Engineering In AsiaA Labour Market Perspective 2015

STATE OF THE INDUSTRY

Asia is likely to continue to be a vibrant one for the engineering sector as its high-growth economies continue to feed the multitude of industries where engineering expertise is required - from aerospace and energy to construction and automotive.

While the performance of each of these subsectors is dependent on its own unique dynamics, underpinning their collective outlook is an expected robust rate of economic growth. The region’s share of global gross domestic product (GDP) - as measured by purchasing power parity - has grown from 26.8 per cent in 2001 to 36.6 per cent in 2013. Many market watchers expect this rapid economic expansion to continue, presenting many opportunities for engineers in Asia in areas such as infrastructure development.

The Asian Development Bank estimates that between 2010 and 2020, Asia will need to invest between S$8 trillion and S$9 trillion in new infrastructure such as power stations, electricity grids, transport networks, and sewage and water systems.

Demand for infrastructure will be greatest in the energy sector. Energy giant ExxonMobil predicts that, fueled by economic growth, Asia’s share of global energy consumption will rise from 38 per cent in 2010 to 45 per cent by 2040. This will require massive investment in power stations and electricity grids, as well as upstream activities in oil and gas and alternative energy sources like solar and wind power.

Another key trend that will boost demand for engineering services in Asia is urbanisation. The United

Nations estimates that only 42 per cent of Asia’s people were urbanised in 2009, compared to the global average of 50.5 per cent. Rising incomes in Asia’s cities have also led to greater calls for a higher standard of living among their urban dwellers.

“Governments in Asia are now much more focused on turning cities into liveable environments. They want better transport systems, better designed buildings, more efficient power grids, more reliable water and sanitation, and for all these things to be planned in an integrated way,” says Scott Dunn, director in Asia for land use consultancy AECOM.

The region’s ongoing industrialisation and the growth of its auto and aviation sectors will also drive the engineering sector’s growth.

As Asian economies and companies move up the value chain and develop world class engineering capabilities, the region is emerging as a major centre of research and development (R&D). More multinational companies are shifting their R&D activities here to take advantage of the region’s growing pool of engineering talent.

Taken together, these trends paint a picture of robust demand for engineers going forward. However, this will also result in a shortage of skilled engineers that could hamper growth in Asia.

“The talent shortfall in engineering will be felt across all sectors,” said Serge Shine, Managing Director, Spring Professional Asia (Ex-Japan).

More cities are also sprouting across the region. In 2009, the United Nations identified 958 cities around the world that have a population of 500,000 or more, with 52 per cent located in Asia. As the region’s city dwellers enjoy rising incomes, they are also demanding better urban planning that will require more sophisticated engineering services.

Industrialisation

Asia’s share of global manufacturing continues to rise as it industrialises, leading to strong demand for engineers. The region accounted for 31.8 per cent of global manufacturing in 1990, rising to 41.7 per cent by 2010. Newly developing countries such as Vietnam and Myanmar are also just starting to grow their industrial base, while others like Malaysia, Thailand and China are upgrading their industrial base as they move up the manufacturing value chain.

R&D shifts to Asia

Asia’s share of global R&D expenditure has risen from 27.2 per cent in 2002 to 33 per cent in 2009, more than either North America or Europe, according to data provided by UNESCO.

Much of the R&D work in Asia used to be low-end and western companies chose to base their activities here because of the cost advantages. However, as the wages of Asia’s engineers has closed the gap with their western counterparts, this labour cost arbitrage is no longer as attractive. However, the rising sophistication of the region’s engineering talent pool means that the rationale for MNCs to invest in R&D in Asia is no longer about cost, but competencies.

The problem will be particularly acute in Singapore, which is already facing an overall tight labour market. The problem is exacerbated by “leakage” from the engineering profession, where a growing number of engineers are leaving the profession for more lucrative fields like banking.

“The challenge is to get more people to stay in the profession. The real worry in Singapore is like what’s happening in the U.S. and U.K.,” said Andrew Smith, manufacturing director for Shell Eastern Petroleum, at the Global Entrepolis Singapore conference held late last year.

TRENDS

Demand for Infrastructure

Asia’s growing share of global economic growth will result in huge demand for infrastructure. An estimated US$8 trillion to US$9 trillion in new infrastructure will be needed to keep the region’s economies growing at current rates. The energy sector will create the most demand for infrastructure in the form of power stations and electricity grids as growing economic output fuels demand for energy.

Urbanisation

Economic growth will also drive the ongoing urbanisation of Asia, with many countries in the region still largely rural. This will drive demand for engineering expertise.

This process is most pronounced in China, which is seeing a massive movement of its people from the countryside to the cities. In the three decades since China started to liberalise its economy, the country’s urban population has risen by more than 500 million. China’s cities are already home to more than half the country’s people, and by 2030 they will contain around a billion people—about 70 per cent of the country’s population.

INDUSTRY DEVELOPMENT

The ongoing infrastructure boom in Asia will present the biggest opportunities to engineers in the region. In particular, those with experience and specialised skills linked to the energy sector will be most in demand.

Countries like Myanmar will require a huge increase in power generating capacity as its economy opens up. Meanwhile, many companies in Malaysia and Singapore actively serve the oil and gas sectors, and will continue to feed demand for high end engineering services.

The development of transport infrastructure such as high-speed rail networks across Asia will also see the need for specialised engineering talent in that area. China is expected to have 18,000 km of high-speed rail network by the end of 2015, up from 10,000 km in 2012. Meanwhile, a high-speed rail connecting Singapore and Kuala Lumpur is expected to be completed by 2020.

Specialised skills aside, employers are also looking to engineers to take charge and lead the processes they are involved in. This requires them to possess softer skills such as communication, project management and a strong business acumen.

“Clients want engineers who have hands-on ownership skills and can take charge and lead the process. Being a “member” of the team is no longer sufficient. Now more and more roles are individual sole contributors and they want engineers who can really own it,” adds Serge.

And while education is important engineers are also now required to have real world hands on experience.

“Be hands on, but not as a team member where you could always rely on someone else to assist, but from an ownership point of view where you own your particular process. Clients don’t want pencil pushers, no matter the level. They want to see business owners at all levels.”

THE FUTURE

While the global economy remains uncertain, the robust growth of Asian economies and the need to build infrastructure to support that growth will fuel demand for engineering expertise in the region over the next few years.

However, there is a risk that there will be a shortage of engineering talent necessary to support this growth. This shortfall of talent will continue to give an advantage to employees in the labour market and make it the ability for companies to secure the talent they need a key competitive advantage in the region.

Information Technology In Asia A Labour Market Perspective 2015

STATE OF THE INDUSTRY

The ongoing shift of businesses into the digital realm is expected to pick up pace in 2015, as disruptive technologies such as cloud computing, data analytics and the Internet of Everything are adopted by companies in the region at an increasing rate.

As a result, IT budgets in these areas are forecasted to grow in the coming year, as companies strive to build up a competitive advantage over their rivals in an uncertain and volatile business environment.

For instance, research firm Gartner predicts that the public cloud services market in the mature Asia/Pacific and Japan (APJ) region is on pace to grow 14.2 percent in 2015 to US$7.4 billion, up from US$6.5 billion in 2014. Cloud management and security services, the fastest growth segments of the cloud services market, are expected to expand by almost 30 per cent in 2015 to US$264.5 million. By 2018, total public cloud services spending in the mature APJ region will have risen to $11.5 billion, according to Gartner.

“Many countries in the mature Asia/Pacific Japan region have solid reliable telecommunications infrastructure and relatively advanced technology usage profiles. Despite challenges in the global economy, we expect consistent and stable growth to continue through to 2018,” said Ed Anderson, research vice president at Gartner.

Meanwhile, the decreasing cost of data in the region has spurred adoption of big data analytics. As more of Asia’s governments open up their data for public scrutiny,

companies looking for a edge over their competitors now have greater access to a low-cost means of gaining insights into their target markets in the region.

This free, or open source, data can be used to evaluate partners or possible acquisition targets, select manufacturing locations based on workforce requirements, optimise sales and distribution networks, and fine-tune pricing and promotions.

“Open data lowers the barriers for entry by levelling the playing field - for businesses large and small. In evaluating their expansion options in Asia, MNCs can use open data to gain deeper insights into the markets they aim to serve as well as the sequence and methods for market entry,” said Mr Sean Dunphy Director, Deloitte Analytics in Singapore.

The 2012 International Open Government Data Conference revealed that over 1 million data sets from governments around the world are available on the Internet. Traditionally a laggard in this area, Asia is catching up with countries in the West with the launch of government-sponsored portals including Singapore’s data.gov.sg, Hong Kong’s data.one.gov.hk, and data.id in Indonesia.

Outside of government sources, there are also global open data repositories. These include www.quandl.com, which provides links to approximately 10 million data sets from sources such as the World Bank, the UN, IMF and many others. Datacatalogs.org also provides links to over 300 official open data repositories.

On the consumer tech front, mobile usage continues to deepen in Asia, more so than anywhere else in the world. According to eMarketer, Asia-Pacific is home to the largest mobile phone market worldwide, with 2.6 billion users this year with users continuing to come online via mobile.

This trend shows no sign of slowing down. Apple stunned the market by selling a record 74 million iPhones in the quarter ended December 2014, with sales in Mainland China surging by 100 per cent. This translated to 34,000 iPhones sold per hour, 24 hours a day, every day of the quarter, said Apple CEO Tim Cook.

Underpinning these trends is a heightened awareness for the need for cyber security as the physical and virtual worlds merge in the business world. Security has become an even hotter topic in light of several high profile cyber attacks, most notably the successful attack on the computers of Sony Pictures that threw the movie studio in disarray in November last year.

Akamai Technologies, Inc., the leading provider of cloud services said that distributed denial-of-service (DDoS) attacks - an attempt to make a machine or network resource unavailable to its intended users - became much more prevalent in 2014.

“DDoS attack size and volume have gone through the roof this year,” said John Summers, vice president, Security Business Unit at Akamai Technologies.

Reflecting the urgency of the situation, the Singapore government in January announced the establishment of a high-level central agency to coordinate public and private sector efforts to protect national systems, such as those in the energy and banking sectors, from cyber threats.

The new Cyber Security Agency (CSA), formed under and funded by the Prime Minister’s Office, will oversee the cyber security of 10 critical sectors, including power,

transport and telecommunications, from April.

TRENDS

Computing Everywhere

As mobile devices continue to proliferate and the Internet of Things becomes a reality, there will be an increased emphasis on serving the needs of the mobile user in diverse contexts and environments, as opposed to focusing on devices alone.

3D Printing

3D printing will reach a tipping point over the next three years as the market for relatively low-cost 3D printing devices continues to grow rapidly and industrial use expands significantly.

Smart Machines

Prototype autonomous vehicles, advanced robots, virtual personal assistants and smart advisors already exist and will evolve rapidly. According to Gartner, the smart machine era will be the most disruptive in the history of IT.

Cloud Computing

The convergence of cloud and mobile computing will continue to promote the growth of centrally coordinated applications that can be delivered to any device.

Risk-Based Security

While security is central to any technology system, it cannot also inhibit the growth of an organisation. Companies increasingly recognise that it is not possible to provide a 100 percent secured environment. This will result in management applying more sophisticated risk assessment and mitigation tools.

Deepening Mobile Engagement

Across Asia, time spent on mobile devices has eclipsed TV, ranging from 44 per cent of media time spend in Japan to 60 per cent of media time spent in Thailand,

says digital research firm Milward Brown AdReaction, March 2014. According to a report by IDC, the average person checks their mobile device 100 times a day and Facebook 14 times day.

INDUSTRY DEVELOPMENT

The emerging trends in the IT sector will pose challenges to CEOs and CIOs who will need to not only build up capabilities in these specialised areas, but integrate them into their organisations’ core operations as the line between business and IT rapidly fades.

Based on our engagement with key industry players, many believe that technologies such as cloud computing, data analytics, enterprise mobility, software as a service (SaaS), IT security and social media will have a positive impact on their business strategies in Asia.

They also believe that the ability to adopt cutting-edge IT solutions will be key to improving business performance and that this will help make collaborative decision-making faster. However, while they recognise its importance, many companies in Asia have been slow to adopt these new technologies.

We expect this situation to change as awareness and adoption grows and costs of implementation come down. Once these systems are successfully implemented however, CIOs and senior technology executives will need to elevate their roles within their organisations to become the drivers of business innovation.

They will need to go beyond their traditional fields of expertise and become an agenda setter in their companies.

“IT executives will need to become less technical and become much more of a leader of IT operations; a people manager,” says Suntaree Limmanont, Country

Manager, Spring Professional Thailand.

To do this, CIOs must demonstrate strong credibility in leading innovation for their enterprise. This may require them to take risks in order to promote and improve the technology-linked business innovation capability of the company. Being able to influence the most senior people in the organisation is key to achieving this.

“Expand your horizons. Think way outside the usual boundaries of your role. Take a very large sheet of blank paper, and gradually sketch out a brand-new version of your business, based on modern digital capabilities,” said Gartner’s Mark Raskino and John Mahoney in a recent article for Forbes magazine.

To stay abreast of the latest changes in the industry, they recommend that CIOs set aside at least 5 per cent of their time to experience the wide range of newer and emerging technologies and capabilities that might have applications in their industry.

TALENT DEVELOPMENT

From a recruitment point of view, we believe that the industry will face a shortfall in some critical roles. These include professionals in data science and analytics, business intelligence, mobile advertising, cyber security, data centres, virtualisation and unified communications.

To better prepare themselves for the changing business environment, we recommend that IT professionals equip themselves first with relevant experience in their chosen area of expertise. This can then be backed up with focused learning, certifications and other relevant training that will give them a theoretical grounding to back up their industry experience.

CONCLUSION

As technology in the business world continues its rapid-fire evolution, IT decision makers in Asia need to react to a volatile landscape as well as the constantly changing needs of internal and external stakeholders.

CIOs and IT executives must also accept a far more important role within their organisations as technology-linked innovations play a critical role in driving business performance.

As such, they must consider a wide variety of factors, including business value, alignment with corporate strategy, and the chances of successful implementation when making technology related decisions. Above all, IT executives must become an evangelist for tech driven innovation, ensuring that all senior executives within the company are committed to a consistent IT strategy.

The pace of construction spending is expected in Asia is expected to slow as more projects are completed, however this simmering of growth will be mitigated by governments in the region spending on infrastructure to boost economic growth.

The Asian Development Bank estimates that between 2010 and 2020, Asia will need to invest between US$8 trillion and US$9 trillion in new infrastructure to keep their economies humming along at current growth rates.

The ongoing trend of urbanisation and the rising incomes of Asia’s city dwellers will also lead to demand for better transport systems, better-designed buildings, more efficient power grids as well as more reliable water and sanitation - a development that will benefit the construction sector.

In terms of specific markets, the strongest construction spending growth will be in China, India, Vietnam and Indonesia through 2020, with Indonesia and China performing well in the shorter term, according to land use consultancy AECOM.

However, there are worries that excessive debt levels in China could lead to the bursting of a credit bubble, with a major impact on the region.

On the property front, the key trend for 2015 will be a surge in real estate transactions as more supply comes online, says consultancy Colliers International in their Asia Property Outlook 2015. The new supply will help close the gap with demand from investors looking to

boost their real estate holdings in the region.

“There is pent-up underlying demand from both occupiers and investors, primarily due to the lack of stock, and that will gradually be satisfied by what we anticipate as a growing volume of new supply in 2015,” says Mr Dennis Yeo, Interim Chief Executive Officer, Asia, at Colliers International.

The increased supply will be driven by the impending expiration of more real estate funds in 2015, leading to more available sellers of institutional-grade real estate, as well as new stock entering the market. In the Singapore office market, for instance, there will be a significant new supply of premium Grade A space coming online through to 2016.

In terms of demand, more global investors are looking to re-allocate capital to Asia, which is still expected to grow at a healthy pace in 2015. Many are currently under-allocated to the region, and global investors will look to rebalance their portfolios with the expected rise in supply.

Meanwhile, multinational companies looking to expand or consolidate in Asia will be looking to secondary or decentralised locations in an effort to manage their real estate costs and avoid the fierce competition for premium office space.

On the retail front, an expected increase in consumer spending across Asian markets could see strong demand for shop space in 2015. China and India, with its massive and increasingly affluent middle class, is

expected to lead this trend.

However, the lack of new retail supply will remain a key challenge for many retailers for mature markets across Asia. Mid-tier brands are likely to opt for decentralised locations such as neighbourhood malls to keep a lid on rental costs. Rising private consumption will also be a boon for the logistics industry in 2015, and this will in turn drive demand for industrial and warehouse space.

More supply to boost transactions

This year will see an increase in real estate transactions in Asia, driven by greater supply that can satisfy strong investment demand from global investors. Global investors are looking to boost their allocation of real estate assets in Asia, led by Chinese outbound investment targeting all regions across Asia Pacific.

Demand for Infrastructure

Asia’s growing share of global economic growth will result in huge demand for infrastructure. This will provide a steady flow of work for construction companies amid an uncertain global economic landscape.

Urbanisation

This trend, coupled with a growing middle class and rising affluence, will help buoy both the construction and property sectors.

Secondary markets in focus

Niche sectors and secondary markets across Asia have come into focus for investors looking for locations with less intense competition for prime real estate. Likewise multinationals and retailers looking to expand are moving to decentralised locations to keep costs at bay.

INDUSTRY DEVELOPMENT

Led by labour-scarce Singapore, the construction industry in Asia is moving to adopt high-tech solutions that aim to improve efficiency. Technologies that leverage on information technology, prefabrication and smart construction and materials are gaining traction as construction companies seek to preserve their margins.

Methods such as Prefabricated Pre-finished Volumetric Construction (PPVC) allows for the construction of rooms to be completed in a factory before being transported to a construction site for installation. Meanwhile, Building Information Modelling (BIM) software provides architects, engineers and contractors a way to digitally explore a project before the first brick is even laid.

There is also an increasing adoption of environmentally friendly practices among construction players - such as the use of green materials - as sustainability becomes a key concern for many developers and tenants.

This trend has also resulted in the emergence of green leases in the real estate sector in Asia. A green lease provides tenants with guidelines and resources that encourages and enables retailers to adopt energy efficient equipment and materials. Under such an arrangement, landlords work together with retailers to incorporate environmentally sustainable elements right from the design stage ranging from the use of energy-efficient lighting to using sustainable materials for their fit-out.

“In Asia, the retail sector has been a slower and late adopter of sustainability compared to the office sectors. The adoption of green initiatives in retail is however growing with the leadership of leading developers who see value in green building designs and energy reduction plans,” said Mann Young, Head of Sustainability, Asia, Lend Lease. Australian-based Lend Lease was the first developer to introduce a green lease in Singapore at its retail development, 313@somerset.

On the corporate front, more global companies are outsourcing their corporate real estate (CRE) services to specialist service providers as expand their operations into key markets in Asia and cost pressures rise.

These providers are taking on roles that have traditionally been performed by the CRE departments of corporations, ranging from simple facilities management to managing entire portfolios of properties.

“Corporate occupiers are increasingly analyzing their businesses and concluding that significant cost savings can be achieved through the use of outsourced service providers,” says Steven Simmonds, Associate Director for Property & Construction Spring Singapore. “Additional benefits include access to a broad range of technical expertise and increased flexibility in managing risk.”

This trend has significant human capital implications for service providers, who are facing a shortfall in talent to meet rising demand for their services. The talent gap between demand and supply is widening across the various countries of Asia, and there is not enough skilled labor to match the needs of today’s highly competitive

global corporations. Our engagement with corporate real estate service providers shows that the scarcity of talent is the biggest threat to their business growth.

As the bigger companies continue to outsource, it is likely that the majority of graduates coming out of universities and looking for a job in corporate real estate will be looking a the major real estate consultancies as their first port of call.

THE FUTURE

Amid uncertainty in the global environment, the property and construction sectors are expected to put in a credible performance, buoyed by stimulus-led infrastructure by governments, an influx of capital into the region from investors seeking to rebalance their real estate portfolios and new supply coming online to meet that demand.

The ongoing process of urbanisation and rising affluence in much of Asia will also contribute to the sectors’ robustness. The construction industry is witnessing a marked rise in sophistication as it adopts new technologies to boost efficiency and satisfy the sustainability needs of their customers. Likewise, property developers are implementing green measures in their developments. As such, newcomers must stay on top of these changes sweeping the property and construction industries.

Meanwhile, as more global corporates outsource their real estate services, specialist providers must be prepared for an intensifying battle for talent as they strive to meet this new demand.
