City budget ‘pro poor’DESIREÉ RORKE

“The Ubuntu budget”, is how chair-man of the Greater Tygerberg Part-nership Musa Shezi described the

City of Cape Town’s 2013/2014 budget.The budget was tabled by executive mayor

Patricia de Lille on Wednesday.The budget has an overwhelming focus on

the poor, with 56,8 % of the budget being allo-cated for direct service provision to previ-ously disadvantaged areas.

The approved total budget for the City ofCape Town for 2013/2014 is R31,5 billion.

Of that, the operating budget is R26,144 bil-lion, or just over 82 % of the total; while thecapital budget is R5,45 billion, or 17,25 % ofthe total.

PraiseIn the approved budget, operating revenue

has increased from R23,9 billion in 2012/13to R25,89 billion in 2013/2014.

“Because of this focus on the poor, it en-capsulated the Ubuntu principle of ‘I am be-cause you are’. It makes a big political state-ment and we should praise the city for mak-ing such a bold step,” he said at a dinner heldby the Okavango Business Chamber at theKuils River Golf Club last Wednesday.

This was the first formal event held by thisbusiness chamber, which was inauguratedby the business community of the greaterBrackenfell and Kuils River area last year.

The event was convened by Ward 8 towncouncillor Marian Nieuwoudt, with the pur-pose to discuss and debate the budget and its

effects on local business.Niewoudt described the budget as well bal-

anced and said that the city succeeded inpaying attention to priorities but that infra-structure in the northern suburbs neededcrisis investment, especially insofar asroads are concerned.

Insufficient“The roads allocated were increases but it

is not clear yet whether it will be sufficientto address our needs in the northern sub-urbs,” she told TygerBurger. According toDe Lille, the service charge increases ap-proved have been calculated after conduct-ing numerous cost-cutting exercises withinthe city to reduce unnecessary expenditure.

get sick for instance, it will affect your busi-ness.“Everyone suffers as a result of poverty,”

he says.He added that the average rates payer

“might not get back in his specific area eve-rythingheputs in,” but that the overall goalsof the city will be more achievable and forthe greater good of all residents.Professor Erwin Schwella said that in any

city budget provisions must be made for so-cial elements such as poverty alleviation.“Local authorities have social, political

The unique and newly built SouthdeneStreet Soccer Park, is a placewhere the com-munity can be active and benefit throughmeans of creativity, boosting self-esteem,promoting good health and life skills.

The Park was unveiled on Thursday 30May to parents who will be cheering on thesidelines, defenders who will become obsta-cles, teammates who may become bestfriends, with goals as ambitions andmissedshots as failures.

Before construction, the space was ameregravel pitch, ahub for theunemployed, drugaddicts and school drop-outs. Now manymay learn about life with a ball at their feet.

The auspicious occasionwas supported byseveral community leaders and members ofthe public. Mayor Patricia de Lille, whocould not attend the festivities, was ac-knowledged in spirit and highly praised foravailing funds for the construction of thesoccer park.

The inspiration behind the developmentof the parkwas sparked, whenward council-lor for the area Cynthia Claasen passed asimilar park in the Canal Walk vicinity.

However, she noted that the calibre of thepark was not close to that of the one inWesbank.

Councillor Claasen’s heart is in Wesbank,looking after the needs of people by inspir-ing them to be motivated.

“No obstacles stood in the way of the con-struction of the park as the commitmentfrom the community was high. It wasthrough their initiative and involvement

that it was made possible,” said Claasen.The street soccer park, which will be used

to play five-a-side soccer, forms part of theCity of Cape Town’s efforts to build a Caringand Inclusive City, providing R500 000through the Mayoral Redress Programme.

Known as the R2D2, the strategy of themayor is one of the key developing factorsin the community to reconcile, redress, pro-mote delivery and diversity.

Edith van Wyk, who spoke in absence ofMayor de Lille said: “Vandalism will not betolerated and we are challenging the Mayorto return in 10 years to see that the park willstill be standing.”

Subcouncil 21 chairperson, Steven Vubasaid: “Everything should not always be a po-litical issue but people should take owner-ship of services provided and the park is an

entity that beautifies the area.”Vuba has enlisted the help of the residents

who surround the park, appealing for theircommitment to look after it by allowing itto grow and be sustained.

“The jobs of the project managers andplanners are done. It is the responsibility ofthe community in assisting CouncillorClaasen to look after it,” Vuba said.

Designed and carried out by Project Man-agers, Ivan Camfer and Johan Swarts, thesoccer facility started on 15 January 2013.

Boasting a stylish new 28 x 18m syntheticpitch, seating bollards, trees, 350m2 of brickpaving it is also surrounded by a high fencewhichwill prevent soccer balls from damag-ing nearby property.

The park will be a beacon of hope and ameans of dribbling any negativity away.

Fired up for HIV preventionA volunteer trauma counsellor fromCloetesville near Stellenbosch has re-turned home from a visit to the UnitedStates determined to help people who areHIV-positive.Magdalene Blankenberg recently spent a

week inWashingtonDC in theUSattendingaworkshop to helpmembers of the commu-nity understand the process taken by re-searchers in testing newdrugs to treat HIV.Blankenberg was the only South African

community member to attend the work-shop during the annual meeting of the HIVPrevention Trials Network (HPTN). Shewas selected througha randomdraworgan-ised by the Desmond Tutu TB Centre (DT-TC) at Stellenbosch University’s ParowCampus.“It was a new experience for me, but I

learnt so much. It has encouraged me tospeak to young girls at schools and peoplein the community about the importance of

getting tested and treated for HIV,” Blank-enberg said.Blankenberg’s involvement in the work-

shop is considered extremely important, astheDTTChas launcheda five-year researchstudy, together with its Zambian and UScounterparts, to help prevent the spread ofHIV.Nine communities throughout the West-

ern Cape, as well as 12 from Zambia, willbe involved in the trial.The study is the largest ever HIV preven-

tion study on a community level to be con-ducted worldwide and will involve thou-sands of people in theWesternCape, includ-ing in Bloekombos in the Kraaifonteindistrict, Khayelitsha, Delft-South, Cloetes-ville, Dalevale and Wellington.Community health workers will be visit-

ing participating residents over the nextfew years, providing voluntary HIV coun-selling and testing and helping people whotest HIV positive to access healthcare.Blankenberg says she’s energised about

the prospect of helping to train communityadvisory boards about the study.“It’s important for people to realise how

research can help the community.”

Hyhet hulle ook stories vertel enmeer ag-tergrond oor die parlement gegee.Deloris sê sy was redelik geïnterreseerd

in die dood van Hendrik Verwoerd. “Al diestories wat Steve daaroor vertel het, het mydie prentjie laat sien,” sê sy.Dawn Roode, gemeenskapswerker, sê die

steeds nie verdwyn nie. Sy beskryf hulle ashaar vriende met interressante stories. Sysê hulle verg net ’n bietjie aandag en dit ispresies wat sy vir hulle wil gee.As eienaar van die skool, Rainbow Kids

and Friends in Kuilsrivier, hou sy jaarliksby haar kleuterskool ’n Kerspartytjie in Ju-nie om bejaardes te bederf. “Dit is wonder-lik om te sien hoe hul gesigte lyk as hullebietjie uitkom en aandag kry,” sê sy.Die projek, wat op 29 Junie sal plaasvind,

is tans in sy derde bestaansjaar en is ’n tref-fer onder die bejaardes in die Kuilsrivier-gemeenskap. Vanjaar beoog sy om meer te-huise te nooi soos Huis De Kuilen, EdenPark en ’n klompie ander.Bejaardes sal ’n dag van pure vermaak ge-

niet met Kersversierings in die saal – kom-pleet in rooi en groen. Hulle sal ook bederfword deurdat hul hare gedoen salword, ver-versings wat geniet gaan word, masseringswat gegee word en hulle ontvang geskenkeonder die Kersboom. Maureen sê die ideehet ontwikkel toe sy ’n paar jaar gelede by’n Junie-Kersfees was.

Ratesand tariffpolicies:‘propoor’The City of Cape Town’s Rates and Tariffpolicies are designed to ensure all citizenshave access to basic services.

This policy enables individuals whomeet the criteria to have access to free ba-sic services and a rates rebate.

Johan van der Merwe, Portfolio Chair-man: Finance, says there are certain crite-ria stipulated by the City of Cape Town,that the applicants for indigent benefitsmust meet.

Applicants can apply for indigent bene-fits at municipal offices by completing therelevant form and submit it with other rel-evant documentation; such as, copy ofidentity document(s) and proof of grossmonthly household income.

Every residential property will receivea 100% rebate on the rates levied on thefirst R200 000 of the municipal value of theproperty.

A monthly indigent grant of R67,42 willbe credited to every residential propertyvalued at R300 000 or below, and in addi-tion to the 6 kilolitres (kl) of water alreadyallocated, an extra 4.5 kl Z totalling 10.5 klof water free of charge.

This grant also covers the sewage cost re-lated to the extra free allocation of water.

The charges for the 240 litre refuse binsprovided to residential properties are sub-sidised as follows: properties valued up toR100 000 receive a 100% rebate; those val-ued between R100 001 and up to R150 000 re-ceive a 75% rebate; those valued betweenR150 001 and R350 000 receive a 50% rebateand those valued between R350 001 andR400 000 receive a 25% rebate.

For residential properties purchasingless than 250 kWh of electricity per month,the first 60 kWh will be free and those pur-chasing between 250 kWh and 450 kWh permonth will receive the first 25 kWh forfree.

In addition to these property valuationrebates, owners of residential propertiesmay apply for further indigent assistanceto reduce their municipal bills.

Some of the criteria for the applicationprocess are the following:

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

Hoogtepunte

• Deernistoelae word verhoog van R53,27 tot R67,42 (d.w.s. R40,36 water +R27,06 sanitasie).

• 10,5 kℓ gratis water per maand vir eiendomme met ’n waardasie van totR300 000.

• 6 kℓ gratis water per maand vir alle inwoners.• Die persentasie stygings in blok 2 van die volledig huishoudelike

kategorie oorskry die standaardstyging weens die verlaging in diesubsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

• Die volgende fase om die aantal blokke in die huishoudelike groepskategorieuit te brei ten einde dit verder met die volledig huishoudelike kategorie teversoen, soos wat kliënte gedurende die oorlegplegingsproses vir 2012/13versoek het, het ’n aanvang geneem.

• Veranderinge in diverse tariewe en prosedures, met inbegrip van stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane), industriëleafvalwater en brandkrane, word in bylae 4 by die begrotingsdokumentuiteengesit.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓwater is gelykstaande aan 35 kℓ riool)

• NETTO METERTARIEF: Die energiekomponent word nou in verbruik enopwekking ingedeel en hernoem RESIDENSIëLE KLEINSKAAL- INGEBOUDEOPWEKKING.

• TARIEF VIR KOMMERSIëLE KLEINSKAAL- INGEBOUDE OPWEKKING: Nuwetarief ingestel om die ingeboude opwekking van hernieubare energie virnieresidensiële aansoeke te fasiliteer (nie beskikbaar vir verbruikers van kleinkrag 2).

• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief virmediumspanning word slegs vir die Atlantisgebied ingestel.

• KLEIN KRAGVERBRUIKER 1: Met die buitespits-kombinasie sal vanaf 1 Julie2013 tot slegs bestaande kliënte beperk word. Die buitespits-komponentestyg ook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit tefaseer.

Hoogtepunte

THE opening rounds of Cape Town’smost prestigious under-17 footballtournament kicked off in a stormy

Manenberg on Sunday.Over 2 000 young footballers braved the

icy conditions in the hopes of securing theirplace in the finals of the 10th annual EngenKnockout Challenge. People’s Post is theevent’s print media sponsor.

The first play-off round of the tournamentsaw over 100 teams battle it out in almost 60matches, but the teams will still have toprogress through several more qualificationrounds to join tournament hosts Santos FC,

defending champions Ajax Cape Town andPremier Soccer League side Chippa Unitedat the finals in August.

PrizesWith prize money of R10 000, tons of other

prizes and the bragging rights up for grabs,the competition should be tough.

Ajax will be looking to make it three-out-of-three this year, and five titles in total, af-ter dethroning then champions ASD Acade-my in the 2011 final and holding on to theircrown with a victory over Santos in 2012.

While Old Mutual, Hellenic and Vasco daGama will be hoping to take it one step fur-ther and win the tournament this time

around, after finishing in third, fourth andfifth places respectively last year.

The tournament is a highlight on the CapeTown football calendar and is well-knownfor its professional organisation, lively at-mosphere and quality football.

ScoutsBut not only fans and players look forward

to the Knockout Challenge. Scouts fromacross South Africa usually flock to the tour-nament and, since inception, it has becomea proving ground for aspiring professionals.

Tuesday 4 June will see the last games ofthe first round played in Rylands between19:00 and 20:00. Die nuwe Kuilsrivier-toutrekklub bied Sater-dag sy eerste WP/Boland-ligakompetisie aanby Kuilsrivier se sentraal-sportvelde op diehoek van Kerk- en Sonnemeisiestrate.

Die kompetisie begin om 11:00.WP-klubs soos Kuilsrivier, Valsbaai, Hel-

derberg, Disa en Brakkenjan sal deelneemteen Boland-klubs soos Goudini, Breërivier,Malmesbury en Paarl.

Kuilsrivier is op die oomblik die voorloperin die 580 kg-gewigsafdeling en as hy Saterdagwen, sal die kern van die span die WP in Julieby die nasionale toutrek-kampioenskapsby-eenkoms verteenwoordig.

Dit is die eerste senior toutrekklub wat deur’n vrou, Lorraine de Villiers, afgerig sal word.Sy het Suid-Afrika verteenwoordig op bin-nenshuise en buitenshuise vlak, sowel as bydie wêreldspele in 2005 in Duitsland.

Sy het ook vanjaar gehelp met die afrigtingvan die junior meisiespanne van die Jan Kriel-skool, wat drie medaljes verower het by die ju-nior kampioenskapsbyeenkoms op Kimber-ley.

Die klub wil met die kompetisie geld insa-mel om die nasionale byeenkoms in Julie opOudtshoorn by te woon. Enige ondersteuning,borge of ’n bydrae sal waardeer word.

The EBMAS International selfdefenceseminar was recently held in Goodwoodover a period of two days. DaiSifuEmin Boztepe, founder and world chiefinstructor with over 600 clubs wasleading the seminar. He teaches originalscientific Wing Tzun not for sport butas an effective selfdefence system,explaining the application with themathematics behind the techniques.DaiSifu Emin gave demonstrations andparticipants had a chance to gooneonone with him.
