The City Council commit-tee on public utilities has nodded to the request of the Bellevue Homeowners

Association Inc. (BHAI) for a public utility route between SM City and the subdivision, extending to outlying villages.

This, after the committee consulted with concerned parties and agencies on the

feasibility and viability of the proposed route.

Four transport operators have so far been recognized by the BHAI board to serve the subdivision, now inhabit-ed by some 500 homeowners.

In response, the commit-tee has requested the Land Transportation Franchising and Regulatory Board (LT-FRB) to open the route, but only for four multicab units. (with report from The Power)

OROQUIETA CITY - An augmentation force of close to 200 personnel of the Philip-pine National Police (PNP) from the regional headquar-ters in Cagayan de Oro City has arrived in Misamis Oc-cidental, May 4. P/Sr. Supt. David Y. Om-bao, deputy regional director

for operations (DRDO) of PRO-10, said the augmenta-tion force will complement the security requirements of the Misamis Occiden-tal Provincial Police Office (MOPPO) personnel until election day on May 13. This came two days after the security deployment plan for the Precinct Count Opti-cal Scan (PCOS) machines,

submitted by the Misamis MOPPO, was approved by the Joint Provincial Security Control Center (JPSCC), during its final coordinating meeting, May 2. The MOPPO plan was considered the most effec-tive, economic and practical way of securing, not only of the deployment of the PCOS machines, but also

the voting centers, during the election day on May 13, said P/Supt. Ferrer Albarico, chief of operation and plans of MOPPO. Meanwhile, Albarico said personnel from the Provin-cial Public Safety Command (PPSC) have acted as security escorts in the distribution of Official Ballots from the Oza-miz Airport to the treasurer’s

offices of the provinces’ three cities and 14 towns. He also said a total of 634 ballot boxes have all been accounted to have been re-ceived by the respective city/municipal treasurers of the province, last April 22-23. Of the three cities, Ozamiz received the most number of 104 ballot boxes, followed by Oroquieta, 72 and Tangub,

THE PHILIPPINES largest national flag carrier, Cebu Pacific (PSE:CEB) allows even more travelers to visit Dubai and Manila, with a PHP99 (AED100) seat sale from May 7 to 9, 2013. This is for travel from October 7 to December 31, 2013.

CEB will launch direct daily flights between Manila and Dubai on October 7, 2013 . CEB will be the only Filipino carrier to fly direct to Dubai, which will be CEB’s first long haul destination.

Daily flights from Manila to Dubai are scheduled to de-part at 4:40PM (Manila time), while flights from Dubai to Manila depart at 11:10PM (Dubai time). CEB’s Manila-Dubai flights will utilize an Airbus A330-300 aircraft, scheduled for delivery this June 2013. Guests can also enjoy WiFi connectivity in-flight.

With a base fare of PHP99 (AED100), an all-inclusive one-way ticket amounts to approximately PHP7,500 (AED717). This is inclusive of country taxes, 15 kilos baggage allowance, meals, admin fee and fuel surcharges. After the seat sale, lowest year-round base fares start at P6,999.

“We know how important the holidays are for Filipinos, so we are offering fares up to 98.5% less than our lowest year-round fares to Dubai. With Cebu Pacific’s PHP99 seat sale, guests can now plan

their vacations in Dubai or in the Philippines on the lowest fare possible,” said CEB VP for Marketing and Distribution Candice Iyog.

“CEB is proud to be the only Filipino carrier to fly direct to Dubai. Instead of multiple stops and connect-ing flights, our passengers can reach Dubai or Manila in just nine hours,” she added.

CEB is also slated to launch flights from Cebu to both Masbate (June 1, 2013) and Taipei (July 5, 2013). It operates flights to 34 domestic and 21 international desti-nations, including Boracay, Cebu, Beijing, Bali, Osaka and Seoul.

For bookings and inqui-ries, guests can go to www.cebupacificair.com, or call the reservation hotlines (02)7020-888 or (032)230-8888. The latest seat sales can also be found on CEB’s official Twitter and Facebook pages.

Those still booking flights may also sign up to be a CEB Club member through the Cebu Pacific website, for seat sale alerts, easy management of flights and travel funds, and a faster booking process.

CEB currently operates 10 Airbus A319, 25 Airbus A320 and 8 ATR-72 500 aircraft. Its fleet of 43 aircraft is one of the most modern aircraft fleets in the world. Between 2013 and 2021, Cebu Pacific will take delivery of 17 more Airbus A320 and 30 Airbus A321neo aircraft orders.

MARAWI CITY - The 103rd Infantry (Haribon) Brigade is fine-tuning its security preparations to ensure the successful conduct of elec-tions in the province. “We are into the final phase of our preparations for election-related security requirements in the entire province,” Col. Glenn Ma-casero, commanding officer of the Haribon Brigade, said during the Electoral Security Summit held at the Mamitua Saber Research Center in

Mindanao State University Main Campus, May 3. Expecting human bar-ricades and other forms of destructions to delay the de-ployment of Board of Election Inspectors (BEIs), election forms, supplies, and equip-ments, they have intensified the establishments of check and choke points, while as closely monitoring the ac-tivities of partisan armed groups in the area. “We also conducted mo-bile patrols to prevent any escalation of fightings, among political contenders,” he said.

The brigade commander further stated that they will be allocating more personnel in areas considered as im-mediate concerns or where there are intense political rivalries. He likewise disclosed that more than 300 police personnel are being reserved to act as BEIs in areas with no BEIs, or in cases where BEIs will not report to assigned areas. Macasero also said that the AFP and PNP communica-tion facilities will be utlized

YOUR COMMUNITY NEWSPAPER

o TARYOUR COMMUNITY NEWSPAPER ONE of the most impor-

tant questions we ask each individual as financial pro-gramming consultants goes like this: “Why do you strive hard to work and earn money each day? What is it all for?” In short, what drives and motivates you to do so? Questions like this often stir up our inner philosophi-cal musings. The world does not require you to have to get up and do work for the day, it’s a requirement you set for yourself ! And it’s a personal decision whether you do so or not. But by not doing so, what does it mean? What effect will it have on your daily grind? It has been said that for us to have enough reason to seek and to do the “how to’s,” we should know and understand the “why’s” first.

Apart from many other alternatives, there is one common answer almost all individuals have to this question. And that is “re-tirement.” Whether somebody is tied up with a family or not, everybody seems to like being able to retire in comfort someday! But what does “retirement” really mean for you? Different people have varied concepts of being “retired.” But for purposes of brevity, and to limit our discourse strictly within the confines of its financial aspects, retirement could perhaps best be defined as “that stage of your life where you are not obliged to strive hard to earn your keep, because you can live assured having enough monetary buffer to back you up indefinitely even for

Do you plan to retire someday?

the rest of your lifetime.” The great business phi-losopher Jim Rohn says it with distinction: “Do what you have to as quick as you can, so you can do what you want to as long as you can.” For most, retirement usually “comes” at age 60 or 65. But for all, what is most empowering is to un-derstand that “retirement” is something that either comes by choice or by force! When it comes to mak-ing personal choices, some people would like to be able to retire “early” so they

would be able to enjoy doing what they want to for the rest of their lives without the constraint of being forced to work just to pay for the bills and make ends meet. Nevertheless, it would do you best to consider one very important aspect by asking: “What if it comes by force?” You retire by force if even though you may have the will to get up and work, yet you don’t any more have enough strength do so. vote-buying /P5

HISGUT- HISGUT LANG

Ben Emata Jr.

VOTE-BUYING in the Philippines has always been a part of any elections whether national or local.

While it gives joy and happiness to many elec-torates on elections day because of some amounts given to them by bad poli-ticians, the consequence is tremendously ugly.

It gives life to corrup-tion, bad management and leadership and insincerity in public service in general.

Vote-buying is a de-struction of freedom, an immoral actuations by both the politicians and voters and a great shame to our Republic.

It is highly damnable stupidity, It is a joy of the devils.

Now is the time to stop this age-old tragedy in the country.

I wish the electorates know that politicians are determined to win no mat-ter what.

They are willing to sell their last inheritance prop-erty to buy your votes.

Many who have less fi-nances resort to cheating, harassments and all sorts of foolishness just to get your votes.

Many of us sell our votes because we thought it is part of our right.

Definitely, it is not but a part of election cheating or fraud.

So now is the time to stop selling your precious votes.

The time to stop vote-buying

Do not be happy for just a moment on election day and cry the next three or four years of ugly politics.

We are all the victims of this political strategy and tactics. Believe me this is the scenario.

I have no doubt many bastards in politics are now out door to door to cam-paign for your votes.

The campaigns include the promise of cash on elec-

tion day. Many of us are elated

because at least one or two candidates had promised to pay our votes.

It is cold cash I agree but it is hot money because it came from the evils of vote-buying.

Please stop selling your votes now to save our coun-try from the hands of ugly politics.

Dr. Adonis Agcopra

THE FINANCIAL DOCTOR

THINK A MINUTE

JHAN TIAFAU HURST

THINK a minute. My younger son has always had a terrible fear of fast roller coasters. Those rides at amusement parks and fairs that zip around so fast that the people riding them scream the whole way. But recently, my son decided he was going to ride one no matter how afraid he was. He forced himself to sit next to me on the roller coaster, and I could almost hear his heart beating and racing he was so scared. To tell you the truth, that roller coaster was almost too fast for me! When the ride was finally over and we were leaving, my son was so happy and proud of himself. He kept saying again and again: “Dad, I conquered my fear!” One of the important

secrets to success and hap-piness, which many people don’t know, is that on the other side of our fear is a much better life for us. It’s only when we face and conquer our fears that we get past them and are free to reach our potential. The great army gen-eral, George Patton, said: “Fear kills more people than death.” You see, death kills us only once, but fear kills us over and over again. “It’s better to face danger one time than to live in fear your whole life.” Our fears will just keep chasing us as long as we keep running from them. A wise man says: “Fear is a warning signal, not for us to close our eyes, but for us to open them wider, so we can face our fear head on to conquer and defeat it.”

‘Run to your fear’

But if we keep closing our eyes to our fear so we can just stay in our comfort zone, then we’ll end up “buried alive in our comfort zone,” and never really live life to the fullest. Someone said: “The biggest part of courage is having done it before.” Re-member, there’s a first time for everything—whether it’s riding a bike, starting your own business, or public speaking. There’s no greater feel-ing of accomplishment and success than running right

at your fear and coming out on the other side of it, knowing you beat it. So for your own success and happiness, you can ask Jesus Christ to come into your heart and take control of your life. Then, when you know that God Himself is on your side, there’s absolutely no one or nothing to be afraid of. With His love and power inside, you can run right through your fears to the great life He has ready and waiting for you. Just Think a Minute.

Anakpawis partylist. It was learned that Estelita

was a long-time member of KMP, actively organizing farming communities in the rural areas, while campaign-ing for genuine agrarian re-form, human rights and social justice.

She was allegedly involved in lobbying for peasant eco-nomic and political well-being before the local gov-ernment units.

“Estelista’s disappear-ance could have been due to her staunch opposition to the anti-peasant policies of President Aquino and the cruel and inhuman conditions of the farmers,” said Colao.

He added that Estelita and several other activists have been suffering from threats and attacks.

“In Misamis Oriental where we are actively helping the poor farmers in cases of agrarian abuses and human rights violations, some vol-unteers and members of the KMP are experiencing tailings and surveillance operations,” Colao said.

He appealed to govern-ment officials and candidates, church leaders and concerned citizens to help them in the call to surface Tacalan soon-est possible.

“We are also calling on the family, friends and the organized farmers, whom Estelita had lived with, not to be cowed by any attempt to crush our ranks and our just cause, as we will remain steadfast in our struggle for right to life, land and genuine social change”, concluded Colao. We had elected already many bad leaders who have nothing in their heads and we must stop this calamity in our country.

In America, Europe and many countries around the universe, vote-buying is never heard.

People go to the polls to vote without difficulty. They use their conscience to choose their leaders.

People vote through their heart and conscience. And look at them and their countries.

They have more than enough employment, no hunger, they buy their own homes, they dress neatly, their leaders are noble and of high integrity.

They are far advance in civilization and culture.

We used to be number one in Asia immediately after World War II.

Now we lag behind our neighbors,

We are victims of cor-ruptions and thievery in government service.

We can still survive. We can change our life-

We must throw to the lakes our bad leaders, our corrupt politicians as well as the lazy and the ignorant.

We should clean our hearts and never again ac-cept money for our votes.

Your vote is your honor and selling them is parting a good reputation in your being.

We fight the ugly prac-tices of vote selling until we shall notice the changes in our country and reserve them for our coming gen-erations.

MARAWI CITY - The De-partment of Public Works and Highways (DPWH) in the Autonomous Region in Muslim Mindanao (ARMM) has hired 400 part-time workers for the agency’s summer job program this year.

DPWH-ARMM Secre-tary Emil Sadain said the recruits, who are mostly students, will take part in the agency’s “OplanLinis Bayan” Program, which includes the clean-up of major roads across the region.

He said the program is meant to keep roads free from distractions as well as

help maintain the cleanliness of the towns in ARMM.

For this year, the agency made use of its generated savings to provide temporary jobs to at least 400 part-time workers which include stu-dents, out-of-school youths, unskilled workers and some Filipino deportees who were affected by the on-going

conflict in Sabah, Malaysia. Each of the region’s eight

engineering districts hired 50 part-timers to augment the equal number of regular workforce engaged in road clean-up.

Sadain said the part-timers will receive a daily wage of P250.

He added that the sum-

mer job program is another first in the DPWH’s 23-year history and was made pos-sible through the present administration’s prudent fiscal handling.

Jam Santos, a second year college student in one of the universities in the region, said he is grateful that he was chosen to be included

in the summer job program. “I am happy to be granted

the opportunity to earn this vacation,” he said.

NurJihan Anton, also a student, said she would use her salary to help pay for her tuition in the com-ing school year. (ARMM Communications Group/PIA-10/asf )

He added “we need to protect our local commu-nities and enable them to contribute to our country’s economy.”

He vowed to put pres-sure on the NPAs “to make them realize that the armed struggle is not the solution to our country’s problem.”

More so, “we want to invite them to join the main-stream of our society and work for our country’s prog-ress, said Lt. Col. Landingin. (8IB/4ID/PA/PIA10/jdelpf)

A CONSUMER group in General Santos is decry-ing the recent events where energy-providing companies are allegedly taking advan-tage of the Mindanao power crisis to the detriment of the affected consumers.

Roy Sande of the Con-sumers Against Exploitation (CAE) decried the signing of the Power Sales Contract between SOCOTECO 2 and Peak Power, a subsidiary of a company, A Brown.

“This company did not only sign a very expensive contract. The signing itself was anomalous as the es-sential provisions of the contract were left blank,” Roy said. “Clearly,” he said, “this is a firm trying to take advantage of us here in Gen-eral Santos City.”

The group also pointed out that the company has been singled out by human

rights groups in Mindanao for its participation in the harmful expansion of palm oil plants.

In General Santos, A Brown, through its subsid-iary Peak Power, allegedly signed a contract with blank pages, the CAE claimed. Pointing out the essential provisions that were left blank, Sande likened it to SOCOTECO 2’s “signing a blank check.”

“Murag nakamenos sila (SOCOTECO 2 officials) sa amo mga consumers, porke wala me suga, bisag unsa na lang puede nila ilabay sa amo-a. Abi nila dili me makakita.” They (SOCOTECO 2 of-ficials) think we are stupid. Just because we have no lights, they think they can throw anything at us because we won’t see anyway), Sande lamented.

“Diha si la nasayop!”

(That’s where they are mis-taken), Sande warned. He said that they will not stop until SOCOTECO 2 scraps the Peak Power contract.

He also pointed out that last week, Energy Interna-tional (EI) participated in and won the bid by SOCOTECO II for a two-year diesel power supply for the EC. EI is not too well known in the local power industry. Their website (http://www.linkedin.com/company/energy-interna-tional-corporation) states the EI, based in Michigan, USA, was established in 1979 as a company serv-ing the HVAC Industry. EI is supplying contractors, consultants, municipalities, government agencies, airport & seaport authorities, as well as end-users and OEM manufacturers.

“Unsa ang pagtan-aw nila sa amo, bo-ang?” Roy asked.

He said SOCOTECO 2 is not buying mere air-conditioners but power plants.

The consumer group pointed out that while EI submitted the lowest bid, it reportedly did not comply with the bid’s terms of refer-ence (TOR).

The TOR required the bidders to post a cash per-formance guarantee in the form a check or remittance to be deposited to the ac-count of SOCOTECO 2. EI, however, only submitted a Letter of Credit.

“Ngano man ipa-lusot nila ning bidder kung wala siya ka-comply? Ing-ana na ba gyud ka babaw ang pag-tan-aw nila sa amo-a? Ngano pa ipa-agi sa bidding? Ginaliba lang mi!” (Why did they al-low the bidder to submit a non-complying bid? Is that how low they (SOCOTECO 2 officials) think of us? So why

go through a bidding? Just to hoodwink us?),” Sande and his group lamented.

If the TOR were to be fol-lowed strictly, since an LC is not eligible as a performance guarantee, EI would have been disqualified from the bid. Only cash bonds were supposedly acceptable to ensure that only qualified bidders would participate. Nonetheless, SOCOTECO 2 allowed EI to participate, he said.

Sande pointed out that if it were a Filipino company, it would have been disqualified right away.

The group also claimed that this same consortium did not deliver power plants they were supposed to deliver in the past. Cesar Hernandez of the consortium is the President of 3i that failed to deliver in 2007, 30 MW in Marinduque, Tablas, and

Romblon. This failure to de-liver, according to the group, was in spite of the approval of the Energy regulatory Commission (ERC).

“In spite of this informa-tion, SOCOTECO 2 accepted their bid,” according to Sande. “We, the consumers, will stand to lose because if the bidder cannot deliver, they have nothing to lose because they did not deposit any CASH bond,” said Sande.

The group vowed not to stop going against what they believe is a systematic exploi-tation by foreign companies of the Filipinos. “They might have the money and power now, but we are not going to stop until people, like EI’s and A Brown’s, are stopped by the Filipino people.

The group has called on SOCOTECO 2 to stop en-tering into contracts with these firms.

OROQUIETA CITY, Misamis Occidental, May 4 (PIA) -- The Commission on Elec-tions (Comelec) has given assurance that all 1,172 units of the Precinct Count Opti-cal Scan (PCOS) machines intended for Misamis Oc-cidental had arrived and are now stored and secured by the Philippine National Police (PNP).

This was revealed by Atty. Stalin A. Baguio, Provincial Election Supervisor (PSE) during the final coordinat-ing command conference of the Provincial Joint Security Control Center (PJSCC) held May 2, 2013, wherein the handling and deployment of the Automated Election System (AES) machines to all the cities and munici-palities of the province were discussed.

Pursuant to Comelec

Resolution No. 9669, pro-mulgated last April 17, it is the policy of the Comelec, in partnership with the PNP and the Armed Forces of the Philippines (AFP), to ensure that election results manifest the true will of the electorate.

This is done by protect-ing the sanctity of the of-ficial ballots and election paraphernalia and the AES machines, consisting of the PCOS and Canvassing and Consolidation System (CCS), Baguio said.

The same Resolution also provides that before the vot-ing/canvassing, the custody and responsibility over the AES machines, peripher-als and equipment, official ballots and other election paraphernalia shall rest in the Packing and Shipping Committee (PSC), while all the items are in its custody and the Forwarder, after they are dispatched by the PSC

for mailing to the intended recipients.

The Comelec Central Of-fice has started dispatching to all the regions, last March 16, the election-related forms supplies, equipment and paraphernalia needed dur-ing the May 13, national and local elections, to courier/forwarding companies en-gaged by the Comelec.

It has awarded the for-warding contract amount-ing of more than P490.08 million to Air Freight 2100, Inc., which was declared the Bidder with the Lowest Calculated Responsive Bid (BLCRB), for the Deploy-ment of the AES machines and equipment, including the PCOS and CCS machines and paraphernalia for the six (6) regions of Mindanao, namely:
