This latest incident of child abuse has angered residents who are call- ing on communities and social serv- ices organisation to work harder to stop this scourge in our communi- ties. In the latest incident that hap-pened last week police revealed thata three-year-old child was raped bya person known to the family.

There is a delay in chronic medicationdue to the change in the Department ofHealth’s service provider. This conver-sion involves almost 200 000 prescrip-tions.

This means that patients will no long-er receive their medication in the morn-ing. They are expected to collect theirmedication from 13:00 on, to prevent un-necessary waiting times.

This arrangement will be applicablefor the next two weeks until the deliver-ies from the new service provider havestabilised sufficiently. Arrangementscan be made for those patients who needtheir chronic medication.

The department is certain that the newchange in service provider will improveservice delivery significantly. They alsowould like to apologise for any inconven-ience during this transition period.

Medication delayed

this type of behaviour is acceptable, and theabuse then spreads to younger victims.

“We must also look at the part that the me-dia plays in brainwashing people. Whereveryou look the popular trend is too much sex.

“Look carefully at all this music that theyouthwatch, its all about ‘dirty’ sex, and theylearn from it and believe that it is right.Somehow we must try to find a way to getpositive role models into their minds.

“Our young men are also influenced, andcan’t relate to having proper relationshipswith women, and then think nothing of even

abusing their children in their own fami-lies,” she said.

Justin Abrahams, from Bonteheuwel, feltthat there needs to be a new unity withincommunities to fight the root causes of thistype of abuse.

“There should be no mercy for crimes likethese,” he said.

“Unfortunately there will be more inci-dents like these until we work at destroyingthe root cause of this type of behaviour andit starts with the education of our children.

“The government must start playing theirpart in creating an educational environmentwhere all our children are able to achieve

their positive potential.“Too many of our children fall through the

cracks and drop out of school, even at prima-ry school level. You see it all the time, yousee these children wandering around duringschool time.

“What happens to them as they grow older,they have no chance at getting employmentso the only option for them is crime, drugsand soon that road leads to them becomingabusers of partners, and even their own chil-dren.

“If we can start stopping this at the root,we can start winning our fight against thistype of abuse in society.”

‘We must stop this abuse at root’

A 38-year-old man was arrested and chargedwith the possession of an illegal firearm afterpolice raided shebeens on Saturday night.

The arrest happened after Mfuleni policewere patrolling the area of Bardale. Theywere busy closing down shebeens that wereoperating illegally.

According to Capt Nomathemba Muavha,spokesperson of Mfuleni Police Station, this

search was done as part of the national jointoperation centre.

“We have intensified these operations overthe holiday period. These operations havebeen broken down into three phases. A pre-holiday phase, a holiday phase and post holi-day phase,” she said.

These searches were also to reduce the con-sumption of alcohol over the holiday period.

At a specific shebeen, customers were re-quested to stand still to be randomly

searched. One of the customers seemed to beuneasy and did not comply with the police.This raised suspicion with the police and thesuspect was searched first.

After he had been searched, police wereable to retrieve a Norinco 9mm with eightrounds in the magazine. The serial numberof the firearm was also scratched off.

The man appeared in the Blue Downs Mag-istrate’s Court on Monday where his casewas dismissed.

Illegal firearm found, but case is dismissed

An Eerste River man has been arrestedand charged for attempted murder afterhe allegedly tried to defend himself whilebeing attacked over the weekend.

The incident happened on Friday night at21:30, when a man was attacked in his carwhile having a sex worker in his vehicle. Thecar was stationed on the side of Old FaureRoad. While he was distracted, four men

came out of a nearby bush to attack the man.He then pulled out a legal firearm on his at-tackers and fired a shot. With the single shothe injured one of the attackers as the bulletgrazed the attacker’s arm.

After the shot was fired, members of thecommunity were alerted by the sound. Theattacker was taken to hospital in an ambu-lance and the man opened a case at KleinvleiPolice Station.

After the case had been opened, the manwas arrested and charged.

Capt Gladys October said that these inci-dents happen mostly on the side of Old FaureRoad.

She warns the community that sometimessex workers work in a syndicate. While onemight only see the sex worker on the side ofthe road, there might be a criminal waitingclose by. October said that sex workers havelured victims into such ambushes before.

Sometimes the offender might appear to bedistressed on the side of the road, seekinghelp.

‘Lured to trap’ by sex worker

Three suspects have been arrested andcharged with attempted murder and beingin possession of illegal firearms after theirinvolvement in a shooting over the week-end.

All three suspects were given the samecharge and come from Kleinvlei.

The incident took place in the earlyhours of Sundaymorning.A fight brokeoutat Wendy’s Pub among some of the custom-ers. According to eyewitnesses two of thesuspects shot and injured two men whowere involved in the fight.

Through police investigation the threesuspects were found and arrested at a near-

by location. They were also able to retrievetwo illegal firearms. According to Capt Gla-dys October from Kleinvlei Police Station,one of the firearms was found inside theproperty while another was found outside.

On a nearby field, close to the placewhere the three suspects were arrested, po-lice were also able to recover 24 daggastoppe.

The discovery of drugs could not belinked to the three suspects but it does tieinto the increase in drug activity accordingto October. She said over the past twoweeks drug related crimes have increasedimmensely. For the month of march, over200 cases have been opened at the stationdue to drug related incidents.

Plans to toll highways in the WesternCape have been placed on hold, accordingto deputy transport minister JeremyCronin.

He reasoned that they do not see it as a pri-ority in tolling the N1 and N2 in Cape Town,SAPA reported.

However mayoral committee member fortransport, roads and stormwater, Brett Her-ron, says there is still uncertainty surround-ing the statement.

“We don’t know whether it is temporarily(placed on hold) or cancelled. We are stillawaiting some sort of communication.”TygerBurger tried to get confirmation

from Cronin’s office on whether it has beenshelved temporarily, but this was unsuc-cessful.

On 13 December last year TygerBurger re-ported (“Tolling put on hold for time being”)that the South African Road Agency Limited(Sanral) planned to construct toll gates with-in the province, including one after theMaroela Road off-ramp at Joostenbergvlakteand at Sandhills after Worcester on the N1and before Sir Lowry’s Pass and after the BotRiver off-ramp on the N2.

The city, however, filed an application atthe Western Cape High Court to review thedecisions of Sanral and the tolling of roadswithin the city’s boundaries and the agencyshelved the process while the inter-govern-mental dispute process takes its course.

Wayne Duvenage, chairperson of the Op-position to Urban Tolling Alliance, recently

welcomed the decision to shelve tollingplans for the urban routes within the West-ern Cape for the time being.

“Clearly the pressure and uproar aroundthe tolling of Gauteng’s freeways has beena catalyst to this decision, along with the up-roar from the Cape Town residents them-selves. Possibly, some sanity has also pre-vailed with a realisa-tion that roads can befinanced throughmore efficient means,as has been done fordecades in the past.”

Herron, says thematter will be in courtin as soon as sixmonths.

“When we declaredan inter-governmen-tal dispute on the mat-ter earlier this year,the city committed it-self to resolving thisissue through allavailable channelsand in the best inter-ests of all parties,”said Herron.

He insists the city has made every reason-able effort to resolve the dispute regardingthe tolling of the N1 and N2 into Cape Townthrough the inter-governmental disputeprocess, between the city, Sanral and the na-tional ministers of transport and environ-ment, however this process was unsuccess-ful.

Herron says the city argues that the deci-

sions which authorised the tolling of the N1and N2 are “unlawful, unreasonable and pro-cedurally unfair”.

He continues: “The tolling is economicallyinefficient. In nominal terms the toll feeswill be nearly 10 times the amount spent onthe improvements and maintenance of theroads; and this additional expense will be

paid for by motorists.”He added that the ad-

ditional costs of tollingfor the agriculturalsector in the WesternCape would be be-tween R92,5 millionand R120,8 million peryear.

“It is likely that thetoll road will have aninflationary effect onagricultural produceand other goods andservices.

“Conservatively thecity will be faced withadditional capital ex-penditure in the re-gion of R200 million to

R400 million to upgrade municipal roads tocope with traffic that diverts from the N1 andN2.

“Indigent vulnerable and disadvantagedpeople living adjacent to the N1 and N2 willbe most severely affected by the tolling.”TygerBurger tried to gain comment from

Sanral, but was unable to do so at the timeof going to print.

Women were empowered and armed withknowledge about substance abuse when theMatrix Substance Abuse Centre came to talkto them at Mfuleni Police Station.

The women that were addressed on thistopic came from Happy Valley, Mfuleni andWesbank, where substance abuse is preva-lent. They are also part of a newly formedsupport group for women which was formedby Sarah Marthinus, a community worker.

“We need to inform communities aboutgovernment services. Due to the problemwith drugs and a need for communication be-tween parents and children, we had this talk.Momsneedmore skills sowe identifiedwom-en in the community to form this supportgroup,” Marthinus said.

Learning how drugs affect the user and thepeople that surround them was just one ofthe topics that were discussed.

The talk was provided by Natasha Green,a senior therapist from the Matrix Institute,which is an outpatient intensive treatmentprogramme who has also joined hands with

theCity ofCapeTown.Greenbrought to lightthat struggling with addictions is a lifelongstruggle and not something that can be treat-ed within a matter of months.

She made some examples of parents whotry and test their children who have justcome out of rehabilitation. A mistake par-ents do is to give the recovering addict mon-ey and send them to the shop to see if theywill not deviate and buy drugs.

It was also learnt that drugs are divided in-to two categories; legal and illegal. Legaldrugs comprised of things such as alcohol,cigarettes and General Practitioner (GP)medication. While illegal drugs comprised ofsubstances that could not be bought over thecounter such as dagga, heroin and tik.

After watching a video with more informa-tion on substance abuse habits and the peo-ple who suffer with them, the women weregiven a chance to ask any questions theymight have had about substance abuse.

The city’s fight against drug abuse is get-ting world recognition with another clin-ic getting a major award.

Last week the City of Cape Town’s mayoralcommittee member for health, LungiswaJames, officially received a Certificate of Ex-cellence from the USA Matrix Institutewhichwasawarded to theDelft SouthMatrixClinic.

This was in recognition of the city’s excel-lence and achievement in programmesbased on the Matrix Model.

The Matrix Programme is a partnershipbetween the Health and Social and EarlyChildhood Development Directorates as partof Council’s alcohol and drug minimisationstrategy.

This programme was started in the USAin 1984 to promote a greater understandingof addiction disorders and to improve thequality and availability of addiction treat-ment services.

Their mission is to improve the lives of in-dividuals and families affected by alcoholand other drug use through treatment, edu-cation and training, research, and promot-ing a greater understanding of addiction dis-orders.

Another approach is to emphasise the useof outpatient techniques focusingon lifestylechanges, training in relapse prevention, edu-cation about dependencies and family in-volvement.

“This is the second city clinic to be certi-fied, the first being theTafelsigMatrixClinicwhich was awarded in April 2010,” saidJames at the ceremony.

New moves at UWC are adding to biodi-versity strategies.

The University of the Western Cape(UWC) broke new grounds on Saturdaywhen it signed a Memorandum of Under-standing (MoU) with the South African Na-tional Biodiversity Institute (Sanbi).

“The South African tourism industry willdecline if we do not take care of our biodiver-sity,” said deputy minister of science andtechnology Derek Hanekom, at UWC on Sat-urday.

Hanekom was speaking during the sign-ing of the memorandum to work in collabo-ration in the fields of research and other are-as.

He said South Africa had the third highestbiodiversity habitat in the world and thattourists are always awe-struck at how muchbiodiversity the country possesses.

He added that the agreement betweenUWC and Sanbi would go down in historyas one of the most important agreements tohave been signed in South Africa relating tobiodiversity conservation, development andresearch.

“History will prove this agreement to beof great importance because even genera-tions to come will learn of it and will feel itsimpact. We must develop appreciation forour biodiversity. We must make it interest-ing again so that from early on the youthhave an option to study and choose a careerin biodiversity,” said Hanekom.

The agreement between the university

and Sanbi entails paving the way for the de-velopment of applied biodiversity informa-tion management solutions, the collabora-tive research and the training of post gradu-ate students and collaborative efforts forinputs into policy.

The university will act as an advisory andconsultative body on matters relating to bio-diversity management and within the rele-vant areas of expertise. UWC will also pro-vide the necessary information technologyinfrastructure to assist Sanbi with the man-agement of and dissemination of biodiversi-ty information.

Sanbi chief executive officer Tanya Abra-hamse said their aim is to get people to knowhow to use biodiversity information in theirhomes and communities. “This is an amaz-ing asset we have here. We want to empowerboth the citizen and the scientist. This MoUwill ascertain that biodiversity informationis carefully gathered, studied and dissemi-nated,” said Abrahamse.

Abrahamse said she is proud of the factthat Sanbi had signed the agreement withUWC because of the university’s standing inthe country and the continent, if not thewhole world.

She was referring to information from theacting rector and vice-chancellor ProfRamesh Bharuthram, who told the MoUgathering of the seven NRF-funded researchchairs that the university has been recentlyawarded. “This makes UWC an importantproducer of scholarship and new knowledgein South Africa,” said Bharuthram.

Hoogtepunte van voorgestelde wysigings• Die maksimum bruto maandelikse huishoudelike inkomsteperk vir senior

burgers en persone met gestremdhede neem toe van R10 000 totR10 500, en ’n hele klomp laer bruto huishoudelike inkomstekategorieëontvang ’n hoër persentasie korting.

• Die omskrywing van bruto maandelikse huishoudelike inkomste wordgewysig om skenkings en party ongespesifiseerde vorme van finansiëlesteun uit te sluit, en om die ander inwoners op die eiendom wie seinkomste in aanmerking geneem moet word, te herdefinieer.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% moet by die volgende dienste bygevoeg word: water,elektrisiteit, sanitasie en vaste afval.

2.1 WATERDrie stelle watertariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.11 Massatarief – wat die heffing van die Waternavorsingskommissieuitsluit. Slegs vir massavoorsiening aan ander munisipaliteite, en virkosteverhaling van die departement waternetwerke van die StadKaapstad: R3,22 per kℓ.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is’n gratis toewysing van 10 kℓ per maand ingestel vir die uitsluitlikedoeleinde van bestaansboerdery deur kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kanom ’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen.’n Beëdigde verklaring sal vereis word, en die aansoek sal op grondvan die persentasie van die hoofgebruik ondersoek en oorweeg word.

Hoogtepunte van voorgestelde wysigings• HULPTARIEF: Kliënte op die hulptarief wat die maandelikse toegelate

verbruik van 450 kWh weens massa-aankope of seisoensvariasiesoorskry, sal teen die huishoudelike tarief vir blok 4 gehef word.

• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief vir hoëspanning word ingestel vir toevoer van 66 kV of 132 kV, na gelang vandie beskikbare netwerk. Hierdie tarief het dieselfde tydperke, diensfooi envraagheffing as die herdoopte tydspesifieke tarief vir mediumspanning,maar die energieheffings is onderworpe aan ’n 3%-korting weens diekleiner verliese op dié spanningsvlakke.

• Vanaf 1 Julie 2012 sal die kategorie ‘Klein kragverbruiker 1’ met diebuitespits-kombinasie tot slegs bestaande kliënte beperk word. Diebuitespits-komponente neem ook met ’n bogemiddelde bedrag toe aseerste stap in die uitfasering van hierdie tarief.

LW: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die aantal dae in die rekeningtydperk.

Lower income South Africans who arestruggling to secure their first propertybecause their income is either too low toapply for a mortgage or too high to quali-fy for RDP housing, can now access af-fordable housing options at StellendaleVillage in Kuils River.

In the President’s State of the Nation ad-dress in early February, Jacob Zuma spoketo the low-to-middle-income potential prop-erty buyers and announced that as of thismonth, people earning between R3 500 andR15 000 a month will be able to obtain a subsi-dy of up to R83 000 from provinces, to enablethem to obtain housing finance from an ac-credited bank.

People with a joint monthly income of lessthan R15 000, who have never owned proper-ty before, who have never received a statehousing subsidy before and who are SouthAfrican citizens can apply for GAP housing.

Some 127 GAP units, aimed at lower-in-come families wanting to get a foot onto theproperty ladder, are to be built in the securecomplex.

“In this segment of the market, demand foraffordable housing outstrips supply,” saysPeter Grobbelaar, project director of VisualInternational, when talking about their vi-sion behind creating GAP homes.

“These GAP units are similar to, and inter-spersed between, the other homes and apart-ments thus promoting an integrated societyand providing real social upliftment.”

According to Grobbelaar, the GAP units inStellendale Village which have already beenfilled are testament to the positive impactwhich this housing scheme has on the well-being of its owners.

“We can see that these villages are kept ina very good condition and people take pridein their homes,” he says.

A 10-year-old in Belhar is settinghis sights on birdies and beatingthe best in golf.

Tristan Gallant has just returnedfrom playing the Fish River SunChallenge, an inter-provincial com-petition for under-12 players fromacross the country, where he fin-ished third.

This was the second time that herepresented Western Province atthis level, and he feels that he is get-ting better with more experience atthis level.

In some ways he is helped by com-ing from a golfing family, his fatherMartin, is a respected coach andworks with the South African GolfDevelopment Board to develop golfamong youth.

There is also his uncle, Mervyn,who was one of the first “coloured”golfers to turn pro in the 1980s.

“I owe a lot to the coaching andencouragement from my dad anduncle,” says the young golfer.

“Learning from them has helpedmy game a lot, and with their sup-port I am confident that I canachieve my dreams in this game.And that dream is to become a pro-

fessional and play internationally,”he said.

Tristan,who is inGrade 5atEricaPrimary in Belhar, who plays off a12 handicap, was very proud of hisachievement at the Fish River com-petition.

“The competition was verytough, even at this age level but Iknew that the hard work that I hadbeen putting in in practise wouldpay off,” he said.

“I really enjoy the game and I amproud to represent the province, Ialso enjoy playing at the differentcourses as it also gives me thechance to see the rest of our coun-

try.”Dad, Martin is also very proud of

his son’s achievement.“He is being given the opportuni-

ty that many of us did not get whenwe were young,” he said.

“With hard work he knows thathe can get to the top and we will bethere to support him.”

Tristan practises at least threetimes a week, and takes part in aschools’ league on Monday after-noons.

Mom, Allison, is also proud ofwhat her son is doing but stressedthat his education comes first.
