Dear Colleagues:

Welcome to the NALHFA 2013 Annual Educational Conference – Resilience and Revival in an Era of Tax Reform.

New Orleans is one of the world’s most fascinating cities. Steeped in a history of influences from Europe, the Caribbean, Africa,

and beyond, it offers a truly unique melting pot of culture, food and music.

While New Orleans is always brimming with spice, music, and history, it was forever changed during Hurricane Katrina. Since then, the city has experienced a number of major demographic changes. A particularly notable difference is that it has grown wealthier than in 2005, as its poverty rate continues to decrease. In addition, there are fewer families with children living in the city, and fewer African Americans, compared to 2005. However, its Hispanic population continues to increase, and African Americans still account for 60 percent of the city’s population. As the city’s population inches closer to what it was before Katrina hit, some of these demographic changes may be permanent ones, while others may be temporary. The job market, the availability of affordable housing, residents’ confidence in schools and other critical services, and displaced residents’ ties to the city will all influence the future demographic profile of New Orleans.

This year’s NALHFA conference focuses on a critical point in the recovery of New Orleans. Hear firsthand updates on the state of recovery efforts, and preview what lies ahead for

the city. In addition, gain insight on the threat tax reform poses to tax-exempt housing bonds and Low-Income Housing Tax Credits, as well as the latest developments in multifamily housing finance. 1:00 p.m. – 3:00 p.m.Bus Tour: A Cultural and Heritage Tour of New Orleans This engaging two-hour bus tour explores the diverse cultural heritage of New Orleans, evident in the African and Caribbean artisans’ influence on the city’s architecture. This influence is visible in the brick facades and iron-laced balconies of the French Quarter, as well as the plastered walls of Creole cottages in Treme. Culture and heritage meets vision at the Amistad Research Center, the nation’s oldest, largest, and most comprehensive archive specializing in the history of African Americans and other ethnic minorities. The Treme neighborhood is also featured in the tour, a lively venue bursting with the rhythms of jazz and Mardi Gras Indians. Take in the Backstreet Cultural Museum and Golden Feathers, which showcases beautiful Indian “suits,” and tour one of the oldest African-American parishes in the Nation, St. Augustine Roman Catholic Church. In addition, the tour explores the desegregation of New Orleans public schools and the “CORE Four” lunch counter sit-ins, which sparked a civil rights case that escalated all the way to the Supreme Court.

Concurrent Sessions New Markets Tax Credits: A New Tool for Local HFAsPelican I

Established by Congress in 2000, the New Markets Tax Credit (NMTC) program is intended to stimulate new or increased investments in businesses and real estate projects in distressed low-income communities. Since its inception the program has allocated $33 billion. In the “Fiscal Cliff” avoidance law that passed in January, Congress authorized two additional rounds of the program with $3.5 billion in tax credits available for each

round. This session will cover the basics of the program and the opportunity it may hold for local Housing Finance Agencies.
