resident.The noise was apparently coming from a
club in Killarney Gardens.
Ward councillor of Table View, HeatherBrenner, said the best way for the communi-ty to act against a club that keeps them upat night was to lodge complaints with the Li-quor Board.“Round about December night clubs must
renew their licenses, which happens auto-matically if no objections have been madebefore hand,” she explains.“The more complaints, the less likely that
clubs’ licences will be renewed,” she said.The anonymous complainant hopes the
rumour about the “trance party” being heldonce a month isn’t true.“There are elderly people, sick people, pe-
ople with small children and babies thatdon’t knowwhat is going onorwhy they can-not sleep. These party-goers are welcome tohoparound like apes and intoxicate themsel-ves as long as they do it without disturbingothers.”

It is said one can tell a lot about a man byhis choice of tie.But like any item of clothing, fashions
change and ties have been moved to theback of the closet.So where do old ties go?Well, Mrs Cape Town 2013, Chantal Wit-
thuhn, found a way to tie all those ties toge-ther and create something new from some-thing old, helping charity while she’s at it.Several years ago Chantal had an idea to
collect and use old ties to create new outfits.Using her platform as Mrs Cape Town,Chantal set out to identify three designersto implement this task. She cleverly hand-
picked three very diverse fashion designerswho were willing to volunteer their timeand skills to take on the task of creatingmasterpieces from old ties.Chantal launched the Save the Tie, Save
a Child project and so the project began.Over 4000 ties were donated and desig-
ners Hein Smit, Marshal Enyioma and Sa-skia Wicomb got to work.Models were sought and measurements
and fittingsmade. In total 42 garmentswerecreated from the old ties.OnFriday andSaturday evening a glamo-
rous fashion showcasewas hosted at theAllStar Theatre in Brackenfell, in aid of the
RoleModels charity organisation.Marshal Enyioma, from Nigeria, worked
his magic with designs that had a rich eth-nic element while SaskiaWicomb’s psyche-delic designs intrigued guests.Hein Smit’s feminine vintage collection
wowed the audience, ranging from a ‘Ladyin red’ dress fit for a queen, to a weddingdress for the prettiest bride.One of his creations fetched R5 000.Junior RoleModels SA titleholders also
designed tie-garments (with Mom’s assis-tance) and strutted down the catwalk.Plans are already underway for next ye-
ars event, featuring old buttons.

“Teething problems” with a new sy-stem implemented at the City ofCape Town’s planning and buil-
ding development office have caused a back-log that has local developers fuming.
While not denying this, the city, however,is full of praise for this new system introdu-ced on 1April, saying operational “glitches”are being addressed, and the process will be-come more efficient over time.
A source, who wishes to remain anony-mous, says his work schedules are monthsbehindashe awaits buildingplanapprovals.
“I am aware of this new system that hasbeen in operation since March, but sincethen we have experienced huge delays,” hesaid, adding that small newregulations suchas being able to hand in only three plans atat time, have costed them many man hours.
Mayco member for economic, environ-mental and spatial planning, Johan van derMerwe, this week thanked industry rolepla-yers for their patience, and assured the newsystem, once fully operational, will result insubstantial benefits for applicants.
“Whenever a new system is implemented,it inevitably affects theprocessuntil thenewsystem stabilises. This is required in theshort-term in order to streamline the pro-cess in the long-term, and to effectively im-plement an improved system,” he said. Headmitted there have been delays but saidmost applications are being processed.
“Applicants are welcome to submit morethan three plans. However, to ensure thatsubmissions are dealt with more speedily,applicants submitting more than threeplans are requested to submit their plans ata different counter,” he said.
Van derMerwe said the newDevelopmentApplication Management System (DAMS)as pioneering.
It is an integrated system linking the city’sproperty value chain and accounting sy-stem, and makes provision for standardisedprocessing of development applications.
Another feature is that applicants can sub-mit plans and applications electronicallyand obtain approvals electronically.
“TheDAMSdevelopment team isworkingvery hard to ‘de-bug’ the system and is loo-king at other initiatives to support the ope-rating districts to overcome any operationalchallenges.”

TheNational Sea Rescue Institute (NSRI)is an organisation that has assisted thou-sands of people, and now it’s Nautic Afri-ca’s turn to assist the NSRI by donatingtwo, “first of a kind” major incident res-ponse unit trailers to help volunteers per-form more successful rescues.
The trailers are lightweight, multi-functional and extremely versatile, andcan be used to provide a mobile base forrescue operations in remote locations, to
assist in improving VHF Marine Radiocommunications between the differentNSRI rescue boats and rescue vehicles.They also provide quick and convenientaccess to pre-packed rescue equipment.The trailers can also be used to provideflood and strobe lighting for night rescu-es (including emergency lighting to warnmotorists) and can be equipped with on-board fresh-water systems and electricalpower capabilities.

“An absolute miracle”, is howthe Lucky Lucy animal founda-tion described a R2.1million do-nation received recently.
An animal lover from thenorthern suburbs last week do-nated this massive amount ofmoney to save the shelter.
“This donation is an absolutelifesaver and has basicially sa-ved this foundation from closu-re,” said foundation spokesper-son Kerry-Jean Green.
The donor, a local womanwho wishes to remain anony-mous, recently saw thework be-ing done at the shelter.
“After the visit she decided tomake the donation as a personaleffort to do her bit toward thevery difficult task of running ananimal shelter,” said Green.
The shelter, which currentlyhouses 168 rescued dogs, 48adult cats and 15 kittens, was
earlier this year told they had tomake way for a housing deve-lopment on the land they rent.
They were given until Octo-ber to find new premises.
“Since getting the bad newsnot a day went past that wedidn’t worry about a new refugefor these animals,” said Green.
With this massive cash injec-tion, the foundation purchaseda 21 hectare farm on theN7 nearPhiladelphia and is in the plan-ning stages of erecting a newshelter.
The animals will be movedthere in October.
The Lucky Lucy Foundationis a non-profit, pro-life, pro-qua-lity of life organisation establis-hed in 2010 after the foundingmembers discovered and rescu-ed a pregnant dog that had beentied to a railway line.
The organisation annuallyrescues hundreds, if not thou-sands, of animals from harro-wing circumstances.

What do you get when you add two ta-blespoons ofTammyJubber to threecups of The South African Wedding
Show, bake in a preheated oven at 160° andthen dust lightly with flour?
A Sunningdale resident with a GreatestBaker Award (lightly dusted with flour) ofcourse!
In 2009 Tammy’s first cake flopped awful-ly, but a liberal dose of tenacity and a lavishhelping of talent lifted her to the top of thecake-baking industry.
And there she is to be foundwith icing andcherries, frills and fancies.
She recently competed against esteemedbakers and, lo and behold, her two wedding
cake samples took the cake.The public at CTICC cast their votes and
it is now official – Tammy’s first sample(a chocolate mud cake with a chocolatemousse filling and a belgian chocolate ga-nache) and her second sample (lemonsponge with a lemon curd buttercream)are the desserts of champions!
“I got an invitation by mail from theWedding Show organisers to compete anddeclined almost immediately, due to theprice to enter,” says Tammy.
Support from friends“I’m a mom who works from home. The
entry fee, printing business cards and pos-ters, and baking two samples would costabout R10 000! I postedmy intentions of ra-ther entering next year on my Facebook
page. Four hours later my friends raised themoney,” she laughs.
Raising themoneywas a piece of cakewhencompared to the “big bake”, where Tammyhad to prepare about 3 000 samples.
She used 188 eggs in the process!Tammy also had to devise a cake design in
order to enter.One of the days of the CTICC event was so
busy that people queued for up to 45 minutesto taste competitors’ samples.
“My only wish was that I didn’t embarrassmyself. Iwas competing against bakeries afterall,” she quips.
A few days later Tammy received the callthat she had actually won.
“I was shocked! ‘Excuse me? Did you phonethe right person?’,” Tammy recalls asking.
No-one was home at that stage, and sinceshe had to tell someone, she went over to theneighbours.
Later, when she told her mom, she appa-rently had to repeat herself three times beforeher mother grasped what had happened.
The winner of the event will be getting ahalf-page free advertisement in Die Burger to
the value of R50 000 and The SA WeddingShowwill also be advertising for Tammy ontheir social media platforms.
Come a long wayIf one had to combine this with the 800 bu-
siness cards she distributed during theshow, then it’s fair to say that Tammymighthave to hire an assistant to answer the pho-ne.
She has come a long way since she firsttried her hand at baking a cake in 2009. Hercake was doomed from the start.
One year later she did a brief cupcakeworkshop and then she taught herself howto create that “perfect” cake.
Even today that cake is still to be baked.“Everytimeyoubake you learn something
new. Sometimes a cake might not seemright, but then I just go and do somethingelse, come back later you might find a newapproach. It’s always a learning curve. The-re’s not a cake-baker out there who can saythey know it all,” she concludes.

the impromptu request.She shared the email withTygerBurger. It
reads: “Though I havenotmetwith youbefo-re, but considering the recent political insta-bilities in my country, I believe one has torisk confiding in success sometimes in life(sic).“There is this huge amount of money
(US$8.5 million) which my late Father depo-sited in a bank awaiting claim before he wasassassinated by unknown persons duringthis war in Darfur, Sudan.”Petro contacted the Bellville police to try
and find the origins of the email, and toldCaptain Fienie Nimb about it.“I received this email from someone I

Festival puts kids in the limelightLearners from Blouberg International School will be participating in this year’s ShakespeareSchools Festival.
Cape Town learners are gearing up for anenormous literary boost from this year’sShakespeare Schools Festival to be held inJuly and September.
The festival is in its fourth consecutive se-ason and has reached over 500 learners andeducators in theWestern Cape, Gauteng andKwa-ZuluNatalProvinces. It is aimedat pro-viding an opportunity where there are noboundaries for participation, and is a fantas-tic opportunity for youth seeking the chanceto explore their potential in a fun, develop-mental way.

cast workshops at Artscape Theatre whereparticipants had the opportunity to meeteach other, engage in general drama activi-ties and exercises and learn exercises theycan use in their own spaces.
The Western Cape festival gives learnersan opportunity to create and present an ori-ginal drama on a professional stage, whilealso learning the discipline involved in be-ing a performer.
The festival was established in the UnitedKingdom as an additional education pro-gramme aimed at improving language andsocial skills through the performing arts.

Eleven high schools have been chosen tocompete in 2014.
TheSettlers,Milnerton,Bridgetown,Pine-lands, Edgemead, Camps Bay, Livingstone,Wynberg Boys, Paarl Vallei, Elsies RiverandBergvliet high schoolswill be competingfor cash prizes.
Three of the schools will be chosen to com-pete in the finals, with the winning schoolreceiving prizes of R30 000. The two runner-up schools will win R10 000 each. Individualprizes will also be awarded to solo and groupperformers across all 11 schools.
Last year, the event attracted 1 200 stu-dents who performed to a sold-out audienceof 10 000.
Since 2011, the High School Jam has dona-ted music equipment worth over R200 000 todisadvantaged schools in the Western Cape.This year, all proceeds will again be donatedto a disadvantaged school to promote and en-courage musical development among lear-ners.

“Lion King” casting callWord of Mouth Pictures, the officialcasting company for Disney Theatricals’The Lion King, is calling on localsingers to audition for the show.
Cape Town auditions will be held atArtscape on Friday 4 and Saturday 5July from 09:00.The Lion King, now in its 17th year
on Broadway, is the longest runningBroadway musical and has extended itscompanies to various countries.
The auditions are for all the compa-nies. The casting call is for singersbetween the ages of 18 and 30, regard-less of previous experience.
As of 1 June, the City of Cape Town nolonger raises deposits from residentialusers for connecting to municipal servi-ces such as electricity, water and refuseremoval.
“This shift is intended to improve onthe city’s efficiency and to reduce the ad-ministrative burden. This is in line withour commitment to building a well-runcity that maintains a productive admini-stration which prioritises service delive-ry to all its residents,” says city maycomember for utility services, Ernest Son-nenberg.
Homeowners will be credited with theoriginal deposit amount they paid at thetime of applying for the service connecti-on. This will be reflected on theirmunici-pal accounts in July or August and, if thedeposit is greater than the account, theremaining credit will roll over.
The city does not intend to make cashrepayments. Furthermore, onlyhomeow-ners’ municipal accounts – not those oftenants – will be credited as they have animmovable asset the city can attach inthe unfortunate event of unpaid munici-pal debts.
“The city’s pronouncement that resi-
dential users no longer have to pay a con-nection deposit of R600 and R800 respecti-vely for water and electricity will go alongway towards easing the cost of livingfor our residents.
“However, large power users and com-mercial customers will still have to paya deposit to the city in order to secure aconnection to these services,” said Son-nenberg.
In addition to these measures, pensio-ners and people with disabilities will nolongerhave to apply for amunicipal reba-te on an annual basis.
As a city that is striving to be more ca-ring to the most vulnerable, council hasresolved that these applications for reba-tes have to be submitted only once everythree years.
This will significantly lessen the admi-nistrative burden on both the applicants– approximately 26 000 each year – andthe city.
However, it should be noted that appli-cants who experience a significant chan-ge (decrease or increase) in their house-hold income are still required to re-applyfor a rebate on their municipal accountsin the applicable financial year.

I took a taxi to Parow Hyper-market last Tuesday morning,as I always do, and ended uplosing my wallet with all mycards and some money in thetaxi. Both the driver and theguard were Rastafarians.

The next morning I asked therank master at Roosendalwhether he had heard of awallet found in a taxi. I wastold the wallet was, indeed,found and handed-in at theirhead office.
Of course I had to identify
the items in the wallet, buteverything was still intact and Igot it back two days later.
To my surprise the moneyand all my cards were still inthe wallet.
I really did not expect to getmy wallet back and I’m soimpressed there are still peoplein society who do the rightthing, despite not knowing me.

For the 11th time since theAll-AfricaChal-lenge Trophy (AACT) launched in 1992, aSouth African women’s amateur team clai-med success in the continent’smost prestigi-ous biennial championship.
Cara Gorlei, Magda Kruger and MichaelaFletcher showed the same tenacity, commit-ment and determination as their predeces-sors to ensure the country’s successful titledefence at the Muthaiga Golf Club in Nairo-bi.
Fletcher, from KwaZulu-Natal, birdiedthree par-fives and the par-four on her wayto a closing three-under-par 68 to safeguardthe team’s six stroke overnight lead.
11Stroke victoryWestern Province’s Gorlei added an 80,
whileKruger fromGautengNorth signed fora non-counting 81.
Rounds of 146, 148 and 148 secured an 11stroke victory for SouthAfrica on awinningscore of 442.
Meanwhile Kenya held up under hugepressure from Tanzania to combine for a fi-
nal round 151 to clinch the runner-up spoton 453.
Tanzania took third on 456 after postinga final round 150, while Zambia claimedfourth on 472, finishing six strokes ahead ofneighbouring Zimbabwe.
Maritzburg’s Fletcher also claimed the In-dividual Competition on seven-over-par 220after carding rounds of 79, 73 and 68, whichwasalso the lowest roundof the tournament.
Gorlei took second, finishing five strokesbehind her compatriot, while Kruger finis-hed seventh overall on 233.
Tough opponents“We are very proud of this team, who did
an exceptionally good job against some verytough opponents,” said Womens Golf SouthAfrica president Karen Olivant.
“The course was quite challenging, butthey showed a lot of grit and determinationand didn’t let the course deter them fromtheir goal to defend the title.
“Michaela and Cara both contributed twogreat rounds to boost our chances, andMag-da was the only player in the field over 54holes to birdie the tough par-three second.“I am very proud of their performance andthey were fantastic ambassadors for SouthAfrica and Womens Golf South Africa.”

This year’s World Golfers’ Champion-ship celebrates 20 years of bringing golf-ers together to experience the pride ofrepresenting their country,while forgingnew friendships and business networksthrough their passion for the game at thesame time.
The tournament is a build-up to theWorld Final, which sees more than 40countries searching for their top amateurgolfers to battle players from across theworld at four ofKwaZulu-Natal’s champi-onship golf courses in October and No-vember.
Amateur golfers who believe they havethe drive to win must first enter the re-gional elimination to secure their spot onthe tee-off.
The top three winners in each flighting
(0-5, 6-10, 11-15, 16-20 and 21-15) win an all-expense paid entry to the South AfricanFinal, where the top two flighting win-ners will be selected for Team South Afri-ca One and Two.

Durbies wen op ’n drafstap
Tricore Martial Arts Gym in Brackenfellwill be hosting two big events thismonth.
