The last Comprehensive Spending Reviewmeant a cut of almost 40% in Social HousingGrant. However, through top-ups from WelshGovernment from efficiency savings andadditional Whitehall consequentials, we havebuilt over 4,000 new affordable homes towardsa target of 7,500 over the past two years. Weexceeded the previous One Wales target of6,500 by 23%!

CHC has previously called for a ‘welfaredefence programme’ and we were delighted tosee that Welsh Government will be targetingthe Social Housing Grant at individuals andfamilies that may be adversely affected as aresult of the UK Government’s housing benefitreductions.

The DWP’s own impact assessment estimatesthat 40,000 households in Wales are under-occupying and stand to lose an average of £12per week – a total annual loss of £24.96m fortenants if they are unable to find alternativeaccommodation in response to the ‘bedroomtax’. We don’t believe that our tenants areneedlessly under-occupying larger homes, butsimply have no choice due to the nationalshortage of affordable homes. Our ownresearch shows that 88% of our members havea mismatch of properties and a recent reportby BBC Wales reinforces this by highlightingthat the ratio of those needing to downsize tothe number of smaller properties available was 70:1.

People of pension credit age won’t be affectedby the changes to welfare but we still have arole to play in ensuring that there are suitablehousing options available for them to liveindependently and safely. We are at acrossroads where the policy decisions we maketoday will have a massive impact ontomorrow’s reality for older people and thecost of public services. The fact that we areliving longer must be celebrated, but ourageing society also brings challenges to publicfinances, with the prediction that half of thebabies born today will reach 100.

Too often in public policy we deal withyesterday’s problems. The key to success inhousing will be to ensure that we can channelinvestment and innovation to meet thechallenges of tomorrow.

Funding boost willgenerate jobs andgrowthThe Welsh Government recently announced a further £30m of investmentin housing for this financial year, with a further £20m for Social HousingGrant and £10m for the Welsh Government’s empty homes fund.

The fact that the housing sector has received 39% of a £76.5m capital investment packagedemonstrates the political priority attached to housing and the growing realisation of its rolein generating jobs and growth. This additionalfunding reflects the positioning of the sector as avehicle for social justice and economic growth.

Building EnterpriseThink differently, do differentlyLast month we had confirmation that our bid for the BuildingEnterprise project was successful. The EU funding will be matchfunded by CHC members and the project will operate acrossconvergence areas.

The aim of this project is to develop the role of RegisteredSocial Landlords (RSLs) as regeneration agencies and toimprove key services via the development of socialenterprises within the communities they serve. The project will support RSLs to create demand forservices and products from local social enterprises andcommunity hubs by supporting RSLs in the areas of:

• Procurement strategies • Delivery of community investment action • RSL engagement with supply chains • Targeted recruitment and training

The project will also support the growth of existing ornew social enterprises in the communities in which RSLsoperate. It is anticipated that the social enterprises whichwill be created or developed will be operating within thefollowing areas. This list is not exhaustive:

• Renewable energy, retrofit and energy efficiency • Reduce, reuse and recycling • Social care • Housing management • Construction • Maintenance• Community hubs

Support for the Building Enterprise projectA Project Commissioner and Co-ordinator has beenrecruited and a steering committee has been establishedto oversee project delivery. A framework of supportproviders will be available to create packages of supportfor organisations and individuals.

Support will be provided on three levels:General supportOrganisations will access general networks, awarenessraising sessions, online discussions, tools and case studies.Organisations accessing this level of support can apply toreceive group support or tailored project supportthroughout the project’s lifetime.

Specialist Group supportOrganisations that have been successful in theirapplication and have been identified as having similarneeds and aspirations will form a group and one or moresupport providers will be allocated to that group todevelop and support their needs.

Tailored project supportAn organisation who has successfully submitted anapplication form will have identified specific, specialistneeds and support. A support package will be puttogether, made up of possibly one or more supportproviders, to deliver against agreed objectives.Organisations that access this level of support are notprecluded from accessing the general support or groupsupport if identified.

It is anticipated that 50 organisations or individuals willreceive specialist or tailored support packages, each withan average value of £16,000.

We will be launching the project at the Eisteddfod inDenbighshire on Tuesday 6 August and in South Wales inSeptember, when we will be inviting the first applicationsfor support.

Resources 87% of those surveyed said they have increasedstaffing levels to help them meet the demands ofwelfare reform. Increased staffing levels are splitbetween financial inclusion (for example, moneyadvisers) and rent teams (for example, rent collectors),with 43% increasing resources in both their rents andfinancial inclusion teams.

One member said they have employed an ASB officerto help reduce the workload on housing officers sothat they are freed up to focus on welfare reform issues.

Almost 40% of respondents stated that they areincreasing provision from external advice providerswhich is an indication that they understand their ownin-house limitations and value the independence thatexternal money and benefit advice can offer.

Housing ManagementOnly a very small number of respondents (9%) are re-designating properties at the moment, despite thisapproach featuring regularly in the media recently, whichmeans that members are considering the financial andbusiness implications carefully before making semi-irreversible decisions with their stock. Those who havere-designated their properties stressed that they havedone so in very limited and exceptional circumstances.30% of respondents said that they were considering re-designating properties in the future.

87% of respondents have changed their lettings policies,or are currently reviewing them.

9% said they are now asking for rent in advance andsome members are helping their tenants to down size bychanging their arrears policies, allowing those witharrears to exchange properties on an ability to pay basis.

Tenant Profiling96% of respondents said they are profiling theirtenants specifically in relation to welfare reform withmany adding welfare reform specific questions to theirusual tenant profiling. 61% were using a combinationof both phone and face-to-face to profile their tenants.

One member told us that they are touring every streeton their estates with their minibus and staff fromacross different departments. They are gathering datato find out how under-occupiers intend to deal withthe ‘bedroom tax’ and are providing advice on welfarereform and money issues, then following up with aphone call or letter.

CHC is working with members to collect anddisseminate examples of best practice to helpmitigate against welfare reform. In April 2013,we issued a questionnaire to members and hada response rate of 60%. Here’s a snapshot ofwhat members are doing across Wales.

Financial Capability – increasing tenants’ ability to copeFinancial capability will be crucial to tenants’ ability tocope with welfare reform. We asked memberswhether they are promoting financial products such asbank accounts to their tenants. 87% of respondentssaid yes with 95% mentioning that they are workingwith a Credit Union or Moneyline Cymru.

83% are helping tenants to get online to prepare themfor online claims for Universal Credit. One memberhas a digital inclusion officer working with tenants tohelp them with applications and another has givenstaff mobile technology to help tenants with theironline applications at home if necessary. One memberis providing community broadband to one of theirmost deprived estates.

Two members have put tenants onto direct paymentsahead of the roll out of Universal Credit to preparethem for this change, one of them as part of theDWP’s demonstration project.

New TechnologyWe asked members whether they hadfound it necessary to implement new IT systems to helpthem cope with changes to the way welfare benefits willbe administered. 48% said they were implementing newsystems. This included new arrears prioritisation incomemanagement, providing staff with iPads and upgradingexisting IT systems, while 17% said they were reviewingtheir existing system. One housing association said theywere providing chip and pin technology to allow paymentsto be processed by officers away from the office.

Communication andawareness-raisingAll respondents were makinguse of the ‘Your Benefits areChanging’ branding to raiseawareness amongst their tenantsin various ways including rentstatements, newsletters and vanwraps. We asked members whatinitiatives seem to be working and,whilst many said it is too early tomonitor outcomes, overwhelminglyface-to-face communication isrecognised as being the best way tocommunicate with tenants.

Helping tenants todownsize – financial assistance We asked members whether they provide financialassistance to those tenants who are willing and able todownsize. 52% of respondents are currently offeringfinancial incentives and these ranged from £250 to£1,000 per household to help with costs associated withmoving, such as removals and decorating.

The plan to lever £140m into the sector to assistthe building of 1,100 new properties over thenext two years is nearing completion. The WelshGovernment’s announcement of a £4m perannum, 30 year revenue subsidy is underpinninga collective financial product to be utilised by thesector to address a shortage of affordable homes.Progress on this project has been steadilygathering momentum.

The housing schemesThere have been amendments to the schemecomposition. Engagement between Welsh Government,local authorities and CHC has ensured that a definitivedevelopment plan is now complete. 20 RSLs areparticipating with coverage across all 22 local authorityareas in Wales. Development will commence during 2013.

The financial productThe working group has completed an options appraisalexercise on ‘collective borrowing’ products. This exercisesought to establish viable product/s that would deliver

beneficial borrowing for the 20 RSLs based on cost,efficiency and covenant impact, and overall flexibility. The two preferred options are a long-term debt product,which offers relative certainty on pricing with a high levelof balance sheet efficiency, and the UK GovernmentGuarantee Scheme, which is a UK Government initiativeimplemented to bring down the cost of borrowing foraffordable homes development. This option is more akinto traditional ‘Bond’ finance. There are nuances betweenboth products so RSLs have the flexibility to utilisewhichever is best-suited to their own organisational andborrowing requirements.

This original concept of utilising long-term revenuefunding and turning it into capital expenditure typifies areal progression towards innovative finance mechanismsfor the sector. ‘Innovation’ is proving to be a crucialfinance ingredient given thechallenging economiccircumstances we findourselves in.

CHC was delighted to host a meetingof the Four UK Federations in May.

Attendees discussed a wide range of issues including therecent ‘UK Regulation Summit’, ongoing regulatory issuesand investment in social and affordable housing at bothHome Nation and UK level. It was agreed to hold talks withthe Regulators and Federations of each Home Nation onan annual basis.

With the introduction of the ‘bedroom tax’, the meetingnaturally focused on welfare reform and financialinclusion. Paul Langley and Clare James presented the‘Your Benefits Are Changing’ campaign which was felt tobe an example of excellent practice. Attendees agreed tocontinue to work in partnership, sharing information andlobbying jointly where appropriate on welfare reform.

Across the Home Nations, issues including rents, buildingstandards, procurement policy, links with the health sector,pensions, anti-social behaviour, immigration and thefuture of the EU Structural Funds were also discussed.

In other news, David Orr, Chief Executive of the NationalHousing Federation, has been appointed to a smallworking group to look at reforms for CECODHAS (HousingEurope) which was discussed at the General Assembly inDublin in late May.

Are you a BANANA?

New Housing & Regeneration Minister Carl Sargeant openedCHC’s Rural Housing Strategic Day in Brecon last month aspart of a Wales-wide Rural Housing Week. The Ministeradmitted that it was with some trepidation that he took therole of Housing Minister in the cabinet reshuffle earlier thisyear. However, he described the great opportunity he faces in

his new role, despite a number of challenging circumstancesincluding welfare reform. With ground breaking legislationon the horizon and the sector demonstrating its track recordof delivery, the Minister is keen to challenge the sector. Hesuggested that the sector should yet again look to exceed itshouse-building target for this Assembly term.

Member activity during the weekCHC published a pack for members which highlighted the importance of rural housing issues andsuggested different ways in which they could get involved and engage with political representatives.June’s edition of Around the Houses will include a more detailed synopsis of member activiitythroughout the week, but here’s a flavour…

‘sleep out’ in Cardigantown centre inconjunction withpartners to raiseawareness of hiddenhomelessness in ruralareas.

Lynne Sacale, Chief Executive of Cymdeithas Tai Cantref,showed Iain Duncan Smith exactly what it’s like to live on£53 a week, while exploring issues around welfarereform and the help and support available. Mid-Wales Housing Association welcomed the FirstMinister of Wales, Carwyn Jones AM, to officiallyopen the Heol Rhedyn estate in Newtown.

Melin Homes provided eight affordable homes forthe rural village of Bwlch in Powys which willensure that local families within the Brecon BeaconsNational Park area are able to remain within theircommunities.

Work on a new £1.16m scheme was launched inAmlwch with Clwyd Alyn HA, part of the Pennaf HousingGroup, appointing contractors Anwyl to build a newaffordable housing development at Lon Goch.

Monmouthshire Housing demonstrated itscommitment to building new homes in ruralcommunities for local people, and a young disabledwoman was given the keys to her new home toenable her to live independently.

Scoping exerciseto get yourtenants onlineCommunity Housing Cymru is currentlyin the initial stages of developing aDigital Inclusion project to address thechallenges faced by social housingtenants to access and use the internet.

There are 170,000 digitally excluded social housingtenants in Wales, representing approximately a third ofall social housing tenants. Universal Credit will belaunched across the UK in a phased approach fromOctober 2013. CHC are looking to work with the sectorto develop a project which will allow those currentlyexcluded to manage their Universal Credit online andbenefit from the many social, economic and healthadvantages of accessing the internet.

CHC held a workshop on 7 June which led discussionswith the sector on how this project will develop. A Taskand Finish group has been formed to develop theBusiness Plan and to oversee the development anddelivery of the initiative using a holistic approach whichwill include cross-departmental and organisationworking, liaising with key professionals within thesector, government and technological sectors. ManyRSLs are already in the process of developing anddelivering digital inclusion solutions and this projectaims to complement this work.

Care & support in focusThere have been a number of recentdevelopments in key care and supportpolicy which are likely to have an impacton members.

Social Services Wellbeing StatementThe Deputy Minister for Social Services in Wales, GwendaThomas, recently announced her Wellbeing statement forpeople who need care and support and carers who needsupport. This has been announced to tie in with thepublication of the Welsh Government’s strategy forimprovement and draft three year plan for social servicesin addition to a response on the initial consultation of thesocial services outcomes framework. The CHC Groupemphasised the importance of an individual’s housingneed and the key role members play across Wales incontributing to the positive wellbeing of individuals. TheBill itself has undergone further scrutiny by the healthand social care committee and we will continue to workwith members to contribute to the development of the Bill.

Strategy for Older People Phase 3The Welsh Government recently launched its Strategy forOlder People Phase 3, covering 2013-2023. Some of thekey areas covered such as employment, transport, livingin the community and energy will clearly sustainindependence and promote individual wellbeing as peopleage. The CHC Group responded to the initial consultationemphasising the challenge of providing services to agrowing elderly population whilst also driving quality andinnovation. We look forward to working with memberson translating this strategy into practice that improvesthe lives of older people across Wales.

End of Life Care StrategyThe Minister for Health, Mark Drakeford, recentlylaunched the strategy for delivering end of life care inWales. The strategy details an approach to supportingindividuals during the end of life phase. CHC fed in to thedebate on this strategy, highlighting the role membersplay in providing care and support services. In additionwe emphasised how members may be able to supportthe strategy which states a need for better bereavementsupport, the provision of more hospice and home servicesand identifying palliative care needs at an early stage. Health and Housing WeekThe NHS turns 65 in July. To mark thisoccasion, we will be holding a Health andHousing Week from 15-19 July. This willbe an opportunity to reflect on andhighlight the vital contribution membersmake in working with health and socialcare services.

During the week there will be a partnership event in eachLocal Health Board area with members, Care & RepairAgencies and Local Health Boards working collaborativelyto ensure that local priorities are reflected on each agenda.

On Thursday 18 July, there will be a Health and HousingConference in collaboration with Cymorth Cymru wherethe Health Minister, Mark Drakeford, will beamong the key speakers.

Golden Group!We are pleased to announce that the CHC Group hasbeen awarded Gold Investor in People status. CHC werepreviously awarded gold, Care & Repair Cymru hadattained silver and CREW Regeneration Wales had notgone through a formal assessment. It’s a fantasticachievement following a period of massive changeincluding the formation of the Group and co-location ofthe South Wales offices.

In her final report, the IIP Assessor commented that shefelt that ‘the staff team appreciated the strength that theirorganisations gain from the Group structure and that thereis an atmosphere of sharing and support’. Nick Bennett,Group Chief Executive, added: ‘Achieving gold additionalaccreditation demonstrates that we are operating at thehighest levels of people management practice.’

Nick Bennett appointedto CommissionCHC Group Chief Executive Nick Bennett will sit on theWelsh Government’s Commission on Public ServiceGovernance and Delivery, alongside former WelshConservative leader Nick Bourne and former Plaid CymruAM Nerys Evans. The role of the commission will be todevelop and propose the optimal system of governance,organisation and delivery of public services in Wales.

Aside from the overall structure of Local Health Boards,all devolved public services will be considered by theCommission. In a statement to the Assembly, FirstMinister Carwyn Jones has made it clear that he expects‘public services to remain public’. The Commission will berequired to look at the state of non-devolved publicservices working in Wales, including Police and Justice,and must consider the implications of any ongoingreviews such as the Silk Commission and the Hill Reviewof education. The Commission will report back to WelshGovernment by the end of 2013.

New groups at CHCThe social housing fire safety group meets on 17 Julywhich marks a year since the initial meeting in whichSarah Roberts from Merthyr Valleys Homes was appointedas chair of the group. The last meeting in March had 50people in attendance including fire representatives fromSouth, Mid & West and North Wales fire and rescueservices. One of the next steps includes setting upworking groups so that consistent policies, guidelines andprocedures can be put into place in Wales.

Furthermore, CHC has recently been in discussions aboutsetting up a social housing health and safety group. Anonline survey will be sent out to members as part of ascoping exercise in order to gauge views from the sector,with a view to holding a meeting later this year.

We’re busy planning our Eisteddfod stand forDenbighshire in August. We’ll be exhibiting in partnershipwith fellow group members Care & Repair Cymru andCREW Regeneration Wales, as well as Wales & WestHousing, North Wales Housing, Cartrefi CymunedolGwynedd and Cartrefi Conwy. We’ll be launching theBuilding Enterprise project (page 3) at the Eisteddfod,and will be focusing on the wider role of housing in Welshcommunities throughout the week. See you there!

New facesat CREW Regeneration Wales

It is a busy time for CREW RegenerationWales. With the recent excellent newsthat CREW has been awarded three yearsof funding from Welsh Government, theorganisation is planning and beginningto deliver on its commitment to promoteand assist integrated best practiceregeneration and policy in Wales.

Three new members of staff have been appointed asa result of the funding announcement, and togetherwith the existing team they will ensure that CREWhas a major impact across Wales in identifying bestpractice, undertaking research, organising events andtraining opportunities, and disseminating knowledge.

Meet the new staff members!New recruits Jemma Bere, Jonathan Bevan and Alan Southalljoin Professor Dave Adamson, Andrew Dakin, Dr MarkLang, Hayley MacNamara and Sue Wilcox. CREW also hasa dedicated team of voluntary Fellows and Associates.

Jemma Bere has been working on community andenvironmental projects for 10 years. A Peace Studies andDevelopment graduate, she began her work in the field ofsocial cohesion and poverty reduction in inner-cityregions before returning to Wales to work on sustainableenvironmental initiatives. Her most recent work has beenwith the Valleys Regional Park's flagship European'WECAN' project which focused on the strategic use of theenvironment as a driver for social and economicregeneration in the South Wales Valleys in conjunctionwith similar regions in France and Belgium. Jemma has

led projects in Renewable Energy, Community Food,Woodland Development, Green Infrastructure andCorporate Engagement. She has also been part of some ofthe Community tourism initiatives and launched the firstValley's Dark Sky Discovery Site network.

Jonathan Bevan has over 20 years of experience incommunity based project development and physicalregeneration schemes, having worked for communitytechnical aid centre 'Community Design Service' in Cardiff,then jointly running Sylfaen Cynefin Cyf from Swansea,helping to develop pioneering participatorymethodologies, engaging disparate and diversecommunities across Wales and delivering meaningfulregeneration projects. This was followed by three years asRegeneration Officer for Merthyr Valleys Homes,supporting, developing and managing communityregeneration projects and facilitating tenant panels.

Alan Southall was a Town Centre Manager prior to joiningCREW, a role which covered the three main towns onAnglesey and included the delivery of elements of theAnglesey Three Towns Programme, an initiative to helpregenerate the centres of Holyhead, Llangefni andAmlwch. Alan previously worked in the local planningauthority on Anglesey and has a background in planningpolicy, built environment and landscape matters. He hasalso been involved in preparing project bids to securefunding from a range of funding bodies, and developedskills in business support, planning and marketing. Alanlives in North Wales and is keen to promote the goodwork being done across North Wales to improve theeconomic and social conditions of the region andcapitalise on the diverse and unique aspects of this area.

Each day the human cost of the impact of welfare reformis revealed in greater detail. People’s knowledge of andpreparedness for these changes, let alone their ability tomanage, has focused the energy and attention of associationstaff to support and enable tenants to cope in thesechallenging times.

There is an expectation that we, as a sector, become morecommercial – but at what cost? Is sweating our assets toexpand the most effective use of those assets?

The Regulatory Framework continues to provide us (staffand board) with practical and intellectual challenges aswe continue to develop, implement, evaluate, revise andmaintain that continuous cycle of self-assessment andprepare for our HARA in Spring 2014. We have workedfrom a foundation of good governance, equality anddiversity, and engagement. It is clear to us that an honest,reflective look at ourselves and a clear understanding ofour tenants’ needs and preferences is really able tosupport us in tailoring services.

This becomes even more important at a time when theNational Assembly is exploring the introduction of a socioeconomic duty as part of its distinctive equality agenda inWales. The EHRC’s ‘How fair is Wales?’ report demonstratesthat the inequality which dominates the Welsh landscapeis socio-economic – people from lower socio-economicgroups do not, on average, enjoy the same quality of lifeas people from higher socio-economic groups. Thisincludes lower life expectancy, lower educationalattainment, lower incomes and less wealth. If we examinethe statistics, our tenants are disproportionatelyrepresented amongst the lower socio-economic group.

Some examples of work we are involved in include therestoration of Flooks the Jewellers, a Grade II listed buildingproviding accommodation for a social enterprise café andself-contained flats for young people and managed byLlamau; restoration of the Grade II listed Old Town Hallwhich will become a cultural and creative industriescentre and will accommodate the Media & PerformingArts programmes for Merthyr Tydfil College; and theYoung Persons Literacy Project – a public private partnership.

Living longer, ageing wellMaking Wales a great place to grow old

I recently attendedthe launch of thethird phase of theStrategy for OlderPeople in Wales2013-2023; LivingLonger, AgeingWell. The Strategywas first launchedin 2003 and hasseen manysuccesses

including a world first Commissioner for Older People, aDeputy Minister with special responsibility for olderpeople served by a Ministerial advisory group, 22 localelected member champions, 22 paid officer Local Co-ordinators, and an all-Wales older people’s senate.Breakthrough services include free bus passes, freeswimming, and maximum £50 weekly charge forhomecare. There is no doubt that the strategy has helpedraise the profile of the needs of older people.

But what about the future? The new strategy talks about‘a desire to improve social, economic and environmentalwellbeing to the benefit of the people and communitiesof Wales.’ To do this, the Strategy says that ‘delivery ofimprovements in older people’s wellbeing can only beachieved by concerted effort and commitment by allGovernment departments and our partners.’

Care & Repair Cymru is up for partnership working. We believethat we have a huge amount to offer to overcome the social,environmental and financial barriers that the Strategyidentifies as compromising older people’s quality of life.

Looking at each priority in turn, the ‘Social Resources’chapter considers issues such as social isolation as beingimportant. Older people want to feel that they belong,that they are productive, and that they have accessibleinformation and advice so that they can fully accessservices. The ‘Environmental Resources’ chapter sets outmany concerns for older people, including scams androgue traders, and their housing needs changing as theyjourney through different stages of their lives. Finally, the‘Financial Resources’ chapter sets out the huge impact ofpoverty on health outcomes, life expectancy, ability toaccess services and ability to fully participate in society.

Care & Repair delivers services thatcan help deliver many of the outcomesset in the new Strategy.

• Tackling financial exclusion through our benefit adviceservice.

• Tackling fuel poverty by increasing household incomeand facilitating energy efficiency improvementsthrough our Health through Warmth scheme, NEST,ECO and Green Deal.

• Ensuring that older people have access to housing andservices which support their needs and promoteindependence.

• Helping to deliver quicker housing adaptations throughRapid Response Adaptations, Independent LivingGrants and helping older people to navigate thecomplex and bureaucratic DFG system.

• Helping older people get repairs done by makingcharitable applications for this work and, longer term,convincing the Welsh Government of the need toimplement Property Improvement Loans, as set out intheir manifesto, and helping to deliver these.

The real challenge for us is to continue to provide highquality services, and at the same time provide robustevidence on outcomes for older people and economicbenefits of reducing demand for more expensive NHS andsocial care services. If we can do this, then surely the casefor expanding our services will become difficult to argueagainst.

London to Paris – Phil ‘thepower’ Knowles!Phillipa Knowles, CHC’s Directorof Central Services, recentlycompleted a cycle ride fromLondon to Paris in aid ofHomeless International. Over£4,300 was raised for the cause,and Phillipa described it as thehardest challenge she’s everovercome. The journey was 310miles in total and took four days,resulting in Phillipa feeling‘exhausted but elated’ at theend! Huge congratulations fromeveryone at CHC.

Roedd yr Adolygiad Cynhwysfawr arWariant diweddaraf yn golygu toriad o bron40% mewn Grant Tai Cymdeithasol. Foddbynnag, drwy ychwanegiadau ganLywodraeth Cymru o arbedioneffeithiolrwydd a symiau canlyniadolpellach gan Whitehall, rydym wedi adeiladudros 4,000 o dai fforddiadwy newydd tuagat darged o 7,500 dros y ddwy flyneddddiwethaf. Fe wnaethom ragori gan 23% ardarged blaenorol Cymru'n Un o 6,500 o daifforddiadwy newydd!

Roedd CHC wedi galw'n flaenorol am 'raglenamddiffyn lles' ac roeddem yn hynod falchgweld y bydd Llywodraeth Cymru yntargedu'r Grant Tai Cymdeithasol arunigolion a theuluoedd gan y gallgostyngiadau budd-dal tai Llywodraeth yDeyrnas Unedig eu taro.

Mae asesiad effaith yr Adran Gwaith aPhensiynau ei hunan yn amcangyfrif fod40,000 o aelwydydd yng Nghymru yntanddefnyddio ac y byddant yn colli £12 yrwythnos ar gyfartaledd - cyfanswm colledflynyddol o £24.96m ar gyfer tenantiaid osna allant ganfod cartrefi eraill mewnymateb i'r 'dreth ystafelloedd gwely'. Nichredwn fod ein tenantiaid yn byw'nddifeddwl mewn cartrefi rhy fawr, ond nadoes ganddynt ddewis heblaw gwneud hynnyoherwydd y prinder cenedlaethol o gartrefifforddiadwy. Dengys ein hymchwil einhunain fod gan 88% o'n haelodau ddiffygcyfatebiaeth anheddau a chadarnhawydhyn gan adroddiad diweddar BBC Cymru addangosodd fod cymhareb y rhai syddangen iddynt symud i gartrefi llai a'r nifer oanheddau llai sydd ar gael yn 70:1.

Ni fydd y newidiadau lles yn effeithio arbobl o oedran credyd pensiwn ond rydymyn dal i fod â rôl wrth sicrhau fod opsiynautai addas ar gael iddynt fyw'n annibynnol acyn ddiogel. Rhannwyd y cynnydd mewnlefelau staffio rhwng cynhwysiant ariannol (erenghraifft, cynghorwyr arian) a thimau rhent (erenghraifft, gasglwyr rhent), gyda 43% wedi cynydduadnoddau yn eu timau rhenti a chynhwysiant ariannol.

Dywedodd un aelod eu bod wedi cyflogi ymddygiadgwrthgymdeithasol i helpu gostwng baich gwaithswyddogion tai er mwyn eu rhyddhau i ganolbwyntioar faterion diwygio lles.

Dywedodd bron 40% o'r ymatebwyr eu bod yncynyddu darpariaeth gan ddarparwyr cyngor allanolsy'n arwydd eu bod yn deall eu cyfyngiadau mewnoleu hunain ac yn gwerthfawrogi'r annibyniaeth y gallcyngor allanol ar arian a budd-daliadau ei gynnig.

Rheolaeth Tai Dim ond nifer fach iawn o ymatebwyr (9%) sy'n ail-ddynodi anheddau ar hyn o bryd, er i'r cyfryngau roi sylwcyson i'r dull yma'n ddiweddar, sy'n golygu bod aelodau'nystyried y goblygiadau ariannol a busnes yn ofalus cyngwneud penderfyniadau bron di-droi'n-ôl am eu stoc.Pwysleisiodd y rhai sydd wedi ailddynodi eu hanheddaumai dim ond mewn amgylchiadau cyfyngedig aceithriadol iawn y gwnaethant hynny. Dywedodd 30% oymatebwyr eu bod yn ystyried ailddynodi anheddau yn ydyfodol.

Mae 87% o ymatebwyr wedi newid eu polisïau gosod neumaent yn eu hadolygu ar hyn o bryd.

Dywedodd 9% eu bod yn awr yn gofyn am rent ymlaenllaw ac mae rhai aelodau yn helpu eu tenantiaid i symud igartrefi llai drwy newid eu polisïau ar ôl-ddyledion, ganalluogi'r rhai gydag ôl-ddyledion i gyfnewid anheddau arsail gallu i dalu.

Proffilio TenantiaidDywedodd 96% o ymatebwyr eu bod ynproffilio eu tenantiaid yn benodol yng nghyswlltdiwygio lles gyda llawer yn ychwanegu cwestiynaupenodol ar ddiwygio lles i'w proffiliau tenantiaidarferol. Roedd 61% yn defnyddio cyfuniad o ddulliauffôn a wyneb-i-wyneb i broffilio eu tenantiaid.

Dywedodd un aelod wrthym eu bod yn mynd oamgylch pob stryd ar eu stadau gyda'u bws mini a staffo wahanol adrannau. Maent yn casglu data i ganfodsut mae pobl sy'n tanddefnyddio yn bwriadu ymdopigyda'r 'dreth ystafelloedd gwely' ac yn rhoi cyngor arddiwygio lles a materion arian, yna'n dilyn hynny gydagalwad ffôn neu lythyr.

Mae CHC yn gweithio gydag aelodau i gasglu a lledaenuenghreifftiau o arfer gorau i helpu lliniaru newidiadau diwygiolles. Ym mis Ebrill 2013, fe wnaethom anfon holiadur ataelodau a chawsom gyfradd ymateb o 60%. Dyma giplun o'rhyn mae aelodau yn ei wneud ar draws Cymru.

Bydd galluedd ariannol yn hollbwysig i allu tenantiaid iymdopi gyda diwygio lles. Fe wnaethom ofyn iaelodau os ydynt yn hybu cynnyrch ariannol megiscyfrifon banc i'w tenantiaid. Dywedodd 87% oymatebwyr eu bod yn gwneud hynny gyda 95% yn sôneu bod yn gweithio gydag undeb credyd neuMoneyline Cymru.

Mae 83% yn helpu tenantiaid i fynd ar-lein i'w paratoiar gyfer hawlio Credyd Cynhwysol ar-lein. Mae gan unaelod swyddog cynhwysiant ariannol yn gweithio gydathenantiaid i'w helpu gyda cheisiadau ac mae un arallwedi rhoi technoleg symudol i staff i helpu tenantiaid iwneud ceisiadau ar-lein yn eu cartrefi os oes angen.Mae un aelod yn darparu band eang cymunedol i uno'u stadau mwyaf amddifadus.

Mae dau aelod wedi rhoi tenantiaid ar daliadauuniongyrchol cyn ymestyn Credyd Cynhwysol i'wparatoi ar gyfer y newid yma, un ohonynt fel rhan obrosiect arddangos yr Adran Gwaith a Phensiynau.

Technoleg NewyddFe wnaethom ofyn i aelodau os bu angeniddynt weithredu systemau technoleg gwybodaeth newyddi'w helpu i ymdopi gyda newidiadau i'r ffordd y gweinyddirbudd-daliadau lles. Dywedodd 48% eu bod yn gweithredusystemau newydd. Roedd hyn yn cynnwys rhoi blaenoriaethi ôl-ddyledion newydd, rheoli incwm, rhoi dyfeisiau iPad istaff a diweddaru systemau technoleg gwybodaeth, adywedodd 17% eu bod yn adolygu eu systemau presennol.Dywedodd un gymdeithas tai fod ganddynt dechnolegsglodyn a phin i'w gwneud yn bosibl i swyddogion brosesutaliadau pan oeddent ymaith o'r swyddfa.

Cyfathrebu a chodiymwybyddiaethRoedd yr holl ymatebwyr yndefnyddio brand 'Mae Budd-daliadau yn Newid' i godiymwybyddiaeth ymysg eutenantiaid mewn gwahanol ffyrddyn cynnwys cyfriflenni rhent,cylchlythyrau a geiriad ar faniau.Fe wnaethom ofyn i aelodau pagynlluniau sy'n ymddangos ynllwyddiannus ac er y dywedoddllawer ei bod yn rhy gynnar i fonitrocanlyniadau, mae'r mwyafrif lletholyn ystyried mai cyfathrebu wyneb-i-wyneb yw'r ffordd orau igyfathrebu gyda thenantiaid.

Helpu tenantiaid i symudi gartrefi llai – cymorth ariannol Fe wnaethom ofyn i aelodau os ydynt yn rhoi cymorthariannol i'r tenantiaid hynny sy'n fodlon symud i gartrefllai ac yn medru gwneud hynny. Mae 52% o ymatebwyryn cynnig cymhellion ariannol ar hyn o bryd oedd ynamrywio o £250 i £1,000 yr aelwyd i helpu gyda chostau'ngysylltiedig gyda symud, megis symud celfi ac addurno.

Ychydig dros chwe mis sydd erslansio ymgyrch Mae Budd-daliadauyn Newid. Dyma giplun o'rcanlyniadau hyd yma:

Mae'r cynllun i drosoli £140m i'r sector igynorthwyo adeiladu 1,100 annedd newydd dros yddwy flynedd nesaf yn agosáu at ei gwblhau. Maecyhoeddiad Llywodraeth Cymru am gymhorthdalrefeniw o £4m y flwyddyn am 30 mlynedd ynsylfaen i gynnyrch ariannol torfol i'w ddefnyddiogan y sector i fynd i'r afael â phrinder cartrefifforddiadwy. Bu'r cynnydd ar y prosiect yn magumomentwm yn gyson.

Y cynlluniau taiBu newidiadau i gyfansoddiad y cynllun. Mae cydweithiorhwng Llywodraeth Cymru, awdurdodau lleol a CHC wedisicrhau fod cynllun datblygu pendant yn awr yn barod.Mae 20 LCC yn cymryd rhan ar draws pob un o'r 22awdurdod lleol yng Nghymru. Bydd y gwaith datblygu yndechrau yn ystod 2013.

Y cynnyrch ariannolMae'r gweithgor wedi cwblhau ymarferiad gwerthusoopsiynau ar gynnyrch 'benthyca torfol'. Nod yr ymarferiadhwn oedd sefydlu cynnyrch hyfyw a fyddai'n sicrhau

benthyca manteisiol i'r 20 LCC yn seiliedig ar gost,effeithiolrwydd ac effaith cyfamod, a hyblygrwyddcyffredinol. Y ddau opsiwn a ffafrir yw cynnyrch dyledhirdymor, sy'n cynnig sicrwydd cymharol ar brisio gydalefel uchel o effeithiolrwydd mantolen, a Chynllun GwarantLlywodraeth y Deyrnas Unedig, sy'n gynllun ganLywodraeth y DU a weithredwyd i ostwng cost benthyca argyfer datblygu tai fforddiadwy. Mae'r opsiwn yma'ndebycach i gyllid 'bond' traddodiadol'. Mae tebygrwyddrhwng y ddau gynnyrch felly mae gan y LCC yrhyblygrwydd i ddefnyddio pa bynnag un sydd orau ar gyfereu gofynion sefydliadol a benthyca eu hunain.

Mae'r cysyniad gwreiddiol o ddefnyddio cyllid refeniw hirdymor a'i droi'n wariant cyfalaf yn nodweddu cynnyddgwirioneddol tuag at ddulliau cyllid blaengar ar gyfer ysector. Mae 'arloesi' yn profi'n elfen hollbwysig mewncyllid o gofio am yr amgylchiadaueconomaidd heriol.

Roedd CHC yn falch iawn i groesawu cyfarfod y PedwarFfederasiwn i Gymru yn ystod mis Mai.

Bu'r cynrychiolwyr yn trafod ystod eang o faterion yn cynnwys'Uwch-gynhadledd Rheoleiddio'r Deyrnas Unedig' a gynhaliwydyn ddiweddar a buddsoddiad mewn tai cymdeithasol afforddiadwy ar lefel y gwledydd unigol a hefyd lefel y DU.Cytunwyd cynnal trafodaethau gyda rheoleiddwyr aFfederasiynau pob un o'r gwledydd yn flynyddol.

Gyda chyflwyno'r 'dreth ystafelloedd gwely', roedd yn naturioli'r cyfarfod ganolbwyntio ar ddiwygio lles a chynhwysiantariannol. Rhoddodd Paul Langley a Clare James gyflwyniad arymgyrch 'Mae Budd-daliadau yn Newid', a theimlwyd fodhynny'n enghraifft o arfer ardderchog. Cytunwyd parhau iweithio mewn partneriaeth, rhannu gwybodaeth a lobio ar ycyd ar ddiwygio lles lle'n addas.

Roedd y materion a drafodwyd yn cynnwys rhenti, safonauadeiladu, polisi caffaeliad, cysylltiadau gyda'r sector iechyd,pensiynau, ymddygiad gwrthgymdeithasol, mewnfudo adyfodol cronfeydd strwythurol yr Undeb Ewropeaidd.

Mewn newyddion arall, penodwyd David Orr, Prif Weithredyddy Ffederasiwn Tai Cenedlaethol (NHF), yn aelod o weithgorbychan i edrych ar ddiwygiadau i CECODHAS (Housing Europe)a drafodwyd yn y Cynulliad Cyffredinol yn Nulyn ddiwedd mis Mai.

Agorodd Carl Sargeant, y Gweinidog Tai ac Adfywio newydd,Ddiwrnod Strategol Tai Gwledig CHC yn Aberhonddu fisdiwethaf fel rhan o Wythnos Tai Gwledig a gynhaliwyd ardraws Cymru. Cyfaddefodd y Gweinidog ei fod ychydig ynofnus wrth gymryd rôl Gweinidog Tai pan ad-drefnwydswyddi yn y cabinet yn gynharach eleni. Fodd bynnag,

Dangosodd Tai Sir Fynwy ei ymrwymiad i adeiladucartrefi newydd mewn cymunedau gwledig ar gyferpobl leol, a chafodd menyw anabl ifanc allweddi i'wchartref newydd i'w galluogi i fyw'n annibynnol.

Ymarferiadcwmpasu i gaeltenantiaid ar-leinMae Cartrefi Cymunedol Cymru yngnghamau dechreuol datblygu prosiectCynhwysiant Digidol i fynd i'r afael â'rheriau sy'n wynebu tenantiaid taicymdeithasol wrth gael mynediad i'rRhyngrwyd a'i ddefnyddio.

Mae 170,000 o denantiaid tai cymdeithasol sydd wedi'uhallgau'n ddigidol yng Nghymru, sef tua thraean o holldenantiaid tai cymdeithasol. Caiff Credyd Cynhwysol eilansio ar draws y Deyrnas Unedig mewn camau o fisHydref 2013. Mae CHC yn dymuno gweithio gyda'rsector i ddatblygu prosiect fydd yn galluogi'r rhai syddwedi eu hallgau ar hyn o bryd i drin eu Credyd Cynhwysolar-lein a manteisio ar y llu o fanteision cymdeithasol,economaidd ac iechyd sydd ar gael drwy'r Rhyngrwyd.

Cynhaliodd CHC weithdy ar 7 Mehefin a arweiniodddrafodaethau gyda'r sector ar sut y bydd y prosiect yndatblygu. Ffurfiwyd grŵp gorchwyl a gorffen iddatblygu’r cynllun busnes a goruchwylio datblygu achyflenwi'r cynllun yn defnyddio dull holistig fydd yncynnwys gweithio ar draws sefydliadau ac adrannau,cydlynu gyda gweithwyr proffesiynol allweddol o fewn ysector, y llywodraeth a'r sector technolegol. Mae llawero LCC eisoes yn y broses o ddatblygu a chyflenwidatrysiadau cynhwysiant digidol ac mae'r prosiect yma'nanelu i ategu'r gwaith hwn.

Datganiad Lles Gwasanaethau CymdeithasolCyhoeddodd Gwenda Thomas, Dirprwy WeinidogGwasanaethau Cymdeithasol Cymru, ei datganiad Lles argyfer pobl sydd angen gofal a chymorth a gofalwyr syddangen cymorth. Cam 3 Strategaeth Pobl HŷnMae Llywodraeth Cymru wedi cyhoeddi Cam 3 eiStrategaeth ar gyfer Pobl Hŷn, ar gyfer y cyfnod 2013-2023. Mae'n amlwg y bydd rhai o'r meysydd allweddol yrhoddir sylw iddynt megis cyflogaeth, trafnidiaeth, bywyn y gymuned ac ynni yn cynnal annibyniaeth ac ynhyrwyddo lles unigol wrth i bobl heneiddio. YmateboddGrŵp CHC i'r ymgynghoriad dechreuol gan danlinellu herdarparu gwasanaethau i boblogaeth heneiddiol gynyddoltra hefyd yn hybu ansawdd ac arloesi. Edrychwn ymlaenat weithio gydag aelodau i roi'r strategaeth hon ar waithmewn modd sy'n gwella bywydau pobl hŷn ledled Cymru.

Mewn datganiad i'r Cynulliad,gwnaeth y Prif Weinidog Carwyn Jones hi'n glir ei fod yndisgwyl i 'wasanaethau cyhoeddus barhau'n gyhoeddus'.Bydd angen i'r Comisiwn edrych ar gyflwr gwasanaethaucyhoeddus nas datganolwyd sy'n gweithio yng Nghymru,yn cynnwys yr heddlu a chyfiawnder, a rhaid iddo ystyriedgoblygiadau unrhyw adolygiadau cyfredol megisComisiwn Silk ac adolygiad addysg Hill. Bydd y Comisiwnyn adrodd yn ôl i Lywodraeth Cymru erbyn diwedd 2013.

Grwpiau newydd yn CHCMae'r grŵp diogelwch tân tai cymdeithasol yn cwrdd ar17 Gorffennaf sy'n nodi blwyddyn ers y cyfarfod cyntaf llepenodwyd Sarah Roberts o Cartrefi Cymoedd Merthyr yngadeirydd y grŵp. Roedd 50 yn bresennol yn y cyfarfoddiwethaf ym mis Mawrth yn cynnwys cynrychiolwyrgwasanaethau tân ac achub, De, Canolbarth a Gorllewin,a Gogledd Cymru. Mae un o'r camau nesaf yn cynnwyssefydlu gweithgorau fel y gellir rhoi polisïau, canllawiau agweithdrefnau cyson ar waith yng Nghymru.

Ymhellach, bu CHC mewn trafodaethau'n ddiweddar amsefydlu grŵp iechyd a diogelwch tai cymdeithasol.Anfonir arolwg ar-lein at aelodau fel rhan o ymarferiadcwmpasu er mwyn pwyso mesur barn y sector gydagolwg ar gynnal cyfarfod yn ddiweddarach eleni.

Rydym yn brysur yn cynllunio ar gyfer ein stondin yn yrEisteddfod Genedlaethol yn Sir Ddinbych ym mis Awst.Byddwn yn arddangos mewn partneriaeth gyda chyd-aelodau'r grŵp Care & Repair Cymru a CREW AdfywioCymru, yn ogystal â Tai Wales & West, Tai Gogledd Cymru,Cartrefi Cymunedol Gwynedd a Cartrefi Conwy. Wynebau newyddyn CREW Adfywio Cymru

Mae'n amser prysur i CREW AdfywioCymru. Gyda'r newyddion ardderchogyn ddiweddar fod Llywodraeth Cymruwedi dyfarnu tair blynedd o gyllid i CREW,mae'r sefydliad yn cynllunio ac yn dechraucyflenwi ar ei ymrwymiad i hyrwyddo achynorthwyo arfer gorau mewnadfywio polisi integredig yng Nghymru.

Penodwyd tri aelod newydd o staff fel canlyniad i'rcyhoeddiad am gyllid, ac ynghyd â'r tîm presennolbyddant yn sicrhau fod CREW yn cael effaithsylweddol ledled Cymru wrth ddynodi arfer gorau,cynnal ymchwil, trefnu digwyddiadau a chyfleoeddhyfforddiant, a lledaenu gwybodaeth.

Bu Jemma Beer yn gweithio ar brosiectau cymunedol acamgylcheddol am 10 mlynedd. Graddiodd mewnAstudiaethau Heddwch a Datblygu, a dechreuodd eigwaith ym maes cydlyniant cyhoeddus a gostwng tlodimewn ardaloedd canol dinas cyn dychwelyd i Gymru iweithio ar gynlluniau amgylcheddol cynaliadwy. Bu eigwaith diweddaraf gyda phrosiect 'WECAN' EwropeaiddParc Rhanbarthol y Cymoedd oedd yn canolbwyntio arddefnydd strategol o'r amgylchedd fel sbardun ar gyferadfywio cymdeithasol ac economaidd yng Nghymoedd DeCymru mewn cysylltiad â rhanbarthau tebyg yn Ffrainc a

Gwlad Belg. Mae Jemma wedi arwain prosiectau mewnYnni Adnewyddadwy, Bwyd Cymunedol, DatblyguCoetiroedd, Seilwaith Gwyrdd ac YmgysylltuCorfforaethol. Bu hefyd yn rhan o gynlluniau twristiaethgymunedol a lansiodd rwydwaith cyntaf y Cymoedd o'rSafleoedd Darganfod Awyr Dywyll.

Mae gan Jonathan Bevan dros 20 mlynedd o brofiadmewn datblygu prosiectau cymunedol a chynlluniauadfywio ffisegol, ar ôl gweithio ar gyfer canolfan cymorthtechnegol cymunedol blaengar 'Community DesignService' yng Nghaerdydd, yna'n rhedeg Sylfaen CynefinCyf o Abertawe, yn helpu i ddatblygu methodolegaucyfranogol blaengar, gan gysylltu â chymunedaugwasgaredig ac amrywiol ledled Cymru a chyflenwiprosiectau adfywio ystyrlon. Dilynwyd hyn gan dairblynedd fel Swyddog Adfywio ar gyfer Cartrefi CymoeddMerthyr, gan gefnogi, datblygu a rheoli prosiectauadfywio cymunedol a hwyluso paneli tenantiaid.

Cyn ymuno â CREW bu Alan Southall yn Rheolydd CanolTref y tair prif dref yn Ynys Môn, gan fod yn gyfrifol amgyflenwi elfennau Rhaglen Tair Tref Ynys Môn, cynllun ihelpu adfywio canolfannau Caergybi, Llangefni ac Amlwch.Roedd Alan yn gweithio'n flaenorol i'r awdurdod cynlluniolleol yn Ynys Môn, ac mae ganddo gefndir mewn polisicynllunio, yr amgylchedd adeiledig a materion tirlun. Maehefyd wedi cymryd rhan wrth baratoi cynigion prosiect isicrhau cyllid gan nifer o gyrff ariannu, a datblygoddsgiliau cymorth busnes, cynllunio a marchnata. Mae Alanyn byw yng Ngogledd Cymru ac mae'n awyddus i hyrwyddo'rgwaith da ar draws Gogledd Cymru i wella cyflwreconomaidd a chymdeithasol y rhanbarth, a manteisio aragweddau amrywiol ac unigryw y rhan yma o Gymru.

Bob diwrnod datgelir mwy o fanylion am gost ddynoleffeithiau diwygio lles. Mae gwybodaeth pobl am ynewidiadau hyn a'r ffyrdd y maent wedi paratoi ar eucyfer, heb sôn am eu gallu i ymdopi, wedi canolbwyntioegni a sylw staff y gymdeithas i gefnogi a galluogitenantiaid i ymdopi yn y cyfnod anodd hwn.

Mae disgwyliad y byddwn ni fel sector yn mynd yn fwymasnachol - ond ar ba gost? A yw chwysu ein hasedau iehangu'r defnydd mwyaf effeithiol o'r asedau hynny?

Mae'r Fframwaith Rheoleiddio yn parhau i roi heriauymarferol a deallusol i ni (staff a bwrdd) wrth i ni ddal ati iddatblygu, gweithredu, gwerthuso, diwygio a chynnal ycylch parhaus hynny o hunanasesu a pharatoi ar gyfer einHARA yng Ngwanwyn 2014. Rydym wedi gweithio osylfaen o lywodraethiant da, cydraddoldeb acamrywiaeth, ac ymgysylltu. Mae'n amlwg i ni y gall golwgonest a fyfyrgar arnom ein hunain a dealltwriaeth glir oanghenion a dewisiadau ein tenantiaid fod yn gymorthgwirioneddol i'n cefnogi wrth deilwra gwasanaethau.

Daw hyn hyd yn oed yn bwysicach ar adeg pan fo'rCynulliad Cenedlaethol yn ymchwilio cyflwynodyletswydd economaidd-gymdeithasol fel rhan o'i agendacydraddoldeb neilltuol yng Nghymru. Dengys adroddiad"Pa mor deg yw Cymru?" y Comisiwn Cydraddoldeb aHawliau Cyfartal mai'r prif annhegwch yng Nghymru yw'run economaidd-gymdeithasol - ar gyfartaledd, nid ywpobl o grwpiau economaidd-gymdeithasol is ynmwynhau'r un ansawdd bywyd â phobl o'r grwpiaueconomaidd-gymdeithasol uwch. Mae hyn yn cynnwysdisgwyliad oes is, cyrhaeddiad addysgol is, incwm is achyfoeth is. Os edrychwn ar yr ystadegau, maecynrychiolaeth anghymesur o uchel o'n tenantiaid ymysgy grŵp economaidd-gymdeithasol is.

Mae'r enghreifftiau o'r gwaith yr ydym yn ymwneud ag efyn cynnwys adfer Flooks y Gemydd, adeilad rhestredigGradd II sy'n cynnwys lle ar gyfer caffe mentergymdeithasol a fflatiau hunan-gynwysedig ar gyfer poblifanc a gaiff eu rheoli gan Llamau; adfer Hen Neuadd yDref, adeilad arall sydd â rhestriad Gradd II ac a ddaw'nganolfan ddiwylliannol a diwydiannau creadigol a bydd yndarparu ar gyfer rhaglenni Cyfryngau a ChelfyddydauPerfformio Coleg Merthyr Tudful, a'r ProsiectLlythrennedd Pobl Ifanc - partneriaeth cyhoeddus preifat.

Byw'n hirach, heneiddio’n dda Gwneud Cymru yn lle gwych i heneiddio

Bûm yn bresennolyn ddiweddar ynlansiad trydyddcam y Strategaethar gyfer Pobl Hŷnyng Nghymru2013-2023; Byw'nHirach, Heneiddio'nDda. Lansiwyd ystrategaeth gyntafyn 2003 a gweloddlawer o welliannauyn cynnwys

Comisiynydd Pobl Hŷn cyntaf y byd, Dirprwy Weinidoggyda chyfrifoldeb arbennig ar gyfer pobl hŷn a grŵpcynghori Gweinidogol, 22 o aelodau etholedig lleol ynhyrwyddwyr, 22 o swyddogion yn gydlynwyr lleol asenedd pobl hŷn Cymru-gyfan. Mae'r gwasanaethau syddwedi torri tir newydd yn cynnwys pasiau bws am ddim,nofio am ddim ac uchafswm ffi wythnosol o £50 am ofalcartref. Nid oes unrhyw amheuaeth fod y sector wedihelpu i godi'r proffil o anghenion pobl hŷn.

Ond beth am y dyfodol? Mae'r strategaeth newydd yn sônam 'awydd i wella llesiant economaidd ac amgylcheddoler budd pobl a chymunedau Cymru'. I wneud hyn, mae'rstrategaeth yn dweud mai 'dim ond drwy ymdrech ar ycyd ac ymrwymiad ar ran pob un o adrannau LlywodraethCymru a'n partneriaid y gellir cyflawni'r gwelliannau o ranllesiant pobl hŷn.'

Mae Care & Repair Cymru yn barod iawn am weithiopartneriaeth. Credwn fod gennym lawer iawn i'w gynnig ioresgyn y rhwystrau cymdeithasol, amgylcheddol acariannol y mae'r strategaeth yn nodi eu bod yn amharu aransawdd bywyd pobl hŷn.

Gan edrych ar bob blaenoriaeth yn eu tro, mae'r bennod'Adnoddau Cymdeithasol' yn ystyried materion megisarwahanrwydd cymdeithasol. Mae pobl hŷn eisiau teimloeu bod yn perthyn, eu bod yn gynhyrchiol, a bodganddynt wybodaeth a chyngor hygyrch fel y gallant gaelmynediad llawn i wasanaethau. Mae'r bennod 'AdnoddauAmgylcheddol' yn nodi llawer o bryderon ar gyfer poblhŷn, yn cynnwys sgamiau a masnachwyr twyllodrus, a'rnewid yn eu hanghenion tai wrth iddynt symud drwywahanol gyfnodau eu bywydau. Yn olaf, mae'r bennod'Adnoddau Ariannol' yn nodi effaith enfawr tlodi arganlyniadau iechyd, disgwyliad oes, y gallu i gael mynediadi wasanaethau a'r gallu i gymryd rhan lawn mewn cymdeithas.

Mae Gofal a Thrwsio yn darparu gwasanaethau a all helpu igyflawni llawer o'r canlyniadau a nodir yn y strategaeth newydd.

• Mynd i'r afael ag allgauedd ariannol drwy eingwasanaeth cyngor ar fudd-daliadau.

• Mynd i'r afael â thlodi tanwydd drwy gynyddu incwmaelwydydd a hwyluso gwelliannau effeithiolrwydd ynnidrwy ein cynllun Health through Warmth, NYTH, ECOa'r Ddêl Werdd.

• Sicrhau fod gan bobl hŷn fynediad i dai agwasanaethau sy'n cefnogi eu hanghenion ac ynhyrwyddo annibyniaeth.

• Helpu i ddarparu addasiadau tai cyflymach drwy'rRhaglen Addasiadau Brys, Grantiau Byw Annibynnol ahelpu pobl hŷn i ganfod eu ffordd o amgylch systemgymhleth a biwrocrataidd Grant Cyfleusterau i'r Anabl.

• Helpu pobl hŷn i gael atgyweiriadau wedi eu gwneuddrwy wneud ceisiadau i elusennau am y gwaith hwn acyn y tymor hwy ddarbwyllo Llywodraeth Cymru o'rangen i weithredu Benthyciadau Gwella Eiddo, fel ynodir yn eu maniffesto, a helpu i gyflawni hyn.

Yr her wirioneddol i ni yw parhau i ddarparugwasanaethau ansawdd uchel, ac ar yr un pryd roitystiolaeth gadarn ar ganlyniadau ar gyfer pobl hŷn abuddion economaidd gostwng galw am wasanaethaudrutach y GIG a gofal cymdeithasol. Os gallwn wneudhynny, yna mae'n sicr y bydd yn anos dadlau yn erbyn einhachos dros ehangu ein gwasanaethau.

Llundain i Baris - Phil 'y pŵer' Knowles!Bu Phillipa Knowles, CyfarwyddyddGwasanaethau Corfforaethol CHC,ar daith feic o Lundain i Baris i godiarian i Homeless International.Cododd dros £4,300 ar gyfer yrachos, a disgrifiodd Phillipa ef fel ypeth anoddaf iddi wneud erioed.Roedd y daith yn gyfanswm o 310milltir dros bedwar diwrnod, ganadael Phillipa yn teimlo ‘wediymládd ond ar ben ei digon’ ar ydiwedd! Llongyfarchiadau mawrgan bawb yn CHC.
