Even after two decades of its publication, the seminal work of lateProfessor Tambiah is more misunderstood than anything Sinhala nationalists did not even bother to see the ? that was in the title of this unmatched research debate but declared it as an ! by Tambiah. Thus, the book is still banned in Lanka.

I think reading the NORAD Review one can safely add an ! to the Buddhism Betrayed debate.
The 1990-2005 Norwegian process was blinded to the subaltern realities. So is this post-Praba review. The Peace Process was hogemonized by a naive liberal peace discourse. It gravitated around the liberalism II model of minority rights, right to self-determination and ethnic federalism etc. By which it pre constructed solutions at the cost of analysing the depth of the actual problem.

The question how Athuraliye Rathana and Chapika Ranawaka who were at the political wilderness of the periphery became Generals of a war discourse as against a heavily funded, the stylish Pakkiyasodi Saravanamuththu andBerghofian workshops is not discussed.How did the Sangha including the most learned Walpola Rahula in his late 80s managed to mobilize a Theravada Society to 1. Dismiss this peace a federalis power sharing peace 2. To justify a military solution is not addressed in this review.
Anyone who is a student of SL politicswill know the role and influence theSangha have in to reshape a political outcome. It is historicized and institutionalized. 1956, 1965, 1989, 1995 and 2000 at every attempt of
political power sharing, the Sangha, well manipulated by the Sinhala political/trade class defeated such process. Refusing to understand theontology of modern Sangha resistance, one that first started against the KandyGovigama Siam dictatorship is a blindness based on preconceived framework of analysis.
Anyone who is a student of SL politicswill know the role and influence the Sangha have in to reshape a political outcome.
In 1801, venerable Ambahapitiye Gnanawimala was refused the Upasampadaa by the Kandy Siam Nikaya based on his noon Govigama caste. With the help of the Dutch rulers of the south, he went to Amarapura then capital of Burma and received higher ordination. On his return in 1803 he for the first time in Lanka history started a non- Kandyan/Govigama Amarapura Nikaya .Subsequent years witnessed the growth of other Nikayas like Rammna and some 30 odd sub nikaya. This was the first stage of Protestant Buddhism. The second stage in which the laity ( Dayaka/Daika) for the first time in history
tried to replace the Sangha by reforming Buddhism. Anagarika and American Henry Olcott symbolized this Sasana reformation. For the last two hundred years, the Sinhala Sangha have gradually become protestant, political and militant often as a reaction to an outside force that attempted to alter the social /political structure of Lanka.
Without understanding this fundamental fact, any peace/democratization process is doom to fail in Lanka. The liberal outside world is still failing to recognize this. To me now there are two research questions. Why do the Sangha refuse to allow a liberal democracy in Lanka and Why do the Western scholarship refuses to accept the role of Sangha in Lanka? Both are equally within a paradoxical paradigm. Any process ,review ( or Review of review such asthe one done by Dayan with his unmatched hatred of Praba of LTTE but adoration of Nabha his former political boss of EPRLF) that fails to probe the actual , perceived and politicized role of Sangha in Sinhala society is will amount to a betrayal of Sinhala Buddhism Alternatively

Reproduced below are five vital points or arguments taken arbitrarily from the timely and analytical report viz. 'India and Sri Lanka after the LTTE - International Crisis Group' - Asia Report N206 of 23 June 2011. An exercise of scrutinizing these arguments is going to be of interest.
While officials in New Delhi admit they are frustrated, India remains hesitant to press President Rajapaksas regime very hard. This is due in part to its history of counter-productive interventions in Sri Lanka.
2. Indias approach has so far paid only limited dividends. Deepening militarisation and Sinhalisation in the northern province have increased the insecurity and political marginalisation of Tamils
3. Many Sinhalese see India as favouring Tamils and as wanting to weaken or divide the country, despite its crucial role in destroying the Tamil Tigers.
4. With the much-hated LTTE defeated with Indian assistance, New Delhi should, in principle, have more leeway to push for reforms.
5..Indias reluctance to put serious pressure on the Sri Lankan government is also due to strategic considerations, in particular its desire to counter the growing influence of China,
At the outset, the officials in New Delhi are mainly the Sonia Congress personalities and their cohorts. There are mainly Kerala Brahman diplomats and other high officers, who are already level headed, mean and full of all sorts of complex. India's history of interventions being counterproductive, can only be attributed to the stupidity of the Indian intelligence. India's source of intelligence as far as Tamils are cornered, are the wrong people, the Anti-LTTE groups.

China being a great country never called LTTE as terrorists or wanted to kill Tamils like India. They simply wanted to prop up the helpless and insulted Sri Lanka government and to impress upon and to hold them permanently as their client. China did it only to out do India because India dragged the UK and USA in order to finish off the LTTE.
China has not jet received any favours from Sri Lanka and all favouritism and grace have been only towards Sri Lanka, one sided. Very soon the time will come when the great China gets its turn, the cunning Sri Lanka will be holding green flag permanently to China and every act will be detrimental to India.
There is a way out for India. The world is confused and unable to distinguish between Tamil nationalism and Tiger terrorism. If it were the other way around, then at least it would look more sensible; 'Tamil terrorism and Tiger nationalism'. If the LTTE were terrorists as stupidly branded by the International community, they
could have played havoc at cricket matches, sacred Vasak gatherings, and whereever people assemble in large numbers. Let someone do the exercise of LTTE's attacks during the 30 years the LTTE were in control, the number would be smaller than the number of Tsumanies or car accidents. The vulnerable world believed the Sri Lanka governments organised bogus propaganda. Now at least the world is clear.
LTTE never attacked civilians. Of course LTTE made attacks on specific targets. LTTE soldiers were disciplined and fought for their rightful homeland and their future generation. Still the evil country India misled UK, USA government to carry out the genocide of Tamils.
Now the LTTE's military strength has been unfairly defeated . At least now the world is clear that the Tamils are the LTTE and they are ready to march towards their separate nation Eelam. India has to talk to the LTTE accepting its crimes and wrong doings. The great and magnanimous LTTE with its leader who will soon or later hail will pardon India and walk towards Eelam and make the world a better place, complementing the positive changes taking place elsewhere.
India should tell the truth to the world that the LTTE are the real and the greatest freedom fighters of the 21st century. India must tell loud and clear that the North and South of Sri Lanka is the historical and traditional homeland of Tamils and that the world must see that the Tamils get their nation, Eelam.

On this day, we, the Eelam Tamil nation, remember our heroes - our brave young men and women, who gave their lives to the struggle for Tamil Eelam.
From the flowers and tributes made by us here in the diaspora, to the secret thoughts and silent prayers of our brothers and sisters living oppressed in our homeland, the hearts and the minds of our nation across the world turn to our heroes.
On this day, we remember how, on witnessing the genocide of our nation by Sinhala-Buddhist chauvinism, they rose to protect us from our aggressors, defend us from our persecutors and ultimately dedicate their lives to our freedom.
We honour their ardent commitment and resolve. We pay tribute to their incredible courage and valour. We are humbled by the selfless compassion that spurred them to struggle for a better future - so that we may one day live free. Free from oppression, free from persecution and free from genocide.
Despite the Sri Lankan state's ruthless destruction of our cemeteries and memorials, the commemoration of Remembrance Day on the 27th of November has not ceased.
So on this day, each year, in whichever corner of the world we may be, our nation stands united in remembrance of our heroes.
We remember their tremendous sacrifice, and we remember that the genocide they struggled against continues to this very day.
From Egypt and Libya, to those being killed on the streets of Syria, the
youth have always and will always be the vanguard of any nation's struggle for freedom. Our struggle is no different.
From Sivakumar, the Jaffna student who committed suicide to escape torture in police custody in 1974, to Thileepan who fasted unto his death in 1987, to the valiant sacrifice of our heroes. the Tamil youth of every generation have protested against the Sinhala-Buddhist chauvinism they faced, and campaigned for the freedom of our people.
The youth displayed a resolve like no other to struggle for what is right and just.
And we - Eelam's youth of today - who have now been entrusted with this incredible honour, possess that very same resolve.
On this day of remembrance we draw on the lives of our heroes and renew that resolve.
In their sacrifice, we find courage, and, as they did before us, in the horrors of genocide, we find the unwavering, determination to continue our nation's struggle against oppression.
Over the past two years, in addition to working and studying, we have been at the forefront of the struggle. In the UK, Europe, Canada, United States, Australia, India and across the world, young Tamils have spearheaded campaigns calling for justice and an end to human rights violations. There have been petitions, protests, leafleting, university awareness campaigns, public boycott Sri Lanka campaigns and political lobbying.
This year, the Tamil Youth Organisation, in countries across the world, has worked to counter Sri Lanka's attempts to mask its human rights violations.
Focusing on Sri Lanka playing world cricket, the TYO demanded that the world must not legitimise war crimes and called for a boycott of Sri Lanka's national team. The campaign has already received widespread support from sports commentators, sports men and women, and politicians. And as we look to 2012, our campaign will continue.
The international community's acknowledgement of Sri Lanka's war crimes and ongoing impunity needs to be taken further in every walk of life. Sri Lanka's attempt to whitewash their crimes, through the hosting of the Cricket World Cup or the attempt to host the Commonwealth Games in 2018 can only be stopped by a principled stand by governments and sporting bodies across the world. War crimes and genocide are crimes of such gravity, that they cannot be ignored, even on the cricket pitch.
In countries across the world, the Tamil youth, as a combined global force have worked tirelessly on similar campaigns and protest events.
And still we will go on.
And yet more youth come forward to join the struggle.
Our demand for justice and accountability through an independent, international investigation into war crimes and genocide will not cease.
The rape, the torture and the massacre of our loved ones, in 2009 and the decades before, is a festering wound on our nation's collective consciousness; a wound that will not be healed with time or economic prosperity.
Despite Sri Lanka's claims of conducting an internal inquiry, the allegations of war crimes, crimes against humanity and genocide, cannot be answered within Sri Lanka. As international human rights groups have repeatedly stated, Sri Lanka does not have the necessary transparency, impartiality or judicial independence needed to do so. Dissent or criticism of the state are not permitted. Several journalists have been assassinated or intimidated with violence. Just this
week Mahinda Rajapaksa described the calls to investigate human rights violations as the work of 'terrorists'.
In the name of reconciliation, many say that the past needs to be forgotten. However history shows us that truth and justice underscore any future peace. The deaths of at least 40,000 people just over two years ago, and the on-going abductions, torture and murder of Tamil civilians, are not past events. They are the present. One child missing is a mother's living nightmare. A nightmare she wakes up to day after day.
Our belief in the Eelam Tamil nation's inalienable right, to preserve and enjoy our unique identity, in our homeland, will not be suppressed.
Despite the Sri Lankan state's rhetoric on reconciliation and ethnic equality, two years after they declared peace, there have been no meaningful steps taken.
Instead of attempting to address long-standing, legitimate Tamil grievances, the Sri Lankan government is aggressively pursuing a Sinhala-Buddhist vision that is wantonly destroying our homeland.
Temples and churches are replaced with Buddhist stupas; road names are changed to Sinhala; and Tamil people forced out of their homes to make way for incoming Sinhala military families. This Sinhalisation of the North-East takes place as Sri Lanka's military, almost entirely Sinhalese, watch over the civilians.
Whilst Rajapaksa's regimes talks of peace, the number of check points and military bases only increase.
Under the military's brutal eye, the land that our parents called home and our heroes sacrificed their lives for, is being destroyed.
Our conviction that our nation's independence is the only secure and lasting peace will not falter.
The genocide of Tamils is not the work of one ruthless regime. The shocking truth is that the discrimination and oppression of Tamils has been the policy of successive governments for over 60 years. A policy that has won elections time and time again through the votes of the majority Sinhalese.
The uncomfortable reality is that the Sri Lankan government's extremist Sinhala-Buddhist ideology seeps beyond parliament and the military, and captures the Sinhala national mindset as a whole.
Reflecting on each anti-Tamil pogrom, and aftermath of May 2009, it is undeniable, that the destruction of our culture, our heritage and our people, has consistently been met with Sinhala triumphalism and celebration.
Despite governments in the UK, Europe, USA, Australia and Canada criticising the Sri Lankan military for its brutality and the government for its shameless impunity, those responsible for the massacre of Tamils continue to be glorified by the overwhelming majority of Sinhalese.
Our nation's freedom, our nation's security, our nation's very existence, lie in independence.
Our belief in the Eelam Tamil nation's inalienable right, to preserve and enjoy our unique identity, in our homeland, will not be suppressed.
Eelam is the only answer to truly lasting peace.
This conviction is not the words of young blood, thirsty for war. On this day of all days, we the Tamil nation know full well the price of a struggle for freedom.
Our conviction is based on a reasoned analysis of events, both past and present -
A genocide of our nation took place.
It continues to take place.
And in over 60 years, not one single olive branch or move towards equality has occurred, to give us even an inkling of hope that the future will be any different to the past.

Senior executives at Bell Pottinger told undercover reporters that they were so influential that they had written a key note speech given by the Sri Lankan President to the United Nations.
During the address by President Mahinda Rajapaksa last year, which the company said was used in preference to one prepared by the Sri Lankan foreign ministry, the president suggested rules governing the humanitarian conduct of war should be re-examined. He described his troops action against Tamil Tiger separatists as humanitarian.
President Rajapaksa also claimed in the speech that a Commission established by the government to
look into the last years of the civil war, was giving full expression to the principles of accountability.
Heavily criticisedThe Commission has been heavily
criticised by human rights groups including Amnesty International because it does not have a mandate to hold individuals to account for war crimes.

We wrote the presidents speech to the UN last year which was very well received it went a long way to taking the country where it needed to go, said David Wilson, chairman of Bell Pottinger Public Relations, during the undercover meeting with the Bureau.
But during the meeting Mr Wilson
seemed to agree with Amnesty, describing the Commission as having a fundamental flaw in its remit in investigating what has gone on in the past, to try to bury the past.
The company also attended a meeting of Tamil dissidents in London, the British Tamils Forum (BTF) said.
Days before President Rajapaksas arrival in London in December 2010, Tim Ryan chairman of Bell Pottinger International, and a colleague attended an open political meeting in Harrow organised by the BTF and the Nava Sama Samaja (New Social Equality) Party.
Standing outGobi Ratnam, a Tamil journalist
who chaired the event, titled How Powerful is Mahinda in his Second Term? said the pair stood out as the only white people present and were eventually questioned by some of the delegates.
He said the two said they were from Bell Pottinger. They said they wanted to listen to our problems, to learn and help the Sri Lankan people, said Mr Ratnam. A lot of people were talking to them. A few there knew about this firm and tried to warn people not to give out too many details.
Dr Wickremabahu Karunaratne, the
Singhalese general secretary of the NSS Party who stood for president in the last election, was visiting the country from Sri Lanka and gave a speech at the meeting. He called for Tamil forces to join a new alliance of opposition members and breakaway groups to challenge the government comments that were widely reported.
Dr Karunaratne spoke with Mr Ryan after the speech. He told the Bureau he had not known Mr Ryan was working for the Rajapaska government prior to the meeting, but he made me aware of that.

Mr Ryan told him he was collecting information to help the government campaign, he added. Bell Pottinger refutes this. It says its representatives were interested as part of their brief to learn and to understand the views of the Sri Lankan diaspora in the UK.
The BTF claims Bell Pottinger representatives also attended a Tamil
Remembrance event at Londons Excel Centre on November 27, 2010. The firm has not confirmed this.
There is no suggestion that Bell Pottinger did anything illegal in its dealings with the Sri Lankan government.
