  • B. AFFECTED POPULATION (TAB B) As of 6:00 AM, 29 December 2012, a total of 43,612 families / 201,888 persons in

    433 Barangays / 53 municipalities / 6 cities / 9 provinces of Regions IV-B, V, VI, VII and VIII were affected.

    The total number of population currently served inside and outside the evacuation centers are 15,399 families / 83,041 persons

    INSIDE 141 ECs 13,861 families/72,697 persons OUTSIDE ECs 1,538 families/10,344 persons

    C. CASUALTIES (TAB C)

    A total of twelve (12) were recorded dead from Regions V, VI and VIII, while two (2) were recorded injured from Region VIII and two (2) missing from Regions IV-A and VI.

    Aguido Tanael was found dead near the shoreline between Brgys Buenavista and Western Poblacion Baras, Catanduanes due to drowning while Raulio Dela Cruz was found injured.

    D. SEA PORT OPERATIONS

    As of 28 December 2012 the sea port operations are back to normal.

    E. DAMAGED HOUSES (TAB D)

    A total of 4,215 damaged houses were reported in Regions VI, VII and VIII of which 1,284 were totally damaged and 2,931 were partially damaged.

    F. STATUS OF ROADS AND BRIDGES (TAB E)

    A total of three (3) roads and two (2) bridges in Regions V and VI are still not passable.

    G. COST OF DAMAGES (TAB F)

    To date, the estimated cost of damages to agriculture is Php146,128,853.08

    H. COST OF ASSISTANCE

    The total cost of assistance to date is Php 2,117,740.00: Php2,044,500.00 from DSWD and Php73,240.00 from LGUs.

    III. ACTIONS TAKEN

    EMERGENCY PREPAREDNESS AND RESPONSE:

    1. National Preparedness Measures

    NDRRMC Operations Center NDRRMC is on Red Alert Status and has been continuously monitoring and

    disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR)

    Sent out request for assistance in ASEAN Humanitarian Assistance Center in securing satellite images at some affected areas of the Tropical Depression "Quinta"

    Sent out request of four (4) UH-1H for the conduct of aerial assessment, two (2) in Iloilo and two (2) in Kalibo

    PAG-ASA Disseminated Weather Advisories, provided media interviews re weather

    update and continuously monitoring Tropical Depression "Quinta"

    DA DA VI - the APCOS, BAS, and LGUs personnel are having their field

    monitoring for updates of the situation.

    NIA NIA VI - water at Dingle Reservoir Dam was gradually released in

    anticipation of excess volume of water in the area due to continuous rainfall induced by Tropical Depression "Quinta".

    DOH CHD IV-B placed all CHD Extension Office Provincial Health Team Office

    on "Code White" and on continuous monitoring of reports from different Provincial Health Team Offices. Assorted drugs and medicines were prepositioned to the Province of Palawan amounting to Php 60,299.50 and to the Province of Romblon worth Php 85,232.42.

    CHD V is on Code White Status and in coordination with PHO-HEMS Masbate for preparation

    CHD VI is on Code White Alert, Operation Center activated 24/7. LGU Iloilo gave Paracetamol to children and adults and 3,000 capsules of Doxycycline to Iloilo Province. Assorted drugs and medicines were prepositioned to the following: Aklan-250,000; Iloilo-200,000; Negros Occidental-300,000.

  • PCG CGD Palawan disseminated weather bulletins and gale warnings to their

    respective detachments and advised small sea crafts and fishing boats not to venture out into the sea

    CG Southern Tagalog disseminated weather bulletins and gale warnings to their respective detachments and monitor area of responsibility

    PCG V alerted all PCG stations and detachments within the Bicol Region PCG VI cancelled all fast craft and light sea craft trip in the region.

    Distributed clothing to MDRRMC Janiuay, Iloilo. Trips of fast craft, RORO, and light sea craft were resumed in the

    region, as of 28 December 2012. PCG VII Central Visayas cancelled all sea trips in and out of Cebu Province,

    Siquijor, Bohol, and Negros Oriental due to PSWS#1 PCG VIII temporarily halted issuing navigational clearance to the sea vessels

    in the affected areas and alerted fishermen and other vessels not to venture out into the sea due to the impending weather disturbance

    PCG CARAGA cancelled trips for all types of marine vessels and implemented "No Fishing Policy"

    DepEd Surigao del Norte & Surigao City are advised to prepare the keys of various

    schools designated as evacuation centers in anticipation of any possible evacuation and designated multi-purpose halls and gymnasiums are also prepared for occupancy

    AFP 8th Infantry Division, Philippine Army disseminated advisory to all Unit

    Commanders and directed 1 platoon for 3rd and 4th District Leyte to conduct preemptive measures relative to the weather disturbance

    19th Infantry Battalion on standby for possible deployment and prepositioned the following equipment to be utilized for SAR Operations: 3m35 truck(6x6), 3km 450 truck, 1 platoon for 3rd and 4th District of Leyte and 1 platoon for 1st and portion of the 2nd District of Leyte

    9ID alerted all DRU's in the Bicol Region Phil Navy Reservists from Catbalogan City, Tacloban City, Biliran and

    Palompon Leyte are on standby for possible deployment TOG8-PAF Response Team on standby for possible deployment Disseminated weather bulletin to all line units TOG5-PAF one (1) one team DRU on standby alert with SAR equipment; as

    of 0810H 27 December 2012, 1 M35 truck with 7 personnel was dispatched to Libon to assist in the conduct of force evacuation; assisted LGU Libon in the relief distribution conducted at Brgy. West Carisac, Libon

    Floating assets were advised to take all necessary precautionary measures As of 0745H 27 December 2012, 1 M35 truck proceeded to Libon to conduct

    force evacuation of residents in Brgy. Sta. Cruz with 4 PNP personnel; ongoing evacuation of families affected by flooding in Libon

    As of 1000H 27 December 2012, a total of 145 families were evacuated from Brgy. Sta. Cruz to Agos Elementary School

    Dispatched 901Bde/2IB (PA), NFSL (PN) and TOG5 (PAF) DRO with M35 trucks to Polangui and Libon to augment its mobilization assets

    Assisted in the transport of 50 sacks of food packs from DSWD5 office to LGU Libon

    Team NAVFORSOL were able to evacuate a total number of 558 individuals coming from Brgy. Sta. Cruz, Libon, Albay

    TOG6-PAF- Disaster Response Team (DRT) deployed 10 personnel in the flooded areas of Barotac Viejo. Rubber boat and operators are ready for deployment in Calinog. PAF reservists are on standby status.

  • 301st Brigade PA - alerted troops and are ready for deployment if needed. Conducted rescue operations and transportation assistance in the flooded and landslide incident in Calinog and Pototan, Iloilo; Banga, Aklan; and to the stranded passengers from the Municipality of Dueas and Dingle, Iloilo. The brigade led the continuous conduct of inspection along Aklan River and conducted roving patrol around the flood prone barangays in the Province of Aklan. Provided helicopter assistance to OCD and to MDRRMC Calinog, Iloilo for the conduct of aerial survey on the affected areas in the Province of Aklan, Antique, Capiz and Iloilo.

    AFPCC provided seven (7) M35 trucks; two (2) KM 450; nine (9) M450 trucks; one (1) M250 truck; one (1) dump truck; four (4) rubber boats; two (2) ambulances; one (1) civilian vehicle; one (1) Town Ace during the conduct of rescue operations.

    DILG DILG VI alerted the LGUs relative to TD "Quinta" and advocated for the

    conduct of pre-emptive evacuation

    BFP Team of BFP-SRU5 is on standby alert As of 0400H 27 December 2012, one (1) family resident of Brgy. 18 (Puting

    Daga) Legazpi City trapped by floods and evacuated at Barangay Hall

    PNP PROIV-B disseminated Memorandum to all Provincial Police Offices on

    disaster preparedness PROVIII activated the Tactical/Disaster Operation Center and advised all

    lower units to conduct appropriate actions in preparation to the Tropical Depression

    PROV alerted all Police Provincial Offices down to all Municipal Stations within Bicol Region. Masbate PPO directed the lower units/stations to activate respective

    Disaster Operations centers. PROXIII are on alert status for the needed assistance.

    DPWH Alerted their district engineers and prepositioned its heavy equipment for

    possible disaster response DPWH IV-B prepositioned heavy equipment in strategic areas based on the

    current track of TD Quinta for possible clearing operations DPWH VI ready for clearing of roads if the situation calls for it.

    DSWD Alerted all Regional QRT and SWAD teams in flood and landslide prone

    areas to closely monitor the situation and to provide reports on any eventualities

    DSWD-DROMIC is closely coordinating with concerned DSWD-FOs for significant reports caused by TD Quinta.

    Prepositioned P16.42 million standby funds and P28.43 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P44.85 million.

    DSWD IV-B prepositioned heavy equipment in strategic areas based on the current track of TD Quinta

    DSWD VI mobilized Bayanihan Volunteers for repacking of relief goods for augmentation to LGUs and alerted the Social Welfare and Disaster (SWAD) Teams in six (6) provinces to assist LGUs. Prepositioned 50 sacks of rice per province ready for release anytime to LGUs.

  • PIA Assisted in disseminating warning advisories to its 172 networks Continuously disseminates weather advisories to RDRRMC-8 Member

    agencies, media and concerned LDRRMCs and advises to take appropriate actions

    PRC PRC Iloilo deployed one team with 5 persons in Barotac Viejo to augment the

    disaster response operations; deployed 2 teams in Brgy. Libongcogon, Zarraga for SAR operations; provided hot meals to 118 families/638 individuals in Barotac Viejo Municipal Gymnasium; deployed response teams for rescue and ambulance assistance in Brgy. Abangay, Dingle; delivered medicines in Calinog municipality as requested by the Mayor

    PRC Southern Leyte deployed 2 staffs and Chapter DRT volunteers to monitor the situation; all members of 143 volunteers are on standby for any emergency responses

    2. REGIONAL PREPAREDNESS MEASURES

    RDRRMCs IV-B, V, VI, VII, VIII, CAR and CARAGA disseminated weather and flood bulletins and gale warnings to all concerned local DRRMCs, RDRRMC member agencies, the tri-media thru facsimile and SMS, and to several fishermen associations

    RDRRMC IV-A Coordinated with PDRRMO Batangas and MDRRMO Talisay for information

    re the maritime incident MDRRMO Talisay and PCG-STL responded but was halted due to bad

    weather and poor visibility

    RDRRMC IV-B Coordinated with OCD NCR to advise all buses travelling via Strong Republic

    Nautical Highway, Dangay Port Roxas Oriental Mindoro bound for Iloilo to temporarily suspend their trips including rolling cargoes to Port of Batangas, Calapan Port, Oriental Mindoro and Dangay Port, Roxas, Oriental Mindoro to avoid influx of stranded passengers in the said port as the Port Operation in Iloilo has already been suspended

    Informed and alerted local government units LGU Culion, Palawan conducted pre-emptive evacuation to the families

    along the coastal areas

    RDRRMC V Coordinates with DPWH re status of roads and bridges Coordinated with PAF and NAVFORSOL re trucks and personnel for

    deployment in the 3rd District of Albay Continuous coordination with PCGDBCL and Port Managers re updates

    on the stranded passengers and vehicles Dispatched 901Bde/2IB (Phil Army), NFSL (Phil Navy) and TOG5 (Phil Air

    Force) DRO with M35 trucks to Polangui and Libon to augment its mobilization assets.

    PDRRMCs coordinated and advised all their DRR Units to take appropriate preparedness measures

    PDRRMC Albay advised LDRRMCs to shift to State of Heightened Alert and execute measures to ensure zero casualty

    PDRRMC Catanduanes provided food, water and sleeping mats to stranded passenger

    MDRRMO Bulan served meal for dinner and breakfast to stranded passengers going to Masbate.

    RDRRMC VI Advocated for the conduct of pre-emptive evacuation thru DILG to areas along

    the path of TD "Quinta". Conducted aerial survey in the affected areas.

  • PDRRMCs activated their respective Operations Centers and alerted SAR groups for any eventuality as well as other members of DRRMCs Response Committee

    MDRRMC Barotac Viejo, Iloilo provided community kitchen to the victims in the affected barangays

    MDRRMC Cabatuan, Iloilo is closely monitored the Tigum River which was on its critical level.

    MDRRMC Janiuay, Iloilo extended assistance to affected barangays amounting to P 49,640.00.

    MDRRMC Sigma, Capiz conducted rescue operations at Dayhagon, Sigma with members of PA 3ID, SAF, PNP, BFP and Rescue Team. Provided relief operations to affected families.

    MDRRMC Dao, Capiz in ccordination with the members of PA 3ID, SAF, PNP, BFP and Rescue Team conducted rescue operations at Nasunugan and Manhoy with 21 persons and 50 persons respectively.

    MDRRMC San Miguel, Iloilo extended food assistance to affected families

    MDRRMC Pototan, Iloilo extended 350 packs of rice and noodles to affected families

    CDRRMC Escalante City, Negros Occidental dispatched Quick Response Team for relief assistance and conducted clearing of roads in five (5) barangays; initiated pre-emptive evacuation in Brgy. Paitan with 25 families consisting of 75 persons to Paitan Elementary School

    CDRRMC Cadiz City, Negros Occidental initiated pre-emptive evacuation to 110 families in 3 barangays namely Brgy. Sigaba, Brgy. Zone 1 and in Brgy. Daga to their respective evacuation centers

    CDRRMC San Carlos City, Negros Occidental prepositioned emergency goods to evacuation areas in barangays that were identified as high risk for flooding.

    RDRRMC VII Alerted operational units to assist Local DRRMCs and LGUs PDRRMC Negros Oriental issued an advisory calling the public, especially

    those living in low lying areas to be watchful of possible floodings and landslides

    RDRRMC VIII Facilitated the conduct of pre-emptive evacuation of the 71 families/324

    individuals from Brgys. 89, 90 and 103 to the Tacloban Astrodome and Palanog Gym as the designated evacuation centers

    PDRRMC Borongan coordinated with the coastal barangays in their AORs re conduct pre-emptive measures.

    MDRRMC Catarman, Tabango, Tunga, Palompon, Giporlos, Leyte and Limasawa, Southern Leyte alerted all residents along coastal, flood/landslide prone brgys. relative to the weather disturbance and advised to take appropriate actions and activated their SAR.

    PDRRMC Eastern Samar forwarded the latest weather advisory to its MDRRMO's and advised them to take all necessary preparations for TS "QUINTA"

    MDRRMCs Liloan, Hinunangan, Malitbog & Libagon, all of Southern Leyte Province disseminated advisories to their respective brgys. and ordered all Rescue/Response Teams to be standby for possible deployment

    MDRRMCs Can-avid and Maslog both of Eastern Samar disseminated weather advisories to the Brgys. and advised to take appropriate actions in preparation to the impending weather disturbances

    MDRRMC St. Bernard, Southern Leyte conducted pre-emptive evacuation in identified landslide-prone barangays namely Tabon-Tabon, Ayahag, Nueva Esperanza and Sugangon

  • The City Government of Tacloban alerted all its response teams and the BDRRMCs to monitor the situation in the area and conducted ocular monitoring in flood and landslide prone areas

    CDRMMC OPCEN readied the Astrodome and other designated evacuation centers for utilization.

    RDRRMC CARAGA Continues to maintain 24/7 monitoring and undertakes coordination with the

    local DRRMCs for situational updates. PDRRMC Dinagat advised pre-emptive evacuation in their AOR and activated

    24/7 monitoring of the track of TS Quinta. PDRRMC Surigao del Norte and CDRRMC Surigao City conducted a joint

    meeting at Surigao City Mayor's Office to discuss the necessary measures and actions to be taken in relation to TS Quinta.

    RDRRMC CAR Advised all LDRRMCs to be on ALERT status and monitor their AOR and

    address all necessary preparedness measures

    Maritime incident involving M/B Soriano III occurred. Based on report, the said banca capsized due to big waves. As a result of the incident, a certain Mario Austria, 55 y/o became missing.

    Five (5) other passengers namely: Gary Ross, Rachel Escoto, HaidieEscoto, Edsel Escoto and Chiya Escoto were brought to Talisay HealthCenter for treatment.

    The vicinity of west of Busuanga, Palawan 9-Nov-12A fishing boat named F/B Roxanne Ranger from Infanta, Quezon, encountered engine trouble and was temporarily anchored in Busuanga, Palawan.

    The seawaters of Merida near the shoreline of Barangay Macario, Merida, Leyte

    On or about 5:00 AM, 26 December 2012

    A local resident, Julio Noya Silvano, 36 y/o was reported missing. According to investigation, the victim drowned while fishing with the use of "SUDSUD". The victim was carried away by strong winds and big waves brought about by TD "QUINTA".

    Brgy. Del Pilar, Maydolong, Eastern Samar at around 6:20 PM, 26 December 2012

    An apitong tree fell. According to investigation, the tree was blown by the strong winds of TD "QUINTA" which fell on the house of a certain Busa family.

    The victims of the said incident were Rodrigo Busa, 56 y/o, Rosita Busa, 50 y/o and Kimjie Busa, 7 y/o. All of which were reported dead

    In Can-Avid, Eastern SamarFour (4) Gmelina Trees fell during the onslaught of TD "QUINTA" and a tree fell down along the national road.
