Residents of Blue Downs estate are fear-ing eviction from their homes – withsome families having lived there for al-

most 30 years.The 50 houses in the area along Buttskop

Road near Blackheath are all council-ownedand are occupied by either people workingat or previously employed at the bulk waterplant along Polkadraai.

On Wednesday 23 July a total of 15 of thehouseholds on the estate were given noticesto vacate their homes.

The occupants asked to vacate theirhomes, TygerBurger were told, are either allformer employees of the plant, or people whoare still employed by the City of Cape Townbut working at a different depot.

Different depot, off you goIn the letters issued by the City under the

heading “Notice to vacate council-ownedproperty,” it reads:

“Our records reflect that you are no longereligible to occupy the said property as youdo not meet the criterion enunciated in thestaff housing policy, namely that your em-ployee status has changed.

“This letter therefore serves to notify youthat you are required to vacate the propertyby no later than 1 October 2014, failing whichan application for your eviction will be

launched.” Several residents are now up inarms about what they believe is an unfaireviction. Some say there that no prior notifi-cation had been issued.

A mass protest is now being planned fortomorrow, headed by the Blue Downs estatehousing committee.

Sophia Kidiet, the chair of the committee,told TygerBurger last week that some of theresidents who received these notices haveworked at the bulk water plant for nearly 30years and, as a result have been staying inthe area for just as long.

“Some took early retirement, some wenton pension but now they are told to vacate,”she said.

‘Nothing in black and white’“There was no agreement regarding the

houses undertaken by the management ofthe plant and the workers, nothing in blackand white,” says Kidiet.

Apart from the home-owners, residentswho live in flats adjoining some of the hous-es will also have to leave. “Those who arestill working at the plant might also be askedsomeday to vacate when they retire, whatwill happen to them and their families?These people have nowhere else to go.”

Sophie Kannemeyer, chair of the Kleinv-leiHousingCommittee,wanted toknowwhythe City has not arranged alternative hous-ing for the families.

“They knew that the people are going to getold and retire someday. Why did they notmake the option available to buy or rentthese houses,” Kannemeyer asked.

Jan Afrika, one of the residents whoworked at the bulk water plant for 22 years,said he and his family have no other placeto go.

Chris Sauls, deputy-chair for the KleinvleiHousing Committee, said the families arehelpless.

“We want the City to help them, to arrangealternatives houses,” he said.

Sauls consulted with lawyers at the CapeLaw Society on Friday to discuss the wayforward.

“If the City does not arrange alternativehousing, we will appoint a lawyer and takethis matter to court,” he said.

Kidiet said the committee has already sentout emails to the mayor’s office and has alsobeen in contact with the local ward council-lor.

“They are aware of our grievances,” hesays.“Some of these people retired morethan five years ago, why is the City onlyevicting them now?” she asked.

Ernest Sonnenberg, mayoral committeemember for utility services, said the origi-nal occupation of the units in Blue Downswere in terms of an employment contractand that thehousingwas specifically provid-ed for the unique operational requirementsat the City’s water department facilities inBlackheath.

“More importantly, these employees ei-ther voluntarily resigned from employmentwith the bulk water branch of the depart-ment, or were dismissed and at that time ad-vised of their obligation in terms of theagreement to vacate the houses within anominal period of two to three months.

“This agreement was ignored and subse-quently notices to vacate the houses havebeen issued,” Sonnenberg said.

He said the houses are currently neededfor the current employees at the bulk water

branch – a water treatment and storage facil-ities which operate 24 hours a day, 365 daysa year.

“These employees are required to workshifts at irregular times, either late at nightor early in the morning.

“The occupation of these houses by non-employees of the department is compromis-ing the rights and working conditions of thecurrent employees who are forced to travelsignificant distances when starting and end-ing shifts,” Sonnenberg said.

Christian communities in Brackenfell,Kraaifontein and Kuils River are preparingfor a spiritual awakening, pre-empted by aprayer movement referred to as Seven Dayson the Wall.

From 19 to 25 October, Christians havebeen called upon to pray around the clocknon-stop. This global initiative was laun-ched in South Africa last year for the firsttime, where some 700 churches, of which 200were from the Cape Peninsula, took part.

In Stellenbosch, 30 local schools formedpart of the initiative and this year 15 chur-ches in Brackenfell will be working togetherto involve as many schools as possible in theOostenberg area.

The initiative is co-ordinated by the Brac-kenfell-based Jesus-in-Action. Call for a week ofnonstop prayer

Residents and businesses which gener-ate their own electricity via renewableenergy sources will soon have the op-

tion of feeding a limited amount of their sur-plus energy back into the grid. This will beused as an incentive to be off-set againsttheir electricity accounts.

The implementation of the small-scale em-bedded generation (SSEG) tariffs will makeit legally possible to feed electrical powerback into the municipal grid. Most SSEGprojects generate electricity from renewablesources such as the sun and wind.

According to Clive Justus, chairperson ofsub council 4, the City is embracing SSEG

technology to assist with the country’s acutepower shortage.

“By doing so, we are assisting businessesand households to minimise their own elec-tricity consumption,” he says. Consumerswho wish to feed SSEG-generated electricityinto the municipal electricity grid will be re-quired to have a bi-directional advanced me-ter infrastructure (AMI) installed by theCity at their own cost.

The City’s Electricity Services Depart-ment is finalising the outstanding costs andan announcement about the first consumerto be signing an SSEG agreement with theCity is imminent.

It is a legal requirement that consumerswishing to connect SSEG to the grid must ob-tain consent in writing from the Director ofElectricity Services. According to Justus,the City has set itself a target of sourcing10% of its electricity from renewable energyresources by 2020 and the roll-out of thesmall-scale embedded generation tariff sup-ports this goal. But conventional meteringinstallations does not allow a two-way flowof electricity.“The implementation of thesmall-scale embedded generation (SSEG)tariffs will make it legally possible to feedelectrical power back into the municipalgrid,” says Justus.

The police in Mfuleni are searchingfor the murder suspects of a 21-year-old male who was shot dead thisweekend.

The victim, Emile van Staden wason his way home on Saturday 30 Au-gust at about 21:00 when he was at-tacked, says police spokespersonWarrant Officer Annacletta Mothoa-lo.

She said the victim was driving hisvehicle through the streets of Mfuleniand playing loud music when an un-known group of people approachedhim and asked him to lower the vol-ume, Mothoalo said.

“The victim refused to reduce thevolume when one of the guys startedto shoot at him.

“Emile was taken to TygerbergHospital where he later died due tohis injuries,” Mothoalo said.

At the time of publication no ar-rests have yet been made.

“There were no bullet cartridgesfound at the scene.

“The incident occurred in ProtemStreet, Wesbank,” said Mothoalo.

She said the police suspect that theattackers responsible for the shootingare all members of the 28s gang.

Joseph Adams, spokesperson forthe Mfuleni community policing fo-rum, said the deceased’s son was bornthree days prior to his death.

He said Emile dropped off his girl-friendandwasonhiswayhome toVo-gelvlei Street when he was attacked.

“We do not know how many shotswere fired,” he said.

According to Adams the deceased’smother was also brutally murderedin the area four years ago while onher way home from a nightclub.

“We will be having a cluster meet-ing where I want to address theseshootings,” Adams said.

Police are still investigating.

Wansink en haar man voer die kuikensaf en toe gemaalde vleis. “Ons sit die kosop die rand van die bak,” het die haarkap-ster vertel.

Gevra waarom die potplant so gewild isonder voëls, het sy geantwoord: “Nugter al-leen weet. Hier is heeldag musiek en mensewat in en uit beweeg. Hulle het seker gedinkdis waar hulle wou bly.

“Ek love dit. Hulle steur ons glad nie,” hetsy gesê.

Two learners at the De Kuilen PrimarySchool in Kuils River will soon take theirplace on stage alongside the rest of the well-known and revered Tygerberg Children’sChoir.

De Kuilen teacher, Phillipine Hans says:“A great honour has befallen two talented

learners at De Kuilen Primary School.“Their angelic singing secured a spot for

each of the girls in the world-renowned andprestigious Tygerberg Children’s Choir.”

The two youngsters, Gabrielle Meyer andSkyler Carels, have been part of the school’schoir since foundation phase, Hans ex-plained.

“The Tygerberg Children’s Choir is ofcourse a world-famous choir.

“Hennie Loock, director of the choir, vis-its schools and hosts auditions for potentialmembers. The two girls’ singing talentbowled him over and he signed them up im-mediately.

“On his last visit to our school during thesecond term these two girls were the fortu-nate ones to make it,” said Hans.

Gabrielle and Skyler will have the oppor-tunity and privilege to join the choir for in-ternational choir competitions overseas,

TheCrimeWatchpatrollingAmandelDriveand surrounds are planning an awarenessoperation – Operation Blue Light – in KuilsRiver later this month.Chairman Ben Smallsays that the area’s neighbourhood watch-es, along with the police and armed re-sponse companies will be joining forces toshow what they can do.

“We have also invited the Kuils RiverCPF as well as the councillor representingthe area to join us,” Small said.

The operation will take place on Satur-

day, 13 September and will start at 10:00 inthe morning.

The meeting place for the operation is inAmandel Drive, located between KerkStreet and the hawkers’ area.

He said the group will be conducting afriendly roadblock and neighbourhoodwatches will be handing out flyers andspreading awareness among motorists.

According to the programme this will befollowed by a mass blue light drive throughthe suburb.

Nearly 300 crime suspects were arrestedthis pastweek in theKuilsRiverpolice clus-ter. The cluster comprises the Kuils River,Kleinvlei and Mfuleni police stations.

Spokesperson for the cluster, W/O Anna-cletta Mothoalo said a total of 240 suspectswere arrested for serious crimes, while 46were apprehended for less serious crimes.

“This week the police conducted differentoperations including detectives trackingdown suspects,” says Mothoalo.

She said warrants were also issued to se-arch suspecteddrughouses andat premises

which sell alcohol illegally.Roadblocks were also conducted in the

cluster by members of the police’s visiblepolicing unit (Vispol).

She said that the 240 suspects were arre-sted for crimes relating to the possession ofdrugs including tik and mandrax, the pos-session of stolen vehicles and dealing in li-quor without a valid license.

The rest of the suspects was arrested forcrimes ranging from riotous behaviour, be-ing drunk in public, the illegal crossing ofa railway line and disturbance of peace.

Mothoalo also added that different typesof firearms and ammunition were also con-fiscated.

With a new album and a new name, The Bal-listics have had quite a year.

When TygerBurger last spoke to the Nort-hern suburbs band, they had just releasedtheir debut EP and were playing under thename Ballistic Blues.

Last year the band were joint winners ofthe Rolling Stone Rockstarter competition(sharing the title with Cortina Whiplash)which kicked open the doors to the SouthAfrican music industry. Thanks to their in-volvement in the competition, they got toperform at Oppikoppi, toured Gauteng, we-re featured in the South African edition ofRolling Stone magazine and, most impor-tantly, got the opportunity to record theirfull-length album at VH Music and Publis-hing in Joostenbergvlakte.

Ballistic decided to change their nameslightly in order to steer clear of alienatingpotential new fans who might put them ina box before hearing them.

“We started out as a solid blues band andonly played blues-orientated gigs,” explains

lead guitarist, Tyan Odendal. But theirsound has evolved and now, “we’re not justblues anymore,” Tyan says.

Frontman, Nick Forbes, says the new al-bum is a collection of their best work overthe past few years.

While their roots are still in blues, Nicksays Calling for the Crazy has elements ofpop and jazz, before hastily adding: “I thinkit’s full-on rock actually.” days in the VHstudio recording the album.

The band are planning a new music video,launching their music on on-line platformsand releasing of a new single over the nextfew months, all between touring throug-hout September. A coastal tour may be inthe pipeline in December.

In the meantime, Capetonians can go toa gig at Dizzy’s in Camps Bay on Fridayfrom 21:00.

A financial workshop for domesticworkers and gardeners was heldParow golf club last week, outlining

the basics of saving and financial planningfor low-income earners.

Craig Torr, a financial advisor from Pine-lands presented the workshop as part of Fi-nancial Planning Week from 25 to 29 August.Despite being poorly attended, the handfulof attendees peppered Torr with questionsabout how to get out of the debt cycle andstart saving and investing.

The hour-long session focused on plan-ning your budget and making changes in or-der to reduce debt.

“The moment you borrow money to buysomething, is when your problems be-gin,”he warned. “The Xhosa word for loanshark, matshonisa, literally means ‘the per-son who sinks you’. And still we borrowmoney from him. Why do we do that?”

No more debtTorr blames misleading advertising that

lures consumers into borrowing and spend-ing instead of saving.

His advice? “Delay what you want to buyand pay off your debt.” He advises to ratherwrite down all expenses to see where thebudget can be cut down.

“Maybe a little less on cigarettes, beer orairtime. Maybe you say for six months youare not going to buy any clothes. So youbring your total expenses down to less thanwhat you are earning. So now you have ex-tra. Pay that money back to your debtors,pay them back more than they are asking.When you’ve paid off your debt, you neverborrow again,” he advises.

One of the tips he gave was to pay a littlemore every month to the debtor you oweleast, thus finishing that debt first.

“Once that debt is settled, you calculatethe amount you paid to that debtor permonth and add it to the amount you pay offon your next biggest debt. When you haveno more debt, you will then have thatamount you paid to your debtors per month,available to save.”

According to Torr, the biggest evil is theso-called high purchase shopping, whereyou make a monthly payment- on just oneitem.

“After 24 months you will pay between R12000 and R14 000 for something that wouldhave cost R10 000 cash.

“For 24 months you pay more than youshould have, this is where you could havebought food, airtime and paid school fees.

“At the end of the day you are giving awaythe money because you were not preparedto wait until you had enough money.”

School fees firstHe added that if you are saving you can

have so much, but if you are borrowing, youhave so little.

“Torr advised that the bank is the bestplace to borrow money, where interest is thelowest.

He urged people to open savings accountsfor savings such as for school fees, holidaysand eventualities like funerals.

“For long term savings such as universityfees, you should ask the bank about invest-ment options,” he said.

The Durbanville police are warning resi-dents about a couple pretending to be stuckalongside the road without petrol, but are ac-tually defrauding people out of their money.

According to Lt Marchell Rhode, spokes-person of the Durbanville police, the policereceived a call from a concerned residentabout an incident on Klein Roosboom Roadoutside Durbanville.

“They stop vehicles on the road to ask thedrivers for petrol money as they pretend tobe without petrol,” Rhode says.“But oncepeople give them money, they drive away.”

He says this has happened several times.The Durbanville police are currently con-

ducting an investigation and brought the

couple in for questioning. No arrests havebeen made, because no criminal charge hasyet been laid. Readers with any informationregarding such incidents are urged to con-tact the police as soon as possible.

In some instances a woman seems to be sit-ting alone in the vehicle, while a man is ly-ing on the back seat of the car, says Col Mar-ius Swanepoel of the Durbanville police.“They try to get the sympathy of other mo-torists to get them to stop,” he said.

According to Swanepoel they sometimeshave small children with them. There is alsomore than one vehicle involved with thescam and warned people to be careful andnot be be taken in.

It is understandable thatschools want to teach children asense of responsibility byputting them on traffic duty inthe mornings, but is it reallynecessary for them to do thisduring winter?

Surely teachers can use somecommon sense and see that it isunethical and bordering onchild abuse. If the children getsick by standing in the rain,the school will not pay for theirmedical bills.

Teachers get paid to lookafter the children, but they sitin a warm staffroom, drinkingcoffee and tea, while thechildren freeze outside.

What is even more alarmingis that traffic officers occasion-ally make an appearance tooversee this barbaric custom. Agovernment official shouldreally know better.

It is an important andlife-saving job to usher pupilsacross a pedestrian crossing,but there is no reason whyteachers can’t do it themselveswhen it is raining.

It is, after all, their job tocare for the children. Is it not?

This title is a platform fromwhich to make a difference inthe lives of others and to be avoice for those who are notbeing heard.

I have been criticised forallowing women of all sizes toparticipate in the pageants, butunlike other beauty pageants,this pageant is about servingthe community.

I believe curvaceous womenare also beautiful and happierpeople as they are not asfocused on their looks.

Ticket sales for the inaugural CapeTown Fringe Festival have opened.

Produced by the Grahamstown Na-tional Arts Festival (NAF) team and sup-ported by the City of Cape Town and Stand-ard Bank, performances will take place inspecially devised theatre spaces includingthe iconic City Hall.

A total of 89 productions have been con-firmed as the core of the Fringe’s pro-gramme. The selected shows represent ablend of work that is “old and new, tried,tested, opportunistic, comfortable, famil-iar, edgy and daring,” according to NAF ar-tistic director Ismail Mahomed.

Focus on theatreMahomed says that the festival organis-

ers have selected a few more productionsthan they initially intended to. As theywere looking through the proposals, theyimmediately began mentally assigningthem to the venues, thereby finding innova-tive ways to accommodate more shows.“Roughly half the productions selected aretheatre, while the rest are fairly evenlyspread across music, physical theatre, per-formance art, and comedy,” he says.

From the outset, organisers had beenanxious to ensure that the Cape TownFringe gets established as a predominantlya theatre-orientated festival.

He points out that there are already sev-eral long-standing, successful single genrefestivals in Cape Town that cover comedyand jazz for example, and organisers werewary of replicating them.

Among the productions to be staged area number which recently drew accolades inGrahamstown and which will be presentedin Cape Town for the first time, togetherwith some brand new work which will bepremiering at the new Fringe Festival.

The idea was to present productionswhich audiences are comfortable with,alongside some that would get tongues wag-ging.

WATCH AND LEARN: Members of the newly formed Langverwacht Neighbourhood Watchin Kuils River held an awareness drive at the beginning of last month. The focus of theoperation was to create awareness around the newly formed neighbourhood watch and toconnect with the residents of the area. Helge Reikeras, fellowmember said they were joinedby police members in patrol vehicles, members of the Kuils River CPF and members of theneighbouring Amandel and Soneike neighbourhood watches. WARM HEARTS: Marking its 21st anniversary and in honour of Women’s Month, BreadlineAfrica recently handed out food parcels and blankets to women from the impoverishedcommunity of Kalkfontein in Kuils River. Nicole Powell, spokesperson for Breadline Africa,said some of the women come from absolutely heartbreaking circumstances. The NPOhanded out a total of 67 food parcels to those that attended the lunch at the KalkfonteinCommunity Hall. The food parcels, valued at R300 each, included a blanket. “The womenexpressed a great amount of gratitude for this small gift,” says Powell.

The annual Medihelp Bike & Tekkie Chal-lenge will take place this Saturday in KuilsRiver.

The starting point for the event is at theJan Kriel School and organiser Ryno Ellissaid“The challengewill keep thewhole fami-ly active, with exciting mountain bikingroutes, a fun run and walk for the whole fam-ily , even the familydog , and somuchmore.”

He said the event is the best possible wayfor the entire family to usher in Spring whilehelping the Jan Kriel Institute for childrenwith special educational needs raise somemuch-needed funds.

“The event includes a 10km road race anda 5km fun run and walk. There is also a nap-py and kiddies run for the young ones.

“The 4Paws event caters for runners in the5km fun run and walk and their four-leggedfriends,” said Ryno.

Medihelp, which sponsors the event, is al-so excited to include new mountain biking

routes for the adrenaline junkies this year.“Two mountain biking events will be held

over a approximate distance of 15km and an-other over 30km covering the breathtaking-ly beautiful routes in the Bottelary Hills,vineyards and Renosterveld.

“The routes include a stiff climb to Zeven-wacht,” he added.

Cyclists can expect water stations alongthe route and a true vineyard surprise tosustain them on their ride.

“Because we know our members love achallenge we encourage all participants,even the family dog, to dress up in some-thing green and win big prizes.

“A Medihelp team will be scouting thefield on the day for the best dressed partici-pants, and will award a lucky-draw prize ofR1 000 to an individual, R2 500 to a familyand R250 each to two lucky dogs,” Ryno said.V For more information contact Ryno on074 126 5610.

Bellville heeltemal oordonder toe hy nie netdie kompetisie vir die soveelste keer gewenhet nie, maar boonop het die Parowiete indie eindstryd met HS Tygerberg se B-spante doen gekry.

Die Tiere se o.19B-span het verras deur HSExcelsior, verlede jaar se kampioen, in diehalfeindronde met 19-12 te klop, terwyl hulA-span met dieselfde telling HS Bellville indie ander halfeindstryd uitgeskakel het.

Francois du Plessis is een van slegs 59 mees-ters van reg oor die wêreld wat die voorreghet om van 21 September tot 13 Oktober deelte wees van ’n herdenkingsmeesterssemi-naar, wat deur Goju-Kai Japan aangebiedword.

Francois is een van ses meesters in Afri-ka wat die uitnodiging ontvang het.

“Ek het as 7-jarige seun met karate opWorcester begin. As matriekseun het ek diejunior Goju-Kai-karate-wêreldtitel in Ja-pan verower,” vertel Francois. Om te kwali-fiseer vir die titel van “meester”, oftewel“shihan”, moet jy ’n minimum van 35 jaarkarate beoefen en vir minstens 5 jaar ’n Go-dan (5de Dan) wees. “Dis vir my ’n beson-derse eer om saam met die bestes (meesters)in die wêreld te oefen. Die kursus handeloornuwe tegnieke,metodes, toepassingvankata en kumite, asook korrekte asemha-lingsmetodes. Om op hoogte te bly van kara-te en die vooruitgang daarvan, is vir mybaie belangrik. Ek glo daarin dat dissipline,respek en deursettingsvermoë deel van elkemens moet wees om sukses te bereik.

“En as ek hierdie bydrae kan maak tenopsigte van jongmense, is dit wonderlik.”
