WASHINGTON THIS WEEK

The Federal Communications Commission has issued a Notice of Apparent Liability of

$2,500 to the Hearst Corporation, licensee of WIYY, Baltimore, MD, after violating anti -lottery provisions. WIYY "inadvertently" ran twelve spots that detailed a

superbowl party at a local bar in which patrons paid a $20 admission charge for

food, beverage, and a ticket for a random drawing to win a mountain bike and a

weekend get -away at Day's Inn. The forfeiture was reduced from the base

forfeiture for this type of violation of $6,250 because "the violation . . .

occurred over a relatively short period of time and was voluntarily disclosed to

the Commission."

The Commission has made three rulings regarding the continued dispute over WNWK,

Newark, NJ (formerly WHBI). In 1984, a proceeding began to find a permanent operator for the station, who's facilities at 105.9 MHz had been deleted by the

Commission, but continued to operate a multilingual format under temporary authority by Global Broadcasting Group. Initially, the grant was made to Frances Antonin and Mary Garcia. In 1986, the grant was remanded to an ALJ, who

disqualified Antonin & Garcia on character grounds, and awarded the CP to Comsery Broadcast Group, Inc. Comsery proposed to serve Newark rather than Jersey City,

the original city of license. However, after an analysis of enlarged issues, the

decision was reviewed and Las Americas Communications received the grant. In

1991, this grant was set aside by an Administrative Law Judge after alleged

misrepresentation of Las Americas' public file and its financial qualifications. The ALJ then granted the CP to Multicultural Broadcasting, Inc. through a

settlement proceeding. At that time, The Committee to Preserve Multi- Ethnic and

Multi- Lingual Programming, a group of listeners and program producers of WHBI,

asked the commission to condition the grant on the commitment of Multicultural to

keep the current format on the station. This request was dismissed by the

Commission, citing that licensees "have broad discretion. . .in choice of format"

and the ultimate licensee was under no obligation to continue with the current

format. The Commission has dismissed a second application for the same request,

citing the Committee incorrectly stated that the ALJ did not have the authority to

do anything but issue a Supplemental Decision.

In the second ruling, the Commission denied Jersey City Radio, a group made up of

residents of Jersey City NJ and listeners of the station, its request to

intervene. Jersey City Radio contended that the station should be granted to

Jersey City because they had no idea the station's city of license would move to

Newark. Further, Jersey City Radio contended there was serious doubt as to

Multicultural's financial stability. The Commission stated that since the grant

in February, 1986 to Comserv, who proposed to serve Newark, it was not a foregone

conclusion that the station would stay in Jersey City. The Commission also

dismissed the allegations against Multicultural as unsubstantiated. The Commission also stated that Jersey City Radio's pleadings were filed late.

The Commission also dismissed Jersey City Radio's Opposition to the grant and

settlement offer, refusing to invoke the procedures of 47 C.F.R. 73.3525(b)

providing a public notice which would allow other interested persons to apply for

a new station in Jersey City, stating that the Section does not apply in this case

because there in no qualified applicant for a community other than Newark. It

also stated that, because of the unusual circumstances of this case, Newark's

interest in not losing an established service, is a significant factor.

The Commission has asked Sarasota FM, Inc., licensee of WSRZ, Sarasota to show

cause why it should not move to 106.5 MHz from 106.3 MHz after Pasco Pinellas

Broadcasting Co., licensee of WLVU, Holiday, FL, has requested an upgrade from

class A to C2 on that same frequency. WWOJ, Avon Park, would also be required to

move from 106.3 MHz to 99.1 MHz. Highlands Media Company, licensee of WWOJ, has

already consented to the move. Pasco Pinellas has offered to reimburse WSRZ and

WWOJ for reasonable costs for the moves.

The Review Board affirmed the Initial Decision of the ALJ and denied the

application of Sumter Radio Partners and granted the application of Iris

Communications, Inc. for a new FM station on 94.7 MHz at Sumter, SC.

The Commission has denied the application for review filed by Voices North, Inc.

which sought reinstatement of its application for a new FM station in Warner Robins, GA. Voices' application was returned when its check was dishonored by the bank. Voices argued that its case was unusual because its president wrongfully

converted the funds. The Commission pointed out that Voices' application was

filed on the last day of the window and that any public notice announcing the

return of its application could not have been released until after the filing

deadline. Therefore, any subsequent resubmission of the application would have

been untimely in any event.

The Commission has announced the availability of the preliminary text of the ITU

World Administrative Radio Conference for Dealing with Frequency Allocations in

Certain parts of the Spectrum (WARC -92). The final acts of the conference,

consisting of four documents, have been received and entered into the record of

GEN Doc. 89 -554. Copies of the text may be purchased through the Commission's

Computing Success! with Thom Foulks, a weekly computer show dedicated to important

news of the computer world, was recently named "Best Radio Show" by the Computer

Press Association for 1992. Foulks' beat John Dvorak's, "Dvorak on Computers" for

the top honor. Dvorak, editor of Info World magazine. Computing Success! is

heard on the Business Radio Network Sundays from 4 to 6 p.m. Eastern time, and 8

to 10 a.m. on Saturdays.

Satellite Music Network has launched a campaign that outlines strategies for local

marketing agreements (LMA's) that may evolve into multiple acquisitions in the

same market (duopoly). The kit contains both a video and audio cassette, as well

as the full text of Docket 91 -140, the revised radio rules as they pertain to

WMET, Gaithersburg, MD, signed off at 10:22 a.m. last Tuesday after Satellite

Music Network of Dallas sent in the Montgomery County Sheriff's Office to seize

all unattached assets. SMN is owed $460,650 by Beltway Communications, licensee

of the station. The seized property, including all of the office equipment and

unattached broadcast equipment, is valued approximately $15,000. Sondra Linden,

General Manager, has been labeled by employees as an "eccentric," who generally

consulted a psychic before making decisions. According to Inside Radio, the

station is back on the air after working out an agreement with WPGC -AM,

Morningside, MD.

New York -based rep Katz Communications, Inc., has relocated its offices from its

fourteen year One Dag Hammarskjold Plaza address to 125 W. 55th St. Katz employs

thirteen hundred, 700 of whom are in the New York office.

WASHINGTON THIS WEEK

The commission has approved the transfer of KQAM /KEYN, Wichita, Kan., from its

receiver, Radio Management Services, to Clear Channel Communications which already owns local KSAS -TV. Clear Channel had invoked the "failed station" standard in

asking for a waiver of the one -to -a- market rule, claiming that receivership, like

bankruptcy, also proved that a station had failed. The commission has also granted the transfer of Friends University's KSOF, Wichita to the New Life Fellowship,

thus denying a petition from the community group Friends of KSOF. That group was

planning to appeal the decision to the full FCC before the 30 -day appeals period expired on May 1. NLF already owns two other area FMs.

The Commission's call signs desk has issued a notice that a call sign relinquished by another broadcaster will not be up for grabs until the effective date of the change. After that, it's first come /first served. And the fact that you may have agreed with the calls' previous owner to assume (or purchase) the calls doesn't matter. The FCC's Common Carrier Bureau has appointed Kathleen Levitz as acting Deputy Chief -Policy. Her new position assumes responsibility for the Policy, Tariff and Enforcement Divisions. Tritt, most recently the deputy chief of the Mass Media Bureau's Policy & Rules division, replaces Carl D. Lawson who segues to the FCC's Asst. General Counsel post. Also, Tariff Division chief John Cimko switches places with Gregory Vogt and becomes Chief of the Mobile Services Division. And the FCC has chosen 13 employees to receive its Catherine Forster Public Service Award this week. The award has been renamed for slain New York field office worker Catherine Forster, the only FCC employee killed in the line of duty. (No word on whether the lucky 13 employees cited are the ones who were holding people up for gifts of food in recent years.)

The Commission didn't look favorably on an attempt to worm in to the New York Market by pirate Radio Guinan" on 1260 kHz last April. On April 28, U.S.

Marshals, with assistance from the FCC's New York office, seized radio equipment in the Flatbush section of Brooklyn. The station was found with mobile direction finding equipment in an office at 141 East 40th Street, after complaints to the New York office from WADO and WFME. The Department of Justice is proceeding with

civil action against the station and Jean Lucien Borges of the Guinan Community Information Center and was the subject of a previous FCC investigation in November 1991.

The Commission has upheld a Mass Media Bureau decision which denied South Missouri Broadcasting Co., Inc. reconsideration of the return of its application for a new FM station at 106.1 MHz in Charleston, MO. South Missouri's app was returned because it's proposed transmitter site was approx. 1/2 mile short- spaced to the

licensed site of KMIS -FM, Portageville, MO. South Missouri unsuccessfully argued that the dismissal of its application was improper because it did not have clear notice of the current FCC rule of rounding only to the nearest kilometer instead of the nearest mile and because they had no reason to request a waiver. The

Commission indicated the rounding provision had been in effect for five years.

Lynn Christian announced this week he is stepping down as Senior Vice President /NAB Radio. He will continue in his current position until NAB names a

replacement. Christian will serve as a consultant for Radio Montreaux in June and the MARCONI Show at the NAB Radio Show in New Orleans this September.

Pat Robertson successfully bid $6 million for the assets of United Press

International Tuesday at a bankruptcy auction in Rutland, VT. Robertson owns the

CBN Radio Network; The Family Channel; and WNTR, Silver Spring, MD; KNTL, Bethany,

OK; and WCNT, Charlotte, NC. Robertson has vowed not to interfere with the

editorial policy of UPI. UPI and its parent company, Infotechnology, Inc., filed

for Chapter 11 bankruptcy protection last August. UPI currently has $60 million in liabilities, the largest portion of which is owed to the Wire Service Guild.

CBS Radio has tapped former WOR, New York p.m. drive host Gil Gross for its first

talk show in recent memory. The only target date given for the three -hour nightly

"Gil Gross Show" is late summer. The exact time is TBA also. In other network

program news, the Independent Broadcasters Network's offerings, including "The

Sonny Bloch Show" and "Business Journal" are now available digitally on Satcom C- -

5, Transponder 15 as part of a deal with CD Media.

The winter Arbitrons are out, and with them, Arbitron's newest citations for ratings bias. KWNR, Las Vegas --which had a great winter book --is on page 5(b) for running an "independent study of Arbitron placement," a newspaper ad on Feb. 16

and Feb. 28 in which its agent "UPS Advertising," asked if readers, or their family members, had participated in an Arbitron, Birch, or Nielsen survey, as well as whether they understood the survey and if they had been surveyed more than once. Arbitron felt the anonymity of diary- keepers could have been compromised. WLAV -FM, Grand Rapids, Mich., earned a 5(b) note when an on -air caller was told that a program had been cancelled because of low ratings, then told, "The point to be made is if you get a rating book, or a diary, you've got to fill it out." Then there was KWKH -FM, Shreveport, La., which ended up on 5(b) after conducting an on- air "campaign for higher ratings," which actually took place between books in late December.

RAB President Gary Fries reiterated the organization's commitment to building new revenues for radio and providing more training to RAB member station in all market sizes at its Board of Directors meeting this past week at Ameila Island, Florida. Fries said the RAB will provide a greater focus to national business this year by targeting nine key product a_ o yel l _ ; nvit, i ng , ar- Lmrt i ooro RAB board meetings. Fries also reported that RAB membership dues and Managing Sales Conference registration fees will be frozen again this year, while they look at

the effect of FCC rule changes on the RAB's rate structure.

Arbitron VP /Radio Marketing Jay Guyther took some heat for inconsistent monthly trend reports. Some board members indicated that the monthly reports should discontinue. Guyther simply stated, "No. Eighty -five percent of our customers subscribe to them."

Fries announced the promotion of Member Service Manager Roann Evans to Vice President /Member Services. RAB Chairman Rick Buckley told the Board that the dedication of Roann and her staff is apparent through the impressive increases in

member service requests and the responsiveness of the department.

The RAB Radio revenue index of more than 100 radio markets indicated a flat

performance for the first quarter of 1992. Local revenue turned in three straight months of increases to end the first quarter up three percent. Local revenue was

up in all market -size groupings, with the exception of the country's smallest markets. National lagged behind local, down 13 percent through the end of March, with the biggest losses shown in larger markets. Radio network revenue was down seven percent for the first quarter. The specific market group indices are made possible this month through the RAB's new arrangement with Miller, Kaplan, Arase, & Co. that indexes new revenue growth by market size. The index is designed to

provide a regular, reliable source of revenue data that more accurately accounts for geographic area and market size.

ASCAP is after stations airing the Rush Limbaugh show, claiming that the music performances contained within the show are reportable --nut incide.ital --by zcations with per program licenses. According to Inside Radio, ASCAP is asking stations to

report any musical content for the month of April, even though syndicator EFM Media doesn't include cue sheets.

"American Radio Company" host Garrison Keillor has announced that he'll move the American Public Radio show from its current New York theatre to St. Paul, Minn.,

home of Keillor's former "Prairie Home Companion." The fourth season of "ARC" will

be Keillor's first from Minnesota since 1987.

As the monitored airplay wars heat up, the Monday Morning Replay tipsheet has

announced the addition of an on -line database called Electric Radio as well as a

weekly data disc featuring more extensive versions of the information in MMR.

MMR, the first monitored airplay -based trade publication now has competition both from Billboard, which has already gone to monitored airplay in country, rock, CHR,

and soon urban, and Radio & Records, which has said it will roll out its own

The Commission has adopted a rule to expressly prohibit the broadcast of hoaxes that are harmful to the public. The new rule will prohibit a broadcast licensee or permittee from knowingly broadcasting false information concerning a crime or catastrophe if it is foreseeable that its broadcast will, and does, cause substantial public harm. In the past, the Commission had limited recourse against a licensee that perpetrated a harmful hoax -- a letter of admonition that could be considered at renewal time, or, in extreme cases, license revocation. The new rule gives the Commission the right to issue a fine of up to $25,000 for each day the hoax continues.

The Commission has confirmed and clarified its Political Broadcasting R &O released last December, in which it detailed comprehensive rules designed to fully apprise broadcasters, candidates, advertising buyers, and the public of their rights and duties _equired by the Communications Act. The Commission received 11 petitions for reconsideration of various parts of the December report. Although much of the report remained unchanged or went through minor modifications, it attempted to address and clarify the issues raised in the petitions. The Commission eliminated the fire sale policy which provided that a diçr-ounred sale at the last minute would affect the Lowest Unit Charge (LUC) for all classes of time, but only for the particular time period in which the fire sale spots are broadcast. The Commission also noted that because public service announcements (PSA's) often closely resemble political advertising, it would be inappropriate to require stations to make PSA's available to candidates on the same basis as they are offered to commercial advertisers. Stations are now allowed to exclude political advertisers from noncash promotional incentives. The Commission also reaffirmed its jurisdiction of section 315(b) complaints (Lowest Unit Charge) over state courts.

The Commission has proposed relaxation of national and local TV ownership restrictions, including those affecting radio- television cross -ownership in a

market. The current rule prohibits owning both a television station and a radio station that serve the same market. One Commission proposal has suggested relaxing this rule to allow crossownership of TV and AM stations. The Commission is also seeking comment on raising the ownership limits for TV stations and eliminating prohibitions on crossownership altogether.

FCC Form 301 (Application for Construction Permit for Commercial Broadcast Station) has been revised to include required information on the AM expanded band, eliminating the need to file a separate FCC Form 155. The Commission inadvertently accepted for filing the application of the St.

Lawrence University for a new non -commercial educational FM at 89.7 MHz in New Chateaugay, NY. The application has been deleted from the report and will be place on a "B" public notice at a future date.

This week, the Review Board enlarged issues against Lion's Share Broadcasting to determine whether it made misrepresentation or lacked candor when certifying the availability of its transmitter site, and availability of funds needed to

construct and operate it; and to determine whether it is qualified to become a

Commission licensee for a new FM in Lompoc, CA. The Board has also enlarged issues against Dry Prong Educational Broadcasting Foundation and whether it is

qualified to become a licensee for a new non -commercial educational FM in

Alexandria, LA. The Commission also terminated a hearing proceeding to revoke the license of KBRS at Springdale, AR, and certified the case to the Commission.

If you thought the new ownership rules were confusing before. . .under the FCC's new ownership rules, stations will find that the definition of audience share traditionally used in the industry doesn't apply when determining market share. The FCC shares are based only on the station's share of commercial listening in

the market, not on the traditional total listening in the market -- as Arbitron uses. This methodology causes the station's Arbitron shares to become unusable, since the FCC's commercial listening shares are higher. According to a spot check of markets in Radio Business Report, some station shares are affected as much as

23 percent. The proposed FCC rules put a cap on the combined share of a proposed in- market combo of 25 percent.

The NAB has begun its search for experts to serve on several technical committees. President Eddie Fritz and NAB Joint Board Chairman Gary Chapman will make two -year appointments to the AM improvement committee, AM receiver manufacturer liaison task force, DAB task force, DAB technical advisory group, engineering conference and advisory committee, FM transmission committee, and the REDS task force. If

The NAB has launched their HelpFax system this week. The system provides an on- demand fax service using your touch -tone phone. Satellite Music Network's President David Kantor has been promoted to Executive Vice President of the ABC Radio Networks. He'll share the title with Bart Catalane, who was Senior Vice President of Finance and MIS for ABC Radio. Kantor will remain President of SMN and oversee programming, sales, and affiliate marketing for all of the ABC Radio Networks, while Catalane will head up the

technical, operations, and international areas of the networks.

Home Shopping Network pioneer Bud Paxson has expanded his broadcasting empire with the purchase of 63 percent of Dallas -based TM Century for approximately $8

Million. TM produces jingles, CD music libraries, studio equipment, and TV

commercials. TM is also publicly traded on the NASDAQ and will help Paxson to

assemble his new holdings under a publicly traded company. Paxson currently owns

combos in Miami, Tampa, Orlando, and Jacksonville.

Peter Cavanaugh announced this week that he will resign as Executive Vice

President and C.O.O. of Toledo -based Reams Broadcasting Corp. upon the conclusion of Chapter Eleven reorganization proceedings. Peter Coughlin will replace

Cavanaugh as EVP /COO of the restructured Alta /Reams, primarily owned by the

Boston venture capital firm of Burr, Egan, Deleage, and Company, who has a

substantial stake in New City Communications, Fuller- Jeffrey Broadcasting, and

others. Brian McNeill, a partner in Burr -Egan will become President of

Alta /Reams.

Jacor Communications, Inc. has agreed not to enter into any debt restructuring agreements without the consent of Zell /Chilmark Fund, LP for the next 12 months. The move was announced after Zell /Chilmark agreed to consider providing $1 million in funding. The offer to provide funding could allow Zell /Chilmark to buy up the

company's debt in exchange for voting control. Jacor owns radio stations in

Atlanta, Cincinnati, Denver, Jacksonville, Knoxville, and Tampa, as well as a

cable television system and the Georgia Network.

The Alabama Radio Network and the five stations of Ken Johnson's Capito].

Broadcasting have been acquired by the Franklin Holding Company and the WESHAM Corporation. WESHAM's Morton Hamburg, who was previously president of John

Gambling's JAG Communications, is chairman and CEO of the new company. Former

Secretary of the Treasury William Simon is Hamburg's partner. The five stations being purchased are WKSJ -AM & FM Mobile AL, WRKA Louisville KY, and WCAW & WVAF

Charleston WV.

FCC Chairman Al Sikes, NPR President Douglas Bennet, and Euro Disney President Robert Fitzpatrick are among the featured speakers at Radio Montreaux, NAB's first

international radio conference and exhibition to be held June 10 -13 in Montreaux,

Switzerland. Of special note, Sikes will be featured with his regulatory

counterparts from Britain, France, and Germany in a regulatory discussion on

radio's growth and potential in Europe.

The Sports Media Network and Sports Entertainment Network have come together again

in a merger announced this week. SEN President and general manager Jerry Kutner

said that Bill Wright will move to SEN as director of operations and affiliate

relations.

The WOR Network has added a second talk show to its syndication line -up. C3er.e Burns, who is currently doing a four hour midday show on WRKO Boston, and a three hour afternoon drive show on WOR will air afternoons on the network. WOR started syndicated New York financial talkers Ken and Darla Dolan last year. The show will begin airing June 22.

The RAB Radio Creative Fund has announced the 24 finalists in the first annual Mercury Awards competition for excellence in radio advertising. Agencies and production companies with multiple spots in the finals include Chiat /Day /Mojo, New York; Joy Radio, New York; Moving and Talking Picture Company, Philadelphia; The Richards Group, Dallas; and BBDO, Minneapolis. Nearly $200,000 will be presented June 4 at a black -tie dinner hosted by Dick Clark at New York's Hilton Hotel.

The Kansas City (MO) Radio Broadcasters Association earned the RAB's Marketing Partnership Award for April. The association garnered the award for a variety of innovative promotions and campaigns, including a quarterly audio newsletter, an on -going pro -radio on -air campaign, and a program of special training seminars and advertiser workshops. The monthly awards program was established in 1991 as a means of recognizing outstanding local radio marketing activities.

VNU Business Information Services, the parent of the now- defunct Birch Radio, is offering the 1990 and 1991 telephone respondents files to Birch Radio surveys, allowing interested stations to do recall surveys. The NAB announced this week Carol Reilly, general manager of The Griffin Group, licensee of WPYX /WIRY Latham, NY, has been chosen to serve as a designated NAB Radio Board member. Designated board members are elected by their respective boards from individuals nominated by the membership.

WASHINGTON THIS WEEK The Commission has notified KGB, Inc., licensee of KGB -FM San Diego, CA, that it is apparently liable for a forfeiture of $25,000 for airing indecent programming during its "Friday Morning Blow -Out Show" of February 23, March 16, and April 13, 1990, at approximately 8:00 a.m. KGB responded by saying the three incidents were "isolated," and that personnel responsible for the broadcasts were reprimanded. The Commission doubled the base fine of $12,500 because of the nature of the offensive material, and the number of times it aired.

The Commission also notified Malrite Communications' WEGX Philadelphia, PA of an apparent liability for forfeiture of $5,000 for airing taped telephone conversations without the second party's knowledge or permission of the taping.

The Commission has granted Ramar Communications, Inc.'s request for waiver of the one -to -a- market rule for its purchase of KIDI Albuquerque from Guadalajara Chili Pepper Company. Ramar is also in the process of purchasing unbuilt KBQE -TV Albuquerque from Mary Moran. The Commission also waived the one -to -a- market rule for Paseo del Norte Broadcasting Corp in El Paso. Paseo del Norte owns KINT -TV El Paso, and is purchasing KEZB and KEZB -FM El Paso from KEZB, Inc.

The Commission has denied a request for reconsideration of a $10,000 forfeiture assessed against Southern California Broadcasting Company, licensee of KIEV Glendale, CA, for willful and repeated violations of the Communications Act and the FCC's rules concerning sponsorship identification. KIEV had broadcast "Investors Club of the Air" and "Travel Talk" without announcing that consideration had been paid for them. KIEV unsuccessfully argued that the fine should be reconsidered because of its attempt to comply with the law.

The Commission has denied petitions to reconsider its Policy Statement "Standards for Assessing Forfeitures" released last August. The statement significantly increased the forfeiture amounts for a number of violations and set limits for repeated violations. Several petitioners sought reconsideration of the policy, claiming that the statement was a substantive rule, not a general statement of policy, and therefore was improperly adopted without notice and comment. The Commission disagreed, pointing out that the statement expressly indicated the Commission's intent to retain discretion and flexibility, considering the facts involved in each case.

The National Association of Broadcasters' Radio Board has proposed a revision of the radio ownership rules adopted by the Commission. The NAB Board adopted recommendations that include dropping the use of audience share data and the use of Arbitron to determine the number of stations in a market. The NAB has also proposed national ownership limits of 25 AM and 25 FM stations --30 stations for minority -controlled groups --and local ownership caps of 2 AM's and 2 FM's in all markets of 15 or more stations.

Evergreen's WLUP Chicago is fighting an apparent liability forfeiture for broadcasting indecent programming with an 18- minute video tape with short pieces of television shows airing in the Chicago area. According to Inside Radio, Evergreen hopes that the tape will demonstrate that Chicago's community standards weren't violated. Evergreen, in a press release, stated that television in America has moved from "My Three Sons" to "All My Children" to "Married, With Children," and pointed out that "what America sees and hears on radio and television is reflectve of its standards and tastes."

The Radio Advertising Bureau reported an uptrend in combined local and national ad sales revenue of three percent for April. National spot revenue continued its decline, dropping eight percent from March. Combined local and national spot radio revenue is flat year -to -date, with local revenue's `our percent increase offset by an eleven percent decline in national spot. The Southwest and East posted the biggest local revenue gains. Miller Kaplan Arase & Co. and Hungerford Aldrin Nichols & Carter provide the monthly data.

The International Association of Broadcasting (IAB) will hold its 23rd General Assembly in Las Vegas next Spring in Conjunction with NAB '93. The IAB is headquartered in Montevideo, Uruguay and represents commercial radio and television broadcasters and associations in 25 countries.

The CBS Radio Network is commemorating Black Music Month in June with a series saluting legendary black musicians. The 90- second reports will be hosted by WMVP Milwaukee's Billy Young and run between 6:00 a.m. and 7 :00 p.m. ET on stations across the country.
