An Integrated Human Settlements project worth R32 million is currently under way in the area that has been affected by increasing levels of gang-related violence and vandal- ism, resulting in the community feeling un- safe. As this complex nears completion it will be a recreational park that moves away from the traditional sports facility model, in fa- vour of community-orientated activities, that includes BMX tracks, spray parks (where, in the absence of pools, children are able to enjoy water activities with a “spray”), a cricket oval, mini-soccer fields, a full-sized astro turf, a skate park and a pic- nic area. Open to all It’s the skate park that some children are already using that has led to ward councillor Nas Abrahams calling for youth in the area to accept that it is a facility for “ALL” in the community to use. “It saddened me to hear that there were youngsters in the immediate area of the park who threatened children from nearby areas who came to enjoy themselves,” he said. “This is not why we are building this facil- ity, to separate people, the days of apartheid are dead and we cannot allow our young peo- ple to start practising it in their own way. “I am appealing to them to take ownership of the facility when it comes to caring for the facility, but that ownership does not mean keeping people from not using it in the prop- er manner.” Abrahams pointed out that spaces like these are conducive to families spending time together outdoors and provide a con- structive atmosphere for children, so they have an alternative to spending time on the streets with negative activities. As part of this approach, the city’s Urban Design Drive sees a partnership between the directorates of Economic, Environmental and Spatial Planning; Community Services; and Human Settlements to improve the de- sign in urban areas which were previously neglected. Ravensmead cops are gunning for guns intheir area.“We are making inroads in our fight

against gangs, drugs and the proliferationof firearms inourprecinct,” saidColonel Pi-eter Gallant, station commander when hecommended his staff, after they retrievedthree illegal firearms this weekend.“Our men in blue are committed to con-

tinue the fight of eradicating the evil of ille-gal firearms and the use of it as a means ofcontrol and thereby holding the communityto ransom.”Gallant explained that on Sunday at

about 02:30 the sector manager for Uitsig,Const Sihle Mkhwanazi and MonwabisiMdokwe were on patrol when they heardshots being fired in the area.“They scouted the area and noticed a sus-

picious vehicle, a Silver Toyota bubble

shape, speeding off at high speed.“When they attempted to stop the vehicle

they noticed one suspect opening the driv-er’s side door and throwing what was be-lieved to be a firearm out of the vehicle.”Within minutes other units arrived on

the scene to assist them and they managedto stop the car arresting the four occupants,aged 22, 23, 25, and 32. Theywill face chargesfor the illegal possession of firearms andammunition.

PursuitIn a similar bust, two hours later police

on crime prevention patrol duties heardshots being fired and pursued yet again an-other suspicious vehicle.This time however the suspects fled the

scene and pulled into a driveway while twosuspects fled the scene on foot.While police pursued the two suspects on

foot, the female driver ran into the house.

After several attempts to request accessto the house police had to force their wayinto thehousewhere they found the 23-year-old female driver hiding in her bedroom.Officers thenmade her unlock the vehicle

used in the offence and where they re-trieved aNorinco 9mmpistol, onemagazinewith eight rounds.The firearm had been reported stolen in

Elsies River in 2002.They also found a Petro Berretta pistol

under the passenger seat, containing onemagazine with 12 rounds.The firearm’s serial number had been

filed off.A 27-year-oldmale and the driverwere ar-

rested and will face charges for the illegalpossession of firearms and ammunition.CaptainAndreGeldenhuys, the shift com-

mander praised his shift members for a jobwell done and for walking the extra mile tosecure the safety of the community.

With the cold wet winter behind us thespring brings with it a new season of thecircle of life. Reptiles such as snakes arecoming out of hibernation to hunt for amuch-needed spring meal.Snakes are an important natural balance

in our environment controlling the verminrodents, and other disease caring pests. Asnake’s diet varies from species to speciessuch as rats, mice, birds, moles, slugs,snails or frogs, etc.Snakes are attracted into built up areas

due to the abundance of their food source.Humans unintentionally create snake-friendly gardens due to unkempt or over-grown gardens containing discarded build-ing material, rubble or compost. It in turnis a suitable habitat for those little pestslike rats, mice and exotic birds.Remembersnakes are attracted to neglected areas forfood and to avoid human confrontation.There is no real way of keeping snakes off

your property, but if you keep your grasscut short, trees well trimmed and clean upall your building rubble, just to mention afew, then there is less likelihood for snakesto reside on your property. In short keepyour garden tidy. Very, very few snake spe-cies can be considered a threat to humans,as most do not have venom glands. Snakesonly defend themselves against interfer-ence and never attack.Killing a snake is nothing to be proud of

as you are dealing with an animal that hasno arms, fingers, feet, legs, eyelids and along list of disadvantages over other ani-mals.Let’s not succumb to ignorance by de-

ComArt was giving their best when theyhosted their showcase at Artscape on Sun-day 1 September.The audience at the sold-out affair enjoyed

an afternoon of entertainment that provedthat the youngsters in this project are grow-ing into some top talents.Some 120 learners from Elsies River

schools dazzled with their talent and energyas they performed songs, from traditional topopular; danced the Riel, contemporary,Latin and hip-hop; as well as performingsome comedy sketches, poetry, and hostingan art exhibition.The event was the culmination of the sec-

ond annual Elsies Youth Arts Collective

which was established to provide an oppor-tunity for learners to nurture their artisticskills, celebrate their right to creative ex-pression and serve as a gateway tomaximisetheir potential and influence choices as wellas develop new audiences.Since April, the learners have been taking

part in workshops with professional artists,culminating in this showcase. The partici-pating schools also presented their ownitems for the programme.Good news is that there will be a repeat

for learning by restoring the school build-

ing andpainting of someof the corridors andclassrooms, but we needmore ex-learners togive us their support for our future projects.“One of our first priorities is getting the

Residents are encouraged to provideinput into the city’s efforts to promoteanimal care by commenting on the draftAnimal Welfare Policy from this week.The city has developed the draft to

promote the welfare of animals andprovide the framework for the city’sapproach to understanding and dealingwith domestic companion animals. Itwill focus primarily on the welfare ofdomestic companion animals andworking equines (e.g. cart horses), apress release from the city reads.This policy is supported by the

legislation that the city is mandated toimplement and entitled to enforce, i.e.the city’s Animal Bylaw.However, the bylaw does not clearly

articulate the city’s approach to thecare and welfare of animals. In theabsence of a policy, there is a lack ofclarity on the roles and responsibilitiesbetween and within government forpromoting animal care.The finalised draft will undergo a

public participation process from thisMonday (9 September) to 11 Octoberduring which stakeholders and interest-ed parties are encouraged to providetheir comments.The draft policy will be made availa-

ble at the city’s libraries and subcounciloffices and electronic copies will beavailable on www.capetown.gov.za/haveyoursay.Comments can be submitted via email

A man escaped death on Saturday whenSymphony Way in Delft became ashooting scene.At about 15:30 the 25-year-old Sidney

Hill, from Awasi Court in Leiden stareddeath in the face when he was accostedby unknown suspects.Sidney was driving down the road

and the incident happened when he hadto stop at a red traffic light behind atruck.While waiting for the lights to change

five occupants in a white Nissan Sentrapulled up next to him.One of the occupants immediately

started firing shots at him injuring himin the back.In the process he then rode into the

back of the truck, in front of him.Luck was on his side as he was saved

by the presence of a passing policevehicle which then became the target ofthe attackers.The five suspects then fled the scene

on foot through bushes next to the roadleaving their vehicle behind.It was later ascertained that the

vehicle was reported stolen in Bellvilleearlier this month.The incident caused disruption to

peak hour traffic and police searchedthe bushes for hours.The victim refused to lay criminal

charges, but the suspects are sought oncharges relating to the stolen vehicle,charges under the Firearms and Ammu-nition Act and attempted murder of thepolice officials.The vehicle has been sent for forensic

BEGROTING VIR 2013/14Die Stad Kaapstad gaan begin met sy proses vir die hersiening van die vyfjaarplan vir 2012 –2015 met die oog op die geïntegreerde ontwikkelingsplan (GOP) en begroting vir 2014/2015.

Dit sal die tweede hersiening van die ampstermyn-plan wees wat op 28 Mei 2012 deur dieRaad goedgekeur is.

Die tydsraamwerk vir die GOP en begroting vir 2013/14 bevat ’n uiteensetting van dieaktiwiteite verbonde aan die opstel van die begroting en hersiene GOP vir 2014/15. Die doelvan die hersiening van die GOP is om te verseker dat die evaluering van prestasiemetings endie mate waarin veranderende omstandighede dit noodsaak, by munisipale beplanning in aggeneem word.
