TO ensure the delivery of unin-terrupted services to City Hall clients, the city mayor has or-dered the strict implementation of the policy prohibiting the use of mobile phones and gadgets to call, text and surf during of-fice hours. The memo strictly prohibits playing games on phones and/or computers; surfing the internet, and accessing email accounts and/or social networking ac-counts through their phones, gadgets or computers, such as but not limited to facebook or Twitter, etc. except for of-ficial purposes with the express

consent and full knowledge of department heads/chiefs of offices. The mayor also prohibited mobile phone calls and texts during office hours and in the course of the performance of of-ficial duties except for emergency or official purposes. Violators will be penalized with 45-day salary forfeiture, according to the memo. The mayor warned that depart-ment heads and chiefs of offices will be held liable for the lapses of the employees of their respective offices by the principle of command responsibility. (The Power)

CAGAYAN DE ORO CITY - The Summer Peace Festival 2013 (SPF13), initiated by the Good Karma Pro-ductions, Muni Produc-tions and Ministry of Mushrooms, Inc. that ends today, highlights the promotion of peace, environmental recovery, support for local prod-ucts and appreciation for culture and music.

According to one of the performers, Siri Sveg-ler, “Peace really comes

from within and it is a step by step process that starts from awareness.”

The festival aims to create a portfolio of im-ages and goes beyond environmental aware-ness; and expected to present a number of solutions created by vari-ous organizations and partners.

Further, it is a venue to promote good healthy habits such as exercising and eating well with ev-eryone’s choice organic food providers.

Most of the people involved in the event are

from other countries, with the bands of Siri Svegler (Sweden); Isa Tabasu-ares and Thomas Walter (Berlin); Sinyma–(Nyko Maca’s new band) in Ma-nila; Purple Kush (Cebu); The Mush Project (Bar-celona); Ruska (Cagayan de Oro); Crowns Down (Butuan City); The Mo (Malaybalay), among others.

Meanwhile, SPF 13 really needs a support of the public to spread the foundation so that people would be conscious with regards to the status of the Mother Earth, said

MARAWI CITY - The bureaucratic reforms in-troduced in the Autono-mous Region in Muslim Mindanao (ARMM) yielded unprecedented savings and have put a stop on influence peddling and other anoma-lous practices that have come to define ARMM.

This was emphasized by ARMM Governor Mujiv Hataman in his presenta-tion during the visit of President Benigno s. Aqino III to Cotabato City, Friday.

The President made his first ever visit to the seat of the ARMM government to check on the reforms being instituted by his appointed caretakers in the 23-year

old regional institution.He listened to a 15-min-

ute presentation that high-lighted the remarkable per-formance of the region’s caretaker administration in its 15 months in office.

During his visit, Hata-man provided a rundown of ongoing projects and the overall status of reforming the institution that has been previously dubbed as a “failed experiment” by President Aquino.

The regional caretaker cited the savings generated by the Department of Pub-lic Works and Highways (DPWH) in the region from its 2012 budget, which amounts to P136.362 mil-lion, through fiscal pru-dence and the enforcement of open and competitive

biddings.The savings were not

pocketed, Hataman said, but used by the agency to procure 13 heavy equip-ment and 15 motor vehicles and nine survey instru-ments.

DPWH-ARMM secre-tary Emil sadain said the acquisition was first of its kind in 22 years.

Hataman said the re-gional government no lon-ger allows the hiring and promotion of employees based on influence or rea-sons that do not warrant their qualification.

Hataman further said the reforms they started are primarily meant to curb corruptions in the region, but, apparently, they have also caused the optimiza-tion of government funds.

“The president sup-ported the deferment of the scheduled ARMM elections in 2011 to make way for needed reforms in the ARMM. Now, key improvements are start-ing to take hold a year and three months after his appointed officials took on the regional leadership,” a civil society organization (CsO) worker observed. OZAMIZ CITY - President Benigno s. Aquino III has urged the people of Misamis Occidental to walk with him in the straight path of inclusive growth even as he thanked them for giving him the mandate in the 2010 elections.

Donning his signature yellow T-shirt with black shoulder patch, the Presi-dent, with secretary Mar Roxas of the Department of Interior and Local Govern-ment (DILG) in tow, arrived

in Ozamiz City from Gen-eral santos City, last April 27, to meet the local leaders at the Misamis University (MU) Gym in the city.

It was his first time to visit the province, since he assumed the Presidency and he took time to thank the Misamisnons for giving him a landslide victory as the highest public official of the land, three (3) years ago.

He then thanked Dr. sonia Feliciano, owner of the MU, for it was here where he said he launched his campaigns in the second

District of the province, first for the post of senator and later for the Presidency.

CAGAYAN DE ORO - The lower demand for sawlogs brought about by the closure of some wood processing plants has affected the total volume of sawlogs produced in Region 10 during 2012.

Reports gathered by the National Economic and Development Authority (NEDA-10) from the Department of Environment and Natural Resources (DENR-10) show that the total annual production of sawlogs in the region de-creased by 63 percent in 2012 compared to the production volume of 29,862.18 cubic meters in 2011.

These plants could not renew their permits as they failed to satisfy the re-quirement of Executive Order (EO) No. 23 for wood processing plants to present proof of sustainable sources of legally cut logs for a period of at least five years, said Engineer Cecilio Y. Clarete, NEDA-10 Chief Economic Development special-ist, in a media forum held recently here.

EO 23 was issued by President Benigno s. Aquino III declaring a moratorium on the cutting and harvesting of timber in the natural and residual forests.

For the fourth quarter of 2012 alone, all the provinces that submitted reports on sawlog production DENR-10 also ex-perienced reduction with Bukidnon and Camiguin posting the biggest decreases at 57 percent and 79 percent, respectively.
