The silent agreement• “I see no-one objecting?”• Useful for large meetings with long agendas
or ...• “Does anyone object to this proposal?”• May produce a very different result!

The vocal agreement• “Could I hear from those in support of this
proposal?”
• “Does anyone have anything to say in support of this proposal?”
• Useful if an awkward proposal is being made• But don’t get caught!

The working party (ad hoc group)• a need to resolve differing views• form antagonists into ad hoc group• they have to find a solution• Use coffee breaks and other “social moments”

alternative approach:
• “The issue is considered approved unless opposition is registered within a specified period of time”

If Consensus cannot be achieved, the Chairman can decide to take a vote

Vote successful if 71% of votes cast are in favour• Abstentions and failure to vote are not included in determining
number for votes cast
Chairman must define issues clearly
Result published in meeting report
Secret ballot for TSG/WG Chairmen and Vice-Chairmen if more than one candidate

TSG/WG - voting by correspondence
• each voting member has one vote
• voting member may only cast the vote once
