CAGAYAN de Oro City - More than 500 young volunteers from various public high schools, state universities and religious organizations here learned the ropes of how to build a house from scratch since the start of Bayani Challenge 2013 on March 23. Engr Oswaldo Saarenas, Bayani builder and coordi-nator said they are start-ing from the very begin-ning with volunteers from National Service Training Program (NSTP) of the Mindanao University of Science and Technology (MUST) at the SM-BDO relocation site at Canitoan, this city. “We are clearing the area, taking all the pieces of wood out and transfer-ring soil from one area to the next. Hollow blocks are prepared and stocked and filed, same with all needed materials,” he said. With the City Engineer’s Office looking after and supervising the project, volunteers learn to make a foundation using tire wires and round bars, and con-

The second relocation site is the Shell-Village at Canitoan. Aside from the young volunteers, Couples for Christ CFC – Gawad Kalinga (GK) volunteers, Handmade of the Lord or-ganization and a number of foreigners from America and Europe are also leading the pack in house building. About 16 units of houses are already measured and designed to be added to the existing Shell-Village relocation site. In this area, volunteers have started to prepare the land and transferred hol-low blocks through passing from hand to the other in one huge line. THINK a minute…There once was a village

that had a very wise old man who gave the people answers to their problems. One day a farmer came to him and said: “Wise man, my donkey has died and I have no animal to help me in the fields. This is the worst thing that has happened to me.” The wise old man answered: “Maybe. Maybe not.”

< The next day, the farm-er found a strong horse wandering close by his farm, so he caught it to replace his dead donkey. His new horse was actually a much better worker than his old donkey! The farmer was very happy and went back to tell the wise man. “You

What are the historical facts of the case? Senator Jovito Salonga has sum-marized them in a speech in Congress in 1963 which we are paraphrasing here:

• Sabah (formerlyNorth Borneo) was origi-nally ruled by the sultan of Brunei. In 1704, in gratitude for help extended to him by the sultan of Sulu in sup-pressing a revolt, the sultan of Brunei ceded Sabah to the Sulu sultan.

• In 1878, an Aus-trian adventurer, Baron de Overbeck, persuaded the sultan of Sulu to lease Sabah to him for Malayan $5,000 (US$1,600).

• Overbecklatersoldout his rights to Alfred Dent, an English merchant, who established the British North Borneo Company, which assumed all the rights and obligations under the 1878

fairs, denounced the cession order as a unilateral act in violation of legal rights.

• After prolongedstudies the House of Rep-resentatives in a resolution in 1962 urged the President of the Philippines to recover North Borneo consistent with international law and procedure.

• Act ing on th isunanimous resolution and having acquired all the rights and interests of the sultanate of Sulu, President Diosdado Macapagal filed the claim to North Borneo in 1963. The Philippine claim is mainly based on the following propositions:

• That the r ightsthat Overbeck and Dent passed on to the British North Borneo Company did not include dominion and sovereignty over North Borneo; that their rights were as those indicated in the basic contract, namely, that of a lessee.

• Thatinaccordance

with established precedents in international law, the as-sertion of sovereign rights by the British Crown in 1946, in complete disregard of the contract of 1878, was not legal.

Water under the bridge?

Assuming the Philippine claim to Sabah is valid, what can be done now? Events have overtaken us, and it is no longer a simple matter of enforcing our claim. I remember how passionately I followed the debate in the papers when I was a young journalist in Manila in the late l950s to 1960 and de-nounced the government for its ineptness in following up on this claim.

Today, we look and find that a lot of water has passed under the bridge, so to speak. A lot of hot air has issued from the mouths of politicians, since the l950s when this issue was debated

Ozamiz Cityventures to re-number passenger motorelasOZAMIZ CITY - The city gov-ernment is bent on a project to re-number the passenger motor cabs, more popularly known as “motorelas” that are plying the city streets.

Mayor Nova Princess E. Paro-jinog-Echavez has urged the owners/ operators of motorela units to prepare the neces-sary documents, such as, their receipts of updated fees, and renewed licenses, among others,

to facilitate the re-numbering.It has been observed that

there are motorelas plying the streets without any franchise, making their operations i l-legal or “colorum” and so re-numbering them can help for them legalize their trade, the Mayor said.

This way, the operators can now operate their motorelas legally and don’t have to hide themselves from the traffic officers, because they can show proof that they have complied with the law about

their operations.Meanwhile, data at the City

Treasurer’s Office (CTO) show that there are 2,600 existing franchises for motorelas on record, Josephine Requilme, Collection Officer IV, said.

It can be recalled that the last numbering of the motorelas was done, sometime in 2008.

CAMP EVANGELISTA - Ninety-one male candidate soldiers successfully com-pleted the requirements to the Candidate Soldier Course Class 302-12.

Mostly from the prov-inces of Region 10 and 13, they passed six-month basic soldiery training, tactics and technical enrichment to satisfy the basic require-ment for a soldier who can perform his task, as a member of the Philippine Army.

The 4th Division Train-ing Unit (4DTU), under Lt. Col. Jose Emmanuel L. Mariano, administered the training of the new soldiers.

They were taught on basic military knowledge and skills, jungle warfare, mountaineering operations, the core values of the army, rule of law, human rights and international humani-

CAGAYAN de Oro City - The Department of Social Welfare and Development (DSWD) Field Office 10 here has reiterated its call to all Pantawid Pamilyang Pilipino Program (4Ps) workers to make it clear that politicians or parties have no control over Pantawid Pamilya and other programs of Depart-ment. Lawyer Araceli F. Sol-amillo, DSWD Field Of-fice 10 Regional Director, said both beneficiaries and non-beneficiaries must be accurately informed on the selection and delisting pro-cesses of the program. “This is to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal agenda,” Solamillo empha-sized. Meanwhile, Pantawid Pamilya Regional Project Coordinator Kenneth Haze

Sanchez disclosed that post-ers and tarpaulins are now displayed during pay-outs to shun partisan politics. “We want to insulate the program from partisan poli-tics,” Sanchez said. The Bawal ang Epal Dito campaign focuses on the message that only the DSWD can delist a ben-eficiary if he or she is not following the conditions of the program. Bawal ang Epal Dito con-fronts the issues of external pressures and eliminates the misconception of the ben-eficiaries about the control of politicians or parties over Pantawid Pamilya and other programs of DSWD. More importantly, it seeks to empower the beneficiaries to know their rights and to be vigilant of individuals and/or groups who plan to use the program to push for their personal agenda. With the upcoming mid-term elections, some politi-

cians may use the program to gain leverage. Through the Depart-ment’s Grievance Redress System (GRS), beneficiaries are encouraged to continu-ously give feedback if they find some politicians who are allegedly claiming to have the authority to enlist and delist them from the program. Over the past years, the DSWD has been consistent in performing its functions within the tenets of account-ability and transparency. Meanwhile, Sanchez also stressed the scheduled pay-out in every locality cannot be altered or changed. This, after some mayors in Northern Mindanao re-quested DSWD Field Office 10 to change the venue, mode of payment, and date of the pay-out for no apparent reasons. The Pantawid Pamilya Regional Project Coordi-nator explained that only

Responsible rice consumption urged

LALA, Lanao del Norte – RESPONSIBLE rice consumption – this was the key message imparted by the Department of Agr icu l ture (DA), headed by Undersecretary for Operations Joel S. Rudinas at the 2013 National Year of Rice Launching to nearly 500 farmers, local officials, agricultural stakeholders and guests, during the town’s celebration of the Araw ng Lala on March 21, 2013.

Supporting USec. Rudinas’ appeal is DA-10 Regional Technical Director for Operations Engr. Roxana H. Hojas, noting that producing rice entails enormous investments such as using 5,000 liters of water just to produce a kilo of rice.

She reported that every Filipino wastes about 2 tablespoons of cooked rice daily, equivalent to P6.2 billion that could have fed 2.6 million Filipinos.

With the unveiling of the NYR logo in the province and the recitation of the Panaad sa Pagdaginot sa Humay, the people of Lanao del Norte have joined in the government’s bid for the country to become a surplus supplier of rice by the year 2013 ends and onwards.

“Isip usa ka Pilipino nakighiusa ako sa pagpanaad nga dili mag-usik-usik sa kan-on ug bugas,” in unison they have pledged.

They have also sworn not to cook or scoop more than what they can consume as well as properly cook rice.

Likewise, they have committed to eat alternative staple food crops like bananas, sweet potato and corn.

“…tudloan nako ang uban sa responsableng pagkonsumo aron mahatagan ug bili ang kahago sa mga mag-uuma ug makatabang ako sa pagkab-ot nga mapaigo ang gidaghanong bugas sa Pilipinas,” the participants added.

Rudinas led the recitation of the Panaad sa Pagdaginot sa Humay - a commitment in becoming responsible rice eaters before 500 farmers, local officials, other agricultural stakeholders and guests in attendance at the 2013 National Year of Rice Launching during the town’s celebration of the Araw ng Lala held at the municipal grounds of Lala, Lanao del Norte on March 21, 2013.

Nearly 500 farmers, in the province of Lanao del Norte, recited in unison the Panaad sa Pagdaginot sa Humay, pledging to partake in the government’s efforts in attaining rice self-sufficiency which intends to provide ample supply of rice with 2013 at its earliest target.

Mohamad Khalid Q. Dimaporo expressed the province’s intent to implement more projects from the DA. “We are not asking for dole-outs, handa na kami sa counterparts,” he challenged.

A downpour of agri-projects were also turned-over with an estimated cost of P 4 million, including 2 units combined harvester, 5 units rice thresher, a Barangay Food Terminal, and the establishment of a biological control laboratory.

The year 2013 has been officially declared as the National Year of Rice through Proclamation No. 494, signed by President Benigno Simeon Aquino III on October 18, 2012
