The South African Statistical Association (SASA) and the Department of Statistics at the Nelson Mandela Metropolitan University
(NMMU) are proud to host the 54th annual SASA conference which will be held from 5 November to 9 November 2012 in Port Elizabeth.
We welcome all to NMMU in the beautiful city of Port Elizabeth in the Eastern Cape. The establishment of the Nelson Mandela Metropolitan University in January 2005 was the result of a merger between three Eastern Cape tertiary institutions, namely, the University of Port Elizabeth (established in 1964), the Port Elizabeth branch of Vista University (established in 1982) and the Port Elizabeth Technikon (established in 1979). NMMU is currently the largest higher education institution in the Eastern and Southern Cape with approximately 25 000 students enrolled across six different campuses. The SASA 2012 conference will be held on the NMMU Summerstrand South Campus. This campus is one of the five campuses in the Eastern Cape and is situated on a nature reserve. The nature reserve conserves fynbos unique to the area and is home to wildlife including springbok, zebra and red hartebeest.
Our aim is to bring statisticians and other quantitative researchers from around the country and abroad together in the “Friendly City”, to share their research and to discuss emerging ideas and challenges in their respective fields.
Since the NMMU South Campus where the conference will be held is situated on a nature reserve, our designed logo for the 54th SASA annual conference simply depicts the portion of the South African coastline where the host city of Port Elizabeth is situated.
In this issue of the newsletter we present the preliminary program. More updates will feature in the next newsletter and on the conference

Workshop 1: Performance Measurement for Enterprises: An Introduction for Statisticians
Date: Monday, November 5th 2012
Presenter: Professor Nicholas Irving Fisher, University of Sydney (Academic), Australia ValueMetrics Australia (Business)
Aim: In recent years we have seen senior executives of huge corporations paid large bonuses for obtaining a 95% satisfaction rating from their customers, achieving record quarterly sales, reducing payroll expenses by 10%,… and then suffering major loss of market share or collapsing completely. What could have been done to prevent the Enron, WorldCom or Wall Street disasters? There is no single answer, but an important root cause may well lie in the fact that these enterprises lacked comprehensive Performance Measurement Systems, that is, systems that provide Boards and leadership teams with concise quantitative information about the current and prospective performance of all aspects of the enterprise.
Performance Measurement is an area largely untouched by statisticians and, indeed, by statistics. Yet it presents fascinating challenges, both in coming to terms with the key issues and in the sorts of statistical problems that can arise. It also provides

...a statistician is a multi-skilled, diverse individual.
Difficulties in retaining academic staff have been reported with alarming regularity. For a while I have considered the issue
and have reached the conclusion that this is not a simple problem. Discussions with colleagues both in academia and industry have provided me with several possible reasons. Salary earnings are a contributor; academic salaries do not compete with those of statisticians employed in industry. Some academic institutions have identified statisticians as a scarce skill and have made an effort to improve salary packages; this practise is however not universally followed within the South African tertiary spectrum.
The earnings factor is compounded by limited promotional prospects available to academics. A person beginning a career in academia is generally appointed at lecturer level, thereafter subject to certain criteria, promotion to senior lecturer may follow. If one has made suitable progress on the research frontier, promotion to associate professor and thereafter professor is a possibility. This is a sum total of three promotions. In a non-academic setting, promotion can follow many routes, job titles are extremely diverse and within an organisation the framework allows for statisticians to fill managerial leadership roles.
These factors alone may not be the only reasons why Statistics Departments are struggling to
retain staff. I believe an omitted reason can be found when answering the question, “what makes a good statistician”? As part of my academic responsibilities I have had ample opportunity to think about an appropriate response. After much deliberation I’ve formed the opinion that a statistician is a multi-skilled, diverse individual. Statisticians need discipline expertise; strong mathematical ability is a requirement as is the ability to write one’s own programmes. However it does not end there, statisticians also need knowledge of the area in which they will use their statistical skills. Hence my reasoning, a good statistician is multi-skilled. It is the answer to this question that provides an additional reason as to why Departments are struggling to retain academics; they are multi-skilled individuals whose ability is valued in a knowledge driven society. They have the ability to use their skills in diverse fields and the demand for their skill set is ever increasing. This could be the source of the problem, with limited opportunity and excessive teaching demands statisticians who are multi-skilled have excellent alternatives to use their skill set in a more rewarding and challenging arena.
Industry and business need statisticians and young adults want employment, so graduates leave university without pursuing higher post-graduate qualifications. This limits the pool of future academics and directly impacts on the
number of potential academics. The challenges academic departments face were emphasised at the farewell function of a colleague. The former colleague, with more than a decade of service, who thoroughly enjoyed lecturing, was a recipient of the University’s teaching award, yet was forced to leave to improve his financial situation. At his farewell function he quipped, “I’ll be back, quite
possibly to poach some staff”, I hope this is not the case. The shortage of good statisticians and in particular qualified academics is of concern and we as members of the community need to be aware of these challenges and look to find solutions. I urge all Departmental Heads to take up the challenge, in particular within your institution and lobby at university management level for this to be considered an issue of national priority.
This column closes by reminding the members of the SASA conference to be hosted by NMMU, please make every effort to attend. Encourage your post-graduates and industry partners; let’s make this year’s conference an event as successful as the conferences of the last few years.

The first ICCSSA conference was held at the Lagoon Beach Hotel in Milnerton, Cape Town from 28 - 30 March 2012. It was
attended by 50 delegates from a variety of fields of specialisation.
The opening keynote address was presented by Dr Sven Godorr, Executive director of Sasol Technology. Dr Godorr explained that Sasol has become the research and development leader in South Africa for clean technologies to sustainably convert coal, gas and renewable energy resources into energy and chemical products. Sasol’s operations include coal and gas processing, synthetic fuels and chemicals production, refinery technologies, chemical technologies, environmental sciences and engineering and alternative energy. Where some 40 000 measurements of operating processes are generated per minute on the various production lines, statisticians and engineers need thorough and efficient models to correlate causes and effects of the engineering processes appropriately. Experiments must be designed as effectively as possible to maintain good procedures, reduce costing and improve desired output results. To ensure that data yielded meaningful observations, statisticians need clear communication about such processes and the resulting data. Dr Godorr said, “We need to understand each other’s worlds”.
The programme was divided into 8 specialist sections.
In the energy session, the invited speaker Dr Roger Harris, from Sasol, presented on “GTL the Sasol slurry phase distillate way”. This was proceeded by five Energy related talks. The forecasting session after lunch began with presentations by two invited speakers, namely Dr Senzo Miyeni, from Eskom who spoke on “Forecastability, stability and the cost of forecast error” and visiting economics scholar from the Ukraine to NMMU, Dr Oksana Ryabchenko, who spoke on “Energy derivatives in predicting and managing price risks in the liberalised electricity market of Ukraine”. The session was then concluded by three presentations on forecasting. The first day ended with the medical statistics session, with two presentations on this topic.
The second day commenced with the official statistics session. There were four speakers from Statistics SA in this session. The research session was lead by Prof Christien Thiart from UCT, as invited speaker. Prof Thiart presented a jointly authored paper (with Linda Haines and Mzabalazo Ngwenya) on “Kriging variance estimators”. This was followed by five presentations in the research session. After lunch there were two sessions on
finance and Statistics and Media. Together, there were seven presentations for these two sessions.
Barry MacColl, General Manager of Research, Training and Development at Eskom, presented the keynote address at the gala dinner. He emphasised that energy needs and potential future energy generation possibilities present a broad and diverse field for research, development and diversification both for Eskom and for all scientists involved in the various processes.
The Electrical Energy workshop on the final day of the convention was conducted by Dr Vince Micali from Eskom. Dr Micali demonstrated several statistical models for energy planning at Eskom.
First ICCSSA convention held in Milnerton Cape Town, 28 - 30 March 2012
Compliments goes to Dineo Rathagana and Valentina Litvine for organising such an impressive and successful first ICCSSA convention and to the sponsors, namely, the South African Council for Natural Scientific Professions (SACNASP), Statistics South Africa, Enerweb, Proofed, Nelson Mandela Metropolitan University, Montsamasia Bosigo Consulting, SAS, Eskom and Sasol.

News from the Education CommitteeFeedback from Bursary RecipientsEvery year bursaries are awarded to deserving candidates. This year Amanda Ngesi and Tendai Robson Munyai received the awards. The edited comments from the bursary holder are:
Amanda Ngesi
I am currently doing my BSc in “Mathematics and Statistical Sciences” (at the University of the Western Cape). What I like about this course is that before one registers, they have to ask themselves if they really want to do it because it is very challenging and difficult, but fun at the same time. It keeps me busy at all times and is very broad, which is what I really like about statistics. I want to pursue my studies further by completing my honours degree in statistics. In future I want to work for Statistics South Africa (Stats SA).
Tendai Robson Munyai
It became clear to me that studying Statistics really is my passion and that this is what I want to do for the rest of my life. There is much more I need to learn to realize my dream and become one of the best Statisticians in South Africa. It has not been easy getting this far and every time I was faced with a challenge I reminded myself that hard work always pays off, and that perseverance and patience will get me through. This has made me realize just how important it is for one to have goals and dreams; it is after all free of charge.
This is a reminder of the 2012 SASA Post Graduate Paper Competition, where this competition is open to all students enrolled for Masters or PhD’s in Statistics at South African tertiary institutions. Both full and part-time students are eligible.
A maximum of five papers may be submitted by a tertiary institution (merged institutions may only submit five papers in total). A title and 1 page abstract along with the entry form should be submitted by 18th June 2012 by the HOD (or HOD nominated representative) of the university, with the full paper submitted by 18th July 2012. The full paper should be submitted electronically using PDF format. Please submit two PDF format copies of the full paper, one copy should NOT show the student’s name and affiliation.
For more detailed information, please visit the SASA website at http://www.sastat.org.za.
I am looking forward to receiving your University’s Post Graduate Paper!

Ever since I can remember I wanted to be a business woman, helping major companies to answer tough questions, delivering
powerful presentations every other day, and of course, wearing a ‘power suit’. I am happy to report that, after just turning 25, my dream job has become a reality.
The biggest contributor to me living my dream was studying Business Mathematics and Informatics (BMI) at the North-West University (NWU). I started out at varsity wanting to combine my two favourite school subjects, Mathematics and Computer Science, and was intrigued when I heard about the BMI programme which gave me this option. During my degree I enjoyed statistics the most as it combined the challenges of maths with all the fun of programming in SAS. I completed my Honours in BMI by specialising in Data Mining
and I also took additional subjects to further my statistical knowledge.
For my love of statistics and to get the competitive edge in my future career, I decided that a Masters degree was the next step. By means of participating companies, our Masters class had the opportunity to face real life challenges in the financial industry as part of our mini-dissertation, allowing us to turn theory into practice. Much to my surprise, I was selected as FNB’s first choice on a project to understand, measure and optimize their attrition rates on new cheque accounts. This project was immensely interesting and I had the opportunity to utilize almost all of my statistical knowledge using various software packages such as SAS and E-miner. My project sponsor was so impressed with my statistical knowledge and level of programming skill that half-way through my project I was offered a permanent position at FNB. I accepted the offer, obtained my Masters Degree Cum Laude and received an award from FNB for the project.
I currently work for a department within FNB that provides analytical insight into the behaviour of customers in the Personal Banking division named Core Banking Solutions (CBS). My current position allows me to work closely with all the FNB product owners (owners of products such as cheque and youth accounts) as well as the finance team. My
daily routine consists of extracting vast amounts of data and using the data in conjunction with the latest statistical software to build statistical models. To date some of my team’s successful models have provided valuable insight into customer acquisition, retention and profitability. These different models have led to strategies involving profitable account migration based on customer behaviour and trends. These models greatly assist FNB in understanding and improving their customer base with regards to retention and profitability.
Due to encouragement from FNB’s innovative thinking programme, I have the freedom to bring my ideas to the product owners’ tables. On a regular basis I present my various projects, and was fortunate enough to be invited to join the Executive Committee in several strategy sessions with the CEO of the CBS division.
To further enhance my skills, I regularly attend extra SAS courses and keep up to date with the latest modelling trends, usually by making use of magazines, newsletters and social websites such as LinkedIn. My aim for the future is to complete a PhD in statistics focussing on Customer Relationship Management, but for now I’m enjoying the everyday life of a quantitative analyst whilst wearing my ‘power suit’.

Effekgrootte-indekse dien dan as ’n belangrike hulpmiddel.
Die handleiding se tweede uitgawe is nou beskikbaar by http://www.nwu.ac.za/af/p-statcs/index_a.html.
In my work as a statistical consultant over the last twenty to thirty years, I have found that there is a dire need to be able to make assertions concerning practical significance under academic researchers. This
requirement exists for two reasons.
Firstly, large samples typically show statistically significant differences or relationships when these results are not necessarily important. The reason for this lies primarily in the fact that the rejection of null hypotheses gives one cause to accept alternative hypotheses which are based solely on a difference or relationship and do not convey any information concerning the size of the difference or relationship. Effect size indices based on the sample, however, can be used to determine the size of the difference or relationship so that one can make claims regarding their practical significance.
Secondly, one occasionally finds that one works with complete populations. Drawing samples from the population is no longer an issue and so statistical significance is not applicable in these cases, but practical significance is. Effect size indices then serve as important tools in these situations.
To my knowledge, the statistical literature has not encapsulated this topic in a single compilation and so it was felt that there was a need to create a manual, to guide the researcher on this subject matter. The manual’s second edition is now available on the web at http://www.nwu.ac.za/p-statcs/index.html. It is my hope that this manual can help fill this void in the literature. My approach requires that the reader has some basic knowledge of Statistics and, preferably, is able to help themselves when performing simple statistical analyses using computer packages like EXCEL, STATISTICA, SAS,SPSS, etc. This manual not only provides the principles of effect sizes, but also attempts to illustrate, using examples and real data, how each one can be calculated and interpreted.
Together with the manual, the programs which can be used to calculate certain of the effect sizes are conveniently made available to the reader through the internet. Some of the programs, which I personally wrote in SAS, are also available for use. The manual clearly references all of the available computer programs.

The Institute of Applied Statistics is proud to announce the winners of our 2012 Master’s scholarships. They are: Irvin Mabokgole, Geraldine Bailey, Kathryn Dreyer, Renier van Rooyen and Brendon Lapham.
The Institute of Applied Statistics is a registered non-profit organization (NPO) in South Africa. The Institute’s mandate is to promote awareness, appreciation and use of statistical mathematics in an applied context in South Africa. The Institute’s primary objectives are the supply and retention of critical skills in statistical sciences at tertiary level, especially amongst students and staff from beyond the usually privileged South African backgrounds.
About the instituteWithout sufficient statistical expertise, as a nation we fly blind in studies of social-welfare, education, crime, finance and the environment. As recently acknowledged by the National Research Foundation (NRF), statistics in South Africa is in dire crisis for two reasons. Firstly, most of the expertise in Statistical Sciences in South Africa resides in an ageing cohort of academics close to retirement. Secondly, it remains incredibly difficult to retain statistical
skills at universities for periods long enough to develop and transmit high level study and expertise. Many graduating students in the statistical sciences leave to enter a range of industries in South Africa, and many more leave for offshore opportunities. Statistics is one of the skills actively being targeted by the developed world.
The motivation of forming the Institute of Applied Statistics is to attract and retain young talented students across a range of disciplines (but all with strong evidence of competence in statistics or highly numerate sciences) across all South African universities. The Institute of Applied Statistics offers the targeted students the opportunity and privilege to further their studies and university careers on a non-contractual basis. Furthermore, the Institute of Applied Statistics has the mandate to invest funds in projects and research agendas that are explicitly intended to generate social upliftment to South Africa.
We welcome your interest and support of our initiative. Please feel free to contact us should you require further information.

Bursary opportunities are available at all levels: honours, masters, doctorate and post-doctorate, under the SARChI Professorship at the Department of Statistics, University of Pretoria
The Department has more than 5 000 undergraduate students and more than 150 postgraduate students, 26 full-time and 7 part-time academic personnel and 8 non-academic staff members. There are also more than 40 students
working on a part-time basis in the Department as Assistant Lecturers, Tutors and Student Assistants – all-in-all the Department is driven by about 80 people! It produces many graduates, majoring in either Statistics (for the BCom degree) or Mathematical Statistics (for the BSc degree) and thousands of students who took Statistics or some other tailor-made service courses for degrees in many disciplines at the University. A steady flow in postgraduate students complements the teaching and research outputs of the Department.
On the research front, the Department contributes in various fields. Work has been published in general linear modelling and categorical data analysis, time series analysis, statistics in education, statistics in sport, official statistics, distribution-free methods, statistical process control, distribution theory, and image processing.
The Department of Statistics has undertaken teaching and research in distribution-free me -thods from which many PhD’s resulted and are still continuing. Recently these activities were incorporated into those of the Statistical Process/Quality Control (SPC/SQC) research group in the Department.
In the SPC research group new mathematical statistical methods and modern computational tools are used to conceptualize, formulate and develop new sta-tistical methods for quality control and related problems. The group is led by Prof Subhabrata Chakraborti of the University of Alabama, U.S.A. who is a Fellow of the American Statistical Association with over one hundred career publications. In part due to the recognition of the work done by the SPC group, Prof Chakraborti has been recently awarded the highly prestigious South African Research Chairs Initiative (SARChI) professorship by the DST and the NRF in Nonparametric Robust Statistical Inference and Statistical Process Control. Under this one-of-a kind posi-tion, mentoring and bursary opportunities are available to qualified candidates at all levels including the post-doctoral.
Further research is conducted by the StatDisT (Statistical Distribution Theory) research group. Theirfocus is primarily on the study, development and expansion of distributions, and the addressing of parametric statistical inferential aspects, which are within the classical as well as the Bayesian framework.
Distribution modelling in the quantile universe is also being looked into. The focus is on the modelling of generalized families of statistical distributions defined through their quantile functions, of which Tukey’s lambda family of distributions is the best-known and most celebrated. Recent international conference participation includes the presentation of papers at ASEARC 2009 in Newcastle, Australia and at DELTA 2009, organizing a Special Topic Contributed Paper Meeting (STCPM54: Fitting Families of Generalized Statistical Distributions) at the 57th Session of the International Statistical Institute (ISI 2009) in Durban and organizing a Topic Contributed Session (Activity 457: Estimation and Testing in Generalized Families of Distributions) at the 2010 Joint Statistical Meetings (JSM 2010) in Vancouver, Canada.
A new research field in the department is image processing which involves a combination of sta-tistics, mathematics and computer science on the analysis of images. Specific target pro-blems are noise remo-val, feature detection, and image enhancement of images and videos. During 2011 a research group on education in Statistics was established in the department. Dr Lizelle Fletcher and Mrs Fransonet Reyneke attended the Volcanic Delta 2011 conference on Teaching and Learning Undergraduate Mathematics and Statistics in Rotorua, New Zealand towards the end of the year.
Optimal designs for linear mixed models is another research field where some optimal designs results have been developed algebraically for the simple linear and quadratic regression models with a random intercept term where values of the explanatory variable are taken from a set of equally spaced time points. Several design problems for the linear mixed model are open for investigation.
The name of the research group on Statistics in Sport is STONK. As suggested by the name, the emphasis of the group is on research in cricket (“stonk” is the Afrikaans term used when a batsman is stumped in the game of cricket). The main members of the group are Mr Paul J. van Staden and Mrs Inger Fabris-Rotelli. They have collaborated with a number of postgraduate students on various interesting topics, such as batting performance measures and cricket interruptus (Latin for Duckworth-Lewis…).
The Department of Statistics is also well-known for its consultation service, both internally to researchers at the University of Pretoria and externally on commercial basis to clients from outside the University. We are indeed very proud of the contributions of our staff through the Bureau for Statistical and Survey Methodology (STATOMET) and also through the campus companies Business Enterprises (BE) at UP and Continuing Education (CE) at UP.
The Department of Statistics offers undergraduate and postgraduate programmes in two faculties: the Faculty of Economic and Management Sciences and the Faculty of Agricultural and Natural Science. A student who registers in the Faculty of Economic and Management Sciences graduates with a commerce degree (e.g. BCom, MCom) while one who registers in the Faculty of Agricultural and Natural Sciences graduates with a Science degree (e.g. BSc, MSc). A new BCom degree in Official Statistics in also in the pipeline.
Visit our department’s website on www.up.ac.za for more details and contact information.

SOUTH AFRICAN STATISTICAL ASSOCIATION
QUALIFIED REPORT OF THE INDEPENDENT AUDITORS
We have audited the accompanying annual financial statements of the South African Statistical Association, which com-prise the committee's report, the balance sheet as at 31 December 2011, the income statement, the statement of changes
in equity and cash flow statement for the year then ended, a summary of significant policies and other explanatory notes,
as set out on pages 3 to 10.
The association's committee is responsible for the preparation and fair presentation of these annual financial statements in
accordance with South African Statements of Generally Accepted Accounting Practice, This responsibility includes:designing, implementing and maintaining internal controls relevant to the preparation and fair presentation of annual
financial staternents that are free from material misstatement, whether due to fraud or error, selecting and applyingappropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.
Our responsibility is to express an opinion on these annual financial statements based on our audit. We concluded our
audit in accordance with International Standards on AUditing. Those standards require that we comply with ethical require-ments and plan and perform the audit to obtain reasonable assurance whether the annual financial statements are freefrom material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the annual financial
statements. The procedures selected depend on the auditors' jUdgement, including the assessment of the risks of materialmisstatement of the annual financial statements, whether due to fraud or error. In making those assessments, the auditor
considers internal control relevant to the entity's preparation and fair presentation of the annual financial statements in
order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opi-nion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of
accounting policies used and the reasonableness of accounting estimates made by the directors, as well as the overallpresentation of the annual financial statements.
In common with similar organisations, it is not customary for the Association to institute accounting controls over cash
collections from voluntary contributions and fundraising activities, prior to the initial entry of the collections in the accountingrecords. Accordingly it was impractical for us to extend our examination beyond the receipts actually recorded.
In our opinion, except for the effect of any adjustments which might have been necessary had it been possible for us toextend our examination to cash receipts, these annual financial statements reflect the position of the company as of
31 December 2011, and of its financial performance and its cash flow for the year then ended in accordance with
South African Statements of Generally Accepted Accounting Practice.
Without qualifying our opinion, we draw your attention to the fact that with the written consent of the committee,we have performed certain accounting duties .
