Candidates for RCLS Trustee
Three seats on the RCLS Board of Trustees need to be
filled at the Legislative Breakfast and Annual Meeting on
Friday, September 16 at the Bear Mountain Inn, one from
Orange County and two from Rockland County.
Nominations may be received from the floor of the Annual
Meeting from a Trustee of one library and seconded by a
Trustee of a second library in the counties having the
vacancies. The nominees need to indicate orally at the
Annual Meeting or in writing their willingness to serve if
elected.
The following are the biographies of the prospective
candidates:
ORANGE COUNTY • ONE VACANCY
ANITA BAUMANN of Florida, NY is a native New
Yorker, born in New York City. Having resided in
Westchester for the bulk of her life, she now calls Orange
County home. Anita also spent seven years on the West
Coast, in the Seattle metro area. Her background includes
studies in Liberal Arts/Humanities, Elementary Education,
and Human Resource Management.
Ms. Baumann’s professional experience has extended over
both for- and not-for-profit organizations including IBM,
Amazon.com, Center for Economic Growth and American
Booksellers Association. She was Box Office Manager at
Caramoor Center for Music and the Arts and Tarrytown
Music Hall, as well as Assistant Director for the Children’s
Theatre Wing of the Croton Shakespeare Festival. Anita has
taught students aged 3 through adult, including volunteer
work as a Literacy Tutor and ESL instructor.
Author of technical and corporate publications and
marketing materials, she has also been a blogger to a global
audience, and has done freelance journalism. Over a span of
30+ years, she has edited textbooks, manuals, and corporate
and professional association newsletters.
Anita has been recognized for her leadership abilities,
serving as President, Secretary, Treasurer and Committee
Chairperson for HR, Education, and Business societies and

local groups. She is an active member of a number of historical preservation and environmental
organizations.
A voracious reader since childhood, she believes fervently in the power of literature and language to
positively shape a life and broaden perceptions of the world. Her passion for being a contributor within
any environment has been realized in design and presentation of training and development programs,
marketing/management of events, and conceptualization/delivery of community outreach projects.
Music, friends and colleagues, and her husband and two beloved cats provide soothing moments in
her hectic life. She is enthusiastic about serving on the Board of Trustees, and is honored to aid RCLS
in achieving its goals and supporting the member libraries.
ROCKLAND COUNTY • TWO VACANCIES
JAIN JACOB was born and raised in India and completed his university studies there. He
immigrated to the United States in 1987 and has lived in Rockland County since 1989. While in India,
he received a Master’s Degree in Accounting. After arriving in the United States, Jain joined the MBA
program at the University of Alabama. In 1991, while enrolled in the MBA program, he sat for the
CPA exam and passed all four parts on the first attempt. Following this time in the South, he
subsequently moved to New York and has worked here since. Jain is a member of the American
Institute of Certified Public Accountants and New York Society of CPAs.
With over 25 years of experience in tax, accounting and business consulting, Jain started a CPA firm
in New City in 2007. Prior to this, he was with Deloitte and Touché LLP for 10 years, serving as a tax
senior manager. Jain’s clients there included US multinational corporations, non-profit organizations,
various international entities with US operations, partnerships and high net worth individuals. Prior to
joining Deloitte, Jain served as a senior tax auditor for New York Tax Department, where he audited
major corporations in various industries. Jain Jacob has served and currently serves on the boards of
several not-for-profit organizations. He also presently serves on the executive committee for New York
Society of CPA’s Personal Financial Planning Committee, is a Board Member of Rockland County
CPA Society and Rockland County Rent Regulatory Board. Jain also is actively involved with various
community, cultural, civic and religious organizations. He has served as treasurer for government
office holders and candidates running for elections, having experience in filing their financial
disclosures.
Jain is married to Reena Jacob, MD, who practices Internal Medicine in New City. They reside with
their three daughters in New City which is part of the Ramapo School District.
Jain is very much interested in continuing to serve as a member of the RCLS Board of Trustees. If
elected, he will do his best to fulfill the responsibilities that the position requires.

DAVID ZUCKERBERG was born in Brooklyn, raised on Long Island, and is a 40-year resident of
New City in Rockland County. He and Doris, his wife of 45 years, raised two sons who learned the
value of the public library from story hour to research projects; they now bring their granddaughter to
the New City Library.
Dave is a retired scientist and business executive, and is presently a consultant to the pharmaceutical
industry, advising businesses on scientific and regulatory affairs. As a business executive, he was
responsible for hundreds of employees in North America, Europe and Asia, and tens of millions of
dollars in annual expenditures. Dave has a long-time interest in education and was for many years an
adjunct faculty member in the Mathematics Department of Dominican College. He has been active in
the Youth in Engineering and Science (YES) program at NYU, which encourages young people from
disadvantaged and historically under-represented groups to pursue technical careers. As a business
leader, he instituted a laboratory internship program for inner-city high school students.
Dave is a member of the New York State Historical Association and the Archives Partnership Trust.
He has received tours of the State Library and State Archives; viewing their incredible treasures
reinforces his belief in the importance of libraries not just as educational institutions, but as guardians
of our civilization.
Dave was elected to the RCLS Board of Trustees in 2011. During the five-year term he is now
completing, he has devoted his energy to assuring fiscal responsibility, service to local libraries and
ongoing advocacy for libraries with our elected officials. He served as Board Treasurer in 2015 and is
currently serving as Board President. He is also a Trustee of the New City Library and has served as
Board Secretary and Treasurer.
Last Call for Legislative Breakfast and Annual Meeting
The 29th Legislative Breakfast and 57th Annual Meeting will be held at the Bear Mountain Inn on
Friday, September 16. Registration will begin at 8:00 a.m. and the continental breakfast will be ready
by 8:30 a.m. No fee is charged for the breakfast. Meet with state and county legislators about issues
facing libraries. Presentation of the three annual awards will be made. The business meeting,
presentation of the 2017 RCLS Budget, and election of three RCLS Trustees
will follow. Member library Boards of Trustees have been sent ballots to vote
on the RCLS Budget. This is a good opportunity to view the Budget and ask
questions regarding it.
Following the event, an optional guided hike to Doodletown, a part of the
Bear Mountain State Park, is being offered for $25 per person. If interested, be
sure to check the “yes” box on
the registration form.

SEAL 2.0 Training Scheduled for RCLS Libraries
SouthEastern Access to Libraries or SEAL is the current platform for regional interlibrary loan comprised of a virtual union catalog and electronic interlibrary loan system. SENYLRC will soon have a new platform for SEAL. If you are already a SEAL ILL System participant or a library new to regional resource sharing, you are invited participate. No fee is charged to use the service.

A free webinar from the American Library Association’s
Office for Intellectual Freedom (OIF) includes more than 50
ways to celebrate this year’s Banned Books Week
(September 25 – October 1). Hosted by OIF Assistant
Director (and former librarian) Kristin Pekoll, the webinar
offers programming ideas from libraries across the country,
from family-friendly fare to banned books beer outings and
not-safe-for-work trivia contests.

for Small Business Saturday®
Celebrated on the Saturday after Thanksgiving, November 26,
Small Business Saturday helps small business owners with
their most pressing need - getting more customers.
In collaboration with American Express, the American
Library Association invites libraries to become a
Neighborhood Champion to help raise awareness and
support for local small businesses to support your library
and community on that day.
You could even plan a community event for Small
Business Saturday. Last year, over 4,100 Neighborhood
Champions participated by:
Organizing local activities to get their community
excited about participating in the day (e.g., a kickoff
breakfast to get shoppers out, street fairs to showcase
local goods, shuttles to transport shoppers around
town and other events)
Rallying small businesses to participate in the day and
encouraging neighbors to go out and Shop Small®
(e.g., providing small business owners with Shop
Small merchandise to promote their business,
organizing in store events to help get more customers
in the door)
Promoting Small Business Saturday via social media,
in local newspapers and around their town
Sign up to be a Neighborhood Champion by Friday,
