MEETING MINUTES Chair Romero called the Santa Barbara County Park Commission meeting to order at 9:30am. The Park Commission Meeting was held virtually via Zoom due to the Social Distancing State Order. If interested in participating in future meetings, contact 805-568-2467 for Zoom invitation. 6) PARK COMMISSIONER’S NON-AGENDA ITEMS: Chair Romero welcomed Suzy Cawthon, District 1 Commissioner, to the Park Commission. Commissioner Cawthon was appointed on March 2, 2021. Vice Chair Begley shared her experience of camping for the first time at Cachuma Lake. She is looking forward to camp again in the near future. Commissioner Mosby resigned from the Park Commission effective April 22, 2021.

STANDARD AGENDA: 7) LIVE OAK TRAIL UPDATE: Jeff Lindgren made a presentation about the Live Oak Trail. The Trail was

opened to hikers on April 15, 2021. No bikers or dogs are allowed on the Live Oak Trail. If and when bikers are allowed on the trail, Parks staff will work with Stakeholders and interested parties to address any concerns. An email address was established to receive user feedback, about 80+ emails have been received from equestrians. The Park Commission heard the equestrians’ comments on allowing dogs and bikers on the Live Oak Trail. Chair Romero requested Parks staff report on efforts to educate all trail users, apply changes to count usage on trails, and enforce horse and dog etiquette.

8) INTRODUCTION TO PARK FEE REDUCTION: State law allows for Quimby fees to be levied for subdivision of land and Development Impact Mitigation Fees for land development projects such as building a residential subdivision. Park Commission has adopted the Park Fee Reduction Program in accordance with State laws which gives the Park Commission discretion to allow for fee reductions based on program guidelines.

9) OPERATIONS AND FISCAL STATUS REPORTS: North County Report: Dan Pedersen is retiring on May 14, 2021. Dan has been with County Parks for more than 40 years. The Parks Commission is grateful for his years of service to County Parks. Jalama Beach opened on April 21, 2021 for small group reservations. The walk-in sites currently were allocated to visitors by using the reservation system in order to avoid large gatherings. The sites will be available to walk-ins starting June.

Mid County Report: Cachuma Lake has been booked every weekend in February and March. The camping and

concessions revenue have already exceeded planned. South County Report: Park staff successfully assisted in relocating a flock of Cormorant birds from Lookout Park

in Summerland. Small groups are able to gather in outdoors area. Fiscal and Concession Report: The Beachside Restaurant closure affected revenues. Parks staff are planning to

receive submissions for RFPs.

Aquatics and Trails Report: Recruitment process for 16 additional lifeguards. The Jr. Lifeguard program will consist of different sessions, in which individuals will participate in cohorts. Staff is currently in preparation to reopen swimming pools. Baron Trail is now open.

RECOMMENDATION: That the Parks Commission consider a request for credit on the required Development Mitigation Fees (AB1600) fees for Key Site 17 – Orcutt Commons Senior Housing Development; and that the Parks Commission provide its recommendation to the Planning Commission on the percent credit that may be applied. BACKGROUND: The above request was received by County Parks form Greg Fick of Tait & Associates, Inc., agent for the applicant, for consideration of a credit on the applicable Parks Development Mitigation Fees (AB1600) fees. These in-lieu fees are required per County Ordinance on all residential projects. The ordinance also provides the potential of a credit of up to 50% on the fees for the provision of private recreation facilities to serve the residents of a development. The Park Commission’s adopted Fee Credit Program provides the policy direction necessary to consider such requests. SUMMARY: The Orcutt Commons Senior Housing Development project is located on the vacant (eastern) portion of Key Site 17 and consists of a 115 bed memory care/assisted living unit, 49 independent living units, 18 units of senior duplexes, and 20 units of workforce housing. The project also includes a 7,252 sq ft daycare facility primarily intended for workforce housing tenants and a 7,745 sq ft private community type building and other on-site amenities for use by the residents of the village. The overall site is 9.6 acres on land zone DR-20 with a maximum of 20 units per acre. Access for the project is proposed from Soares Ave and Rice Ranch Blvd. The western half of the key site was developed approximately ten years ago and consisted of single family dwellings, a dog park in the southwestern portion maintained by a HOA, and a 0.5 acre park on Soares Avenue at the eastern end of the development that is owned and maintained by the County Parks Division. The project includes development of a 0.75 acre park that will include play equipment, bocce ball court and a pickle ball court. The park will also include a group picnicking area that will include eight picnic tables intended for a capacity of 66 individuals, a shade canopy, BBQ, food prep area and a drinking fountain and water bib. Three nearby picnic benches are also proposed between the playground and group picnic area. The play equipment is proposed for a wide of age

ranges and to be all-inclusive to be accessible for all children with varying capabilities. The park will be maintained by the development in perpetuity and available for public use. The proposed park will be located directly adjacent to the County park sharing a common boundary to allow for children to freely traverse between them -- essentially the two parks together will act as one combined 1.25 acre park. An existing wooden fence along the boundary is proposed for removal. A public access easement is also proposed for the park per DevStd KS17-3 of the Orcutt Community Plan which requires that Key Site 17 overall include a 1-2 acre public park along Soares Ave. Adjoining the parks as planned would satisfy that development standard. Staff reviewed the request for credit with the guidance provided by the Parks Commission adopted Fee Credit Program and recommends that the Commission consider a credit of 30% on the applicable in-lieu fees. The Fee Credit Program looks at the types of facilities that a development is proposing and assigns values to those facilities giving greater value to those types of facilities most in demand for parks and recreation users. Staff review of the proposed park for the project residents and public is as described below. Eligible recreation facilities: Group Picnicking Demand level 1 Tot Lots (children’s play area) Demand level 1 Outdoor Sports (soft court or informal field sports) – proposed pickle ball Demand level 2 Informal recreation – proposed bocce ball Demand level 3 Given the provision of two (2) Demand Level 1 facilities and one (1) Demand Level 2 facilities, per the Fee Credit Program, staff recommends a credit on the fees of 30% FISCAL IMPACT: Parks Development Mitigation Fees (AB1600) in Orcutt for apartment units = $3,265/unit Apartment fee component for the independent living and workforce housing component of the project = $284,055 ($3,265 x 87) Parks Development Mitigation Fees (AB1600) in Orcutt for retail commercial industrial development = $1,396/1,000 square feet Non-retail commercial industrial development fee for the daycare component of the project = $10,123.79 (7,252 sq ft) Parks Development Mitigation Fees (AB1600) in Orcutt for non-retail commercial industrial development = $1,966/1,000 square feet Non-retail commercial industrial development fee for the memory care/assisted living component of the project = $188,380.15 (95,819 sq ft) Full fee for the project = $482,558.94 30% credit on fees = $144,767.68 Total fees for the project to be collected if credit is approved = $337,791.26

SUBJECT: Quimby and Park Development Mitigation Fee Credit Program

Pursuant to Section 21-109 of the Quimby Ordinance (ordinance no. 4317) and Section 21-

120.4(f) of the Park Development Mitigation Fee Ordinance (ordinance no. 4348); the attached

Fee Credit Program has been adopted by the Santa Barbara County Park Commission (Park

Commission) on December 2, 1999.

The program provides the ability for a developer to receive partial credit, up to 50% on the

assessed park fees, for the provision of on-site recreational facilities to serve the needs of the

development and thereby help meet the County’s Recreation Demand. The procedure to apply

for fee credit consideration and processing is as follows:

1) Requests for fee credit must be submitted and received by the Director of Parks prior to

project approvals to be considered for credit per the adopted Ordinances. Any request for credit

not so made shall be deemed waived. Please refer to the attached submittal requirements. Park

staff will review the credit request and a recommendation will be forwarded to the Park

Commission for their consideration at their next regularly scheduled meeting. The Park

Commission generally meets the fourth Thursday of every month. Please refer to the attached

submittal requirements for timing of submittals.

2) The Park Commission’s action and recommendation on the fee credit request will be

included in County Parks’ conditions of development letter for the project to be acted upon by

the decision maker on the project (Zoning Administrator, Planning Commission or Board of

Supervisors).

3) Subsequent to project approval and prior to the recordation of the map or land use

clearance for the development, the developer (as declarant for the Homeowner’s Association or

management entity) shall enter into an agreement, satisfactory to County Counsel. Said

agreement shall guarantee the construction and continuing maintenance of the recreation

facilities that are contained within the private development. The developer shall provide County

Parks with a cost estimate for the installation of the recreational facilities and provide a bond,

based on the amount agreed upon by County Parks, for the installation of the recreational

facilities. County Parks will collect the required park fees for the project reflecting the credited

amount and shall release the security bond once the facilities have been installed by the

developer and approved by County Parks.

Playground Park Project Description

TAIT CP LLC, applicant, is proposing a senior housing development project located north of Rice Ranch Road west of Dyer Street (APNs: 105-134-004 & 005 and 105-330-005 & 006). The project site is located within a vacant portion of Key Site 17 in the Orcutt Community Plan with a zoning designation of DR-20. The proposed project will include several different types of residential living units for seniors as well workforce housing, a care center to be utilized by the residents and a daycare facility open to the community. The daycare facility will include a private outdoor play area for its students. The project also includes an approximately 32,670 sf public park that includes a 3,700 sf playground. The playground will include a variety of play equipment and will have capacity for 30-40 users ages 2-12. The goal of the park is to be the public connection between the senior housing community, the larger Orcutt community and the children of the Orcutt Union School District. The park has been positioned and designed as an extension to the existing adjacent public park at the corner of 1st Street and Soares Avenue. Turf areas will be connected to the existing park allowing children to easily move between play areas. The play equipment has been selected to provide play opportunities not found within the existing park and will serve a wider range of ages. The proposed all-inclusive play equipment was also chosen specifically to be accessible for all children with varying capabilities. The rubberized surfacing will allow full accessibility to all of the play equipment. Each play element itself has been designed to be accessible and fun for all children by taking away both the physical and social barriers to exclusion. The design and color palette of the play equipment and surfacing will complement the western theme of the senior housing development and building architecture. The total combination of these play elements will create an entirely unique play experience surpassing other parks in this area. In addition to the playground, the park will provide opportunities for family gatherings and active recreation opportunities for adults. Families can gather on the open lawn area or within the picnic areas that include tables, BBQ counter and shade canopy. The picnic areas are designed to serve as many as sixty-five users. The proposed full size bocce court and regulation pickleball court will offer active recreational opportunities to both the residents of the senior housing community as well as the residents of the surrounding communities. A public restroom building with two separate restrooms will be available for all park users during normal operating hours.

North County Day Use Parks • Park Maintenance Workers Patrick Kirn and Sonny Calvillo joined the team in May. • Santa Ynez Park concrete adjacent to Area B, kitchen, and restroom at has been replaced due

to safety concerns. Area B remains closed while further renovation of the BBQ area continues.

• Renovations to the Stone Brook Open Space entrance have been completed. • Upper Restroom at Nojoqui Falls Park is closed due to septic issues. Chem toilets have been

placed while we await a full report on the status of the leach field and recommended service.

D-3 Rancho Guadalupe Dunes Preserve • Snowy Plover nesting restrictions continue without incident. Jalama Beach Park • Park continues to operate at capacity with minimal staffing with day use filling up on

weekends. • Maintenance crew is nearing completion of the new dishwashing station which should be on

line by the month’s end. • Starfish Cove group site returned to service 6/19/21 after receiving necessary repairs and

clean up.

D-4 Orcutt Community Park • Upper sports field is now open after renovation. The lower sports field is now closed for

aeration, fertilization, and rest to allow turf to fill in without foot traffic.

Waller Park • Fountain pump for the front ponds has failed. Repair/replacement is scheduled for the first

week in July. • The playgrounds at the Northwest and Northeast of the park received a 1.5” re-top to the

poured in place fall surface. Both areas were degraded past the point of a maintenance coat. Surfaces will be closely monitored and maintained to ensure full life of the product.

SUBJECT: Cachuma Lake Recreation Area Report

Cachuma Lake Recreation Area:

• The Bureau of Reclamation is requesting that we create a Boating Management Plan to encompass all boating activities. A management plan must be created before any other boating amenity is implemented.

• Trout Plant – the final trout plant of the fiscal year was April 15th with 4,000 pounds of

fish.

• Camouflage House Coloring Page – Cachuma Lake has been working with the Santa Barbara Office of Arts and Culture with installation of the Camouflage House sculpture in the marina area. It is the same public art display that was previously at Arroyo Burro Beach and Elings Park in Santa Barbara. A couple of camouflage coloring pages were created so that our guests have the opportunity to color their own camouflage house as an activity for our naturalist program. Below is one of the coloring pages.

• Live Oak Trail Usage – The County opened Live Oak Trails to include hiking on April 15, 2021. Here are the totals for users that registered in April and May: April – Equestrian = 53 Hiker = 100 (this month would represent ½ month) May - Equestrian = 69 Hiker = 206 *These numbers were tracked through the envelopes that were deposited in the Iron Ranger.

• Scout Project – A Boy Scout finished up his Eagle Scout Project of creating a Nature Cruise Waiting Area and sign for the Naturalist Department. The waiting area now has shade, beautiful benches, and a nice sign to better accommodate our guests.

• Mohawk Loop Trail Bridge Repair – the Mohawk Loop Trail Bridge was unstable, had

missing boards, and needed to be repaired. The maintenance staff repaired issues as needed.

• Live Oak Stage Power Line Damage – a fairly large tree limb fell on the power line and

supporting cable at Live Oak, right next to the stage. Another power pole was installed and the line and cable were replaced. The tree and limb were pruned as well.

• Community Service Project – the Black Rock Rangers (who are volunteer participants

for Burning Man events) were camping at Cachuma over Memorial Day weekend, and they wanted to volunteer for a service project. The project that they were assigned to was to walk the Lake’s shoreline and pick up trash. There were 25-30 volunteers who had a blast helping us clean up the park.

• Entry Gate Damage – an upset camper decided to drive up to the entry gate and throw

his flashlight through two of our windows at the front gate. It is believed that the guest was upset that it was too windy at his campsite, and he wanted a refund. The incident is still under investigation and the windows are in the process of being replaced.

• Tree Maintenance – staff continues working on maintaining the trees in the park. So

far, this fiscal year, Parks has spent over $133,000 in tree care for Cachuma and Live Oak alone.

• Volunteer Trail Stewards Program – a volunteer patrol program is currently being

developed to allow the public to assist Park Rangers in sharing public information about the trails by being a visual presence. Enforcement will not be a function of trail stewards for our volunteers. The training materials are almost complete, and we anticipate starting up a training course in the fall.

D-1 Lookout Park

• Well Re-abandonment of the Olssen 805 wellhead in Summerland is scheduled for July 22 to July 25. State contractor capped the well last winter but more work needs to be performed to fully cap the well appropriately. The work will be performed during very low tides. The Contractor will be using the Lookout parking lot for equipment and material storage during the effort. Parking will be closed or limited during work with pedestrian and ADA access made available by the contractor.

Toro Canyon • Toro Canyon Park group area renovation is nearly complete. New large bbq, serving table

and paver area complete the project. Toro Canyon Park Road resurfaced in early June; see Capital report.

Courthouse Sunken Gardens

• Special events are coming back on-line now that the State has reopened following the pandemic and parks expects scaled down events to begin to return to the Courthouse. Fiesta is planning a smaller celebration and there are discussions about a short movies in the sunken garden season.

D-2 Goleta Beach

• The Goleta Beach Restaurant Concession Request for Proposals is open with proposals due to on June 30, 2021. The Beachside Bar and Grill closed their business on January 31 after 36 years in operation at Goleta Beach. .

University Circle and Rhoads Park

• Playground poured in place fall surface completed at both University Circle Neighborhood Park and Rhoads Neighborhood Park.

• Kellogg Tennis Courts replacement construction to begin June 21 with completion expected September 30, 2021; please see Capital Report. New facility to include tennis and pickleball courts.

SUBJECT: Aquatics Program and Trails Report

BEACHES

TRAINING EVENT: • Ten Rookie Lifeguards will be training for two weeks starting on June 14. Rookie

Lifeguards will receive their Pool and Open Water Lifeguarding Certifications, AdvancedFirst Aid and CPR Certificates. Current Lead Lifeguards will provide all trainings.

SUMMER LIFEGUARD SCHEDULE: • Jalama, Goleta and Arroyo Burro County Beaches:

o Seven days per week starting June 5 until August 16. 10am to 6pm.o Weekends only through October. Season end date TBD.

ITEMS OF NOTE: • Sharks have been extremely frequent at Santa Claus Ln and Padaro Ln beaches.• On May 21, a large boat drifted aground at Padaro Ln. Sheriff immediately hired a

contractor to drain fuel and fluids from the boat and remove other hazardous materialswhile a plan was formed. Heal the Ocean then led the charge to remove the boat severaldays later with relatively low impact.

• On May 27, a dead juvenile humpback whale washed up in the surf area known as‘Cracks’ at Jalama Beach. Concerned surfers were mostly avoiding the surf but visitingthis whale up the beach. The high tides pushed it down past ‘Tarantulas’, a ways awayfrom most surfers and beachgoers.

• Many ocean swim races and events are tentatively moving forward in planning.

POOLS

SUMMER LIFEGUARD SCHEDULE: • Cachuma pools will remain closed for the summer of 2021 unless most Covid-19

restrictions are lifted. Staff is prepared to open.• Centeno Aquatics Complex schedule:

o Wednesday, Thursday, Friday only– Lessons and lap swimming by reservation.o Recreational Open Swim is on hold pending guidance from the CDC.

POOL MAINTENENCE:

• Cachuma pools replaster and coping for one pool is postponed until September. • Centeno Aquatic Center ‘kiddie pool’ heater repair expected in June.

PROGRAMS JUNIOR LIFEGUARDS

• We are back! Two junior lifeguard tryouts have been completed and Hendry’s Junior Lifeguards are filled.

• New for 2021! - Goleta Beach Junior Lifeguards o By offering Junior Lifeguards at Goleta Beach, we can limit impacting the busy

Arroyo Burro Beach and serve more children. o Additional tryout at 10am on June 22 at Goleta Beach.

CENTENO SWIM LESSONS:

• Lifeguards are preparing to offer Aqua Aerobics and Private Swim Lessons for the Cuyama Valley community for one month.

TRAILS ARROYO QUEMADO TRAIL AT BARON RANCH:

• Ranger patrols have mostly worked to discourage dog-walkers from visiting the ranch. Rangers have also contacted people in the creek, and just answered general questions.

• Santa Barbara Trails Council generously staffed volunteers at the newly constructed equestrian turnaround.

• On May 25, a site visit with County Fire to include Baron Ranch in the Gaviota Coast Fire Prevention Plan. There could be opportunities here for restoration, fire staging areas, water well improvements and partnering trail maintenance work.

LIVE OAK TRAILS:

• Starting April 15, the trails at Live Oak were made accessible to hikers (in addition to current equestrian use). Biking is not permitted and dogs are not allowed. After 18 months, County Parks will report back on lessons learned, plan modifications and the next steps for managing the trails.

• Visitation to Live Oak has appeared to increase slightly and incidents have remained extremely low to date. A trail counter is on order to more accurately track visitorship during the observation period.

HOT SPRINGS PARKING:

• The parking issues along Riven Rock road have led to conflicts with trail users and residents. Now two months of parking warnings issued by Highway Patrol and County Sheriff have led to actual tickets over Memorial Day Weekend.

TRAIL WORK: • Ranger Troy DeBiase has been working with various trail groups and partnerships on the

front country trails. • June 12 is National Trails Day on Tunnel and Jesusita trails. This is the first public trail

work day since the pandemic and County Parks will assist with Rangers and tools. • New trail signage will be coming to Rocky Nook County Park thanks to SAGE Trail

Alliance.
