Human Resource Develop- ment (HRD) Minister Ramesh Pokhriyal 'Nishank' tweeted "Due to prevailing circum- stances, Central Seat Alloca- tion Board (CSAB) has decid- ed to relax the eligibility criteri- on for admissions to National Institutes of Technology (NITs) and other Centrally Funded Technical Institutions (CFTIs)." As a result, "JEE Main 2020 qualified candidates will now only need to obtain a passing certificate in class XII examina- tion irrespective of the marks obtained," he said in a series of tweets. "Attention JEE Main aspirants! AGENCY LUCKNOW, JULY 23 Uttar Pradesh’s Yogi Adityanath gov- ernment has issued a list of guidelines for next week’s Bakrid festival. The state government said mass gatherings in mosques for performing namaz will not be allowed amid the coronavirus (COVID-19) pandemic in the state and Muslims will have to of- fer namaz in their respective homes on the occasion of Eid ul Adha. Bakrid will be celebrated on Au- gust 1 (Saturday) in India, Markazi Chand Committee in Lucknow an- nounced. Leading Muslim institution Dar- loom Ullum from Deoband had de- manded the government to issue guidelines for Eid while several Mus- lim organisations wanted mass prayers to be allowed in masjids. The Uttar Pradesh government has given special instructions to state police to tighten security for Bakrid and last Monday of the auspicious Sawan month. The government has also banned transportation of meat, and slaughtering of animals in the open. Police officials in all districts have been asked to remain on vigil and take note of the smallest of inci- dents in their respective areas. The UP government has also appointed intelli- gence agencies have to remain on high alert and pre-empt any untoward inci- dents. District officials have also been asked to ensure that pigs and other an- imals don’t roam on roads around the mosques and other shrines. Earlier this month, the Maharashtra govern- ment had issued an advisory asking people to offer Bakrid prayers at home, instead of mosques and other public places. The statement added that will be no relaxation in restric- tions for Eid in containment zones, and people should not congregate in public places on the day of the festi- val. AGENCY NEW DELHI, JULY 23 The Supreme Court on Thursday held that the Rajasthan High Court can pass an order on former Deputy Chief Minister Sachin Pilot and other MLAs' plea against disqualification notice issued against them by the State As- sembly Speaker. A three-judge bench of Justice Arun Mishra, Justice BR Gavai and Justice Krishna Murari refused to intervene in the proceedings before the Rajasthan High Court in the matter. The bench, which was hearing an SLP filed by the State Assembly Speaker CP Joshi against the interim order of the Rajasthan High Court in the matter, said the High Court order will be subject to the final outcome of the plea before the top court. Senior advocate Mukul Rohatgi, appear- ing for Sachin Pilot, said that if the Speaker can himself agree to defer twice, why can't he wait for another 24 hours? Senior advocate Harish Salve, who was also appearing for Pilot and the other MLAs, also argued that the Speaker had deferred the proceedings before him on his own twice in the past. "Issues of jurisdiction and maintainability have been argued before the High Court. Hav- ing appeared and argued there, why should Speaker now ask High Court not to decide?" Salve said. The apex court observed that these are im- portant questions relating to democracy. "How will democracy function? These are very serious issues. It's not just about the dis- qualification of some persons. We want to hear it," the bench said. Appearing for Assembly Speaker CP Joshi, senior lawyer Kapil Sibal submitted that the court cannot direct the Speaker to ex- tend the time for the MLAs to file their replies on the anti-defection notices. "It is not in the jurisdiction of the court. The Rajasthan High Court was wrong in issu- ing a direction to the Speaker. This is against settled law on this point. The High Court had no jurisdiction until Speaker decided on the plea of Pilot and oth- er MLAs' anti-defection proceedings," Sibal submitted. Justice Mishra asked Sibal if a person elected by the people cannot express his dis- sent. "Voice of dissent cannot be suppressed. In a democracy can somebody be shut down like this?" Justice Mishra said. Disqualification notice: SC leaves upto HC Verdict on Pilot, 18 MLAs today Jaipur court orders probe against Shekhawat JAIPUR: A Jaipur court has directed Ra- jasthan's Special Operations Group (SOG) to investigate the role of Union Minister Gajendra Singh Shekhawat in connection with the al- leged Rs 884 crore credit society scam. Additional District and Sessions Judge Pawan Agrawal overturned the order of a magistrate court, which had earlier refused to entertain the petition in the matter, and directed that allega- tions raised by the petitioners should be inves- tigated. Advocate AK Jain, the lawyer for the petitioner, told reporters that the court has directed an in- vestigation against Shekhawat, his wife, and others in connection with an alleged Ponzi scheme related to the Sanjivani Credit Cooper- ative Society. The court was hearing a petition, filed by Barmer district residents Ladu Singh and Gu- man Singh, claiming they invested Rs 54 lakh and Rs 14 lakh respectively due to Gajendra Singh Shekhawat which were never returned and they were cheated. ‘50 per cent quota for women in Hry panchayats’ NEERAJ SHARMA CHANDIGARH, JULY 23 The Haryana Deputy Chief Minister, Dushyant Chautala announced 50 per cent quota for women in Pan- chayati Raj Institutions here on Thursday. While addressing a press conference Mr Chautala said that a bill in this regard would be intro- duced in the forthcoming Monsoon session of Haryana assembly. He said that empowerment of women was a common agenda of BJP-JJP al- liance and giving 50 per cent quota to women in PRIs would give boost to the confidence of women in state. Rs 5000 fine for violating home isolation in Punjab SP JAIN CHANDIGARH, JULY 23: COVID-19 patients violat- ing home isolation instruc- tions in Punjab will have to shell out Rs 5000 as fine, as per the new guidelines an- nounced on Thursday by Chief Minister Captain Amarinder Singh. Currently there are 951 patients in home isolation across the state. The Chief Minister also an- nounced imposi- tion of Rs 5000 as fine for owners of restaurants and commercial eating places violating social distancing norms, as a deter- rent against defiance of the restrictions put in place to heck the spread of the pan- demic in the state. Further, vi- olation of social distancing norms and social gatherings of more than the permitted strength will lead to penalty amounting to a whopping Rs 10000, the Chief Minister said at a Video Conference meeting to review the Covid situation and preparedness in the state. The fines/penalties an- nounced today are in addi- tion to those announced ear- lier, in May, for not wearing a mask in public places (Rs 500), violation of home quarantine instructions (Rs 200) and spitting at public places (Rs 500). Under the existing guidelines, shops/commercial places are liable to pa Rs 2000 for vio- lation of social dis- tancing norms, while for buses and cars such vio- lations are punish- able by Rs 3000 and Rs 2000 fine respectively, and in the case of auto-rickshaws/2- wheelers, the fine stands at Rs 500. The additional fines come even as in- stances of violations con- tinue to be reported from across the state, with aver- age daily challans for not wearing masks standing at around 5000, as per DGP Dinkar Gupta. Mass gatherings not allowed on Bakrid in UP AGENCY NEW DELHI, JULY 23 The Delhi High Court on Thursday granted bail to former Religare pro- moter Shivinder Mohan Singh in connection with a money launder- ing case related to alleged fraud in the Religare Finvest Ltd (RFL). A bench of Justice Anup Jairam Bhambhani granted bail to Singh on him furnishing a personal bond of Rs 1 crore and two sureties of 25 lakh each by his family members. The High Court also directed Singh to sur- render his passport and not leave the country without the prior per- mission of the court. Other condi- tions imposed by the court include providing a contact number to the investigation officer, cooperate in the investigation, not tamper with the evidence, not contact or engage directly with the officials of the fi- nancial institutions or banks in- volved in the case. The High Court had on July 16 reserved its order on Shivinder Mohan Singh's bail plea in the mat- ter, which was opposed by the Enforcement Directorate (ED). AGENCY NEW DELHI, JULY 23 The Central government has issued the formal sanction letter for grant of permanent commission to women of- ficers in the Indian Army, paving the way for empowering them to shoulder larger roles in the organisation, Indian Army Spokesperson Colonel Aman Anand said. "The order specifies grant of per- manent commission to Short Service Commissioned (SSC) women officers in all ten streams of the Indian Army namely Army Air Defence (AAD), Signals, Engineers, Army Aviation, Electronics and Mechanical Engi- neers (EME), Army Service Corps (ASC), Army Ordnance Corps (AOC), and Intelligence Corps in ad- dition to the existing streams of Judge and Advocate General (JAG) and Army Educational Corps (AEC)," Anand said. He said that their selec- tion board will be scheduled as soon as all affected SSC women officers exercise their option and complete requisite documentation. Earlier on July 7, the Supreme Court granted one more month's time to the Central gov- ernment to ensure complete compli- ance with the February verdict that granted permanent commissions and command posts for eligible women officers in the army. HP records 42 COVID-19 cases SHIMLA: Forty-two new cas- es of nCoV were reported on Thursday, taking the tally to 1,789 , a senior office of Gov- ernment confirmed. Centre gives nod to permanent commission to women officers in Indian Army HC grants bail to former Religare promoter Shivinder Mohan Singh Himachal HC stops physical hearing after Covid patient enters premises AGENCY SHIMLA, JUL 23 The Himachal Pradesh High Court on Thursday stopped hearing the cases physically after a COVID-19 positive patient allegedly entered the Court complex, a senior Ju- dicial Officer confirmed. Court's Registrar General Verinder Singh told UNI over phone that all the cas- es are now being vir- tually heard, follow- ing the closure of the High Court complex. As a precaution- ary measure, the complete complex was sanitized. The of- ficial said that no of- ficial of the court, state counsel or private counsels have either tested positive, or have been quarantined so far. Tajinder Thakur, who had tested positive on July 21 at Mandi, did not enter the complex, however, the court administration adopted the above measures as a precau- tion, Mr Singh added. The HC official is in touch with State Nodal Officer and Additional Secretary, Health R D Dhiman, about the information related to COVID-19 con- tacts, he said. Despite the advise to follow the pandemic protocol, Mr Dhiman did not apprise the HC about any COVID positive case or contact so far, he added. The Himachal Pradesh High Court on Thursday stoppedhearing the cases physically after a COVID-19 positivepatient allegedly entered the Court complex, a senior Ju-dicial Officer confirmed.

Court's RegistrarGeneral VerinderSingh told UNI overphone that all the cas-es are now being vir-tually heard, follow-ing the closure of theHigh Court complex.

As a precaution-ary measure, thecomplete complexwas sanitized. The of-ficial said that no of-ficial of the court, state counsel or private counsels haveeither tested positive, or have been quarantined so far.

Tajinder Thakur, who had tested positive on July 21at Mandi, did not enter the complex, however, the courtadministration adopted the above measures as a precau-tion, Mr Singh added. The HC official is in touch withState Nodal Officer and Additional Secretary, Health R DDhiman, about the information related to COVID-19 con-tacts, he said. Despite the advise to follow the pandemicprotocol, Mr Dhiman did not apprise the HC about anyCOVID positive case or contact so far, he added.

Mr Singh denied that an Additional Advocate Gener-al and other people belonging to the HC came in contactwith the Tajinder Thakur during his recent stay in Shim-la.

Haryana Government has directed officersconcerned to make recommendations for Pad-ma Awards by August 10, 2020, in pdf formatat the portal [email protected]. The recommenda-tions received after the due date shall not beconsidered.

Giving this information in this regard heretoday, an official spokesman said that the Pad-ma Awards, namely, Padma Vibhushan, PadmaBhushan and Padma Shri are among the high-est civilian awards of the country, which areannounced every year on Republic Day.

He said that in a letter sent by the ChiefSecretary to all the Additional Chief Secre-taries, Principal Secretaries, Divisional Com-missioners, and all the Deputy Commissionersof the state, recommendations for PadmaAwards were sought with complete name, ad-dress, date of birth, details of major events of

that person's life and his current occupation orposition, along with letter in both Hindi andEnglish languages filled in the requisite per-forma so that it can be published. Besides, aSpecial Search Committee can be constitutedto identify, consider, and finalize the recom-mendations or nominations.

He said that the persons recommendedshould be pre-eminently worthy of the Awards,looking at their lifetime achievements. The cri-teria of selection should invariably be 'Excel-lence Plus' and the highest standards should beapplied while recommending persons for theseawards. The existence of an element of publicservice in the achievements of the person rec-ommended for the award would be a desirablefactor. He added that as the Padma Award isthe second-highest civilian award of the coun-try, it should be considered whether the rec-ommended person has earlier been given anyNational award or a State award in his or herrespective field.

A plantation program was organized by the Department of Horticulture of Kurukshetra Uni-versity on Thursday on the occasion of Hariyali Teej in the area around the Tourism De-partment of the University of Kurukshetra and Institute of Management Studies. In this pro-gram, Vice Chancellor Dr. Nita Khanna planted a sapling.

India observes the celebration of many festivals dedicated to plants, agriculture and en-vironment; Hariyali Teej is one of them, said Dr. Khanna. The Vice Chancellor and otherofficials planted around 200 medicinal plants. In the first phase, plants of Amla, Jamun,Suhanjana, Hard, Baheda, Arjun, Neem and Bel Pathar etc. were predominantly planted. Inthe second phase, plants like Mulethi, Tulsi, White Musli, Brahmi, Ashwagandha, Aloe vera,Rosemary, Evergreen, Beater Melon etc. will be planted. Acting on the Chief Minister’s di-rectives, the Punjab Police haswithdrawn 6355 personnel fromnon-core duties to create COVIDReserves and reinforce its fieldforce at police stations and in theArmed Battalions. While 202COVID Reserves have been creat-ed in police stations across districts,another 20 have been constituted inthe Armed Battalions, to improveoperational readiness for enforce-ment of the various safety normsand protocols in place in the state.

The manpower mobilisationexercise was undertaken from July17, and as of July 23, 3669 person-nel were part of the 202 COVIDReserves in districts while 475were in the COVID Reserves of theArmed Battalions, disclosed DGPDinkar Gupta. The diversion offorce has been done from non-corepolice duties at District Police Of-fices, Police Lines, SaanjhKendras, those attached with Po-lice/Civil officers and threatenedpersons, and officials on temporaryattachment with other units.

Disclosing this during theCovid review Video Conference(VC) meeting chaired by ChiefMinister Captain Amarinder Singh,the DGP said, post the exercise, anadditional 1800 police personnelhave been mobilised at the policestations, across the ranks of Con-stable to Inspector.

As far as the Armed Battalionsare concerned, the additional per-sonnel deployment, in addition to475 in the COVID Reserves, hasbeen made at Shambhu Barrier(118), Security duty in districts(191) and NGOs of Armed Battal-ions (102).

202 Covid reserves created in police stations

CHANDIGARH: Punjab ChiefMinister Captain AmarinderSingh on Thursday approved de-tailed guidelines for shooting offilms/music videos during Un-lock-2 period in the state, withrestriction of 50 persons at theshooting venue, along with strictadherence to other Covid safetyprotocols.

The Chief Minister had onWednesday asked Chief Secre-tary Vini Mahajan to formulateclear guidelines in response tothe request from a delegation ofthe film/music industry, whichapproached the state govern-ment to seek permission forshooting of films/music videos,with necessary clarificationsand directions to be issued in

this regard to the district author-ities. Post approval by the ChiefMinister, Special Chief Secre-tary (Home) Satish Chandra is-sued comprehensive guidelinesgranting permission to shootfilms/music videos in the State,subject to certain conditions.The applications for grant ofpermission for shooting offilms/music videos etc. wouldneed to be submitted to theDeputy Commissioner givingfull details of the location, num-ber of days and timings forwhich such permission, as perthe conditions. The DeputyCommissioner would, after con-sulting the police authorities,grant the permission and a copyof the permission shall be en-

dorsed to the Commissioner ofPolice/SSP for information andnecessary action. The guidelinesfurther stipulate that the dura-tion of shooting should be re-stricted to minimum possibletime and not more than 50 per-sons should be present. Shoot-ing would commence only afterall the persons involved arethermally scanned and foundasymptomatic. The shootingvenue should have sanitizers orsoap and water and the memberspresent should frequently washtheir hands. Wearing of masksfor all would be essential exceptfor the ones who are in front ofthe camera. Social distance willhave to be maintained except forthe ones who being filmed.

indigenous breeds will be decidedon the basis of their availability inthe breeding tracts. The MinisterSaid. Out of the total 500 cows, 60percent would form the productivepopulation, whereas 40 percentwould be from the unproductivegroup. The breeding would bedone with elite semen ofrespective breeds avoidingcrossbreeding so that purebredlines are maintained. There wouldalso be quarantine sheds at theGokul Gram, he said. Cow dung like hand-made paper,mosquito repellents, heat resistantroofing tiles, dry and oil bounddistemper, plant pots etc will bepromoted and manufactured inGokul Gram. facility by dialing numbersprovided by telecom serviceprovider. However, this serviceis being misused by somefraudsters”. Normallyfraudsters calls victim,impersonating as customer careexecutive / representative of anybank / service provider. Thevictim is then convinced to callcertain phone numbers that areusually starting with **21*,*401*. Once the victim dials thenumber, the calls are forwardedto the fraudsters mobile number.Once call is forwarded, thefraudster initiates the forgotpassword/ reset/ registration etcand requests an OTP. Intensifying its drive against thoseinvolved in liquor smuggling, thedistrict administration has so farregistered 806 First Information Re-ports (FIRs) and 781 accused per-sons have been put behind the barsbesides seized 63994 liquor bottles.

Presiding over a meeting in thedistrict administrative complex, TheDeputy Commissioner Mr Ghan-shyam Thori said that excise andpolice teams have been taking se-vere action against any sort of liquorsmuggling in the district and in-spected 1103 premises of Godowns,marriage places, rice mills orshellers during search operation tocheck liquor smuggling and boot-legging in the district.. He said thatadministration has also filed Kalan-dra against 164 persons and execut-

ed 55 surety bonds in this drive. TheDeputy Commissioner said that theadministration has already launcheda helpline number 85569-18229where people could share any sortof information related to illicitliquor smuggling. The DeputyCommissioner said that the any per-son who has any information re-garding liquor smuggling could

share it on this helpline for quick ac-tion. He said that the identity of anyperson giving information illicitliquor would not be revealed to any-body. Mr. Thori said that helplinenumber 85569-18229 would be op-erational round the clock in theservice of people. Soliciting ful-some support and cooperation frompeople in this regard, he said that the

SC refuses to entertain plea against homedelivery of liquor in Pune, NasikNEW DELHI: The Supreme Court on Thursday refused to entertain a petition filedby Maharashtra Wine Merchants Association against the home delivery of liquor inPune and Nasik, which was allowed in view of the COVID-19 lockdown. "We arenot interested to hear this petition. Liquor is not an essential thing, why we shouldmake an urgent order," a bench of the apex court, headed by Justice AMKhanwilkar said while refusing to entertain the petition. The petitioner,Maharashtra Wine Merchants Association, had knocked the doors of the apexcourt, against the home delivery of liquor in Pune and Nasik. The ExciseDepartment of the Maharashtra government had in May this year allowed thehome delivery of liquor with certain guidelines and precautions which are to befollowed during its delivery in view of the COVID-19 pandemic.

122 NDRF teamsdeployed in 20 statesNEW DELHI: National DisasterResponse Force (NDRF) DG SNPradhan on Thursday informed that 122NDRF teams, including 16 in Assam and21 in Bihar, have been deployed in 20states. While speaking to news agency,Pradhan said the monsoon this year hasbeen above normal and there has beenheavy rain. This is leading to flood-likesituation in different parts of the country.Bihar and Assam continue to be sensitiveareas that have been affected by floods."The rescue operations are underway. InBihar, the water flow depends on rains inNepal's Terai region. The evacuation isselective in most places as the ruralpeople decide when they should go to thecamp, but they are persuaded to do so ifthe situation is severe. In Assam,evacuation has been done on a largescale, and around 40,000 evacuationshave been done. The stagnation of wateris widespread and excessive over thereand around 30 districts are affected," saidPradhan. "Air evacuation will not berequired. Our team is rescuing affectedpeople with PPE kits as a precautionarymeasure. We are facing dual challenges -COVID-19 and natural calamity - at thesame time. Almost all rivers are flowingabove the danger level. Rivers such asKosi, Gandak, Kamlabanal, Mahanandahave crossed danger levels, which is whythe river water is spreading," he added.He further said that water stagnation maypersist and chances are that the NDRFteams will remain deployed.

SC agrees to hear plea against UGCcircular on final term exams

A bench of JusticeNageswara Rao posted thematter for hearing before abench of Justice AshokBhushan after SolicitorGeneral Tushar Mehtasubmitted that a bench led byJustice Bhushan had already

dismissed a similar plea onJuly 18. As many as 31students from differentuniversities across Indiaapproached the apex court toquash the UGC circular datedJuly 6 whereby all universitiesall across India have beenasked to wrap up the final termexaminations beforeSeptember 30. The students, intheir petition, urged that theexams should be canceled andthe results of such studentsshould be calculated on thebasis of their internalassessment or pastperformance. The petition filedby students from 13 states andone union territory requested

that the students' marksheetsshould be issued before July31. One of the students, amongthe 31 petitioners, has testedpositive for COVID-19 andprayed for directions to theUGC to adopt the CBSE modeland conduct an examination ata later date for the students

who are not satisfied with themarks awarded on the basis ofthe assessment.

That the plannedexaminations be canceled inthe interest of justice for thestudents as the number ofCOVID-19 cases is on the rise,the plea said.

NEW DELHI: UniversityGrants Commission (UGC)has informed that 603 out of818 universities have eitherconducted examinations orare planning to conduct them."Universities wereapproached to inform thestatus of the conduct of theexamination. Responsereceived from 818Universities (121 DeemedUniversities, 291 PrivateUniversities, 51 CentralUniversities and 355 StateUniversities). Out of the 818Universities, 603 Universitieshave either conducted theexamination or are planningto conduct," the UGC said.

On July 6, the UGC hadissued revised guidelines toeducational institutions acrossthe country for conductingterminal semester and finalyear examinations. UGCinformed that 209 universitieshave already conductedexamination (on-line/off-line)and 394 are planning toconduct examination (on-line/off-line/blended mode) inAugust/September. "In case of35 Universities (27 PrivateUniversities, 07 StateUniversities, 1 DeemedUniversity), the first batch isyet to become eligible for thefinal examination," theCommission said.

Over 45000 Covid cases in aday, tally crosses 12 lakh

With the highest-ever single-dayspike of 45,720 cases, India'sCOVID-19 tally crossed the 12-lakhmark on Thursday, while the death-toll mounted to 29,861 with a record1,129 fatalities in a day, according tothe Union Health Ministry data. Thecountry crossed the 12-lakh mark justthree days after it crossed the 11-lakhmilestone The coronavirus caseloadin the country surged to 12,38,635,while 7,82,606 people have recoveredso far in the country, the data updatedat 8 am showed. As of 10:30 amon Thursday, a total of 32,673positive cases of the novelcoronavirus have been reportedfrom Rajasthan, including 8,587active cases and 23,498 recoveries.So far, 588 COVID-19 deaths havebeen reported from the state.

With spells of heavy downpourlashing the national capital thisweek, the city has already recorded50 per cent more rainfall thannormal in July, the IndiaMeteorological Department (IMD)said on Thursday.

Rainfall recorded in the city inJuly till Saturday was just 47.9 mm,56 per cent less than the normal forthe period.

According to the IMD data, theSafdarjung Observatory, whichprovides representative figures forthe city, has recorded 225 mmrainfall in July so far, which is 50per cent more than the normal of149.8 mm.

The Lodhi Road weather station

has gauged 246 mm rainfall whichis 64 per cent more than the normalof 149.8 mm.

The Palam weather station hasrecorded 37 per cent surplusprecipitation -- 224 mm against thenormal of 164.1 mm.

However, since Jun 1, when themonsoon season begins, the city hasrecorded 29 per cent less rainfallthan normal.

Delhi received this season's first

spell of heavy rains on Sundaywhich submerged low-lying areas inwaist-deep water. Safdarjung, Ridgeand Lodhi Road weather stationsrecorded 74.8 mm, 86 mm and 81.2mm rainfall, respectively.

At least four people have died inrain-related incidents.

Heavy rains drenched the cityagain on Wednesday, inundatingmany areas and affecting trafficmovement.

The monsoon reached Delhi onJune 25, two days earlier than theusual date of arrival. Despite that,rains remained subdued in the cityin the absence of a strong supportiveweather system such as moisture-laden easterly winds from the Bayof Bengal. Earlier, the IMD hadpredicted normal rainfall in thenational capital during the season.

SJTA plans to preserve Lord Jagannath's chariotsBHUBANESWAR, JUL 23

Contrary to the usualpractice of dismantling thethree gigantic chariots afterthe annual Rath Yatra, theShree Jagannath TempleAdministration (SJTA) iscontemplating to preservethem this year.

The chariots were usedby Lord Balabdara, DeviSubhadra and LordJagannath for the annual 9-day sojourn to ShreeGundicha Temple from theSri Mandir, the 12th-centurymain shrine. A discussion inthis regard was held withservitors and carpenters whoconstructed the three woodenchariots within a record timeduring the pandemic, said theChief Administrator of SJTAKrishan Kumar.

Sources said that theSJTA is contemplating topreseve the chariots as thisyear's Rath Yatra took placeamidst the COVID-19pandemic and in the absenceof devotees.

"We have set up atechnical committee to guidethe administration on how topreserve the chariots andkeep the wooden structuressafe from insects," he said.

Every year the chariots aredismantled after the RathYatra festival and the wood isused in the temple kitchen.But this year, the SJTA isplanning to conserve thethree chariots at the museumbeing constructed atJagannath Ballav, the Lordsgarden. The SJTA chiefadministrator said a directivehas already been issued toshift the chariots to the

premises of JagannathBallav. Lord Jagannathschariot called 'Nandighosh',is the tallest one of 45-feethigh with 16 wheels, whileLord Balabhadra's'Taladhwaja' is 44-feet highwith 14 wheels. Their sisterDevi Subhadra's chariot'Darpadalana' is 43-feet highand has 12 wheels.

The SJTA had earlierdecided to document thisyears Rath Yatra in view ofits massive arrangementsmade amidst the pandemicand COVID-19 scare.

All India Institute of Medical Sciences(AIIMS), Nagpur in collaboration withIIT Jodhpur and IIT Nagpur hasindigenously designed and developed amodel for effective tracking andmonitoring of COVID positive andsuspect patients. This device is in theform of a smart wristband that isdesigned to overcome the limitations ofany existing online mobile apps fortracking and monitoring. The existingapps depend on the continuous use ofmobile phones by the quarantined personand the availability of stable internetconnections. Additionally, the existingmobile apps use GPS or cell towertriangulation methods for trackinglocation with an accuracy that may varysometimes up to a radius of 1.5 to 2kilometres. Apart from tracking thequarantined person's movement, it is alsoessential to monitor their symptom

On April16, 1985, the United Nations General Assembly passeda resolution containing the United Nations Guidelinesfor Consumer Protection, recognising more consumerrights the right to satisfaction of basic needs, theright to redress, the right to consumer education, andthe right to healthy environment. The Indian Parlia-ment enacted the Consumer Protection Act in 1986containing 31 sections and bestowing six consumerrights the right to protection against hazardousgoods and services, the right to be informed, the rightto access to a variety of goods, the right to be heard,the right to get redressal and the right to consumer edu-cation. To enforce these rights, the law provided for es-tablishment of Consumer Councils and a three-tier re-dressal mechanism at the district, state and nationallevels. In all fairness, this law worked successfully,with the aid of the judiciary, to a large extent. For pro-viding more effective protection of consumers, theUnion government enacted the new legislation in 2019consisting of 107 provisions. The cardinal principles ofspeedy, inexpensive and informal justice appear tohave been whittled down by the new legislation, noti-fied recently.

bined with hormone therapyhas the potential to help treat

breast cancer, according to a USC-led team of international scientists.

In studies on mice and in twosmall breast cancer clinical trials, re-searchers at USC and the IFOM Can-cer Institute in Milan -- in collabora-tion with the University of Genova -- found that the fasting-mimickingdiet reduces blood insulin, insulin-like growth factor 1(IGF1) and leptin.

In mice, theseeffects appear to in-crease the power ofthe cancer hormonedrugs tamoxifen andfulvestrant and delayany resistance tothem. The resultsfrom 36 womentreated with the hor-mone therapy and fasting-mimickingdiet are promising, but researcherssay it is still too early to determinewhether the effects will be confirmedin large-scale clinical trials.

The research was published inthe journal Nature. "Our new studysuggests that a fasting-mimickingdiet together with endocrine therapyfor breast cancer has the potential tonot only shrink tumors but also re-verse resistant tumors in mice," saidValter Longo, the study’s co-seniorauthor and the director of theLongevity Institute at the USCLeonard Davis School of Gerontol-ogy and professor of biological sci-ences at the USC Dornsife College

of Letters, Arts and Sciences."We have data that for the first

time suggests that a fasting-mimick-ing diet works by changing at leastthree different factors: IGF1, leptinand insulin," Longo added.

The researchers say the twosmall clinical trials are feasibilitystudies that showed promising re-sults, but they are in no way conclu-sive. They believe the results supportfurther clinical studies of a fasting-

mimicking dietused in combi-nation with en-docrine thera-py in hormone-receptor-posi-tive breast can-cer. The scien-tists also con-tributed to a re-cent clinicalstudy of 129

breast cancer patients conductedwith the University of Leiden. Theresults, published last month in Na-ture Communications, appeared toshow increased efficacy ofchemotherapy in patients receiving acombination of chemotherapy and afasting-mimicking diet. In the twonew small clinical trials -- one ofwhich was directed by the study co-corresponding author Alessio Nen-cioni -- patients with hormone-re-ceptor-positive breast cancer receiv-ing estrogen therapy along with cy-cles of a fasting-mimicking dietseemed to experience metabolicchanges similar to those observed inmice.

While there is no definitecure for anxiety, a team ofresearchers sheds light on

the source of unease and tension tohelp effectively treat anxiety assoon as the symptoms appear. Thestudy conducted by researchers ofthe University of Trento, which hasjust been published in ScientificReports, pursues these goals andhelps draw a line between differentaspects of anxiety and to find thebest treatment for each one.

The team of researchers fo-cused on what goes on in the brainof people with the two main typesof the condition: trait and state anx-iety, respectively the temporaryand the stable, chronic form of thedisease.

Nicola De Pisapia, a researcherof the Department of Psychologyand Cognitive Science of the Uni-versity of Trento and scientific co-ordinator of the study, explainedthe difference between the two: "Ifyou are feeling very tense today,but you usually are calm and quiet,you have high state and low traitanxiety."

"Whereas if you are unusuallyquiet, while in general you feelnervous, you may have low stateand high trait anxiety. Therefore,state anxiety is a temporary condi-tion, while trait anxiety is usually astable feature of a person," the re-searcher said. Clinical experienceshows, among other things, that in-

dividuals with trait anxiety havedifficulties managing stressful situ-ations, are at risk of depression,have altered cognitive functions,are less socially competitive andtend to develop psychopathologi-cal disorders.

Differentiating between traitand state anxiety is helpful tochoose the most appropriate treat-ment for patients and to prevent thecondition from becoming chronic."Our study makes it clear that it isfundamental to treat individualswith state anxiety so that they donot develop trait anxiety, which is achronic condition. One way to treatit is to reduce anxiety as soon as itmanifests itself, for example usingrelaxation techniques, physical ac-tivity, and other means that im-prove personal well-being in gen-eral", commented De Pisapia. The

goal of the study was to better un-derstand the neural bases of the twotypes of anxiety. "Our researchgroup studied and investigatedwith MRI the anatomy and activityof the brain at rest in more than 40individuals. We then correlated ourmeasurements to variations in stateand trait anxiety in the participantsin the study with standard ques-tionnaires which are also used inclinical practice," commented DePisapia. De Pisapia added, "Wefound that the most stable aspectsof trait anxiety are associated withspecific anatomic traits which aretherefore constant, and lead to de-veloping repetitive and self-gener-ated negative thoughts, while thefeatures of state anxiety correlate tofunctional connectivity of thebrain, which is a transient and dy-namic activity".

In the time of a war or a pandem-ic, each country looks out for itsown first. It comes as no surprise

that the rules of global trade went outof the window between Februaryand April this year with nationsfighting one another to secure sup-plies of personal protective equip-ment (PPE).

India faced an acute crisis in theearly weeks of Covid-19 as it washugely dependent on imports forcritical supplies of medical products,including PPEs. Much has changedsince then. The coronavirus pandem-ic has spawned a cottage industry inPPEs, hand sanitisers, masks, etc. In-dia is now the second largest manu-facturer of PPEs, after China. Amida global shortage and the worldsstrictest lockdowns that ground allproduction to a halt, barring that ofessential items, many garment mak-

ers, for example, sensed a big oppor-tunity and got into the protectivewear space.

Now, there is an oversupply ofindigenous PPE kits. Many are un-sold. And prices have dipped. Wor-ryingly, there is another more seriousproblem. Atmanirbharta, or self-re-liance, is facing a quality challengein the protective gear market. Therehas been a flood of complaints aboutlow-quality PPEs, sanitisers, glovesand so on, raising concerns about theimpact on Indias public health re-sponse to Covid-19 and infectioncontrol strategies.

This week, the directorate-gen-eral of foreign trade issued a notifi-cation which said that the govern-ment had not found any applicationsfrom July 1 to 3 seeking to exportPPE medical coveralls meeting thenecessary criteria, and all applica-

tions therefore have been found inel-igible for allocation of export quota.Last month, the government had de-cided to shift the export of PPEsfrom the prohibited to restrictedcategory, with a permissible limit of50 lakh kits. Till the time of writing,no export licence has been issued.The Centre has given a new deadlineto local PPE makers to put in theirapplications for approval of exports.

L&T reports 79 pc fall inQ1 net profit at Rs 303 crMUMBAI, JULY 23

Infrastructure giant Larsen& Toubro on Wednesdayreported a profit after tax(PAT) of Rs 303 crore in thequarter ended June,reflecting a decline of 79 percent versus Rs 1,473 crore inthe corresponding quarter ofprevious year. The PAT wasimpacted mainly due tolower revenue, creditprovisions in financialservices business and under-recovery of overheads, theconglomerate said in astatement. L&T recordedconsolidated gross revenueof Rs 21,260 crore in Q1FY21, marking a downturnof 28 per cent due to nation-wide lockdown, resulting in

halting of manufacturingand construction activities,non-availability of labourand disruptions to thesupply chain ecosystem.

International revenuesduring the quarter was atRs 9,497 crore constituted45 per cent of the totalrevenue with increasedcomposition of the non-cyclical IT&TS(information technologyand technology services)segment. The companybagged orders worth Rs23,574 crore at the grouplevel during the quarterended June 30, down 39per cent, characterised bylow interest towards freshinvestment and defermentof award decisions.

Tier-2 and 3 consumersmore hopeful ofrebound in retail

Nearly 22 per cent consumers in tier-2 cities and30 per cent in tier-3 towns feel their spending willeither increase or remain the same as prior toCOVID-19, according to a new survey byprofessional services firm KPMG.

The survey study indicates that tier-2 and 3consumers are more liberal in their spendinghabits, hence these could be the next focus area forretailers to expand their presence.

Further, a greater impact on positivesentiments could be expected in the event of aneconomic stimulus. The survey was conductedwith 2,376 respondents (of which 66 per cent weremale and 34 per cent female). It was conductedacross tier-1, tier-2 and tier-3 cities amongdifferent spender types and age groups betweenMay 18 and June 7.

Nearly 68 per cent of respondents expectsafety precautions to be their primary priorityfollowing pricing and promotion.

scientific investigations into theplanet's soil, geological structure,environment, atmosphere and water,media reports said. The Long March5 rocket, the nation's biggest andmost powerful, will transport therobotic probe to the Earth-Marstransfer trajectory before thespacecraft begins its self-propelledflight toward Mars' gravity field.According to China AerospaceScience and Technology Corp, aState-owned space conglomerate,the probe will travel for about sevenmonths before it reaches Mars,which at the farthest point of its orbit

Chopra said that RCB has a limitedbowling attack, but it can come good inthe UAE due to the bigger grounds andhe also said that spinners would have abig role to play in this year's edition.

The Wrestling Federation of India (WFI)is looking to start the training camp forboth men and women wrestlers by thefirst week of August.

Vinod Tomar, WFI's assistant secre-tary confirmed to a news agency that thefederation is indeed looking to start thetraining camp and initially, the Olympicbound athletes will start training first,and later it will be expanded for othercategories as well.

"We are planning to resume ourtraining camp by the first week of Au-gust, we have had discussions on it. Ini-tially, wrestlers from five Olympicsweight categories will be invited first and

later we will look to expand it for othercategories," Tomar told a news agency.

Tomar also clarified that the trainingcamp for men will be organised in Soni-pat while for women, it will be held inLucknow.

Indian wrestlers had already wonOlympic quotas in four weight cate-gories.

Ravi Dahiya (57kg), Bajrang Punia(65kg), and Deepak Punia (86kg) gotOlympic quotas among men while Vi-nesh Phogat (53) securing a place in thewomen's wrestling.

The wrestling training camps havebeen suspended since March due to thecoronavirus pandemic.

Although training camps for differ-ent sports have started in the country,wrestling has not been able to do it so faras it is a contact sport.
