    Agusan del Sur (CARAGA) - 4 (GOMBURZA ES (2 Classrooms), roofing,

    windows and walls; Sta. Cruz ES (2 classrooms,); Sta. Irene ES (2classroom), uneven settlement with crack wall. D. Osmea ES (2 classroons,ripped apart); Lapinigan CES (4 classrooms; and Bunawan Brookside (4classrooms)

    Cagayan de Oro City (Region X) 4 schools namely Consolacion ES,Angeles Sisters National High School; Balulang West1 ES and Bonbon North2 ES were totally submerged with more or less 5 ft floodwater level inspection and validation on the extent of damages incurred

    Lanao del Sur (ARMM) Sambolawan ES, Dilabayan ES and Riric ES inTaraka, Batangan CES, Rogero ES, Alambas PS in Bubong II

    Iligan City Division: 12 schools and 136 classrooms were damaged

    III. EMERGENCY PREPAREDNESS AND RESPONSE

    A. EMERGENCY RESPONSE

    Prior to entry of TD Sendong in the Philippine Area of Responsibility,NDRRMC OpCen was already activated as early as 12 December 2011 under

    Blue Alert status to provide necessary alert and warnings to the RDRRMCsconcerned for further dissemination to the provincial, municipal and cityDRRMCs likely to be affected by TD Sendong. On 16 December 2011,OPCEN was further elevated to Red Alert status wherein representatives ofrespective member agencies rendered duty at NDRRMC OpCen to fast trackcoordination with their local counterparts for the necessary preparations andpossible emergency response

    Member agencies represented at OPCEN such as DSWD, DOH, AFP, PNP,PCG have been closely coordinating with their local counterparts to address

    the needs and requirements particularly in the heavily devastated areasspecifically Cagayan de Oro City and Iligan City

    NDRRMC convened on 17 December 2011, presided over by the SND andChairperson, NDRRMC, attended by all member agencies wherein HisExcellency President Benigno Simeon C. Aquino III provided guidance to theNDRRMC Member Agencies. TAB G

    Chairperson, NDRRMC recommended to the Office of the President thedeclaration of the cities of Cagayan de Oro and Iligan under a State ofCalamity the areas that suffered most in terms of casualties and populationaffected.

    Likewise, accepted the offer of assistance from the international humanitariancommunity thru the United Nations Resident Coordinator and HumanitarianCoordination in the Philippines to the Philippine government for the victims ofTropical Storm Sendong

    Search, Rescue and Retrieval Operations

    SAR and retrieval operations have been effected in heavily devastated areasthrough the concerted efforts of AFP, PNP, LGUs concerned and other

    emergency responders from NGOs

    PCGCagayan de Oro City (Rescued 1,722 survivors and 34 cadavers retrieved)

    Coast Guard District Northern Mindanao immediately deployed two (2) teamsfrom Special Operations Unit (SOU)-NM together with CGDNM and CGSCagayan de Oro (CDO) personnel with rubber boat to conduct SARoperations at Brgys Macasandig, Mabini, Burgos and Isla de Oro. Team A (8 personnel with rubber boat rescued 200 survivors) Team B (8 personnel with rubber boat rescued more or less 50 survivors)

    Other team (3 personnel on board M/V Maria Stella 1 rescued)

    Vessel Traffic Monitoring System of Macalajar Bay manned and controlled bythe DCC personnel directed all shipping lines and vessels transiting alongMacalajar Bay to conduct surface SAR operation,

    MV Solid Gold, MV Snoppy, MV Super Shuttle Ferry 3, MV Maria Stella 1 andMT Tagoluan successfully rescued 121 survivors

    All survivors were provided with assistance CGSNM and were brought to CityCentral School evacuation center and the cadavers were brought to BulusogFuneral Parlor, Buluo CDO

    Four (4) SOU-NM with rubber boat onboard PG371 of PN conducted jointSAR mission in Macalajar Bay, CDO and successfully re recovered 2survivors

    BRP Davao del Norte (SARV 3504 departed Port of CDO enroute toCamiguin Island and retrieved 8 cadavers and brought to funeral parlor forproper disposition and identification

    A total of 255 survivors were rescued and 14 cadavers retrieved

    BRP Davao del Norte (SARV-3504) and MCS 3004 conducted SARoperations in Macajalar Bay, CDO and 12 cadavers retrieved (4 cadavers bySARV-3504; 8 cadavers by MCS 3004) and in Iligan City (49 survivor rescuedand 5 cadavers retrieved)

    PRO X ladies visited MSU Iligan Institute of Technology (the biggestevacuation center) and distributed food, water and other relief goods worthPhp120,000 to more than 300 greatly affected families

    NGCP The NGCP has restored all its 69-KV transmission lines affected by Tropical

    Storm Sendong in Panay area and Mindanao areas (Lanao, Northcentral andnortheastern) and assured the public that it is ready to implement similarpreparations and precautions to minimize the impact of succeeding typhoonson NGCP operation and facilities

    NGCP President Henry Sy Jr. authorized the use of NGCP hangar inCagayan de Oro to accommodate the forensic examination of deadbodies of Tropical Storm Sendong

    Joint SAR Team of CGS Dumaguete City together with Negros Oriental SARteam, BFP Dumaguete, PNP Dumaguete, PNP Marig, 211 th & 204 PCGASquadron conducted SAR operations for M/V Ever Transport

    Survivor crew of M/V Ever Transport was temporarily turned-over to the LGU ofBrgy. Calindagan, Dumaguete City, where they were fed and given medicalassistance and were billeted at the barangay hall

    Region IX PDRRMC ZDN and CDRRMC Dipolog City conducted emergency meeting to

    assess the condition, damages and needs of reported families/persons CDRRMC Dipolog City is in constant coordination with MDCC Polanco Action

    Officer for any development of Polanco River; provided rubber boat to augmentrescue equipment; and conducted assessment and profiling of affected families incollaboration with CSWD; and provided 1 sack of rice, noodles, and sardines tosupport relief operations in BDCC Turno

    BDRRMC Turno headed by PB Meynardo Baes with the support of rescueteams evacuated the affected families and brought them to Turno ElementarySchool for temporary shelter; established community kitchen; and provided initialfood assistance to the evacuees

    101st Bde Rescue Team headed by Capt. Art Villanueva together with SpecialForces assigned in the area responded in Municipality of Polanco and DipologCity and assisted in transporting passengers trapped by floods along the NationalHighway at Brgy Guinles, Polanco

    Polanco MPS led by PI Carmelo Cruzada Velasco, one (1) team from PPSC,Zamboanga del Norte PPO together with troops of 101st IB PA, LGU Polanco, andPRC ZDN chapter conducted SAR operations at severely affected areas

    Dapitan City Police Station led by PSupt Glenn Macaio Dulawan together with

    one (1) team from PPSC, AFP Condor 3, and CDRRMC Dapitan conducted SARoperations in affected areas; provided assistance to the vehicles passing theNational Highway near Brgys Sulangon, Oyan, Burgos, and Ilaya; assisted in theevacuation of all the families near the Dapitan river to a safer place

    ORACIS Radio Communications Group headed by Dr. Asis provided radiocommunication link, rescue ropes, transport vehicles and additional rescuers in theMunicipality of Polanco and Dipolog City

    Dakak Beach Rescue Group headed by Roel Hamoy assisted in the conduct ofrescue operations using two (2) jet skis

    Coast Guard Station in Dipolog City augmented the rescue operations utilizing1 speedboat and 2 rubber boats

    Local Government of Polongco distributed 30 bags of noodles, sardines,mineral water, rice and canned goods to the affected families

    LGU Polanco distributed 30 bags of noodles, sardines, mineral water, rice, andcanned goods amounting to PHP 7,500.00

    CSWD Dipolog provided Food and other services for the affected families inthe Dipolog City flashfloods

    Region X At the height of flooding, 10 evacuation centers were being utilized in Cagayan de

    Oro City, Misamis Oriental PCG Iligan deployed one (1) Search and Rescue (SAR) to Brgy Hinaplanon,

    Iligan City and rescued three (3) unidentified persons with bruises CHD X raised to Code White Alert and conducted rapid health assessment in the

    affected areas; prepositioned medicine worth PHP 50,000.00 per province (all 6provinces in region X) and coordinated with the PDRRMC, Philippine National RedCross, Rescue 118, and other responders

    CDRRMC Iligan established four (4) evacuation centers at the height of flooding,

    namely: City Central School; Sta. Filomena Gym; Santiago Covered Court; andthe Upper Hinaplanon Barangay Hall & covered court for the affected families inIligan City

    TOG-PAF mobilized three (3) choppers: 2 from Davao and 1 from Butuan RDRRMC/OCD X Operations Center conducted ocular inspection in affected

    areas; assessment of immediate needs; leading the mobilization of resources,assets, and responders; and continuing survey and monitoring of affected areas

    Members of the 4ID-PA, TOG-PAF, PNP, and OROALERT were deployed todifferent areas to rescue stranded commuters and persons in areas reachable bythe rescue teams

    CDO CDRRMC established evacuation centers in the City Central School, WestCentral School, and Macasandig Covered Court. Survivors were given basic

    needs The 10th Tactical Operations Group conducted search and rescue operations

    and aerial survey of the affected areas PNP Maritime Office X dispatched three teams with three rubber boats to various

    areas in Cagayan de Oro City Regional Director PCSupt Juel Corpus Adriatico of PRO X together with the

    Regional Chief Directorial Staff, members of Quad Staff, and PRO 10 Ladiesheaded by Mrs Joji Adriatico went to Iligan City to oversee the continuing SARoperations being conducted by the combined elements of ICPO, RPSB10, Lanaodel Norte PPO, and RTS10 led by City Director PSSupt Celso Regencia;distributed food, water, and other relief goods worth PHP120,000 to the 300affected families staying at the MSU-Iligan Institute of Technology; and distributedrelief goods worth PHP 100,000.00 to 350 affected families in Brgy Balulang,Cagayan de Oro City

    PRO X deployed 10 SAR teams to conduct SAR operations 1002nd Maritime Police Station (MARPSTA) Iligan City led by PINSP Renato G.

    Rama together with elements from the PCG-Iligan conducted joint SAR operationsat the Orchids Village, Santiago, Iligan City

    DSWD X provided initial augmentation to the LGU of CDO: 40 bags of rice, 40cases of sardines, 20 big kettles, 10 big kawa, 10 pieces of sandok, an 241 familypacks, all worth PHP 170,400.00

    NDRRMC provided financial assistance to the beneficiaries of 4 dead victims

    CDRRMC Cagayan de Oro will conduct mass burial for the unidentified bodies atBolonsori, Camaman-an, Cagayan de Oro City after the forensic processing of theNBI

    CDRRMC Iligan City started burying unidentified bodies at Brgy. PugaanCemetery and will do the same in Brgy. Paitan

    RDRRMC X indicate that they need supplies of drinking water, water purifiers,portable tents, food, and NFIs

    Region XI PDRRMC Comval and MDRRMCs Compostela, Monkayo, and Montevista

    extended relief assistance to the affected families and assisted in the evacuationoperations

    PDRRMC Davao del Norte conducted damage and needs assessment in thearea and closely monitored the level of flood waters in Asuncion

    MDRRMC Monkayo conducted search and rescue operations

    Region XII OCD XII and PIA XII coordinated activities intended to generate support for the

    flood affected areas

    PDRRMC Sarangani deployed a team of responders and volunteer nurses toRegion X and established collection point at provincial gymnasium for processingand dispatch of relief goods

    Cotabato City sent relief assistance and deployed a response team to Cagayande Oro

    CARAGA PDRRMC Surigao del Norte convened at 8:30 AM while CDRRMC of Surigao

    Negros Oriental Sibulan, Valencia, and Dumaguete City

    Region IX Zamboanga del Norte - Polanco- were temporarily evacuated to higher grounds for

    safety Barangays Turno (Sitio Wakwak) and Dicayas in Dipolog City on 15 December

    2011 at around 10:00 AM. Sixty (60) families/300 persons from Sitio Wakwak, Brgy Turno evacuated to

    Turno Elementary School. Six (6) houses and one (1) Day Care Center were totallydestroyed by raging waters. Five (5) other sitios were also affected but no report ofdisplacement. Residents in Brgy. Dicayas, opted to stay with their respective houses inspite of the reported rise of flood level.

    Region X Massive flooding occurred in the following areas due to the overflowing of Mandulog

    EFFECTS OF TROPICAL STORM SENDONG (WASHI)

    PRESIDENTIAL GUIDANCE RE-EFFECTS OF TS SENDONG, 17 DEC 2011As of 21 December 2011, 06:00 PM

    1. The number of casualties is alarming. If USEC Ramos had a 3-day lead time to

    disseminate warning advisories to Hinatuan, Surigao del Sur re-landfall of TS

    Sendong, there is a need to advance more than 3-day warning to mitigate the

    impact of incoming typhoons or natural calamities. DILG in tandem with DOST

    should look into the mitigation aspect of areas with high exposure to disaster

    risks, and employ prioritization as to their potential impact for disasters.

    2. Consideration should include long-term mitigation measures to address

    siltation of rivers, mining and deforestation.

    3. These high risk areas should be identified for human settlements and

    development be relocated into safe habitation.

    4. Assets to include military response capabilities can be transferred before

    the 3-day warning whenever a typhoon will affect communities at risks. A

    review of the protocols to include maintenance and transporting costs of

    these air, land, and maritime assets should be undertaken.

    5. Schedule a Presidential inspection and visit to affected communities in Cagayan

    de Oro City and Iligan City on Tuesday, 20 December 2011

    6. Mandatory meeting or formal conference will be conducted by the Council and

    the Office of the President with LGUs for threatened areas due to incoming

    typhoons and avoid water-related disasters. This is to prevent the people reactand will include calibration of warning. For DILG to look into the identification or

    designation of focal point/person among LGUs likely to be affected by natural

    calamities as OPR decision-maker.

    7. There is a need to come up with a Crisis Manual for Natural Disasters. The

    thirteen (13) barangays reported in Cagayan de Oro City to be situated along the

    two (2) swollen river systems which river beds already silted are like disaster

    waiting to happen, if the 93 bodies recovered by the AFP are officially confirmed

    already as casualties.

    8. DPWH to render an Assessment Report on Monday, 26 December 2011 on the

    on-going reconstruction of the main roads in Ilocos Norte particularly Pagudpud

    which was affected by landslides due to monsoon rains. This will also include the

    diversion roads, if any.
