Pakistan Agricultural Research Council (PARC) Making Efforts to Produce Disease Free Banana Plants in the Country through Tissue Culture Technology: Dr. Yusuf Zafar T.I., Chairman, PARC

Tissue culture (TC) is the cultivation of plant cells, tissues, or organs on specially formulated nutrient media. Under the right conditions, an entire plant can be regene-rated from a single cell. Plant tissue culture is a technique that has been around for more than 30 years. Tissue culture is seen as an important technology for developing countries for the production of disease-free, high quality planting material and the rapid production of many uniform plants.Dr. Yusuf Zafar T.I., Chairman PARC during his visit at SARC, Karachi on the occasion of Stakeholders Meeting for PC-I

Banana Plants produced from Tissue Culture Technology are highly yielding of true type and can have uniform superior clones of different varieties available in large numbers. He further added that Banana Plantlets of Tissue Culture are disease free at the time of planting and same condition can be maintained by proper crop management practices. Seminar on “Importance and Establishment of Kiwifruit at

Mansehra Area”

An awareness seminar regarding the importance and establishment of Kiwifruit in Mansehra area at National Tea and High value Crops Research Institute, PARC, Shinkiari, Mansehra held on 19th October, 2017. Director, NTHRI welcome the participants and highlighted the role of NTHRI for the promotion of Kiwifruit at District Mansehra and diversification among the farmers. A team of Community World Service has visited Arid Zone Research Institute (PARC) Umerkot at 1000. The Team was headed by Mrs. Nelsi from Kenya along with two members, Mr. Shuhab-ud-Din (Program Manager) and Mrs. Musart. World Food Day

Speaking on the occasion Federal Minister Bosan said: “Change the Future of Migration: Invest in Food Security and Rural Development” has particular importance in the context of drawing our attention towards the increasing trend of migration that has direct implications on food security.” He also said that I congratulate FAO – Pakistan for our joint achievement and wish that we both will cont inue on the path of fur ther strengthening our partnership. The improvement of infrastructure in rural areas and creation of job & business opportunities in rural communities by promoting both public and private investments for rural development can help in maintaining the rural – urban migration within the desirable limits. He thanked FAO, WFP and all other development partners for their continuous support to achieve the goal of national food security.Federal Secretary for MNFS&R, Fazal Abbas Maken said that in order to feed a growing population in Pakistan which is projected to exceed 300 million by the 2050, we have to learn to grow what we need in a sustainable manner without destroying our natural resources. We need to evolve innovative approaches, to improve our agronomic practices and make the supply chains of agricultural produce more friendly to the farming community. M s . M i n à D o w l a t c h a h i , FA O Representative in Pakistan also addressed the ceremony. She said that we support countries to invest in livelihoods and build more resilient rural communities. This way, rural people can have the option to remain on their land, or to leave if they want to. FAO also works to improve the food security of people in refugee and displaced camps. She also read out a message from Mr. Jose Graziano da Silva, Director General FAO.Mr. Finbarr Curran, Country Director and Representative, United Nations World Food Programme (WFP) Pakistan said at the occasion that WFP is actively engaged with the Government of Pakistan to improve food and nutrition security in the country. WFP is committed to support the Government of Pakistan in achieving its Sustainable Development Goals – especially SDG2-Zero Hunger by the year 2030. He said that ending hunger will require investments in agriculture, rural development, nutrition, social protection and gender equality. Achieving this ambitious goal, will only be possible through effective committed partnership with other UN agencies, development partners, NGOs, civil society, academia and the private sector in different interventions and initiatives.

Chairman PARC, Dr. Yusuf Zafar T.I., said at the occasion that actually, development disparity between rural and urban areas of Pakistan is impacting the poor rural population in terms of their right to have basic and healthful food. He said that some of the major factors contributing to migration are food insecurity, poverty, adverse impacts of climate change, limited access to social protection, natural resource depletion, unemployment and the lack of economic opportunities in the rural areas. He said migration from rural to urban areas is increasing in Pakistan. According to 1951 census 82.2 percent population was living in rural areas while 17.8 percent population was in urban areas. Population census of 2017 shows 63.6 percent rural and 36.4 percent urban population i.e. the urban population has more than doubled; putting extra pressure on urban facilities and infra-structure.Oxfam country director said at the occasion that Oxfam and i ts partners are implementing innovative programme activities to help improve food security for women and men living in remote parts of the country. Our programmes extend the Government's agenda by contributing to immediate needs for food and improved incomes , whi le a l so pr ior i t i z ing interventions that will support long-term food security in targeted regions. supports women's capacity to lead and influence community development.Director General NARC, Dr. M. Dr. Yusuf Zafar T.I. said that the Hindu Kush Himalayan region has been undergoing transformative change over the past few decades, particularly with the introduction and improvement of infrastructure (physical and electronic communications), human mobility, and greater integration of the local economies with the national and persistent problems increasingly diversified rural livelihoods, and unattended use of natural resources. He further stated that due to increased climate

variability and climate change have further accentuated these changes, creating new challenges compounding vulnerability in the region while also opening up unexpected opportunities and climate change is equally impacting adversely on availability of water for domestic and agriculture uses and aggravating the risks related natural hazards.The guest speakers included Ms. Margaret Adamson, Australian High Commission, Pakistan delivered talk on this occasion that assessment conducted by ICIMOD and other organisations indicate firstly, that mountains are more sensitive to climate C h a n g e a n d s e c o n d l y m o u n t a i n communities in Hindu Kush Himalayan countries, and in particular those located remotely are most vulnerable to climate change impacts. He explained that there is increased frequency and duration of extreme climatic events, natural disaster, flash floods, landslides and accelerating soil erosion with consequent decline in soil fertility and crop yields and irrigation infrastructures are equally at risk as a result of water induced disasters.Speaking on the occasion, Mr. Fazal Abbas Maken said that Strategic actions are required for mainstreaming and scaling up of innovative solutions in mountain areas. Rapidly increasingly effects of climate and other changes like human mobility / demographic changes, rapid urbanization, production & consumption trends have added to the complexities affecting mountain livelihoods. Therefore, resilience of mountain communities is a need of the day which cross-thematic integration and inter disciplinary approaches to understand the context and achieve resilience outcomes across its three dimensions of recovery, improved adap t ive capac i ty and transformative change.Mr. Bernard Francos, Head of Cooperation and Minister Counselor, European Union Delegation to Pakistan in his address highlighted that the conference intends to highlight the growing impacts of climate change, threatening the safety, survival and resilience of mountain communities that call for an immediate and broader spectrum of climate change adaptation strategies and actions to be included in regional disaster risk reductions policies. Besides, this conference will provide organizations with an opportunity to present their project finding and policymakers to frame sustainable climate change adaptation policies on the basis of specific knowledge. He further added that this conference will be a source of motivation for younger researchers to further conduct scientific research towards identifying most sustainable adaptations strategies for Gilgit Baltistan.

PARC scientists are firm to make the country self-sufficient in

agriculture

mash, canola, soybean and other crops in all regions of the country. He also stressed to media to highlight sustainable innovations in agriculture sector in Pakistan.Dr. Yusuf Zafa r (T. I ) Cha i rman PARCexpressed his views thatin Pakistan, soybean has not attained a respectable position among the oilseed crops despite efforts made by PARC from late seventies through to early nineties. But currently due to its huge import in shape of soybean seed and meal by the poultry industry in the country draining 80 to 90 billion rupees worth of precious foreign exchange out of the country, the need is again increasingly felt to revive and promote this miracle crop in the country. Soybean demand has increased in the country in the last three decades due to rapidly growing poultry industry. Pakistan imports soy-meal from India, North and South American countries to meet the requirements of poultry, livestock and aquaculture. In 2016-17, Pakistan imported over 1.7 million tons soybean seed and meal (mostly soybean seed) and spent over 800 million US dollars and the requirements for soybean are continuously increasing due to increasing population and expanding Poultry industry in the country.While briefing to the participants, Dr. Muhammad Azeem Khan, Director General NARCsaid that keeping in view the importance of soybean crop and huge import bill of soya meal and oil, Oilseeds Research Program of PARC, during current season, planted seed multiplication blocks of soybean promising varieties (NARC-1, NARC-2, Ajmeri, Rawal-1 and NARC-16) on 300 acres at NARC farm and also distributed 40 tons soybean seed produced during the last year to farmers in Potohar, KP and GB. Oilseeds. Dr. M. Azeem Khan also paid thanks to all stakeholders including farmers, NRSP, PODB, ZTBL and others on their participation in the Farmer's Field Day on Soybean organized by NARC. He further added that the objective of the activity is to revive the interest of the farming community and other stakeholder and promote this important crop in the country and save large amount of

precious foreign exchange spent on the import of soybean oil and meal for its use in poultry and livestock feed and other areas. On the occasion, Director General NARC Dr. Muhammad Azeem Khan also offered his support for cultivation of soybean on 1200 acre in Photohar region.

directed that the Aerva tomentosa (Booh) must be analyzed for their nutrition value as it can be used in livestock food to increase its economic value. He further urged that Calligonum polygonoides (Phog) must be tested of its oil content and analyzed to identify the presence of oil and its further uses. The Secretary said that variety of Chili crop should be developed and the rate of seed of chili (Dandi cut) must be increased from Rs.500/ acre to Rs.1000/acre. The Secretary advised to research on the date palm dwarf varieties and these varieties must be tested in Desert Area of Thar.He further added valuable comments that “It is refreshing to see the progress that AZRI has made in the last three to four years. The institute is already reaching out to the farming community but these needs to be enhanced and support by NGO's should be garnered in this regard. Overall the commit-ment and zeal that has been demonstrated by Director AZRI and his team is really commendable”In the end, Director, AZRI Umerkot offered vote of thanks to Federal Secretary, Chair-man PARC & DG SARC, NGO represen-tatives, Agri. Extension officers and farmers.

Sidikov said that Cotton-picking equipment and tractors from Uzbekistan also reached Pakistan and now busy in field at Cotton Research Institute Multan. A team of experts from Cotton Research Institute visited Uzbekistan in recent past to review possibility of collaboration of experts of both the countries in the agriculture sector. The seminar extensively highlighted the contributions in Pakistan's economy and also enlightened the audience about the different challenges and issues to the agricultural industry of Pakistan.Major General Syed Khalid Amir Jaffery HI(M), (Retd) - President CGSS in his opening remarks stated that Pakistan's agriculture is the back-bone of its Economy and however, the current challenges have reduced the important contributions of agricultural sector therefore, there is a dire need to address the problems and challenges of agricultural industry to boost the economy of Pakistan.Dr. Muhammad Ashraf – Chairman Pakistan Council of Research in Water Resources (PCRWR) highlighted the importance of water resources in agriculture sector of Pakistan. He further explained that although Pakistan has world's largest irrigational system but currently this system is facing different challenges. In addition, due to lack of water management Pakistan is unable to provide the adequate irrigational water for crops cultivation to meet up the domestic needs as well as its exports. He urged to establish a broader mechanism regarding water management through building large and small dams.Mr. Mumtaz Khan Manais – Former Provincial Agriculture Minister talked about the modernization in agriculture in his address, he highlighted the constraints and issues in agricultural methods of Pakistan. He was of the view that Pakistani farmers are having inadequate resources and equipment to meet the global agricultural standards. Therefore, the process of modern mechanization in agricultural industry through introducing modern technology and agricultural machinery can enhance growth potential of Pakistan in agricultural sector.Dr. Irfan Baig - Dean Faculty of Social Sciences & Humanities, Muhammad Nawaz Sharif University of Agriculture, Multan in his address highlighted the role of academia in bringing change in agriculture sector. He explained that education plays a significant role in the development of any country. However, in Pakistan, the role of academia in agricultural development is very limited. Furthermore, all the nations have created strong link between the education and their development goals. Therefore, Pakistan also needs to broaden its horizon of bringing basic reforms in

agricultural industry through increasing the role of academia in agriculture industry.The last speaker of event Mr. Malik Zahoor Ahmed – Senior Advisor Ministry of National Food Security and Research (M NFSR) ta lked about agr icul tura l development and national security. In his speech, he mentioned that although Pakistan considers its agricultural industry as its back-bone but unfortunately, due to limited approach this industry has suffered immensely. If this condition propelled further, it would cause immense challenges to Pakistan in aspect of food management for the general masses.About 140 people including the senior members of CGSS Advisory Board, government representatives, armed forces officers, diplomats and students attended the Seminar.

PARC briefed the participants about the cropping technology, climatic conditions, soil requirements and nutritional value / importance of kiwifruit and highlighted the role of NTHRI for its promotion / extension up to the farmers field to replace the other non-profitable fruit crops. He also emphasized and expressed his views that the farmers should come to join and join hand with NTHRI for the promotion of this crop, which is not only a profitable crop but also have many valuable nutritive values.SSO (Fruit Crops) briefed its nutritional importance and explained that it has the capability to prevent diseases like Cancer and heart attack due the presence of Ascorbic acid, Vit. C and E, Carotinoids and Polyphenolic compounds. The speakers emphasized on the economic value of the fruit which could endow with more income than any other fruit orchard. It was also elucidated that intercropping can be of extra benefit for kiwifruit growers. PARC budget for the financial year 2017-18. According to break up figure, the budget included Rs. 2767.360 million for non-development with additional supplementary grant of Rs. 855.582 already under process with Administrative Ministry. Rs. 1261.919 million for Development side for public sector projects have been approved. In addition, the Board has approved Rs. 206.700 million for MoUs and Rs. 214.709 million have been approved for Agriculture Linkage Program (ALP) of PARC. The Board of Governors has also approved adoption of revision of Basic Pay Scales-2017 and Grant of Adhoc Relief Allowance-2017 @ Rs. 10% as notified by GoP w.e.f 01-07-2017 including other allowances and

This was stated by Mr. Fazal Abbas Maken, Federal Secretary for M/o NFSR, Islamabad on his visit at National Agricultural Research Centre, Islamabad on occasion of “Farmer's Field Day on Soybean”. The Federal Secretary said that Soybean, although a bit new to Pakistani farming community, is one of the important

crops in the world. Its seed contains 18 to 22% oil and 40 to 42% good quality protein. It is the best source of protein in the world and rightly claims the title of the meat that grows on plants. Over 400 products are made from its seed; it is mainly used for flour, oil, margarine, cookies, biscuit, candy, milk, vegetable cheese, lecithin and many other products. He added that the importance of soybean is not only due to its use as an oil seed crop and feed for poultry, livestock and aquaculture, but also as a good source of protein for the human diet and as a bio-fuel. Pakistan and Uzbekistan have agreed to enhance mutual co-operation for agricul-tural development. The consensus was developed in the meeting when the Amba-ssador of the Republic of Uzbekistanto Pakistan, His Excellency Furkat A. Mr. Saleem Sadiq, Joint Secretary (Admn.), M/o NFS&R distinguished himself as a thorough professional and a diligent and hardworking officer having a firm handle on Federal Ministry administrative affairs. To his colleagues, he was known as a humble, soft spoken and down-to-earth person.The news of his tragic death was received with shock and anguish by the Officers and staff who gathered for the reference and remembered him and his meritorious services for the country and Federal Minister for M/o National Food Security & Research, Islamabad.Speaking on the occasion, Federal Minister for NFS&R paid glowing tribute to the officer for his services for the Federal Ministry and expressed his deep shock on the untimely demise of the young officer.
