Objectives: To understand State’s obligation to the

Convention on ICAO to adopt SARPs of ICAO Annexes.

To develop National Aerodrome Standards based on ICAO Annex 14, Volume I – Aerodrome Design and Operations.

To develop by aerodrome operator a compliance checklist with respect to SARPs of Aerodrome Standards Manual, Pakistan - Aerodrome Design and Operations.

National Aerodrome Standards

Standards are of critical importance.

Standards are:

component of a regulatory framework

the basis of:

- explaining safety requirements;

- assessing compliance.

Operators need to be completely familiar.

1.2 Applicability:1.2.2 The specifications, unless otherwise indicated

in a particular context, shall apply to all aerodromes open to public use. The specifications of this Manual Chapter-3 shall apply only to land aerodromes.

Note: - Although there are at present no specifications relating to stolports, it is intended that specifications for these aerodromes will be included as they are developed. In the interim, guidance material on stolports is given in the ICAO Stolport Manual.

Uses of Compliance Checklist:1.Aerodrome operator’s self assessment of the

aerodrome for compliance with the SARPs of Aerodrome Standards Manual of Pakistan.

2.Baseline data for audit and inspection of the aerodrome operators by the officials of DAAR, CAA Pakistan.

3.Aerodrome operator to seek exemptions from DG CAA Pakistan for those non-compliances with SARPs of ASMP.
