Estonia’s economy needs a new breath after Eurozone entry, changes in the direction of knowledge – intensive production and innovation. Brighter scientists and better engineers are expected from Tallinn University of Technology as the economic growth can be achieved most of all by technical scientists and their novel technologies invented by them. TALLINN TECH is ready to provide comprehensive excellence, including in economics and social sciences, on state, local government and business level. The development dynamics of TALLINN TECH has been one of the best among Estonian universities during the last decade, we also hope to develop into one of the most successful universities of technology in the Baltic Sea region. 4. Living basis in Estonia – very important!Temporary Residence Permit Citizens of the member states of the European Union and the European Economic Area and the Swiss Confederation (“EU citizens”) have the right to stay in Estonia on the basis of a valid travel document or identity card for the period of up to 3 months.

Third countries students who came with visas to study for less than six month don’t need to register the living place.

After you have signed the agreement with the hostel or a lease contract to rent an apartment, you need to go the City District Government to register your place of residence. Please take the rental agreement, application and an ID document with you.

For the registration, 2 applications need to be completed: 1. Application to get the identification code in Estonia (please fill in only the first framed part of the application) 2. Residence notice • „eesnimi ja perekonnanimi“: first name, surname • tick the first box: „esitan elukohateate enda kohta“ : residence application • „eelmine elukoht“: the city and country you come from • „esitatava elukoha aadress“: your address in Tallinn • „ruumikasutamise alus“: rent contract (üürileping) or owner’s written consent • „kinnitan andmete õigsust“ (I hereby verify the data): date and signature

The 2nd page of the residence notice is for statistics, therefore it is voluntary. You can find these documents in your welcome bag and from TALLINN TECH website. To make the process smoother, please fill in the applications before going to the local City District Government.

You can submit the applications in any of the City District Government offices in Tallinn.

Bus no 10 from TALLINN TECH stop “Tehnikaülikool” to “Szolnok” station (Mustamäe direction). Stay on the same side of the street and go directly until you see two storied red brick house. That is the Mustamäe City District Government.

5. EU CITIZENS - after registering your place of residence, go to Police and Boarder Guard board office to apply for the ID-card. You must apply for the Estonian ID-card within 30 days after your arrival to Estonia.

Take your ID document and dwelling registration with you. You can take a photo free of charge in the Police and Boarder Guard board Sõle office.

When you are about to leave Estonia after your studies, you must submit another residence notice to render the address in your home country (other than Estonia).

6. At the university you should make your own study plan. Study plans are available: ois.ttu.ee>ENG>Timetables>click on English Flag where you can find the codes of the international Programmes. You can

choose between all courses that are taught in English. Please note that during the two first weeks of the semester the study plan might change. When you take courses from different faculties, the study plans of the courses may overlap. Then you have to choose between the courses that are overlapping. Language courses and sports are not included in the study plans – the schedules will be forwarded to you by IRO (International Relations Office).

NB! Please do not use search button to look for courses, because it will display all the courses, also Estonian and Russian.

7. During the first weeks of the semester you must take your student code, Study Information System (ÕIS) password and user name from IT department, room X-132. Then you can get the university library card and access to the computer labs and ÕIS. The username for the ÕIS system is also the student code.

Now, when you go to X-132 and make your passwords, you get a small paper with a number, this is your student code at TALLINN TECH. You have to add two letters to the code based on your faculty.

8. Please register to the courses in Study Information System (ÕIS). Please follow the registration deadlines (see academic calendar). To make changes after the deadline you should turn to IRO, because then you cannot make the changes yourself.

To make changes in your Originally Proposed Learning Agreement you should turn to IRO or your Dean´s office three weeks after you have arrived.

9. Moodle is an internet based e-learning system where the teachers can upload all the material for the courses. For more information about Moodle, please turn to course lecturer.

10. Before leaving you will get a letter of confirmation from IRO, stating that you have studied at TALLINN TECH (with indication of the official dates of the semester or academic year). The official transcript of records will be sent, first, to you, to confirm that everything is correct and then to your home university. Please note that you will get your results in March (after autumn semester) or beginning of July (after spring semester), - after the official end of the semester.

Before the end of the semester, please check from ÕIS that you have been registered to all the correct courses and that your grades are correct. We can correct information in ÕIS ONLY before the end of the semester, not later.NB! Please make sure before registering for the courses, if the course will end with an exam or with an assessment. If the course ends with an assessment you will not get a grade.

WHAT ABOUT MEDICAL INSURANCE?

For Erasmus and exchange students from Europe the European Health Insurance Card will give you the same rights of medical services in Estonia as for all Estonian citizens.

Registering your place of stay in the Population Register

Within one month after moving to a new residence, the individual is obliged to submit his/her residence data to the Population Register to register the place of stay.

To enter the data, the individual must submit a written residence notice to the responsible agency of the local government – Tallinn City District Government office.

Applying for Estonian ID-card

Based on EU regulations, international students coming from EU (including EEA and Switzerland) should obtain the right of temporary residence in Estonia.

An EU citizen must, within the period of one month from the registration of his/her place of residence, personally contact Citizenship and Migration Bureau to apply for an Estonian ID-card which certifies his/her right of temporary residence in Estonia.

ID-card, besides being one of the requirements of residing in Estonia, gives you certain advantages, for example, being the only document accepted in the Internet. Medical insurance

According to European regulations, medical insurance purchased in one of EU countries is valid within the whole European Union’s area. However, to use medical services abroad, EU citizens should hold European Health Insurance Card, which is issued in the place of person’s permanent residence, i.e. in home country.

As a holder of European Health Insurance Card you have the same right for medical services in Estonia as all Estonian citizens do. You are also free to choose your own family doctor in one of Tallinn’s hospitals (probably, which is closer to your place). For more information about going to see a doctor, legislation and Estonian health care system please

visit Estonian Health Insurance Fund web page www.haigekassa.ee/eng/eu.

If you are not a holder of European Health Insurance Card, any Estonian Health Care Institution has a right to charge you. In this case the refund can be made once you turn to Health Care Fund in your home country. However, the same procedure of making an appointment before visiting a doctor applies as for holders of European Health Insurance Card. Non-EU studentsApplying for temporary residence permit (TRP) for studying

Temporary residence permit card (TRP-card) is an electronic document containing finger prints stating that an international student (non-EU citizen) has been issued a temporary residence permit for studies in Estonia for the period of one year.

Temporary residence permit has to be extended every year during the period of studies. You will receive a new card every time the residence permit is extended. Your personal Estonian identity code will remain the same.

In addition, this electronic document gives you certain advantages. It is the only document accepted in the Internet, you can get great discount in public transportation by purchasing your tickets online, and it allows you to use Internet banking, purchase monthly e-ticket for public transport, book cinema tickets or use e-library.

In case you will need to travel to another country for more than 183 days per year (e.g. exchange studies, internship) you will need to register your stay abroad in the Citizenship and Migration Bureau.

Residence permit card is not a travel document. Whenever you travel, do not forget to take your passport with you.

Extension of temporary residence permit and medical insurance contract

Temporary residence permit is valid for one year. At least two months before the validity period ends, you have to apply for residence permit extension.

Before going in to extend your residence permit, you need to stop by the International Study Center and get a document called Confirmation of Enrollment.

Also, make sure you have a medical insurance which has to be valid during the period of temporary residence permit. When extending the temporary residence permit, medical insurance contract should be extended for the same duration as well. Copy of it has to be presented to the Citizenship and Migration Bureau.

Registering your place of stay in the Population Register

After moving to Estonia the individual is obligated to submit his/her residence data to the Population Register to register the place of within one month of arrival.

To enter data, the individual must submit a written residence notice to the responsible agency of the local government – Tallinn City District Government office.

Medical insurance contract

If you are coming from a non-EU country, you should follow the requirements of Estonian Police and Border Guard Board and obtain a medical insurance in Estonia for the same period as your temporary residence permit is valid.

Arrange your obligatory medical insurance contract within two months after your arrival to Estonia and present to the International Study Center as well as to Police and Border Guard Board! Otherwise there could be sanctions from the side of Police and Border Guard Board, e.g. cancelling your temporary residence permit.

How to get to TALLINN TECH

You can arrive to TALLINN TECH from different city districts by trolleybus nr 3 and 4, and buses number 11, 27, 33 and 36.

FROM THE AIRPORT TO TALLINN CITY CENTERBus nr 2 takes you directly to Tallinn city center.

From Tallinn city center the easiest way to TALLINN TECH is by trolley nr 3 or bus nr 36

BY TROLLEYTake trolley nr 3 from stop called “KAUBAMAJA” just next to shopping center Viru. Stop to come out is called “KEEMIA” and it is about 25 minutes from the city center. TALLINN TECH campus (and its Faculties of Economics and Social Sciences and library) is located just next to this trolley stop.

BY BUSTake bus nr 36 from bus stop called “VIRU” near the beginning of Viru street. After around 25 minutes, please come off the bus at stop “TEHNIKAÜLIKOOL”. The stop is located just in front of TALLINN TECH main building.

BY TAXIAlways check the prices first, which should posted on the taxi’s right rear window. These consist of a base fare of usually €2.20 - 3.20 plus two per-kilometer rates (one for daytime, one for night) which should normally be around €0.35 - 0.96. When in doubt, you can agree on a

As a student in Estonia, you can apply for the International Student Identity Cart ISIC or Estonian Student Card ESC.

Both cards can be obtained from the webpage www.minukool.ee/en and order a card straight to your Estonian home address or TALLINN TECH Student Union Office.

Download an application for ISIC Student Card, and send it to e-mail info@tipikas.ee or bring it to Student Union office. You should also add a digital photo of you (at least 307x372 pixels). You can pay for the card in cash to Student Union Office. Card will be ready within 10 days and you will receive an e-mail if you can pick it up.

At SEB it is also possible to get ISIC-Maestro card- a student card and international debit card together. You can get it from the nearest SEB office.

Public and national holidays in EstoniaNATIONAL HOLIDAYS6 January - Epiphany 2 February - Anniversary of the Tartu Peace Treaty, which was signed on 2 February 1920 in Tartu between Soviet Russia and Estonia. With this treaty Soviet Russia finally recognised the independence of Estonia. 14 March - Native Language Day13 May - Mothers’ Day 4 June - National Flag Day. The Estonian tricolour flag was first consecrated as the flag of the Estonian Student Society on 4 June 1884 in Otepää.14 June - Day of Mourning and Commemoration. 11 November - Fathers’ Day 16 November - Day of Declaration of Sovereignty. On 16 November 1988, the Supreme Soviet of the Estonian SSR adopted a declaration of national sovereignty under which Estonian laws should have the precedence over the Soviet Union ones.

ACADEMIC YEAR AND SEMESTER – an academic year consists of two semesters (autumn and spring semester). Both semesters are 16 weeks long and at the end of each semester there is a 3-week exam session. If needed there is an extra one week for additional examinations. Autumn semester starts the last week of August and spring semester the last week of January.

ECTS – is European Credit Transfer and Accumulation System. This is a European teaching unit, which corresponds to 26 hours of studying (including self-study). Sometimes some lecturers use abbreviation EAP.

STUDENT CODE – at TALLINN TECH you need a student code, which is unique and it enables to identify the student in ÕIS (Study Info System). To get an access to ÕIS please turn to IT department X-132. You will get the code from IT department X-132.You need the student code to write on all applications, tests and other papers that are handed in at/in the university. ÕIS is a web-based study information system of TALLINN TECH. From here you can find: • course descriptions • course time-tables • register for the courses • submit applications • provide feedback … and much more.

You are allowed to register for the courses until the end of the “Red line day”. Please note that the deadlines to submit a study plan vary in different faculties!

FEEDBACK FROM ÕISYou can assess the subjects and the lecturers whose courses you have attended in this semester. ÕIS has a special form for the assessments that you can find: ÕIS->gallups -> take part in gallup.

Feedback via ÕIS has become more and more important each year. Based on the feedback, lecturers will take necessary measures to improve their teaching methods and syllabus. Feedback in OIS is anonymous and it is will open at the end of every semester and stays opened for two months. Every semester IRO arranges focus group meetings with 5-10 international students to get feedback about their experiences and to help impruve the quality of studies at. Please take notice of the study weeks: the first week of the semester is always number 1, therefore it is odd. Some lectures may take place every odd, others every even week. Some subjects are taught during the first half of the semester, these subjects are marked S1 (autumn) or K1 (spring) or second half semester S2 and K2.

Study plan

1. At the university you should make your own study plan. General study plans are available: ois.ttu.ee>ENG>Timetables>click on English Flag where you can find the codes of the international programmes. You can choose between all courses that are taught in English. Please note that during the two first weeks of the semester the study plan might change. When you take courses from different faculties, the study plans of the courses may overlap. Then you have to choose between the courses that are overlapping. Language courses and sports are not included in the study plans – the schedules will be forwarded to you by IRO (International Relations Office).

NB! Please do not use search button to look for courses, because it will display all the courses, also Estonian and Russian.

2. During the first weeks of the semester you must take your, Study Information System (ÕIS) password and user name from IT department, room X-132. Then you can get the university library card and access to the computer labs and OIS. If you are logged in to ÕIS, you can see your study code, which consist of 6 numbers and the letters.

4. Moodle is an internet based e-learning system where the teachers can upload all the material for the courses. For more information about Moodle, please turn to course lecturer.

Study plan is meant to set up a study plan for each semester. Degree student has to choose subjects according to the curriculum to get study results. Some subjects in this set are compulsory (compulsory courses) and other subjects must be selected from among a certain amount of subjects (elective courses). Exchange students can choose subjects on their own choice.

FREE CHOICE STUDIESEach curriculum in the university includes a free-choice study module where the student can choose any courses that he or she prefers. Courses from other Estonian universities can also be chosen. Students on state-commissioned study (no tuition fee) place can choose as many subjects as they want for free as long as they are studying full time study load. DISMISSING FROM THE UNIVERSITYThe Rector shall dismiss a student for the following reasons: • upon fulfillment of the requirements of the curriculum and granting diploma to a student • upon a student’s personal request • in connection with inadequate academic performance • in connection with non-attendance • in connection with loss of a study place • in connection with contemptible conduct

ACADEMIC POLICIES AT TALLINN TECHStudents starting from 2013 on tuition free Master Programmes have to take into account their study load. These Programmes are tuition free only if full study load is kept during studies. What does it mean?

Full study load: Full-load study requires that a student accumulate at least 22.5 ECTS credits on a cumulative basis under the individual study plan by the end of each academic year for each semester attended, beginning from the last matriculation. If a student doesn´t accumulate at least 22,5-30 ECTS on a semester, they will have to start paying for the credits that are missing. If the student accumulates more than 45 ECTS credit points in one academic year, they can take less credit points next year.

Partial-study load requires that a regular student accumulate at least 15-22 ECTS credits on a cumulative basis under the programme study plan per semester. Student has to pay according to the amount of the declared credit points. Each subject contains independent work, which comprises usually more than half of the total amount of studies. It can consist of working with literature, solving tasks and/ or working on research papers. During the lectures, students are introduced with the theoretical fundamentals of the subject, relations to other fields of study. Practices, seminars, laboratory work are used

to make students more acquainted with the subject and learn to use the knowledge acquired in lectures in practice. It is mandatory to take part in the practical work-seminars and laboratories; it is usually a prerequisite to take the exams. Tests, reports, etc. written during the semester will also be included in the final grade.

GRADINGAll the courses at Tallinn University of Technology will give credit points after passing the course positively.

Tallinn University of Technology has adopted the European Credit Transfer System (ECTS). Full academic year consist of 60 ECTS and one semester 30 ECTS. 1 ECTS = 26 hour workload.

Erasmus students - important info about gradingSome lectures, seminars and laboratory exercises are evaluated as “pass” or “fail”. For example “Estonian language and culture”, “English” courses, “Physical Education” (sports). If your university does not accept this grading system, it is suggested not to take these courses.

REGISTERING FOR PHYSICAL EDUCATION (SPORTS) Physical Education (PE) belongs to the free study module. In order to enroll for PE classes, you have to register in ÕIS and with the coach at the Sports Centre (Ehitajate tee 4, http://v2.ttu.ee/ttusport/). Enrollment takes place during the first week of every semester and you need to take 2 passport-size photos with you.

During your studies, students in state-commissioned places can enroll for PE classes up to 4 semesters free of charge. After that the fee is 26 € per semester. For students in non-commissioned places the fee is always 26 € per semester.

PE gives 2 ECTS and in order to gather them you have to attend PE classes at least 20 times.You can choose between: • badminton • table tennis • basketball • volleyball • gym • aerobics

You will get the subject codes from the Sports Centre. Times are not fixed and the teams may vary every day.As a rule, PE takes place every workday 8:00-15:30 (trainings start usually each at 8:00, 10:00, 12:00 and 14:00).

Students who are training on their own can reach an agreement with a coach to earn 2 ECTS without having to attend PE classes.

STUDY SUPPORT ALLOWANCEThe purpose of the study performance allowance is to motivate students to study successfully with the full study load. Students have the right to apply for the allowance for 5 months and two times per year - from September to January (excluding freshmen) and from February to June. The application is submitted through the Study Information System - ÕIS. First year students can apply for the study allowance from the second semester.

There are two types of allowances - basic and additional support.

Basic allowance - is a monetary support that is given to the student to cover expenses related to obtaining education. The student is eligible to apply the main studies allowance if the student meets all these conditions: • student is an Estonian citizen OR has a residence permit to live in Estonia • student is studying according to a study programme that has state commissioned student places (excl. BBA, MBA, international relations, law) • student has not exceeded the nominal period of studies.

Students who are studying in a non–state commissioned study place can also apply. In the academic year of 2012/2013 the basic allowance is 55, 93 Euros per month.

The support is paid according to the list of study performance, but minimum 30 ECTS and the list is based on GPA (grade point average). This list is made on the basis of the credit points collected for subjects passed during the past semester (maximum 30 ECTS, if the student has collected more ECTSs then still only 30 ECTS will be used for the calculation) and based on those 30 ECTS GPA is calculated.

That is why first semester students cannot apply for the study allowance. It can be applied starting from the end of the first autumn semester.

In certain conditions (for example difficult financial situation of the family) it is possible to apply for a support from the special allowances fund. From this fund allowances can be granted disregarding the aforementioned conditions (active student life is a definite advantage). In order to apply for a special allowance one must fill in a special application in the Dean’s Office and it can also be done during the first semester of studies.

Accreditation of Prior and Experiential Learning - APEL

APELis a possibility to recognize prior learning (incl. continuing education) and professional work experience for completing curriculum.The aim of APEL is to develop connections between lifelong learning and different levels of study, as well as with the labor market. APEL is based on the substantial compatibility of the previously acquired knowledge, skills and experiences.

APEL can be used: • in fulfilling admission requirements • in continuing unfinished studies • as part of studies • in changing the curriculum

Suspension of studies

Your studies in TALLINN TECH can be suspended due to academic leave or temporary studies in another university (studying abroad).Students can take academic leave upon personal request starting from second semester and for up to two semesters. You can submit an application in ÕIS until the „red line“ day.

During the academic leave it is allowed to declare subjects, attend in lectures and other kind of study related activities like taking exams or tests.

EXCHANGE STUDIES ABROADEvery student of TALLINN TECH has an opportunity to complete 1-2 semesters of their study at one of many TALLINN TECH partner universities.

Exchange studies at the universities located in EU member states are funded by the ERASMUS programmeme, where every participant is awarded a scholarship consisting of a travel grant and a living grant (please note that the Erasmus grant for studies can be used only 1 time in a life, so if you have used this possibility while studying in other universities, you are not eligible).

TALLINN TECH has also bilateral agreements with several universities in Asia and North-America, where students can apply for the scholarships of recipient countries and universities, different foundations and/or Estonian national scholarships.

Students can apply for a scholarship twice a year – in autumn and in spring. Since the most important factor in applying for a scholarship is the student’s GPA, the first semester students cannot apply.

Union. The purpose of the student council scholarships is to have the entrepreneurship (self-started activities, study motivation and to provide support to the students who have special needs (disabilities) or difficult socio-economic situation.

Examination session

Each semester ends with a three week-long examination session, during which the acquired knowledge will be tested. All examinations and assessments must be completed by no later than the official date of the end of the examination session.

If you cannot make examinations at the right time, then it is also possible to take the necessary exams during the addition examination session. You should remember that the credits (ECTS) obtained during the additional examination session will be automatically transferred to the next semester.

Student, know your rights during the examination session

• For every subject, you have to be able to choose between at least 2 different examination dates examination and the interval between the first and the second date must be at least 5 days.• Before the first and each additional exam, students have the right to at least one consultation. The time and place should be announced along with the examination date.• After failing an exam (grade „0“) there should be at least two chances to correct it. There is also possibility to correct a positive grade, but only once and the last grade (not the best of two!) will be taken into account.• When during the exam you feel that you cannot do it well, then you have the right to return your examination paper to the lecturer and try again later without getting a negative grade. In this case you should

not write anything on the paper – neither your name nor the answers.• The right to take an exam remains during two semesters following the semester the subject was declared.• In case of final negative result you have to declare the subject again (if it is an obligatory subject). If you declare the same subject for the second time you have to pay for it (also students, who otherwise do not pay for tuition).• The exam form (written, oral, seminar paper etc.), the previous requirements (that have to be fulfilled prior to taking the exam) and grading principles have to be made clear at the beginning of each semester.
