Golf course living has certainly come a long way since I was a child growing up in Maroochydore. Our house backed on to Horton Park Golf Course, yet the three-bedroom, brick-and-tile house wasn’t designed to take in vistas of the fabulous lush green grounds, instead it faced Maud Street – Maroochydore’s busiest road at the time. But golf course living has become rather exclusive and prestigious in the last decade or so, as developers began to offer pricey plots within the confines of a pristine course. This week’s cover story looks at the growing popularity of buying in golfing communities, and surprisingly enough, actual golfers are a minority of buyers. The lifestyle synonymous with overlooking sand bunkers, lakes and fairways apparently appeals to myriad buyers of all walks of life, and as an investment, most golf course properties tend to hold their value very well. As it turns out, my childhood home on Maud Street is now a commercial premises, which perhaps will back on to a thriving CBD down the track. But that’s another story and you can turn to page 12 for that one.

Springs, Phil Starkey, says the outlook and ambiance of a fairway is a major drawcard for those wanting to buy property. “You would think that people would be attracted to these types of developments because of the golf and that is true to an extent, but you may be surprised to learn that only 50 to 60 per cent of people living at Noosa Springs actually play golf,” Phil says. “Th ere are other things that attract a person to live in a community like this, like the environment.

“Your home sits in a heavily landscaped street and many of the homes are looking out over the golf course and lakes and wildlife. It’s very appealing.”

Property purchasers are also buying

into a ready-made community and lifestyle. Clubhouses, tennis courts, restaurants, fi tness clubs, pools and day spas are oft en part of the package, as is the appeal of limited neighbours and tranquil views over lush green fairways. In fact, creating an upper echelon, community-type feel for those buying property within the confi nes of a golf course adds to the prestige.

While the trend for buying property on golf courses is as popular as ever, Avid Sports, an Australian golf course management and consultant company, says that it’s not necessarily golf enthusiasts who are snapping up releases of golf-front property.

Director James Cooper says golfers account for only 25 per cent of the market share, indicating that amenities and aesthetics continue to lure non-golfers into buying prestige golf-front developments.

While most golf residential developments promote a distinctively exclusive and prestigious identity, Phil says there’s a shift towards creating a new era in golf estates by creating family-friendly communities. “For example, one project that we’re working on in Victoria, we’re doing a lot of work there to have a very high family content and a very high number of young children.

“So the clubhouse will have a bistro and a play area – it’ll be more designed to entice families. One of the things we’ll do is have kids’ birthday parties, which is quite diff erent to what a traditional, almost stuff y golf club is all about.”

Partner of Henzells Agency Garry Waters refl ects on Pelican Waters, which developed its golf residential component a decade ago. He says there is a range of home site options within a golf estate. “You can have a block of land that adjoins a fairway, you can have a block of land that overlooks a lake to a fairway and you can have an apartment complex that overlooks a fairway,” Garry says.

“You can also live in a normal residential block in a golf course precinct that still gives you access to the golf course and some prestige to the area that you live in.”

Golf-front properties have soared in price over the past decade and continue to hold their value in a tough market. Noosa Springs was selling house and land packages for $400,000 10 years ago; today properties are fetching $1.2 million.

Former professional PGA golfer and now property consultant with RE/MAX, Darren Rix, has designed several golf courses around the globe. He believes golf-front properties are a secure asset. “Th ere are a lot of people who live on water who don’t have boats and a lot of people who live on golf courses who don’t play golf, but I think their motivation is investment,” Darren says.

“Th ey know they’ve got property in a nice location, next to a nice facility – in this case a golf course – that will ensure the property holds its value or will probably go up more than a property located next to nothing but other houses.”

“Imagine stepping into your backyard to

play a few quick holes before work, or sitting on your balcony and watching the

sun go down over a lush 120-acre fairway dotted with lakes.

More and more property owners are becoming accustomed to these perks as the trend of developing golf residential areas or golf estates across Australia and the globe continues.

Golf residential estates fi rst appeared on the Sunshine Coast in the mid ’80s with Hyatt Coolum one of the fi rst to be developed by Japanese group Kumagai Gumi. Next to follow included Twin Waters, Noosa Springs, Pelican Waters and Peregian Springs – all well regarded suburbs that are characterised by and synonymous with golf courses.

Parcels of seemingly useless land were moulded in championship golf courses, creating a prestige address for the homes that border them and that are nestled within them.

Originally, many buyers were wealthy empty-nesters, retirees and holiday investors, some were families and, interestingly, not

be built to a similar standard. Many estates are gated, providing resident security.

So with buyers ticking investment security, home security and lifestyle as key reasons to purchase golf-front properties, developers are reaping the fi nancial gains if all calculations go to plan. Th ey’re able to command big dollars for land or property within the golf ’s residential precinct because the investment off ers so much more than a ‘normal’ residential estate.

“Resale of good-quality property, like that at the Hyatt Coolum, is generally strong because you’re off ering a unique product that is valued by the market place,” Lend Lease project director Peter Bolton-Hall tells MPP.

“Th e cost of building a golf course is so big, and one of the reasons why people buy

course is certainly not out of the question.”Th e cost to build a fairway is also

dependant on the type of land on which it is being built. “If you are building in a pure sand belt area, for example Bribie Island, you don’t need drainage, you just need to shape the hole and carve your bunkers out and away you go,” Garry Waters says.

“Th at would be a lot less expensive than if you were in a marine clay environment where you have to excavate the clay and then import sand for your fairways above that. Th en you still have to import sand for your bunkers and put extensive drainage into each fairway.”

Th ere is also a raft of environmental hurdles and approvals to overcome. An environmental impact statement must be approved by local and State Government bodies. Th e eff ects on stormwater quality and run-off , and the preservation of large vegetation areas, are two key areas developers and golf architects must consider.

a say in the environmental considerations in building a golf course in any particular spot,” Garry says.

“You certainly need a buff er between you and the waterways and any drainage that you have needs to drain internally into your own lake system and ponds, which strip nutrients out of the water before they’re allowed to return to the waterways.”

Th e view that golf course developments are actually bad for the environment is a common misconception according to James from Avid Sports. In his experience, for every tree that is bowled down to build a fairway, another 20 are planted.

Council authorities actually looked favourably upon Noosa Springs when it sought development approval more than 10 years ago.

“Noosa Springs is the only course that will ever be built in Noosa itself becausethere simply isn’t any other land for that

“So they end up paying a premium on top of what they would pay if they were just living in an estate that didn’t have a golf course.”

Of course, the sums must still add up for the developer who is playing with big fi gures. A decade-old rule of thumb (which is still used today) is that golf courses cost around a million dollars a hole to construct.

FKP executive general manager, residential communities, Evian Delfabbro tells MPP, “It all depends on the terrain you are dealing with and the standard and type of course and clubhouse to be built.

When it comes to the Hyatt Coolum, Peter Bolton-Hall says the third hole is the cream of the crop. “Th ere’s a beautiful house being built at the moment that looks down the third hole. It’s a beautiful location and one of

purpose and the council obviously recognised the benefi ts that a golf course would bring to the community,” developer Phil Starkey explains.

“It not only provided a sporting facility but the additional 50-odd hectares of green space obviously has appeal because it attracts habitat for wildlife, birds, kangaroos, koalas and so forth.”

Darren Rix says the reputation of the golf course can also dictate property values.

“Property prices around the Hyatt Coolum are notably higher than say Twin Waters or Pelican Waters, which are all good courses, but don’t have the hype of a world-class tournament being played there,” Darren explains. “Th at’s also a lot to do with the marketing. People come to the Sunshine Coast and know only about the courses where tournaments are being played.”

So, which part of the golf course off ers the best aspect? “All the home sites have diff erent orientation and features, so it comes down to personal choice,” Phil explains.

“Sometimes the homes that have a lake between them and the golf course are more desirable because they also off er water views, but then there are those who simply want to front straight onto the golf course.

Australian PGA drives $11 million windfall for Coast

A golf ball is yet to be hit but the Australian PGA Championship is already shaping

up as a winner for the Sunshine Coast with the tournament expected to generate

$11 million for the region.

The Sunshine Coast Regional Council and Sunshine Coast Destinations

sponsorship will not only help attract some of the world’s best golfers, it will also

create 100 jobs for Queenslanders.

Economic Development and Entrepreneurship Portfolio holder, Councillor Lew

Brennan, says more than 50,000 spectators are expected at the Hyatt Coolum event

from December 9 to 12. “More than half of those people will come from outside the

region, which means a timely pre-Christmas boost for business,” Lew says. “The

high-profi le sporting event brings a high-end, established fan base whose passion

for golf also extends to local restaurants, retail therapy and nearby attractions, and

translates into more visitor nights on the Coast.

“Traditionally golfers don’t tend to travel to international tournaments with their

whole families. Here on the Sunshine Coast, apparently, we are the exception with our

unique setting and relaxed atmosphere.”

Sunshine Coast Destination Limited CEO Michael Denton says, “It is a ‘money

can’t buy’ opportunity, to promote our brand and destination to a national and

international audience – we couldn’t afford to pay for such signifi cant exposure

– we even had John Daly last year Tweeting the Coast’s praises,” he says.

“When you think of the appeal such an event has, particularly with such a strong

contingent of players from all parts of the globe, including emerging destinations such

as China, it has the ability to open doors and expand partnerships.”

The PGA of Australia’s CEO Max Garske says with the support of the 500-plus

volunteers from local community clubs, the council and the Hyatt Regency Coolum,

the championship has the right elements to continue its success. “One of the key

factors behind the longevity and ongoing success of the Australian PGA Championship

on the Sunshine Coast is the contribution of the large number of volunteers who work

long, hot days to ensure the successful delivery of the championship,” he says.

PGA volunteer co-ordinator and past president of Mooloolaba Rotary Club, Roger

Wright, says the volunteers from community organisations such as Rotary Club of

Mooloolaba, SES Coolum, Lions Club of Coolum, Coolum-Peregian RSL and the AGL

Action Rescue Helicopter Service are involved in every aspect from management,

logistics, and operations to car parking and event crowd control. “For our members,

this is a fun event as it promotes social interaction, builds and develops friendships

and allows them to get up close to the golfers and all the action during play,” Roger

says. “In addition, each community organisation receives a contribution for their

services which they channel into their club’s projects.”

Is Horton Park Golf Course on the move

One of the Coast’s oldest golf courses, Horton Park, is earmarked for redevelopment as part of the

Sunshine Coast Regional Council’s structure plan to turn Maroochydore into the region’s principal activity centre (or CBD) within the next 20 years.

Horton Park Golf Course covers 53 hectares in the centre of Maroochydore. Th e structure plan designates 40 per cent of the course for residential and commercial development – shops, offi ces, apartments – and the remaining land for public open space and infrastructure.

Horton Park Golf Club voted years ago to sell up and relocate its 1300 members to a Forest Glen site big enough to build a new course with 36 holes. However, two deals with private developers have since fallen through, leaving its future in doubt.

Th e council stepped in a couple of months ago with “innovative fi nancial arrangements” to get things moving. But

on November 25 a narrow vote by golf club members resulted in rejection of the council’s $39 million off er to buy the course. Th is was despite the club’s board recommending members accept the proposal and use $28 million of it to buy the Twin Waters Golf Course.

Th e next couple of months will be critical for both the golfers and the revitalisation of Maroochydore. Talks are continuing between the club and the council – the latest meeting occurred on December 3 – and the council says its off er is likely to remain on the table until late February. Th e council has also launched plan B, issuing a notice of intention to resume part of the golf course for infrastructure and open space.

MPP talks about the options with Tony Nicholson, the golf club’s relocation director who has the backing of its board, and Ron Piper, the council’s project director of urban development.

Tony Nicholson (golf club):Th e vote was very close. For the board to get its motion approved, we needed the support of two-thirds of the

members who attended the meeting. We got 551 votes but we needed 554. Our motion was to accept the council’s off er of $39 million for the land plus a share of future profi ts from its redevelopment. We could then spend $28 million on purchasing Twin Waters Golf Course and the balance on associated costs, such as consultants.

Now we have a few things to sort out. Th e club undertook to go back to the various parties to look at alternatives. A new set of motions will be put to a meeting on February 20. At this stage I can’t confi rm whether those motions will diff er signifi cantly from

the original. A fallback position will be to again off er the original proposal.

Hopefully, members will have had more time to consider their position and will better understand the consequences. Th e council needs access to our property by September 2011 so we must be out by then. If it resumes a signifi cant portion, we will be left with the rest. We will have to redevelop it ourselves, fi ght in the courts for compensation and will no longer have a golf course to play on.

Th e price is lower than a previous developer’s optimistic off er, but thevalue of our course has dropped as a result of the global fi nancial crisis and we now have a better understanding of infrastructure costs for the site. Th e latest potential developer could not make the economics stack up and has backed away.

Under an agreement with the owner of Twin Waters, we have until March 31 to exercise our option to purchase.

Ron Piper (council):Th e council last Friday December 3 issued a notice of intention to resume land at Horton Park for infrastructure and open space.

We’re giving the club until February 23 to state any objections to the resumption process. Th at’s a longer consideration period than what’s stipulated under the Acquisition of Land Act.

However, we’ve also advised the club’s board and relocation committee that the $39 million off er is likely to remain on the table while we work through the intention to resume period.

We made this off er because the council is committed to Maroochydore as the Coast’s principal activity centre. Our constant feedback is that people want the Sunshine Coast to have

one clearly defi ned CBD for economic development. Horton Park is essential to this.

Th e council believes it is a good deal for the golf course, given the market failures post-GFC.

If the golf club doesn’t accept the off er, we will continue with resuming 20 hectares for roads, open space and waterways in order to develop the Maroochydore structure plan.

Th e price of that parcel will be worked out through the resumption process. It will alter the overall value of the golf course because 18 holes generally require more than 60 hectares. And that process will leave members without a course to play on.

Meanwhile, the council delivered the Maroochydore structure plan to State Infrastructure Minister Stirling Hinchliff e last week as scheduled. We anticipate it will be gazetted by Christmas. Aerial of Horton Park golf course

“Th e 2009/10 funds were instead allocated to the brand-new skillion roof barbecue shelter on Bradman Avenue and a new allocation made for the masterplan in the 2010/11 budget.

“Now that we are forging ahead once more, I’d encourage the many people who use, live in and love this area to take this opportunity to have their say as community feedback will ultimately guide the masterplan.

“Th e plan aims to enhance the foreshore parkland and its facilities and clearly set out a road map for improving the environmental, recreational, aesthetic and social amenity of the area into the future. Also, we want to cater for the many and varied

uses of this area and ensure that any changes support the overall health, wellbeing and vitality of the region.”

Th e study area includes the parkland between Bradman Avenue and the Maroochy River, from Picnic Point to Fishermans Road, including Chambers Island. Following consultation, council will create a concept plan and once approved, construction will commence.

Structure plan online Coolum fence on the way

The fi nal structure plan for Caloundra South, which was approved by the Sunshine Coast

Regional Council at the end of October, is now available for public viewing online. Th e council forwarded its fi nal plan for Caloundra South to the Minister for Infrastructure and Planning and the Urban Land Development Authority on October 29, delivering a structure plan that incorporates urban design, future public transport, a mix of housing options for aff ordable living, and an infrastructure plan and agreement.

It upholds the council’s sustainability vision for the region and the desired planning outcomes for Caloundra South, and was informed by the feedback received on the draft structure plan earlier in the year.

In total, 530 submissions were received from the community, the landowner, developers, industry and

Even though the State Government announced that the ULDA would take over the planning for the 2290 hectares of greenfi eld land, the council fulfi lled its commitment to provide the fi nalised structure plan to the minister and the ULDA by the end of October.

Th e ULDA has been asked to incorporate the key elements of the fi nalised structure plan, and the council will continue to work closely with it for a sustainable outcome.

Th e fi nalised Caloundra South structure plan and associated documents are now available for the community to view at www.sunshinecoast.qld.gov.au. Th e structure plan and documents can be viewed at council customer service centres and libraries.

“Existing onsite sand will be pushed into the eroded areas of the dunes and endemic ground-cover vegetation will also be planted with the assistance of community volunteers.

“Th e ultimate aim of this fence is to provide long-term protection to the dunal foreshore reserve at Main Beach and prevent the need for council to perform regular rehabilitation work to the area as is currently the case.”

I went hunting for hinterland houses under $300,000 and found quite a few. Obviously, isolation has an impact

on price, along with another common hinterland factor, lack of public transport. But for many, besides the obvious attraction of privacy, moving away from the hustle and bustle of urban life is the bonus.

Modern communication systems also now allow many to work eff ectively and effi ciently from home.

As for public transport in outer regions of the hinterland, the issue is being addressed by the council and the transport levy applied to all rate payers is being used on the Flexilink trial service (currently using Suncoast Cabs) operating throughout outlying areas including Kenilworth and the Conondale Valley.

Single trip fares from Mapleton to Kenilworth, for example, are $2 for

adults and $1 for a child (for more visit www.sunshinecoast.qld.gov.au).

Cambroon is one of those townships that is a name on a map and little else, if you don’t consider the advantages of living hard up against a national park in a valley with a small but crystal clear creek running its length, and, of course, a rickety but historic wooden bridge crossing the Mary River.

It is isolated but rich in wildlife and the back-to-nature experience.

Carol Gilmour at Kenilworth Realty has a two-bedroom cottage at Cambroon on 1.5 acres for the bargain basement price of $218,000. Th is house has power, septic and water tank, and the telephone line runs up to the gate.
