There’s a lot popping up on the global radar this week, especially when it comes to media and
property. First, there’s News Corp’s British phone hacking debacle, then on a national level,
there are whispers by leading economists that interest rates might actually drop at next
month’s RBA meeting. Despite the scandals and predictions, on a local level there are a number
of key developments and initiatives the council is focusing on in a bid to get our local economy
back on track. Julie Gatehouse investigates where the money is being spent in this week’s
cover story. On a lighter note, 95 per cent of stock recorded in this week’s Market Tracker
(page 28) is priced under $500,000, verifying what both statistical and anecdotal evidence has suggested for a long period now, that entry-level
properties are still selling to active fi rst-home buyers and investors capitalising on the current subdued market. Timing is everything, and like
they say, the only place to go from here is up.

Whether it’s something as simple as free tax advice for small business owners or as complex as managing
the development of a massive greenfi eld site, the Sunshine Coast Council is thinking big and small in its quest to get the regional economy back on track. In part one of this series, MPP delved into the growth of key locations such as the Maroochydore principal activity centre and major activity centres across the Coast. Now the council’s economic development manager Craig Matheson joins Warren Bunker, director of regional strategy and planning, and Lew Brennan, councillor for economic development and council entrepreneurship, in outlining further plans.
1. The AirportIt’s relatively rare in Australia for a local government to still wholly own a major regional airport, so the council is intent on making the most of Sunshine Coast Airport at Marcoola, as well as the Caloundra Aerodrome. The council is creating
a strong, viable aviation industry to diversify the regional economy, better service our tourism
market and support other industries dependent on travel, with fl ow-on
benefi ts for construction and property. A $500 million masterplan is
in progress for the airport, which turns 50 on August 12 this
year. The plan includes construction of a second, wider runway aligned east-west to open fl ight paths to new domestic, trans-Tasman and international destinations. The council is trying to source federal funding to have the new runway operational by 2020.
Meanwhile, the council announced this month that it would continue to sponsor a
major aviation convention that brings 380 industry
representatives to the region each year. Chairperson of the

Padgett says the support of the
council and the airport will generate a direct benefi t for the local economy of more than $500,000 in expenditure. The 2011 RAAA event will be held in September at the Hyatt Coolum. Mayor Bob Abbot says the Coast is already home to successful aviation businesses such as Aeromil Pacifi c and Singapore Flying College and the convention is another opportunity to stimulate investment in the industry.
2. Manufacturing, value-adding, ruralWarren and Lew say the council wants to diversify rural uses to help agricultural industries prosper into the future and allow for new opportunities. An example is its recent approval of a 50-hectare solar ‘farm’ at Valdora, where Energy Parks Australia will build one of the country’s largest solar parks containing 50,000 solar panels to feed the local power grid (see hinterland cover story
this week on page 71 for more on this). Craig Matheson says a Rural Futures Strategy, to be completed by the council early next year, will set out priorities for the sustainable development of rural areas. “At its heart, is thinking outside the square and enabling new and innovative business proposals,” Craig says.

Many people don’t realise that the Sunshine Coast’s GDP (gross domestic product) is around $10 billion annually. That’s bigger than the GDP of Tasmania, the Northern Territory or the ACT. It puts us equal to the 140th largest country in the world based on GDP. As a council and a region, we need to get our heads in that position.

The latest statistics showed our unemployment at 5.3 per cent, which is only 0.4 per cent above the national average. For an economy that’s been hanging off the fragile tourism industry in our worst depression since 1929, that’s not a bad outcome.
“When I was elected to Noosa Council in 1997, there was no economic strategy or global fi nancial crisis, yet unemployment was 14 per cent. We’re a long way in front of those days. We have improved as a region and we’re much stronger as an amalgamated council, which will be an important factor going forward. We have projects ready to roll. BUDGET NEWS
The council’s last budget before next year’s election allocated $189 million for capital works to keep the economy ticking over with infrastructure development such as road resealing and Inner Cooroy bypass construction, the Nambour landfi ll expansion, new streetscapes and beautifi ed public areas, and the Maleny community project. Councillor Chris Thompson described it as “a signifi cant investment to drive jobs growth and the development of our urban centres”.

State Government to generate interest in the Sunshine Coast Industrial Park near Corbould Park at Caloundra. Amid debate about the price of lots and lease conditions, Craig says that fi lling new industrial estates is a fi ve- to six-year process. “The advantages for the Coast are that this park is ideally situated for businesses requiring easy access to Brisbane via the Bruce Highway and is well buffered from residential areas,” says Craig. Dunemann Constructions recently announced its relocation from the state’s capital to the Caloundra industrial park.
3. PalmviewThe biggest Coast greenfi eld development site at Caloundra South is a source of controversy for the council, although state intervention should mean that Stockland’s adjoining Bellvista 2 suburb will be started this year, but the second biggest at Palmview has full support. The council is partnering with developer Investa Property Group and is now processing applications for the fi rst
800 of an expected 8000 new residential housing lots. “A federal grant is helping to fast-track infrastructure for this new community,” says Warren. “We acknowledge that the construction industry overall is at a low point in its cycle, so offi cers are trying to ensure approvals such as Palmview are in play so that when the industry kicks again, they can activate things quickly.”
The council’s Palmview structure plan, approved late last year, guarantees $600 million
worth of infrastructure on the 926-hectare site. Located south of Sippy Downs/Chancellor Park, on the eastern side of the Bruce Highway, Palmview is intended to gradually house about 17,000 people over the next 15 or so years. Investa wants Palmview to set a benchmark for sustainable communities on the Coast, offering a choice of housing and land options, outdoor spaces, local employment, easy access and lifestyle conveniences.
Small businesses make up 95 per cent of all businesses on the Sunshine Coast. The council is developing a new small business model that will help those that are struggling to get on a more stable footing. This will include better access to business support services. One example is a recent partnership between the council and the Australian Tax Offi ce (to offer) free tax advice to small business operators directly from ATO fi eld offi cers

Last week MPP reported on Sir Richard Branson’s island retreat in Tewantin
that he shares with staff and holidaymakers. The British entrepreneur hopes to help reinvigorate the local tourism industry with his luxurious retreat, but he’s not the only wealthy businessman with an interest in tourism on the Sunshine Coast.
Earlier this month mining tycoon Clive Palmer dipped his toe in the Sunshine Coast property market by purchasing the Hyatt Coolum from Lend Lease and Sekisui House.
News Limited and Fairfax papers reported that Lend Lease and the Japanese builders will focus their efforts on creating a world-class residential community on the beachfront while the Hyatt will continue to manage the resort.
Since the news broke, the resort’s general manager, Maurice Holland, has sat down with his new boss, and he says the meeting was a good one. And while he can’t offer MPP readers details of the get-together, “I can say that he [Clive] believes in the resort and he

We are all aware that the Sunshine Coast economic base is too narrow and that even those fundamentals of retail, building and development and tourism need continued support through challenging times. The opportunities presented by our local airport are very important. Obviously, as it grows, the airport provides a primary gateway to our entire tourist industry, but it is also establishing a very important aviation sectoral cluster and a new development area for a range of businesses. Funding for the next phase will be a challenge but worth it. The region will continue to seek out high-value knowledge-based jobs but it is encouraging to note the council’s economic strategy also refl ects the importance of growth in existing sectors and in fi rms already here. New areas of manufacturing in ‘clean-tech’ and other sectors represent terrifi c opportunities for small business, and manufacturing provides quality, sustainable jobs.

Maurice acknowledges that the resort “needs some attention to return to its former glory”.
“Clive has been a customer for a long time and he owns some residences, here so he knows the resort,” he adds. The staff, who Maurice says are all feeling optimistic about the future, will have to get used to their former guest being their new boss.
It’s a positive sign the local economy needs. A strong Aussie dollar and economic uncertainty has led to stagnation in our tourism industry. But Queensland’s richest man, at least, has confi dence in the region. “Clive is a very positive-minded person and he looks for opportunities, and he saw this as an opportunity,” Maurice says.

The dreary weather didn’t keep buyers at home on Saturday, with agents Bevan Horsnell of Belle Property Buderim and Doug Wilson of Henzells Agency still reporting big turnouts at their auctions. Bevan says at least 40 people went along to see the auction at 51 Gossamer Drive, Buderim, which was passed in. “We had a lot of interest but couldn’t get it away under cash terms,” he explains. “We are still negotiating with a party that was bidding, though.” At the other end of the Coast, more than 80 people turned up to the highly anticipated auction of 35 Wilson Avenue, Dicky Beach, and Doug says the crowd included an impressive 17 registered bidders. “We had more than 20 bids – it kicked off at $1 million and went up to $2.75 million,” he says, adding that he and auctioneer Jason Andrew then entered into negotiations with several buyers which resulted in an increased offer of around $3 million. Doug says he’s currently still in negotiations but will hopefully have a result on the original beachfront home soon. Be sure to check this page next week for more follow-up results.

Forget fi elds of cane or rows of pineapples, and instead picture line after line of solar
panels spread across hectares of land in the hinterland. This futuristic vision, held by local company Energy Parks Australia (EPA), is fast becoming today’s reality with the Sunshine Coast Council approving a $40 million solar park on 50 hectares of former cane land at Valdora. On completion, the solar park will be one of the largest in Australia and will revolutionise the way power is managed across the region.
Energy Parks director Jason Hague was always confi dent the submission would be approved as it aligned with the council’s vision
to achieve 20 per cent renewable energy by 2020. The proposed solar park will house 50,000 solar panels on 20 hectares with the existing 30 hectares either rehabilitated for green space or used for agriculture. EPA selected the site due to its central location in terms of residential distribution, and its proximity to the river corridor and high capacity powerlines on the front boundary. Division three councillor Keryn Jones says the application also met the council’s planning criteria.

to promote clean tech industries and the potential use for some of our cane lands and renewable energy,” Keryn says. “The impacts were also considered quite manageable. “It’s also a great statement for the Sunshine Coast – to be powered by sun. It doesn’t get much better than that.”
So what potential impacts can a paddock of solar panels have on nearby homes? Chairman of the Sunshine Coast Cleantech Industries (solar sub-sector) Jock Howard says eliminating refl ective issues is a major consideration.
“Because of the latitude that we are at, the solar panels lay reasonably fl at so any refl ection is into the sky rather than onto direct properties,” Jock says. “If you go further south, the latitude is higher, which means the panels have to stand up closer to vertical, which can create refl ection issues.
“However, there are studies that have to be done to confi rm you’re not going to blind aircraft fl ying into the Sunshine Coast Airport, but given the location of the Valdora property, which is north of the airport, and the fact the solar panels are facing north, the probability of that is not high.”
EPA is also exploring the inclusion of a Pongamia pinnata plantation at the same location, as the nut from the hardy tree can be harvested to produce stock feed and biofuel. An educational interpretive centre will also be located on site.
“We are very excited about incorporating future Energy Parks into greenfi elds sites, which will shape the future of the Coast and how, as a community, we generate energy,” Jason Hague tells MPP. “This initiative has a signifi cant impact on reducing electricity infrastructure costs, enabling development

the same way as a dam with lots of houses around it,” Jock explains. “If all the downpipes from the roofs lead into the dam, and you draw water from the dam, there is no way of knowing if the water coming out of the dam has come off your roof. All you know is that you’ve contributed to the pool and what you are taking out is part of your contribution.”
The solar park is expected to be low maintenance once it is operational but it’s anticipated the design and construction phase will generate signifi cant local jobs. EPA has also submitted to the council an application for a second solar park, with a third in the pipeline. The company is clearly confi dent its proposed business venture will succeed, despite dealing with one major uncertainty – the weather.
“The solar panels still generate a small amount of power in overcast conditions but regardless of that, the power yield fi gures are calculated on 100-year averages. They are not instantaneous,” Jock explains. “There has been enough meteorological data collected over the last century to support the fi gures. And we’ve just had two years of La Niña, so if the weather bureau is right we are going to fl ick back to El Niño and that means we’ll be in for clear skies and plenty of sunshine for some years to come.”
