Residents of Blue Downs estate are fear-ing eviction from their homes – withsome families having lived there for al-
most 30 years.The 50 houses in the area along Buttskop
Road near Blackheath are all council-ownedand are occupied by either people workingat or previously employed at the bulk waterplant along Polkadraai.On Wednesday 23 July a total of 15 of the
households on the estate were given noticesto vacate their homes.The occupants asked to vacate their
homes,TygerBurgerwere told, are either allformer employees of the plant, or peoplewhoare still employed by the City of Cape Townbut working at a different depot.
Different depot, off you goIn the letters issued by the City under the
heading “Notice to vacate council-ownedproperty,” it reads:“Our records reflect that you areno longer
eligible to occupy the said property as youdo not meet the criterion enunciated in thestaff housing policy, namely that your em-ployee status has changed.“This letter therefore serves to notify you
that you are required to vacate the propertybyno later than 1October 2014, failingwhichan application for your eviction will be
launched.” Several residents are now up inarms about what they believe is an unfaireviction. Some say there that no prior notifi-cation had been issued.A mass protest is now being planned for
tomorrow, headed by the Blue Downs estatehousing committee.Sophia Kidiet, the chair of the committee,
told TygerBurger last week that some of theresidents who received these notices haveworked at the bulk water plant for nearly 30years and, as a result have been staying inthe area for just as long.“Some took early retirement, some went
on pension but now they are told to vacate,”she said.
‘Nothing in black and white’“There was no agreement regarding the
houses undertaken by the management ofthe plant and the workers, nothing in blackand white,” says Kidiet.Apart from the home-owners, residents
who live in flats adjoining some of the hous-es will also have to leave. “Those who arestillworking at the plantmight also be askedsomeday to vacate when they retire, whatwill happen to them and their families?These people have nowhere else to go.”Sophie Kannemeyer, chair of the Kleinv-
leiHousingCommittee,wanted toknowwhythe City has not arranged alternative hous-ing for the families.

“They knew that the people are going to getold and retire someday. Why did they notmake the option available to buy or rentthese houses?” Kannemeyer asked.
Jan Afrika, one of the residents whoworked at the bulk water plant for 22 years,said he and his family have no other placeto go.
Chris Sauls, deputy-chair for the KleinvleiHousing Committee, said the families arehelpless.
“We want the City to help them, to arrangealternatives houses,” he said.
Sauls consulted with lawyers at the CapeLaw Society on Friday to discuss the wayforward.
“If the City does not arrange alternativehousing, we will appoint a lawyer and takethis matter to court,” he said.
Kidiet said the committee has already sentout emails to the mayor’s office and has alsobeen in contact with the local ward council-lor.
“They are aware of our grievances,” hesays.“Some of these people retired morethan five years ago, why is the City onlyevicting them now?” she asked.
Ernest Sonnenberg, mayoral committeemember for utility services, said the origi-nal occupation of the units in Blue Downswere in terms of an employment contractand that the housing was specifically provid-ed for the unique operational requirementsat the City’s water department facilities inBlackheath.
“More importantly, these employees ei-ther voluntarily resigned from employmentwith the bulk water branch of the depart-ment, or were dismissed and at that time ad-vised of their obligation in terms of theagreement to vacate the houses within anominal period of two to three months.
“This agreement was ignored and subse-quently notices to vacate the houses havebeen issued,” Sonnenberg said.
He said the houses are currently neededfor the current employees at the bulk water
branch – a water treatment and storage facil-ities which operate 24 hours a day, 365 daysa year.
“These employees are required to workshifts at irregular times, either late at nightor early in the morning.
“The occupation of these houses by non-employees of the department is compromis-ing the rights and working conditions of thecurrent employees who are forced to travelsignificant distances when starting and end-ing shifts,” Sonnenberg said.

Laer- en hoërskoolleerders van Eersterivieris onlangs die geleentheid gegun om hulspel- en klankvaardighede in ’n kringspel-kompetisie ten toon te stel.
Die geleentheid is deel van ’n kompetisievan die Universiteit Stellenbosch se pro-gram Woorde Open Wêrelde, oftewel WOW.
Die kompetisie het ten doel om lees- enspelvaardighede in Afrikaans by leerdersdwars oor die land te bevorder.
Die kompetisie in Eersterivier is opWoensdag 13 Augustus by die LaerskoolPalm Park aangebied.
“Die doel van die kompetisie vir die la-er- en hoërskole is om klank en spel by leer-ders te bevorder,” het Sarina Oliver, onder-wyser en koördineerder van die program bydie laerskool, aan TygerBurger verduidelik.
Die kompetisie, het sy gesê, is iets wat aldie kinders uiters geniet.
“Ons het gevoel dis nodig dat ons ons kin-ders inskryf vir die kompetisie, want dit kannet voordele inhou.
“Dit help ook die onderwysers met die kin-ders se spel- en klankprobleme; dit help omhul ogies te verskerp en om woorde korrekte spel en ook sodoende die leesproses te be-vorder,” het Oliver verduidelik.
Komiteelede van die Universiteit Stellen-bosch het die betrokke dag die verrigtingebygewoon om te help beoordeel.
Leerders is in groepe verdeel – die krab-
bel-afdeling (waar hulle self die woorde moetuitskryf) en die babbel-afdeling (waar hulledie woorde moes uitklank).
Ander skole in die gebied wat deelgeneemhet, sluit in die laerskole Stratford, Helder-kruin, Bluedowns, Dennemere en Melton.
“Dan is daar nog hoërskole van graad 8 tot10 wat ook deelneem,” het Oliver gesê.
Die groter spanne, graad 3 tot 10, is gevraom woorde te spel.
Die res, graad 1 tot 2, moes hul klankvaar-dighede in Afrikaans baasraak, het Olivergesê.
Kringspelkompetisies word dwarsoor dieSkiereiland en provinsie aangebied.
“Vier kinders uit elke graad neem deel.“Die wat vorder tot op streeksvlak, gaan
dan na die Universiteit Stellenbosch se de-partement opvoedkunde, waar hulle aan die
streekskompetisie deelneem.“Die suksesvolle kandidate vorder dan
verder tot op die provinsiale vlak.“As hulle hier goed vaar, dring hulle deur
na die nasionale kompetisie,” het Oliver ver-duidelik.
Die kompetisie word jaarliks by skole aan-gebied en dis die Laerskool Palm Park se vyf-de jaar as deelnemer.
“Daar is nou sowat 140 000 leerders wat na-sionaal by die kompetisie betrek word,” hetOliver gesê.
“Dit is vir my verblydend om te sien datdie kompetisie in oorleg met die Wes-Kaapsedepartement van onderwys se amptenarysaamgestel word.
“Die kompetisie is iets goed. Die kindersstel definitief daaraan belang; hulle raakmeer kompeterend,” het Oliver gesê.

“The incident occurred in Protem Street,Wesbank,” said Mothoalo.
She said the police suspect that the attack-ers responsible for the shootingare allmem-bers of the 28s gang.
Joseph Adams, the spokesperson for theMfuleni community policing forum, saidthe deceased’s baby boywas born only threedays prior to his death.
He said Emile dropped off his girlfriendandwas onhiswayhome toVogelvlei Streetwhen he was attacked.
“We do not know how many shots werefired,” he said.
According to Adams, the deceased’smother was also brutally murdered in thesame area four years ago while she was onher way home from a nightclub.
“We will be having a cluster meetingwhere I want to address these shootings,”Adams said.

The police in Mfuleni are searching for themurder suspects of a 21-year-old male whowas shot dead this weekend.
The victim, Emile van Staden was on hisway home on Saturday, 30 August at about21:00 when he was attacked, says policespokesperson W/OAnnacletta Mothoalo.
She said the victim was driving his vehi-cle and playing loud music when an un-known group of people approached him andasked him to lower the volume, Mothoalosaid.
“The victim refused to reduce the volume,then one of the guys started to shoot at him.Emile was taken to Tygerberg Hospital,where he later died due to his injuries,”Mothoalo said.
No arrests have been made.“There were no bullet cartridges found at
the scene.

Nearly 300 crimesuspectswerearrested thispast week in the Kuils River police cluster.The cluster comprises the Kuils River,Kleinvlei and Mfuleni police stations.
W/O Annacletta Mothoalo said a total of240 suspects were arrested for seriouscrimes, while 46 were apprehended for lessserious crimes.
“This week the police conducted differentoperations including detectives trackingdown suspects,” says Mothoalo.
She said warrants were also issued tosearch suspected drug houses and premiseswhich sell alcohol illegally.
Roadblockswere also erected bymembersof the police’s visible policing unit (Vispol).
Among the crimes allegedly committed bythe suspects were: the possession of drugsincluding tik and mandrax, the possessionof stolen vehicles and dealing in liquorwith-out a valid license.
The rest of the suspects was arrested forcrimes ranging from riotous behaviour, be-ing drunk in public, the illegal crossing ofa railway line and disturbance of peace.
Mothoalo said a variety of firearms andammunition were also confiscated.

CWA, said the theme for this year’s eventwas the health and wealth of women andwas held to mark the CWA’s 15th year of ex-istence.Stakeholders at the event included offi-

Medical mobile clinics are on themove to promote better health forchildren in the Western Cape.
On Thursday 28 August, Western CapeMinister of Health Theuns Botha andWest-ern Cape Minister of Education DebbieSchäfer visited one of the provincial gov-ernment’s wellness mobiles clinics forschool health at Delft Primary School.This month, the vehicles travelled to
schools across the province to screenGradeR and 1 learners for vision, speech, hearingor skin problems as well as to assess theirmotor skills, mental health, oral health andtest them for tuberculosis (TB).The fleet of five state-of-the-art wellness
mobile clinics is a flagship project for theWestern Cape Government and a demon-stration of the provincial departments ofEducation and Health working better to-gether. The project is the first in which thetwo departments are breathing life into theintegrated school health programme.The wellness mobiles will visit schools
across the province, particularly in poorand rural areas, in order to screen Grade Rand Grade 1 learners for conditions that re-quire medical and dental intervention.The preventative dental care that will be
provided by this service will also signifi-cantly reduce cavities among children.
Onestop health serviceAnadvantage of this one-stop health serv-
ice is that learners, who are identified asneeding spectacles and dental care, willnow be attended to on the spot.Each unit is staffed by a school nurse, an
optometrist and a dentist.The initiative also focuses on schools sit-
uated in areas where it is most challengingfor parents to access dentists and optome-
trists due to remote locations or financialconstraints.They believe that ensuring that low-in-
come families can still have proper accessto health services for their children, will al-so have a positive effect on education out-comes in the province.Western CapeMinister of Health, Theuns
Botha, was very excited about this initia-tive and thanked all the sponsors who werecoming on board.“Finally we are able to bring healthcare
to schools using state-of-the art technology,in smart vehicles, using equipment of thehighest standard,” he said during his visitto Delft.Western CapeMinister of Education Deb-
bie Schäfer was also very positive about theinitiative. “We have discovered that thereare a number of children who have simplehealth problems, such as bad eyesight,which are often left undetected and whichnegatively affect their schoolwork.“The reasons that these issues are not de-
tected often relate to the fact that the par-ents are not able to afford screening suchas these. The mobile clinics will make ahuge contribution to addressing this prob-lem,” said Schäfer.The vehicles are supplied with solar pow-
er and generators and carry their own wa-ter supply. Plans for waste water and medi-cal waste management have also been in-cluded in the vehicles.All clinics are also equippedwith air-con-
ditioning, a kitchenette and toilet facilitiesas well as a big-screen TV on the outside toentertain youngsters while they wait.Ministers Botha and Schäfer will visit
similar wellness mobiles travelling toschools along theWest Coast, Overberg andWinelands over the next few weeks.

“To be dead would be better than sufferinglike this,” saysAnthonyLeeraar fromBrac-kenfell. He is only one out of the thousandsof South African pensioners who have beenaffected by the Transnet pension debacle.“I would rather strap myself to a railway
line and let one of their trains kill me, thancarry on living out my old days in poverty.I lost everything and life is not getting anybetter,” he told TygerBurger last week.Leereer (57) joined Transnet in the 1970s,
whereheworked as a client centremanagerfor the next 20 years until he was medicallyboarded in 1997 for dystonia – a neurologi-cal disorder which affects your ability tomove normally.
Living below the breadline“At this stage I could barely do any work
andwas forced to stopworking. I was howe-ver completely dependant on my pensionfundpayments,whichby this timewasalre-ady being affected by the alleged mismana-gement of Transnet pension funds in 1994,”he said.Leeraar was only one of many who lost
almost everything, after about 65 000 mem-bers had their benefits reduced by 45%- ear-ning less than the state’s old-age pension ofR1 350/month.“At the moment I should be getting more
than R6000 per month but I only get R2900,and after the medical aid deductions I haveonly about R300 left,” he said.Leereer and other Transnet pensioners
also had tomake dowith an increase of only2% per year.“I was forced to sell my house andmy car
and later my wife also divorced me,” hesaid.He currently lives in a roomwith a friend
and despite of his debilitating illness wasforced to take up a small temporary job
again.“It is hard for me, but I have no choi-ce. I can’t live on R300 per month and whenthis job is done, I don’t knowwhat I’m goingto do next.”Leeraar says this is nothing less than a
human rights abuse.“This is our money and our futures that
have been blatantly stolen and I know therearemanymoreCapetonians likemeout the-re.”He says he has spoken to numerous
Transnet pensioners living in areas such asKraaifontein, Brackenfell, Parow andGoodwood, who are all living below the bre-adline.Meanwhile, lastmonth, the PretoriaHigh Court allowed a class action againstTranset to commence.Transnetwill have to defend itself against
a R85bn claim- the first of its kind and thebiggest ever class action lawsuit in South-Africa.Although this decision is being appealed
by Transnet, many political parties in thecountry are rallying for the pensioners.In a recent statement DANatashaMicha-
el, shadow minister of public enterprises,stated that this planned appeal is unaccep-table.“These pensioners, most of them bet-ween the ages of 70 and 90 years old, havededicated their lives to South Africathrough infrastructure building. Withhol-ding their pension money is nothing shortof exploitation,” she said. “We cannot allowthesemen andwomanwhoworked all theirlives to improve South African infrastruc-ture to be left to starve and sufferwhen theycan no longer look after themselves,” shesaid.The FF Plus is also taking steps that may
negatively affect Transnets’s credit rating,by providing all of its creditors, capital ex-pansion service providers and large creditrating agencies with a copy of the HighCourt judgment. An investigation by thePublic Protector, Advocate Thuli Madonse-la, is also pending.

A financial workshop for domesticworkers and gardeners was held atParow golf club last week, outlining
the basics of saving and financial planningfor low-income earners.
Craig Torr, a financial advisor fromPinelands presented the workshop as partof Financial Planning Week from 25 to 29August. Despite being poorly attended, thehandful of attendees peppered Torr withquestions about how to get out of the debtcycle and start saving and investing.
The hour-long session focused on plan-ning your budget and making changes inorder to reduce debt.
“The moment you borrow money to buysomething, is when your problems begin,”he warned. “The Xhosa word for loanshark, matshonisa, literally means ‘thepersonwho sinks you’. And still we borrowmoney from him. Why do we do that?”
No more debtTorr blames misleading advertising that
lures consumers into borrowing andspending instead of saving.
His advice? “Delay what youwant to buyand pay off your debt.”He advises to ratherwrite down all expenses to see where thebudget can be cut down.
“Maybe a little less on cigarettes, beer orairtime. Maybe you say for six months youare not going to buy any clothes. So youbring your total expenses down to less thanwhat you are earning. So now you have ex-tra. Pay that money back to your debtors,pay them back more than they are asking.When you’ve paid off your debt, you neverborrow again,” he advises.
One of the tips he gave was to pay a littlemore every month to the debtor you oweleast, thus finishing that debt first.
“Once that debt is settled, you calculatethe amount you paid to that debtor permonth and add it to the amount you pay offon your next biggest debt. When you haveno more debt, you will then have thatamount you paid to your debtors permonth, available to save.”
According to Torr, the biggest evil is theso-called hire-purchase shopping, whereyoumake a monthly payment – on just oneitem.
“After 24 months you will pay betweenR12 000 and R14 000 for something thatwould have cost R10 000 cash. For 24months you pay more than you shouldhave, this is where you could have boughtfood, airtime and paid school fees. At theend of the day you are giving away the mo-ney because you were not prepared to waituntil you had enough money.”
School fees firstHe added that if you are saving you can
have so much, but if you are borrowing,you have so little.
Torr advised that the bank is the bestplace to borrow money, where interest isthe lowest.
He urged people to open savings ac-counts for savings such as for school fees,holidays and eventualities like funerals.
“For long term savings such as universi-ty fees, you should ask the bank about in-vestment options,” he said.

It is understandable thatschools want to teach children asense of responsibility byputting them on traffic duty inthe mornings, but is it reallynecessary for them to do thisduring winter?Surely teachers can use some
common sense and see that it isunethical and bordering onchild abuse. If the children getsick by standing in the rain,the school will not pay for theirmedical bills.Teachers get paid to look
after the children, but they sitin a warm staffroom, drinkingcoffee and tea, while thechildren freeze outside.What is even more alarming
is that traffic officers occasion-ally make an appearance tooversee this barbaric custom. Agovernment official shouldreally know better.It is an important and
life-saving job to usher pupilsacross a pedestrian crossing,but there is no reason whyteachers can’t do it themselveswhen it is raining.It is, after all, their job to

It is so easy to complain and tobe negative, but today I wit-nessed an act by that bringstears to my eyes.Today, 26 August, so many
people worked together to helpa physically challenged person,who collapsed and had ahyperglycaemic (high bloodsugar) incident while walkingfrom Durbanville to Bellvillestation to catch a bus backhome in Eastern Cape.He walks with a crutch –
looks like he had polio – andhad a trolley suitcase andanother bag.The first two ladies, who on
their way back from gym, sawhim fall half in the road andwanted to get him out of theroad for his own safety.He was not fully conscious,
and we later discovered hecannot hear nor talk.We found his insulin pen and
he recovered while everybodyhelped – from putting a towelover him to keep him warm, ajacket under his head, phoningfor assistance and taking himto his destination since he didnot want to miss his bus backhome.We can be so proud of our
community – ADT who re-sponded, the Durbanville police,metro ambulance services andeverybody who stopped andoffered help.

Cape Town pageant I can onlysay we are proud of Diane. Shehas grown immensely in thetwo years we have known her.Last year was a growingprocess for her and this yearshe stepped into the shoes ofMrs Cape Town perfectly.Hosting pageants for women
across the country, we haverealised that contestants oftendon’t understand what theRoleModels SA pageants isabout – when they don’t win,they can become nasty and tryto blame the organisers orjudges. What we appreciateabout Diane is that she tookour constructive criticism andcame back to try again – andshe definitely played to win. Residents and businesses which gene-rate their own electricity via renewa-ble energy sources will soon have the
option of feeding a limited amount of theirsurplus energy back into the grid. Thiswillbe used as an incentive to be off-set againsttheir electricity accounts.The implementation of the small-scale
embedded generation (SSEG) tariffs willmake it legally possible to feed electricalpower back into the municipal grid.Most SSEG projects generate electricity
from renewable sources such as the sunand wind. According to Clive Justus,chairpersonof sub council 4, theCity is em-
bracing SSEG technology to assist with thecountry’s acute power shortage.“Bydoing so,weare assisting businesses
and households to minimise their ownelectricity consumption,” he says.
Advanced meter neededConsumers who wish to feed SSEG-gen-
erated electricity into the municipal elec-tricity grid will be required to have a bi-di-rectional advanced meter infrastructure(AMI) installed by the City at their owncost.The City’s Electricity Services Depart-
ment is finalising the outstanding costs
which will enable the City to provide resi-dents and businesses with an off-set forfeeding power back into the municipalgrid.An announcement about the first con-
sumer to be signing the SSEG agreementwith the City is imminent. It is a legal re-quirement that consumers wishing to con-nect SSEG to the grid must obtain consentin writing from the Director of ElectricityServices.According to Justus, the City has set it-
self a target of sourcing 10% of its electrici-ty from renewable energy resources by2020 and the roll-out of the small-scale em-
beddedgeneration tariff supports this goal.In a pilot project, a small number of resi-
dential, industrial and commercial con-sumers have already connected rooftopphotovoltaic (PV) generation to the City’selectricity grid.
Legally possibleHowever, conventional metering instal-

Die Stad Kaapstad gaan met die proses begin om die vyfjaarplan (GOP) vir 2012 tot 2017 tehersien en om die begroting vir 2015/16 tot 2017/18 op te stel.
