Preface The Tingwall Aerodrome Manual provides clear, concise information about the Airport,

its systems for managing safety and the operational procedures.

The Aerodrome Manual meets the requirement of Legislation, in particular the ANO

Schedule 12, in providing the above information for the Aerodrome Operating Staff.

For clarity, it needs to be made clear that Aerodrome Operating Staff includes both

Shetland Islands Council employed AFISO and RFFS staff and anyone who is

required to be airside as part of their employment - regardless of which organisation

they work for.

PURPOSE

The documentation associated with the operational management of an airport is of

necessity complex. It must:

Satisfy the requirements of legislation, primarily the Air Navigation Order

and Health and Safety legislation.

Meet the requirements of the UK Civil Aviation Authority.

Be an information system which assists personnel to perform their role

correctly.

Define the operational procedures.

Identify accountabilities.

Whenever possible avoid duplication of subject matter.

Be reliable and user friendly.

Note. This Manual provides some additional information, particularly concerning the

SMS to assist the Aerodrome Operating Staff.

STRUCTURE

The Manual structure follows broadly that detailed by ICAO in the Manual of Aerodrome

Certification [Doc 9774] except that the Emergency Orders are issued as a separate

document.

The Manual also contains the information detailed in CAA document CAP 168 except

that to avoid duplication of information, where other Tingwall documents provide the

required information, this Manual cross refers to such other documents.

The constituent parts of the Aerodrome Manual are as follows.

Part 1 - Document Administration and General Information about the Aerodrome

Part 2 - Aerodrome Plans

Part 3 - Aerodrome Technical Information

Part 4 - Aerodrome Operating Instructions

Part 5 - The Safety Management System

Part 6 - Emergency Orders

The Aerodrome Manual is a living document and will be distributed as described

overleaf. However changes occur for a multiplicity of reasons and it will be necessary

to bring such matters to the attention of all relevant recipients of the Aerodrome Manual.

All such changes to information and published procedures will be notified using the

following systems:

Aerodrome Manual Supplements – will be used to notify all changes to existing

information and procedures together with all new information and procedures. These

will be issued as they occur and shall be incorporated into the document proper at the

next amendment. (Where changes or new information of a purely administrative nature

are identified, no Supplements shall be issued. These changes / additions shall be

incorporated at the next amendment). [Aerodrome Manual Supplements constitute an

integral part of the Aerodrome Manual].

Temporary Airport Operating Procedures [TAOIs] - will be used to notify all

temporary changes to existing information and procedures. These will be issued as

necessary but will not be incorporated into the document proper. TAOIs are a

constituent part of the Aerodrome Manual during their period of validity.

Ops Notices. These are not part of the Aerodrome Manual but are used by Tingwall

Airport simply as a means of providing domestic information e.g. Details of new staff;

training courses etc.

Ops Notices and TAOIs shall be filed in Tingwall Airport’s Read It File. The Read It File

is split into two sections – Operational and Administrative. Active TAOIs and Ops

Notices are filed in the Operational section until signed by all AFISOs.

The Accountable Manager will ensure that reviews of all Aerodrome Manual

Supplements, Temporary Operating Instructions and Operation Notices are undertaken

quarterly at Operations meetings (‘OPS 3’).

AERODROME MANUAL AMENDMENT

In order to comply with the ANO 2009 and keep the document current, the Aerodrome

Manual will be amended as required following an annual review.

Period of validity: Each Issue of the Aerodrome Manual will remain valid for 12-months.

The start of the period is from 00:01 on the day after the expiry of the previous issue.

Each Issue shall be forwarded by email to ASDDOCS ([email protected]) at least one

month prior to the commencement of the validity period.

The review period will commence at least one month prior to the ASDDOCS submission

Event Issues

Review Commences 1st November

ASDDOCS Submission 1st December

Period of Validity Commences 1st January

Amendment Proposals

Anyone who is required to work to the policies, regulations and procedures detailed within

the Aerodrome Manual, or may be involved in activities at Tingwall, or who may respond

to incidents at Tingwall may make suggestions as to how the Aerodrome Manual may be

improved or safe working practices enhanced.

Everyone who works airside has a responsibility to follow the Aerodrome Manual

and to highlight areas where the Manual is deficient.

As such, individuals may register their proposed amendments on a spreadsheet

accessible via the Aerodrome Master Records Index.

Proposed Amendments may also be made by email, fax or letter to the Airport

Manager.

DISTRIBUTION

The Aerodrome Manual will be available and distributed to the organisations listed

below in the manner described. Each issue will indicate the period of validity.

Part 6, the Emergency Orders, will be distributed separately to some organisations.

Hard copies of the Aerodrome Manual are made available as listed below.

Hand amendments are not permitted.

Any printed versions of the Aerodrome Manual or parts thereof will be uncontrolled

copies. To avoid out of date information being used the use of any such documents

must be managed with diligence.

An uncontrolled copy of the Aerodrome Manual is also available on the Shetland

Islands Council website.

GLOSSARY OF TERMS

Comprehensive glossaries of common operational terms are to be found in the various

Civil Aviation Publications issued by the CAA.

Below are a limited number of terms:

Aerodrome Operating Staff

Means all persons, whether or not employed by the aerodrome licence holder, whose

duties are concerned either with ensuring that the aerodrome and airspace within which

its visual traffic pattern is normally contained are safe for use by aircraft, or whose

duties require them to have access to the aerodrome manoeuvring area or apron.

Manoeuvring Area

That part of an aerodrome provided for the take-off and landing of aircraft and for the

movement of aircraft on the surface, excluding the apron and any part of the aerodrome

provided for the maintenance of aircraft.

Movement Area

That part of an aerodrome intended for the surface movement of aircraft including the

manoeuvring area, aprons and any part of the aerodrome provided for the maintenance

of aircraft.

Obstacle

All fixed (whether temporary or permanent) and mobile objects, or parts thereof, that

are located within an area intended for the surface movement of aircraft or that extend

above a defined surface intended to protect aircraft in flight.

Strip

An area of specified dimensions enclosing a runway and taxiway to provide for the

safety of aircraft operations.

Regulatory Requirements

Requirements stipulated by the various regulatory organisations governing airport /

departmental equipment, procedures or personnel, or, additional standards as may be

necessary in a particular set of circumstances.
