An International student seeking admission to any course

in the University in Karnataka must first submit an applicaton

for assessment of academic eligibility for pursuing that course.

With an exceptional diversity in climate, salubrious vegetation and greenery with both Ghats (dense paths through mountains sections) and plateau regions, Karnataka, a state in the south western region of India is bordered by the Arabian sea to the west, Goa and Maharashtra to the north west, Andhra Pradesh to the east and Kerala and Tamil Nadu to the south. It presents dry and warm, rainy and cold weather over different regions throughout the year. As the seventh largest Indian state by area, Karnataka is rated among the well developed states of India. The capital Bengaluru is also known as the “Silicon Valley of India” in view of its role as the nation's leading Information and Communication Technology (ICT) centre. Served by a modern international airport with connections across various continents, today it is the second fastest growing major metropolis at the forefront of global knowledge creation and innovation.

It is ranked fourth in India by overall GDP contribution after Mumbai, Delhi and Kolkata. In view of the large number of well known ICT companies located in the city, Bengaluru contributes between 35-37% of India's total IT exports. Apart from this, it is also known as the Biotechnology centre, a science hub and a centre for engineering and is thus recognized as a STEM network centre. Advantages for an international student to study in Karnataka

Per latest reports, Karnataka has a literacy rate of over 78% and the state boasts of national-levelinstitutions in almost every discipline such as health, management, science and technology, law, social science, education, linguistics as well as an IIM, IISc, IIIT, TIFR, National Law School, NIMHANS, ISEC, RIE Mysore, Regional Institute of English and many more. There are over 480 degree colleges affiliated to any of the state universities. The formation of quality workforce rests with one central university, 24 public universities, 15 deemed universities, 10 private universities. There are 207 engineering colleges, 61 medical colleges, 48 dental colleges, 280 management institutions as well as Polytechnics, Pharmacy, Yoga, Fashion Designs, Homeopathycolleges and over 60 international schools. In 1998, the engineering colleges in the state werebrought under the umbrella of Visvesvaraya Technological University headquartered at Belgaum,whereas the medical colleges are run under the jurisdiction of the Rajiv Gandhi University of Health Sciences., Bengaluru. In accordance with the National Education Policy and as per the recommendations of the task force,the State Govt. has established a State Council for Higher Education as a collective of the

Government, Universities, Academics and experts with a view to forge a synergic relationship

among them by occupying an operational space between the Government and the Universities on one hand and between the Universities and apex level regulatory bodies on the other. The Govt.

feels that the Council is in the process of creating an enabling environment for Promoting academic

excellence and social justice by obtaining academic input for policy formulation and perspectiveplanning, ensuring autonomy and better accountability of all institutions of Higher Education in theState. The "Vision 2020” document for Higher Education in Karnataka prepared by KSHEC is a

well-crafted road map for the transformation of Karnataka into a vibrant knowledge society by 2020.

Today, active level of work is being directed by the Department of Higher Education to enhancing of ICT use in State Universities so as to provide the full spectrum of support in such areas as automation of administrative aspects, streamlining of both admissions and examinations process,

finance and fee structuring, etc. This will ensure necessary governance and transparency for a

streamlined approach.

Karnataka State Higher Education Council, Bengaluru: (KSHEC)

Under the guidance of Department of Higher Education, an Overseas Centre for Foreign Students has been set up under KSHEC to globalise education in the State. As part of the Smart-KEY (Karnataka Education Yardstick), ICT infrastructure is being provided at higher educationinstitutions in a phased manner. OCFS is for creating an enabling platform for developing global citizens, attracting more international students to create a rich, multi-cultural study and knowledge sharing environment. Such initiatives will further assist international students to enjoy enhanced benefits, peaceful ambiance, improved pedagogy, affordable fee structure, cultural diversity and a great experience in Karnataka. At the macro level, it will involve embracing new global partnerships and harnessing technology, to offer Indian students access the best teaching and pedagogy from all over the world.

Overseas Centre for Foreign Students: (OCFS)

OCFS will put in place certain systems, which could well be termed 'best practices' in collaboration with all the Universities and stakeholders in order to ensure that the international students' community in the state enjoys the benefit of knowledge and cultural sharing so as to build a strong future for themselves. The aim of the Centre is to monitor and see that the higher education that is provided in Karnataka will be a sought after professional experience for the international student thereby ensuring the growth of this community in Karnataka year on year. To this end, all Universities in the state will each have a Nodal Officer to fully concentrate on these broad aspects as shown below:

1. Ensuring that a Committee of Universities is formed along with OCFS to participate in Seminars/ Forums/ Symposiums/Exhibitions locally and internationally to promote, assess and recruit.

2. Ensuring that the admission process is streamlined, transparent and that necessary orientation programs are regularly conducted for all international students.3. Ensuring that the International Student has a valid Identity Card with details of Passport, Visa, Institutional Affiliation and Contact Information.

4. Ensuring that the Universities will host International Cultural Evenings in different locations in the University and at other cultural forums in the city from time to time.5. Ensuring to maintaining a database on all international students.

6.Ensuring that specially designed courses in Asian and European languages, soft skills, literature, performing arts, sports meet, open house events, mentoring workshops are being conducted in the Universities in collaboration with various departments regularly. This will help in developing global perspectives at the University faculty level, transnational awareness and intercultural competence will need to become an essential part of an institution's mission, articulated and realized with specific actions at the department level in coursework and extra-curricular possibilities.7. Ensuring that Universities across have an active alumni association.

OCFS will act as a liaison between foreign students, the Heads of various local Universities, Heads of Colleges and Institutions affiliated under the Department of Higher Education as wellGovernment agencies, Heads of Consulates, Embassy's and their education counselors,International agencies and Foundations, Indian Missions/Embassy's abroad, the Regional Office of Foreign Registration (FRRO), specialized UN Agencies and the World Bank so as to bring in acohesive approach to internationalization of Higher Education in Karnataka. This will be a nodal organization for promotion of Universities across Karnataka.
